健全光熱產業政策體系


作(zuo)為(wei)青海(hai)(hai)省打(da)(da)造“國(guo)(guo)家(jia)清(qing)潔能(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)高(gao)地(di)”的(de)主(zhu)戰(zhan)場之一(yi),全(quan)面落實《青海(hai)(hai)打(da)(da)造國(guo)(guo)家(jia)清(qing)潔能(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)高(gao)地(di)行動方案(an)》《海(hai)(hai)西(xi)(xi)(xi)州“十四五”清(qing)潔能(neng)(neng)源(yuan)發(fa)(fa)展(zhan)(zhan)(zhan)規(gui)劃(hua)》《打(da)(da)造國(guo)(guo)家(jia)清(qing)潔能(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)高(gao)地(di)海(hai)(hai)西(xi)(xi)(xi)行動方案(an)》,編制(zhi)《德令(ling)哈(ha)市(shi)“十四五”及遠期(qi)清(qing)潔能(neng)(neng)源(yuan)發(fa)(fa)展(zhan)(zhan)(zhan)規(gui)劃(hua)》《德令(ling)哈(ha)融入打(da)(da)造國(guo)(guo)家(jia)清(qing)潔能(neng)(neng)源(yuan)產(chan)(chan)業(ye)(ye)高(gao)地(di)行動方案(an)》《德令(ling)哈(ha)市(shi)西(xi)(xi)(xi)出(chu)口光伏(光熱(re)(re))產(chan)(chan)業(ye)(ye)園發(fa)(fa)展(zhan)(zhan)(zhan)規(gui)劃(hua)》,并制(zhi)定涵蓋土地(di)、稅收等方面的(de)配套扶持政策,謀劃(hua)推(tui)(tui)動光熱(re)(re)產(chan)(chan)業(ye)(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)(zhan)。持續優化(hua)(hua)營(ying)商環(huan)境,出(chu)臺《德令(ling)哈(ha)市(shi)打(da)(da)造一(yi)流營(ying)商環(huan)境更好服務(wu)市(shi)場主(zhu)體實施(shi)方案(an)》,建立(li)健全(quan)縣級領導包(bao)聯營(ying)商環(huan)境重點領域工作(zuo)機制(zhi),圍繞光熱(re)(re)產(chan)(chan)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan),招(zhao)強商、引大商,建成西(xi)(xi)(xi)出(chu)口光伏光熱(re)(re)產(chan)(chan)業(ye)(ye)園區,為(wei)中控(kong)等光熱(re)(re)企業(ye)(ye)開辟注冊、可研(yan)、環(huan)評等方面的(de)綠色通道。大力推(tui)(tui)行產(chan)(chan)業(ye)(ye)“鏈(lian)(lian)長(chang)制(zhi)”,出(chu)臺《德令(ling)哈(ha)市(shi)產(chan)(chan)業(ye)(ye)鏈(lian)(lian)鏈(lian)(lian)長(chang)制(zhi)工作(zuo)方案(an)》,謀劃(hua)儲能(neng)(neng)裝備制(zhi)造等10條(tiao)產(chan)(chan)業(ye)(ye)鏈(lian)(lian),深化(hua)(hua)鏈(lian)(lian)長(chang)制(zhi)招(zhao)商引資模式,積極推(tui)(tui)動全(quan)產(chan)(chan)業(ye)(ye)鏈(lian)(lian)發(fa)(fa)展(zhan)(zhan)(zhan),不斷增強光熱(re)(re)產(chan)(chan)業(ye)(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)(zhan)后勁(jing)。


推動光熱產業項目落地


聚力(li)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)建(jian)(jian)設(she),為(wei)助推(tui)建(jian)(jian)設(she)國(guo)(guo)(guo)家(jia)清潔能源示范省、“雙碳(tan)(tan)”目(mu)(mu)(mu)(mu)(mu)標注入源源不斷的(de)(de)(de)綠色能源。大(da)力(li)實施(shi)(shi)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)攻(gong)(gong)堅,出臺(tai)《項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)攻(gong)(gong)堅年(nian)實施(shi)(shi)方案》《市級領(ling)導包聯重大(da)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)及重點項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)專班(ban)工(gong)作方案》,為(wei)光(guang)(guang)熱(re)(re)(re)儲(chu)一體化(hua)(hua)(hua)(hua)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)等(deng)重大(da)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)建(jian)(jian)設(she)早(zao)(zao)(zao)開工(gong)、早(zao)(zao)(zao)建(jian)(jian)成(cheng)、早(zao)(zao)(zao)投產(chan)(chan)、早(zao)(zao)(zao)達(da)效裝(zhuang)上“助推(tui)器”。全力(li)推(tui)動國(guo)(guo)(guo)內首個大(da)型商業(ye)化(hua)(hua)(hua)(hua)的(de)(de)(de)中廣核德令(ling)(ling)(ling)哈(ha)50兆瓦(wa)(wa)(wa)槽式光(guang)(guang)熱(re)(re)(re)發電項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落(luo)地(di),絕大(da)多(duo)數月份(fen)電站實際發電量(liang)(liang)達(da)到或(huo)超過設(she)計水平,刷新了以往最長連續(xu)運行紀錄(lu),每年(nian)可減排(pai)二氧(yang)化(hua)(hua)(hua)(hua)碳(tan)(tan)約(yue)10萬(wan)噸(dun)。全力(li)推(tui)動國(guo)(guo)(guo)家(jia)首批(pi)光(guang)(guang)熱(re)(re)(re)發電示范項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)之一的(de)(de)(de)中控(kong)德令(ling)(ling)(ling)哈(ha)50兆瓦(wa)(wa)(wa)塔式光(guang)(guang)熱(re)(re)(re)發電項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落(luo)地(di),著力(li)提升光(guang)(guang)熱(re)(re)(re)發電設(she)備(bei)國(guo)(guo)(guo)產(chan)(chan)化(hua)(hua)(hua)(hua),已實現95%的(de)(de)(de)設(she)備(bei)國(guo)(guo)(guo)產(chan)(chan)化(hua)(hua)(hua)(hua)率(lv),降低了制(zhi)(zhi)造成(cheng)本(ben)、建(jian)(jian)設(she)成(cheng)本(ben)和運維成(cheng)本(ben),每年(nian)可減排(pai)二氧(yang)化(hua)(hua)(hua)(hua)碳(tan)(tan)約(yue)12.1萬(wan)噸(dun)。全力(li)推(tui)動光(guang)(guang)熱(re)(re)(re)配(pei)套裝(zhuang)備(bei)制(zhi)(zhi)造項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落(luo)地(di),實施(shi)(shi)年(nian)產(chan)(chan)15萬(wan)套新能源光(guang)(guang)伏(光(guang)(guang)熱(re)(re)(re))支(zhi)架(jia)全自動生(sheng)產(chan)(chan)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu),生(sheng)產(chan)(chan)光(guang)(guang)熱(re)(re)(re)發電所需的(de)(de)(de)大(da)面積鏡面支(zhi)撐(cheng)架(jia)等(deng)產(chan)(chan)品,為(wei)光(guang)(guang)熱(re)(re)(re)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)落(luo)地(di)提供了強有力(li)的(de)(de)(de)支(zhi)撐(cheng)。全力(li)推(tui)動國(guo)(guo)(guo)內儲(chu)能配(pei)比率(lv)最高的(de)(de)(de)德令(ling)(ling)(ling)哈(ha)200萬(wan)千(qian)瓦(wa)(wa)(wa)光(guang)(guang)熱(re)(re)(re)儲(chu)一體化(hua)(hua)(hua)(hua)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)開工(gong)建(jian)(jian)設(she),投產(chan)(chan)后年(nian)上網電量(liang)(liang)可達(da)36.5億(yi)千(qian)瓦(wa)(wa)(wa)時,每年(nian)可減排(pai)二氧(yang)化(hua)(hua)(hua)(hua)碳(tan)(tan)約(yue)260萬(wan)噸(dun),契(qi)合國(guo)(guo)(guo)家(jia)雙碳(tan)(tan)戰(zhan)略目(mu)(mu)(mu)(mu)(mu)標要求。


突破光熱產業技術瓶頸


緊扣打造國(guo)家清潔能(neng)源產業高(gao)(gao)地(di)建設(she)目標(biao),加(jia)大產學(xue)研合作(zuo)(zuo)力(li)度,支持企業持續加(jia)大與省(sheng)內(nei)外大學(xue)及高(gao)(gao)等科(ke)研院所的(de)合作(zuo)(zuo),中(zhong)控太陽(yang)能(neng)發(fa)(fa)(fa)(fa)電(dian)(dian)有限(xian)公司聯合中(zhong)國(guo)科(ke)學(xue)院青(qing)海鹽湖研究所、中(zhong)山大學(xue)、華南理工大學(xue)合作(zuo)(zuo)開(kai)發(fa)(fa)(fa)(fa)高(gao)(gao)溫熔(rong)鹽儲(chu)熱(re)(re)科(ke)技攻(gong)關(guan)工作(zuo)(zuo)。建立健全(quan)科(ke)技創新人(ren)才關(guan)心關(guan)愛機制,培養國(guo)內(nei)領先的(de)光(guang)(guang)(guang)(guang)熱(re)(re)科(ke)技攻(gong)關(guan)團隊,儲(chu)備光(guang)(guang)(guang)(guang)熱(re)(re)生產運維技術(shu)(shu)骨干人(ren)才。著力(li)突(tu)破塔式(shi)、槽式(shi)光(guang)(guang)(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)電(dian)(dian)“卡脖子(zi)”關(guan)鍵技術(shu)(shu),德令(ling)哈槽式(shi)光(guang)(guang)(guang)(guang)熱(re)(re)電(dian)(dian)站(zhan)集(ji)成(cheng)控制技術(shu)(shu)在國(guo)際上首(shou)次進行高(gao)(gao)海拔地(di)區精準(zhun)故障識別(bie)及預警技術(shu)(shu)研究,首(shou)次掌(zhang)握高(gao)(gao)耐候高(gao)(gao)精度液壓驅動系統設(she)計、全(quan)天候實時監測等核心技術(shu)(shu),填補了國(guo)內(nei)相關(guan)技術(shu)(shu)領域的(de)空白,在電(dian)(dian)站(zhan)壽命期內(nei)每年(nian)可提(ti)高(gao)(gao)發(fa)(fa)(fa)(fa)電(dian)(dian)量6500萬千瓦時;德令(ling)哈市塔式(shi)光(guang)(guang)(guang)(guang)熱(re)(re)電(dian)(dian)站(zhan)采用國(guo)產化(hua)聚光(guang)(guang)(guang)(guang)集(ji)熱(re)(re)系統和儲(chu)換熱(re)(re)系統等核心設(she)備,今年(nian)7月,中(zhong)控德令(ling)哈50兆瓦光(guang)(guang)(guang)(guang)熱(re)(re)電(dian)(dian)站(zhan)成(cheng)為全(quan)國(guo)首(shou)個(ge)年(nian)實際發(fa)(fa)(fa)(fa)電(dian)(dian)量完(wan)全(quan)達到并超越(yue)設(she)計水平(ping)的(de)塔式(shi)熔(rong)鹽儲(chu)能(neng)光(guang)(guang)(guang)(guang)熱(re)(re)電(dian)(dian)站(zhan)
