為貫徹落實“碳達峰、碳中和”戰略目標,積極構建以新能源為主體的新型電力系統,加快形成可再生能源開發利用新業態、新模式、新機制,近日,山東省印發《關于促進全省可再生能源高質量發展的意見》,圍繞可再生能源拓展開發空間、保障集中消納、促進就近消納等出臺21條意見,旨在推動“十四五”期間全省可再生能源大規模、高比例、低成本、市場化、高質量發展。
內外統籌拓展開發空間
加(jia)快(kuai)開發建設海(hai)(hai)(hai)上風(feng)電(dian)基地。編制實施山東海(hai)(hai)(hai)上風(feng)電(dian)2021—2030年發展規劃(hua),研究(jiu)出(chu)臺支持海(hai)(hai)(hai)上風(feng)電(dian)發展的(de)配套政策,2021年建成投運兩個海(hai)(hai)(hai)上風(feng)電(dian)試點(dian)項目,實現海(hai)(hai)(hai)上風(feng)電(dian)“零突破”。“十(shi)四(si)五”期間,海(hai)(hai)(hai)上風(feng)電(dian)爭(zheng)取啟動1000萬(wan)千(qian)瓦(wa)。
建成風光儲(chu)一(yi)體(ti)化基地(di)。充分利用魯(lu)北鹽堿灘涂地(di)和魯(lu)西南采(cai)煤(mei)沉(chen)陷地(di),因(yin)地(di)制宜(yi)發展光伏發電(dian)(dian)(dian)、風電(dian)(dian)(dian)等可(ke)再生能(neng)源,建設風光儲(chu)一(yi)體(ti)化基地(di)。嚴(yan)格落實(shi)規(gui)劃(hua)選址(zhi)、土地(di)、生態紅線、電(dian)(dian)(dian)力接入(ru)等條(tiao)件(jian),推動(dong)源網荷儲(chu)一(yi)體(ti)化項(xiang)目(mu)和多(duo)能(neng)互(hu)補項(xiang)目(mu)建設。到2025年,風光儲(chu)一(yi)體(ti)化基地(di)在建在運裝機容量達到2000萬千瓦左右。
開(kai)拓“外電(dian)(dian)入魯”通(tong)(tong)道配(pei)套(tao)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)送電(dian)(dian)基(ji)地。統(tong)籌(chou)省(sheng)內、省(sheng)外資源(yuan)(yuan),構建可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)開(kai)發新格局。推動銀東直流(liu)(liu)、魯固直流(liu)(liu)、昭(zhao)沂直流(liu)(liu)等在運通(tong)(tong)道配(pei)套(tao)電(dian)(dian)源(yuan)(yuan)結構調整優化,在確保安全的前提下,最大(da)限度提高可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)送電(dian)(dian)量。支持(chi)省(sheng)內能(neng)(neng)(neng)源(yuan)(yuan)企業“走(zou)出去”,主導或參與配(pei)套(tao)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)源(yuan)(yuan)基(ji)地建設(she)。到2025年,省(sheng)外來電(dian)(dian)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)配(pei)套(tao)電(dian)(dian)源(yuan)(yuan)基(ji)地裝機(ji)容量達到1000萬千瓦,已建成通(tong)(tong)道可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)送電(dian)(dian)比例原則上不(bu)低(di)于(yu)30%,新建通(tong)(tong)道不(bu)低(di)于(yu)50%。
統籌可再生能源和鄉村(cun)(cun)(cun)振興融合(he)發(fa)展。開(kai)展整(zheng)縣(市、區)分布式(shi)光(guang)伏規模化(hua)開(kai)發(fa)試點(dian),形成易復制(zhi)(zhi)、可推(tui)廣的“山東經(jing)驗”。提升綠色示范(fan)村(cun)(cun)(cun)鎮建設標準,實施(shi)“百(bai)鄉千村(cun)(cun)(cun)”低(di)碳發(fa)展行動。鼓勵農光(guang)互(hu)(hu)補(bu)(bu)、漁光(guang)互(hu)(hu)補(bu)(bu)等綜合(he)利用(yong)項(xiang)目(mu)建設,創新(xin)利用(yong)農村(cun)(cun)(cun)集體未利用(yong)土地作價入股、收益共享機(ji)制(zhi)(zhi)。加快推(tui)進(jin)太陽能供暖(nuan)制(zhi)(zhi)冷(leng)技(ji)術(shu)發(fa)展,擴(kuo)大太陽能光(guang)熱技(ji)術(shu)在生產領域應用(yong)規模,促進(jin)太陽能與其他(ta)能源互(hu)(hu)補(bu)(bu)應用(yong)。因地制(zhi)(zhi)宜(yi)建設生物質制(zhi)(zhi)氣、熱電聯(lian)產項(xiang)目(mu),助力鄉村(cun)(cun)(cun)振興。“十四五”期間,新(xin)增鄉村(cun)(cun)(cun)分布式(shi)光(guang)伏裝機(ji)1000萬(wan)千瓦(wa)以上、生物質發(fa)電裝機(ji)50萬(wan)千瓦(wa)。
因地(di)(di)制宜發(fa)展(zhan)城(cheng)(cheng)鎮(zhen)分(fen)布(bu)式(shi)光(guang)(guang)伏(fu)(fu)(fu)。倡導光(guang)(guang)伏(fu)(fu)(fu)建(jian)筑融合發(fa)展(zhan),支持黨政機(ji)關、學校、醫院等(deng)新(xin)建(jian)公共建(jian)筑安(an)裝(zhuang)分(fen)布(bu)式(shi)光(guang)(guang)伏(fu)(fu)(fu),在(zai)新(xin)建(jian)的交通(tong)樞紐、會(hui)展(zhan)中心(xin)、文體場館、CBD中央商務區(qu)(qu)、工業(ye)園區(qu)(qu)等(deng)開展(zhan)光(guang)(guang)伏(fu)(fu)(fu)建(jian)筑一體化項目示范(fan)。因地(di)(di)制宜推進(jin)可再生(sheng)能源開發(fa)利用工業(ye)觀光(guang)(guang)項目。鼓勵城(cheng)(cheng)鎮(zhen)居民(min)在(zai)自有產權住(zhu)宅屋頂安(an)裝(zhuang)分(fen)布(bu)式(shi)光(guang)(guang)伏(fu)(fu)(fu)。“十四(si)五(wu)”期間,新(xin)增城(cheng)(cheng)鎮(zhen)分(fen)布(bu)式(shi)光(guang)(guang)伏(fu)(fu)(fu)裝(zhuang)機(ji)500萬(wan)千(qian)瓦左右。
多措并舉保障集中消納
提升大(da)電(dian)網(wang)支撐保障(zhang)作用。超前規劃建(jian)設三(san)大(da)海上(shang)風電(dian)基地、魯北風光儲(chu)一(yi)體化基地等可再生(sheng)能(neng)源富集地區匯(hui)集、送(song)出輸變(bian)電(dian)工程,提升大(da)電(dian)網(wang)接(jie)入(ru)能(neng)力、送(song)出能(neng)力和安全穩(wen)定運(yun)行水(shui)平。靶向(xiang)改造升級配電(dian)網(wang),實(shi)現分布式電(dian)源“能(neng)接(jie)盡(jin)接(jie)”。強(qiang)化“云大(da)物移智鏈(lian)”技術應(ying)用,加快市(shi)場體系(xi)建(jian)設,實(shi)現源網(wang)荷(he)儲(chu)多向(xiang)互動、友(you)好協同調節,構建(jian)適應(ying)高比例可再生(sheng)能(neng)源的新型電(dian)網(wang)。
統籌推進(jin)配套(tao)送(song)(song)出(chu)工(gong)(gong)程建(jian)(jian)設(she)(she)。優先電(dian)(dian)網(wang)(wang)企業(ye)(ye)投(tou)(tou)資建(jian)(jian)設(she)(she)新(xin)能源(yuan)配套(tao)送(song)(song)出(chu)工(gong)(gong)程,做到電(dian)(dian)源(yuan)、送(song)(song)出(chu)工(gong)(gong)程與電(dian)(dian)網(wang)(wang)建(jian)(jian)設(she)(she)進(jin)度(du)匹配;對電(dian)(dian)網(wang)(wang)企業(ye)(ye)建(jian)(jian)設(she)(she)有困難或規(gui)劃建(jian)(jian)設(she)(she)時(shi)(shi)序不匹配的(de)新(xin)能源(yuan)配套(tao)送(song)(song)出(chu)工(gong)(gong)程,在充分論(lun)證并完全自愿前提下,允許(xu)發(fa)電(dian)(dian)企業(ye)(ye)投(tou)(tou)資建(jian)(jian)設(she)(she);發(fa)電(dian)(dian)企業(ye)(ye)建(jian)(jian)設(she)(she)的(de)新(xin)能源(yuan)配套(tao)工(gong)(gong)程,經電(dian)(dian)網(wang)(wang)企業(ye)(ye)與發(fa)電(dian)(dian)企業(ye)(ye)協商同意,可在適當時(shi)(shi)機由電(dian)(dian)網(wang)(wang)企業(ye)(ye)依(yi)(yi)法依(yi)(yi)規(gui)進(jin)行回購。
加(jia)快煤電(dian)機(ji)組靈活性改造(zao)(zao)。“十四五”全面完成(cheng)直調(diao)公用煤電(dian)機(ji)組靈活性改造(zao)(zao),在(zai)役純凝機(ji)組最(zui)(zui)(zui)小技術出(chu)(chu)力達(da)(da)到(dao)30%、熱電(dian)聯(lian)(lian)產機(ji)組最(zui)(zui)(zui)小技術出(chu)(chu)力達(da)(da)到(dao)40%;新(xin)上純凝、熱電(dian)聯(lian)(lian)產機(ji)組最(zui)(zui)(zui)小出(chu)(chu)力分別達(da)(da)到(dao)20%和(he)30%;有條件(jian)的可(ke)加(jia)大(da)深調(diao)改造(zao)(zao)力度(du)。按(an)計劃、按(an)標準完成(cheng)靈活性改造(zao)(zao)任務的,將煤電(dian)新(xin)增深調(diao)能(neng)力的10%作(zuo)為所屬企業新(xin)建可(ke)再(zai)生(sheng)能(neng)源項目的配套儲(chu)能(neng)容量。
推動(dong)(dong)抽水(shui)(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)(zhan)高效(xiao)開發(fa)(fa)利(li)用(yong)。加(jia)快沂蒙、文(wen)登(deng)、濰坊(fang)、泰(tai)安(an)二(er)期抽水(shui)(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)(zhan)建(jian)(jian)設(she),開展新(xin)一輪(lun)抽水(shui)(shui)蓄(xu)能(neng)(neng)規劃選點,力爭(zheng)棗莊(zhuang)莊(zhuang)里等(deng)項(xiang)目納(na)入(ru)(ru)國家中長期規劃,適時(shi)啟動(dong)(dong)前期研究論(lun)證。推動(dong)(dong)抽水(shui)(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)(zhan)納(na)入(ru)(ru)市(shi)場運營。支持鼓勵抽水(shui)(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)(zhan)開發(fa)(fa)建(jian)(jian)設(she),所發(fa)(fa)電(dian)(dian)(dian)量(liang)視作(zuo)風電(dian)(dian)(dian)、光伏所發(fa)(fa)電(dian)(dian)(dian)量(liang),計入(ru)(ru)當地非水(shui)(shui)可再生能(neng)(neng)源電(dian)(dian)(dian)力消納(na)責任權重。到2025年,建(jian)(jian)成(cheng)抽水(shui)(shui)蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)(zhan)400萬(wan)千瓦,在建(jian)(jian)模(mo)400萬(wan)千瓦。
規范自備煤電(dian)(dian)機(ji)組參(can)與(yu)電(dian)(dian)網(wang)(wang)(wang)(wang)調(diao)峰。強化自備機(ji)組調(diao)峰和可再生能(neng)源(yuan)消納責任,2021年(nian)底(di)前(qian),具備條(tiao)件的(de)(de)并(bing)(bing)網(wang)(wang)(wang)(wang)直調(diao)自備機(ji)組進入(ru)輔助服務市(shi)場。建立自備機(ji)組調(diao)峰獎(jiang)懲考核(he)機(ji)制(zhi),將其(qi)參(can)與(yu)電(dian)(dian)網(wang)(wang)(wang)(wang)調(diao)峰所減發電(dian)(dian)量(liang)的(de)(de)50%作為(wei)獎(jiang)勵,計(ji)入(ru)該企(qi)業可再生能(neng)源(yuan)電(dian)(dian)力消納量(liang);除(chu)背壓(ya)機(ji)組外,對于不(bu)參(can)加(jia)電(dian)(dian)網(wang)(wang)(wang)(wang)調(diao)峰的(de)(de)并(bing)(bing)網(wang)(wang)(wang)(wang)自備機(ji)組,按其(qi)自發電(dian)(dian)量(liang)占全(quan)社(she)會用(yong)電(dian)(dian)量(liang)比重(zhong),分攤因(yin)電(dian)(dian)網(wang)(wang)(wang)(wang)調(diao)節能(neng)力不(bu)足造成(cheng)的(de)(de)棄(qi)風(feng)棄(qi)光電(dian)(dian)量(liang),相(xiang)應加(jia)重(zhong)該企(qi)業消納責任權重(zhong)。
加快儲(chu)能(neng)設(she)(she)施建(jian)設(she)(she)。自2021年起(qi),新(xin)增(zeng)集中式風(feng)電(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)項(xiang)目原則上按照不低(di)于裝機容(rong)量(liang)10%配(pei)(pei)建(jian)或(huo)租賃(lin)儲(chu)能(neng)設(she)(she)施,配(pei)(pei)套儲(chu)能(neng)設(she)(she)施連續充電(dian)(dian)(dian)時間不低(di)于2小時,且滿足山(shan)東省相關標(biao)準(zhun)要求,與發(fa)電(dian)(dian)(dian)項(xiang)目同(tong)(tong)步(bu)(bu)規劃、同(tong)(tong)步(bu)(bu)建(jian)設(she)(she)、同(tong)(tong)步(bu)(bu)投運。開展(zhan)電(dian)(dian)(dian)化學儲(chu)能(neng)示(shi)范(fan)試點,完善(shan)儲(chu)能(neng)商業(ye)盈利市場機制。鼓勵有條件(jian)的風(feng)電(dian)(dian)(dian)、光(guang)伏(fu)發(fa)電(dian)(dian)(dian)項(xiang)目按照相關標(biao)準(zhun)和規范(fan)配(pei)(pei)套制氫設(she)(she)備,制氫裝機運行容(rong)量(liang)視(shi)同(tong)(tong)配(pei)(pei)建(jian)儲(chu)能(neng)容(rong)量(liang)。
改革創新促進就近消納
創新就(jiu)近消納(na)機制。完(wan)善分布式發電(dian)試(shi)點(dian)市場化交易規則(ze),按(an)照穩妥(tuo)有序(xu)、試(shi)點(dian)先(xian)行、發用協同(tong)、曲線(xian)耦合原則(ze),選擇多能互補、調節能力強的可(ke)再(zai)生能源(yuan)場站(zhan)組織開(kai)展“隔墻售電(dian)”交易試(shi)點(dian)。在工業(ye)負(fu)荷(he)大、新能源(yuan)條(tiao)件好的地區(qu),支持分布式電(dian)源(yuan)開(kai)發建設和就(jiu)近消納(na),結合增量配電(dian)網等工作,開(kai)展源(yuan)網荷(he)儲(chu)一體化綠(lv)色供(gong)電(dian)園(yuan)區(qu)試(shi)點(dian)建設。
壓實各類(lei)主(zhu)體消納(na)責任。嚴格落實可再生能源電(dian)力(li)消納(na)責任權重考核(he)政策,按年分解壓實地方和(he)各類(lei)市場(chang)主(zhu)體消納(na)責任。加快推動全省超額(e)消納(na)量或綠色電(dian)力(li)證(zheng)書(shu)交易市場(chang)建設。企(qi)(qi)業(ye)可通過自建自用分布式光伏、廠區(qu)外集中式上網可再生能源發電(dian)項目(mu)或購(gou)買其他企(qi)(qi)業(ye)超額(e)消納(na)量、綠證(zheng)等方式完成可再生能源消納(na)責任。
推動分布(bu)(bu)式(shi)(shi)(shi)電力(li)就(jiu)地(di)消(xiao)納。低壓分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)接入電網(wang)應滿足國家(jia)相(xiang)(xiang)關(guan)行業(ye)標準(zhun)要求,確保電網(wang)安全運行。鼓勵(li)分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)自(zi)(zi)發(fa)自(zi)(zi)用(yong),或在(zai)(zai)微電網(wang)內(nei)就(jiu)地(di)消(xiao)納;對(dui)于分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)集(ji)中(zhong)(zhong)開(kai)發(fa)區域,采(cai)用(yong)相(xiang)(xiang)對(dui)集(ji)中(zhong)(zhong)接入方(fang)式(shi)(shi)(shi)。逐步(bu)完善分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)功(gong)率(lv)采(cai)集(ji)、遠程控制(zhi)技術措施,在(zai)(zai)電網(wang)新能(neng)源電力(li)消(xiao)納能(neng)力(li)不足時(shi),戶用(yong)分布(bu)(bu)式(shi)(shi)(shi)除(chu)外,分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)上網(wang)部分與集(ji)中(zhong)(zhong)式(shi)(shi)(shi)場站消(xiao)納優先(xian)級相(xiang)(xiang)同。鼓勵(li)自(zi)(zi)身消(xiao)納困難的分布(bu)(bu)式(shi)(shi)(shi)光(guang)(guang)(guang)伏(fu)配置儲能(neng)設(she)施。
放管結合推動高水平發展
科學統(tong)籌大型基(ji)地項(xiang)目。按照統(tong)一(yi)規劃、統(tong)一(yi)資(zi)源配置、統(tong)一(yi)開發(fa)建設原則(ze),統(tong)籌推進全省海(hai)上(shang)風電發(fa)展,確保與海(hai)洋功能區劃、航(hang)(hang)道通航(hang)(hang)、海(hai)洋生態保護(hu)、海(hai)底管(guan)線相協調。科學有序開發(fa)魯(lu)北鹽堿灘涂地風光儲一(yi)體化基(ji)地,實現生態效益(yi)、經(jing)濟效益(yi)和(he)社會(hui)效益(yi)有機統(tong)一(yi)。
優化審(shen)批(pi)(pi)流(liu)(liu)程(cheng)(cheng)。除垃(la)圾焚(fen)燒發電外,各(ge)(ge)級行政審(shen)批(pi)(pi)機構要建立(li)可(ke)再生能(neng)(neng)源(yuan)項目(mu)及電力接(jie)網(wang)(wang)工(gong)程(cheng)(cheng)審(shen)批(pi)(pi)綠(lv)色通道,提升服務效率(lv)。各(ge)(ge)級電網(wang)(wang)企業(ye)要以適當(dang)方式(shi)公開(kai)電網(wang)(wang)可(ke)供可(ke)再生能(neng)(neng)源(yuan)項目(mu)利用的接(jie)入(ru)點、容量空(kong)間和(he)技(ji)術規范,簡化可(ke)再生能(neng)(neng)源(yuan)接(jie)網(wang)(wang)業(ye)務環節(jie),優化流(liu)(liu)程(cheng)(cheng)、縮短(duan)時間,推廣全流(liu)(liu)程(cheng)(cheng)線上辦理平臺應(ying)用,力爭“一(yi)次也不跑(pao)”。
規范市(shi)場秩序。地(di)方不(bu)得向可再(zai)生能源(yuan)投資企(qi)業收取任何(he)形式(shi)的資源(yuan)出(chu)讓費(fei)等費(fei)用(yong),不(bu)得將應由地(di)方政府承擔投資責任的社(she)會公益事業相關投資轉(zhuan)嫁給可再(zai)生能源(yuan)投資企(qi)業或向其分攤費(fei)用(yong),不(bu)得將風電、光伏發(fa)電規模與任何(he)無直接(jie)關系的項目捆綁安排,不(bu)得強行提取收益用(yong)于其他用(yong)途,進一(yi)步優化可再(zai)生能源(yuan)發(fa)展(zhan)環境。
加(jia)大(da)(da)資(zi)金扶持(chi)。發(fa)揮新舊動能(neng)(neng)轉換基(ji)金作用,將有基(ji)金融(rong)資(zi)需(xu)求的(de)可再生能(neng)(neng)源項(xiang)(xiang)目納入(ru)基(ji)金投資(zi)項(xiang)(xiang)目庫,積極(ji)向基(ji)金管理機構(gou)推介,鼓勵和引(yin)導金融(rong)機構(gou)加(jia)大(da)(da)對可再生能(neng)(neng)源行(xing)業的(de)貸款發(fa)放力度,吸(xi)引(yin)基(ji)金和金融(rong)資(zi)本投資(zi)支持(chi)可再生能(neng)(neng)源發(fa)展。
強化約(yue)束(shu)監管。加強對(dui)納入年度(du)開發(fa)(fa)建(jian)設(she)項目(mu)(mu)名(ming)單(dan)(dan)的可再生能源(yuan)發(fa)(fa)電(dian)項目(mu)(mu)落地事中事后監管。項目(mu)(mu)須在承(cheng)諾(nuo)期限內全容量建(jian)成并網,對(dui)于(yu)嚴格執行上述規定(ding)的企業,在后期可再生能源(yuan)項目(mu)(mu)安排上給予傾斜(xie)支持;逾(yu)期未建(jian)成投產(chan)的項目(mu)(mu)移出年度(du)項目(mu)(mu)名(ming)單(dan)(dan),如企業仍(reng)有意愿建(jian)設(she),按(an)照新(xin)項目(mu)(mu)重新(xin)提報,納入后續年度(du)項目(mu)(mu)名(ming)單(dan)(dan)。
提升科(ke)技(ji)支撐。積極應用(yong)新(xin)技(ji)術(shu)(shu)、新(xin)裝(zhuang)備,開展老舊風(feng)電(dian)、光伏場站技(ji)術(shu)(shu)改(gai)造試點。加強可再生(sheng)能(neng)源領域(yu)地(di)方標準(zhun)制(zhi)修(xiu)訂和宣貫工作(zuo),率先在可再生(sheng)能(neng)源關鍵技(ji)術(shu)(shu)標準(zhun)領域(yu)實現突破。開發(fa)完善(shan)“新(xin)能(neng)源云”功能(neng),利(li)用(yong)現代信息技(ji)術(shu)(shu)手段,實時跟蹤新(xin)建(jian)可再生(sheng)能(neng)源項(xiang)目(mu)建(jian)設進度、在役場站發(fa)電(dian)出力情況,按年發(fa)布同地(di)區(qu)同期投產可再生(sheng)能(neng)源場站發(fa)電(dian)效(xiao)率排名(ming),建(jian)立相(xiang)關指標體系和獎懲(cheng)機(ji)制(zhi)。
