關于全面推進新能源供熱高質量發展的實施意見
大力發(fa)(fa)展新能(neng)源(yuan)供(gong)熱是推動本(ben)(ben)市(shi)供(gong)熱結構重構、實現(xian)碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)目標的(de)(de)重要措施,對于(yu)提高(gao)(gao)供(gong)熱領域的(de)(de)非化石能(neng)源(yuan)消費比(bi)重、減(jian)少碳(tan)(tan)排放總量具(ju)有重要意義。為貫(guan)(guan)徹中共中央、國(guo)務(wu)院(yuan)《關于(yu)完整(zheng)準(zhun)確全面貫(guan)(guan)徹新發(fa)(fa)展理念(nian)做好碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)工作的(de)(de)意見(jian)》、國(guo)務(wu)院(yuan)《2030年前碳(tan)(tan)達峰(feng)行動方(fang)案》(國(guo)發(fa)(fa)〔2021〕23號)總體(ti)部署(shu),落實國(guo)家發(fa)(fa)展改(gai)革委等八部門《關于(yu)促進地熱能(neng)開發(fa)(fa)利用的(de)(de)若(ruo)干意見(jian)》(國(guo)能(neng)發(fa)(fa)新能(neng)規〔2021〕43號)和(he)市(shi)政(zheng)府(fu)《北京市(shi)碳(tan)(tan)達峰(feng)實施方(fang)案》(京政(zheng)發(fa)(fa)〔2022〕31號)要求(qiu),實現(xian)本(ben)(ben)市(shi)新能(neng)源(yuan)開發(fa)(fa)利用目標,全面推動本(ben)(ben)市(shi)新能(neng)源(yuan)供(gong)熱高(gao)(gao)質(zhi)量發(fa)(fa)展,制定本(ben)(ben)意見(jian)。
一、總體要求
(一)指導思想
堅持以習近平(ping)新(xin)時(shi)代中(zhong)國特色社會主義思想為指導(dao),完(wan)整、準確(que)、全面(mian)(mian)貫徹新(xin)發展(zhan)理念。全面(mian)(mian)落實(shi)黨的二十大(da)精神,立足(zu)能(neng)源(yuan)資(zi)源(yuan)稟(bing)賦,深入推進能(neng)源(yuan)革命,統(tong)籌發展(zhan)和安全,大(da)力發展(zhan)新(xin)能(neng)源(yuan)供熱(re),加(jia)快(kuai)構建(jian)綠(lv)色低碳(tan)(tan)、多能(neng)耦(ou)合(he)、互聯互濟、智能(neng)高效的供熱(re)系統(tong)。充分發揮新(xin)能(neng)源(yuan)在供熱(re)領域的保供增供作(zuo)用,推動新(xin)能(neng)源(yuan)高質量發展(zhan),為實(shi)現碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和目標提供有力支撐。
(二)基本原則
多(duo)元發展(zhan)(zhan),安全可靠。拓展(zhan)(zhan)新(xin)能(neng)源(yuan)供熱(re)技術應用形式,堅(jian)持多(duo)元化發展(zhan)(zhan)。逐步構建以新(xin)能(neng)源(yuan)供熱(re)為(wei)主(zhu),城市供熱(re)大(da)網、燃氣鍋爐房等常(chang)規能(neng)源(yuan)輔(fu)助,多(duo)種能(neng)源(yuan)高效耦合的供熱(re)系(xi)統,保障安全可靠運行。
科(ke)學規劃(hua),合理(li)布局。加強頂層規劃(hua)設計,強化(hua)資源和需求之(zhi)(zhi)間(jian)的(de)高(gao)效匹配(pei),處理(li)好資源開發(fa)與環(huan)境保護之(zhi)(zhi)間(jian)的(de)關系。聚焦重點(dian)區域,堅(jian)持(chi)集中式與分布式并舉,推動新能源供熱高(gao)質量發(fa)展。
創(chuang)新(xin)(xin)驅動,提質增效(xiao)。完善新(xin)(xin)能(neng)源(yuan)供熱(re)創(chuang)新(xin)(xin)體系建(jian)設(she),加快(kuai)新(xin)(xin)能(neng)源(yuan)供熱(re)在技術、開發模式、市場機制等方面的創(chuang)新(xin)(xin)和試點應(ying)用(yong)。鼓勵(li)新(xin)(xin)能(neng)源(yuan)供熱(re)與大數據(ju)、人工智能(neng)等技術融合,促(cu)進(jin)新(xin)(xin)能(neng)源(yuan)供熱(re)產業發展壯大。
政策(ce)協同,融合(he)發展(zhan)(zhan)。加強政府部(bu)門協同聯動,形成促進新(xin)能源(yuan)供熱高質量發展(zhan)(zhan)的政策(ce)合(he)力(li)。推動新(xin)能源(yuan)供熱與綠色建筑、新(xin)基建、鄉村振興、產業園區升級等深(shen)度融合(he),不斷拓展(zhan)(zhan)新(xin)能源(yuan)發展(zhan)(zhan)新(xin)領域、新(xin)場景。
市場主導,政府(fu)推(tui)動。充分發(fa)揮市場在資源(yuan)(yuan)配(pei)置中的(de)決定性作(zuo)用,調(diao)動企業和用戶(hu)的(de)積極性,鼓(gu)勵各(ge)類投(tou)資主體參與新能源(yuan)(yuan)供熱(re)系統(tong)建(jian)設。發(fa)揮政府(fu)規劃引導、政策激(ji)勵、監督管理的(de)作(zuo)用,營造(zao)有(you)利于新能源(yuan)(yuan)供熱(re)發(fa)展的(de)市場環境。
(三)發展目標
堅(jian)持(chi)新(xin)能源(yuan)供(gong)熱(re)(re)(re)優(you)先原(yuan)則,推動(dong)供(gong)熱(re)(re)(re)系統(tong)綠色低(di)(di)碳轉型替(ti)代。提升新(xin)能源(yuan)供(gong)熱(re)(re)(re)比重(zhong),持(chi)續(xu)降低(di)(di)供(gong)熱(re)(re)(re)系統(tong)碳排放。禁止新(xin)建(jian)和擴建(jian)燃(ran)氣(qi)獨立供(gong)暖系統(tong)(不具(ju)備可再生能源(yuan)供(gong)熱(re)(re)(re)條(tiao)件的除外,居民自行(xing)安裝燃(ran)氣(qi)壁掛爐(lu)采(cai)暖除外),新(xin)建(jian)供(gong)熱(re)(re)(re)項目新(xin)能源(yuan)供(gong)熱(re)(re)(re)裝機占比原(yuan)則上不低(di)(di)于60%。
到2025年,新能源供(gong)熱(re)領域制度(du)不斷完善、管理(li)更加規(gui)范、規(gui)模穩(wen)步提升,力爭全市新能源供(gong)熱(re)面(mian)積(ji)累計達(da)到1.45億平方米,新能源供(gong)熱(re)面(mian)積(ji)占全市供(gong)熱(re)面(mian)積(ji)比(bi)重達(da)到10%以上。
到2030年,新(xin)(xin)能(neng)源供(gong)熱市場趨于成熟,新(xin)(xin)能(neng)源供(gong)熱產(chan)業發展穩定、供(gong)熱規模持續(xu)擴大,力爭新(xin)(xin)能(neng)源供(gong)熱面積(ji)占全市供(gong)熱面積(ji)比重達到15%以上。
二、推動新能源供熱多場景應用
(一)支持公共建筑新能源供熱
挖掘本地新能(neng)源供熱(re)潛力,支持(chi)辦公樓(lou)宇(yu)、學校、醫院、文化(hua)體育場(chang)館、交通樞紐等(deng)(deng)新增公共建(jian)筑開(kai)展(zhan)新能(neng)源供熱(re)應(ying)用(yong)。結合老(lao)舊(jiu)市(shi)(shi)政基礎設(she)施、低效(xiao)產業園(yuan)區、老(lao)舊(jiu)低效(xiao)樓(lou)宇(yu)等(deng)(deng)城(cheng)市(shi)(shi)更新改(gai)造工(gong)(gong)程(cheng),推(tui)動(dong)開(kai)展(zhan)存量燃氣鍋爐供熱(re)設(she)施替代工(gong)(gong)作。(責任單位:市(shi)(shi)發展(zhan)改(gai)革委、市(shi)(shi)規(gui)劃自(zi)然資源委、市(shi)(shi)住房城(cheng)鄉建(jian)設(she)委、市(shi)(shi)城(cheng)市(shi)(shi)管(guan)理委、相關功能(neng)區管(guan)理部門)
(二)提高居住(zhu)建筑新能源供熱比(bi)例(li)
提高新(xin)能源(yuan)(yuan)供(gong)(gong)(gong)(gong)(gong)(gong)熱(re)(re)在增量(liang)居(ju)住(zhu)建(jian)(jian)筑(zhu)供(gong)(gong)(gong)(gong)(gong)(gong)暖(nuan)中(zhong)(zhong)的應用比例,在住(zhu)宅、公寓(yu)等供(gong)(gong)(gong)(gong)(gong)(gong)熱(re)(re)需(xu)求集(ji)中(zhong)(zhong)的場景(jing),因地(di)(di)(di)制宜優先考(kao)慮采用再(zai)生水(shui)(污(wu)水(shui))源(yuan)(yuan)熱(re)(re)泵、中(zhong)(zhong)深(shen)層地(di)(di)(di)熱(re)(re)能、生物質能等新(xin)能源(yuan)(yuan)供(gong)(gong)(gong)(gong)(gong)(gong)熱(re)(re)系統(tong)(tong)滿足建(jian)(jian)筑(zhu)供(gong)(gong)(gong)(gong)(gong)(gong)暖(nuan)基礎負荷。探索在集(ji)中(zhong)(zhong)住(zhu)宅區引入(ru)“冷熱(re)(re)同供(gong)(gong)(gong)(gong)(gong)(gong)”模式,建(jian)(jian)設地(di)(di)(di)埋管地(di)(di)(di)源(yuan)(yuan)熱(re)(re)泵、再(zai)生水(shui)(污(wu)水(shui))源(yuan)(yuan)熱(re)(re)泵供(gong)(gong)(gong)(gong)(gong)(gong)熱(re)(re)(制冷)等新(xin)能源(yuan)(yuan)系統(tong)(tong)。在通(tong)州區西集(ji)、漷縣及(ji)大興區東部等地(di)(di)(di)區,試點利用中(zhong)(zhong)深(shen)層地(di)(di)(di)熱(re)(re)耦合替代既(ji)有(you)居(ju)住(zhu)建(jian)(jian)筑(zhu)燃氣鍋(guo)爐供(gong)(gong)(gong)(gong)(gong)(gong)暖(nuan)。(責任單位:市(shi)(shi)發展(zhan)改革委、市(shi)(shi)住(zhu)房(fang)城(cheng)鄉建(jian)(jian)設委、市(shi)(shi)規劃自然資(zi)源(yuan)(yuan)委、市(shi)(shi)城(cheng)市(shi)(shi)管理委、市(shi)(shi)水(shui)務(wu)局)
(三)鼓勵產業(ye)園區(qu)建設新能源綜(zong)合供熱系統
推動新能(neng)(neng)源(yuan)供(gong)(gong)(gong)熱與(yu)產業(ye)園區(qu)建設融(rong)合發展,推進光(guang)伏發電、太陽(yang)能(neng)(neng)光(guang)熱與(yu)新能(neng)(neng)源(yuan)供(gong)(gong)(gong)熱系(xi)統協同建設、耦合應用,建設區(qu)域型綜(zong)合能(neng)(neng)源(yuan)站,構建綜(zong)合能(neng)(neng)源(yuan)供(gong)(gong)(gong)應服務體系(xi)。鼓勵氫能(neng)(neng)熱電聯(lian)供(gong)(gong)(gong)、新型儲熱等技(ji)術(shu)在產業(ye)園區(qu)供(gong)(gong)(gong)熱基礎設施(shi)的先行先試。(責任單位:市發展改革委、市規劃自然資源(yuan)委、市城市管理(li)委,相關區(qu)政府)
(四)促進新(xin)能源(yuan)供熱與鄉村(cun)振興融(rong)合發展(zhan)
大力推動新(xin)(xin)能源在農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村供(gong)熱領域的應用(yong)(yong),鼓勵設施農(nong)(nong)(nong)業(ye)、養殖基地(di)(di)和民(min)宅(zhai)民(min)宿等(deng)采用(yong)(yong)新(xin)(xin)能源供(gong)熱。因地(di)(di)制宜推動延慶(qing)、密云、懷(huai)柔、房山、門(men)頭溝等(deng)農(nong)(nong)(nong)村地(di)(di)區的新(xin)(xin)能源清潔供(gong)熱替代。(責任單(dan)位:市(shi)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村局、市(shi)發展改革委、市(shi)規(gui)劃自然資源委、市(shi)城市(shi)管理委,相關區政府)
三、實現新能源供熱多元有序發展
按(an)照(zhao)“因(yin)地制宜、多元融合、科學布(bu)局、有序發展”的(de)理念,充分挖掘本(ben)市新能源(yuan)供(gong)(gong)熱(re)(re)潛(qian)力。聚焦重點(dian)(dian)區域(yu),大力推(tui)動新能源(yuan)供(gong)(gong)熱(re)(re)技(ji)術應(ying)用(yong)。鼓勵新能源(yuan)供(gong)(gong)熱(re)(re)新技(ji)術試點(dian)(dian)示范,構建(jian)安全(quan)可靠的(de)新能源(yuan)多元供(gong)(gong)熱(re)(re)系(xi)統。推(tui)動新能源(yuan)供(gong)(gong)熱(re)(re)系(xi)統高(gao)標準(zhun)規劃、高(gao)質量(liang)建(jian)設、高(gao)比例(li)應(ying)用(yong)、高(gao)水平管理。
(一)大(da)力(li)推進(jin)淺層地熱能利用
在滿足空(kong)間實施條件(jian)和冷熱(re)(re)(re)平(ping)衡要求(qiu)的前(qian)提下,優先采用(yong)(yong)(yong)(yong)淺(qian)層地(di)源(yuan)熱(re)(re)(re)泵(beng)(不含(han)水源(yuan)熱(re)(re)(re)泵(beng))系統供(gong)熱(re)(re)(re)(供(gong)冷)。重點在平(ping)原新城和中心城區推廣應用(yong)(yong)(yong)(yong)淺(qian)層地(di)源(yuan)熱(re)(re)(re)泵(beng)系統,鼓勵(li)在生(sheng)態(tai)涵養區因地(di)制(zhi)宜(yi)應用(yong)(yong)(yong)(yong)。積極拓展農業(ye)基礎(chu)設(she)施、文(wen)化旅游設(she)施、園區改(gai)造升級等淺(qian)層地(di)源(yuan)熱(re)(re)(re)泵(beng)應用(yong)(yong)(yong)(yong)場(chang)景。按照“宜(yi)用(yong)(yong)(yong)(yong)盡用(yong)(yong)(yong)(yong)”的原則,支持同時(shi)具備(bei)冷熱(re)(re)(re)負荷需求(qiu)的各類新建、改(gai)(擴)建建筑采用(yong)(yong)(yong)(yong)淺(qian)層地(di)源(yuan)熱(re)(re)(re)泵(beng)系統。(責任單(dan)位:市(shi)(shi)發展改(gai)革(ge)委(wei)(wei)、市(shi)(shi)規劃自然資源(yuan)委(wei)(wei)、市(shi)(shi)城市(shi)(shi)管理委(wei)(wei)、市(shi)(shi)水務(wu)局)
(二)積極推廣再生水(shui)(污水(shui))源熱泵
充分開(kai)發(fa)利用再(zai)生(sheng)(sheng)水(shui)(shui)(污水(shui)(shui))資源(yuan)(yuan),鼓勵(li)在具有一定規(gui)模的再(zai)生(sheng)(sheng)水(shui)(shui)(污水(shui)(shui))廠(chang)周邊地(di)區(qu),以及再(zai)生(sheng)(sheng)水(shui)(shui)(污水(shui)(shui))主干管(guan)網沿線范圍內,優(you)先(xian)采(cai)用再(zai)生(sheng)(sheng)水(shui)(shui)(污水(shui)(shui))源(yuan)(yuan)熱(re)泵系統供暖。圍繞再(zai)生(sheng)(sheng)水(shui)(shui)管(guan)線建(jian)設,推動新建(jian)再(zai)生(sheng)(sheng)水(shui)(shui)(污水(shui)(shui))源(yuan)(yuan)熱(re)泵項(xiang)目與周邊區(qu)域開(kai)發(fa)同步規(gui)劃(hua)(hua),預(yu)留(liu)能源(yuan)(yuan)站(zhan)占地(di)及管(guan)線路由等規(gui)劃(hua)(hua)前(qian)期(qi)實施條件。(責(ze)任單(dan)位(wei):市(shi)發(fa)展改革委、市(shi)規(gui)劃(hua)(hua)自然(ran)資源(yuan)(yuan)委、市(shi)城市(shi)管(guan)理委、市(shi)水(shui)(shui)務(wu)局(ju))
(三)穩(wen)妥開發中深層地熱能
按(an)照“以灌定采、采灌均衡(heng)、水熱(re)(re)(re)均衡(heng)、取(qu)熱(re)(re)(re)不(bu)耗(hao)水、水質不(bu)污染”的(de)原則推動中深層(ceng)(ceng)水熱(re)(re)(re)型地(di)(di)熱(re)(re)(re)供熱(re)(re)(re)系統建設(she)。以小湯(tang)山、鳳河營、良鄉、延慶等(deng)(deng)地(di)(di)熱(re)(re)(re)田為基礎(chu),在滿(man)足本(ben)市(shi)禁止和限制取(qu)水范(fan)圍管(guan)(guan)理要(yao)求(qiu)的(de)前提(ti)下(xia),推動地(di)(di)熱(re)(re)(re)資(zi)源按(an)照地(di)(di)熱(re)(re)(re)田區(qu)塊統一開(kai)發(fa),高效(xiao)利用。重點開(kai)發(fa)房山良鄉地(di)(di)區(qu)、順義西南部、大興采育等(deng)(deng)平原新城以及通州東南部的(de)地(di)(di)熱(re)(re)(re)資(zi)源,建設(she)中深層(ceng)(ceng)地(di)(di)熱(re)(re)(re)供暖項(xiang)目(mu)。充(chong)分發(fa)揮中深層(ceng)(ceng)井下(xia)換(huan)熱(re)(re)(re)技術“取(qu)熱(re)(re)(re)不(bu)取(qu)水、環境無干擾”的(de)優勢,優先在地(di)(di)熱(re)(re)(re)田分布范(fan)圍內(nei)建設(she)中深層(ceng)(ceng)井下(xia)換(huan)熱(re)(re)(re)示范(fan)項(xiang)目(mu)。(責任單位:市(shi)規劃自(zi)然資(zi)源委、市(shi)水務(wu)局(ju)、市(shi)生(sheng)態環境局(ju)、市(shi)發(fa)展改革委、市(shi)城市(shi)管(guan)(guan)理委)
(四)充分挖掘(jue)余熱資源
挖掘城市(shi)余(yu)熱(re)(re)(re)資源(yuan),推動余(yu)熱(re)(re)(re)熱(re)(re)(re)泵供(gong)熱(re)(re)(re)系統建設(she)(she)(鼓勵優先應用低碳熱(re)(re)(re)泵技(ji)(ji)術(shu)(shu))。支持具備改造條件的既有燃氣熱(re)(re)(re)電(dian)廠、燃氣調峰熱(re)(re)(re)源(yuan)廠、燃氣鍋爐房等(deng)加裝煙(yan)氣余(yu)熱(re)(re)(re)熱(re)(re)(re)泵回收(shou)裝置(zhi)。探索城市(shi)工業余(yu)熱(re)(re)(re)資源(yuan)的循環利(li)用,結(jie)合(he)余(yu)熱(re)(re)(re)熱(re)(re)(re)泵技(ji)(ji)術(shu)(shu),建設(she)(she)工業余(yu)熱(re)(re)(re)供(gong)熱(re)(re)(re)系統。在北京經濟技(ji)(ji)術(shu)(shu)開發區(qu)、順(shun)義區(qu)等(deng)數據中心(xin)較為集中的地區(qu),鼓勵建設(she)(she)數據中心(xin)余(yu)熱(re)(re)(re)供(gong)熱(re)(re)(re)系統。(責任單位:市(shi)城市(shi)管理委、市(shi)發展改革(ge)委、市(shi)規劃自然資源(yuan)委)
(五)推動生物(wu)質(zhi)能供熱發(fa)展

六、完善市政府固定資產投資支持政策
鼓(gu)勵(li)新(xin)能(neng)源(yuan)供熱規模化發展、高質(zhi)量應用(yong),加大對(dui)新(xin)能(neng)源(yuan)供熱新(xin)技術、新(xin)場景以及綜合應用(yong)的支持。
(一)支持標準
對符合(he)以下(xia)條件的(de)新能源供熱項目給予市政府固(gu)定資產投資支持(chi)。
企業投(tou)資(zi)(zi)(zi)項(xiang)目(mu)。對新能源(yuan)(yuan)供(gong)(gong)熱(re)裝(zhuang)機占(zhan)比(bi)達到60%及(ji)以上(shang)的(de)新能源(yuan)(yuan)供(gong)(gong)熱(re)新建(jian)及(ji)改擴建(jian)項(xiang)目(mu),給予(yu)(yu)新能源(yuan)(yuan)建(jian)設投(tou)資(zi)(zi)(zi)30%的(de)市政府固定(ding)資(zi)(zi)(zi)產(chan)投(tou)資(zi)(zi)(zi)支持(chi);裝(zhuang)機占(zhan)比(bi)30%至60%(不含(han))的(de)給予(yu)(yu)20%資(zi)(zi)(zi)金(jin)支持(chi);對新能源(yuan)(yuan)供(gong)(gong)熱(re)裝(zhuang)機占(zhan)比(bi)30%及(ji)以上(shang)的(de)新技術(shu)應用項(xiang)目(mu)、多(duo)能耦合綜合能源(yuan)(yuan)站項(xiang)目(mu),給予(yu)(yu)新能源(yuan)(yuan)建(jian)設投(tou)資(zi)(zi)(zi)30%的(de)資(zi)(zi)(zi)金(jin)支持(chi)。對與新能源(yuan)(yuan)供(gong)(gong)熱(re)項(xiang)目(mu)配套建(jian)設的(de)蓄熱(re)(冷)系(xi)統、太(tai)陽能補熱(re)等(deng)設施給予(yu)(yu)熱(re)源(yuan)(yuan)同比(bi)例的(de)資(zi)(zi)(zi)金(jin)支持(chi)。
政府投(tou)(tou)(tou)資項目。對市政府固定資產投(tou)(tou)(tou)資的(de)項目,其中與主體(ti)建筑配套的(de)新能源供熱系(xi)統,優先由(you)企(qi)業(ye)投(tou)(tou)(tou)資建設,并按(an)照企(qi)業(ye)投(tou)(tou)(tou)資項目給予支持。對于不具備(bei)企(qi)業(ye)投(tou)(tou)(tou)資條件的(de)新能源供熱項目,給予與主體(ti)項目同(tong)比(bi)例的(de)資金支持。

納(na)入本政策的新能(neng)源(yuan)(yuan)(yuan)供(gong)熱(re)(re)(re)(re)(re)(re)(re)(re)技(ji)術類型(xing)包括:淺層地源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵(不(bu)含(han)水(shui)源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵),中(zhong)深(shen)層水(shui)熱(re)(re)(re)(re)(re)(re)(re)(re)型(xing)地熱(re)(re)(re)(re)(re)(re)(re)(re),中(zhong)深(shen)層井下(xia)換(huan)熱(re)(re)(re)(re)(re)(re)(re)(re)型(xing)地熱(re)(re)(re)(re)(re)(re)(re)(re),再生水(shui)源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵,污水(shui)源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵,生物質供(gong)熱(re)(re)(re)(re)(re)(re)(re)(re),城(cheng)市和(he)工業(ye)余熱(re)(re)(re)(re)(re)(re)(re)(re)利用(鼓勵優先應用低(di)碳(tan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵技(ji)術),綠(lv)(lv)電蓄熱(re)(re)(re)(re)(re)(re)(re)(re),綠(lv)(lv)氫供(gong)熱(re)(re)(re)(re)(re)(re)(re)(re),集中(zhong)式空氣(qi)源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)(re)(re)(re)(re)泵以及新能(neng)源(yuan)(yuan)(yuan)多能(neng)耦(ou)合(he)綜合(he)能(neng)源(yuan)(yuan)(yuan)站等新能(neng)源(yuan)(yuan)(yuan)供(gong)熱(re)(re)(re)(re)(re)(re)(re)(re)系統。
納入本政策的新(xin)能(neng)源供(gong)熱(re)建設(she)(she)投資(zi)包(bao)括(kuo):新(xin)能(neng)源供(gong)熱(re)系統的取熱(re)裝置及(ji)(ji)配套設(she)(she)施,供(gong)熱(re)設(she)(she)備(bei)(bei)機房,熱(re)泵機組及(ji)(ji)配套設(she)(she)施,供(gong)熱(re)設(she)(she)備(bei)(bei)機房至用戶建筑(zhu)間一次管網,與綜合能(neng)源站同(tong)步建設(she)(she)的儲能(neng)、光伏系統,智能(neng)控(kong)制(zhi)監(jian)測系統等。
(三)申請方式
申請納入市(shi)級(ji)固定資(zi)(zi)產投資(zi)(zi)支持(chi)的企業(ye)投資(zi)(zi)項(xiang)目,由市(shi)發展(zhan)改(gai)革(ge)委向全社會公開征集并進行專(zhuan)家評(ping)審,經公示后,履行相(xiang)應的項(xiang)目入庫和(he)資(zi)(zi)金(jin)審批程序(xu)。已申請其他市(shi)級(ji)固定資(zi)(zi)產投資(zi)(zi)支持(chi)或(huo)運行補貼(tie)支持(chi)的項(xiang)目,本(ben)政(zheng)策不再(zai)重復支持(chi)。(責(ze)任單位:市(shi)發展(zhan)改(gai)革(ge)委,屬地(di)發展(zhan)改(gai)革(ge)部(bu)門)
七、保障措施
(一)明確職責分工,加強(qiang)部(bu)門聯動(dong)
加強組織(zhi)領(ling)導(dao)和(he)統(tong)籌協調,建立職責(ze)(ze)(ze)明確(que)的(de)(de)(de)協同推進(jin)機制。市(shi)(shi)(shi)發(fa)(fa)展改革委(wei)負(fu)責(ze)(ze)(ze)制定新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)支持政策和(he)發(fa)(fa)展規(gui)劃,推動(dong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)綠色低碳(tan)轉型和(he)供(gong)(gong)(gong)熱(re)(re)(re)(re)系(xi)統(tong)重(zhong)(zhong)構(gou);提(ti)出新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)重(zhong)(zhong)大項目規(gui)劃布局(ju)(ju),加強新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)重(zhong)(zhong)點項目統(tong)籌協調和(he)服務調度;支持科技(ji)(ji)創新(xin)(xin)(xin)(xin)(xin)(xin)和(he)新(xin)(xin)(xin)(xin)(xin)(xin)技(ji)(ji)術(shu)示范應(ying)用(yong)(yong)(yong)(yong),培育新(xin)(xin)(xin)(xin)(xin)(xin)場景(jing)、新(xin)(xin)(xin)(xin)(xin)(xin)業(ye)態(tai)(tai),促進(jin)產業(ye)發(fa)(fa)展。市(shi)(shi)(shi)規(gui)劃自然資(zi)源(yuan)(yuan)(yuan)委(wei)負(fu)責(ze)(ze)(ze)將新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)相關(guan)(guan)(guan)指(zhi)標(biao)要求與各級規(gui)劃銜接落實(shi),組織(zhi)開展地(di)熱(re)(re)(re)(re)資(zi)源(yuan)(yuan)(yuan)詳勘(kan)、中(zhong)(zhong)深層地(di)熱(re)(re)(re)(re)礦(kuang)權(quan)辦理(li)和(he)地(di)熱(re)(re)(re)(re)水(shui)(shui)動(dong)態(tai)(tai)監(jian)(jian)測管(guan)(guan)理(li)工(gong)(gong)作(zuo)(zuo)。市(shi)(shi)(shi)城市(shi)(shi)(shi)管(guan)(guan)理(li)委(wei)負(fu)責(ze)(ze)(ze)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)項目運行備(bei)案、運行監(jian)(jian)管(guan)(guan)和(he)供(gong)(gong)(gong)熱(re)(re)(re)(re)質(zhi)量(liang)監(jian)(jian)測等(deng)相關(guan)(guan)(guan)工(gong)(gong)作(zuo)(zuo)。市(shi)(shi)(shi)住(zhu)房城鄉建設委(wei)負(fu)責(ze)(ze)(ze)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)項目建設質(zhi)量(liang)的(de)(de)(de)監(jian)(jian)督(du)和(he)管(guan)(guan)理(li),建設單(dan)位依據相關(guan)(guan)(guan)標(biao)準組織(zhi)開展竣工(gong)(gong)驗收工(gong)(gong)作(zuo)(zuo)。市(shi)(shi)(shi)水(shui)(shui)務局(ju)(ju)負(fu)責(ze)(ze)(ze)地(di)熱(re)(re)(re)(re)水(shui)(shui)取水(shui)(shui)許可審批和(he)取用(yong)(yong)(yong)(yong)水(shui)(shui)管(guan)(guan)理(li),對再生水(shui)(shui)(污水(shui)(shui))源(yuan)(yuan)(yuan)熱(re)(re)(re)(re)泵項目取水(shui)(shui)退水(shui)(shui)情況(kuang)進(jin)行管(guan)(guan)理(li)。市(shi)(shi)(shi)科委(wei)中(zhong)(zhong)關(guan)(guan)(guan)村管(guan)(guan)委(wei)會(hui)負(fu)責(ze)(ze)(ze)推動(dong)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)領(ling)域新(xin)(xin)(xin)(xin)(xin)(xin)技(ji)(ji)術(shu)、新(xin)(xin)(xin)(xin)(xin)(xin)裝備(bei)的(de)(de)(de)科技(ji)(ji)攻關(guan)(guan)(guan)和(he)示范應(ying)用(yong)(yong)(yong)(yong)。市(shi)(shi)(shi)經(jing)濟和(he)信息(xi)化局(ju)(ju)負(fu)責(ze)(ze)(ze)鼓勵工(gong)(gong)業(ye)企業(ye)積極采用(yong)(yong)(yong)(yong)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)。市(shi)(shi)(shi)生態(tai)(tai)環(huan)(huan)境(jing)局(ju)(ju)負(fu)責(ze)(ze)(ze)指(zhi)導(dao)相關(guan)(guan)(guan)區級生態(tai)(tai)環(huan)(huan)境(jing)主管(guan)(guan)部門(men)做好供(gong)(gong)(gong)熱(re)(re)(re)(re)項目新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利(li)用(yong)(yong)(yong)(yong)的(de)(de)(de)環(huan)(huan)境(jing)影響(xiang)評價(jia)審查(cha)審批工(gong)(gong)作(zuo)(zuo)。市(shi)(shi)(shi)農業(ye)農村局(ju)(ju)負(fu)責(ze)(ze)(ze)農村地(di)區新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)技(ji)(ji)術(shu)推廣應(ying)用(yong)(yong)(yong)(yong)。市(shi)(shi)(shi)統(tong)計(ji)局(ju)(ju)負(fu)責(ze)(ze)(ze)將新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)(gong)(gong)熱(re)(re)(re)(re)開發(fa)(fa)利(li)用(yong)(yong)(yong)(yong)情況(kuang)納入本市(shi)(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)統(tong)計(ji)系(xi)統(tong)。(責(ze)(ze)(ze)任(ren)單(dan)位:各有關(guan)(guan)(guan)單(dan)位)
(二)落實政策要求,做(zuo)好(hao)規劃(hua)銜接
新能(neng)(neng)源(yuan)(yuan)供(gong)熱(re)(re)發(fa)(fa)展(zhan)與能(neng)(neng)源(yuan)(yuan)規(gui)(gui)劃、供(gong)熱(re)(re)專(zhuan)(zhuan)項(xiang)規(gui)(gui)劃、市(shi)政基礎(chu)設(she)施專(zhuan)(zhuan)項(xiang)規(gui)(gui)劃和國土空(kong)間(jian)規(gui)(gui)劃充(chong)分銜接,將新能(neng)(neng)源(yuan)(yuan)供(gong)熱(re)(re)比重作為約(yue)束(shu)性(xing)指標納入各區和重點功能(neng)(neng)區的(de)規(gui)(gui)劃以及鎮域(yu)(街區)控制性(xing)詳細規(gui)(gui)劃、地(di)塊的(de)規(gui)(gui)劃綜合(he)實施方(fang)案等(deng)規(gui)(gui)劃文件中(zhong)。加(jia)強新能(neng)(neng)源(yuan)(yuan)供(gong)熱(re)(re)與碳排放“雙控”政策的(de)有效銜接,完善新能(neng)(neng)源(yuan)(yuan)供(gong)熱(re)(re)相關數據統(tong)計(ji)系統(tong),探索研究(jiu)建立新能(neng)(neng)源(yuan)(yuan)供(gong)熱(re)(re)不納入能(neng)(neng)源(yuan)(yuan)總(zong)量消費考核機制。(責任單(dan)位:市(shi)規(gui)(gui)劃自然資源(yuan)(yuan)委、市(shi)發(fa)(fa)展(zhan)改革委、市(shi)統(tong)計(ji)局)
(三)夯(hang)實屬地責任,強化項目(mu)監管
鼓勵各區出臺新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)項(xiang)(xiang)(xiang)(xiang)目配套支持政策,積極推動(dong)新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)項(xiang)(xiang)(xiang)(xiang)目建設。加(jia)強新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)項(xiang)(xiang)(xiang)(xiang)目管(guan)理,研究完善新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)價格管(guan)理機制,履行安全生(sheng)產監(jian)管(guan)責任(ren),依法糾正(zheng)和(he)查處項(xiang)(xiang)(xiang)(xiang)目違法違規行為(wei)。屬(shu)地(di)相關部門負責本(ben)區新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)項(xiang)(xiang)(xiang)(xiang)目的核準立(li)項(xiang)(xiang)(xiang)(xiang),新(xin)能(neng)(neng)源供(gong)(gong)(gong)熱(re)項(xiang)(xiang)(xiang)(xiang)目招(zhao)標(biao)監(jian)管(guan)和(he)事(shi)(shi)中事(shi)(shi)后監(jian)管(guan)及(ji)統計(ji)報(bao)送工(gong)作(zuo)。(責任(ren)單位:各區政府及(ji)有關單位、功能(neng)(neng)區管(guan)委會)
(四)加大宣傳力(li)度,營造良(liang)好氛圍
充分利用(yong)未來科(ke)學城(cheng)全球能(neng)源(yuan)(yuan)(yuan)轉型(xing)高層論(lun)壇(tan)、副中(zhong)心綠色發展(zhan)論(lun)壇(tan)等交流平臺(tai)優勢,加大新能(neng)源(yuan)(yuan)(yuan)供熱(re)(re)宣(xuan)傳力度。定期組織面(mian)向(xiang)供熱(re)(re)企(qi)業的交流、宣(xuan)貫,解(jie)讀國家、行(xing)業、地方有關(guan)新能(neng)源(yuan)(yuan)(yuan)供熱(re)(re)領域的法律(lv)法規、政策(ce)文件、標(biao)準規范。開展(zhan)新能(neng)源(yuan)(yuan)(yuan)供熱(re)(re)技術(shu)專(zhuan)題(ti)、典(dian)型(xing)案例、圖(tu)集圖(tu)冊及(ji)行(xing)業標(biao)準等方面(mian)專(zhuan)題(ti)宣(xuan)貫,營造(zao)促進新能(neng)源(yuan)(yuan)(yuan)供熱(re)(re)發展(zhan)的良(liang)好氛圍。(責(ze)任單(dan)位:各(ge)區政府及(ji)有關(guan)單(dan)位)
