近日,榆(yu)林市(shi)政協經濟委對外發布榆(yu)林市(shi)新能源產(chan)業(ye)高質量發展調研報(bao)告(gao)(摘要),具體如下(xia):


為(wei)深入(ru)貫徹(che)落(luo)(luo)實(shi)習近(jin)平新時代中(zhong)國特色社會(hui)主義思想和習近(jin)平總(zong)書記來陜考(kao)察重要(yao)講話重要(yao)指示精神(shen)(shen),落(luo)(luo)實(shi)落(luo)(luo)細二十大精神(shen)(shen),推動實(shi)現碳(tan)達峰碳(tan)中(zhong)和目(mu)標,奮力譜寫中(zhong)國式現代化建設的(de)榆(yu)林(lin)(lin)篇章,榆(yu)林(lin)(lin)市(shi)(shi)政協以(yi)(yi)“新能源產業(ye)高質量發展”為(wei)重點(dian)調(diao)研(yan)選(xuan)題,于2023年(nian)3月(yue)至6月(yue),由市(shi)(shi)政協主席(xi)曾德超同(tong)志、副主席(xi)王志強(qiang)同(tong)志帶領部分政協委員及市(shi)(shi)發改(gai)委、市(shi)(shi)自然資(zi)源局、市(shi)(shi)林(lin)(lin)草局、市(shi)(shi)電(dian)投(tou)公(gong)司、國網榆(yu)林(lin)(lin)供電(dian)公(gong)司等(deng)相關(guan)部門負責(ze)同(tong)志組成調(diao)研(yan)組,先后(hou)赴市(shi)(shi)內定邊、靖邊、神(shen)(shen)木、榆(yu)林(lin)(lin)經開(kai)區(qu)(qu)等(deng)縣市(shi)(shi)區(qu)(qu),以(yi)(yi)及省外寧夏(xia)中(zhong)衛市(shi)(shi)、甘肅武威市(shi)(shi)、安徽合(he)肥(fei)市(shi)(shi)、江(jiang)蘇常州(zhou)市(shi)(shi)、上(shang)海市(shi)(shi)和內蒙古鄂爾多斯市(shi)(shi)等(deng)省市(shi)(shi)進行調(diao)研(yan),現將調(diao)研(yan)報告摘(zhai)要(yao)刊登如下(xia)。


一、榆林市新能源產業高質量發展存在的問題


(一)頂層設計不(bu)系統(tong),政(zheng)策體系不(bu)完善(shan)


一是缺(que)少(shao)全面(mian)系(xi)統的(de)規(gui)劃(hua)(hua)統領。近(jin)年來,借助我市(shi)(shi)風力和(he)(he)太(tai)陽能(neng)(neng)(neng)資(zi)源(yuan)(yuan)(yuan)富集的(de)優勢,新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)(ye)發(fa)(fa)展(zhan)較(jiao)快(kuai),但(dan)(dan)全市(shi)(shi)缺(que)少(shao)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)(ye)發(fa)(fa)展(zhan)、電力發(fa)(fa)展(zhan)和(he)(he)電網布局等方(fang)面(mian)的(de)中長期(qi)規(gui)劃(hua)(hua),電網接入新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)能(neng)(neng)(neng)力較(jiao)差,產(chan)業(ye)(ye)布局分散(san),尚未形成規(gui)模化(hua)(hua)(hua)(hua)、高端化(hua)(hua)(hua)(hua)、體(ti)系(xi)化(hua)(hua)(hua)(hua)、智慧化(hua)(hua)(hua)(hua)發(fa)(fa)展(zhan)。二是大(da)(da)量(liang)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)外(wai)送(song)(song)。我市(shi)(shi)雖然是新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)富集區域,但(dan)(dan)同(tong)時(shi)也是碳(tan)排放大(da)(da)市(shi)(shi),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)費轉(zhuan)(zhuan)型壓力較(jiao)大(da)(da)。近(jin)年來,一方(fang)面(mian),我市(shi)(shi)飽(bao)受碳(tan)排放雙控限制(zhi)(zhi)之苦,大(da)(da)型產(chan)業(ye)(ye)項(xiang)(xiang)目落地發(fa)(fa)展(zhan)受限。另一方(fang)面(mian),在自(zi)身尚未實現(xian)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)高比例消(xiao)(xiao)費,低碳(tan)化(hua)(hua)(hua)(hua)轉(zhuan)(zhuan)型發(fa)(fa)展(zhan)的(de)同(tong)時(shi),省(sheng)級層(ceng)面(mian)大(da)(da)量(liang)批(pi)復(fu)我市(shi)(shi)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)外(wai)送(song)(song)。2021年省(sheng)發(fa)(fa)改委批(pi)復(fu)陜(shan)湖通道我市(shi)(shi)外(wai)送(song)(song)380萬(wan)kW新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan),“十四五”期(qi)間計劃(hua)(hua)批(pi)復(fu)陜(shan)豫通道我市(shi)(shi)外(wai)送(song)(song)1100萬(wan)kW新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)。已批(pi)擬批(pi)的(de)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝機(ji)已超過當前(qian)我市(shi)(shi)存量(liang)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝機(ji)的(de)總(zong)額。大(da)(da)量(liang)寶(bao)貴的(de)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)未能(neng)(neng)(neng)最大(da)(da)化(hua)(hua)(hua)(hua)的(de)將(jiang)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)綠(lv)電、綠(lv)證的(de)綜合價值留(liu)在本地,沒有為我市(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)費結構(gou)轉(zhuan)(zhuan)型升(sheng)級、助推全市(shi)(shi)低碳(tan)綠(lv)色可持(chi)續發(fa)(fa)展(zhan)添磚加瓦。三是政策的(de)生產(chan)力和(he)(he)工(gong)具(ju)箱(xiang)整(zheng)體(ti)作用體(ti)現(xian)不(bu)充分。我市(shi)(shi)雖制(zhi)(zhi)定了可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)項(xiang)(xiang)目管理辦法等部(bu)分文件,但(dan)(dan)在新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)項(xiang)(xiang)目招商引(yin)資(zi)、政策扶持(chi)、資(zi)金(jin)支(zhi)持(chi)、服(fu)務(wu)體(ti)系(xi)建設、電價優惠等方(fang)面(mian)還缺(que)少(shao)本地政策支(zhi)撐,針(zhen)對(dui)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)(ye)的(de)新(xin)(xin)(xin)(xin)(xin)理念(nian)探索(suo)、新(xin)(xin)(xin)(xin)(xin)技術(shu)引(yin)入、新(xin)(xin)(xin)(xin)(xin)場景實踐、新(xin)(xin)(xin)(xin)(xin)產(chan)業(ye)(ye)扶持(chi)等方(fang)面(mian)缺(que)少(shao)因地制(zhi)(zhi)宜(yi)、差異化(hua)(hua)(hua)(hua)、針(zhen)對(dui)性(xing)的(de)地方(fang)產(chan)業(ye)(ye)扶持(chi)政策,全市(shi)(shi)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領域政策工(gong)具(ju)箱(xiang)、文件包還不(bu)成體(ti)系(xi)。


(二(er))土(tu)地林地數據不銜接,項目用地落實困難(nan)


一是林(lin)業(ye)(ye)和(he)(he)國土數(shu)據(ju)未(wei)融(rong)合(he)及(ji)草(cao)(cao)地(di)(di)(di)利用(yong)(yong)政策不(bu)明(ming)確(que)。目(mu)(mu)(mu)前(qian),光(guang)(guang)伏(fu)項(xiang)目(mu)(mu)(mu)選址備案的(de)(de)地(di)(di)(di)塊均為(wei)國土“三調(diao)(diao)”中(zhong)(zhong)的(de)(de)草(cao)(cao)地(di)(di)(di),但林(lin)保和(he)(he)國土“三調(diao)(diao)”數(shu)據(ju)未(wei)融(rong)合(he),全(quan)省草(cao)(cao)原(yuan)(yuan)植(zhi)被恢(hui)復(fu)費征(zheng)收標準(zhun)和(he)(he)全(quan)省草(cao)(cao)原(yuan)(yuan)征(zheng)占(zhan)用(yong)(yong)審(shen)核審(shen)批(pi)管理規范未(wei)發(fa)布(bu),使得(de)我市目(mu)(mu)(mu)前(qian)僅有(you)6個光(guang)(guang)伏(fu)項(xiang)目(mu)(mu)(mu)可辦(ban)(ban)(ban)理林(lin)業(ye)(ye)審(shen)批(pi)手(shou)(shou)續(xu)(xu),仍(reng)有(you)20個光(guang)(guang)伏(fu)項(xiang)目(mu)(mu)(mu)無(wu)法辦(ban)(ban)(ban)理林(lin)業(ye)(ye)手(shou)(shou)續(xu)(xu)。二(er)是新(xin)的(de)(de)用(yong)(yong)地(di)(di)(di)政策增加(jia)光(guang)(guang)伏(fu)項(xiang)目(mu)(mu)(mu)建(jian)設(she)成(cheng)本(ben)和(he)(he)落地(di)(di)(di)難度(du)。近期(qi)自(zi)然(ran)資(zi)源(yuan)(yuan)部辦(ban)(ban)(ban)公廳(ting)、國家(jia)林(lin)業(ye)(ye)和(he)(he)草(cao)(cao)原(yuan)(yuan)局辦(ban)(ban)(ban)公室、國家(jia)能源(yuan)(yuan)局綜合(he)司(si)聯合(he)印(yin)發(fa)《關于支持光(guang)(guang)伏(fu)發(fa)電產(chan)業(ye)(ye)發(fa)展規范用(yong)(yong)地(di)(di)(di)管理有(you)關工作的(de)(de)通知》(自(zi)然(ran)資(zi)辦(ban)(ban)(ban)發(fa)〔2023〕12號),明(ming)確(que)光(guang)(guang)伏(fu)方陣用(yong)(yong)地(di)(di)(di)不(bu)得(de)占(zhan)用(yong)(yong)耕地(di)(di)(di)、不(bu)得(de)改變(bian)地(di)(di)(di)表(biao)形態,用(yong)(yong)地(di)(di)(di)涉(she)及(ji)使用(yong)(yong)林(lin)地(di)(di)(di)的(de)(de),須采(cai)用(yong)(yong)林(lin)光(guang)(guang)互(hu)(hu)補(bu)模(mo)式,用(yong)(yong)地(di)(di)(di)涉(she)及(ji)占(zhan)用(yong)(yong)基本(ben)草(cao)(cao)原(yuan)(yuan)外(wai)草(cao)(cao)原(yuan)(yuan)的(de)(de),鼓勵采(cai)用(yong)(yong)“草(cao)(cao)光(guang)(guang)互(hu)(hu)補(bu)”模(mo)式。毛烏素沙地(di)(di)(di)中(zhong)(zhong)集中(zhong)(zhong)連片實(shi)施(shi)光(guang)(guang)伏(fu)項(xiang)目(mu)(mu)(mu)又不(bu)可避免會(hui)擾動地(di)(di)(di)表(biao)、破壞(huai)原(yuan)(yuan)生植(zhi)被項(xiang)目(mu)(mu)(mu)建(jian)設(she)成(cheng)本(ben)大幅(fu)增加(jia),一定程度(du)提(ti)高了項(xiang)目(mu)(mu)(mu)建(jian)設(she)難度(du),影(ying)響了項(xiang)目(mu)(mu)(mu)建(jian)設(she)進(jin)度(du)。三是資(zi)源(yuan)(yuan)重(zhong)疊導致項(xiang)目(mu)(mu)(mu)推進(jin)難。榆林(lin)煤油氣鹽等礦產(chan)資(zi)源(yuan)(yuan)豐富,礦產(chan)資(zi)源(yuan)(yuan)與風(feng)光(guang)(guang)資(zi)源(yuan)(yuan)地(di)(di)(di)域分布(bu)重(zhong)疊較多,但在開采(cai)時序(xu)允(yun)許的(de)(de)情況下,新(xin)能源(yuan)(yuan)開發(fa)企業(ye)(ye)與礦權單位很(hen)難達(da)成(cheng)互(hu)(hu)不(bu)干涉(she)協議,致使我市很(hen)多新(xin)能源(yuan)(yuan)項(xiang)目(mu)(mu)(mu)無(wu)法推進(jin)。


(三)電網卡脖子現(xian)象嚴重,新能源并網送(song)出消納困(kun)難


一(yi)是新能(neng)(neng)(neng)源匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)建設嚴重滯后制(zhi)約綠電(dian)(dian)(dian)接入送(song)出。為系(xi)統性(xing)解決新能(neng)(neng)(neng)源項(xiang)目(mu)電(dian)(dian)(dian)力(li)(li)送(song)出需求,“十四五”期(qi)間,我市計(ji)劃(hua)建設14座(zuo)330KV電(dian)(dian)(dian)站(zhan)(zhan)(zhan)(zhan),國網榆林(lin)供(gong)電(dian)(dian)(dian)公(gong)司(si)(si)計(ji)劃(hua)建設330KV變(bian)電(dian)(dian)(dian)站(zhan)(zhan)(zhan)(zhan)6座(zuo)、330KV匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)4座(zuo)、750KV匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)2座(zuo),營盤山等4座(zuo)330KV新能(neng)(neng)(neng)源匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)由(you)市電(dian)(dian)(dian)投(tou)公(gong)司(si)(si)負(fu)責承(cheng)建。目(mu)前,由(you)國網公(gong)司(si)(si)負(fu)責承(cheng)建的(de)4座(zuo)330KV新能(neng)(neng)(neng)源匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)尚未實質(zhi)性(xing)開展(zhan)前期(qi)工作,由(you)市電(dian)(dian)(dian)投(tou)公(gong)司(si)(si)負(fu)責承(cheng)建的(de)營盤山等4座(zuo)330KV新能(neng)(neng)(neng)源匯(hui)(hui)集(ji)站(zhan)(zhan)(zhan)(zhan)已完(wan)成(cheng)項(xiang)目(mu)核(he)準,正(zheng)在(zai)辦理開工前各項(xiang)手續(xu),但因與國網公(gong)司(si)(si)未能(neng)(neng)(neng)達成(cheng)一(yi)致(zhi)意見,接入系(xi)統方(fang)案尚未批(pi)復,造成(cheng)項(xiang)目(mu)無(wu)法(fa)開工建設,嚴重影響榆林(lin)新能(neng)(neng)(neng)源項(xiang)目(mu)的(de)建設發展(zhan)和電(dian)(dian)(dian)力(li)(li)接入消納。二是系(xi)統調(diao)峰(feng)能(neng)(neng)(neng)力(li)(li)較差(cha)。榆林(lin)地區(qu)暫(zan)無(wu)抽水蓄能(neng)(neng)(neng)建設條(tiao)件,新能(neng)(neng)(neng)源+壓(ya)縮空氣(qi)儲(chu)能(neng)(neng)(neng)+飛輪(lun)儲(chu)能(neng)(neng)(neng)+電(dian)(dian)(dian)磁儲(chu)能(neng)(neng)(neng)尚未利用,而技術較為成(cheng)熟的(de)電(dian)(dian)(dian)化學儲(chu)能(neng)(neng)(neng)方(fang)式受制(zhi)于(yu)當前成(cheng)本高(gao)(如鋰離(li)子電(dian)(dian)(dian)池儲(chu)能(neng)(neng)(neng)系(xi)統每度電(dian)(dian)(dian)成(cheng)本為0.6-0.8元)和輔助調(diao)峰(feng)機制(zhi)不健(jian)全等問(wen)題,使得電(dian)(dian)(dian)化學儲(chu)能(neng)(neng)(neng)暫(zan)不能(neng)(neng)(neng)大規模推廣,目(mu)前調(diao)峰(feng)能(neng)(neng)(neng)力(li)(li)幾(ji)乎全部依(yi)賴火電(dian)(dian)(dian),導(dao)致(zhi)系(xi)統調(diao)峰(feng)能(neng)(neng)(neng)力(li)(li)較差(cha)。


(四(si))項目(mu)手續辦(ban)理周期長,影響項目(mu)建設(she)進度


一(yi)(yi)是項目(mu)(mu)(mu)審批效率(lv)不高(gao)。我市風(feng)(feng)電資源較好(hao)區域(yu)已基本全部(bu)(bu)開(kai)發(fa)實(shi)(shi)施,剩(sheng)余風(feng)(feng)速較差區域(yu)微觀選址(zhi)(zhi)難度(du)(du)大、資源條件差、無(wu)測風(feng)(feng)數據等原因導(dao)致風(feng)(feng)電項目(mu)(mu)(mu)選址(zhi)(zhi)歷(li)時(shi)較長,影響(xiang)開(kai)工(gong)前(qian)(qian)手續辦(ban)(ban)(ban)(ban)(ban)理進度(du)(du)。加(jia)之風(feng)(feng)光(guang)項目(mu)(mu)(mu)的(de)建設(she)用地(di)(di)(di)(di)規(gui)(gui)劃調整(zheng)、用地(di)(di)(di)(di)預審、核準(zhun)批復、林業手續、征(zheng)地(di)(di)(di)(di)協(xie)議簽訂(ding)、壓覆礦協(xie)議簽訂(ding)、建設(she)用地(di)(di)(di)(di)報批手續等流程(cheng)和手續互為前(qian)(qian)置,難以同時(shi)辦(ban)(ban)(ban)(ban)(ban)理,且(qie)風(feng)(feng)光(guang)項目(mu)(mu)(mu)場站占(zhan)地(di)(di)(di)(di)大、送(song)出線路(lu)長,前(qian)(qian)期(qi)(qi)工(gong)作(zuo)繁雜量大,全部(bu)(bu)辦(ban)(ban)(ban)(ban)(ban)結大約(yue)需一(yi)(yi)年半時(shi)間(jian),很大程(cheng)度(du)(du)影響(xiang)了項目(mu)(mu)(mu)推進。二是縣(xian)區平(ping)(ping)臺公(gong)司作(zuo)用發(fa)揮不充分。按照市政府安(an)排,要求縣(xian)區平(ping)(ping)臺公(gong)司統(tong)一(yi)(yi)辦(ban)(ban)(ban)(ban)(ban)理新能源項目(mu)(mu)(mu)前(qian)(qian)期(qi)(qi)征(zheng)地(di)(di)(di)(di)組件辦(ban)(ban)(ban)(ban)(ban)理和租地(di)(di)(di)(di)手續,但(dan)目(mu)(mu)(mu)前(qian)(qian)僅(jin)有神木市和定邊縣(xian)等部(bu)(bu)分縣(xian)市區的(de)平(ping)(ping)臺公(gong)司對(dui)部(bu)(bu)分項目(mu)(mu)(mu)實(shi)(shi)現(xian)了用地(di)(di)(di)(di)統(tong)租,其他縣(xian)區的(de)前(qian)(qian)期(qi)(qi)征(zheng)地(di)(di)(di)(di)組件辦(ban)(ban)(ban)(ban)(ban)理和租地(di)(di)(di)(di)手續工(gong)作(zuo)仍然由項目(mu)(mu)(mu)建設(she)主體(ti)自行辦(ban)(ban)(ban)(ban)(ban)理,影響(xiang)項目(mu)(mu)(mu)建設(she)進度(du)(du)。三是尚未形成高(gao)效的(de)管(guan)理和服(fu)務體(ti)系。目(mu)(mu)(mu)前(qian)(qian)我市尚未形成統(tong)一(yi)(yi)的(de)規(gui)(gui)劃設(she)計(ji)、土地(di)(di)(di)(di)流轉、手續辦(ban)(ban)(ban)(ban)(ban)理、基礎配套、運維管(guan)理的(de)服(fu)務體(ti)系和管(guan)理機(ji)制(zhi),缺(que)乏(fa)新能源行業自治(zhi)組織和統(tong)一(yi)(yi)監管(guan)服(fu)務平(ping)(ping)臺,無(wu)序競(jing)爭一(yi)(yi)定程(cheng)度(du)(du)存(cun)在(zai),制(zhi)約(yue)了行業健康有序發(fa)展。


(五)項(xiang)目(mu)未(wei)形成(cheng)規(gui)模化基地化,產業(ye)尚未(wei)高質量發展

一是市(shi)(shi)(shi)屬(shu)(shu)企(qi)業(ye)(ye)市(shi)(shi)(shi)場占(zhan)(zhan)有(you)率(lv)低。目前,全(quan)(quan)市(shi)(shi)(shi)各(ge)類(lei)新能(neng)(neng)源項目的(de)(de)(de)(de)運營方絕(jue)大多數為(wei)央企(qi)、省屬(shu)(shu)國(guo)企(qi)及(ji)民營企(qi)業(ye)(ye)。一方面,市(shi)(shi)(shi)屬(shu)(shu)企(qi)業(ye)(ye)持(chi)有(you)的(de)(de)(de)(de)各(ge)類(lei)型電(dian)源裝機(ji)規模較小(市(shi)(shi)(shi)屬(shu)(shu)企(qi)業(ye)(ye)持(chi)有(you)的(de)(de)(de)(de)新能(neng)(neng)源裝機(ji)僅占(zhan)(zhan)全(quan)(quan)市(shi)(shi)(shi)總(zong)裝機(ji)的(de)(de)(de)(de)0.73%、火電(dian)機(ji)組裝機(ji)也僅占(zhan)(zhan)全(quan)(quan)市(shi)(shi)(shi)總(zong)裝機(ji)的(de)(de)(de)(de)17.4%),我(wo)(wo)(wo)市(shi)(shi)(shi)需要電(dian)源讓利反(fan)哺全(quan)(quan)市(shi)(shi)(shi)產(chan)業(ye)(ye)經濟發展(zhan)時難(nan)以統籌調(diao)動。另一方面,我(wo)(wo)(wo)市(shi)(shi)(shi)富集的(de)(de)(de)(de)新能(neng)(neng)源資(zi)源未能(neng)(neng)孵(fu)化(hua)(hua)市(shi)(shi)(shi)屬(shu)(shu)新能(neng)(neng)源領(ling)軍企(qi)業(ye)(ye),沒(mei)能(neng)(neng)為(wei)我(wo)(wo)(wo)市(shi)(shi)(shi)提高工(gong)業(ye)(ye)增加值、貢獻稅收、提供就業(ye)(ye)帶(dai)來更(geng)大貢獻。二是新能(neng)(neng)源“綠色”利用效率(lv)不(bu)(bu)高。全(quan)(quan)市(shi)(shi)(shi)新能(neng)(neng)源發電(dian)富余外送,且存在5%~10%棄電(dian),這與全(quan)(quan)市(shi)(shi)(shi)工(gong)業(ye)(ye)缺(que)綠電(dian)形(xing)成反(fan)差(cha)矛(mao)盾,2022年,我(wo)(wo)(wo)市(shi)(shi)(shi)碳(tan)(tan)排(pai)放量(liang)占(zhan)(zhan)全(quan)(quan)省碳(tan)(tan)排(pai)放量(liang)的(de)(de)(de)(de)40.2%,占(zhan)(zhan)全(quan)(quan)國(guo)碳(tan)(tan)排(pai)放量(liang)的(de)(de)(de)(de)1.36%,單位(wei)GDP碳(tan)(tan)排(pai)放強度2.17噸/萬(wan)元,碳(tan)(tan)排(pai)放強度是全(quan)(quan)國(guo)、全(quan)(quan)省平均水平的(de)(de)(de)(de)2.51倍、2.01倍,對(dui)碳(tan)(tan)資(zi)產(chan)、碳(tan)(tan)指標、碳(tan)(tan)交(jiao)易、綠電(dian)、綠證(zheng)等(deng)本地化(hua)(hua)利用意識(shi)不(bu)(bu)強,新能(neng)(neng)源綠電(dian)對(dui)作為(wei)高碳(tan)(tan)城市(shi)(shi)(shi)轉型升級作用發揮不(bu)(bu)充分,節能(neng)(neng)降碳(tan)(tan)和實(shi)現“雙碳(tan)(tan)”目標壓力(li)較大。


二、榆林市新能源產業高質量發展對策建議


(一)加(jia)強頂層設計,完善(shan)政策體系


1.加強規劃引領


科學高(gao)(gao)效(xiao)(xiao)統籌全市(shi)“十四(si)五”規(gui)(gui)劃(hua)(hua)綱(gang)(gang)要和(he)國(guo)(guo)土(tu)空間規(gui)(gui)劃(hua)(hua)等(deng)綱(gang)(gang)領性文件,綜合考慮(lv)資源(yuan)(yuan)分(fen)布、電網承載(zai)、儲能(neng)(neng)條件、國(guo)(guo)土(tu)林(lin)業(ye)用(yong)地(di)、后續(xu)項目安排、外送(song)通道(dao)、轉化(hua)利(li)(li)用(yong)、106GW新(xin)(xin)能(neng)(neng)源(yuan)(yuan)理論(lun)資源(yuan)(yuan)總量、92GW理論(lun)資源(yuan)(yuan)存量、新(xin)(xin)增裝機26GW的(de)(de)發(fa)展(zhan)目標等(deng)因素(su),提出(chu)“四(si)個革命、一個合作”的(de)(de)榆(yu)林(lin)實(shi)踐篇(pian),樹立“榆(yu)林(lin)綠電榆(yu)林(lin)優(you)(you)先(xian)用(yong)”的(de)(de)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)開(kai)發(fa)建設、轉化(hua)利(li)(li)用(yong)、消納消費(fei)觀念(nian),加快全市(shi)“十四(si)五”新(xin)(xin)能(neng)(neng)源(yuan)(yuan)規(gui)(gui)劃(hua)(hua)、“十四(si)五”電力規(gui)(gui)劃(hua)(hua)、“十四(si)五”電網規(gui)(gui)劃(hua)(hua)等(deng)中長期規(gui)(gui)劃(hua)(hua)的(de)(de)編制和(he)中期評估(gu),堅決避免規(gui)(gui)劃(hua)(hua)缺失、方(fang)向(xiang)跑偏、政策沖突、項目難(nan)落,確保有(you)項目用(yong)地(di)且(qie)畝(mu)均效(xiao)(xiao)益高(gao)(gao)、有(you)企業(ye)投(tou)資且(qie)營商環境好、有(you)產業(ye)資源(yuan)(yuan)且(qie)鏈條布局優(you)(you),高(gao)(gao)效(xiao)(xiao)發(fa)揮(hui)規(gui)(gui)劃(hua)(hua)引(yin)領作用(yong)。到2025年,實(shi)現基地(di)化(hua)、規(gui)(gui)模化(hua)開(kai)發(fa)建設、本地(di)多場景轉化(hua)利(li)(li)用(yong),新(xin)(xin)能(neng)(neng)源(yuan)(yuan)本地(di)超90%的(de)(de)就地(di)利(li)(li)用(yong)高(gao)(gao)比例消費(fei)目標。

1.做好用地要素(su)保障,優化投資(zi)環境


加快(kuai)“國土三調”數據(ju)(ju)和“林(lin)(lin)保規劃”數據(ju)(ju)的(de)融合認定,精準摸清(qing)全市(shi)符(fu)合政(zheng)策要求(qiu)的(de)17483km2光伏項目開發用(yong)地(di)情況,點對(dui)(dui)點、塊對(dui)(dui)塊、片對(dui)(dui)片落(luo)實(shi)指(zhi)標、落(luo)實(shi)項目、落(luo)實(shi)企業、落(luo)實(shi)服務。協(xie)調省林(lin)(lin)業局在(zai)新能(neng)源項目辦理征(zheng)占用(yong)草(cao)(cao)地(di)手(shou)續(xu)時(shi),依據(ju)(ju)國土“三調”數據(ju)(ju)審(shen)核(he)上報(bao),確保我省草(cao)(cao)原(yuan)(yuan)植被恢(hui)復費征(zheng)收標準和草(cao)(cao)原(yuan)(yuan)征(zheng)占用(yong)審(shen)核(he)審(shen)批(pi)管理規范(fan)出臺后,加大新能(neng)源項目涉及的(de)壓覆(fu)礦產資源協(xie)議簽訂協(xie)調力度,指(zhi)導各縣區加快(kuai)新能(neng)源項目的(de)征(zheng)地(di)、租地(di)工作(zuo),優化用(yong)地(di)手(shou)續(xu)辦理流程,及時(shi)取得光伏項目林(lin)(lin)業審(shen)批(pi)手(shou)續(xu)。


2.探索用(yong)地利用(yong)機制,敢于先行先試

2.新能(neng)源(yuan)先內用再外送


促請省級(ji)層面支(zhi)持,將我(wo)市(shi)(shi)新能(neng)源資源開發建設項目優(you)先用于(yu)保障我(wo)市(shi)(shi)產業轉化利(li)用,優(you)先本地(di)和(he)省內自用,新能(neng)源外送原則上均采用網間外送,不安排(pai)點對網外送,努(nu)力(li)提(ti)高榆林本地(di)、陜(shan)西省內新能(neng)源消納比例。


3.全力提升電網消納能(neng)力

建議由(you)(you)項目所(suo)在地縣(xian)市(shi)(shi)區(qu)平臺公(gong)(gong)司打包形成(cheng)各(ge)項審(shen)批所(suo)需材料(liao),由(you)(you)市(shi)(shi)發改委和市(shi)(shi)審(shen)批局(ju)牽頭,市(shi)(shi)自然資源(yuan)和規劃局(ju)、市(shi)(shi)林業局(ju)、市(shi)(shi)工(gong)信(xin)局(ju)、市(shi)(shi)能(neng)源(yuan)局(ju)、國網榆林供電公(gong)(gong)司等(deng)單位配合,負責集中統一辦理新能(neng)源(yuan)項目前期審(shen)批涉及(ji)土地、林業、壓覆(fu)礦、報批、施工(gong)許可證等(deng)方面的各(ge)項手續,力爭將新能(neng)源(yuan)項目審(shen)批時限壓縮在6個(ge)月以內(nei),解決審(shen)批手續辦理周(zhou)期過長、成(cheng)本(ben)過高(gao)等(deng)問(wen)題。


2.優(you)化項(xiang)目管理方式

依據我市(shi)(shi)“十四五(wu)”可再生能(neng)源(yuan)發展(zhan)目標,參照寧夏中(zhong)衛市(shi)(shi)、甘肅武威市(shi)(shi)、內(nei)蒙古鄂爾多斯市(shi)(shi)等省市(shi)(shi)規模(mo)化(hua)發展(zhan)新能(neng)源(yuan)方式,優先推(tui)動(dong)定邊縣(xian)、神木(mu)市(shi)(shi)、榆陽區10GW級風(feng)光基地(di)(di)建設,推(tui)動(dong)靖邊-橫山百萬千(qian)瓦(wa)(wa)級智(zhi)慧風(feng)場示(shi)范基地(di)(di)建設,統籌(chou)全(quan)市(shi)(shi)新能(neng)源(yuan)資(zi)源(yuan)交由市(shi)(shi)屬企業統一開發建設運營(ying),使一批具(ju)有(you)標志性(xing)、代表性(xing)、引領性(xing)的(de)示(shi)范工程在我市(shi)(shi)建成落地(di)(di)運營(ying),打(da)造(zao)一批規模(mo)化(hua)、基地(di)(di)化(hua)項目,做大做強千(qian)萬千(qian)瓦(wa)(wa)新能(neng)源(yuan)基地(di)(di)。


3.聚焦(jiao)全產業鏈發展


按(an)照“全產業鏈布(bu)(bu)(bu)局、一體(ti)化推進、基地(di)化承載”的(de)(de)原則,研究風電(dian)(dian)、光(guang)伏、氫能(neng)(neng)、儲能(neng)(neng)產業鏈圖(tu)(tu)、技(ji)術(shu)路線圖(tu)(tu)、應(ying)用領域圖(tu)(tu)、區域分布(bu)(bu)(bu)圖(tu)(tu),明確(que)鏈上(shang)主導(dao)及配(pei)(pei)套產業項目(mu),通過招引遠景、隆基、彩虹(hong)等(deng)龍(long)頭企業落地(di),并吸引相關配(pei)(pei)套產業在周邊集(ji)聚,加快建鏈、補(bu)鏈、延鏈、強鏈,實(shi)現上(shang)下游產業相互銜接,體(ti)現集(ji)群式發(fa)展(zhan)(zhan)優勢。力爭到2025年(nian),按(an)照“有什(shen)么先發(fa)展(zhan)(zhan)什(shen)么,沒(mei)什(shen)么先布(bu)(bu)(bu)局什(shen)么”的(de)(de)理念,通過項目(mu)的(de)(de)科(ke)學配(pei)(pei)置、產業的(de)(de)優化組合(he),將全市電(dian)(dian)力供應(ying)構(gou)成(cheng)占(zhan)(zhan)比優化為最佳(jia),實(shi)現傳統能(neng)(neng)源(yuan)與新(xin)能(neng)(neng)源(yuan)的(de)(de)優化組合(he)、高效(xiao)耦合(he),即火力發(fa)電(dian)(dian)占(zhan)(zhan)47%、風力發(fa)電(dian)(dian)占(zhan)(zhan)22%、光(guang)伏發(fa)電(dian)(dian)占(zhan)(zhan)20%、氫能(neng)(neng)占(zhan)(zhan)3%、儲能(neng)(neng)占(zhan)(zhan)5%、多(duo)能(neng)(neng)互補(bu)占(zhan)(zhan)2%、其他占(zhan)(zhan)1%。


一是風(feng)(feng)力發電(dian)產業鏈方面,鼓(gu)勵激光(guang)雷達(da)等風(feng)(feng)電(dian)新技術(shu)(shu)應(ying)用(yong),推動大容量(liang)風(feng)(feng)電(dian)機組應(ying)用(yong)和(he)風(feng)(feng)電(dian)技術(shu)(shu)研究,加快(kuai)布(bu)局塔(ta)(ta)筒、葉片、風(feng)(feng)機等設備研發、制造、生產和(he)維修項目(mu),因(yin)地(di)(di)制宜采用(yong)高(gao)塔(ta)(ta)架技術(shu)(shu),減少機位數量(liang)從而(er)節(jie)約土地(di)(di)資源,有效節(jie)省征占地(di)(di)費用(yong),從整(zheng)體上(shang)降低造價。同(tong)時(shi),要(yao)根據《風(feng)(feng)電(dian)場場址選擇技術(shu)(shu)規(gui)定(ding)》《風(feng)(feng)電(dian)場工程(cheng)規(gui)劃編制規(gui)程(cheng)》及(ji)(ji)十四(si)五期間風(feng)(feng)電(dian)平(ping)價上(shang)網要(yao)求,風(feng)(feng)電(dian)場場址規(gui)劃需要(yao)綜(zong)合(he)(he)考慮風(feng)(feng)能(neng)資源規(gui)模、道路交通(tong)、電(dian)網、地(di)(di)質(zhi)地(di)(di)形地(di)(di)類、合(he)(he)規(gui)性、征地(di)(di)拆遷以及(ji)(ji)其他敏感性因(yin)素,其中,風(feng)(feng)電(dian)場工程(cheng)前期規(gui)劃階段(duan)應(ying)重點關注風(feng)(feng)能(neng)資源以及(ji)(ji)敏感性因(yin)素,如自然保護區(qu)、礦(kuang)產資源壓覆區(qu)等(見(jian)圖9)。

二是(shi)光(guang)伏(fu)(fu)發電(dian)產(chan)(chan)(chan)業(ye)(ye)鏈方(fang)面,鼓勵采用適當提高全(quan)生(sheng)命周期整體效益(yi)。加快布局(ju)多(duo)晶硅、單(dan)晶硅光(guang)伏(fu)(fu)組(zu)件、逆變器(qi)及核(he)心系統(tong)裝置、直流電(dian)纜、現(xian)地(di)升壓變壓器(qi)、支架(jia)、匯(hui)流箱、光(guang)伏(fu)(fu)板組(zu)裝、維修服務、光(guang)伏(fu)(fu)電(dian)站等光(guang)伏(fu)(fu)全(quan)產(chan)(chan)(chan)業(ye)(ye)鏈項目布局(ju)。同時,光(guang)伏(fu)(fu)規(gui)劃選址(zhi)應(ying)根據國(guo)家用地(di)政(zheng)策(ce),結合(he)資(zi)源條件、建設條件、生(sheng)態保護(hu)要(yao)求,并(bing)兼顧地(di)方(fang)城鄉(xiang)產(chan)(chan)(chan)業(ye)(ye)建設、鄉(xiang)村振興、產(chan)(chan)(chan)業(ye)(ye)布局(ju)等進(jin)行選擇,在選址(zhi)過程中應(ying)符合(he)太陽能資(zi)源、氣候條件、場地(di)地(di)形地(di)貌、水文和地(di)質條件、并(bing)網條件、交通(tong)運輸和施工(gong)安裝條件、社會經濟和環境保護(hu)等要(yao)求以及我(wo)國(guo)現(xian)行的政(zheng)策(ce)進(jin)行選擇(見圖10)。

三是(shi)氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)鏈方(fang)面,盡快編制(zhi)(zhi)(zhi)并發(fa)(fa)布全(quan)市(shi)氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)發(fa)(fa)展規(gui)劃(hua)加快推(tui)動煤制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)、天然(ran)氣制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)、工業(ye)(ye)(ye)副(fu)產(chan)氫(qing)(qing)(qing)(qing)、風光(guang)發(fa)(fa)電(dian)(dian)制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)、傳統能(neng)(neng)(neng)源(yuan)及新(xin)能(neng)(neng)(neng)源(yuan)與(yu)氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)耦合、氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)消(xiao)費、氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)燃料電(dian)(dian)池(chi)、新(xin)材料新(xin)技術儲(chu)(chu)氫(qing)(qing)(qing)(qing)、氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)燃料汽(qi)車、加氫(qing)(qing)(qing)(qing)站、氫(qing)(qing)(qing)(qing)農(nong)業(ye)(ye)(ye)等氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)產(chan)業(ye)(ye)(ye)研、儲(chu)(chu)、運、用(yong)、銷(xiao)全(quan)產(chan)業(ye)(ye)(ye)鏈全(quan)體系項目布局,在(zai)清潔可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)替代規(gui)模持續擴大的(de)(de)當下,榆林市(shi)應(ying)充(chong)分發(fa)(fa)揮(hui)區(qu)內風能(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)資(zi)源(yuan)豐富的(de)(de)優勢(shi),因地制(zhi)(zhi)(zhi)宜地開展可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)電(dian)(dian)解水制(zhi)(zhi)(zhi)氫(qing)(qing)(qing)(qing)項目示范,生(sheng)產(chan)的(de)(de)“綠氫(qing)(qing)(qing)(qing)”可(ke)用(yong)在(zai)交通運輸、石油(you)化(hua)(hua)工、金屬冶煉等高耗能(neng)(neng)(neng)領域,實現對化(hua)(hua)石能(neng)(neng)(neng)源(yuan)的(de)(de)替代,促進(jin)全(quan)市(shi)能(neng)(neng)(neng)源(yuan)結(jie)構的(de)(de)優化(hua)(hua)和可(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)的(de)(de)消(xiao)納。此(ci)外,還(huan)可(ke)配套儲(chu)(chu)氫(qing)(qing)(qing)(qing)裝置和燃料電(dian)(dian)池(chi)發(fa)(fa)電(dian)(dian)系統,以(yi)進(jin)一步研究氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)在(zai)電(dian)(dian)力(li)系統中的(de)(de)儲(chu)(chu)能(neng)(neng)(neng)、調峰作用(yong),盡快提出(chu)氫(qing)(qing)(qing)(qing)能(neng)(neng)(neng)發(fa)(fa)展路線圖(tu),加快從(cong)“煤都”向“氫(qing)(qing)(qing)(qing)都”轉型(見圖(tu)11)。

五是(shi)風(feng)光(guang)(guang)氫(qing)儲耦合應用產業(ye)(ye)鏈方面。結合我市(shi)電(dian)(dian)(dian)力(li)體制改革(ge)成效(xiao),以多元化應用場(chang)景(jing)的(de)落地運(yun)營,推(tui)動國家能(neng)(neng)源(yuan)革(ge)命(ming)(ming)創新示范區(qu)建(jian)(jian)設。重點推(tui)進我市(shi)榆神工業(ye)(ye)區(qu)、榆橫工業(ye)(ye)區(qu)、神木“飛地經濟”示范區(qu)、靖邊能(neng)(neng)化園區(qu)、府谷高新區(qu)5個增(zeng)量配電(dian)(dian)(dian)改革(ge)試點建(jian)(jian)設以新能(neng)(neng)源(yuan)為(wei)主的(de)源(yuan)網(wang)荷儲一體化零碳低碳園區(qu);積極(ji)實施“千鄉(xiang)萬村馭風(feng)行(xing)動、千家萬戶沐(mu)光(guang)(guang)行(xing)動”“光(guang)(guang)伏+”農光(guang)(guang)互(hu)補、牧光(guang)(guang)互(hu)補、農村能(neng)(neng)源(yuan)革(ge)命(ming)(ming);大力(li)推(tui)動工商業(ye)(ye)分(fen)布(bu)式光(guang)(guang)伏、戶用分(fen)布(bu)式光(guang)(guang)伏、新能(neng)(neng)源(yuan)整(zheng)縣開(kai)發、換電(dian)(dian)(dian)重卡(ka)、氫(qing)能(neng)(neng)重卡(ka)、虛(xu)擬電(dian)(dian)(dian)廠(chang)、工業(ye)(ye)企業(ye)(ye)新能(neng)(neng)源(yuan)自備(bei)電(dian)(dian)(dian)廠(chang)等應用場(chang)景(jing)(見(jian)圖13)。

4.加強新能源與經(jing)濟社(she)會發展的有機(ji)結合


深入實施鄉村(cun)振(zhen)興戰略,在做好現有光(guang)(guang)伏(fu)(fu)電(dian)站(zhan)的(de)(de)運(yun)維管理的(de)(de)同時,提前謀劃爭取“十四五”光(guang)(guang)伏(fu)(fu)電(dian)站(zhan)建設指(zhi)標,進一步增加全市村(cun)級光(guang)(guang)伏(fu)(fu)電(dian)站(zhan)建設規模和(he)(he)電(dian)站(zhan)容量,不(bu)斷完善和(he)(he)優化(hua)光(guang)(guang)伏(fu)(fu)電(dian)站(zhan)的(de)(de)收益分配辦法(fa),探索將(jiang)光(guang)(guang)伏(fu)(fu)電(dian)站(zhan)收益資金作為鞏固(gu)脫貧(pin)(pin)攻堅(jian)成果(guo)預防返貧(pin)(pin)和(he)(he)致(zhi)貧(pin)(pin)的(de)(de)“陽(yang)光(guang)(guang)基(ji)金”,按照通過勞動獲取報酬原則,積(ji)極開(kai)發公(gong)益性(xing)崗位,重點安(an)置脫貧(pin)(pin)不(bu)穩定(ding)和(he)(he)邊緣易(yi)致(zhi)貧(pin)(pin)人口(kou),進一步拓(tuo)寬困難群眾就(jiu)近就(jiu)業務工(gong)渠(qu)道(dao),增加工(gong)資性(xing)收入,充分發揮新(xin)能源在經濟、社會特別(bie)是生態環境治理優化(hua)與(yu)鄉村(cun)振(zhen)興結合等方面的(de)(de)效(xiao)益,確保脫貧(pin)(pin)人口(kou)持續(xu)穩定(ding)增收不(bu)返貧(pin)(pin)、邊緣易(yi)致(zhi)貧(pin)(pin)人口(kou)不(bu)致(zhi)貧(pin)(pin)。


(六)堅(jian)持優勢資源本地(di)利用,提高就地(di)轉化(hua)效率
