3月6日,國家能源局舉辦了一季度網(wang)上新聞發布會,詳細介(jie)紹2019年可再(zai)生(sheng)能源并網(wang)運行情況。
到(dao)2019年底,我國可再生能源發電(dian)裝機達到(dao)7.94億千(qian)瓦,同比(bi)增(zeng)(zeng)長9%;可再生能源發電(dian)量達2.04萬億千(qian)瓦時,同比(bi)增(zeng)(zeng)加約1761億千(qian)瓦時。
其中,全(quan)國水電(dian)發(fa)(fa)(fa)電(dian)量(liang)13019億千(qian)瓦(wa)時(shi)(shi),同比增長5.7%;全(quan)國風電(dian)發(fa)(fa)(fa)電(dian)量(liang)4057億千(qian)瓦(wa)時(shi)(shi),首次突破(po)4000億千(qian)瓦(wa)時(shi)(shi),同比增長10.9%;全(quan)國光(guang)伏發(fa)(fa)(fa)電(dian)量(liang)達(da)2243億千(qian)瓦(wa)時(shi)(shi),首次突破(po)2000億千(qian)瓦(wa)時(shi)(shi),同比增長26.3%;全(quan)年生物(wu)質發(fa)(fa)(fa)電(dian)量(liang)1111億千(qian)瓦(wa)時(shi)(shi),同比增長20.4%,繼(ji)續保(bao)持穩步增長勢頭(tou)。
2019年可再生能(neng)源并網運行情況詳情如下:
一、可再生能源整體情況
2019年(nian),國家能源(yuan)局以(yi)習近平新時代中國特色社會(hui)主(zhu)義思想為指導,全面貫徹黨的十九大和十九屆二中、三中、四(si)中全會(hui)精(jing)神,認(ren)真落實中央經濟工作會(hui)議和政府工作報告各項工作部署,堅持穩中有(you)為、穩中求進的總體思路(lu),不(bu)斷完善可(ke)(ke)再生能源(yuan)政策體系,持續優化可(ke)(ke)再生能源(yuan)產業發展布局,加大力度推進可(ke)(ke)再生能源(yuan)消納,努力實現可(ke)(ke)再生能源(yuan)持續健康發展。
一是(shi)可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)源裝(zhuang)機(ji)規模(mo)持續擴大(da)。到2019年(nian)底(di),我國可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)源發(fa)電(dian)(dian)裝(zhuang)機(ji)達到7.94億(yi)千瓦(wa),同(tong)比增(zeng)長(chang)9%;其(qi)中,水電(dian)(dian)裝(zhuang)機(ji)3.56億(yi)千瓦(wa)、風(feng)電(dian)(dian)裝(zhuang)機(ji)2.1億(yi)千瓦(wa)、光(guang)(guang)伏發(fa)電(dian)(dian)裝(zhuang)機(ji)2.04億(yi)千瓦(wa)、生(sheng)物質發(fa)電(dian)(dian)裝(zhuang)機(ji)2254萬千瓦(wa),分(fen)(fen)別同(tong)比增(zeng)長(chang)1.1%,14.0%,17.3%和(he)26.6%。風(feng)電(dian)(dian)、光(guang)(guang)伏發(fa)電(dian)(dian)首次“雙雙”突(tu)破(po)2億(yi)千瓦(wa)。可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)源發(fa)電(dian)(dian)裝(zhuang)機(ji)約占全部電(dian)(dian)力(li)裝(zhuang)機(ji)的39.5%,同(tong)比上升1.1個百分(fen)(fen)點,可(ke)(ke)再(zai)(zai)(zai)生(sheng)能(neng)(neng)源的清潔能(neng)(neng)源替(ti)代作用日(ri)益突(tu)顯。
二是可再生(sheng)(sheng)能源利用水平不斷(duan)提高。2019年,可再生(sheng)(sheng)能源發(fa)電量達2.04萬億(yi)千(qian)(qian)瓦(wa)時,同(tong)(tong)比(bi)增加約(yue)1761億(yi)千(qian)(qian)瓦(wa)時;可再生(sheng)(sheng)能源發(fa)電量占全部發(fa)電量比(bi)重(zhong)為(wei)27.9%,同(tong)(tong)比(bi)上升1.2個百(bai)分點(dian)。其(qi)中,水電1.3萬億(yi)千(qian)(qian)瓦(wa)時,同(tong)(tong)比(bi)增長(chang)(chang)5.7%;風電4057億(yi)千(qian)(qian)瓦(wa)時,同(tong)(tong)比(bi)增長(chang)(chang)10.9%;光伏發(fa)電2243億(yi)千(qian)(qian)瓦(wa)時,同(tong)(tong)比(bi)增長(chang)(chang)26.3%;生(sheng)(sheng)物質(zhi)發(fa)電1111億(yi)千(qian)(qian)瓦(wa)時,同(tong)(tong)比(bi)增長(chang)(chang)20.4%。
2019年(nian),全國主要流域棄(qi)(qi)水電(dian)量(liang)約300億(yi)千(qian)瓦(wa)(wa)時(shi),同比(bi)減少278億(yi)千(qian)瓦(wa)(wa)時(shi),水能利(li)用率96%,同比(bi)提高4個(ge)百(bai)分點(dian)。棄(qi)(qi)風(feng)電(dian)量(liang)169億(yi)千(qian)瓦(wa)(wa)時(shi),全國平均棄(qi)(qi)風(feng)率4%,同比(bi)下降(jiang)3個(ge)百(bai)分點(dian);棄(qi)(qi)光(guang)電(dian)量(liang)46億(yi)千(qian)瓦(wa)(wa)時(shi),全國平均棄(qi)(qi)光(guang)率2%,同比(bi)下降(jiang)1個(ge)百(bai)分點(dian)。
二、水電建設和運行情況
2019年(nian),全國(guo)水電(dian)(dian)(dian)新(xin)(xin)增(zeng)(zeng)裝機約417萬千瓦(wa)(wa)(wa)。新(xin)(xin)增(zeng)(zeng)裝機較多(duo)的省份是云南(nan)(92萬千瓦(wa)(wa)(wa))、吉林(60萬千瓦(wa)(wa)(wa))和湖(hu)南(nan)(51萬千瓦(wa)(wa)(wa)),占全部新(xin)(xin)增(zeng)(zeng)裝機的48.7%。全國(guo)水電(dian)(dian)(dian)發電(dian)(dian)(dian)量13019億千瓦(wa)(wa)(wa)時,同(tong)比(bi)增(zeng)(zeng)長(chang)5.7%。其(qi)中(zhong)6000千瓦(wa)(wa)(wa)以上水電(dian)(dian)(dian)廠平均利用(yong)小(xiao)時數為3726小(xiao)時,同(tong)比(bi)增(zeng)(zeng)加119小(xiao)時。
三、風電建設和運行情況
2019年(nian),全國(guo)風(feng)電(dian)新增并網(wang)裝機(ji)(ji)2574萬(wan)千瓦(wa)(wa),其(qi)(qi)中陸上風(feng)電(dian)新增裝機(ji)(ji)2376萬(wan)千瓦(wa)(wa)、海上風(feng)電(dian)新增裝機(ji)(ji)198萬(wan)千瓦(wa)(wa)。從地區(qu)分(fen)布(bu)(bu)看,中東部(bu)(bu)和(he)南(nan)(nan)方(fang)地區(qu)占(zhan)比(bi)約45%,“三北”地區(qu)占(zhan)55%,風(feng)電(dian)開發布(bu)(bu)局進一步優化(hua)。到2019年(nian)底,全國(guo)風(feng)電(dian)累計裝機(ji)(ji)2.1億(yi)千瓦(wa)(wa),其(qi)(qi)中陸上風(feng)電(dian)累計裝機(ji)(ji)2.04億(yi)千瓦(wa)(wa)、海上風(feng)電(dian)累計裝機(ji)(ji)593萬(wan)千瓦(wa)(wa)。從地區(qu)分(fen)布(bu)(bu)看,中東部(bu)(bu)和(he)南(nan)(nan)方(fang)地區(qu)占(zhan)30%,“三北”地區(qu)占(zhan)70%。
2019年,全國風電(dian)發(fa)電(dian)量4057億千瓦時(shi)(shi)(shi),首(shou)次突破(po)4000億千瓦時(shi)(shi)(shi),同比增長10.9%;平均利(li)(li)用(yong)小(xiao)(xiao)時(shi)(shi)(shi)數(shu)2082小(xiao)(xiao)時(shi)(shi)(shi),風電(dian)平均利(li)(li)用(yong)小(xiao)(xiao)時(shi)(shi)(shi)數(shu)較高的(de)地區中,云南2808小(xiao)(xiao)時(shi)(shi)(shi)、福建2639小(xiao)(xiao)時(shi)(shi)(shi)、四川(chuan)2553小(xiao)(xiao)時(shi)(shi)(shi)、廣西2385小(xiao)(xiao)時(shi)(shi)(shi)。
2019年,全(quan)國(guo)風(feng)(feng)(feng)電(dian)(dian)棄(qi)風(feng)(feng)(feng)電(dian)(dian)量(liang)169億千(qian)瓦時,同比(bi)減少108億千(qian)瓦時,全(quan)國(guo)平(ping)均棄(qi)風(feng)(feng)(feng)率(lv)為4%,同比(bi)下降(jiang)3個(ge)百分(fen)(fen)(fen)點(dian),繼(ji)續實現棄(qi)風(feng)(feng)(feng)電(dian)(dian)量(liang)和(he)棄(qi)風(feng)(feng)(feng)率(lv)的(de)(de)“雙降(jiang)”。大部分(fen)(fen)(fen)棄(qi)風(feng)(feng)(feng)限(xian)電(dian)(dian)地區(qu)的(de)(de)形(xing)勢進一步好轉,其中,甘肅、新疆、內蒙古(gu)棄(qi)風(feng)(feng)(feng)率(lv)分(fen)(fen)(fen)別下降(jiang)至7.6%、14%和(he)7.1%,分(fen)(fen)(fen)別同比(bi)下降(jiang)了11.4、8.9和(he)3個(ge)百分(fen)(fen)(fen)點(dian)。目(mu)前(qian),全(quan)國(guo)棄(qi)風(feng)(feng)(feng)率(lv)超過5%的(de)(de)省(區(qu)、市)僅剩上述這三(san)個(ge)地區(qu),風(feng)(feng)(feng)電(dian)(dian)并網消納工(gong)作取得明顯成效。
四、光伏發電建設和運行情況
2019年,全國新增光伏(fu)發(fa)電(dian)裝(zhuang)(zhuang)機3011萬千(qian)瓦,其中(zhong)集(ji)中(zhong)式光伏(fu)新增裝(zhuang)(zhuang)機1791萬千(qian)瓦、分布(bu)式光伏(fu)新增裝(zhuang)(zhuang)機1220萬千(qian)瓦。到2019年底(di),光伏(fu)發(fa)電(dian)累計裝(zhuang)(zhuang)機達(da)到2.04億千(qian)瓦。分區(qu)域來看,華北(bei)、西北(bei)地區(qu)新增裝(zhuang)(zhuang)機較多,分別(bie)(bie)達(da)858和649萬千(qian)瓦;從重(zhong)點省(sheng)區(qu)看,山東、浙江、河北(bei)、山西新增裝(zhuang)(zhuang)機較多,分別(bie)(bie)達(da)258、201、240、224萬千(qian)瓦。
2019年,全國光(guang)伏(fu)(fu)發電量(liang)達2243億(yi)千(qian)瓦(wa)時(shi)(shi)(shi),首次突破2000億(yi)千(qian)瓦(wa)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)26.3%,光(guang)伏(fu)(fu)利(li)用(yong)小(xiao)(xiao)(xiao)時(shi)(shi)(shi)數1169小(xiao)(xiao)(xiao)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)54小(xiao)(xiao)(xiao)時(shi)(shi)(shi)。分品(pin)種看,集中式光(guang)伏(fu)(fu)發電量(liang)為1697億(yi)千(qian)瓦(wa)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)22.7%,利(li)用(yong)小(xiao)(xiao)(xiao)時(shi)(shi)(shi)數1260小(xiao)(xiao)(xiao)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)55小(xiao)(xiao)(xiao)時(shi)(shi)(shi);分布式光(guang)伏(fu)(fu)發電量(liang)達545億(yi)千(qian)瓦(wa)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)39.4%,利(li)用(yong)小(xiao)(xiao)(xiao)時(shi)(shi)(shi)數961小(xiao)(xiao)(xiao)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)67小(xiao)(xiao)(xiao)時(shi)(shi)(shi)。分區域看,東北地區光(guang)伏(fu)(fu)利(li)用(yong)小(xiao)(xiao)(xiao)時(shi)(shi)(shi)數最高,達1464小(xiao)(xiao)(xiao)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)加142小(xiao)(xiao)(xiao)時(shi)(shi)(shi)。華中地區光(guang)伏(fu)(fu)利(li)用(yong)小(xiao)(xiao)(xiao)時(shi)(shi)(shi)數最低,達1005小(xiao)(xiao)(xiao)時(shi)(shi)(shi),同(tong)(tong)比(bi)(bi)增(zeng)長(chang)18小(xiao)(xiao)(xiao)時(shi)(shi)(shi)。
2019年,全(quan)(quan)國棄光(guang)(guang)(guang)(guang)(guang)電量(liang)46億千瓦時,棄光(guang)(guang)(guang)(guang)(guang)率2%,同(tong)比下降1個(ge)百分(fen)(fen)點(dian)。從重點(dian)區域看,光(guang)(guang)(guang)(guang)(guang)伏消納問題主(zhu)要出現在西北地區,其棄光(guang)(guang)(guang)(guang)(guang)電量(liang)占(zhan)全(quan)(quan)國的87%,棄光(guang)(guang)(guang)(guang)(guang)率同(tong)比下降2.3個(ge)百分(fen)(fen)點(dian)至(zhi)5.9%。從重點(dian)省份(fen)看,西藏(zang)、新疆(jiang)、甘肅棄光(guang)(guang)(guang)(guang)(guang)率分(fen)(fen)別下降至(zhi)24.1%、7.4%、4.0%,同(tong)比下降了19.5、8.2和5.6個(ge)百分(fen)(fen)點(dian);青海受新能源裝機大幅增加、負荷下降等因素影響,棄光(guang)(guang)(guang)(guang)(guang)率上升至(zhi)7.2%,同(tong)比上升2.5個(ge)百分(fen)(fen)點(dian)。
五、生物質發電建設和運行情況
2019年,生物(wu)質發電新(xin)增(zeng)裝機473萬千瓦,累計裝機達到2254萬千瓦,同(tong)比增(zeng)長(chang)26.6%;全(quan)年生物(wu)質發電量1111億千瓦時,同(tong)比增(zeng)長(chang)20.4%,繼續(xu)保(bao)持穩步增(zeng)長(chang)勢頭。
累(lei)計裝(zhuang)(zhuang)機排名前五位的(de)省份(fen)(fen)是(shi)山(shan)東(dong)(dong)(dong)、廣(guang)東(dong)(dong)(dong)、浙(zhe)(zhe)江(jiang)、江(jiang)蘇和(he)(he)(he)安徽(hui),分別(bie)(bie)為(wei)324萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、239萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、203萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、199萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)和(he)(he)(he)195萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa);新增裝(zhuang)(zhuang)機較多的(de)省份(fen)(fen)是(shi)廣(guang)東(dong)(dong)(dong)、山(shan)東(dong)(dong)(dong)、江(jiang)蘇、安徽(hui)和(he)(he)(he)浙(zhe)(zhe)江(jiang),分別(bie)(bie)為(wei)95.4萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、66.5萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、35萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)、28.9萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)和(he)(he)(he)22.9萬(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa);年發電量排名前五位的(de)省份(fen)(fen)是(shi)山(shan)東(dong)(dong)(dong)、廣(guang)東(dong)(dong)(dong)、江(jiang)蘇、浙(zhe)(zhe)江(jiang)和(he)(he)(he)安徽(hui),分別(bie)(bie)為(wei)140.8億千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)時(shi)、120.2億千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)時(shi)、110.4億千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)時(shi)、106.7億千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)時(shi)和(he)(he)(he)97.7億千(qian)(qian)(qian)(qian)瓦(wa)(wa)(wa)時(shi)。
2020年是“十(shi)(shi)三五(wu)”規(gui)劃(hua)的收官之年,我們將繼續(xu)貫徹(che)落實“四個革(ge)命、一(yi)個合作”能源安全新戰略(lve),進(jin)一(yi)步完善(shan)風電(dian)、光伏發電(dian)政策(ce)管理體系,推動(dong)可(ke)再生(sheng)能源電(dian)力消納保障機制(zhi)落地,高質量(liang)完成“十(shi)(shi)三五(wu)”相關規(gui)劃(hua)發展(zhan)目標,研究制(zhi)定可(ke)再生(sheng)能源發展(zhan)“十(shi)(shi)四五(wu)”規(gui)劃(hua),全面推動(dong)可(ke)再生(sheng)能源高質量(liang)發展(zhan)。
