方案提出(chu):


開(kai)展綠電(dian)消納利用提(ti)升行動(dong)。健全電力輔助服務市場,充分調動(dong)源、荷、儲等多(duo)方主體參與電力輔助服務(wu),提升電網企業調度管理水平,深入挖掘電力系統綜合調節能力;按照“誰提供、誰獲利,誰受益、誰承擔”的(de)原(yuan)則,完善(shan)電力輔助服(fu)務補償和(he)分攤機制。

內蒙古自治(zhi)區能耗雙控向碳排放雙控轉變(bian)先行先試工作方案


為深入貫徹落實(shi)黨(dang)的二十(shi)大精神,積(ji)極穩妥推進(jin)碳(tan)達峰碳(tan)中(zhong)和(he),按照自(zi)治(zhi)區(qu)黨(dang)委和(he)政(zheng)府工作部署要求,以(yi)鑄(zhu)牢中(zhong)華民族(zu)共同(tong)體意識為主線(xian),先(xian)行先(xian)試推動能耗雙控(kong)向(xiang)碳(tan)排放雙控(kong)轉變,促(cu)進(jin)自(zi)治(zhi)區(qu)經濟(ji)社會發展綠色化(hua)、低碳(tan)化(hua),結合自(zi)治(zhi)區(qu)實(shi)際,制定(ding)本方案。


一、主要目標


“十(shi)四五”時(shi)期,優化完(wan)善能耗(hao)總量(liang)和強(qiang)度(du)(du)調控政策,夯實碳排放(fang)(fang)(fang)統計核算(suan)工(gong)作基礎,建立符合自治(zhi)區(qu)實際、統一(yi)規范的(de)碳排放(fang)(fang)(fang)統計核算(suan)方法(fa)制度(du)(du),推動構建碳排放(fang)(fang)(fang)雙控核心制度(du)(du)體系和配套政策體系,初步(bu)形成以碳排放(fang)(fang)(fang)強(qiang)度(du)(du)約束(shu)性管理為(wei)主、碳排放(fang)(fang)(fang)總量(liang)彈(dan)性管理為(wei)輔、能耗(hao)雙控和碳排放(fang)(fang)(fang)雙控協(xie)同推進的(de)管理機(ji)制,確(que)保(bao)完(wan)成國(guo)家下達的(de)“十(shi)四五”節能降(jiang)碳目標。


“十五五”時期(qi),按(an)照國(guo)家安排部署(shu)全面實行(xing)碳(tan)(tan)排放總量和強度雙控制度,為(wei)2030年前實現碳(tan)(tan)達峰提供制度保障(zhang)。繼(ji)續堅持(chi)節(jie)約優先(xian),更(geng)高水平(ping)、更(geng)高質量做(zuo)好(hao)節(jie)能工(gong)作,持(chi)續降低能耗強度,提升能源利(li)用效率。


二、完善能耗總量和強(qiang)度調控


(一)優(you)化能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)總量和強(qiang)度調(diao)(diao)控(kong)方式(shi)。統籌節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)降碳和經濟高質(zhi)量發展,根據自治區(qu)(qu)及(ji)各(ge)盟市“十四五”節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)形(xing)勢,優(you)化完(wan)善(shan)(shan)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)總量和強(qiang)度調(diao)(diao)控(kong)方式(shi),合理(li)把握節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)工作的(de)節(jie)(jie)(jie)奏和力度,增強(qiang)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)管(guan)理(li)的(de)靈活性(xing)和協(xie)調(diao)(diao)性(xing)。按照“重(zhong)(zhong)(zhong)點控(kong)制化石能(neng)(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)”的(de)導向(xiang),在節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)目(mu)標評價(jia)考核、節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)形(xing)勢監測(ce)預(yu)(yu)(yu)警、項(xiang)目(mu)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)審查(cha)、地區(qu)(qu)用能(neng)(neng)(neng)(neng)預(yu)(yu)(yu)算(suan)(suan)管(guan)理(li)、重(zhong)(zhong)(zhong)點企業用能(neng)(neng)(neng)(neng)管(guan)理(li)等(deng)(deng)各(ge)環節(jie)(jie)(jie)全面落實“原(yuan)料用能(neng)(neng)(neng)(neng)和可(ke)再生能(neng)(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)不(bu)納(na)入能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)總量和強(qiang)度控(kong)制”政策。完(wan)善(shan)(shan)用能(neng)(neng)(neng)(neng)預(yu)(yu)(yu)算(suan)(suan)管(guan)理(li)制度,以控(kong)制能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度為(wei)核心(xin),健全完(wan)善(shan)(shan)自治區(qu)(qu)、各(ge)盟市用能(neng)(neng)(neng)(neng)預(yu)(yu)(yu)算(suan)(suan)管(guan)理(li)臺賬,將能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)增量、能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)削減量、原(yuan)料用能(neng)(neng)(neng)(neng)、可(ke)再生能(neng)(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)等(deng)(deng)統一納(na)入用能(neng)(neng)(neng)(neng)預(yu)(yu)(yu)算(suan)(suan)管(guan)理(li),實行“能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)強(qiang)度剛性(xing)平(ping)衡+能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)總量彈(dan)性(xing)平(ping)衡”,統籌新建項(xiang)目(mu)和節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)管(guan)理(li),確(que)保各(ge)地區(qu)(qu)“十四五”用能(neng)(neng)(neng)(neng)預(yu)(yu)(yu)算(suan)(suan)與(yu)節(jie)(jie)(jie)能(neng)(neng)(neng)(neng)目(mu)標相銜(xian)接。實施自治區(qu)(qu)重(zhong)(zhong)(zhong)大項(xiang)目(mu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)單列,加強(qiang)自治區(qu)(qu)重(zhong)(zhong)(zhong)大戰略、重(zhong)(zhong)(zhong)大項(xiang)目(mu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)(hao)(hao)指標統籌保障。


(二)完善項(xiang)(xiang)目(mu)(mu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查制(zhi)度(du)。對化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)和(he)可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)、燃料動力用(yong)能(neng)(neng)(neng)(neng)(neng)和(he)原材料用(yong)能(neng)(neng)(neng)(neng)(neng)實(shi)(shi)行差別化(hua)(hua)的(de)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查政(zheng)策(ce),項(xiang)(xiang)目(mu)(mu)原料用(yong)能(neng)(neng)(neng)(neng)(neng)和(he)可再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)消費不納(na)入節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查能(neng)(neng)(neng)(neng)(neng)耗強(qiang)度(du)影響(xiang)評估。強(qiang)化(hua)(hua)新(xin)上項(xiang)(xiang)目(mu)(mu)能(neng)(neng)(neng)(neng)(neng)耗強(qiang)度(du)標桿引導(dao),充分保(bao)障(zhang)低能(neng)(neng)(neng)(neng)(neng)耗強(qiang)度(du)項(xiang)(xiang)目(mu)(mu)用(yong)能(neng)(neng)(neng)(neng)(neng)需(xu)求,有效化(hua)(hua)解(jie)高能(neng)(neng)(neng)(neng)(neng)耗強(qiang)度(du)項(xiang)(xiang)目(mu)(mu)影響(xiang),引導(dao)能(neng)(neng)(neng)(neng)(neng)耗要素向(xiang)低能(neng)(neng)(neng)(neng)(neng)耗、高附加值(zhi)的(de)高質(zhi)量項(xiang)(xiang)目(mu)(mu)配置(zhi)。嚴把新(xin)上項(xiang)(xiang)目(mu)(mu)能(neng)(neng)(neng)(neng)(neng)效準入關,堅決遏制(zhi)高耗能(neng)(neng)(neng)(neng)(neng)、高排放、低水(shui)平項(xiang)(xiang)目(mu)(mu)盲目(mu)(mu)發展。優化(hua)(hua)項(xiang)(xiang)目(mu)(mu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查實(shi)(shi)施機(ji)制(zhi),因應全(quan)區和(he)各盟市“十四五”節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)形勢(shi),增強(qiang)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查政(zheng)策(ce)實(shi)(shi)施的(de)靈活性(xing),合理保(bao)障(zhang)高水(shui)平項(xiang)(xiang)目(mu)(mu)用(yong)能(neng)(neng)(neng)(neng)(neng)需(xu)求。研(yan)究建立新(xin)上項(xiang)(xiang)目(mu)(mu)用(yong)能(neng)(neng)(neng)(neng)(neng)彈(dan)性(xing)保(bao)障(zhang)機(ji)制(zhi),綜(zong)合考慮項(xiang)(xiang)目(mu)(mu)建設投產進度(du)、產能(neng)(neng)(neng)(neng)(neng)利用(yong)率等因素,推動地方有效盤(pan)活沉淀的(de)能(neng)(neng)(neng)(neng)(neng)耗指標,在項(xiang)(xiang)目(mu)(mu)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)(shen)查中保(bao)持合理的(de)冗余(yu)度(du)。


(三(san))加(jia)強(qiang)重(zhong)點領(ling)域節(jie)能(neng)(neng)(neng)(neng)管理和(he)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)提(ti)升(sheng)(sheng)。嚴格能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)約束,開(kai)展高耗能(neng)(neng)(neng)(neng)行(xing)業(ye)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)“普查”,推行(xing)“能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)診斷+改造升(sheng)(sheng)級(ji)(ji)(ji)”模式,加(jia)強(qiang)重(zhong)點行(xing)業(ye)和(he)主要(yao)用能(neng)(neng)(neng)(neng)設(she)備(bei)能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)標(biao)準應用實(shi)施,加(jia)大節(jie)能(neng)(neng)(neng)(neng)先(xian)進技術推廣(guang)應用力(li)度,推動(dong)重(zhong)點領(ling)域節(jie)能(neng)(neng)(neng)(neng)改造和(he)設(she)備(bei)更新。對能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)在基(ji)準水平(ping)以(yi)(yi)下且(qie)難以(yi)(yi)在規(gui)定時限通過改造升(sheng)(sheng)級(ji)(ji)(ji)達到基(ji)準水平(ping)以(yi)(yi)上的產能(neng)(neng)(neng)(neng),通過市(shi)場化(hua)方式、法治(zhi)化(hua)手段推動(dong)其加(jia)快(kuai)退出(chu)。到2025年,全(quan)區高耗能(neng)(neng)(neng)(neng)行(xing)業(ye)重(zhong)點領(ling)域能(neng)(neng)(neng)(neng)效(xiao)(xiao)(xiao)力(li)爭全(quan)部達到基(ji)準水平(ping),達到標(biao)桿水平(ping)的產能(neng)(neng)(neng)(neng)不低于行(xing)業(ye)產能(neng)(neng)(neng)(neng)的30%。加(jia)強(qiang)節(jie)能(neng)(neng)(neng)(neng)監察能(neng)(neng)(neng)(neng)力(li)建(jian)設(she),健(jian)全(quan)自治(zhi)區、盟市(shi)、旗(qi)縣(市(shi)、區)三(san)級(ji)(ji)(ji)節(jie)能(neng)(neng)(neng)(neng)監察體系,提(ti)升(sheng)(sheng)節(jie)能(neng)(neng)(neng)(neng)監察效(xiao)(xiao)(xiao)能(neng)(neng)(neng)(neng)。


(四)強化節能(neng)形(xing)勢動(dong)(dong)態監(jian)(jian)測(ce)和精準調(diao)控。統(tong)籌考慮(lv)重點(dian)用能(neng)項目建(jian)設投產(chan)進(jin)度、新能(neng)源項目建(jian)設運行、并網(wang)消納和市場化消納等(deng)各(ge)方(fang)面因(yin)素,建(jian)立(li)節能(neng)形(xing)勢監(jian)(jian)測(ce)模型,加強動(dong)(dong)態監(jian)(jian)測(ce)、分析預警和精準調(diao)控。持續(xu)開(kai)展全區及各(ge)盟市季度、年度可再生(sheng)能(neng)源電力消費量測(ce)算。增(zeng)強能(neng)耗(hao)在線(xian)監(jian)(jian)測(ce)系統(tong)功能(neng),完善(shan)重點(dian)用能(neng)單(dan)位能(neng)源利用狀況報告制度,按照工(gong)作需(xu)要豐富完善(shan)報告內容、合理安排報告頻次(ci)。


三、夯實碳排(pai)放(fang)統計核算工作基礎


(一)建(jian)(jian)立(li)盟(meng)市(shi)(shi)碳(tan)排(pai)放(fang)(fang)統計(ji)(ji)核(he)算方案。建(jian)(jian)立(li)盟(meng)市(shi)(shi)能(neng)源活(huo)(huo)動、工(gong)業生產過程(cheng)碳(tan)排(pai)放(fang)(fang)統計(ji)(ji)核(he)算方案,將化石(shi)能(neng)源電(dian)力(li)(li)凈調入(ru)(調出(chu))蘊含(han)的間接碳(tan)排(pai)放(fang)(fang)納(na)入(ru)核(he)算范圍,確(que)(que)定(ding)相關(guan)排(pai)放(fang)(fang)因子。明確(que)(que)自(zi)治區相關(guan)部門和(he)盟(meng)市(shi)(shi)基礎數據(ju)統計(ji)(ji)責任,健全盟(meng)市(shi)(shi)間化石(shi)能(neng)源電(dian)力(li)(li)調入(ru)調出(chu)測(ce)算,夯實能(neng)源活(huo)(huo)動、工(gong)業生產過程(cheng)碳(tan)排(pai)放(fang)(fang)統計(ji)(ji)核(he)算基礎。研究建(jian)(jian)立(li)分盟(meng)市(shi)(shi)碳(tan)排(pai)放(fang)(fang)快報工(gong)作機制,提高數據(ju)時效(xiao)性,滿足碳(tan)排(pai)放(fang)(fang)形勢(shi)監測(ce)分析需要。


(二(er))完(wan)善重點(dian)行業(ye)企業(ye)碳排放核(he)算(suan)機(ji)制。按照國家電力、鋼鐵、有色、建材、石化、化工(gong)等重點(dian)行業(ye)碳排放核(he)算(suan)方(fang)法及相關標(biao)準,依據(ju)企業(ye)所屬主要行業(ye),有序推進重點(dian)行業(ye)企業(ye)碳排放核(he)算(suan)。


(三)提高(gao)碳排放(fang)統(tong)計(ji)核算(suan)數(shu)(shu)據質(zhi)量(liang)。加(jia)快大(da)數(shu)(shu)據等新興(xing)技術在(zai)碳排放(fang)統(tong)計(ji)核算(suan)領域的應用(yong),推(tui)動(dong)碳排放(fang)智能監(jian)測,在(zai)電力行(xing)業率先推(tui)進(jin)碳排放(fang)連續監(jian)測系統(tong)建(jian)設和(he)應用(yong)。加(jia)強(qiang)企(qi)業碳排放(fang)報告(gao)和(he)核查數(shu)(shu)據質(zhi)量(liang)監(jian)督管理,緊盯(ding)管理對象、重要參(can)數(shu)(shu)、重點環節,建(jian)立定期核實和(he)隨機(ji)抽(chou)查工作機(ji)制,嚴(yan)厲打擊碳排放(fang)數(shu)(shu)據造假行(xing)為(wei)。


四、建(jian)立健全(quan)碳(tan)排(pai)放(fang)雙控核心制度(du)體系


(一)科學設定(ding)(ding)和(he)分解碳(tan)(tan)排(pai)放(fang)雙控目(mu)標(biao)(biao)(biao)(biao)(biao)。“十四五(wu)”時期(qi)(qi)(qi)(qi),依(yi)據自(zi)治區和(he)各(ge)盟市碳(tan)(tan)排(pai)放(fang)強度(du)降(jiang)低約束性目(mu)標(biao)(biao)(biao)(biao)(biao),結(jie)合(he)經濟增(zeng)長預(yu)期(qi)(qi)(qi)(qi)指標(biao)(biao)(biao)(biao)(biao),科學合(he)理確定(ding)(ding)全區及各(ge)盟市碳(tan)(tan)排(pai)放(fang)總量(liang)控制(zhi)(zhi)預(yu)期(qi)(qi)(qi)(qi)性目(mu)標(biao)(biao)(biao)(biao)(biao)。“十五(wu)五(wu)”時期(qi)(qi)(qi)(qi),科學研判全區碳(tan)(tan)排(pai)放(fang)總量(liang)達(da)峰趨勢(shi),綜合(he)考慮(lv)各(ge)地區發展(zhan)水平、功能(neng)定(ding)(ding)位(wei)、產業結(jie)構(gou)、能(neng)源結(jie)構(gou)、煤(mei)電外(wai)送和(he)納入碳(tan)(tan)排(pai)放(fang)權交易市場企業等因素,合(he)理分解確定(ding)(ding)各(ge)盟市碳(tan)(tan)排(pai)放(fang)強度(du)降(jiang)低約束性目(mu)標(biao)(biao)(biao)(biao)(biao)和(he)碳(tan)(tan)排(pai)放(fang)總量(liang)控制(zhi)(zhi)預(yu)期(qi)(qi)(qi)(qi)性目(mu)標(biao)(biao)(biao)(biao)(biao)。防(fang)止(zhi)將目(mu)標(biao)(biao)(biao)(biao)(biao)任務簡單層(ceng)層(ceng)分解和(he)層(ceng)層(ceng)加碼,碳(tan)(tan)排(pai)放(fang)雙控目(mu)標(biao)(biao)(biao)(biao)(biao)原則上不分解到旗縣(xian)一級(ji)。

(三)建立(li)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)評(ping)價(jia)(jia)制度(du)(du)(du)。“十四(si)五(wu)”期間,在項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)節能審查和(he)環(huan)評(ping)審批中將碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)評(ping)價(jia)(jia)作(zuo)為重要內容,按照國家(jia)重點行業碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)水平評(ping)價(jia)(jia)標(biao)準和(he)方法,完(wan)(wan)善相關評(ping)價(jia)(jia)細則,開展項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)總量和(he)強(qiang)度(du)(du)(du)測算(suan),分析評(ping)估新上項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)對自治區(qu)及所(suo)在盟市完(wan)(wan)成碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)雙(shuang)控目(mu)(mu)標(biao)的(de)影響。“十五(wu)五(wu)”期間,按照國家(jia)相關工作(zuo)部署,結合自治區(qu)碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)立(li)法進程,適時推動項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)評(ping)價(jia)(jia)作(zuo)為單(dan)獨的(de)行政許(xu)可(ke)事項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)。研(yan)究建立(li)新上項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)強(qiang)度(du)(du)(du)標(biao)桿值政策,合理保障低(di)碳(tan)(tan)(tan)強(qiang)度(du)(du)(du)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)需求,有效(xiao)化解高(gao)碳(tan)(tan)(tan)強(qiang)度(du)(du)(du)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)對地區(qu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)的(de)影響,推動項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)評(ping)價(jia)(jia)與地區(qu)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)雙(shuang)控目(mu)(mu)標(biao)相銜接。對高(gao)碳(tan)(tan)(tan)強(qiang)度(du)(du)(du)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)和(he)低(di)碳(tan)(tan)(tan)強(qiang)度(du)(du)(du)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)實行差別化的(de)碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)評(ping)價(jia)(jia)政策,引導碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)指標(biao)向低(di)排(pai)(pai)(pai)放(fang)(fang)(fang)、高(gao)附加值的(de)高(gao)質(zhi)量項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(mu)流動,提高(gao)單(dan)位碳(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)產出效(xiao)益。


(四(si))建(jian)立地(di)區(qu)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)預(yu)算(suan)(suan)(suan)管(guan)理(li)(li)(li)制(zhi)度。建(jian)立自治區(qu)、盟市(shi)兩級(ji)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)預(yu)算(suan)(suan)(suan)管(guan)理(li)(li)(li)體系(xi),結(jie)合各(ge)地(di)區(qu)產業結(jie)構(gou)、能(neng)源(yuan)結(jie)構(gou)、重大項(xiang)目(mu)布局、節能(neng)降碳(tan)(tan)(tan)(tan)(tan)目(mu)標和(he)(he)潛力等因素(su),編制(zhi)五(wu)年規(gui)劃期(qi)和(he)(he)年度地(di)區(qu)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)預(yu)算(suan)(suan)(suan)管(guan)理(li)(li)(li)方案。將地(di)區(qu)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)增(zeng)量(liang)指(zhi)標以及節能(neng)降碳(tan)(tan)(tan)(tan)(tan)、淘汰產能(neng)、用能(neng)結(jie)構(gou)優化、碳(tan)(tan)(tan)(tan)(tan)減排(pai)(pai)(pai)工程、生態系(xi)統(tong)碳(tan)(tan)(tan)(tan)(tan)匯等形成的碳(tan)(tan)(tan)(tan)(tan)減排(pai)(pai)(pai)量(liang)指(zhi)標統(tong)一(yi)納入(ru)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)預(yu)算(suan)(suan)(suan)管(guan)理(li)(li)(li),實行“碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)強(qiang)度剛(gang)性(xing)平衡+碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)總量(liang)彈性(xing)平衡”,統(tong)籌新建(jian)項(xiang)目(mu)和(he)(he)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)管(guan)理(li)(li)(li),確保地(di)區(qu)碳(tan)(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放(fang)預(yu)算(suan)(suan)(suan)與(yu)碳(tan)(tan)(tan)(tan)(tan)雙控(kong)目(mu)標相銜(xian)接。


(五)完善重(zhong)點碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放單位管(guan)理(li)(li)制度(du)。研究(jiu)制定自治區(qu)重(zhong)點碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放單位管(guan)理(li)(li)辦法,明確重(zhong)點企業(ye)減(jian)排(pai)(pai)(pai)降碳(tan)(tan)(tan)(tan)管(guan)理(li)(li)責任,健全企業(ye)碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放管(guan)理(li)(li)體系,設(she)置碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放管(guan)理(li)(li)崗位,加強(qiang)碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放管(guan)理(li)(li)能(neng)力建設(she)。建立(li)重(zhong)點企業(ye)碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放狀(zhuang)況(kuang)報告制度(du),探(tan)索實(shi)行企業(ye)碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放賬(zhang)戶管(guan)理(li)(li),引導(dao)約束(shu)重(zhong)點企業(ye)優化碳(tan)(tan)(tan)(tan)排(pai)(pai)(pai)放管(guan)理(li)(li)、減(jian)少碳(tan)(tan)(tan)(tan)足跡。


(六)加(jia)強碳(tan)(tan)(tan)排放雙控(kong)形勢(shi)監(jian)(jian)測(ce)。加(jia)強碳(tan)(tan)(tan)排放監(jian)(jian)測(ce)能力建(jian)設,建(jian)立“統(tong)計快報監(jian)(jian)測(ce)為主、電—碳(tan)(tan)(tan)模型(xing)監(jian)(jian)測(ce)為輔”的(de)監(jian)(jian)測(ce)體系,做好對(dui)全區及各盟市碳(tan)(tan)(tan)排放的(de)季度監(jian)(jian)測(ce)和形勢(shi)研判(pan),根據地(di)區碳(tan)(tan)(tan)排放雙控(kong)形勢(shi)適時開展窗口(kou)指導。建(jian)設國家(jia)碳(tan)(tan)(tan)計量中心(內(nei)蒙古)碳(tan)(tan)(tan)達峰(feng)碳(tan)(tan)(tan)中和在線(xian)監(jian)(jian)測(ce)系統(tong)。


五、健全完善(shan)碳排(pai)放雙控配(pei)套政策體(ti)系


(一)加(jia)強標(biao)準計量(liang)(liang)和認(ren)(ren)證體系(xi)(xi)(xi)建(jian)設。完善碳(tan)(tan)(tan)排放(fang)(fang)(fang)評價標(biao)準體系(xi)(xi)(xi),建(jian)立健全工業、建(jian)筑、交通(tong)(tong)運輸等重(zhong)(zhong)點(dian)(dian)領域綠色低碳(tan)(tan)(tan)評價標(biao)準,研究制(zhi)定(ding)(ding)低碳(tan)(tan)(tan)園區、城市(shi)評價標(biao)準和技(ji)術(shu)規范。適應(ying)碳(tan)(tan)(tan)排放(fang)(fang)(fang)雙(shuang)控(kong)(kong)形(xing)勢需求(qiu),圍繞生(sheng)(sheng)態系(xi)(xi)(xi)統碳(tan)(tan)(tan)儲量(liang)(liang)和碳(tan)(tan)(tan)匯量(liang)(liang)核算、林草濕碳(tan)(tan)(tan)匯CCER項目(mu)方法(fa)學、CCUS等碳(tan)(tan)(tan)減排工程減排量(liang)(liang)核算等重(zhong)(zhong)點(dian)(dian),加(jia)強相關(guan)技(ji)術(shu)標(biao)準研究和制(zhi)定(ding)(ding)。加(jia)強重(zhong)(zhong)點(dian)(dian)行業碳(tan)(tan)(tan)計量(liang)(liang)體系(xi)(xi)(xi)建(jian)設,強化重(zhong)(zhong)點(dian)(dian)碳(tan)(tan)(tan)排放(fang)(fang)(fang)單位計量(liang)(liang)要求(qiu),督促合(he)理配備和使用計量(liang)(liang)器具,探(tan)索開(kai)展碳(tan)(tan)(tan)計量(liang)(liang)審查。發揮國家(jia)碳(tan)(tan)(tan)計量(liang)(liang)中(zhong)(zhong)心(內蒙古)作用,圍繞碳(tan)(tan)(tan)計量(liang)(liang)的核心和關(guan)鍵共性技(ji)術(shu),開(kai)展相關(guan)基(ji)礎(chu)、前沿(yan)和應(ying)用技(ji)術(shu)研究,增強計量(liang)(liang)在碳(tan)(tan)(tan)排放(fang)(fang)(fang)雙(shuang)控(kong)(kong)中(zhong)(zhong)的服務支撐作用。健全碳(tan)(tan)(tan)排放(fang)(fang)(fang)認(ren)(ren)證體系(xi)(xi)(xi),探(tan)索建(jian)立重(zhong)(zhong)點(dian)(dian)產品全生(sheng)(sheng)命周期(qi)碳(tan)(tan)(tan)足跡標(biao)準和碳(tan)(tan)(tan)足跡、碳(tan)(tan)(tan)標(biao)簽認(ren)(ren)證制(zhi)度(du),開(kai)展重(zhong)(zhong)點(dian)(dian)產品碳(tan)(tan)(tan)足跡核算和評價,推動自治區碳(tan)(tan)(tan)足跡碳(tan)(tan)(tan)標(biao)簽國內國際互通(tong)(tong)互認(ren)(ren)。


(二)完善(shan)市(shi)場(chang)化(hua)機(ji)制(zhi)(zhi)。探索建立促(cu)進企業減(jian)排(pai)降碳(tan)(tan)(tan)(tan)和碳(tan)(tan)(tan)(tan)排(pai)放(fang)指(zhi)標(biao)高(gao)效配置(zhi)的(de)市(shi)場(chang)化(hua)機(ji)制(zhi)(zhi)。研究對(dui)(dui)各(ge)地區節能降碳(tan)(tan)(tan)(tan)、淘汰(tai)產能、用能結構(gou)優(you)化(hua)、CCUS等(deng)碳(tan)(tan)(tan)(tan)減(jian)排(pai)工程、生態系(xi)統碳(tan)(tan)(tan)(tan)匯CCER項(xiang)目等(deng)形(xing)成的(de)碳(tan)(tan)(tan)(tan)減(jian)排(pai)量指(zhi)標(biao)實行市(shi)場(chang)化(hua)配置(zhi),用于化(hua)解新上項(xiang)目對(dui)(dui)地區碳(tan)(tan)(tan)(tan)排(pai)放(fang)雙控目標(biao)的(de)影響。對(dui)(dui)高(gao)碳(tan)(tan)(tan)(tan)排(pai)放(fang)強度(du)和低碳(tan)(tan)(tan)(tan)排(pai)放(fang)強度(du)項(xiang)目實行差(cha)別化(hua)的(de)交(jiao)易(yi)策(ce)略,引(yin)導碳(tan)(tan)(tan)(tan)排(pai)放(fang)指(zhi)標(biao)向低排(pai)放(fang)、高(gao)附加值的(de)高(gao)質量項(xiang)目流動,促(cu)進碳(tan)(tan)(tan)(tan)排(pai)放(fang)指(zhi)標(biao)優(you)化(hua)高(gao)效配置(zhi)。做(zuo)好自治區碳(tan)(tan)(tan)(tan)減(jian)排(pai)量市(shi)場(chang)化(hua)機(ji)制(zhi)(zhi)與(yu)國家碳(tan)(tan)(tan)(tan)排(pai)放(fang)權交(jiao)易(yi)制(zhi)(zhi)度(du)的(de)銜接(jie),避免重(zhong)復交(jiao)易(yi),額外增(zeng)加企業碳(tan)(tan)(tan)(tan)排(pai)放(fang)成本。


(三(san))強(qiang)化(hua)科技(ji)(ji)支撐(cheng)。充分發揮科技(ji)(ji)創(chuang)新(xin)(xin)對碳(tan)排(pai)放雙(shuang)控工(gong)作(zuo)的支撐(cheng)作(zuo)用(yong)。加強(qiang)關(guan)鍵核心技(ji)(ji)術(shu)(shu)創(chuang)新(xin)(xin),推進(jin)節能減碳(tan)、零(ling)碳(tan)電力(li)(li)與零(ling)碳(tan)燃料、過程重(zhong)塑、碳(tan)捕(bu)集(ji)利用(yong)與封存、碳(tan)匯與負碳(tan)、低碳(tan)技(ji)(ji)術(shu)(shu)集(ji)成(cheng)(cheng)等(deng)技(ji)(ji)術(shu)(shu)研(yan)發應用(yong)。加大先(xian)(xian)進(jin)技(ji)(ji)術(shu)(shu)成(cheng)(cheng)果(guo)(guo)轉(zhuan)化(hua)力(li)(li)度(du),推動(dong)新(xin)(xin)型電力(li)(li)系統(tong)科技(ji)(ji)成(cheng)(cheng)果(guo)(guo)轉(zhuan)化(hua),開展低碳(tan)先(xian)(xian)進(jin)技(ji)(ji)術(shu)(shu)成(cheng)(cheng)果(guo)(guo)示(shi)(shi)范(fan),加強(qiang)碳(tan)捕(bu)集(ji)利用(yong)與封存、負碳(tan)先(xian)(xian)進(jin)科技(ji)(ji)成(cheng)(cheng)果(guo)(guo)應用(yong)。圍繞碳(tan)排(pai)放重(zhong)點行(xing)業(ye)(ye)(ye)(ye)和(he)領(ling)(ling)域(yu)(yu),重(zhong)點開展能源、工(gong)業(ye)(ye)(ye)(ye)、建筑、交(jiao)通、循環經濟五個領(ling)(ling)域(yu)(yu)15類重(zhong)大技(ji)(ji)術(shu)(shu)示(shi)(shi)范(fan)工(gong)程和(he)三(san)級區域(yu)(yu)綜合(he)示(shi)(shi)范(fan)。培(pei)(pei)育(yu)壯大企業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)主體(ti),支持領(ling)(ling)軍企業(ye)(ye)(ye)(ye)與高等(deng)學校(xiao)、科研(yan)院(yuan)所(suo)組建創(chuang)新(xin)(xin)聯合(he)體(ti)、共建共性(xing)技(ji)(ji)術(shu)(shu)平臺,加大低碳(tan)領(ling)(ling)域(yu)(yu)科技(ji)(ji)型中小企業(ye)(ye)(ye)(ye)精準培(pei)(pei)育(yu)力(li)(li)度(du),建成(cheng)(cheng)一批企業(ye)(ye)(ye)(ye)低碳(tan)技(ji)(ji)術(shu)(shu)研(yan)發中心和(he)低碳(tan)領(ling)(ling)域(yu)(yu)科技(ji)(ji)型企業(ye)(ye)(ye)(ye)。強(qiang)化(hua)碳(tan)達(da)峰(feng)科創(chuang)人(ren)才(cai)培(pei)(pei)養,構建高等(deng)學校(xiao)、科研(yan)院(yuan)所(suo)、企業(ye)(ye)(ye)(ye)三(san)位(wei)一體(ti)的人(ren)才(cai)流動(dong)機制,加大“候鳥型”、“人(ren)才(cai)飛地(di)”等(deng)柔(rou)性(xing)引才(cai)引智力(li)(li)度(du),大力(li)(li)培(pei)(pei)養本土創(chuang)新(xin)(xin)人(ren)才(cai)。

(四(si))實施零(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she)示范工程(cheng)。加(jia)強零(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she)統(tong)籌(chou)規(gui)劃,以工業園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)綠(lv)色低(di)碳(tan)(tan)(tan)轉型為導向(xiang),以提高新(xin)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)納利用(yong)為目標,統(tong)籌(chou)風光資源(yuan)(yuan)和用(yong)電負(fu)荷分(fen)布,選取(qu)基礎(chu)設(she)施完善(shan)、新(xin)增負(fu)荷較大、自主調峰(feng)能(neng)(neng)(neng)力(li)較強的工業園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)開(kai)(kai)展零(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she)。深化鄂(e)爾(er)(er)多斯蒙蘇、包頭達(da)茂(mao)零(ling)(ling)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she),加(jia)快推(tui)進通遼霍(huo)林郭勒、包頭鋁(lv)業、鄂(e)爾(er)(er)多斯鄂(e)托克、阿拉(la)善(shan)烏(wu)斯太等低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she),推(tui)動園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)在(zai)源(yuan)(yuan)、網(wang)、荷、儲建設(she)和綠(lv)電發(fa)、供、配、用(yong)等方面取(qu)得實質(zhi)性突破,促進新(xin)能(neng)(neng)(neng)源(yuan)(yuan)與高載能(neng)(neng)(neng)產(chan)業融合(he)發(fa)展,力(li)爭零(ling)(ling)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)納利用(yong)比例達(da)到80%、低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)納利用(yong)比例達(da)到50%,形成綠(lv)色低(di)碳(tan)(tan)(tan)發(fa)展的重要載體。強化標準引(yin)領,開(kai)(kai)展零(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)產(chan)業園(yuan)(yuan)(yuan)(yuan)(yuan)標準化體系(xi)建設(she),增強自治區(qu)在(zai)零(ling)(ling)碳(tan)(tan)(tan)低(di)碳(tan)(tan)(tan)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)建設(she)領域規(gui)則制定的主導權和話語權。


七、強化組織實施保障(zhang)


(一(yi))加(jia)(jia)強(qiang)組織協(xie)調。在自(zi)治區黨委和(he)政府統(tong)一(yi)領(ling)導下,自(zi)治區發展(zhan)改革委要加(jia)(jia)強(qiang)能(neng)耗雙(shuang)(shuang)控向(xiang)碳排(pai)放(fang)雙(shuang)(shuang)控轉變工(gong)(gong)作(zuo)的統(tong)籌協(xie)調,組建能(neng)耗雙(shuang)(shuang)控向(xiang)碳排(pai)放(fang)雙(shuang)(shuang)控轉變先行先試工(gong)(gong)作(zuo)專班,研(yan)究重大問題,協(xie)調重大事項,調度重點(dian)工(gong)(gong)作(zuo)任(ren)務進展(zhan),組織開展(zhan)評價考核。自(zi)治區生態(tai)環(huan)境廳、工(gong)(gong)業和(he)信息化廳、國資(zi)委、市場監管局(ju)、統(tong)計局(ju)、能(neng)源局(ju)等相關(guan)部(bu)門要按(an)照職責分工(gong)(gong),加(jia)(jia)強(qiang)協(xie)調配合(he),形成工(gong)(gong)作(zuo)合(he)力,扎實(shi)推進相關(guan)工(gong)(gong)作(zuo)。


(二(er))強(qiang)(qiang)(qiang)化(hua)(hua)目(mu)標(biao)任務(wu)落實(shi)。各地區(qu)、各有(you)關(guan)部(bu)門要充分認(ren)識(shi)能(neng)(neng)耗雙控(kong)(kong)向碳(tan)排(pai)(pai)放(fang)雙控(kong)(kong)轉變的(de)(de)重要性(xing)、復雜性(xing)和艱巨性(xing),按(an)照(zhao)本方案確定的(de)(de)主要目(mu)標(biao)和重點(dian)工(gong)作任務(wu),切(qie)實(shi)扛(kang)起責(ze)任,抓好各項任務(wu)落實(shi)。各地區(qu)要認(ren)真落實(shi)節能(neng)(neng)和碳(tan)排(pai)(pai)放(fang)管理(li)目(mu)標(biao)責(ze)任,加(jia)強(qiang)(qiang)(qiang)節能(neng)(neng)降(jiang)碳(tan)工(gong)作監督管理(li),嚴格高(gao)(gao)耗能(neng)(neng)、高(gao)(gao)排(pai)(pai)放(fang)項目(mu)前期手續和事(shi)中事(shi)后監管,按(an)照(zhao)自治區(qu)安排(pai)(pai)部(bu)署開展相關(guan)工(gong)作、落實(shi)相關(guan)任務(wu)。各有(you)關(guan)部(bu)門要加(jia)強(qiang)(qiang)(qiang)對(dui)重點(dian)領域、重點(dian)行業節能(neng)(neng)降(jiang)碳(tan)工(gong)作的(de)(de)監測評價(jia)和形勢研判(pan),加(jia)強(qiang)(qiang)(qiang)政策儲備,健全制(zhi)(zhi)度(du)機制(zhi)(zhi)。各級財政部(bu)門要加(jia)大對(dui)能(neng)(neng)耗雙控(kong)(kong)向碳(tan)排(pai)(pai)放(fang)雙控(kong)(kong)轉變工(gong)作的(de)(de)資金支持力度(du),強(qiang)(qiang)(qiang)化(hua)(hua)資金保(bao)障。


(三)加大宣(xuan)傳(chuan)培訓力度。各地區、各有關部門要加強(qiang)對能耗雙控(kong)向(xiang)碳(tan)排放雙控(kong)轉變工(gong)(gong)作(zuo)(zuo)的(de)(de)政策(ce)宣(xuan)傳(chuan)解讀,深化各級領導干部對節能降碳(tan)工(gong)(gong)作(zuo)(zuo)的(de)(de)理解和把握。加強(qiang)碳(tan)排放雙控(kong)基(ji)礎(chu)能力建設(she),組織(zhi)開展分階段(duan)、多層(ceng)次的(de)(de)碳(tan)排放統(tong)計核(he)算和碳(tan)排放雙控(kong)工(gong)(gong)作(zuo)(zuo)培訓,普及基(ji)礎(chu)知識,宣(xuan)講政策(ce)要點(dian),提(ti)升相關工(gong)(gong)作(zuo)(zuo)人員專(zhuan)業(ye)(ye)素養和業(ye)(ye)務能力。充(chong)分利用全國(guo)節能宣(xuan)傳(chuan)周、低碳(tan)日、全國(guo)生態日等主題活動(dong),組織(zhi)開展節能降碳(tan)主題宣(xuan)傳(chuan)活動(dong),營(ying)造良好社會氛(fen)圍(wei)。


內蒙古自治區能耗雙控(kong)向碳(tan)排(pai)放(fang)雙控(kong)轉變先行先試2024年工作要點(dian)


2024年(nian)(nian)是(shi)自治(zhi)區先(xian)行先(xian)試推動能(neng)耗雙(shuang)控(kong)(kong)(kong)向碳排(pai)放(fang)雙(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian)的起步之(zhi)年(nian)(nian),也是(shi)夯實(shi)碳排(pai)放(fang)統計核算(suan)基礎、建立健全碳排(pai)放(fang)雙(shuang)控(kong)(kong)(kong)制度政(zheng)策體系(xi)的關鍵(jian)之(zhi)年(nian)(nian)。為扎實(shi)有序(xu)推進能(neng)耗雙(shuang)控(kong)(kong)(kong)向碳排(pai)放(fang)雙(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian),根據《內蒙古自治(zhi)區能(neng)耗雙(shuang)控(kong)(kong)(kong)向碳排(pai)放(fang)雙(shuang)控(kong)(kong)(kong)轉(zhuan)變(bian)先(xian)行先(xian)試工(gong)作方(fang)案》,制定本工(gong)作要點。


一、夯實碳排放統(tong)計核算基礎


(一)盟市碳排(pai)放統(tong)計核算(suan)。


1.制定出(chu)臺盟(meng)市(shi)能(neng)(neng)源(yuan)(yuan)(yuan)活動(dong)碳(tan)排(pai)放(fang)(fang)統計核算方案。健(jian)全(quan)盟(meng)市(shi)間化石能(neng)(neng)源(yuan)(yuan)(yuan)電力(li)調入調出(chu)測(ce)算。確定能(neng)(neng)源(yuan)(yuan)(yuan)活動(dong)各類能(neng)(neng)源(yuan)(yuan)(yuan)品種碳(tan)排(pai)放(fang)(fang)因子(zi)。開展盟(meng)市(shi)2020—2023年能(neng)(neng)源(yuan)(yuan)(yuan)活動(dong)碳(tan)排(pai)放(fang)(fang)試算。


2.研究擬定盟市工業(ye)(ye)生產過(guo)程碳排(pai)放統(tong)計核算(suan)方案。研究電石、精甲醇、合成氨(an)、水泥熟料、生石灰(hui)、粗(cu)鋼(gang)、鐵合金、原鋁、工業(ye)(ye)硅等工業(ye)(ye)生產過(guo)程碳排(pai)放因子。適時開展(zhan)盟市工業(ye)(ye)生產過(guo)程碳排(pai)放核算(suan)試算(suan)。


3.開展盟市碳排放(fang)季度(du)快報方法(fa)研究。


(二)企業(ye)(ye)碳(tan)(tan)(tan)排(pai)放核算。以重(zhong)點行業(ye)(ye)企業(ye)(ye)碳(tan)(tan)(tan)排(pai)放報告與核查為(wei)基礎(chu),研究擬(ni)訂企業(ye)(ye)碳(tan)(tan)(tan)排(pai)放核算方法。開展重(zhong)點碳(tan)(tan)(tan)排(pai)放企業(ye)(ye)2020年(nian)、2023年(nian)碳(tan)(tan)(tan)排(pai)放試算。


(三)生態(tai)系(xi)(xi)統(tong)碳(tan)(tan)儲量(liang)(liang)和碳(tan)(tan)匯量(liang)(liang)核(he)算(suan)。開(kai)展全(quan)區(qu)森林、草原、濕地(di)生態(tai)系(xi)(xi)統(tong)碳(tan)(tan)匯調查監測,核(he)算(suan)全(quan)區(qu)及各盟市2020年(nian)、2023年(nian)生態(tai)系(xi)(xi)統(tong)碳(tan)(tan)儲量(liang)(liang)和碳(tan)(tan)匯量(liang)(liang)。


(四)碳(tan)減(jian)(jian)排(pai)(pai)工(gong)程(cheng)(cheng)減(jian)(jian)排(pai)(pai)量(liang)核算(suan)。制(zhi)定(ding)碳(tan)減(jian)(jian)排(pai)(pai)工(gong)程(cheng)(cheng)(CCUS等)減(jian)(jian)排(pai)(pai)量(liang)核算(suan)指(zhi)南。組織各(ge)盟市申報2021—2023年建成投運的碳(tan)減(jian)(jian)排(pai)(pai)工(gong)程(cheng)(cheng),開展碳(tan)減(jian)(jian)排(pai)(pai)量(liang)測算(suan)。


二、建立健(jian)全碳排放(fang)雙控核心制度體系


(一(yi))碳(tan)排(pai)放雙(shuang)控目標評價考(kao)核。


1.建立體現源(yuan)頭減碳、過程(cheng)降(jiang)碳、末端固碳全過程(cheng)的碳排放雙控目標(biao)責(ze)任評價(jia)考核制度。組織開展2021—2023年盟市碳排放雙控目標(biao)試(shi)評價(jia)。


2.科學設定全(quan)區“十(shi)四五”碳排放總量(liang)控制預期(qi)性目標,合理分解各盟市碳排放總量(liang)目標。


(二(er))碳排放雙控(kong)管理。


1.制定在(zai)項(xiang)目(mu)節能審(shen)查中(zhong)開展碳排放(fang)評價工作指南。


2.研(yan)究制定《內蒙(meng)古自治(zhi)區碳排放預(yu)算管(guan)理(li)制度(du)實施方(fang)案》。啟動盟市碳排放預(yu)算管(guan)理(li)方(fang)案編制工作(zuo)。


(三)碳排(pai)放雙控形(xing)勢監(jian)測。


1.優化完善電-碳計算模型,根(gen)據全(quan)區及各盟(meng)市季度能耗、用(yong)電量等數據,開展碳排放雙控形勢(shi)季度監測。


2.啟(qi)動(dong)國(guo)家(jia)碳計量中心(xin)(內(nei)蒙古)碳達峰碳中和在線監測(ce)系(xi)統建設。


三、健全完善(shan)碳(tan)排放雙控配(pei)套政策體系


(一)標準認證體系。


1.探索研制產(chan)品碳(tan)足(zu)(zu)跡(ji)核算(suan)基礎通用規則,研究確(que)定先(xian)行開展碳(tan)足(zu)(zu)跡(ji)核算(suan)的(de)重(zhong)點產(chan)品,推(tui)動建立重(zhong)點行業(ye)碳(tan)足(zu)(zu)跡(ji)背(bei)景數據庫。


2.推進(jin)零碳(tan)低碳(tan)園(yuan)區標準化(hua)體系建設(she)。


(二(er))市場(chang)化機制。探索(suo)建(jian)立碳(tan)(tan)減排(pai)量指標(biao)市場(chang)化交易(yi)機制,研究對(dui)各地區(qu)(qu)節能降碳(tan)(tan)、淘汰產(chan)能、用能結構優化、CCUS等(deng)碳(tan)(tan)減排(pai)工(gong)程、生態系統(tong)碳(tan)(tan)匯CCER項(xiang)目等(deng)形(xing)成(cheng)的(de)碳(tan)(tan)減排(pai)量指標(biao)分類實行差別化市場(chang)配(pei)置,用于(yu)化解(jie)新上項(xiang)目對(dui)地區(qu)(qu)碳(tan)(tan)排(pai)放雙控目標(biao)的(de)影響。


四、完善能耗總量(liang)和強度調控


(一)用能預算(suan)管(guan)理(li)。制(zhi)定《內(nei)蒙古自治區用能預算(suan)管(guan)理(li)制(zhi)度實施(shi)方案(2.0版(ban))》,建立新上項目(mu)用能彈(dan)性(xing)保障(zhang)機制(zhi)。組織各盟(meng)市編制(zhi)本地(di)區《“十四五”用能預算(suan)管(guan)理(li)方案(2.0版(ban))》。


(二)重點領域節能管理。組織(zhi)開展(zhan)高(gao)耗能行業(ye)重點企業(ye)能效“普查”,建立高(gao)耗能行業(ye)能效水平清單。


(三)節能形勢動態監測(ce)。


1.健(jian)全完善節能(neng)(neng)形勢監(jian)(jian)測模(mo)型,加(jia)強能(neng)(neng)耗運(yun)行、重點(dian)用能(neng)(neng)項目(mu)建設(she)投產進度(du)、新能(neng)(neng)源項目(mu)建設(she)運(yun)行、并網消納和(he)市場化(hua)消納等(deng)動態監(jian)(jian)測、分析預警。


2.增(zeng)強能耗(hao)在線監測系(xi)統功能,完善重點(dian)用能單位能源利(li)用狀況報(bao)告制(zhi)度。


3.優(you)化完善全區及各盟市季度(du)、年度(du)可再生能源電力消費量測算方(fang)法(fa)。


五、組(zu)織實施重點行動(dong)和(he)示范工程(cheng)


(一)綠電消納(na)利用提(ti)升行動。


1.加快(kuai)推(tui)進(jin)落(luo)實(shi)自(zi)治(zhi)區《新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)倍增行(xing)動(dong)方案》、《關(guan)于促進(jin)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納若干舉措》。推(tui)動(dong)待建在建新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)項目(mu)盡早(zao)并(bing)網。優先支持6類新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)市(shi)場(chang)化(hua)(hua)消(xiao)納項目(mu)建設,積極探索新(xin)(xin)的市(shi)場(chang)化(hua)(hua)項目(mu)應(ying)(ying)用(yong)場(chang)景開發(fa)模式。實(shi)施跨地(di)區合作新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納項目(mu)。開展存(cun)量用(yong)電(dian)(dian)負(fu)荷綠電(dian)(dian)替代(dai)示(shi)范工(gong)程、新(xin)(xin)增大(da)負(fu)荷綠電(dian)(dian)應(ying)(ying)用(yong)試點。實(shi)施增量配電(dian)(dian)網消(xiao)納新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)試點。2024年,全區新(xin)(xin)增新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)并(bing)網裝機規模力爭達(da)到4000萬千瓦以上。


2.提升(sheng)電(dian)(dian)力(li)系(xi)統調(diao)節(jie)能(neng)力(li)。持續(xu)推進煤電(dian)(dian)機組靈活性改造(zao),提升(sheng)煤電(dian)(dian)機組參與調(diao)峰積極性。完善(shan)儲能(neng)政策(ce)體系(xi),規劃建設新型獨立儲能(neng)電(dian)(dian)站,推動儲能(neng)發揮新能(neng)源(yuan)消(xiao)納(na)作用(yong)。規劃建設抽(chou)水蓄能(neng)電(dian)(dian)站。夯(hang)實“智能(neng)調(diao)度”基(ji)礎,發揮電(dian)(dian)網要(yao)素配置(zhi)能(neng)力(li)提升(sheng)新能(neng)源(yuan)消(xiao)納(na)。


3.完善新(xin)(xin)能源價(jia)格(ge)和市場交易(yi)(yi)政(zheng)策。保障新(xin)(xin)能源電力市場交易(yi)(yi)價(jia)格(ge)在(zai)合理(li)區間,穩(wen)定新(xin)(xin)能源市場預期(qi)。新(xin)(xin)能源市場化項目直接與用電負荷交易(yi)(yi),促進用電負荷更多購(gou)買(mai)綠(lv)電。持續優化電價(jia)政(zheng)策,充分發揮電價(jia)引導作用促進新(xin)(xin)能源消納。


(二)生(sheng)態系統(tong)碳匯應用提升(sheng)行動(dong)。


1.積極開發符合我區實(shi)際的(de)林(lin)草(cao)濕(shi)碳匯項目(mu)方法(fa)學(xue)(xue),采(cai)用“揭榜掛帥”方式(shi),加強(qiang)天然林(lin)、人(ren)工灌(guan)木(mu)林(lin)和(he)草(cao)原保護碳匯方法(fa)學(xue)(xue)科(ke)研攻關。


2.按照國家造(zao)林(lin)碳匯(hui)項(xiang)目方(fang)法學,積極組織開(kai)發儲(chu)備林(lin)業碳匯(hui)CCER項(xiang)目,推動自治區經國家核證(zheng)的林(lin)業碳匯(hui)CCER項(xiang)目參與全國碳排放權交易(yi)。


3.通過碳(tan)(tan)排(pai)(pai)放(fang)雙(shuang)控制度(du)設計(ji)拓(tuo)展生(sheng)態(tai)(tai)系統(tong)碳(tan)(tan)匯(hui)(hui)應用(yong)途徑。將各地(di)區(qu)生(sheng)態(tai)(tai)系統(tong)固(gu)碳(tan)(tan)量納入(ru)對盟市的(de)碳(tan)(tan)排(pai)(pai)放(fang)雙(shuang)控目(mu)標(biao)評價考核(he),抵(di)消地(di)區(qu)碳(tan)(tan)排(pai)(pai)放(fang)量。將各地(di)區(qu)經國家(jia)核(he)證的(de)生(sheng)態(tai)(tai)系統(tong)碳(tan)(tan)匯(hui)(hui)CCER項(xiang)目(mu)納入(ru)自治(zhi)區(qu)碳(tan)(tan)減排(pai)(pai)量指(zhi)標(biao)交易,用(yong)于(yu)滿足新上項(xiang)目(mu)碳(tan)(tan)排(pai)(pai)放(fang)指(zhi)標(biao)需求。


(三(san))綠色低(di)碳(tan)示范(fan)工程(cheng)。組織實(shi)施(shi)源頭減碳(tan)、過(guo)程(cheng)降碳(tan)、末端固(gu)碳(tan)三(san)類18個綠色低(di)碳(tan)先(xian)進技(ji)術示范(fan)工程(cheng)項目。


(四)零(ling)碳(tan)低(di)(di)碳(tan)園(yuan)(yuan)(yuan)區(qu)(qu)建(jian)設示范工程。深(shen)化鄂爾(er)多斯蒙蘇、包頭(tou)達茂零(ling)碳(tan)園(yuan)(yuan)(yuan)區(qu)(qu),通遼霍林(lin)郭(guo)勒、包頭(tou)鋁業(ye)、鄂爾(er)多斯鄂托克、阿拉善烏斯太低(di)(di)碳(tan)園(yuan)(yuan)(yuan)區(qu)(qu)建(jian)設,探(tan)索(suo)“綠(lv)(lv)色供電(dian)(dian)+綠(lv)(lv)色低(di)(di)碳(tan)產業(ye)”協同發展模式,優化新(xin)能(neng)源配置,提高(gao)綠(lv)(lv)電(dian)(dian)消(xiao)納利(li)用比例(li),推動園(yuan)(yuan)(yuan)區(qu)(qu)產業(ye)綠(lv)(lv)色低(di)(di)碳(tan)發展。
