10月19日(ri),由山東省發改委、煙(yan)臺(tai)(tai)市(shi)人民政府、中(zhong)(zhong)國核學會、中(zhong)(zhong)國機械(xie)工業(ye)聯合會、中(zhong)(zhong)國能源報社主辦(ban),煙(yan)臺(tai)(tai)市(shi)發改委、煙(yan)臺(tai)(tai)市(shi)新興產業(ye)發展推(tui)進中(zhong)(zhong)心、煙(yan)臺(tai)(tai)眾創核電研發中(zhong)(zhong)心承辦(ban)的“2021碳達(da)峰(feng)碳中(zhong)(zhong)和(he)煙(yan)臺(tai)(tai)論壇(tan)”在山東省煙(yan)臺(tai)(tai)市(shi)國際博覽(lan)中(zhong)(zhong)心開(kai)幕(mu)。
綜合利用(yong)核能(neng),實現熱電水三聯供,對(dui)滿(man)足山東半(ban)島電力、熱力和淡(dan)水供應將發揮重要作用(yong)。
山(shan)東用(yong)(yong)電(dian)(dian)(dian)、用(yong)(yong)熱需求旺(wang)盛。一方(fang)面(mian),火電(dian)(dian)(dian)裝機(ji)容量居全國(guo)首位,2019年,山(shan)東煤(mei)(mei)炭消費總(zong)量達4.3億(yi)噸,發(fa)電(dian)(dian)(dian)消耗(hao)(hao)一半燃(ran)煤(mei)(mei),且(qie)熱電(dian)(dian)(dian)機(ji)組裝機(ji)占火電(dian)(dian)(dian)總(zong)裝機(ji)的比(bi)例超過85%,20萬千瓦以(yi)下(xia)小(xiao)熱電(dian)(dian)(dian)機(ji)組占比(bi)超過30%,發(fa)電(dian)(dian)(dian)煤(mei)(mei)耗(hao)(hao)高(gao)、效率(lv)偏(pian)低,每年消耗(hao)(hao)約8300萬噸燃(ran)煤(mei)(mei);另一方(fang)面(mian),山(shan)東集中供(gong)熱面(mian)積達20.5億(yi)平方(fang)米(mi),其中青島(dao)、煙臺等城市供(gong)熱以(yi)燃(ran)煤(mei)(mei)鍋(guo)爐和小(xiao)熱電(dian)(dian)(dian)為主,能耗(hao)(hao)高(gao)、污染大,碳排(pai)放量也大,加上大量燃(ran)煤(mei)(mei)小(xiao)熱電(dian)(dian)(dian)同(tong)時為工(gong)業生產(chan)供(gong)熱,致使非電(dian)(dian)(dian)燃(ran)煤(mei)(mei)中約70%用(yong)(yong)于各類(lei)小(xiao)鍋(guo)爐。
水(shui)資源短缺也是(shi)山東面臨的一大問題(ti),如(ru)果該問題(ti)不解決,將無(wu)法實現可持續(xu)發展。
因此,核能的(de)全(quan)面開發、綜合利(li)用(yong)可同(tong)時解(jie)決以(yi)上(shang)三大問題,即利(li)用(yong)核能水(shui)(shui)熱(re)電三聯產(chan)技術(shu),以(yi)全(quan)面電氣化的(de)電力替代燃煤(mei)、燃氣、燃油,以(yi)零碳熱(re)源(yuan)滿足冬季建筑供熱(re)和工業(ye)生產(chan)的(de)熱(re)量需求,以(yi)足夠(gou)的(de)淡水(shui)(shui)資源(yuan)確保安全(quan)可靠供水(shui)(shui)。
具體而言,核(he)電(dian)機(ji)組(zu)運行(xing)(xing)會產生大量余熱(re)(re),充分利用余熱(re)(re),可(ke)進行(xing)(xing)海水(shui)(shui)(shui)淡(dan)(dan)化并制備淡(dan)(dan)熱(re)(re)水(shui)(shui)(shui),再通過單管“水(shui)(shui)(shui)熱(re)(re)同送”系(xi)統送到城市周邊;通過“水(shui)(shui)(shui)熱(re)(re)分離”裝置分離出熱(re)(re)量和常溫(wen)淡(dan)(dan)水(shui)(shui)(shui),由此實現(xian)(xian)供(gong)水(shui)(shui)(shui)、供(gong)熱(re)(re)。目前,已建成的海陽核(he)電(dian)小型示(shi)范項(xiang)目運行(xing)(xing)效果良好,綜合(he)效益顯(xian)現(xian)(xian)。
在供熱(re)(re)、供水(shui)(shui)的(de)基礎(chu)上,再增(zeng)加(jia)一套跨季節儲熱(re)(re)裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi),可(ke)實現(xian)系統(tong)全(quan)年(nian)連(lian)(lian)(lian)續運行(xing)(xing),性(xing)能將更(geng)佳。水(shui)(shui)熱(re)(re)聯(lian)產(chan)等裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)屬于高(gao)投資項目(mu),一旦建成需長期運行(xing)(xing),且(qie)核(he)電裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)不希望(wang)季節性(xing)轉(zhuan)換,而需要(yao)連(lian)(lian)(lian)續運行(xing)(xing)。因(yin)此,通(tong)過建設跨季節的(de)蓄熱(re)(re)裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi),可(ke)實現(xian)連(lian)(lian)(lian)續制水(shui)(shui)、產(chan)熱(re)(re)。屆(jie)時,春夏秋季熱(re)(re)量轉(zhuan)換到儲熱(re)(re)裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi),連(lian)(lian)(lian)續供應常溫(wen)熱(re)(re)水(shui)(shui),冬季則由系統(tong)和儲熱(re)(re)裝(zhuang)(zhuang)(zhuang)(zhuang)置(zhi)共同(tong)供熱(re)(re),并(bing)供應常溫(wen)熱(re)(re)水(shui)(shui)。
測算顯示,“1000MW機(ji)組(zu)+跨(kua)季節儲(chu)熱(re)(re)(re)(re)(re)”全(quan)年(nian)連(lian)續(xu)(xu)運行8000小時,能發電70億(yi)千瓦時,輸出熱(re)(re)(re)(re)(re)量(liang)4500萬(wan)GJ,可為1.5億(yi)平方米(mi)建筑供(gong)(gong)(gong)熱(re)(re)(re)(re)(re),并(bing)產生淡水1.5億(yi)噸/年(nian)。若(ruo)有30臺這樣的(de)機(ji)組(zu),可滿足(zu)山東半島(dao)35億(yi)平方米(mi)建筑供(gong)(gong)(gong)熱(re)(re)(re)(re)(re)、45億(yi)噸淡水供(gong)(gong)(gong)應,并(bing)提(ti)供(gong)(gong)(gong)50%的(de)電力。跨(kua)季節儲(chu)熱(re)(re)(re)(re)(re)不僅(jin)使水熱(re)(re)(re)(re)(re)聯產裝置、水熱(re)(re)(re)(re)(re)同(tong)送系統實現全(quan)年(nian)連(lian)續(xu)(xu)運行,還能使核電通過改(gai)變抽氣(qi)量(liang)而(er)改(gai)變發電量(liang),從而(er)具有一定(ding)的(de)靈活性,不再需要供(gong)(gong)(gong)熱(re)(re)(re)(re)(re)調峰(feng)熱(re)(re)(re)(re)(re)源,可完(wan)全(quan)根(gen)據天氣(qi)決(jue)定(ding)供(gong)(gong)(gong)熱(re)(re)(re)(re)(re)側熱(re)(re)(re)(re)(re)量(liang),提(ti)高供(gong)(gong)(gong)熱(re)(re)(re)(re)(re)可靠(kao)性。
如前(qian)所述,綜合利用核(he)(he)能(neng),實(shi)現(xian)熱(re)電(dian)水(shui)三聯供,將對滿足山(shan)東半(ban)島電(dian)力、熱(re)力和淡水(shui)供應發(fa)揮重(zhong)大作用,是實(shi)現(xian)山(shan)東半(ban)島零碳能(neng)源和可持續淡水(shui)供應的重(zhong)大舉(ju)措(cuo)。要滿足山(shan)東半(ban)島熱(re)、電(dian)、水(shui)需(xu)求,需(xu)要有0.3億千瓦裝機的核(he)(he)電(dian)。因此,建議在“十四五(wu)”期間做好(hao)整體規劃,為今后20年相(xiang)關(guan)項目(mu)建設(she)和改(gai)造提出“一張藍圖”,可先(xian)完(wan)成(cheng)1-2個(ge)熱(re)電(dian)水(shui)三聯供示范工程;到(dao)2045年,隨著核(he)(he)電(dian)項目(mu)陸續完(wan)成(cheng),再分期分片完(wan)成(cheng)配套工程。
