黨的二十大報告提(ti)出(chu)“加快規劃建設(she)新型能(neng)源(yuan)體系”,這既是保障我國能(neng)源(yuan)安全的重要戰略舉措,也是確(que)保實現“雙(shuang)碳目(mu)標”的有力抓手,更是推進中國式現代(dai)化建設(she)的重要保證(zheng)。
河(he)南(nan)省政(zheng)協委員郭嘉(jia)禎表(biao)示,近年來(lai)河(he)南(nan)省積(ji)極實施綠色低碳轉型戰略,新(xin)能(neng)源(yuan)(yuan)體系(xi)建設取(qu)得長足進步,特別(bie)是可(ke)再生(sheng)能(neng)源(yuan)(yuan)發電(dian)裝機快速增長,可(ke)再生(sheng)能(neng)源(yuan)(yuan)利用(yong)量逐年增加,為實現新(xin)能(neng)源(yuan)(yuan)和可(ke)再生(sheng)能(neng)源(yuan)(yuan)發展(zhan)“十四五(wu)”規(gui)劃奠定了基礎(chu)。
但是,與全(quan)國新(xin)(xin)能(neng)(neng)(neng)源(yuan)體(ti)系建設的(de)大省(sheng)(sheng)、強省(sheng)(sheng)相(xiang)比,河南省(sheng)(sheng)雖然在(zai)可再(zai)生能(neng)(neng)(neng)源(yuan)發電裝機量、可再(zai)生能(neng)(neng)(neng)源(yuan)利用水平等方(fang)面(mian)居于(yu)全(quan)國前列,但在(zai)新(xin)(xin)能(neng)(neng)(neng)源(yuan)產業發展(zhan)方(fang)面(mian)還相(xiang)對(dui)薄弱(ruo),圍繞新(xin)(xin)能(neng)(neng)(neng)源(yuan)體(ti)系的(de)相(xiang)關高端制造業、科(ke)技創新(xin)(xin)力、產業集聚度還明顯不(bu)強。對(dui)此,郭嘉禎建議,在(zai)繼續穩固和提(ti)高新(xin)(xin)能(neng)(neng)(neng)源(yuan)和可再(zai)生能(neng)(neng)(neng)源(yuan)發展(zhan)成就(jiu)的(de)基礎上,加(jia)大力度推進河南省(sheng)(sheng)新(xin)(xin)能(neng)(neng)(neng)源(yuan)產業的(de)發展(zhan),加(jia)快建設具有全(quan)國乃至國際競爭力的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)產業集群。
持續優化產業結構
控(kong)制(zhi)“兩高一低”項目盲(mang)目發展(zhan)。積極(ji)推進鋼鐵、水(shui)泥(ni)、化工(gong)、電力等(deng)傳統行(xing)業(ye)(ye)的綠(lv)色節(jie)能改造(zao)和集約發展(zhan),實施企業(ye)(ye)綠(lv)色提檔升級行(xing)動,確保河南(nan)省傳統行(xing)業(ye)(ye)企業(ye)(ye)在綠(lv)色發展(zhan)方面走在全國前(qian)列(lie)。同(tong)時打(da)造(zao)面向未來的能源(yuan)產業(ye)(ye)結構。
做優做強能源(yuan)優勢產業。引進省外光伏生產先進企業,培育省內產業鏈。積(ji)極引進新一(yi)代鈣鈦礦和大(da)尺寸“鈣鈦礦+晶(jing)硅”電(dian)池組件,延伸發展BIPV、背板、線纜、逆變(bian)器、支架等領域,加快建(jian)成光伏全(quan)產業鏈,并作大(da)做強。
積極布局能(neng)源(yuan)未(wei)來產業。積極引育涵蓋(gai)正負極材(cai)料、固態(tai)電(dian)解液、集(ji)成系(xi)(xi)統(tong)等(deng)儲能(neng)關鍵材(cai)料和零部件等(deng)儲能(neng)裝(zhuang)(zhuang)備龍頭(tou)企業,打(da)造新(xin)型(xing)(xing)電(dian)池(chi)、氫能(neng)、壓縮空氣儲能(neng)、飛輪儲能(neng)、電(dian)磁儲能(neng)等(deng)新(xin)型(xing)(xing)儲能(neng)裝(zhuang)(zhuang)備產業集(ji)群,結合可再生能(neng)源(yuan)開發、新(xin)型(xing)(xing)電(dian)力系(xi)(xi)統(tong)構建、源(yuan)網荷儲一體化發展、虛擬電(dian)廠等(deng)場景(jing),科(ke)學(xue)布局電(dian)源(yuan)側(ce)、電(dian)網側(ce)和用(yong)戶側(ce)新(xin)型(xing)(xing)儲能(neng)電(dian)站。建設(she)電(dian)池(chi)回(hui)收(shou)、材(cai)料分選產業基地,推動退(tui)役電(dian)池(chi)回(hui)收(shou)利用(yong)及高質再造技術研發,形(xing)成產業化。建成“上有裝(zhuang)(zhuang)備制(zhi)造、中(zhong)游儲能(neng)應用(yong)、下游電(dian)池(chi)回(hui)收(shou)”等(deng)閉(bi)環產業鏈。
加強使用(yong)(yong)(yong)場景(jing)建設(she)。在新建、改(gai)擴建項目中,積極采用(yong)(yong)(yong)BIPV、源網荷儲(chu)、智(zhi)慧電(dian)(dian)網技術,因地(di)制宜對已(yi)有設(she)施進行(xing)適應性改(gai)造,在民用(yong)(yong)(yong)和公共建筑、交通、電(dian)(dian)信(xin)、工(gong)業(ye)園區(qu)、養殖業(ye)、集約化農業(ye)區(qu),因地(di)制宜開展光(guang)(guang)伏(fu)+氫能、光(guang)(guang)伏(fu)+戶用(yong)(yong)(yong)、光(guang)(guang)伏(fu)+充(chong)電(dian)(dian)樁、光(guang)(guang)伏(fu)+儲(chu)能、光(guang)(guang)伏(fu)+通訊基站、光(guang)(guang)伏(fu)+智(zhi)慧電(dian)(dian)網等(deng)建設(she),加大(da)新能源使用(yong)(yong)(yong)滲透率,滿(man)足日常生產(chan)、生活對新能源使用(yong)(yong)(yong)逐步增(zeng)長的(de)需要(yao)。
提升能耗碳排放控制水平
加(jia)強碳排(pai)放(fang)雙(shuang)控基礎能力建設,健全碳排(pai)放(fang)監測(ce)管(guan)理體系(xi)和相關(guan)配套(tao)制度,建立能源大(da)數據(ju)中(zhong)心(xin)(xin)及重點(dian)企業(ye)能耗碳排(pai)管(guan)控中(zhong)心(xin)(xin),開(kai)展(zhan)分行(xing)業(ye)碳排(pai)放(fang)核算(suan)核查工作,鼓勵重點(dian)企業(ye)參與行(xing)業(ye)標準制定,積(ji)極推動實施行(xing)業(ye)低碳領跑者行(xing)動。
加快布局充換電基礎設施
引育“光儲(chu)充(chong)一體(ti)化(hua)電(dian)(dian)(dian)站”投(tou)資(zi)、建設、運營企(qi)業入(ru)豫(yu),鼓勵國(guo)企(qi)平(ping)臺與(yu)相關企(qi)業成立(li)合資(zi)公(gong)(gong)司,共同加(jia)快(kuai)高速公(gong)(gong)路服(fu)(fu)務(wu)區(qu)、城際公(gong)(gong)路沿線(xian)充(chong)電(dian)(dian)(dian)設施的(de)升級(ji)改(gai)造,提升電(dian)(dian)(dian)動汽車的(de)中長途通達(da)能(neng)力。同時應加(jia)強農村(cun)地區(qu)充(chong)電(dian)(dian)(dian)網(wang)絡建設,滾動編(bian)制公(gong)(gong)共充(chong)電(dian)(dian)(dian)網(wang)絡規劃(hua),確保(bao)實現充(chong)電(dian)(dian)(dian)設施“村(cun)村(cun)全覆(fu)蓋”。保(bao)障居住區(qu)充(chong)電(dian)(dian)(dian)服(fu)(fu)務(wu),提供智能(neng)有序(xu)、快(kuai)慢結(jie)合的(de)居住區(qu)充(chong)電(dian)(dian)(dian)服(fu)(fu)務(wu)。完善(shan)充(chong)電(dian)(dian)(dian)設施運行監測平(ping)臺和社會(hui)化(hua)公(gong)(gong)眾(zhong)服(fu)(fu)務(wu)平(ping)臺的(de)互聯通、信(xin)息共享,方(fang)便公(gong)(gong)眾(zhong)查(cha)詢使用。
推進高(gao)速公路(lu)服務(wu)區(qu)光儲(chu)充(chong)(chong)一體化(hua)電站建(jian)設(she),提高(gao)大功率快充(chong)(chong)、超(chao)充(chong)(chong)設(she)施比例(li)。在滿(man)足日(ri)常(chang)使用場景的(de)同時,照(zhao)顧節假日(ri)大流量車流和今后新(xin)能源交通工具(ju)增(zeng)加的(de)充(chong)(chong)電需求。包(bao)括(kuo)城(cheng)際公路(lu)沿(yan)線的(de)充(chong)(chong)電設(she)施升級改(gai)造,應保證在50公里之(zhi)內(nei)有2個集中式快充(chong)(chong)站。
優(you)化(hua)城市(shi)區(qu)(qu)域充(chong)(chong)(chong)(chong)電(dian)網(wang)絡。優(you)化(hua)充(chong)(chong)(chong)(chong)電(dian)網(wang)絡布(bu)局,形(xing)成平均(jun)不大于2公(gong)里的充(chong)(chong)(chong)(chong)電(dian)圈。合理利用公(gong)共和內部停車場資源,并(bing)鼓(gu)勵(li)對公(gong)眾(zhong)開放。指導、督促業(ye)主委員(yuan)會、物業(ye)服務企業(ye),將(jiang)充(chong)(chong)(chong)(chong)電(dian)設施(shi)建(jian)設納(na)入小(xiao)區(qu)(qu)改造范圍,全(quan)面提(ti)升居住(zhu)區(qu)(qu)充(chong)(chong)(chong)(chong)電(dian)供給能力,為(wei)固定車位建(jian)設充(chong)(chong)(chong)(chong)電(dian)設施(shi)預(yu)留安裝條件;將(jiang)新建(jian)小(xiao)區(qu)(qu)固定車位充(chong)(chong)(chong)(chong)電(dian)設施(shi)納(na)入建(jian)設指標。形(xing)成“有序慢充(chong)(chong)(chong)(chong)為(wei)主、公(gong)用快充(chong)(chong)(chong)(chong)為(wei)輔”的充(chong)(chong)(chong)(chong)電(dian)網(wang)絡。
根據各地(di)農村(cun)經濟發展水平(ping),滾動編制公共充(chong)電(dian)網絡規劃,推進農村(cun)充(chong)電(dian)設施(shi)從“鄉(xiang)鎮全覆(fu)蓋”到“村(cun)村(cun)全覆(fu)蓋”,培(pei)育新型充(chong)電(dian)經營和服(fu)務主(zhu)體。
打造智慧化(hua)充(chong)電管(guan)理平臺,規范充(chong)電設施管(guan)理,強化(hua)設備(bei)運行情況動(dong)態監測,提(ti)升(sheng)設備(bei)使用效率和便民(min)程度,有序(xu)推進具(ju)備(bei)雙向(xiang)充(chong)放(fang)電功能(neng)的(de)V2G技術應(ying)用。
合理(li)確定(ding)充電價格,充分考慮(lv)投(tou)資回收周期和消(xiao)費者承受能力,促進充電設(she)施建設(she)良(liang)性發展。
有序推進新型儲能規模化發展
重(zhong)點發展電網側儲能(neng)(neng),鼓勵(li)新(xin)能(neng)(neng)源配建(jian)儲能(neng)(neng)按照共(gong)建(jian)共(gong)享的模式(shi),以獨立(li)新(xin)型儲能(neng)(neng)項目的形式(shi)在專(zhuan)用站址建(jian)設,直接(jie)接(jie)入(ru)公共(gong)電網,更好發揮頂(ding)峰、調峰、調頻、黑啟動(dong)等多種作用。
鼓(gu)(gu)勵(li)發展用(yong)(yong)戶側(ce)儲能(neng),充分利用(yong)(yong)峰(feng)谷分時電價等機制,鼓(gu)(gu)勵(li)企業用(yong)(yong)戶和產業園區自主建(jian)設新型儲能(neng)設施,緩解電網高峰(feng)供(gong)電壓力。
因地制宜發展電源側儲能,綜合新能源特性、系統消納空間和經濟性等因素,在新能源場站內部配建新型儲能設施,建設系統友好型新能源電站。支持燃煤電廠內部配建電化學儲能、熔鹽儲能等設施,與燃煤機組聯合調頻調峰,提升綜合效率。
提升電網智慧運行水平
推(tui)(tui)(tui)進電網智(zhi)(zhi)(zhi)能(neng)數(shu)字轉(zhuan)型。建議(yi)提升(sheng)(sheng)(sheng)電網裝(zhuang)備(bei)智(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)水平,推(tui)(tui)(tui)進智(zhi)(zhi)(zhi)能(neng)作(zuo)(zuo)業、智(zhi)(zhi)(zhi)能(neng)監測、智(zhi)(zhi)(zhi)能(neng)巡視等新技術應(ying)用(yong),實(shi)現智(zhi)(zhi)(zhi)能(neng)裝(zhuang)備(bei)向數(shu)字化(hua)(hua)(hua)(hua)、集(ji)成(cheng)化(hua)(hua)(hua)(hua)方(fang)向升(sheng)(sheng)(sheng)級,傳統人工作(zuo)(zuo)業模式向無人化(hua)(hua)(hua)(hua)、機(ji)械(xie)化(hua)(hua)(hua)(hua)方(fang)向轉(zhuan)變。建設“裝(zhuang)備(bei)智(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)、作(zuo)(zuo)業機(ji)械(xie)化(hua)(hua)(hua)(hua)、管理智(zhi)(zhi)(zhi)慧化(hua)(hua)(hua)(hua)”的(de)設備(bei)運檢體(ti)系,重點推(tui)(tui)(tui)進成(cheng)熟智(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)裝(zhuang)備(bei)技術和機(ji)械(xie)化(hua)(hua)(hua)(hua)作(zuo)(zuo)業模式集(ji)中(zhong)融(rong)合應(ying)用(yong)。同時應(ying)構建智(zhi)(zhi)(zhi)能(neng)電網大數(shu)據平臺,加強數(shu)據管理和應(ying)用(yong),全面推(tui)(tui)(tui)動發輸配用(yong)各環節(jie)數(shu)據信息深度共享互動,提升(sheng)(sheng)(sheng)智(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)(hua)運行效率。實(shi)現增量分布(bu)式光伏的(de)可觀、可測、可控。
強(qiang)化(hua)(hua)電(dian)(dian)力(li)(li)(li)系統(tong)(tong)智能(neng)(neng)調度。加強(qiang)電(dian)(dian)力(li)(li)(li)調度系統(tong)(tong)數字化(hua)(hua)、智能(neng)(neng)化(hua)(hua)控制(zhi)能(neng)(neng)力(li)(li)(li),深(shen)化(hua)(hua)分布(bu)式電(dian)(dian)源網格化(hua)(hua)調控管理,構建集中控制(zhi)與局部控制(zhi)相結合的柔(rou)性運控手段。建立(li)多級高效協(xie)同的安全預控策(ce)略(lve),提升新型電(dian)(dian)力(li)(li)(li)系統(tong)(tong)實時運行(xing)風(feng)險防(fang)控和(he)電(dian)(dian)網主動防(fang)御能(neng)(neng)力(li)(li)(li)。建立(li)新能(neng)(neng)源和(he)電(dian)(dian)網調度系統(tong)(tong)的互補(bu)協(xie)調控制(zhi)模(mo)式,向著建成柔(rou)性靈活、智慧融合的新型電(dian)(dian)力(li)(li)(li)調度控制(zhi)運行(xing)體系而(er)努(nu)力(li)(li)(li)。
引育國內頭部(bu)智(zhi)慧(hui)電網(wang)民營企業(ye)進豫,與國網(wang)公司成立混合所有制智(zhi)慧(hui)電網(wang)企業(ye),增強調度算力(li),使小型分(fen)布式新能(neng)源的源儲荷充分(fen)進入(ru)主網(wang)調度,以(yi)鼓勵民間小、散資(zi)金(jin)投入(ru)分(fen)布式新能(neng)源市場,增強主網(wang)調峰(feng)效率。
