日(ri)前,由(you)水電水利規劃設計(ji)總院發(fa)布(bu)的《中國(guo)可再(zai)生能源發(fa)展(zhan)報告(2022)》指出(chu),中國(guo)可再(zai)生能源經歷(li)了規模化發(fa)展(zhan)階(jie)段之后(hou),正大踏(ta)步邁(mai)向高質(zhi)量躍(yue)升(sheng)發(fa)展(zhan)新階(jie)段。
“十四五”規(gui)劃(hua)實施進程(cheng)已過半(ban),可再生能源發展(zhan)的趨勢(shi)和(he)前景如(ru)何?驅動(dong)新(xin)能源持續大規(gui)模發展(zhan)還應有哪些保障(zhang)手段?水電水利規(gui)劃(hua)設計總院常務(wu)副(fu)院長易躍春近日就相關(guan)問題作出了(le)回答。
中能傳媒:“雙碳”目標提出以(yi)來,我國風電(dian)、光伏發電(dian)發展紀錄不斷刷(shua)新,今年有(you)望邁上新增裝機1.5億千瓦的新臺(tai)階(jie)。新能源階(jie)躍式發展的動力是(shi)什么?
易躍春:從能(neng)源發展角度看(kan),大力發展新能(neng)源是滿足(zu)能(neng)源電力需求快速(su)增(zeng)長(chang)、同時實(shi)現(xian)(xian)“雙碳(tan)”目(mu)標的現(xian)(xian)實(shi)選擇。水(shui)電、核電等非化(hua)石(shi)能(neng)源受站址資(zi)源約束增(zeng)量有限(xian),大力發展資(zi)源充足(zu)、場址靈活、產業(ye)鏈有保障、經濟性好的新能(neng)源,才能(neng)實(shi)現(xian)(xian)非化(hua)石(shi)能(neng)源消費占比目(mu)標,保障“雙碳(tan)”目(mu)標實(shi)現(xian)(xian)。
我國(guo)風能(neng)、太陽能(neng)(6.530,0.00,0.00%)資源充足(zu),考慮場址基本(ben)要求的風電(dian)(dian)(dian)(dian)、光(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian)(dian)技術可開發(fa)量分別達(da)到109億千瓦、456億千瓦,潛(qian)在年發(fa)電(dian)(dian)(dian)(dian)量接近(jin)100萬億千瓦時,能(neng)夠(gou)滿足(zu)我國(guo)能(neng)源電(dian)(dian)(dian)(dian)力增(zeng)長需(xu)求和化石(shi)能(neng)源替代要求。風電(dian)(dian)(dian)(dian)、光(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian)(dian)設(she)備技術水平先進,產業(ye)鏈(lian)集成(cheng)制(zhi)造能(neng)力強(qiang),國(guo)際競爭優勢明顯,產業(ye)鏈(lian)供應鏈(lian)安全有(you)較高(gao)保(bao)障。此外,新(xin)能(neng)源開發(fa)利用(yong)成(cheng)本(ben)快(kuai)速下降,風電(dian)(dian)(dian)(dian)、光(guang)伏(fu)(fu)發(fa)電(dian)(dian)(dian)(dian)已(yi)全面(mian)實現無補(bu)貼上網(wang),且新(xin)能(neng)源發(fa)電(dian)(dian)(dian)(dian)成(cheng)本(ben)主(zhu)要為設(she)備一次性投入,投運后(hou)無燃料消(xiao)耗,發(fa)電(dian)(dian)(dian)(dian)成(cheng)本(ben)穩定。
建設現代化產(chan)業(ye)(ye)體(ti)系、構(gou)建新(xin)(xin)(xin)(xin)(xin)(xin)發(fa)(fa)展格局需要(yao)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源行業(ye)(ye)主動作(zuo)為。一方面,世界發(fa)(fa)達(da)國(guo)家和(he)地區(qu)均將發(fa)(fa)展新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源作(zuo)為搶抓新(xin)(xin)(xin)(xin)(xin)(xin)一輪科技和(he)產(chan)業(ye)(ye)革(ge)命(ming)機(ji)遇的(de)(de)主要(yao)抓手(shou)。我國(guo)新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(4.400,0.02,0.46%)產(chan)業(ye)(ye)也要(yao)不斷創新(xin)(xin)(xin)(xin)(xin)(xin)突破,鞏固優勢產(chan)業(ye)(ye)領先地位。另一方面,新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源產(chan)業(ye)(ye)是新(xin)(xin)(xin)(xin)(xin)(xin)一代信息技術(shu)、人工智能(neng)(neng)(neng)、綠色(se)環(huan)保(bao)等(deng)戰略新(xin)(xin)(xin)(xin)(xin)(xin)興產(chan)業(ye)(ye)的(de)(de)集成應用者,也是先進制造業(ye)(ye)、新(xin)(xin)(xin)(xin)(xin)(xin)型工業(ye)(ye)化的(de)(de)重要(yao)組(zu)(zu)成部分,圍繞新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源發(fa)(fa)展將形成新(xin)(xin)(xin)(xin)(xin)(xin)的(de)(de)增(zeng)長引擎。此外,新(xin)(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源產(chan)業(ye)(ye)可(ke)以成為支(zhi)撐(cheng)國(guo)內國(guo)際(ji)雙循(xun)環(huan)的(de)(de)關(guan)鍵支(zhi)點(dian),我國(guo)生產(chan)的(de)(de)光伏組(zu)(zu)件(jian)、風力發(fa)(fa)電機(ji)、齒輪箱等(deng)關(guan)鍵零部件(jian)占全(quan)球市(shi)場份額的(de)(de)70%,能(neng)(neng)(neng)夠支(zhi)撐(cheng)我國(guo)能(neng)(neng)(neng)源綠色(se)低碳(tan)發(fa)(fa)展,并(bing)為全(quan)球減排作(zuo)貢(gong)獻。
中能傳媒:面(mian)對巨大(da)的發展需求,您(nin)認為未來新能源(yuan)發展的重要方向和主要模(mo)式有(you)哪些?
易躍春:近(jin)年來,新(xin)能(neng)源(yuan)領域新(xin)技術、新(xin)模式、新(xin)業態蓬(peng)勃(bo)發(fa)展,其未(wei)來發(fa)展方向需(xu)要(yao)回歸本源(yuan),從新(xin)能(neng)源(yuan)和電力系統的本質來探(tan)討。
新能(neng)(neng)源(yuan)自(zi)身發(fa)(fa)展(zhan)不(bu)能(neng)(neng)完(wan)全依(yi)賴(lai)外部(bu)條件,未來(lai)新能(neng)(neng)源(yuan)主(zhu)要有三大(da)(da)發(fa)(fa)展(zhan)方向。一是(shi)節(jie)約土地資源(yuan)、提(ti)高(gao)用地效率的開(kai)發(fa)(fa)場(chang)(chang)地創(chuang)新。利(li)用光(guang)(guang)(guang)(guang)(guang)伏治沙、光(guang)(guang)(guang)(guang)(guang)伏工礦廢棄土地修復等(deng)低(di)效土地,提(ti)升(sheng)(sheng)光(guang)(guang)(guang)(guang)(guang)伏+農牧漁(yu)、風(feng)電(dian)(dian)(dian)海洋牧場(chang)(chang)等(deng)單(dan)位土地收益,立體利(li)用光(guang)(guang)(guang)(guang)(guang)伏廊道(dao)、光(guang)(guang)(guang)(guang)(guang)伏建筑一體化等(deng)建構(gou)筑物空間。二是(shi)降低(di)對大(da)(da)電(dian)(dian)(dian)網的依(yi)賴(lai)、拉近電(dian)(dian)(dian)力生(sheng)產與(yu)消費的發(fa)(fa)供用模式(shi)創(chuang)新。例如(ru)“自(zi)發(fa)(fa)自(zi)用,余(yu)電(dian)(dian)(dian)上網”的分(fen)布式(shi)光(guang)(guang)(guang)(guang)(guang)伏,各類以新能(neng)(neng)源(yuan)開(kai)發(fa)(fa)利(li)用為核(he)心的源(yuan)網荷儲、增量配(pei)電(dian)(dian)(dian)網、微電(dian)(dian)(dian)網項目等(deng)。三是(shi)降低(di)對支撐調節(jie)資源(yuan)依(yi)賴(lai)、提(ti)高(gao)新能(neng)(neng)源(yuan)可調可控(kong)能(neng)(neng)力的技(ji)術(shu)創(chuang)新。充分(fen)利(li)用其他能(neng)(neng)源(yuan)技(ji)術(shu)優勢(shi),通(tong)過風(feng)光(guang)(guang)(guang)(guang)(guang)水(shui)火儲、光(guang)(guang)(guang)(guang)(guang)伏+光(guang)(guang)(guang)(guang)(guang)熱等(deng)組(zu)合開(kai)發(fa)(fa),平抑風(feng)電(dian)(dian)(dian)、光(guang)(guang)(guang)(guang)(guang)伏發(fa)(fa)電(dian)(dian)(dian)的不(bu)穩(wen)定性;還可以通(tong)過提(ti)高(gao)風(feng)電(dian)(dian)(dian)光(guang)(guang)(guang)(guang)(guang)伏發(fa)(fa)電(dian)(dian)(dian)預測精確度等(deng),提(ti)升(sheng)(sheng)新能(neng)(neng)源(yuan)在全系(xi)統中(zhong)的可知可調可控(kong)能(neng)(neng)力。
關于新(xin)能(neng)(neng)源發展模(mo)式,一(yi)(yi)方面,要(yao)保(bao)障大體量的綠色低碳能(neng)(neng)源供給(gei),就要(yao)發揮大型新(xin)能(neng)(neng)源基(ji)地(di)(di)“集團(tuan)軍(jun)”“主(zhu)力軍(jun)”作用(yong),推(tui)動(dong)沙漠(mo)(mo)戈壁(bi)荒(huang)漠(mo)(mo)地(di)(di)區新(xin)能(neng)(neng)源基(ji)地(di)(di)化(hua)(hua)、主(zhu)要(yao)流域(yu)(yu)水風(feng)(feng)(feng)光(guang)一(yi)(yi)體化(hua)(hua)、海(hai)上(shang)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)集約(yue)化(hua)(hua)開(kai)(kai)發。重點圍繞沙漠(mo)(mo)戈壁(bi)荒(huang)漠(mo)(mo)地(di)(di)區推(tui)動(dong)大型風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏基(ji)地(di)(di)建(jian)(jian)設(she)(she),結合(he)清(qing)潔(jie)高效煤電(dian)(dian)(dian)(dian)(dian)(dian)、新(xin)型儲能(neng)(neng)、光(guang)熱發電(dian)(dian)(dian)(dian)(dian)(dian)等(deng)調節支撐性資源,形成多(duo)能(neng)(neng)互補的開(kai)(kai)發建(jian)(jian)設(she)(she)形式,探索建(jian)(jian)立(li)新(xin)能(neng)(neng)源(9.360,-0.05,-0.53%)基(ji)地(di)(di)有(you)效供給(gei)和(he)電(dian)(dian)(dian)(dian)(dian)(dian)力有(you)效替(ti)代(dai)新(xin)模(mo)式。穩(wen)妥推(tui)動(dong)西(xi)南地(di)(di)區主(zhu)要(yao)流域(yu)(yu)可再(zai)生能(neng)(neng)源一(yi)(yi)體化(hua)(hua)基(ji)地(di)(di)建(jian)(jian)設(she)(she),實(shi)現水電(dian)(dian)(dian)(dian)(dian)(dian)、風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)、光(guang)伏發電(dian)(dian)(dian)(dian)(dian)(dian)、儲能(neng)(neng)一(yi)(yi)體化(hua)(hua)規劃研究、開(kai)(kai)發建(jian)(jian)設(she)(she)與(yu)電(dian)(dian)(dian)(dian)(dian)(dian)力消納(na)。積極(ji)推(tui)動(dong)海(hai)上(shang)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)集群化(hua)(hua)開(kai)(kai)發利用(yong),一(yi)(yi)體化(hua)(hua)統籌海(hai)上(shang)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)(dian)的規劃、建(jian)(jian)設(she)(she)、送出、并網與(yu)消納(na),并逐步由近(jin)海(hai)向深遠海(hai)拓展。
另一方(fang)面,能(neng)源電(dian)(dian)力發展(zhan)的基本目(mu)標是滿足(zu)需求(qiu),推動(dong)分布式(shi)新(xin)能(neng)源就地(di)開(kai)發利用(yong)(yong),可以滿足(zu)終端消費側綠色用(yong)(yong)能(neng)。加快推動(dong)中東部和南(nan)方(fang)地(di)區(qu)分散式(shi)風(feng)電(dian)(dian)、分布式(shi)光伏(fu)發電(dian)(dian)開(kai)發,以就地(di)利用(yong)(yong)為主(zhu)要目(mu)的拓展(zhan)分布式(shi)新(xin)能(neng)源開(kai)發應用(yong)(yong)場景。積極推動(dong)各具特色的電(dian)(dian)力源網荷儲一體化(hua)項目(mu),圍繞公(gong)共建筑、居住社區(qu)、新(xin)能(neng)源汽車充電(dian)(dian)樁、鐵(tie)路高(gao)速(su)公(gong)路沿線(xian)等建筑、交通、農(nong)業領(ling)域,發展(zhan)新(xin)能(neng)源多領(ling)域融合(he)的新(xin)型開(kai)發利用(yong)(yong)模(mo)式(shi)。
中能傳媒:以沙戈荒為重點的大型風(feng)電光伏基地已全面部署,主要(yao)流(liu)域(yu)水風(feng)光一體化(hua)建設(she)蓄勢待發。海(hai)上(shang)風(feng)電集(ji)群化(hua)集(ji)約化(hua)發展有什么新思路?
易躍春:我國(guo)海域遼闊,海上風能(neng)資(zi)源(yuan)豐富,開發(fa)海上風電潛力(li)大,并且海上風電距離東(dong)部(bu)用電負(fu)荷中心近。東(dong)部(bu)沿海省區(qu)是(shi)我國(guo)經濟發(fa)展重心,電力(li)需求高,能(neng)源(yuan)轉(zhuan)型困難(nan),社會經濟發(fa)展長期依賴化石能(neng)源(yuan)和(he)其他(ta)區(qu)域外送(song)電力(li),具有良(liang)好的(de)接(jie)網條件和(he)充足的(de)消納空間(jian)。
目前,我國海上(shang)風電向深(shen)(shen)水(shui)遠(yuan)岸(an)布局的(de)發(fa)(fa)展思路已經非常清(qing)晰(xi)。深(shen)(shen)遠(yuan)海海域(yu)風速更穩定,風能(neng)資(zi)源更豐(feng)富(fu),但由(you)于遠(yuan)離陸地、水(shui)深(shen)(shen)浪急(ji),開(kai)發(fa)(fa)成本和(he)(he)建設(she)難度相比于近海顯(xian)著增大,對于開(kai)發(fa)(fa)深(shen)(shen)遠(yuan)海海上(shang)風電的(de)政策機制還有(you)待明確和(he)(he)完善,與交(jiao)通、漁業、生(sheng)態等因素的(de)統籌協調還有(you)待提(ti)升,開(kai)發(fa)(fa)建設(she)技術需加強創新,工程項目的(de)經濟性也(ye)有(you)待提(ti)高。
為了(le)推動我國海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)向深(shen)水遠(yuan)岸布局,實現持續高質(zhi)量(liang)發(fa)(fa)展(zhan),首先要加快完善頂層設計,編制深(shen)遠(yuan)海(hai)(hai)(hai)(hai)(hai)海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)相關(guan)規(gui)劃并出(chu)臺行業(ye)管理(li)政(zheng)策(ce),穩定行業(ye)發(fa)(fa)展(zhan)預(yu)期,明確項(xiang)目核準、開(kai)(kai)工建(jian)設、海(hai)(hai)(hai)(hai)(hai)域使用等(deng)要求,為深(shen)遠(yuan)海(hai)(hai)(hai)(hai)(hai)海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)開(kai)(kai)發(fa)(fa)提供政(zheng)策(ce)依據。其(qi)次,要積極推動海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)基地化開(kai)(kai)發(fa)(fa),考慮將距離較(jiao)近的場(chang)址(zhi)進行集中開(kai)(kai)發(fa)(fa),統(tong)一(yi)(yi)廊道送出(chu),統(tong)一(yi)(yi)辦(ban)理(li)用海(hai)(hai)(hai)(hai)(hai)、環評(ping)等(deng)相關(guan)批復,統(tong)籌(chou)確定整體建(jian)設方(fang)案,節(jie)約海(hai)(hai)(hai)(hai)(hai)域和海(hai)(hai)(hai)(hai)(hai)岸線(xian)資(zi)源(yuan),實現規(gui)模化降(jiang)本(ben)。另外,要鼓勵深(shen)遠(yuan)海(hai)(hai)(hai)(hai)(hai)海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)與(yu)其(qi)他海(hai)(hai)(hai)(hai)(hai)洋產業(ye)融合(he),與(yu)海(hai)(hai)(hai)(hai)(hai)洋牧場(chang)、海(hai)(hai)(hai)(hai)(hai)上油氣、海(hai)(hai)(hai)(hai)(hai)水淡化、制氫制氨等(deng)多(duo)種(zhong)能源(yuan)資(zi)源(yuan)綜合(he)利用,提高海(hai)(hai)(hai)(hai)(hai)域和資(zi)源(yuan)使用效(xiao)率,提升融合(he)發(fa)(fa)展(zhan)整體效(xiao)益。最(zui)后,應加大力度(du)開(kai)(kai)展(zhan)核心(xin)技術和裝(zhuang)備研發(fa)(fa)攻關(guan),重點布局大容量(liang)海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)機組、柔性直流輸電(dian)(dian)、漂浮式海(hai)(hai)(hai)(hai)(hai)上風(feng)電(dian)(dian)、海(hai)(hai)(hai)(hai)(hai)上能源(yuan)島等(deng)產業(ye)。
中能傳媒:我國可再(zai)生能源已進入高質量(liang)躍升發(fa)展新(xin)階(jie)段(duan),呈(cheng)現出大規模(mo)、高比例、市(shi)場化(hua)、高質量(liang)發(fa)展的特征。那么驅動(dong)新(xin)能源持續大規模(mo)發(fa)展還應有哪(na)些保障手段(duan)?
易躍春:一(yi)是要進(jin)(jin)一(yi)步(bu)強化用(yong)(yong)地保(bao)障。在加強新(xin)(xin)能(neng)源(yuan)資源(yuan)開(kai)發(fa)(fa)(fa)儲(chu)量評估(gu)基(ji)礎(chu)上,統籌發(fa)(fa)(fa)展與(yu)安全,在國土空(kong)間規劃“一(yi)張圖”中預留新(xin)(xin)能(neng)源(yuan)可開(kai)發(fa)(fa)(fa)利用(yong)(yong)的空(kong)間布局(ju)。完善新(xin)(xin)能(neng)源(yuan)用(yong)(yong)地政策(ce),加大新(xin)(xin)能(neng)源(yuan)項目復合(he)(he)用(yong)(yong)地用(yong)(yong)海相關政策(ce)與(yu)標準研究,促進(jin)(jin)新(xin)(xin)能(neng)源(yuan)復合(he)(he)項目發(fa)(fa)(fa)展和高效節約用(yong)(yong)地。
二是建(jian)立適應新(xin)型(xing)電(dian)力(li)系(xi)統(tong)的(de)規(gui)劃體系(xi)。統(tong)籌能(neng)(neng)源(yuan)安全(quan)(quan)與低碳(tan)轉型(xing),構(gou)建(jian)以可再生能(neng)(neng)源(yuan)發(fa)展為(wei)核(he)心的(de)新(xin)型(xing)電(dian)力(li)系(xi)統(tong)規(gui)劃理論(lun)和(he)方(fang)法(fa)體系(xi)。以全(quan)(quan)國新(xin)能(neng)(neng)源(yuan)資源(yuan)普查評(ping)估為(wei)基礎,統(tong)籌資源(yuan)情況、開發(fa)成本、消納能(neng)(neng)力(li)、送出(chu)條件、電(dian)價水平等,優(you)化開發(fa)布局和(he)電(dian)力(li)流向,系(xi)統(tong)性構(gou)建(jian)新(xin)能(neng)(neng)源(yuan)供給消納體系(xi)。
三是加強電力系統調節能力建設。大力推動常規水(shui)電擴機改(gai)造,全面(mian)實施(shi)現役煤電機組靈(ling)活性改(gai)造,提前(qian)謀(mou)劃超前(qian)布局抽水(shui)蓄(xu)能,有序發展新型儲能,支持(chi)可再生能源與氫能融合發展,激勵負荷側(ce)調節能力建設,提升負荷需求側(ce)響(xiang)應水(shui)平。
四是繼續(xu)深化(hua)電(dian)力(li)體(ti)(ti)制機制改(gai)革(ge)。推(tui)動《可再(zai)生(sheng)能源(yuan)法》修訂工作(zuo),形成(cheng)與(yu)(yu)可再(zai)生(sheng)能源(yuan)發展進步水平相適(shi)應的法律保障。深化(hua)電(dian)力(li)體(ti)(ti)制改(gai)革(ge),支持可再(zai)生(sheng)能源(yuan)產銷結合(he),挖(wa)掘分布式新能源(yuan)發展潛力(li)。完善電(dian)價(jia)機制,推(tui)動電(dian)力(li)現貨市場(chang)與(yu)(yu)中長期(qi)市場(chang)、輔助(zhu)服務(wu)市場(chang)協同運行,更(geng)好體(ti)(ti)現靈活調節能力(li)。加快環境(jing)市場(chang)建設,體(ti)(ti)現可再(zai)生(sheng)能源(yuan)發電(dian)價(jia)值。
