為(wei)加(jia)快(kuai)實(shi)施《加(jia)快(kuai)構建新型電(dian)力(li)(li)(li)系(xi)(xi)統行(xing)動方(fang)案(an)(2024—2027年(nian))》(以下簡(jian)稱《行(xing)動方(fang)案(an)》)和《關(guan)(guan)于加(jia)強電(dian)網調峰儲能和智能化調度能力(li)(li)(li)建設的指(zhi)導意見》(以下簡(jian)稱《指(zhi)導意見》)有關(guan)(guan)要求,著力(li)(li)(li)提升(sheng)電(dian)力(li)(li)(li)系(xi)(xi)統調節能力(li)(li)(li)和調用水平,支(zhi)撐(cheng)新型電(dian)力(li)(li)(li)系(xi)(xi)統構建,國家發(fa)展改革委、國家能源局印發(fa)《電(dian)力(li)(li)(li)系(xi)(xi)統調節能力(li)(li)(li)優(you)化專項(xiang)行(xing)動實(shi)施方(fang)案(an)(2025—2027年(nian))》(以下簡(jian)稱《實(shi)施方(fang)案(an)》)。現(xian)從四個方(fang)面(mian)對《實(shi)施方(fang)案(an)》進行(xing)解讀。
一、出臺背景
2024年(nian)7月,國(guo)(guo)家(jia)能(neng)(neng)(neng)(neng)源(yuan)局等部門(men)印(yin)發(fa)《行(xing)(xing)動(dong)方案(an)》,提出(chu)在2024—2027年(nian)重點開展(zhan)9項專項行(xing)(xing)動(dong),推(tui)進新(xin)型(xing)(xing)電(dian)力(li)系統(tong)建(jian)(jian)設取得實(shi)效(xiao),《實(shi)施方案(an)》是落(luo)實(shi)《行(xing)(xing)動(dong)方案(an)》電(dian)力(li)系統(tong)調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)優化行(xing)(xing)動(dong)的配套專項方案(an)。近年(nian)來,國(guo)(guo)家(jia)能(neng)(neng)(neng)(neng)源(yuan)局持續加強電(dian)力(li)系統(tong)調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)建(jian)(jian)設,印(yin)發(fa)《關(guan)于做好新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納(na)工(gong)作保障新(xin)能(neng)(neng)(neng)(neng)源(yuan)高質量發(fa)展(zhan)的通知(zhi)》,指(zhi)導各(ge)地各(ge)有關(guan)單位積極推(tui)進系統(tong)調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)提升,促進新(xin)能(neng)(neng)(neng)(neng)源(yuan)消納(na),提升頂(ding)峰供電(dian)能(neng)(neng)(neng)(neng)力(li)。國(guo)(guo)家(jia)發(fa)展(zhan)改革委、國(guo)(guo)家(jia)能(neng)(neng)(neng)(neng)源(yuan)局聯合印(yin)發(fa)《指(zhi)導意見(jian)》,提出(chu)統(tong)籌優化布(bu)局建(jian)(jian)設和用好電(dian)力(li)系統(tong)調(diao)峰資源(yuan),結(jie)合新(xin)能(neng)(neng)(neng)(neng)源(yuan)發(fa)展(zhan)加強調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)建(jian)(jian)設。在各(ge)方共同努力(li)下,電(dian)力(li)系統(tong)調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)不斷提升。截至2024年(nian)三(san)季(ji)度末(mo),全國(guo)(guo)靈活調(diao)節(jie)煤(mei)電(dian)規(gui)模(mo)超過6億(yi)千瓦(wa),跨省區(qu)電(dian)力(li)資源(yuan)配置(zhi)能(neng)(neng)(neng)(neng)力(li)超過3億(yi)千瓦(wa),抽水(shui)蓄能(neng)(neng)(neng)(neng)累(lei)計規(gui)模(mo)達到5591萬(wan)(wan)千瓦(wa),已建(jian)(jian)成(cheng)投運新(xin)型(xing)(xing)儲能(neng)(neng)(neng)(neng)5852萬(wan)(wan)千瓦(wa)/1.28億(yi)千瓦(wa)時。
當(dang)前(qian),我國調(diao)(diao)(diao)節(jie)(jie)資(zi)源(yuan)(yuan)(yuan)發(fa)(fa)展也面(mian)臨(lin)著一(yi)些挑戰和問題。我國年均新(xin)(xin)(xin)增(zeng)新(xin)(xin)(xin)能(neng)源(yuan)(yuan)(yuan)裝機(ji)(ji)規(gui)模突破(po)2億千瓦,預計“十(shi)五五”將延(yan)續快速(su)增(zeng)長態勢(shi),大(da)幅增(zeng)加(jia)系統(tong)消納壓(ya)力(li)(li)(li)。今年1至10月,全國風電利(li)用(yong)率96.4%,同比下降(jiang)0.7個百分點(dian);光(guang)伏發(fa)(fa)電利(li)用(yong)率97.1%,同比下降(jiang)1.2個百分點(dian)。部分新(xin)(xin)(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展較快的省(sheng)份消納壓(ya)力(li)(li)(li)凸顯(xian)。而調(diao)(diao)(diao)節(jie)(jie)能(neng)力(li)(li)(li)建(jian)設缺乏統(tong)籌(chou)優化,存(cun)量(liang)調(diao)(diao)(diao)節(jie)(jie)資(zi)源(yuan)(yuan)(yuan)未得(de)到充分利(li)用(yong),價格、市場(chang)機(ji)(ji)制等有(you)待完善,亟待做好調(diao)(diao)(diao)節(jie)(jie)資(zi)源(yuan)(yuan)(yuan)科學規(gui)劃建(jian)設,加(jia)強(qiang)調(diao)(diao)(diao)節(jie)(jie)能(neng)力(li)(li)(li)規(gui)模、布局與新(xin)(xin)(xin)能(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展的銜接,加(jia)大(da)力(li)(li)(li)度(du)(du)統(tong)籌(chou)現有(you)調(diao)(diao)(diao)節(jie)(jie)資(zi)源(yuan)(yuan)(yuan)高(gao)效調(diao)(diao)(diao)度(du)(du)利(li)用(yong)。《實施方案》針(zhen)對性提出舉措,有(you)助(zhu)于指導各地(di)各有(you)關單位進一(yi)步(bu)加(jia)強(qiang)電力(li)(li)(li)系統(tong)調(diao)(diao)(diao)節(jie)(jie)能(neng)力(li)(li)(li)建(jian)設,支撐新(xin)(xin)(xin)能(neng)源(yuan)(yuan)(yuan)高(gao)質量(liang)發(fa)(fa)展,助(zhu)力(li)(li)(li)構建(jian)新(xin)(xin)(xin)型電力(li)(li)(li)系統(tong)。
二、主要考慮
《實(shi)施(shi)方(fang)(fang)案(an)》科(ke)學(xue)(xue)提(ti)出(chu)電力(li)系(xi)統(tong)(tong)調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)規(gui)(gui)劃(hua)、調(diao)用(yong)、市場(chang)(chang)全(quan)環(huan)節(jie)(jie)(jie)要求。加(jia)強(qiang)調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)規(gui)(gui)劃(hua)是指導(dao)調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)建設的(de)重(zhong)要前(qian)提(ti),《實(shi)施(shi)方(fang)(fang)案(an)》強(qiang)調(diao)各(ge)地應結(jie)合(he)實(shi)際情況,系(xi)統(tong)(tong)性(xing)編制調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)建設方(fang)(fang)案(an),科(ke)學(xue)(xue)確(que)定調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)規(gui)(gui)模、布局。針(zhen)對(dui)目前(qian)部分調(diao)節(jie)(jie)(jie)資源調(diao)用(yong)方(fang)(fang)式(shi)相對(dui)單一的(de)問題(ti),從促(cu)進有效發揮設備調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)的(de)角度,提(ti)出(chu)創(chuang)新(xin)豐富新(xin)能(neng)(neng)源、新(xin)型儲能(neng)(neng)等(deng)調(diao)用(yong)手段。科(ke)學(xue)(xue)合(he)理的(de)市場(chang)(chang)機制是促(cu)進各(ge)類調(diao)節(jie)(jie)(jie)資源效用(yong)發揮、提(ti)升(sheng)參與系(xi)統(tong)(tong)調(diao)節(jie)(jie)(jie)積極性(xing)的(de)重(zhong)要保障,為此《實(shi)施(shi)方(fang)(fang)案(an)》也(ye)提(ti)出(chu)了完善(shan)市場(chang)(chang)機制相關(guan)舉(ju)措。為提(ti)升(sheng)調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)建設方(fang)(fang)案(an)的(de)可操作性(xing),《實(shi)施(shi)方(fang)(fang)案(an)》強(qiang)調(diao)從各(ge)方(fang)(fang)面做好保障支(zhi)撐,確(que)保調(diao)節(jie)(jie)(jie)能(neng)(neng)力(li)建設項(xiang)目實(shi)施(shi)落地。
三、總體要求
《實(shi)施方(fang)案》以(yi)習近平新(xin)(xin)(xin)時代中(zhong)國特(te)色社會主義思想為指(zhi)導,深入貫徹(che)落實(shi)黨的(de)(de)二十大及二十屆(jie)二中(zhong)、三中(zhong)全(quan)會精神,統(tong)籌發展和安全(quan),充(chong)分發揮(hui)市(shi)場作用(yong),更好發揮(hui)政府作用(yong),著(zhu)力針對各(ge)(ge)地區新(xin)(xin)(xin)能源合(he)理消納利用(yong)要(yao)求(qiu),科學分析調(diao)(diao)節(jie)能力需(xu)求(qiu)規(gui)模(mo)和特(te)征,制定(ding)各(ge)(ge)類調(diao)(diao)節(jie)資源合(he)理配(pei)置和優(you)化(hua)組合(he)方(fang)案,優(you)化(hua)各(ge)(ge)類調(diao)(diao)節(jie)資源調(diao)(diao)用(yong)方(fang)式,優(you)化(hua)電力系(xi)統(tong)調(diao)(diao)節(jie)能力,加快(kuai)推進新(xin)(xin)(xin)型電力系(xi)統(tong)建設。《實(shi)施方(fang)案》提出(chu),到(dao)2027年(nian)(nian),電力系(xi)統(tong)調(diao)(diao)節(jie)能力顯著(zhu)提升,各(ge)(ge)類調(diao)(diao)節(jie)資源發展的(de)(de)市(shi)場環境和商業模(mo)式更加完(wan)善(shan),各(ge)(ge)類調(diao)(diao)節(jie)資源調(diao)(diao)用(yong)機制進一步完(wan)善(shan)。支撐2025—2027年(nian)(nian)年(nian)(nian)均新(xin)(xin)(xin)增2億千瓦以(yi)上(shang)新(xin)(xin)(xin)能源的(de)(de)合(he)理消納利用(yong),全(quan)國新(xin)(xin)(xin)能源利用(yong)率不低于(yu)90%。
四、重點任務
《實施方(fang)案》在編制調(diao)節(jie)(jie)(jie)能力建設方(fang)案、完善調(diao)節(jie)(jie)(jie)資源調(diao)用方(fang)式、完善調(diao)節(jie)(jie)(jie)資源參與市(shi)場(chang)機制等三個方(fang)面提出(chu)重點(dian)任務。
一是編制(zhi)(zhi)調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)建(jian)設(she)方(fang)案。結合新(xin)能(neng)(neng)(neng)(neng)(neng)源增長規(gui)模(mo)(mo)和利(li)用率目標(biao),科(ke)學測算調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)需求,明(ming)確(que)新(xin)增煤(mei)電(dian)(dian)靈活性改(gai)造、氣電(dian)(dian)、水電(dian)(dian)、抽水蓄能(neng)(neng)(neng)(neng)(neng)、新(xin)型儲能(neng)(neng)(neng)(neng)(neng)、光熱、友好型新(xin)能(neng)(neng)(neng)(neng)(neng)源、電(dian)(dian)網(wang)側和負荷側調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)規(gui)模(mo)(mo),有(you)助于保障新(xin)能(neng)(neng)(neng)(neng)(neng)源合理消納利(li)用。《實(shi)施方(fang)案》結合《指導意見》提出的(de)省級政府主(zhu)管部(bu)(bu)門制(zhi)(zhi)定(ding)調(diao)峰儲能(neng)(neng)(neng)(neng)(neng)能(neng)(neng)(neng)(neng)(neng)力(li)建(jian)設(she)實(shi)施方(fang)案,科(ke)學確(que)定(ding)各(ge)類調(diao)節資源建(jian)設(she)目標(biao)、布局(ju)和時(shi)序等有(you)關(guan)要求,明(ming)確(que)調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)建(jian)設(she)方(fang)案是能(neng)(neng)(neng)(neng)(neng)源電(dian)(dian)力(li)發展(zhan)規(gui)劃的(de)組成部(bu)(bu)分,各(ge)省級能(neng)(neng)(neng)(neng)(neng)源主(zhu)管部(bu)(bu)門編制(zhi)(zhi)本(ben)地區調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)建(jian)設(she)方(fang)案,以保障電(dian)(dian)力(li)系統安全(quan)穩定(ding)運行(xing)和新(xin)能(neng)(neng)(neng)(neng)(neng)源合理消納利(li)用為目標(biao),合理優化調(diao)節能(neng)(neng)(neng)(neng)(neng)力(li)建(jian)設(she)。
結合(he)《行動(dong)方(fang)案(an)》新(xin)(xin)一(yi)代煤(mei)電(dian)升(sheng)級行動(dong),《實施方(fang)案(an)》提(ti)出探索煤(mei)電(dian)機組深度調(diao)峰,推動(dong)最小技(ji)術出力(li)達到(dao)新(xin)(xin)一(yi)代煤(mei)電(dian)指標(biao),同時煤(mei)耗不大幅增(zeng)加。結合(he)《行動(dong)方(fang)案(an)》新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)系統(tong)友(you)好性(xing)能(neng)(neng)(neng)(neng)提(ti)升(sheng)行動(dong),積極(ji)布(bu)局(ju)系統(tong)友(you)好型(xing)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)站建設,充(chong)分(fen)發(fa)揮新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)主動(dong)調(diao)節能(neng)(neng)(neng)(neng)力(li)。《實施方(fang)案(an)》要求在統(tong)籌(chou)安排各類調(diao)節資源(yuan)(yuan)建設規模基(ji)礎(chu)上,結合(he)系統(tong)供電(dian)保障和安全(quan)穩定運行需(xu)要,改(gai)造(zao)或(huo)建設一(yi)批(pi)調(diao)度機構統(tong)一(yi)調(diao)度的新(xin)(xin)型(xing)儲能(neng)(neng)(neng)(neng)電(dian)站,切(qie)實發(fa)揮好支撐(cheng)電(dian)力(li)保供和促進(jin)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消納等功(gong)能(neng)(neng)(neng)(neng)。
二是完善調節(jie)資(zi)源調用方(fang)(fang)式。《實(shi)施方(fang)(fang)案(an)》結合(he)我國(guo)電力(li)(li)系(xi)(xi)統(tong)(tong)(tong)中調節(jie)資(zi)源利用現狀和面(mian)臨的(de)(de)(de)主要(yao)問題,從調節(jie)資(zi)源的(de)(de)(de)調用機(ji)制等(deng)方(fang)(fang)面(mian)提(ti)(ti)出有關(guan)舉措。在立足(zu)(zu)現行(xing)調度(du)體(ti)系(xi)(xi)的(de)(de)(de)基礎上,完善調節(jie)資(zi)源的(de)(de)(de)分(fen)級調度(du)。目(mu)前,調節(jie)資(zi)源的(de)(de)(de)調用對系(xi)(xi)統(tong)(tong)(tong)需要(yao)、調度(du)安全性、技術(shu)經濟(ji)性等(deng)統(tong)(tong)(tong)籌考慮不足(zu)(zu),對電力(li)(li)市場適應(ying)性不足(zu)(zu)。《實(shi)施方(fang)(fang)案(an)》要(yao)求各(ge)地(di)區研究提(ti)(ti)出各(ge)類(lei)調節(jie)資(zi)源的(de)(de)(de)合(he)理調用序(xu)位,明確調節(jie)資(zi)源調用原(yuan)則、優先級等(deng),加強(qiang)調度(du)序(xu)位與(yu)(yu)電力(li)(li)交易的(de)(de)(de)校核分(fen)析,與(yu)(yu)電力(li)(li)市場共同指(zhi)導調度(du)運行(xing),實(shi)現資(zi)源優化配(pei)置。
《實施(shi)方(fang)案》充(chong)分(fen)落實《行動方(fang)案》中關(guan)于(yu)電(dian)力(li)(li)系統調(diao)(diao)(diao)(diao)節(jie)(jie)能(neng)力(li)(li)優(you)化行動的(de)有關(guan)要(yao)求(qiu),提(ti)升新(xin)(xin)型儲能(neng)調(diao)(diao)(diao)(diao)用(yong)(yong)(yong)水平(ping),提(ti)出(chu)(chu)電(dian)力(li)(li)調(diao)(diao)(diao)(diao)度(du)(du)機(ji)構制(zhi)定(ding)(ding)新(xin)(xin)型儲能(neng)調(diao)(diao)(diao)(diao)度(du)(du)運(yun)行細則,在新(xin)(xin)能(neng)源消納困難時段優(you)先調(diao)(diao)(diao)(diao)度(du)(du)新(xin)(xin)型儲能(neng),實現日內應調(diao)(diao)(diao)(diao)盡調(diao)(diao)(diao)(diao)。同時提(ti)出(chu)(chu)差異化發揮(hui)抽(chou)水蓄能(neng)電(dian)站調(diao)(diao)(diao)(diao)節(jie)(jie)作用(yong)(yong)(yong),按照電(dian)站定(ding)(ding)位確(que)定(ding)(ding)調(diao)(diao)(diao)(diao)節(jie)(jie)服務范圍。經濟(ji)合理調(diao)(diao)(diao)(diao)用(yong)(yong)(yong)各類煤(mei)電(dian)機(ji)組,最大(da)限度(du)(du)發揮(hui)煤(mei)電(dian)機(ji)組經濟(ji)調(diao)(diao)(diao)(diao)節(jie)(jie)能(neng)力(li)(li),盡量減少主力(li)(li)煤(mei)電(dian)機(ji)組頻繁深度(du)(du)調(diao)(diao)(diao)(diao)峰、日內啟(qi)停(ting)調(diao)(diao)(diao)(diao)峰。鼓勵系統友好型新(xin)(xin)能(neng)源電(dian)站充(chong)分(fen)發揮(hui)配套(tao)儲能(neng)和智慧(hui)調(diao)(diao)(diao)(diao)控(kong)的(de)作用(yong)(yong)(yong),科學制(zhi)定(ding)(ding)相(xiang)對確(que)定(ding)(ding)的(de)出(chu)(chu)力(li)(li)曲線,并按照一體(ti)化的(de)方(fang)式調(diao)(diao)(diao)(diao)用(yong)(yong)(yong)。
三(san)是完(wan)善(shan)調節(jie)資(zi)源(yuan)(yuan)參(can)與市(shi)(shi)場(chang)(chang)機制(zhi)。科學合(he)理的(de)市(shi)(shi)場(chang)(chang)機制(zhi)是促(cu)進(jin)各(ge)類(lei)調節(jie)資(zi)源(yuan)(yuan)效用發揮、實現(xian)調節(jie)資(zi)源(yuan)(yuan)大范圍優(you)化(hua)配置、促(cu)進(jin)新能(neng)源(yuan)(yuan)消(xiao)納的(de)重要(yao)保障。《實施方(fang)案》強(qiang)調完(wan)善(shan)峰谷(gu)電(dian)價機制(zhi),對電(dian)力現(xian)貨(huo)(huo)運(yun)行地(di)區(qu)(qu),通過市(shi)(shi)場(chang)(chang)競爭形成合(he)理峰谷(gu)價差;對尚(shang)未實現(xian)現(xian)貨(huo)(huo)運(yun)行地(di)區(qu)(qu),進(jin)一步完(wan)善(shan)峰谷(gu)分時電(dian)價政策,提升峰谷(gu)差價經濟(ji)激(ji)勵水平。《實施方(fang)案》提出(chu)鼓勵各(ge)地(di)區(qu)(qu)因地(di)制(zhi)宜設置備(bei)用爬坡、轉動慣量(liang)等輔(fu)助服(fu)務(wu)品(pin)種,建(jian)(jian)立(li)以(yi)調節(jie)效果(guo)為導向(xiang)的(de)市(shi)(shi)場(chang)(chang)機制(zhi),完(wan)善(shan)區(qu)(qu)域級輔(fu)助服(fu)務(wu)市(shi)(shi)場(chang)(chang),鼓勵建(jian)(jian)立(li)區(qu)(qu)域內負荷側可調節(jie)資(zi)源(yuan)(yuan)的(de)跨(kua)省調用和(he)交易機制(zhi)。《實施方(fang)案》明確加快建(jian)(jian)立(li)市(shi)(shi)場(chang)(chang)化(hua)容量(liang)補(bu)償機制(zhi),以(yi)市(shi)(shi)場(chang)(chang)為導向(xiang)確定容量(liang)需求(qiu)和(he)容量(liang)價值,引導各(ge)類(lei)資(zi)源(yuan)(yuan)向(xiang)系統(tong)提供中(zhong)長期穩定容量(liang)。

一是(shi)加強(qiang)組織領導,國家發(fa)展(zhan)改革委、國家能(neng)(neng)源(yuan)(yuan)局全(quan)面指導各(ge)地(di)調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)建(jian)設(she)(she)工作(zuo)(zuo),地(di)方(fang)能(neng)(neng)源(yuan)(yuan)主管(guan)部(bu)門因地(di)制宜協(xie)同推(tui)進工作(zuo)(zuo)。二是(shi)積極推(tui)動(dong)(dong)先行(xing)(xing)先試,加快提升電(dian)(dian)力(li)(li)系統(tong)調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)的(de)(de)新(xin)技術試點應用(yong),在后(hou)續新(xin)型(xing)電(dian)(dian)力(li)(li)系統(tong)建(jian)設(she)(she)成效(xiao)評(ping)價(jia)中重點予以(yi)考慮(lv)。三是(shi)加強(qiang)經(jing)(jing)濟(ji)性(xing)評(ping)估(gu)(gu)。合(he)理評(ping)估(gu)(gu)調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)經(jing)(jing)濟(ji)性(xing),對(dui)于(yu)提升建(jian)設(she)(she)方(fang)案的(de)(de)可行(xing)(xing)性(xing)、提高資源(yuan)(yuan)利用(yong)效(xiao)率和(he)(he)降低全(quan)社會成本具有重要意義。調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)建(jian)設(she)(she)方(fang)案要基于(yu)電(dian)(dian)力(li)(li)市場供(gong)需形勢、市場電(dian)(dian)價(jia)水平、系統(tong)凈負荷曲線等(deng)開(kai)展(zhan)長周期(qi)仿(fang)真測(ce)算(suan),評(ping)估(gu)(gu)調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)經(jing)(jing)濟(ji)性(xing)和(he)(he)對(dui)當地(di)電(dian)(dian)價(jia)水平影響(xiang)。四是(shi)強(qiang)化(hua)監管(guan)評(ping)估(gu)(gu),國家能(neng)(neng)源(yuan)(yuan)局組織派出機構開(kai)展(zhan)調(diao)節(jie)(jie)(jie)(jie)資源(yuan)(yuan)建(jian)設(she)(she)和(he)(he)調(diao)用(yong)情況監管(guan),全(quan)國電(dian)(dian)力(li)(li)規劃實施監測(ce)預警(jing)中心(xin)按年度動(dong)(dong)態評(ping)估(gu)(gu)各(ge)地(di)調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)力(li)(li)建(jian)設(she)(she)方(fang)案實施情況和(he)(he)發(fa)揮效(xiao)果,統(tong)籌優化(hua)全(quan)國調(diao)節(jie)(jie)(jie)(jie)資源(yuan)(yuan),開(kai)展(zhan)經(jing)(jing)濟(ji)性(xing)評(ping)估(gu)(gu)。
