一、總體要求
(一)指導思想

(二)基本原則
系統(tong)推進,穩妥有(you)序(xu)。牢牢聚焦(jiao)高質量發展(zhan)首要(yao)任(ren)務,樹(shu)立(li)(li)全(quan)局(ju)觀念(nian),堅持“全(quan)疆一盤棋(qi)”“兵地一盤棋(qi)”,立(li)(li)足工業(ye)(ye)(ye)實際,釋放優勢(shi)潛(qian)力,因地制宜、揚長(chang)避短(duan),增強系統(tong)觀念(nian),在(zai)促進制造(zao)業(ye)(ye)(ye)穩步發展(zhan),保持產業(ye)(ye)(ye)鏈供(gong)應鏈安全(quan)、滿足合理(li)消費(fei)需求(qiu)的前提下,將碳達峰碳中和(he)目標貫穿工業(ye)(ye)(ye)生產各(ge)方面和(he)全(quan)過程,先(xian)立(li)(li)后(hou)破,安全(quan)穩妥有(you)序(xu)推進工業(ye)(ye)(ye)領域(yu)碳達峰各(ge)項任(ren)務。
效(xiao)率(lv)優(you)先(xian),源(yuan)(yuan)(yuan)頭(tou)(tou)把控。持(chi)續推(tui)進(jin)生態優(you)先(xian)、節(jie)約(yue)集約(yue)、綠色低(di)碳(tan)(tan)發展,促進(jin)工業(ye)經濟綠色轉(zhuan)型(xing)。堅(jian)持(chi)把節(jie)約(yue)能源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)放在首位,提升(sheng)能源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)利(li)用(yong)效(xiao)率(lv),優(you)化用(yong)能和原料結構(gou),推(tui)動能源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)循(xun)環化利(li)用(yong),加強產業(ye)耦(ou)合鏈接,推(tui)進(jin)減污降碳(tan)(tan)協同增效(xiao),持(chi)續降低(di)單位產出(chu)能源(yuan)(yuan)(yuan)資(zi)(zi)源(yuan)(yuan)(yuan)消耗,從源(yuan)(yuan)(yuan)頭(tou)(tou)減少二氧化碳(tan)(tan)排放。
創新驅(qu)動,數字(zi)賦能。堅持把創新作為第一(yi)驅(qu)動力,聚焦工業(ye)降(jiang)碳(tan)關(guan)鍵環(huan)節,推(tui)進重大低碳(tan)技術工藝裝備攻關(guan),強化(hua)(hua)(hua)新一(yi)代信(xin)息(xi)技術在綠(lv)(lv)色(se)(se)低碳(tan)領域的創新應用,以數字(zi)化(hua)(hua)(hua)智能化(hua)(hua)(hua)賦能綠(lv)(lv)色(se)(se)化(hua)(hua)(hua)低碳(tan)化(hua)(hua)(hua),培育壯大綠(lv)(lv)色(se)(se)低碳(tan)新動能。
政(zheng)策引領,市場(chang)主導。堅持(chi)雙輪驅動(dong),發(fa)(fa)揮政(zheng)府(fu)在(zai)試(shi)點(dian)示范、要(yao)素投入(ru)等方面的(de)引導作(zuo)用,加強服務(wu)監管(guan)職能,充分發(fa)(fa)揮市場(chang)在(zai)資源配置(zhi)中(zhong)的(de)決定(ding)性作(zuo)用,激(ji)發(fa)(fa)企業(ye)活力,持(chi)續構建(jian)以企業(ye)為主體、市場(chang)為主導的(de)工業(ye)低碳發(fa)(fa)展推進機制。
(三)主要目標
“十四五”期間,工(gong)(gong)(gong)業(ye)結構(gou)和能(neng)(neng)(neng)源(yuan)消費(fei)結構(gou)持續優(you)化(hua),能(neng)(neng)(neng)源(yuan)資源(yuan)利用(yong)效率顯著提升,建成(cheng)一批(pi)綠(lv)色(se)工(gong)(gong)(gong)廠(chang)和綠(lv)色(se)工(gong)(gong)(gong)業(ye)園(yuan)區(qu),研發、示范、推廣一批(pi)減排效果顯著的低碳(tan)零(ling)碳(tan)負碳(tan)技術裝備(bei)工(gong)(gong)(gong)藝產品(pin),筑牢工(gong)(gong)(gong)業(ye)領域(yu)碳(tan)達峰(feng)基(ji)礎。到2025年,規(gui)模以上單位(wei)工(gong)(gong)(gong)業(ye)增加值能(neng)(neng)(neng)耗下(xia)降(jiang)17%,重點行業(ye)二氧化(hua)碳(tan)排放強度明顯下(xia)降(jiang)。
“十五五”期間,工(gong)業(ye)結(jie)構(gou)和能(neng)源消(xiao)費結(jie)構(gou)進一步優化(hua),工(gong)業(ye)能(neng)耗強(qiang)度(du)、二氧化(hua)碳(tan)(tan)排(pai)(pai)放強(qiang)度(du)持續下降,在實現工(gong)業(ye)領域(yu)碳(tan)(tan)達峰的基(ji)礎上(shang)強(qiang)化(hua)碳(tan)(tan)中和能(neng)力,基(ji)本建立以高效、綠色、循環、低碳(tan)(tan)為重要(yao)特征(zheng)的現代工(gong)業(ye)體系。力爭工(gong)業(ye)領域(yu)二氧化(hua)碳(tan)(tan)排(pai)(pai)放在2030年前(qian)達峰。
二、主要任務

3.堅決遏制(zhi)(zhi)高(gao)耗(hao)能、高(gao)排(pai)(pai)放、低(di)(di)水(shui)平項目(mu)(mu)盲目(mu)(mu)發展。加(jia)強“兩高(gao)”項目(mu)(mu)精(jing)準管理,采取(qu)強有力措(cuo)施,建(jian)立高(gao)耗(hao)能高(gao)排(pai)(pai)放低(di)(di)水(shui)平項目(mu)(mu)管理機制(zhi)(zhi),實行清單管理、分類處置、動態監控。嚴(yan)把(ba)高(gao)耗(hao)能高(gao)排(pai)(pai)放低(di)(di)水(shui)平項目(mu)(mu)準入關(guan),新建(jian)、改擴建(jian)“兩高(gao)”項目(mu)(mu)嚴(yan)格落實“三線一單”和重點污(wu)染物排(pai)(pai)放總(zong)量控制(zhi)(zhi)等要求。引導企業采用先進技術(shu)升級改造,減少污(wu)染物排(pai)(pai)放。
4.優化重點行(xing)業(ye)產(chan)(chan)能(neng)規模。嚴格(ge)落(luo)(luo)實鋼(gang)鐵(tie)、水(shui)泥、平板(ban)玻璃(光伏壓延玻璃除(chu)外)、電解(jie)鋁等(deng)(deng)行(xing)業(ye)產(chan)(chan)能(neng)置換政策(ce),加強重點行(xing)業(ye)產(chan)(chan)能(neng)過(guo)剩分析預(yu)警和(he)窗口(kou)指導,加快化解(jie)過(guo)剩產(chan)(chan)能(neng),實施(shi)水(shui)泥常態化錯峰生產(chan)(chan)。落(luo)(luo)實環(huan)保、能(neng)耗、質量、安全、技術為(wei)主(zhu)的綜合標準(zhun)體系(xi),嚴格(ge)常態化執法和(he)強制性標準(zhun)實施(shi),鞏固重點工業(ye)行(xing)業(ye)淘汰(tai)落(luo)(luo)后(hou)產(chan)(chan)能(neng)工作(zuo)成效(xiao),組織開展鋼(gang)鐵(tie)、水(shui)泥、平板(ban)玻璃、電解(jie)鋁、焦化、磚瓦(wa)等(deng)(deng)重點工業(ye)行(xing)業(ye)淘汰(tai)落(luo)(luo)后(hou)產(chan)(chan)能(neng)“回頭看”專(zhuan)項檢查,確保落(luo)(luo)后(hou)產(chan)(chan)能(neng)應退盡退。
(二)轉(zhuan)變工業用能方(fang)式,推(tui)進能源消費低碳化
1.推(tui)動(dong)工(gong)業用(yong)能(neng)(neng)綠(lv)色(se)轉型。用(yong)好“可再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)和原(yuan)(yuan)料用(yong)能(neng)(neng)不納入能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)總(zong)量(liang)控制”等政(zheng)策,有(you)序推(tui)進燃料用(yong)煤減量(liang)替代(dai),逐步提高(gao)綠(lv)電(dian)消(xiao)費(fei)比重。加大天(tian)然氣消(xiao)費(fei),推(tui)廣煤改(gai)氣、煤改(gai)電(dian)工(gong)程,合理引導工(gong)業用(yong)氣和化工(gong)原(yuan)(yuan)料用(yong)氣增長。鼓勵(li)企業、園(yuan)區(qu)就近利(li)用(yong)清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)(yuan),鼓勵(li)企業通過投資可再(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)發電(dian)項(xiang)目、參與分布(bu)式(shi)發電(dian)市場(chang)化交易、購買(mai)綠(lv)色(se)電(dian)力證書等方式(shi)選(xuan)用(yong)清(qing)潔(jie)(jie)能(neng)(neng)源(yuan)(yuan),提高(gao)非(fei)化石(shi)能(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)占比,從源(yuan)(yuan)頭減少(shao)碳(tan)排放。
2.提(ti)升工(gong)業(ye)(ye)(ye)用能(neng)(neng)電(dian)(dian)(dian)(dian)氣(qi)化水(shui)平(ping)。拓寬電(dian)(dian)(dian)(dian)能(neng)(neng)替代領(ling)域,穩(wen)步推動“以電(dian)(dian)(dian)(dian)代煤”,鼓勵有條件的企業(ye)(ye)(ye)以先進用電(dian)(dian)(dian)(dian)生(sheng)產工(gong)藝(yi)(yi)替代傳統生(sheng)產工(gong)藝(yi)(yi),在鋼鐵(tie)行(xing)業(ye)(ye)(ye)推行(xing)全(quan)廢(fei)鋼電(dian)(dian)(dian)(dian)爐(lu)(lu)(lu)(lu)工(gong)藝(yi)(yi),在陶(tao)瓷(ci)行(xing)業(ye)(ye)(ye)推廣電(dian)(dian)(dian)(dian)鍋(guo)爐(lu)(lu)(lu)(lu)、電(dian)(dian)(dian)(dian)窯爐(lu)(lu)(lu)(lu)、電(dian)(dian)(dian)(dian)加(jia)熱(re)(re)等技術(shu)。開展高溫(wen)熱(re)(re)泵、大(da)功(gong)率(lv)電(dian)(dian)(dian)(dian)熱(re)(re)儲(chu)能(neng)(neng)鍋(guo)爐(lu)(lu)(lu)(lu)等電(dian)(dian)(dian)(dian)能(neng)(neng)替代,實施(shi)中低(di)溫(wen)熱(re)(re)源(yuan)電(dian)(dian)(dian)(dian)氣(qi)化改造,擴大(da)電(dian)(dian)(dian)(dian)氣(qi)化終(zhong)端用能(neng)(neng)設備使用比例。加(jia)強工(gong)業(ye)(ye)(ye)領(ling)域電(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側管理,開展工(gong)業(ye)(ye)(ye)領(ling)域電(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側管理示范企業(ye)(ye)(ye)和園區創建,引(yin)導企業(ye)(ye)(ye)實施(shi)電(dian)(dian)(dian)(dian)力(li)需(xu)求(qiu)側響應(ying),提(ti)高電(dian)(dian)(dian)(dian)能(neng)(neng)利用效率(lv),推進工(gong)業(ye)(ye)(ye)用能(neng)(neng)電(dian)(dian)(dian)(dian)氣(qi)化。
(三(san))深挖工業(ye)節能潛力,全面提升(sheng)能效水平
1.引(yin)導企(qi)(qi)業建(jian)立(li)(li)能(neng)(neng)(neng)(neng)源(yuan)(yuan)管(guan)(guan)理(li)體(ti)系(xi)(xi)。推動重點用能(neng)(neng)(neng)(neng)企(qi)(qi)業建(jian)立(li)(li)節(jie)能(neng)(neng)(neng)(neng)目(mu)標責任(ren)制,開展能(neng)(neng)(neng)(neng)源(yuan)(yuan)管(guan)(guan)理(li)體(ti)系(xi)(xi)認證,按照《能(neng)(neng)(neng)(neng)源(yuan)(yuan)管(guan)(guan)理(li)體(ti)系(xi)(xi)要求及使用指南》,設(she)置能(neng)(neng)(neng)(neng)源(yuan)(yuan)管(guan)(guan)理(li)崗位,建(jian)立(li)(li)和有效運行(xing)企(qi)(qi)業能(neng)(neng)(neng)(neng)源(yuan)(yuan)管(guan)(guan)理(li)體(ti)系(xi)(xi)。落實能(neng)(neng)(neng)(neng)源(yuan)(yuan)消費統計和能(neng)(neng)(neng)(neng)源(yuan)(yuan)利用狀(zhuang)況報告制度(du),定期開展能(neng)(neng)(neng)(neng)源(yuan)(yuan)審(shen)計、節(jie)能(neng)(neng)(neng)(neng)診斷,鼓勵企(qi)(qi)業按照自愿原則發布能(neng)(neng)(neng)(neng)源(yuan)(yuan)利用狀(zhuang)況年(nian)度(du)報告。
2.常態化(hua)開(kai)展工業(ye)節能(neng)(neng)(neng)監(jian)察。完善監(jian)察工作機制(zhi),規范執(zhi)法程(cheng)序,加(jia)強(qiang)能(neng)(neng)(neng)力建(jian)設,創新監(jian)察方式,提高(gao)監(jian)察效能(neng)(neng)(neng),強(qiang)化(hua)結果運用(yong)(yong),實現高(gao)耗能(neng)(neng)(neng)行業(ye)重點用(yong)(yong)能(neng)(neng)(neng)企(qi)業(ye)節能(neng)(neng)(neng)監(jian)察全(quan)覆蓋,持續推(tui)動企(qi)業(ye)依法依規合理用(yong)(yong)能(neng)(neng)(neng)。依法開(kai)展落實強(qiang)制(zhi)性能(neng)(neng)(neng)耗能(neng)(neng)(neng)效標準、淘(tao)汰落后(hou)用(yong)(yong)能(neng)(neng)(neng)設備等情況專項監(jian)察和督(du)查,對違法違規企(qi)業(ye)依法依規處理。
3.組(zu)織(zhi)開展節(jie)能(neng)(neng)降碳技術(shu)改(gai)造(zao)(zao)。聚(ju)焦重(zhong)(zhong)點(dian)高(gao)耗能(neng)(neng)行業(ye)(ye)(ye)(ye),分步(bu)實(shi)施(shi)、有序(xu)推(tui)進節(jie)能(neng)(neng)降碳技術(shu)改(gai)造(zao)(zao)。實(shi)施(shi)工業(ye)(ye)(ye)(ye)能(neng)(neng)效提(ti)升計劃,推(tui)動重(zhong)(zhong)點(dian)用(yong)能(neng)(neng)設備節(jie)能(neng)(neng)改(gai)造(zao)(zao)。實(shi)施(shi)一批節(jie)能(neng)(neng)降碳示(shi)范項(xiang)目,培育一批能(neng)(neng)效領(ling)跑者(zhe)企(qi)業(ye)(ye)(ye)(ye),發布一批重(zhong)(zhong)大低碳技術(shu),推(tui)廣一批先(xian)進適用(yong)節(jie)能(neng)(neng)低碳技術(shu)和工藝裝(zhuang)備。到2025年,鋼(gang)鐵、電解鋁、水泥(ni)、平板玻(bo)璃、煉油(you)、乙烯、合成(cheng)氨等重(zhong)(zhong)點(dian)行業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)達到基(ji)準水平,標桿水平的產能(neng)(neng)比例達到30%。
(四)全面推行綠色(se)制造,引領工業低碳(tan)發展
1.培育綠(lv)(lv)(lv)(lv)(lv)色低碳工(gong)(gong)(gong)(gong)廠(chang)。引導重(zhong)點用能(neng)單(dan)位積極創(chuang)建綠(lv)(lv)(lv)(lv)(lv)色工(gong)(gong)(gong)(gong)廠(chang),開(kai)展(zhan)綠(lv)(lv)(lv)(lv)(lv)色制(zhi)造技(ji)術創(chuang)新與集成(cheng)應用。對(dui)綠(lv)(lv)(lv)(lv)(lv)色工(gong)(gong)(gong)(gong)廠(chang)開(kai)展(zhan)全過程動(dong)態化管(guan)理(li),強(qiang)化對(dui)第三(san)方評價機構(gou)監督管(guan)理(li),鼓勵(li)綠(lv)(lv)(lv)(lv)(lv)色工(gong)(gong)(gong)(gong)廠(chang)編(bian)制(zhi)綠(lv)(lv)(lv)(lv)(lv)色低碳年(nian)度(du)發展(zhan)報告。在綠(lv)(lv)(lv)(lv)(lv)色工(gong)(gong)(gong)(gong)廠(chang)基礎上建設一批“超級(ji)能(neng)效”工(gong)(gong)(gong)(gong)廠(chang)。到2025年(nian),累計創(chuang)建自治區級(ji)以(yi)上綠(lv)(lv)(lv)(lv)(lv)色工(gong)(gong)(gong)(gong)廠(chang)200家(jia)。
2.構建(jian)綠色低碳(tan)供應鏈(lian)(lian)(lian)(lian)。支持具有生態主導能力(li)的(de)產(chan)業鏈(lian)(lian)(lian)(lian)鏈(lian)(lian)(lian)(lian)主企(qi)業,構建(jian)上下游聯動的(de)低碳(tan)產(chan)業鏈(lian)(lian)(lian)(lian)供應鏈(lian)(lian)(lian)(lian),鼓(gu)勵(li)“一鏈(lian)(lian)(lian)(lian)一策”制定產(chan)業鏈(lian)(lian)(lian)(lian)低碳(tan)方案,發(fa)布核心供應商碳(tan)減排成效報告。鼓(gu)勵(li)有條(tiao)件的(de)工業企(qi)業加快鐵(tie)路專用線、管道基礎設施建(jian)設,優(you)化貨(huo)物運輸(shu)方式,推動運輸(shu)結構調整。到2025年,累(lei)計創建(jian)自治(zhi)區(qu)級以上綠色供應鏈(lian)(lian)(lian)(lian)管理示范企(qi)業10家。
3.建設綠(lv)色低碳工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)。鼓勵創建綠(lv)色工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu),通過(guo)“橫向(xiang)耦合、縱向(xiang)延(yan)伸”,推進烏魯木齊甘泉堡經濟(ji)技(ji)術開發(fa)區(qu)(qu)(qu)(qu)、庫爾(er)勒經濟(ji)技(ji)術開發(fa)區(qu)(qu)(qu)(qu)、奎屯—獨山子經濟(ji)技(ji)術開發(fa)區(qu)(qu)(qu)(qu)等國家級園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)以及米東(dong)化工工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)、克拉瑪依高(gao)新技(ji)術產(chan)業(ye)(ye)(ye)開發(fa)區(qu)(qu)(qu)(qu)、鄯善工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)等自治區(qu)(qu)(qu)(qu)級園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)循(xun)環(huan)化改造,促進園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)內企業(ye)(ye)(ye)廢物(wu)資源交(jiao)換利用和能源資源交(jiao)互(hu)利用,加(jia)強工業(ye)(ye)(ye)余熱(re)余壓、廢水廢氣廢液資源化利用,完善園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)內產(chan)業(ye)(ye)(ye)的綠(lv)色低碳鏈條,推動(dong)(dong)基礎設施共建共享,推動(dong)(dong)綠(lv)色園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)向(xiang)近零碳、零碳園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)升級改造。到(dao)2025年,累計創建自治區(qu)(qu)(qu)(qu)級以上綠(lv)色低碳工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)(qu)(qu)15家。
4.推動(dong)中小(xiao)企業(ye)綠色(se)低碳(tan)(tan)發展(zhan)(zhan)。強化中小(xiao)企業(ye)綠色(se)發展(zhan)(zhan)意識,引導中小(xiao)企業(ye)優化資(zi)源(yuan)配(pei)置(zhi),建立綠色(se)生(sheng)產模式。為(wei)中小(xiao)企業(ye)開(kai)展(zhan)(zhan)節能診斷服務(wu),提(ti)升中小(xiao)企業(ye)綠色(se)發展(zhan)(zhan)專(zhuan)(zhuan)業(ye)化能力(li)。在綠色(se)低碳(tan)(tan)產品開(kai)發和(he)技術創新(xin)等領域培育一批(pi)專(zhuan)(zhuan)精(jing)特(te)新(xin)“小(xiao)巨(ju)人”,為(wei)中小(xiao)企業(ye)打(da)造普惠的低碳(tan)(tan)公共服務(wu)平(ping)臺。
5.全(quan)面提升清(qing)(qing)潔(jie)(jie)生產水(shui)平(ping)。深入開(kai)展(zhan)清(qing)(qing)潔(jie)(jie)生產審核和(he)評價認證(zheng),進(jin)一步規范清(qing)(qing)潔(jie)(jie)生產審核行(xing)為,提高(gao)清(qing)(qing)潔(jie)(jie)生產審核質量。開(kai)展(zhan)源頭控(kong)制與過程削(xue)減(jian)協同,對重(zhong)點(dian)行(xing)業實施節(jie)能(neng)、節(jie)水(shui)、節(jie)材、減(jian)污、降碳等系(xi)統性清(qing)(qing)潔(jie)(jie)生產改造(zao)。針對重(zhong)點(dian)污染物排(pai)放(fang)量大(da)的(de)(de)工藝環節(jie),研發推(tui)廣減(jian)污工藝和(he)設(she)備,開(kai)展(zhan)應(ying)用(yong)示范。全(quan)面提升先進(jin)制造(zao)業和(he)重(zhong)點(dian)產業的(de)(de)清(qing)(qing)潔(jie)(jie)生產水(shui)平(ping)。
6.推動(dong)實施工(gong)(gong)業(ye)重點行(xing)(xing)業(ye)污(wu)染(ran)深度治理(li)。督促(cu)企業(ye)落實“一企一策”三年污(wu)染(ran)治理(li)方案,選擇成熟(shu)穩定的高(gao)效廢氣治理(li)技術(shu),明確污(wu)染(ran)物(wu)減排措施和(he)完成時(shi)限。推進鋼鐵(tie)(tie)、水泥等行(xing)(xing)業(ye)超低排放改造(zao)。研究重點區域(yu)鋼鐵(tie)(tie)、石化、電解(jie)鋁、煤化工(gong)(gong)等重點行(xing)(xing)業(ye)污(wu)染(ran)物(wu)高(gao)效回(hui)收利用技術(shu)。推動(dong)重點企業(ye)開展污(wu)染(ran)物(wu)高(gao)效收集(ji)利用試點工(gong)(gong)程。
(五)大力發展循環(huan)經濟,促進(jin)資(zi)源節約(yue)增效降碳
1.推動(dong)使(shi)用低碳(tan)原料(liao)(liao)(liao)。在保證水(shui)泥(ni)(ni)產(chan)品(pin)質量(liang)的(de)前提下(xia),推廣高固廢(fei)摻(chan)量(liang)的(de)低碳(tan)水(shui)泥(ni)(ni)生(sheng)(sheng)產(chan)技(ji)術,引導水(shui)泥(ni)(ni)企(qi)(qi)業使(shi)用非碳(tan)酸鹽(yan)原料(liao)(liao)(liao)制(zhi)水(shui)泥(ni)(ni)。推進(jin)水(shui)泥(ni)(ni)窯協同(tong)處置(zhi)垃圾(ji)衍生(sheng)(sheng)可燃(ran)物(wu)。鼓(gu)(gu)勵(li)有條件的(de)企(qi)(qi)業利用可再(zai)生(sheng)(sheng)能源(yuan)制(zhi)氫,優化煤化工、合成氨(an)、甲醇等原料(liao)(liao)(liao)結構(gou)。支持發展生(sheng)(sheng)物(wu)質化工,推動(dong)石化原料(liao)(liao)(liao)多元化。鼓(gu)(gu)勵(li)依(yi)法依(yi)規進(jin)口再(zai)生(sheng)(sheng)原料(liao)(liao)(liao),提升再(zai)生(sheng)(sheng)資源(yuan)供(gong)給(gei)能力。提高再(zai)生(sheng)(sheng)資源(yuan)原料(liao)(liao)(liao)替代比例,重點加強廢(fei)鋼(gang)鐵、廢(fei)有色(se)金屬(shu)、廢(fei)塑(su)料(liao)(liao)(liao)等重點品(pin)種對原生(sheng)(sheng)資源(yuan)替代。
2.加強(qiang)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)。落實資(zi)(zi)(zi)源綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)稅收優惠政(zheng)策,開展資(zi)(zi)(zi)源利(li)(li)(li)用(yong)(yong)(yong)(yong)評價(jia)。以(yi)高(gao)值化(hua)、規模化(hua)、集(ji)約(yue)化(hua)利(li)(li)(li)用(yong)(yong)(yong)(yong)為重(zhong)點,推(tui)進尾礦、粉煤灰、煤矸石(shi)、工(gong)業(ye)副(fu)產(chan)(chan)(chan)石(shi)膏、冶(ye)煉渣(zha)等(deng)大(da)(da)宗(zong)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong),進一步提(ti)高(gao)大(da)(da)宗(zong)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)率。加快全固(gu)(gu)廢(fei)(fei)膠凝材料、全固(gu)(gu)廢(fei)(fei)綠(lv)色混凝土等(deng)技術研發推(tui)廣。在工(gong)業(ye)固(gu)(gu)廢(fei)(fei)產(chan)(chan)(chan)生量大(da)(da)、堆存(cun)量大(da)(da)的區域(yu)深入推(tui)進工(gong)業(ye)資(zi)(zi)(zi)源綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)基地建設,培育工(gong)業(ye)資(zi)(zi)(zi)源綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)骨干企(qi)業(ye),提(ti)升資(zi)(zi)(zi)源綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)產(chan)(chan)(chan)業(ye)發展水平。到(dao)2025年,力爭(zheng)大(da)(da)宗(zong)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)率達到(dao)57%。到(dao)2030年,產(chan)(chan)(chan)業(ye)協(xie)同、上下游協(xie)同的大(da)(da)宗(zong)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)格局基本形成,大(da)(da)宗(zong)工(gong)業(ye)固(gu)(gu)廢(fei)(fei)綜(zong)(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)率進一步提(ti)升至62%。
3.完善再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)循環(huan)利(li)(li)用體系(xi)。延伸再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)精深加工產業(ye)(ye)鏈條,推動廢金屬(shu)、廢塑(su)料、廢舊輪胎等再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)高(gao)值利(li)(li)用,提升再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)利(li)(li)用率。實施再(zai)(zai)生(sheng)資(zi)(zi)源(yuan)(yuan)行(xing)業(ye)(ye)規范管理,鼓勵(li)符合規范條件的企業(ye)(ye)公布碳足跡。促進鋼鐵、銅、鋁、鉛(qian)、鋅、鎳、鈷(gu)、鋰等高(gao)效(xiao)再(zai)(zai)生(sheng)循環(huan)利(li)(li)用。研究(jiu)退(tui)役光伏(fu)組件、廢棄風電(dian)葉片等資(zi)(zi)源(yuan)(yuan)化利(li)(li)用的技術路線(xian)和實施路徑。圍繞電(dian)器電(dian)子(zi)、汽車等產品,推行(xing)生(sheng)產者責任延伸制度。推動新(xin)能源(yuan)(yuan)汽車動力電(dian)池(chi)回(hui)收利(li)(li)用體系(xi)建設。
(六)加快低碳技術創新,提供(gong)工業降碳科技支撐
1.推進(jin)(jin)低碳(tan)技術(shu)(shu)攻(gong)關和產業應(ying)用。強化關鍵(jian)共性技術(shu)(shu)攻(gong)關,在(zai)化石能(neng)源清潔高(gao)效(xiao)(xiao)利(li)用、大(da)(da)容(rong)量風(feng)電、高(gao)效(xiao)(xiao)光伏、高(gao)效(xiao)(xiao)儲(chu)能(neng)、可再生能(neng)源制氫、溫和條件二(er)氧化碳(tan)資源化利(li)用等重(zhong)點領域布局一(yi)批科技項目,著力實現風(feng)電關鍵(jian)設備及零部件、煤制氣與其他化工(gong)產品(pin)季節(jie)性轉(zhuan)換工(gong)藝(yi)技術(shu)(shu)的突破。加快成果轉(zhuan)移(yi)轉(zhuan)化,推動先(xian)(xian)進(jin)(jin)適用低碳(tan)技術(shu)(shu)、碳(tan)捕集(ji)利(li)用與封存技術(shu)(shu)、首臺(套)重(zhong)大(da)(da)技術(shu)(shu)裝備等先(xian)(xian)進(jin)(jin)低碳(tan)新(xin)技術(shu)(shu)、新(xin)工(gong)藝(yi)、新(xin)設備、新(xin)材(cai)料示范(fan)和推廣。優(you)先(xian)(xian)支持(chi)新(xin)疆油(you)田(tian)、吐哈油(you)田(tian)碳(tan)封存示范(fan),建立一(yi)批百萬噸級以上的全流程試驗示范(fan)項目。支持(chi)煤電、石化化工(gong)、冶金、建材(cai)等行業開展二(er)氧化碳(tan)回(hui)收與循環利(li)用試點示范(fan)。
2.開展低碳化(hua)技術(shu)改(gai)造(zao)示范。聚焦鋼鐵、建材、石(shi)化(hua)化(hua)工(gong)(gong)、有色金(jin)屬(shu)等行(xing)業(ye),實(shi)施(shi)工(gong)(gong)藝深(shen)度(du)脫碳、原燃料替代(dai)、工(gong)(gong)業(ye)流程(cheng)再造(zao)、電氣(qi)化(hua)改(gai)造(zao)、二氧化(hua)碳回收(shou)與循(xun)環利用等低碳技術(shu)示范工(gong)(gong)程(cheng)。推進生產制(zhi)造(zao)工(gong)(gong)藝革新和設備改(gai)造(zao),減少工(gong)(gong)業(ye)過(guo)程(cheng)溫室氣(qi)體排放(fang)。鼓勵大型(xing)龍頭企業(ye)發(fa)揮引領作用,形成一批可復(fu)制(zhi)可推廣的行(xing)業(ye)方案和技術(shu)經驗。

(七)推動工(gong)業數字化轉型(xing),數字化智(zhi)能化低碳化融合發展

2.建(jian)設數(shu)(shu)字化(hua)能碳(tan)管(guan)(guan)理體系(xi)。鼓(gu)勵研發數(shu)(shu)字技(ji)術賦能能耗與碳(tan)排(pai)放監(jian)(jian)測管(guan)(guan)理工具(ju),推動(dong)企業(ye)(ye)(ye)強(qiang)化(hua)生產過程物質流、能量流等信息采(cai)集監(jian)(jian)控(kong)、智能分(fen)析和(he)精細管(guan)(guan)理,構建(jian)碳(tan)排(pai)放數(shu)(shu)據(ju)計量、監(jian)(jian)測、分(fen)析體系(xi),實現能碳(tan)管(guan)(guan)理一體化(hua)。推動(dong)重(zhong)點用能設備上云,持續優化(hua)工業(ye)(ye)(ye)重(zhong)點用能單(dan)位能耗在線監(jian)(jian)測系(xi)統功(gong)能,提(ti)升(sheng)企業(ye)(ye)(ye)穩定聯網(wang)(wang)率和(he)數(shu)(shu)據(ju)質量,建(jian)立企業(ye)(ye)(ye)碳(tan)排(pai)放和(he)重(zhong)點產品碳(tan)足(zu)跡基礎(chu)數(shu)(shu)據(ju)庫,促(cu)進(jin)能耗與碳(tan)排(pai)放的數(shu)(shu)字化(hua)管(guan)(guan)理、網(wang)(wang)絡化(hua)協同、智能化(hua)管(guan)(guan)控(kong)水平(ping)提(ti)升(sheng)。
3.工(gong)(gong)(gong)業(ye)(ye)(ye)互聯(lian)網、大數據助力工(gong)(gong)(gong)業(ye)(ye)(ye)降碳。發揮(hui)工(gong)(gong)(gong)業(ye)(ye)(ye)互聯(lian)網、大數據等(deng)技術優(you)勢,充分挖掘(jue)工(gong)(gong)(gong)業(ye)(ye)(ye)低(di)(di)碳基礎數據價(jia)值,為生產流程再造、跨行業(ye)(ye)(ye)協(xie)同等(deng)提供數據支撐。聚焦關(guan)鍵碳排放環節、能源管控等(deng)典型應用(yong)(yong)場(chang)景,培育“工(gong)(gong)(gong)業(ye)(ye)(ye)互聯(lian)網+綠色低(di)(di)碳”解決方案及工(gong)(gong)(gong)業(ye)(ye)(ye)APP,深化(hua)(hua)工(gong)(gong)(gong)業(ye)(ye)(ye)互聯(lian)網在石化(hua)(hua)化(hua)(hua)工(gong)(gong)(gong)、有(you)色金屬(shu)、建材、鋼鐵、紡織、裝備等(deng)重點行業(ye)(ye)(ye)創新應用(yong)(yong),通過規模化(hua)(hua)推(tui)廣(guang)助力工(gong)(gong)(gong)業(ye)(ye)(ye)降碳。
三、重點行動
(一(yi))重點行業碳達(da)峰行動
1.鋼(gang)鐵行業。嚴(yan)格(ge)落實產(chan)(chan)能(neng)(neng)置換(huan)相關規(gui)(gui)定,依法(fa)依規(gui)(gui)化(hua)解過剩(sheng)產(chan)(chan)能(neng)(neng),推(tui)動清潔能(neng)(neng)源(yuan)與鋼(gang)鐵產(chan)(chan)業協同發展(zhan),大力(li)推(tui)進(jin)非高(gao)(gao)(gao)爐煉(lian)(lian)鐵技(ji)術(shu)示范,推(tui)進(jin)短流程煉(lian)(lian)鋼(gang)和短流程鑄(zhu)造,推(tui)行全廢(fei)(fei)鋼(gang)電爐工藝,提升廢(fei)(fei)鋼(gang)資源(yuan)回收利用(yong)(yong)水平。鼓勵鋼(gang)化(hua)聯產(chan)(chan),探索開(kai)展(zhan)氫(qing)冶金、二(er)氧化(hua)碳(tan)捕(bu)集(ji)(ji)利用(yong)(yong)一體化(hua)等(deng)試點示范。優化(hua)產(chan)(chan)品結構,提高(gao)(gao)(gao)高(gao)(gao)(gao)強高(gao)(gao)(gao)韌、耐蝕耐候、節材節能(neng)(neng)等(deng)低(di)碳(tan)產(chan)(chan)品應(ying)用(yong)(yong)比(bi)例。到2025年(nian),全區廢(fei)(fei)鋼(gang)鐵加工準入企業年(nian)加工能(neng)(neng)力(li)達(da)(da)到300萬噸,短流程煉(lian)(lian)鋼(gang)占比(bi)達(da)(da)15%以(yi)上。到2030年(nian),富氫(qing)碳(tan)循環高(gao)(gao)(gao)爐冶煉(lian)(lian)、氫(qing)基豎爐直接還原鐵、碳(tan)捕(bu)集(ji)(ji)利用(yong)(yong)封(feng)存(cun)等(deng)技(ji)術(shu)取得突破應(ying)用(yong)(yong),短流程煉(lian)(lian)鋼(gang)占比(bi)達(da)(da)20%以(yi)上。
2.有(you)色金(jin)屬(shu)行業(ye)。新建(jian)及改(gai)擴建(jian)冶(ye)煉項目須符合行業(ye)規范條件,且達到能耗限(xian)額標準先進值(zhi)。增(zeng)加(jia)綠(lv)電(dian)使(shi)用比例,逐步提升短流程工藝比重,實施一(yi)批鋁(lv)(lv)用高質量陽極示范、銅(tong)連續吹煉、大(da)直徑(jing)豎罐雙(shuang)蓄(xu)熱底出渣煉鎂(mei)等技改(gai)工程,提升鋁(lv)(lv)水(shui)直接合金(jin)化(hua)比例。加(jia)快氧化(hua)鋁(lv)(lv)高效溶出、低(di)碳鋁(lv)(lv)電(dian)解(jie)、電(dian)解(jie)槽余熱回(hui)收、冶(ye)煉余熱回(hui)收、氨法煉鋅等技術研發推廣(guang)。到2025年,鋁(lv)(lv)水(shui)直接合金(jin)化(hua)比例進一(yi)步提升。到2030年,電(dian)解(jie)鋁(lv)(lv)使(shi)用清潔(jie)能源比例進一(yi)步提高到30%以上。
3.石(shi)(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)行業。推(tui)動(dong)石(shi)(shi)化(hua)(hua)(hua)(hua)化(hua)(hua)(hua)(hua)工(gong)原料輕質化(hua)(hua)(hua)(hua),增(zeng)加(jia)(jia)天然氣、乙(yi)烷、丙烷、輕烴等富(fu)氫(qing)原料使用(yong),提高低(di)碳(tan)原料比(bi)重。推(tui)廣應用(yong)重質渣油清潔加(jia)(jia)工(gong)、原油直接裂解制乙(yi)烯(xi)、新(xin)一(yi)代(dai)離(li)子膜(mo)電解槽(cao)等技(ji)術(shu)裝備。開發可再生資源制取化(hua)(hua)(hua)(hua)學品、甲(jia)烷轉化(hua)(hua)(hua)(hua)合(he)成化(hua)(hua)(hua)(hua)學品等技(ji)術(shu)。加(jia)(jia)快推(tui)動(dong)行業“減油增(zeng)化(hua)(hua)(hua)(hua)”,加(jia)(jia)快部(bu)署大(da)規模碳(tan)捕集利用(yong)封存產業化(hua)(hua)(hua)(hua)示范(fan)項(xiang)目。到(dao)2025年,“減油增(zeng)化(hua)(hua)(hua)(hua)”取得積極進展,新(xin)建煉(lian)化(hua)(hua)(hua)(hua)一(yi)體化(hua)(hua)(hua)(hua)項(xiang)目成品油產量(liang)占原油加(jia)(jia)工(gong)量(liang)比(bi)例降至40%以下,加(jia)(jia)快部(bu)署生物(wu)固碳(tan)和化(hua)(hua)(hua)(hua)工(gong)固碳(tan)相(xiang)結合(he)的二氧(yang)化(hua)(hua)(hua)(hua)碳(tan)捕集和資源化(hua)(hua)(hua)(hua)利用(yong)。到(dao)2030年,合(he)成氣一(yi)步法制烯(xi)烴、乙(yi)醇(chun)等短(duan)流程(cheng)合(he)成技(ji)術(shu)實(shi)現(xian)規模化(hua)(hua)(hua)(hua)應用(yong)。
4.建材(cai)行(xing)(xing)業(ye)(ye)。嚴格執行(xing)(xing)水(shui)(shui)(shui)(shui)泥(ni)、平板玻璃產(chan)能(neng)(neng)置換政(zheng)策,依法依規(gui)淘(tao)汰落后產(chan)能(neng)(neng)。支持(chi)垃(la)圾(ji)衍生燃料(liao)、塑料(liao)、橡膠、生物質燃料(liao)等可燃廢(fei)棄物高比(bi)例(li)替(ti)代燃煤(mei)。充分使用(yong)(yong)電(dian)石(shi)渣(zha)(zha)等非(fei)碳(tan)(tan)酸鹽原料(liao)替(ti)代石(shi)灰(hui)石(shi),鼓勵使用(yong)(yong)粉煤(mei)灰(hui)、工業(ye)(ye)廢(fei)渣(zha)(zha)、尾礦渣(zha)(zha)等含鈣資源作為原料(liao)或水(shui)(shui)(shui)(shui)泥(ni)混合(he)(he)材(cai)。到(dao)2025年,水(shui)(shui)(shui)(shui)泥(ni)熟(shu)料(liao)單位(wei)產(chan)品綜合(he)(he)能(neng)(neng)耗(hao)水(shui)(shui)(shui)(shui)平下降3%以上(shang)。到(dao)2030年,原燃料(liao)替(ti)代水(shui)(shui)(shui)(shui)平大幅提高,突破玻璃熔窯(yao)窯(yao)外預(yu)熱、窯(yao)爐氫能(neng)(neng)煅燒(shao)等低(di)碳(tan)(tan)技術,在水(shui)(shui)(shui)(shui)泥(ni)、玻璃、陶瓷等行(xing)(xing)業(ye)(ye)改造建設一(yi)(yi)批減污降碳(tan)(tan)協同增效的(de)綠色(se)低(di)碳(tan)(tan)生產(chan)線,實現(xian)窯(yao)爐碳(tan)(tan)捕集利用(yong)(yong)封存技術產(chan)業(ye)(ye)化應用(yong)(yong),單位(wei)產(chan)品能(neng)(neng)耗(hao)進(jin)一(yi)(yi)步降低(di)。
5.消費品(pin)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)。紡織行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)發展(zhan)滌綸、氨綸、腈(jing)綸等纖(xian)維的(de)智能化(hua)高(gao)效柔性制備(bei)技(ji)(ji)(ji)(ji)(ji)術,引導印(yin)(yin)染(ran)企業(ye)(ye)(ye)(ye)采用(yong)先(xian)進(jin)染(ran)色(se)技(ji)(ji)(ji)(ji)(ji)術、環保(bao)節能設備(bei)、生(sheng)態環保(bao)型染(ran)料(liao)(liao)(liao)和高(gao)性能助劑(ji),推(tui)廣(guang)筒(tong)子紗數(shu)字化(hua)成套(tao)自(zi)動染(ran)色(se)、數(shu)碼印(yin)(yin)花等無(wu)水(shui)或少水(shui)印(yin)(yin)染(ran)工(gong)藝技(ji)(ji)(ji)(ji)(ji)術。應用(yong)低(di)溫印(yin)(yin)染(ran)、小(xiao)浴比染(ran)色(se)、針織物連續印(yin)(yin)染(ran)等先(xian)進(jin)工(gong)藝。加(jia)快推(tui)動廢舊紡織品(pin)循(xun)環利用(yong)。到(dao)2025年,印(yin)(yin)染(ran)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)水(shui)重(zhong)(zhong)復利用(yong)率(lv)達50%。到(dao)2030年,印(yin)(yin)染(ran)低(di)能耗技(ji)(ji)(ji)(ji)(ji)術在行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)中廣(guang)泛應用(yong)。醫藥行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)推(tui)動原(yuan)(yuan)(yuan)料(liao)(liao)(liao)藥產(chan)業(ye)(ye)(ye)(ye)綠(lv)(lv)色(se)發展(zhan),推(tui)進(jin)綠(lv)(lv)色(se)生(sheng)產(chan)技(ji)(ji)(ji)(ji)(ji)術改造(zao),提高(gao)大(da)宗原(yuan)(yuan)(yuan)料(liao)(liao)(liao)藥綠(lv)(lv)色(se)產(chan)品(pin)比重(zhong)(zhong),加(jia)快發展(zhan)特色(se)原(yuan)(yuan)(yuan)料(liao)(liao)(liao)藥和高(gao)端定制原(yuan)(yuan)(yuan)料(liao)(liao)(liao)藥,依法依規淘汰落后技(ji)(ji)(ji)(ji)(ji)術和產(chan)品(pin),推(tui)廣(guang)高(gao)效提取純化(hua)、綠(lv)(lv)色(se)酶法合成、微通(tong)道反(fan)應等綠(lv)(lv)色(se)工(gong)藝。到(dao)2025年,推(tui)廣(guang)應用(yong)一批關(guan)鍵核心綠(lv)(lv)色(se)技(ji)(ji)(ji)(ji)(ji)術,初步在伊犁建成國家大(da)宗原(yuan)(yuan)(yuan)料(liao)(liao)(liao)藥產(chan)業(ye)(ye)(ye)(ye)集中生(sheng)產(chan)基地。到(dao)2030年,全面實現行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)綠(lv)(lv)色(se)生(sheng)產(chan)技(ji)(ji)(ji)(ji)(ji)術替(ti)代,單位工(gong)業(ye)(ye)(ye)(ye)增加(jia)值能耗、二氧(yang)化(hua)碳排放強度大(da)幅(fu)下降。
6.裝(zhuang)備(bei)行業。圍繞(rao)新能源(yuan)裝(zhuang)備(bei)、電力裝(zhuang)備(bei)、工程(cheng)機械、汽車、農用(yong)(yong)機械、石化(hua)(hua)通用(yong)(yong)裝(zhuang)備(bei)等領域(yu)綠(lv)色低(di)(di)碳需求(qiu),推進(jin)鑄造(zao)(zao)與(yu)(yu)主機企業相配套集(ji)群(qun)化(hua)(hua)發展(zhan),加強先進(jin)鑄造(zao)(zao)、焊接與(yu)(yu)熱處(chu)理等基礎制(zhi)造(zao)(zao)工藝(yi)(yi)與(yu)(yu)新技術融合發展(zhan)。到(dao)2025年,積極開展(zhan)無模(mo)鑄造(zao)(zao)、激光熱處(chu)理等先進(jin)近凈成形工藝(yi)(yi)技術推廣。到(dao)2030年,研發創新一批先進(jin)適(shi)用(yong)(yong)綠(lv)色低(di)(di)碳工藝(yi)(yi),大幅降(jiang)低(di)(di)生產過(guo)程(cheng)能耗(hao),支(zhi)撐裝(zhuang)備(bei)制(zhi)造(zao)(zao)業綠(lv)色化(hua)(hua)轉型發展(zhan)。
7.電(dian)(dian)(dian)(dian)子(zi)(zi)行業(ye)。推(tui)動行業(ye)集聚(ju)和低碳發展,降低非(fei)電(dian)(dian)(dian)(dian)能源消費占(zhan)比(bi)。以(yi)電(dian)(dian)(dian)(dian)子(zi)(zi)材料(liao)、元器件、典(dian)型(xing)電(dian)(dian)(dian)(dian)子(zi)(zi)整機(ji)產品為重點,大(da)力推(tui)進單(dan)(dan)晶(jing)硅(gui)、電(dian)(dian)(dian)(dian)極箔、鋰電(dian)(dian)(dian)(dian)材料(liao)等生產工藝(yi)的改(gai)進。加快推(tui)廣多(duo)晶(jing)硅(gui)閉環制(zhi)造工藝(yi)、大(da)尺寸單(dan)(dan)晶(jing)硅(gui)拉棒切片、柔性薄膜電(dian)(dian)(dian)(dian)池(chi)、鈣(gai)鐵(tie)礦及疊層電(dian)(dian)(dian)(dian)池(chi)等先(xian)進技術研發和產業(ye)化應用。到2025年(nian),連續拉晶(jing)技術應用范圍95%以(yi)上,鋰電(dian)(dian)(dian)(dian)材料(liao)非(fei)電(dian)(dian)(dian)(dian)能源應用比(bi)例進一步降低。到2030年(nian),電(dian)(dian)(dian)(dian)子(zi)(zi)材料(liao)、電(dian)(dian)(dian)(dian)子(zi)(zi)整機(ji)產品能耗顯(xian)著下(xia)降。
(二)綠色低碳產品(pin)供給(gei)提升行動
1.提(ti)升(sheng)綠(lv)(lv)(lv)色低(di)碳產(chan)(chan)品(pin)開發(fa)(fa)推廣能力。聚焦自(zi)治區(qu)特色優勢產(chan)(chan)業(ye)、戰(zhan)略性新興產(chan)(chan)業(ye)的重點工(gong)業(ye)產(chan)(chan)品(pin),加快(kuai)推行綠(lv)(lv)(lv)色設計,引(yin)導企(qi)業(ye)引(yin)入并應(ying)用(yong)產(chan)(chan)品(pin)全生(sheng)命周期管理(li)方(fang)法,選取(qu)核(he)(he)心產(chan)(chan)品(pin)核(he)(he)算(suan)產(chan)(chan)品(pin)碳足跡。聚焦關注(zhu)度高、市場前景(jing)好的工(gong)業(ye)產(chan)(chan)品(pin),以減污(wu)降碳協同(tong)增效為(wei)目(mu)標,鼓勵企(qi)業(ye)采用(yong)自(zi)我(wo)聲明或自(zi)愿性認證(zheng)方(fang)式(shi),發(fa)(fa)布綠(lv)(lv)(lv)色低(di)碳產(chan)(chan)品(pin)名(ming)單。探索推行綠(lv)(lv)(lv)色產(chan)(chan)品(pin)認證(zheng)與標識制度。到2025年,培育創建一批生(sheng)態(綠(lv)(lv)(lv)色)設計示范企(qi)業(ye),開發(fa)(fa)推廣百種綠(lv)(lv)(lv)色低(di)碳產(chan)(chan)品(pin)。
2.綠色低(di)碳產(chan)(chan)品(pin)支撐能(neng)(neng)(neng)源生產(chan)(chan)領域低(di)碳發(fa)展(zhan)(zhan)。加(jia)快能(neng)(neng)(neng)源電子(zi)產(chan)(chan)業(ye)(ye)高(gao)質量發(fa)展(zhan)(zhan)統籌規劃(hua),在光(guang)伏(fu)、新(xin)型儲能(neng)(neng)(neng)、重(zhong)點終端(duan)應用、關(guan)鍵信息(xi)技術等領域強化(hua)產(chan)(chan)品(pin)協同創新(xin)。貫徹落實智能(neng)(neng)(neng)光(guang)伏(fu)產(chan)(chan)業(ye)(ye)發(fa)展(zhan)(zhan)行(xing)動計劃(hua)并開展(zhan)(zhan)試點示范,加(jia)快推(tui)(tui)動基礎材料、關(guan)鍵設備(bei)升級。提升先(xian)進太陽能(neng)(neng)(neng)電池及(ji)部件智能(neng)(neng)(neng)制造(zao)水平(ping),提高(gao)光(guang)伏(fu)產(chan)(chan)品(pin)全生命周期信息(xi)化(hua)管理水平(ping)。持續推(tui)(tui)動風電機組(zu)穩(wen)步發(fa)展(zhan)(zhan),開展(zhan)(zhan)高(gao)空風電機組(zu)預研。優(you)化(hua)實施光(guang)伏(fu)、鋰電等行(xing)業(ye)(ye)規范條(tiao)件、綜合標準體系,重(zhong)點攻克變流器(qi)、主軸承、聯軸器(qi)、電控系統及(ji)核心元器(qi)件,完善(shan)風電裝備(bei)產(chan)(chan)業(ye)(ye)鏈(lian)。
3.綠色低碳(tan)產品支撐交(jiao)通運輸領(ling)域低碳(tan)發展(zhan)。鼓勵發展(zhan)新能(neng)源汽(qi)車(che),引進配(pei)套(tao)整(zheng)機生產的(de)零(ling)(ling)部(bu)件(jian)制造企(qi)(qi)業(ye),有序推(tui)進零(ling)(ling)部(bu)件(jian)生產協作與配(pei)套(tao),提(ti)高優(you)勢(shi)行業(ye)主機裝備的(de)疆內協作配(pei)套(tao)率。提(ti)高自治區(qu)城(cheng)市公交(jiao)、出租(zu)汽(qi)車(che)、郵政快遞、環衛(wei)、城(cheng)市物流配(pei)送等(deng)領(ling)域新能(neng)源汽(qi)車(che)比(bi)(bi)例(li),以(yi)及新能(neng)源汽(qi)車(che)的(de)個人消費比(bi)(bi)例(li)。加快充(chong)(chong)電(dian)樁(zhuang)建設,創新應用(yong)換電(dian)模式(shi),構建便利高效(xiao)適度超前的(de)充(chong)(chong)電(dian)網絡(luo)體系。鼓勵企(qi)(qi)業(ye)更新使用(yong)新能(neng)源車(che)輛(liang),推(tui)進貨運、城(cheng)市公共服務(wu)、工礦企(qi)(qi)業(ye)內部(bu)車(che)輛(liang)電(dian)動(dong)(dong)化替代,推(tui)動(dong)(dong)企(qi)(qi)業(ye)使用(yong)電(dian)動(dong)(dong)運輸車(che)輛(liang)。到2030年,當年新增新能(neng)源、清(qing)潔能(neng)源動(dong)(dong)力(li)的(de)交(jiao)通工具比(bi)(bi)例(li)達到40%左右,乘用(yong)車(che)和商用(yong)車(che)新車(che)二氧化碳(tan)排放強度分別(bie)比(bi)(bi)2020年下降25%和20%以(yi)上。
4.綠色低(di)碳產(chan)品支撐城鄉(xiang)建(jian)(jian)設(she)(she)領(ling)域低(di)碳發展(zhan)。開展(zhan)綠色建(jian)(jian)材(cai)(cai)(cai)試點城市創建(jian)(jian)和(he)綠色建(jian)(jian)材(cai)(cai)(cai)下鄉(xiang)行動,推廣應用(yong)節(jie)能(neng)玻璃、高性能(neng)門窗、新型保溫(wen)材(cai)(cai)(cai)料、建(jian)(jian)筑用(yong)熱(re)軋型鋼和(he)耐候鋼、新型墻體材(cai)(cai)(cai)料,推動優先選用(yong)獲得綠色建(jian)(jian)材(cai)(cai)(cai)認證標識(shi)的(de)產(chan)品,利用(yong)二氧化(hua)(hua)碳礦化(hua)(hua)技術生產(chan)全(quan)固廢負碳綠色建(jian)(jian)材(cai)(cai)(cai),鼓(gu)勵發展(zhan)裝配(pei)式建(jian)(jian)筑。推廣高效(xiao)節(jie)能(neng)的(de)空調(diao)、照明(ming)器具、電梯(ti)等用(yong)能(neng)設(she)(she)備(bei),擴(kuo)大(da)太(tai)陽能(neng)熱(re)水(shui)器、分布式光伏、高效(xiao)熱(re)泵等清潔(jie)能(neng)源設(she)(she)備(bei)在(zai)建(jian)(jian)筑領(ling)域應用(yong)。
四、政策保障
(一(yi))強化財稅(shui)政(zheng)策支(zhi)持。統(tong)籌利用(yong)好(hao)節(jie)能減排專(zhuan)項資金(jin),落(luo)實好(hao)資源綜合利用(yong)等(deng)稅(shui)收優惠政(zheng)策。嚴格執行政(zheng)府綠(lv)(lv)色(se)(se)(se)采購(gou)標準,加(jia)大綠(lv)(lv)色(se)(se)(se)低碳產品采購(gou)力度。落(luo)實國家首臺套重大技術裝備、首批次重點新材(cai)料(liao)應用(yong)保險(xian)補償機制,支(zhi)持符合條件的綠(lv)(lv)色(se)(se)(se)技術裝備、綠(lv)(lv)色(se)(se)(se)材(cai)料(liao)應用(yong)。
(二)積(ji)極發(fa)展綠(lv)色(se)金(jin)(jin)融(rong)(rong)。鼓勵金(jin)(jin)融(rong)(rong)機構開發(fa)綠(lv)色(se)金(jin)(jin)融(rong)(rong)產品,利用(yong)好碳(tan)減(jian)排支(zhi)持(chi)(chi)(chi)工具,引導金(jin)(jin)融(rong)(rong)機構為(wei)綠(lv)色(se)低碳(tan)項(xiang)目提供長期限、低成本資(zi)金(jin)(jin),鼓勵開發(fa)性政(zheng)策(ce)性金(jin)(jin)融(rong)(rong)機構按照市場化法治化原則(ze)為(wei)碳(tan)達峰行動(dong)提供長期穩定(ding)的融(rong)(rong)資(zi)支(zhi)持(chi)(chi)(chi)。推動(dong)利用(yong)綠(lv)色(se)信貸加快制造業(ye)綠(lv)色(se)低碳(tan)改造,在鋼鐵、石(shi)化化工、有色(se)金(jin)(jin)屬、建(jian)材等行業(ye)支(zhi)持(chi)(chi)(chi)一批低碳(tan)技改項(xiang)目。拓展綠(lv)色(se)債券市場的深度和廣度,鼓勵符(fu)合條(tiao)件的綠(lv)色(se)企業(ye)上市融(rong)(rong)資(zi)、掛牌(pai)融(rong)(rong)資(zi)和再融(rong)(rong)資(zi)。
(三)完善市(shi)(shi)場(chang)(chang)機制。認真落(luo)實國家碳(tan)市(shi)(shi)場(chang)(chang)交(jiao)易工作(zuo)部(bu)署,充分利用(yong)全國碳(tan)排(pai)放(fang)權交(jiao)易市(shi)(shi)場(chang)(chang)作(zuo)用(yong),加強碳(tan)排(pai)放(fang)數(shu)據質量監管(guan)(guan),引導企(qi)業(ye)開展(zhan)自主(zhu)減排(pai)。積極(ji)推行合同能(neng)源管(guan)(guan)理(li),推廣節能(neng)咨詢、診斷、設計、融資、改造、托管(guan)(guan)等“一站式”綜合服務模式。
五、組織實施
(一)加強(qiang)(qiang)組(zu)(zu)織領(ling)(ling)導(dao)(dao)。按照自治區碳(tan)達(da)峰(feng)碳(tan)中和工作(zuo)(zuo)(zuo)領(ling)(ling)導(dao)(dao)小組(zu)(zu)的統(tong)一部(bu)署,加強(qiang)(qiang)組(zu)(zu)織協調,強(qiang)(qiang)化部(bu)門合(he)作(zuo)(zuo)(zuo),明(ming)確責任分工、工作(zuo)(zuo)(zuo)要求和時(shi)間進(jin)度(du)(du),統(tong)籌推進(jin)工業(ye)(ye)領(ling)(ling)域(yu)碳(tan)達(da)峰(feng)的各項重點工作(zuo)(zuo)(zuo)。加強(qiang)(qiang)對地州市的指導(dao)(dao),及時(shi)調度(du)(du)各地州市工業(ye)(ye)領(ling)(ling)域(yu)碳(tan)達(da)峰(feng)工作(zuo)(zuo)(zuo)進(jin)展。
(二)強化責任落實(shi)(shi)。加強各成員單位協同配合,各司(si)其職,形成工(gong)(gong)作(zuo)合力。各地(di)州市要結(jie)合本地(di)區工(gong)(gong)業發(fa)(fa)展(zhan)實(shi)(shi)際(ji),按照本方案(an)編制本地(di)區相關(guan)方案(an),切(qie)實(shi)(shi)做(zuo)好本地(di)區工(gong)(gong)業碳(tan)(tan)達峰(feng)(feng)工(gong)(gong)作(zuo)。國有企業要制定碳(tan)(tan)達峰(feng)(feng)實(shi)(shi)施(shi)方案(an),分解落實(shi)(shi)任務舉措,建設碳(tan)(tan)排放信息披露制度(du),開展(zhan)重(zhong)大技術示范(fan),發(fa)(fa)揮引領作(zuo)用。中小企業要切(qie)實(shi)(shi)提高(gao)綠色低碳(tan)(tan)意識,積極采用先(xian)進適用技術工(gong)(gong)藝,加快綠色低碳(tan)(tan)轉型。
(三)深化宣傳(chuan)引(yin)導。充分發(fa)揮(hui)行(xing)(xing)業(ye)協會、科(ke)研院所、專業(ye)組織(zhi)、各類媒體的作用(yong),大力開(kai)展(zhan)全國(guo)節能宣傳(chuan)周(zhou)、全國(guo)低(di)碳日活動(dong),多渠(qu)道多形式進(jin)行(xing)(xing)宣傳(chuan)教(jiao)育(yu)。圍(wei)繞(rao)綠(lv)色低(di)碳、節能減排等(deng)領域,加大相關專業(ye)人(ren)才培養力度(du),開(kai)展(zhan)碳達峰碳中(zhong)和管(guan)理培訓。鼓(gu)勵企業(ye)組織(zhi)碳減排相關公眾開(kai)放日活動(dong),引(yin)導建(jian)立綠(lv)色生產(chan)消費模式,為工業(ye)綠(lv)色低(di)碳發(fa)展(zhan)營造(zao)良好環境。
