CSPPLAZA光熱發電網訊:據(ju)廣東省(sheng)發改(gai)委網站29日(ri)消息(xi),近日(ri),廣東省(sheng)發改(gai)委、能源局等六部門聯合發布《廣東省(sheng)培育(yu)新能源戰略(lve)性(xing)新興產(chan)業(ye)集群(qun)行動計(ji)劃(hua)(2021-2025年)》(以下簡稱《計(ji)劃(hua)》)。
《計劃》提出,大力發展先進核能、海上風電、太陽能等優勢產業,加快培育氫能、儲能、智慧能源等新興產業,建設沿海新能源產業帶和省內差異布局的產業集聚區,助推能源清潔低碳化轉型,到2025年,全省非化石能源消費約占全省能源消費總量的30%,形成國內領先、世界一流的新能源產業集群。
光(guang)熱(re)利用(yong)方面,按照計劃,廣東未(wei)來要大力推進(jin)太(tai)陽能(neng)發電和集熱(re),探索太(tai)陽能(neng)光(guang)熱(re)海(hai)水淡化技術,同時要支持太(tai)陽能(neng)集熱(re)器等(deng)省內細分龍頭(tou)企業,通(tong)過并購重組打(da)造品牌、做(zuo)強(qiang)做(zuo)大。

廣(guang)東省培育新能源(yuan)戰略性新興產業(ye)集(ji)群行動計劃(2021-2025年(nian))
為貫徹省委、省政(zheng)府關于推進制造強省建設的工作部署,加(jia)快培(pei)育新能源戰略(lve)性(xing)新興產(chan)業(ye)集(ji)群(qun),促(cu)進產(chan)業(ye)邁向全球價值鏈高端,依據《廣東省人民(min)政(zheng)府關于培(pei)育發展戰略(lve)性(xing)支柱產(chan)業(ye)集(ji)群(qun)和戰略(lve)性(xing)新興產(chan)業(ye)集(ji)群(qun)的意見》(粵府函〔2020〕82號)等文件(jian)精(jing)神,制定本行動(dong)計劃。
一、總體情況
本行動(dong)計(ji)劃所指的新能(neng)(neng)源(yuan)產(chan)業主要包(bao)括核(he)能(neng)(neng)、風能(neng)(neng)、天然氣(qi)及(ji)其水合物、太陽能(neng)(neng)、氫能(neng)(neng)、生物質能(neng)(neng)、地(di)熱能(neng)(neng)、海(hai)洋能(neng)(neng)、智能(neng)(neng)電網、儲(chu)能(neng)(neng)等(deng)領域。
(一(yi))發(fa)(fa)展現狀。近(jin)年(nian)來,我省(sheng)積極統籌利(li)用(yong)新能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)和開發(fa)(fa)條(tiao)件,堅持技術(shu)引領(ling)(ling)、項目(mu)帶動,推動新能(neng)(neng)(neng)源(yuan)(yuan)開發(fa)(fa)與(yu)產(chan)(chan)業發(fa)(fa)展相互促進:一(yi)是(shi)產(chan)(chan)業規(gui)(gui)模不斷(duan)壯大(da)(da)。風(feng)能(neng)(neng)(neng)、太(tai)陽(yang)能(neng)(neng)(neng)、生(sheng)物質能(neng)(neng)(neng)實現規(gui)(gui)模化應用(yong),核電(dian)(dian)裝(zhuang)(zhuang)機(ji)規(gui)(gui)模、天(tian)然(ran)(ran)氣儲備(bei)能(neng)(neng)(neng)力全國(guo)領(ling)(ling)先(xian)(xian),海上(shang)風(feng)電(dian)(dian)進入(ru)快速發(fa)(fa)展通(tong)道。截(jie)至(zhi)2019年(nian)底,全省(sheng)新能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)規(gui)(gui)模5153萬(wan)千瓦(wa)(其中核電(dian)(dian)裝(zhuang)(zhuang)機(ji)1614萬(wan)千瓦(wa),氣電(dian)(dian)裝(zhuang)(zhuang)機(ji)2250萬(wan)千瓦(wa),風(feng)電(dian)(dian)、光伏、生(sheng)物質發(fa)(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)1289萬(wan)千瓦(wa)),較“十(shi)二(er)五”末(mo)增長(chang)93%,非化石能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費約(yue)(yue)占全省(sheng)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費總量(liang)的(de)29%;建成(cheng)天(tian)然(ran)(ran)氣主(zhu)干管網(wang)2200公(gong)里,LNG(液化天(tian)然(ran)(ran)氣)接(jie)收站4座,充(chong)電(dian)(dian)站約(yue)(yue)2350座,充(chong)電(dian)(dian)樁(zhuang)約(yue)(yue)12萬(wan)個,加氫(qing)站34座;2019年(nian)全省(sheng)新能(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業營業收入(ru)約(yue)(yue)4100億元。二(er)是(shi)產(chan)(chan)業技術(shu)水平加快提升(sheng)。風(feng)力發(fa)(fa)電(dian)(dian)機(ji)組、逆變(bian)器、高效(xiao)(xiao)太(tai)陽(yang)能(neng)(neng)(neng)電(dian)(dian)池和集熱器、氫(qing)燃料(liao)電(dian)(dian)池電(dian)(dian)堆(dui)等(deng)研發(fa)(fa)制造處于全國(guo)領(ling)(ling)先(xian)(xian)地(di)位,氫(qing)能(neng)(neng)(neng)利(li)用(yong)、儲能(neng)(neng)(neng)技術(shu)、充(chong)電(dian)(dian)樁(zhuang)和智能(neng)(neng)(neng)電(dian)(dian)網(wang)建設(she)位居(ju)全國(guo)前列,自主(zhu)品牌“華龍一(yi)號”三(san)代核電(dian)(dian)技術(shu)達到國(guo)際先(xian)(xian)進水平,天(tian)然(ran)(ran)氣水合物連創試采紀(ji)錄。三(san)是(shi)產(chan)(chan)業集聚效(xiao)(xiao)應逐步顯(xian)現。在核電(dian)(dian)、海上(shang)風(feng)電(dian)(dian)、太(tai)陽(yang)能(neng)(neng)(neng)、氫(qing)能(neng)(neng)(neng)產(chan)(chan)業方面產(chan)(chan)生(sheng)了(le)一(yi)批優勢(shi)特色企業,形成(cheng)了(le)骨干企業帶動、重大(da)(da)項目(mu)支撐、上(shang)下游(you)企業集聚發(fa)(fa)展的(de)態勢(shi)。
(二)存(cun)在問題(ti)與面臨挑戰(zhan)。存(cun)在問題(ti):一是(shi)資源(yuan)(yuan)(yuan)(yuan)利用不夠充分(fen)。風能(neng)(neng)(neng)、太(tai)陽(yang)能(neng)(neng)(neng)發(fa)(fa)電(dian)裝機規模(mo)明顯低(di)于(yu)蘇浙魯等省份(fen),天(tian)然氣(qi)開(kai)發(fa)(fa)利用水平(ping)還(huan)有待(dai)提高,地(di)(di)熱能(neng)(neng)(neng)、海洋能(neng)(neng)(neng)、天(tian)然氣(qi)水合物等資源(yuan)(yuan)(yuan)(yuan)豐富的新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)尚處(chu)于(yu)示范、試采(cai)階段(duan),開(kai)發(fa)(fa)成(cheng)本較高。二是(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)基(ji)礎設(she)施建設(she)仍需加快。電(dian)網建設(she)不能(neng)(neng)(neng)滿足(zu)(zu)大規模(mo)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)發(fa)(fa)展(zhan)需求,粵東西北(bei)部分(fen)地(di)(di)市及縣區天(tian)然氣(qi)管(guan)網不完善。三是(shi)自(zi)(zi)主創(chuang)(chuang)新能(neng)(neng)(neng)力(li)有待(dai)提高。國(guo)家(jia)級(ji)和(he)省級(ji)聯合創(chuang)(chuang)新平(ping)臺建設(she)推(tui)進(jin)緩(huan)慢(man),高級(ji)創(chuang)(chuang)新人才(cai)缺乏,企業(ye)(ye)研發(fa)(fa)投入(ru)不足(zu)(zu),關鍵核心技(ji)術、設(she)備和(he)材料依賴進(jin)口。四是(shi)整體競(jing)爭力(li)不強(qiang)(qiang)。缺少(shao)帶動(dong)力(li)和(he)控(kong)制力(li)強(qiang)(qiang)的龍頭企業(ye)(ye),產(chan)(chan)業(ye)(ye)配套和(he)集聚效應不夠明顯,高端裝備制造水平(ping)落(luo)后于(yu)長三角地(di)(di)區,產(chan)(chan)業(ye)(ye)標準(zhun)體系和(he)產(chan)(chan)品檢測(ce)認(ren)證體系有待(dai)完善等。面臨挑戰(zhan):一是(shi)國(guo)際(ji)貿易壁壘(lei)增多(duo)、技(ji)術封鎖加劇。二是(shi)各省份(fen)競(jing)相(xiang)將新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產(chan)(chan)業(ye)(ye)作為重(zhong)點發(fa)(fa)展(zhan)的戰(zhan)略性新興產(chan)(chan)業(ye)(ye),競(jing)爭越發(fa)(fa)激烈。三是(shi)石油等傳統能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)價格波(bo)動(dong)加劇,省內自(zi)(zi)產(chan)(chan)氣(qi)源(yuan)(yuan)(yuan)(yuan)少(shao)、天(tian)然氣(qi)利用成(cheng)本處(chu)于(yu)全國(guo)高位。四是(shi)國(guo)土資源(yuan)(yuan)(yuan)(yuan)、環境保護、軍(jun)事(shi)影響等約束(shu)趨緊,國(guo)家(jia)相(xiang)關補貼(tie)政策退坡等,給新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)帶來(lai)新的挑戰(zhan)。
(三)優勢和(he)(he)發(fa)展(zhan)(zhan)機遇。我省是經濟大(da)(da)省,能(neng)(neng)源(yuan)(yuan)消費需求大(da)(da),隨(sui)著粵港澳大(da)(da)灣區和(he)(he)“一核一帶一區”發(fa)展(zhan)(zhan)戰略的全面(mian)實施,為(wei)新(xin)能(neng)(neng)源(yuan)(yuan)產業(ye)發(fa)展(zhan)(zhan)提(ti)供(gong)了更加(jia)有利的政策和(he)(he)市場環境;新(xin)能(neng)(neng)源(yuan)(yuan)產業(ye)已具備(bei)較(jiao)好(hao)的發(fa)展(zhan)(zhan)基礎和(he)(he)較(jiao)強的競爭能(neng)(neng)力,海(hai)洋(yang)能(neng)(neng)、地熱能(neng)(neng)、生物(wu)質能(neng)(neng)資(zi)源(yuan)(yuan)和(he)(he)技術優勢突出,商業(ye)化(hua)開發(fa)應用進程有望(wang)加(jia)速;港口(kou)資(zi)源(yuan)(yuan)和(he)(he)海(hai)洋(yang)油氣(qi)資(zi)源(yuan)(yuan)豐富,在海(hai)上天然氣(qi)及其水合物(wu)開采和(he)(he)LNG接(jie)收站建設等方面(mian)發(fa)展(zhan)(zhan)潛力巨大(da)(da);省內良(liang)好(hao)的制造業(ye)基礎和(he)(he)凸顯的電子信息產業(ye)優勢,為(wei)新(xin)能(neng)(neng)源(yuan)(yuan)制造業(ye)提(ti)升(sheng)、產業(ye)融合發(fa)展(zhan)(zhan)提(ti)供(gong)了有力的支(zhi)撐。
二、工作目標
大力發(fa)展先進核能(neng)(neng)(neng)(neng)、海上風電、太陽能(neng)(neng)(neng)(neng)等優勢產(chan)(chan)業,加快培育氫(qing)能(neng)(neng)(neng)(neng)、儲能(neng)(neng)(neng)(neng)、智慧(hui)能(neng)(neng)(neng)(neng)源(yuan)(yuan)等新興產(chan)(chan)業,建(jian)設沿(yan)海新能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業帶(dai)和省內差異布局的產(chan)(chan)業集聚區,助推能(neng)(neng)(neng)(neng)源(yuan)(yuan)清潔低碳(tan)化轉型,到(dao)2025年(nian),全省非化石能(neng)(neng)(neng)(neng)源(yuan)(yuan)消費約占全省能(neng)(neng)(neng)(neng)源(yuan)(yuan)消費總量的30%,形成(cheng)國內領先、世界一(yi)流(liu)的新能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業集群。
(一)擴大產業(ye)(ye)規模(mo)。到(dao)2025年,新能(neng)(neng)源發電(dian)(dian)(dian)裝(zhuang)機(ji)規模(mo)約(yue)10250萬(wan)千瓦(wa)(其(qi)中核電(dian)(dian)(dian)裝(zhuang)機(ji)約(yue)1850萬(wan)千瓦(wa),氣電(dian)(dian)(dian)裝(zhuang)機(ji)約(yue)4200萬(wan)千瓦(wa),風(feng)電(dian)(dian)(dian)、光伏、生物(wu)質發電(dian)(dian)(dian)裝(zhuang)機(ji)約(yue)4200萬(wan)千瓦(wa)),天(tian)然(ran)氣供應(ying)能(neng)(neng)力(li)超過700億(yi)立方米(mi),制氫規模(mo)約(yue)8萬(wan)噸,氫燃料電(dian)(dian)(dian)池約(yue)500萬(wan)千瓦(wa),儲能(neng)(neng)規模(mo)約(yue)200萬(wan)千瓦(wa);全(quan)省新能(neng)(neng)源產業(ye)(ye)營業(ye)(ye)收入(ru)達到(dao)7300億(yi)元,新能(neng)(neng)源產業(ye)(ye)增加值(zhi)達到(dao)1800億(yi)元。
(二)提升創(chuang)新(xin)能力(li)。在(zai)核(he)電(dian)(dian)、海上風電(dian)(dian)、太陽能、氫燃料電(dian)(dian)池、天然氣及其(qi)水合物、智能電(dian)(dian)網等領域(yu)建成一(yi)批(pi)(pi)重點實驗(yan)室、工程研究(jiu)中心(xin)、產(chan)業(ye)創(chuang)新(xin)中心(xin)、企(qi)業(ye)技(ji)術(shu)(shu)(shu)中心(xin)等國家級和(he)省級創(chuang)新(xin)平臺,培育一(yi)批(pi)(pi)具有國際先進水平的(de)創(chuang)新(xin)型(xing)龍頭企(qi)業(ye),形成一(yi)批(pi)(pi)國內領先、具有國際競爭力(li)的(de)核(he)心(xin)技(ji)術(shu)(shu)(shu)和(he)自主品牌,推動廣(guang)東成為國內新(xin)能源示范區(qu)、產(chan)業(ye)技(ji)術(shu)(shu)(shu)和(he)商(shang)業(ye)模式創(chuang)新(xin)區(qu)。
(三(san))完善基礎設施(shi)。到2025年,初(chu)(chu)步(bu)(bu)建(jian)(jian)(jian)成(cheng)安(an)全、可靠、綠色、高效(xiao)的(de)(de)智能(neng)電(dian)(dian)網體系;儲(chu)能(neng)初(chu)(chu)步(bu)(bu)實(shi)現(xian)規(gui)模化發展(zhan),形成(cheng)源—網—荷—儲(chu)全面(mian)布局;天然氣主干管(guan)網實(shi)現(xian)互(hu)聯互(hu)通,建(jian)(jian)(jian)成(cheng)天然氣主干管(guan)網2780公里,進口LNG接(jie)收站儲(chu)氣能(neng)力達到534萬方(液態(tai));建(jian)(jian)(jian)成(cheng)充電(dian)(dian)站約(yue)3600座,充電(dian)(dian)樁約(yue)17萬個,加(jia)氫(qing)(qing)站約(yue)300座,基本建(jian)(jian)(jian)成(cheng)適應珠三(san)角需求(qiu)、輻射周邊的(de)(de)充電(dian)(dian)、加(jia)氫(qing)(qing)設施(shi)體系。
(四(si))強化產業(ye)協同(tong)。通過整(zheng)合或調整(zheng)規劃,建成(cheng)一批在國內外(wai)具(ju)有影響(xiang)力的新能源裝備(bei)和產品研發制造基地(di),新能源產業(ye)規劃、設計、運(yun)維等(deng)應用服務體系不(bu)斷完善(shan),資源配置和產業(ye)協同(tong)更加高效。
三、重點任務
(一)有序推(tui)動(dong)新能源開發(fa)(fa)應(ying)用(yong)(yong)。安全(quan)高效發(fa)(fa)展核電(dian)(dian),規(gui)模化開發(fa)(fa)海上風電(dian)(dian),因地制宜發(fa)(fa)展分(fen)散式陸上風電(dian)(dian),提高天(tian)然氣利用(yong)(yong)水平,大(da)力推(tui)進(jin)太陽能發(fa)(fa)電(dian)(dian)和集熱(re);推(tui)進(jin)丙(bing)烷(wan)脫(tuo)氫等工(gong)業副產(chan)氫、谷(gu)電(dian)(dian)制氫及清潔(jie)能源制氫等氫源建設(she),擴大(da)氫能利用(yong)(yong)規(gui)模;穩(wen)步推(tui)進(jin)生(sheng)物天(tian)然氣開發(fa)(fa);推(tui)廣地熱(re)能與集中(zhong)供熱(re)、制冷、燃(ran)機發(fa)(fa)電(dian)(dian)等方面的應(ying)用(yong)(yong),示范開發(fa)(fa)海洋能。推(tui)進(jin)可(ke)再生(sheng)能源、氫能在5G基站、特高壓(ya)、充(chong)電(dian)(dian)樁、大(da)數據中(zhong)心等領(ling)域的應(ying)用(yong)(yong)。(省(sheng)發(fa)(fa)展改革(ge)委、能源局(ju)牽頭,省(sheng)自然資源廳、生(sheng)態環境廳、林(lin)業局(ju)等按職責(ze)(ze)分(fen)工(gong)負責(ze)(ze))
(二)著力加強關鍵技(ji)術攻關。利(li)用好能源領域廣東省實驗室建(jian)設(she)的契機(ji),以企業為(wei)主體,對(dui)準系統集(ji)成(cheng)、硬(ying)核技(ji)術、關鍵材料(liao)、精(jing)密工(gong)藝(yi)等方面的應用短(duan)板實施攻關。推動(dong)南海(hai)神(shen)狐海(hai)域天然(ran)氣水合物試采,支持珠(zhu)海(hai)市大萬(wan)山島(dao)兆瓦級波(bo)浪能試驗、河源黃(huang)村地熱能綜合利(li)用示范,加快(kuai)前沿技(ji)術產業化進程(cheng)。(省科技(ji)廳牽頭(tou),省發展(zhan)改革(ge)委、工(gong)業和信息(xi)化廳、能源局等按職責分工(gong)負(fu)責)
專欄1技術攻關領域
1。核(he)能(neng)。重點推進第四代核(he)電技術的研究(jiu),加快(kuai)海上小堆(dui)和鉛(qian)基(ji)快(kuai)堆(dui)關鍵技術研發,推動海水淡(dan)化、制氫、余熱再利用等(deng)綜合利用。
2。海上風(feng)電(dian)。重點開(kai)展低風(feng)速、大容量、抗臺風(feng)、防鹽(yan)霧風(feng)電(dian)機(ji)組(zu)技術攻(gong)關,加強(qiang)主(zhu)軸承(cheng)研發制造,提(ti)升葉片設計(ji)及(ji)新材料(liao)研發應用(yong),推(tui)進風(feng)電(dian)機(ji)組(zu)集成、遠距離(li)輸(shu)電(dian)、新型(xing)風(feng)機(ji)基礎等技術研發。
3。天然氣(qi)及其水合(he)物。重點推進高(gao)溫高(gao)壓深水領域氣(qi)田勘(kan)探開(kai)發技術、高(gao)精(jing)度(du)勘(kan)查(cha)及原位探測技術、高(gao)效開(kai)采(cai)的(de)多井型鉆完井技術、儲(chu)層改造增(zeng)產技術以(yi)及運輸儲(chu)存、安全(quan)環保開(kai)采(cai)等關(guan)鍵技術攻關(guan)。
4。太陽能(neng)(neng)。加(jia)快突破PERC技(ji)術(shu)(shu)(shu),推進高效(xiao)晶體(ti)硅電(dian)池(chi)、新型納米離子電(dian)池(chi)和(he)漿料工藝和(he)裝備的(de)研發和(he)產業(ye)化(hua),加(jia)強CdTe等化(hua)合物半導體(ti)薄膜電(dian)池(chi)、薄膜電(dian)池(chi)集(ji)成(cheng)應(ying)(ying)用(yong)(yong)技(ji)術(shu)(shu)(shu)(BIPV)以及逆變器、智(zhi)能(neng)(neng)組件等關鍵技(ji)術(shu)(shu)(shu)的(de)創(chuang)新與(yu)應(ying)(ying)用(yong)(yong);探索基(ji)于等離激元效(xiao)應(ying)(ying)的(de)光能(neng)(neng)新利用(yong)(yong)技(ji)術(shu)(shu)(shu)、太陽能(neng)(neng)光熱海(hai)水淡化(hua)技(ji)術(shu)(shu)(shu)。
5。氫能(neng)。開展(zhan)PEM電(dian)(dian)解水制(zhi)氫、太陽能(neng)光(guang)解水制(zhi)氫等氫源低(di)成本高效制(zhi)備、低(di)溫和高溫燃料(liao)電(dian)(dian)池電(dian)(dian)堆、關(guan)鍵(jian)材料(liao)、零部件(jian)及其系(xi)統集成的技術攻關(guan),加(jia)快金屬板氫燃料(liao)電(dian)(dian)池電(dian)(dian)堆、新一代碳板、膜電(dian)(dian)極、催化劑、碳紙以及高壓儲罐、低(di)壓固(gu)態儲氫、低(di)溫液氫系(xi)統等技術研(yan)發。
6。生(sheng)物(wu)質(zhi)(zhi)能。加強農林廢棄物(wu)二(er)代先進生(sheng)物(wu)燃料(liao)技(ji)術(shu)攻關,推動清(qing)潔焚燒、二(er)噁英(ying)控制、中高溫發(fa)酵、干式厭(yan)氧發(fa)酵、生(sheng)物(wu)質(zhi)(zhi)天然氣提純、生(sheng)物(wu)質(zhi)(zhi)液體燃料(liao)等關鍵技(ji)術(shu)和相關設備的研發(fa)。
7。地(di)(di)(di)熱(re)(re)(re)能。加(jia)強中(zhong)高(gao)溫地(di)(di)(di)熱(re)(re)(re)資源(水(shui)熱(re)(re)(re)、干熱(re)(re)(re))勘(kan)查技術及梯(ti)級(ji)綜(zong)合利(li)用技術的(de)攻關,支持地(di)(di)(di)球物理探查技術、地(di)(di)(di)熱(re)(re)(re)鉆探技術、地(di)(di)(di)熱(re)(re)(re)發(fa)電、地(di)(di)(di)熱(re)(re)(re)制冷(leng)、供(gong)暖烘干等(deng)裝備的(de)研發(fa)。

(五)太陽能產業壯大工(gong)程(cheng)。推(tui)進千(qian)萬千(qian)瓦級光(guang)伏(fu)發電(dian)(dian)平價上網項(xiang)目建(jian)設(she),拓展(zhan)分(fen)布式光(guang)伏(fu)發電(dian)(dian)應(ying)用(yong),大力推(tui)廣(guang)太陽能建(jian)筑一(yi)體(ti)化(hua)(hua)應(ying)用(yong)。支持太陽能集熱(re)器、光(guang)伏(fu)設(she)備(bei)、逆變(bian)器、封裝、漿料(liao)等省內細分(fen)龍(long)頭企業,通過并購重組(zu)打造(zao)品(pin)牌、做強做大。重點支持高效晶(jing)硅太陽能電(dian)(dian)池(chi)片、CdTe(碲化(hua)(hua)鎘)光(guang)伏(fu)發電(dian)(dian)玻璃的生產和(he)相關(guan)設(she)備(bei)制(zhi)造(zao),推(tui)動HJT(異質結)電(dian)(dian)池(chi)、TOPCon(鈍化(hua)(hua)接觸)電(dian)(dian)池(chi)關(guan)鍵(jian)制(zhi)造(zao)設(she)備(bei)實現自主(zhu)生產。爭取千(qian)噸級太陽能等離(li)激(ji)元利用(yong)示范項(xiang)目落戶廣(guang)東。(省發展(zhan)改(gai)革委、科技廳(ting)、工(gong)業和(he)信息化(hua)(hua)廳(ting)、住房城鄉建(jian)設(she)廳(ting)、商務廳(ting)、能源局(ju)等按職責分(fen)工(gong)負責)
(六)氫能(neng)產業(ye)(ye)鏈培育工(gong)程。聚焦氫能(neng)核(he)(he)(he)心技術研發和(he)先(xian)進(jin)設(she)備制(zhi)造(zao),加(jia)快培育從(cong)氫氣制(zhi)儲(chu)(chu)、加(jia)運(yun)、燃(ran)料(liao)電池電堆、關鍵(jian)零(ling)部(bu)件和(he)動力系統(tong)集(ji)(ji)成(cheng)的(de)全產業(ye)(ye)鏈。利用(yong)(yong)低(di)(di)溫(wen)氫燃(ran)料(liao)電池產業(ye)(ye)區域先(xian)發優勢,形成(cheng)廣(guang)州-深(shen)圳-佛(fo)山(shan)-環大灣區核(he)(he)(he)心區車用(yong)(yong)燃(ran)料(liao)電池產業(ye)(ye)集(ji)(ji)群(qun)。基(ji)于在SOFC(固體(ti)氧(yang)化物燃(ran)料(liao)電池)電解質隔膜片等核(he)(he)(he)心零(ling)部(bu)件制(zhi)造(zao)方面全球(qiu)領先(xian)的(de)優勢,布(bu)(bu)局(ju)建設(she)以SOFC為核(he)(he)(he)心的(de)清潔(jie)高效發電產業(ye)(ye)集(ji)(ji)群(qun)。結合(he)省內煉廠分布(bu)(bu),合(he)理(li)規(gui)劃沿海城市加(jia)氫站布(bu)(bu)局(ju)。整合(he)利用(yong)(yong)省內大型化工(gong)氫源,提(ti)升低(di)(di)成(cheng)本氫源供給規(gui)模化水平。積極推(tui)進(jin)富余核(he)(he)(he)電和(he)可再生能(neng)源制(zhi)氫,拓寬(kuan)氫源渠道。依(yi)托(tuo)中廣(guang)核(he)(he)(he)和(he)中集(ji)(ji)集(ji)(ji)團(tuan)推(tui)進(jin)低(di)(di)溫(wen)液氫設(she)備、高壓儲(chu)(chu)運(yun)、低(di)(di)壓固態儲(chu)(chu)氫產業(ye)(ye)建設(she)。推(tui)廣(guang)高溫(wen)燃(ran)料(liao)電池冷熱電三聯供應用(yong)(yong)示范(fan),支持建設(she)大型民(min)用(yong)(yong)液氫示范(fan)工(gong)程。(省發展改革委、科技廳(ting)(ting)、工(gong)業(ye)(ye)和(he)信息化廳(ting)(ting)、住(zhu)房(fang)城鄉(xiang)建設(she)廳(ting)(ting)、應急管理(li)廳(ting)(ting)、國資委、能(neng)源局(ju)等按(an)職責分工(gong)負責)

五、保障措施
(一)加(jia)強(qiang)組(zu)織協(xie)調。充分發揮(hui)制(zhi)造(zao)強(qiang)省建設領導小(xiao)組(zu)作(zuo)用,強(qiang)化部(bu)門(men)協(xie)作(zuo)和上下(xia)聯動(dong),形成(cheng)(cheng)工(gong)作(zuo)合(he)力。各地(di)(di)(di)、各有關部(bu)門(men)要根(gen)據行動(dong)計劃(hua)的部(bu)署(shu),明確(que)本地(di)(di)(di)區、本部(bu)門(men)目標任(ren)務和實(shi)(shi)施路線圖,強(qiang)化責(ze)任(ren)落實(shi)(shi),做(zuo)好跟蹤服務,推動(dong)行動(dong)計劃(hua)順利實(shi)(shi)施。(省發展改革委、能源局牽頭,制(zhi)造(zao)強(qiang)省建設領導小(xiao)組(zu)成(cheng)(cheng)員單位、各地(di)(di)(di)級以上市政府按職(zhi)責(ze)分工(gong)負責(ze))
