蔣莉萍:未來電力市場的架構應讓傳統能源和可再生能源發揮各自所長

我(wo)(wo)國(guo)電(dian)價(jia)的(de)(de)(de)市(shi)場(chang)化(hua)改(gai)革,在近期又邁(mai)出了關鍵的(de)(de)(de)一步(bu)。9月(yue)26日(ri),國(guo)務院常務會議決定(ding),自2020年(nian)1月(yue)1日(ri)起取消煤電(dian)價(jia)格聯動機制,尚未(wei)實(shi)(shi)現市(shi)場(chang)化(hua)交(jiao)易的(de)(de)(de)燃(ran)煤發電(dian)電(dian)量,將(jiang)在明年(nian)實(shi)(shi)行(xing)“基準價(jia)+上下浮動”的(de)(de)(de)市(shi)場(chang)化(hua)定(ding)價(jia)機制,占據我(wo)(wo)國(guo)全(quan)部發電(dian)量65%的(de)(de)(de)燃(ran)煤發電(dian)將(jiang)告別實(shi)(shi)施了15年(nian)之久的(de)(de)(de)煤電(dian)聯動機制,全(quan)部投(tou)身于市(shi)場(chang)之中(zhong)。


自2015年中發9號文出臺,我國電(dian)力(li)市場化改革(ge)持續(xu)深化。電(dian)價改革(ge)是(shi)電(dian)力(li)市場化改革(ge)的核心內(nei)容之一。當前,燃煤(mei)發電(dian)市場化交易電(dian)量已占約(yue)50%,電(dian)價明顯低于(yu)標(biao)桿上網電(dian)價,此時(shi)將全部燃煤(mei)發電(dian)推向市場,將對行業上下(xia)游以(yi)及電(dian)力(li)體制改革(ge)產生深遠(yuan)的影響。


而此次新政的中心(xin)和(he)焦點——煤電,無疑(yi)將面臨更嚴(yan)峻的考驗(yan)。近年(nian)來,煤電企(qi)業(ye)陷入(ru)大面積虧(kui)損。近期,多家煤電廠爆(bao)出破產(chan)清(qing)算消(xiao)息(xi),已經備受煎熬的煤電企(qi)業(ye),在(zai)新政執行之后還將繼續(xu)承壓。十億千瓦巨(ju)大體量的煤電,在(zai)我(wo)國(guo)未來能(neng)源電力體系中應(ying)如(ru)何定位?重壓之下如(ru)何找到合理的生存之道(dao)?在(zai)電力市場化改(gai)革的進程中,這一政策將帶來怎樣(yang)的短期效(xiao)應(ying)和(he)長期效(xiao)應(ying)?帶著這些(xie)問題,本刊記者(zhe)專(zhuan)訪了國(guo)網能(neng)源研(yan)究院有限公司副院長蔣莉萍。


蔣莉萍表(biao)示,在(zai)能源(yuan)結(jie)構(gou)的(de)(de)(de)調整和(he)能源(yuan)轉(zhuan)型(xing)的(de)(de)(de)推進中,燃(ran)煤(mei)發電(dian)(dian)(dian)(dian)(dian)站(zhan)在(zai)電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)中的(de)(de)(de)定位將從電(dian)(dian)(dian)(dian)(dian)量(liang)型(xing)電(dian)(dian)(dian)(dian)(dian)源(yuan)轉(zhuan)變為電(dian)(dian)(dian)(dian)(dian)量(liang)、電(dian)(dian)(dian)(dian)(dian)力(li)調節(jie)型(xing)電(dian)(dian)(dian)(dian)(dian)源(yuan)。煤(mei)電(dian)(dian)(dian)(dian)(dian)在(zai)系(xi)統(tong)中發揮的(de)(de)(de)調節(jie)作用,應(ying)有相應(ying)的(de)(de)(de)價(jia)格機制使(shi)其獲得市場收(shou)益;未來電(dian)(dian)(dian)(dian)(dian)力(li)市場的(de)(de)(de)架構(gou),應(ying)充(chong)分反映電(dian)(dian)(dian)(dian)(dian)力(li)商品的(de)(de)(de)特殊屬性,讓傳統(tong)能源(yuan)和(he)可再生(sheng)能源(yuan)發揮各自所長,各負其責,各得其所,公平、公正地(di)維護市場體(ti)系(xi)中各個主(zhu)體(ti)的(de)(de)(de)市場利益。


電力市場設計需體現電力商品的特殊屬性


我(wo)國煤電(dian)(dian)聯(lian)動政策的出臺始于(yu)2004年底。彼時我(wo)國煤電(dian)(dian)運形勢緊張,煤炭價格不斷沖高。我(wo)國煤炭先于(yu)電(dian)(dian)力實行市場化改(gai)革,從2016年開始持續(xu)高企(qi)的煤炭價格讓(rang)煤電(dian)(dian)企(qi)業發電(dian)(dian)成(cheng)本高居不下,“市場煤”和“計劃電(dian)(dian)”矛盾尖(jian)銳,煤電(dian)(dian)企(qi)業長期受到“兩頭(tou)擠壓”而陷入低(di)迷。


煤電(dian)(dian)聯(lian)(lian)動政(zheng)策(ce)正是為緩(huan)解煤電(dian)(dian)矛盾而出臺。但在這一政(zheng)策(ce)實施的(de)15年之中,由于CPI上漲(zhang)、宏觀經濟調(diao)控(kong)等因素導致政(zheng)策(ce)執行并不嚴格(ge)。在“聯(lian)(lian)而不動”的(de)背后(hou),是電(dian)(dian)力作為社會經濟發展的(de)公用品以及(ji)宏觀經濟政(zheng)策(ce)的(de)調(diao)控(kong)工(gong)具在商品化、市(shi)場(chang)化過程中所受到的(de)掣肘。如今,煤電(dian)(dian)聯(lian)(lian)動機制(zhi)即(ji)將(jiang)成(cheng)為歷(li)史,但電(dian)(dian)力價格(ge)市(shi)場(chang)化背后(hou)的(de)矛盾根源卻并未改變。


蔣莉(li)萍認為,此次出臺的(de)煤電(dian)(dian)價(jia)格(ge)新政對于(yu)煤電(dian)(dian)發展(zhan)將產生(sheng)怎樣的(de)影響,需要把(ba)它放(fang)在我國電(dian)(dian)力(li)走向市(shi)(shi)場化的(de)全局視野中(zhong)來看待。把(ba)煤電(dian)(dian)投放(fang)到市(shi)(shi)場中(zhong),取消行(xing)政定價(jia),符(fu)合(he)電(dian)(dian)力(li)市(shi)(shi)場化改革(ge)的(de)大方向,但仍需一系列后續政策的(de)跟進(jin)來完善(shan)市(shi)(shi)場機制,形(xing)成一個科學、合(he)理的(de)電(dian)(dian)力(li)市(shi)(shi)場,讓各(ge)個市(shi)(shi)場主體在其中(zhong)公(gong)平(ping)競爭(zheng)。


毫無疑問,從(cong)(cong)政(zheng)策(ce)的(de)短期效應(ying)來看,新(xin)政(zheng)的(de)出臺將讓煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)企業(ye)的(de)生存面臨更大的(de)挑(tiao)戰;長(chang)期來看,燃煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)站從(cong)(cong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)轉(zhuan)變(bian)為電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力調(diao)節型(xing)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)的(de)過(guo)程中,需要(yao)一(yi)(yi)個新(xin)的(de)供需市(shi)(shi)場(chang)來承接煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)新(xin)的(de)市(shi)(shi)場(chang)定位。“電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力行(xing)(xing)業(ye)的(de)發(fa)(fa)(fa)展是一(yi)(yi)榮俱榮、一(yi)(yi)損俱損的(de),無論哪(na)一(yi)(yi)方被不合理(li)(li)地擠(ji)壓了生存空(kong)(kong)間(jian),長(chang)遠(yuan)來看都(dou)不利(li)于行(xing)(xing)業(ye)整體發(fa)(fa)(fa)展,”蔣莉萍說,“未來電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力市(shi)(shi)場(chang)的(de)架構應(ying)該秉持基(ji)于在系統(tong)運行(xing)(xing)與電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力供應(ying)中的(de)作用與貢獻(xian),不偏向任何一(yi)(yi)個能源(yuan)(yuan)品種和發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)技術的(de)理(li)(li)念去設計,不應(ying)厚此薄(bo)彼。從(cong)(cong)能源(yuan)(yuan)安全(quan)、保(bao)障(zhang)供應(ying)的(de)角度來看,煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)仍(reng)(reng)然是我國能源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力供應(ying)中重(zhong)要(yao)的(de)主力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)之一(yi)(yi),既然能源(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力體系仍(reng)(reng)然需要(yao)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)發(fa)(fa)(fa)揮作用,那么就應(ying)該從(cong)(cong)市(shi)(shi)場(chang)架構的(de)設計上給予煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)一(yi)(yi)定的(de)生存空(kong)(kong)間(jian)。”


如今,可(ke)(ke)(ke)再(zai)生能(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)上網平價(jia)(jia)(jia)(jia)時代加速到來,在人們為風電(dian)(dian)(dian)(dian)、光伏的(de)(de)(de)度電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)降(jiang)低(di)而歡呼時,蔣莉(li)萍(ping)認為,可(ke)(ke)(ke)再(zai)生能(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)技術進步帶來的(de)(de)(de)成本和(he)價(jia)(jia)(jia)(jia)格(ge)(ge)下降(jiang)固(gu)然可(ke)(ke)(ke)喜,但應該(gai)理(li)性看待可(ke)(ke)(ke)再(zai)生能(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)“平價(jia)(jia)(jia)(jia)”的(de)(de)(de)概念。“實際上,可(ke)(ke)(ke)再(zai)生能(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)度電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)和(he)煤(mei)電(dian)(dian)(dian)(dian)的(de)(de)(de)度電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge),對于(yu)電(dian)(dian)(dian)(dian)力系統的(de)(de)(de)意(yi)義是不一(yi)樣的(de)(de)(de)。可(ke)(ke)(ke)再(zai)生能(neng)源發(fa)(fa)電(dian)(dian)(dian)(dian)具(ju)(ju)有(you)(you)隨機性、波(bo)動性,而燃煤(mei)發(fa)(fa)電(dian)(dian)(dian)(dian)可(ke)(ke)(ke)以(yi)聽(ting)從調度指令,對于(yu)電(dian)(dian)(dian)(dian)力系統具(ju)(ju)有(you)(you)調節支撐作(zuo)用(yong)。因此,煤(mei)電(dian)(dian)(dian)(dian)的(de)(de)(de)度電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)中(zhong)包含靈活性價(jia)(jia)(jia)(jia)值(zhi),而可(ke)(ke)(ke)再(zai)生能(neng)源的(de)(de)(de)度電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格(ge)(ge)中(zhong)卻(que)基本上不具(ju)(ju)備(bei)這(zhe)一(yi)價(jia)(jia)(jia)(jia)值(zhi)。電(dian)(dian)(dian)(dian)源的(de)(de)(de)可(ke)(ke)(ke)調度性和(he)靈活性是增(zeng)強電(dian)(dian)(dian)(dian)力系統彈(dan)性、保障供電(dian)(dian)(dian)(dian)可(ke)(ke)(ke)靠(kao)性的(de)(de)(de)重要價(jia)(jia)(jia)(jia)值(zhi),應在價(jia)(jia)(jia)(jia)格(ge)(ge)體系中(zhong)予(yu)以(yi)體現。”蔣莉(li)萍(ping)說。


過(guo)(guo)去,電(dian)(dian)力(li)系(xi)統(tong)中可(ke)(ke)(ke)再生能源(yuan)發(fa)(fa)電(dian)(dian)占(zhan)比較(jiao)小,對(dui)(dui)系(xi)統(tong)的(de)(de)(de)影響相(xiang)(xiang)對(dui)(dui)有限(xian)。在傳統(tong)的(de)(de)(de)電(dian)(dian)力(li)系(xi)統(tong)中,主要的(de)(de)(de)發(fa)(fa)電(dian)(dian)技術幾乎都(dou)具備靈活(huo)(huo)(huo)性的(de)(de)(de)價值(zhi)和可(ke)(ke)(ke)調(diao)(diao)度的(de)(de)(de)能力(li),盡管它們(men)能力(li)高低不(bu)一(我國大多數水(shui)電(dian)(dian)站因(yin)為庫容(rong)較(jiao)小,可(ke)(ke)(ke)調(diao)(diao)度性相(xiang)(xiang)對(dui)(dui)差一些),但都(dou)在一定程度上可(ke)(ke)(ke)以穩定供應(ying)并(bing)聽從調(diao)(diao)度指令。也正因(yin)如(ru)此,過(guo)(guo)去的(de)(de)(de)電(dian)(dian)價體(ti)系(xi)沒有單獨量化靈活(huo)(huo)(huo)性的(de)(de)(de)價值(zhi)。但隨著可(ke)(ke)(ke)再生能源(yuan)的(de)(de)(de)大規模發(fa)(fa)展和平價上網(wang)時代的(de)(de)(de)到(dao)來(lai),如(ru)果未來(lai)沒有相(xiang)(xiang)應(ying)的(de)(de)(de)市場來(lai)體(ti)現電(dian)(dian)源(yuan)可(ke)(ke)(ke)調(diao)(diao)度性和靈活(huo)(huo)(huo)性的(de)(de)(de)價值(zhi),靈活(huo)(huo)(huo)性電(dian)(dian)源(yuan)的(de)(de)(de)發(fa)(fa)展或將受(shou)阻,電(dian)(dian)力(li)系(xi)統(tong)安(an)全(quan)穩定運行將受(shou)到(dao)沖(chong)擊。因(yin)此,如(ru)何認識一個(ge)電(dian)(dian)源(yuan)品種中所包含的(de)(de)(de)各方面(mian)價值(zhi),是架構(gou)電(dian)(dian)力(li)市場的(de)(de)(de)起點。

蔣莉萍認為(wei),在未(wei)來(lai)的(de)電力系統(tong)里,應該包含三(san)大市(shi)(shi)(shi)(shi)場(chang):其(qi)(qi)一(yi)是度電市(shi)(shi)(shi)(shi)場(chang),即能量市(shi)(shi)(shi)(shi)場(chang),體現(xian)的(de)是能量提供(gong)的(de)價值;其(qi)(qi)二是電力市(shi)(shi)(shi)(shi)場(chang),即非能量市(shi)(shi)(shi)(shi)場(chang),體現(xian)的(de)是運行靈活性、電力支撐能力等輔助服(fu)務的(de)價值;其(qi)(qi)三(san),可稱(cheng)之為(wei)政(zheng)策性市(shi)(shi)(shi)(shi)場(chang),這包括綠(lv)證交(jiao)易市(shi)(shi)(shi)(shi)場(chang)、碳(tan)交(jiao)易市(shi)(shi)(shi)(shi)場(chang)、能效市(shi)(shi)(shi)(shi)場(chang)等,體現(xian)的(de)是綠(lv)色環保等外部價值。


這(zhe)三部分市場(chang)將共同(tong)構成一個完整(zheng)的(de)能(neng)(neng)(neng)源(yuan)電力大市場(chang)。能(neng)(neng)(neng)量(liang)市場(chang)是可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)獲(huo)利的(de)主陣地,可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)提供的(de)是綠色(se)電力,運行成本低(di),邊際成本趨近(jin)于0,這(zhe)是它的(de)優(you)勢(shi)所在(zai),適(shi)合在(zai)能(neng)(neng)(neng)量(liang)市場(chang)獲(huo)取(qu)(qu)收益。煤電在(zai)能(neng)(neng)(neng)量(liang)市場(chang)中,在(zai)供需(xu)形勢(shi)緊張的(de)時(shi)段可(ke)(ke)占(zhan)據一席之地,但更多時(shi)候應發揮其可(ke)(ke)調(diao)度和靈活性的(de)優(you)勢(shi),將主戰場(chang)放(fang)在(zai)輔助服務市場(chang),在(zai)這(zhe)一領域獲(huo)取(qu)(qu)投資回報。可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)除了可(ke)(ke)以在(zai)能(neng)(neng)(neng)量(liang)市場(chang)上獲(huo)利之外,其綠色(se)低(di)碳(tan)的(de)環(huan)保價值(zhi)可(ke)(ke)以在(zai)政(zheng)策性市場(chang)上得到(dao)體現,當(dang)然(ran),前(qian)提是國家要(yao)出臺明確且嚴格的(de)政(zheng)策目(mu)標和要(yao)求。


這樣(yang)三方面的市(shi)場架(jia)構,可(ke)充(chong)(chong)分體現(xian)不同(tong)能源品種所提供(gong)的能源電(dian)力服務所包含(han)的價(jia)值,讓各能源品種及電(dian)力技術(shu)有(you)充(chong)(chong)分的市(shi)場空間施(shi)展所長。


建立用戶參與的輔助服務分擔共享機制


在(zai)(zai)當前以及未(wei)(wei)來一段時(shi)期(qi)內,煤(mei)電(dian)仍是我國發(fa)電(dian)占比(bi)最(zui)大(da)的(de)電(dian)源。2018年(nian),在(zai)(zai)電(dian)力消費快速(su)增(zeng)(zeng)(zeng)長(chang)等因素拉(la)動下(xia),全國全口(kou)徑火電(dian)發(fa)電(dian)量(liang)4.92萬億(yi)千(qian)瓦時(shi),同比(bi)增(zeng)(zeng)(zeng)長(chang)7.3%,增(zeng)(zeng)(zeng)速(su)同比(bi)提(ti)高(gao)(gao)2.1個百分點,為2012年(nian)以來最(zui)高(gao)(gao)增(zeng)(zeng)(zeng)速(su)。在(zai)(zai)現(xian)行儲能技(ji)術尚未(wei)(wei)實現(xian)大(da)規(gui)模商業化應用之前,電(dian)力系統的(de)調峰及提(ti)供運行靈活性的(de)重任主要還需煤(mei)電(dian)來承擔(dan)。


“儲能(neng)(neng)或許能(neng)(neng)夠(gou)解決一天之(zhi)(zhi)內或一周之(zhi)(zhi)內的調節(jie)問題,但季節(jie)之(zhi)(zhi)間的調節(jie)難度就(jiu)很大了。從本(ben)質上來說(shuo),儲能(neng)(neng)、需(xu)求側響應等(deng)調節(jie)手段(duan)本(ben)身(shen)并不提供(gong)能(neng)(neng)量,它們是‘能(neng)(neng)量的搬運工’,無法解決風(feng)電、太(tai)陽(yang)能(neng)(neng)發(fa)電出力的季節(jie)性(xing)波動(dong)問題,而燃煤發(fa)電本(ben)身(shen)可以(yi)提供(gong)能(neng)(neng)量,這(zhe)是煤電比(bi)其他調節(jie)技術(shu)更強大的地方。”蔣莉萍說(shuo)。


和煤電(dian)功能類(lei)似(si)并且靈(ling)(ling)活性更佳的(de)是(shi)天(tian)然氣。在國外,天(tian)然氣資源充足、管網發(fa)達、市(shi)場(chang)完備、氣電(dian)規(gui)模較大(da),能夠為系統(tong)(tong)提(ti)供充分的(de)調(diao)節能力(li)(li)。但(dan)我(wo)國貧(pin)油少氣,進(jin)口天(tian)然氣價格(ge)高昂,氣電(dian)發(fa)展(zhan)尚在起步階段(duan),目前來看(kan)難以大(da)規(gui)模發(fa)揮調(diao)節作(zuo)用。因此,既能提(ti)供可靠的(de)電(dian)力(li)(li)、電(dian)量,也具備靈(ling)(ling)活調(diao)節作(zuo)用的(de)煤電(dian)便成為電(dian)力(li)(li)系統(tong)(tong)中的(de)兜底保障者(zhe)。


隨著能源轉型的不(bu)斷加快,外部形勢對(dui)于煤(mei)電的要求一直在變化(hua)。煤(mei)電在適應變化(hua)的過程(cheng)中(zhong),也伴隨著迷茫(mang)與陣痛。


過(guo)去,出(chu)于低碳環保的需(xu)求,煤電(dian)超(chao)低排放(fang)和節能改造工作(zuo)不斷推進。排放(fang)低,效率高,是煤電(dian)努(nu)力(li)的方向。但(dan)隨(sui)著可(ke)再(zai)生(sheng)能源逐漸從替(ti)代能源走向主體電(dian)源,為配合可(ke)再(zai)生(sheng)能源大規模入網消(xiao)納,煤電(dian)機組(zu)靈活性(xing)改造成為煤電(dian)未來發(fa)展新的方向。


對于同一個機組而(er)(er)言,進(jin)行靈(ling)活(huo)性(xing)改造與按照(zhao)單(dan)位(wei)發電(dian)煤(mei)(mei)耗為指標進(jin)行考核(he)的(de)(de)“減排(pai)增效(xiao)”要求是(shi)相(xiang)(xiang)悖的(de)(de)。靈(ling)活(huo)性(xing)改造之后機組長期(qi)運行在設計工況之外,機組能效(xiao)降(jiang)(jiang)低,煤(mei)(mei)耗率上升,同時(shi),頻繁啟停(ting)造成的(de)(de)機械(xie)損傷加大,技(ji)改投(tou)入(ru)的(de)(de)成本是(shi)巨大的(de)(de)。此外,壓低負荷(he),減少發電(dian)量(liang),煤(mei)(mei)電(dian)效(xiao)益也隨之下(xia)降(jiang)(jiang)。一方面投(tou)入(ru)上升,一方面收益降(jiang)(jiang)低,煤(mei)(mei)電(dian)為了適應轉型(xing)而(er)(er)做出的(de)(de)“犧牲”亟待相(xiang)(xiang)應的(de)(de)市(shi)場機制予以補(bu)償。


目(mu)前,在(zai)(zai)(zai)機組靈(ling)活性改造(zao)實施情(qing)況較(jiao)好、熱情(qing)較(jiao)高(gao)的(de)(de)(de)東北,部分改造(zao)后的(de)(de)(de)電(dian)廠獲得了(le)不錯的(de)(de)(de)調峰(feng)收(shou)(shou)益(yi),但這(zhe)(zhe)種收(shou)(shou)益(yi)并非來自一種穩定、可(ke)持續的(de)(de)(de)商業模式,而是在(zai)(zai)(zai)現(xian)行(xing)運(yun)行(xing)管(guan)理規范要求(qiu)下、在(zai)(zai)(zai)規定所(suo)有(you)(you)火電(dian)企業共同承(cheng)擔系統調峰(feng)責任的(de)(de)(de)前提下,在(zai)(zai)(zai)具有(you)(you)義務的(de)(de)(de)群體中形成了(le)一個(ge)局(ju)部性市場(chang),這(zhe)(zhe)個(ge)市場(chang)的(de)(de)(de)空間是十分有(you)(you)限(xian)的(de)(de)(de),這(zhe)(zhe)種模式下的(de)(de)(de)收(shou)(shou)益(yi)難以長久。


蔣莉萍(ping)表示,既然煤電(dian)(dian)仍然是(shi)(shi)電(dian)(dian)力系(xi)統中不可(ke)(ke)或缺的一(yi)員,就不可(ke)(ke)讓它長期處于(yu)大(da)面積(ji)虧(kui)損、難以生存發展的境地,煤電(dian)(dian)的退出應(ying)是(shi)(shi)理性、有序(xu)、有規劃、有步驟的,同時,煤電(dian)(dian)企(qi)(qi)業作為一(yi)個經濟主(zhu)體,是(shi)(shi)社(she)會(hui)資源的一(yi)部(bu)分,需(xu)要給企(qi)(qi)業一(yi)個轉型的時間和機(ji)會(hui)。“電(dian)(dian)力行業中的各(ge)發電(dian)(dian)技(ji)術主(zhu)體的技(ji)術特性和作用各(ge)有所長,因(yin)此需(xu)要互相(xiang)成就、互相(xiang)支持和理解。煤電(dian)(dian)要支持可(ke)(ke)再生能(neng)源大(da)規模(mo)入網,可(ke)(ke)再生能(neng)源也要支持煤電(dian)(dian)的生存需(xu)求和有序(xu)退出。”蔣莉萍(ping)說。


這并(bing)不意味著(zhu)是要讓可再生能源為(wei)煤電機(ji)組參(can)與輔(fu)助服(fu)務做出補償。按照“誰受益(yi),誰承擔”的原則(ze),應建立電力用戶(hu)參(can)與的輔(fu)助服(fu)務分擔共享機(ji)制。“隨著(zhu)電力市場的建設與完善,電力生產運(yun)行中的所有成本最終還是要過渡(du)到電力用戶(hu)身上,甚(shen)至是終端商品消(xiao)費者身上。”蔣莉萍說。


煤炭用于發電的比例仍將提升


在能(neng)(neng)量市場上,煤(mei)電(dian)需要(yao)逐漸讓位給(gei)可(ke)再生能(neng)(neng)源,但可(ke)再生能(neng)(neng)源能(neng)(neng)否(fou)可(ke)靠(kao)補位,能(neng)(neng)否(fou)滿足全社會用電(dian)需求的不斷增長,是能(neng)(neng)源轉(zhuan)型中待(dai)解的命題(ti)。這(zhe)也決定了煤(mei)電(dian)如何分(fen)配電(dian)量和電(dian)力提供的比例。


客觀地說(shuo),在(zai)特定的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)源結構和(he)技術條(tiao)件下,系統(tong)對于(yu)可(ke)再生能(neng)(neng)源的(de)(de)(de)(de)接納能(neng)(neng)力(li)是(shi)有一定限(xian)度(du)的(de)(de)(de)(de)。比如(ru)在(zai)風能(neng)(neng)資源豐富的(de)(de)(de)(de)東(dong)北,冬季的(de)(de)(de)(de)調峰矛盾十(shi)分(fen)(fen)尖銳,尤(you)其是(shi)深(shen)夜,風電(dian)(dian)(dian)(dian)(dian)(dian)面臨“三期(qi)(qi)(qi)疊(die)加”的(de)(de)(de)(de)形勢:風電(dian)(dian)(dian)(dian)(dian)(dian)出(chu)力(li)高(gao)(gao)(gao)峰期(qi)(qi)(qi)遭遇用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負(fu)荷低(di)谷期(qi)(qi)(qi)和(he)取暖高(gao)(gao)(gao)峰期(qi)(qi)(qi)。冬季風電(dian)(dian)(dian)(dian)(dian)(dian)大(da)發時(shi),東(dong)北地區處(chu)于(yu)供(gong)(gong)暖期(qi)(qi)(qi),70%以上(shang)的(de)(de)(de)(de)煤電(dian)(dian)(dian)(dian)(dian)(dian)機組都是(shi)熱電(dian)(dian)(dian)(dian)(dian)(dian)聯(lian)產(chan)機組,以熱定電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)運行方式(shi)使得機組必須保障供(gong)(gong)熱的(de)(de)(de)(de)最小(xiao)出(chu)力(li),因此留(liu)給風電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)(de)出(chu)力(li)空(kong)間十(shi)分(fen)(fen)有限(xian)。在(zai)一些特殊時(shi)段,按照以熱定電(dian)(dian)(dian)(dian)(dian)(dian)原則,熱電(dian)(dian)(dian)(dian)(dian)(dian)機組的(de)(de)(de)(de)出(chu)力(li)已然高(gao)(gao)(gao)于(yu)系統(tong)的(de)(de)(de)(de)用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)負(fu)荷,完全沒有空(kong)間接納風電(dian)(dian)(dian)(dian)(dian)(dian)。在(zai)春節工廠停工期(qi)(qi)(qi),負(fu)荷走(zou)低(di)更是(shi)加劇了消(xiao)納矛盾。


可(ke)再(zai)生能(neng)源的另一主力(li)(li)光伏,在(zai)夏季傍晚用電高峰來(lai)臨時,光照(zhao)漸(jian)少,出(chu)力(li)(li)降(jiang)低。可(ke)再(zai)生能(neng)源發電出(chu)力(li)(li)無(wu)法與用電負荷曲線(xian)匹(pi)配(pei),甚至在(zai)某些時段(duan)完全相反,是其大規模(mo)入網(wang)的最大障礙。可(ke)穩定(ding)供(gong)應、聽從調度指令的煤電的可(ke)貴之處(chu),是可(ke)再(zai)生能(neng)源發電所不具備的。


當前,“十(shi)四五”規(gui)劃(hua)在即,煤(mei)(mei)電如何(he)合理規(gui)劃(hua)、適(shi)度發展,是(shi)業內(nei)關注(zhu)的(de)(de)(de)(de)(de)焦點。蔣莉(li)萍認(ren)為,在我(wo)(wo)國,從總體能源供應格局(ju)來看,煤(mei)(mei)炭(tan)用(yong)于發電的(de)(de)(de)(de)(de)比(bi)例還會有較大的(de)(de)(de)(de)(de)提升需(xu)要(yao)。目前我(wo)(wo)國50%的(de)(de)(de)(de)(de)煤(mei)(mei)炭(tan)用(yong)來發電,在全球范圍內(nei),這一數值(zhi)平(ping)均(jun)約為80%。大量(liang)的(de)(de)(de)(de)(de)煤(mei)(mei)炭(tan)被直接利用(yong),這種利用(yong)方式能效低(di)且污染物排放高。“減(jian)煤(mei)(mei)”的(de)(de)(de)(de)(de)重點,主要(yao)在于減(jian)少煤(mei)(mei)電以外的(de)(de)(de)(de)(de)煤(mei)(mei)炭(tan)消(xiao)費(fei)。在逐漸“減(jian)煤(mei)(mei)”“去煤(mei)(mei)”的(de)(de)(de)(de)(de)過程中,同樣要(yao)關注(zhu)到(dao)煤(mei)(mei)炭(tan)的(de)(de)(de)(de)(de)高效利用(yong)。


目前(qian),我(wo)(wo)國煤(mei)(mei)電(dian)無論是(shi)(shi)清(qing)潔技術還是(shi)(shi)排放情況(kuang),都(dou)處于(yu)(yu)世(shi)界先進水平(ping),因此,將煤(mei)(mei)炭用(yong)于(yu)(yu)發(fa)(fa)電(dian),是(shi)(shi)最高(gao)效的(de)利(li)用(yong)方式。“從絕對量的(de)角度來(lai)說(shuo),我(wo)(wo)國煤(mei)(mei)電(dian)達(da)峰(feng)的(de)時(shi)間(jian)一(yi)定(ding)晚于(yu)(yu)煤(mei)(mei)炭的(de)達(da)峰(feng)時(shi)間(jian),我(wo)(wo)們(men)分析至少(shao)要(yao)晚兩年左右。煤(mei)(mei)炭達(da)峰(feng)之后,不(bu)一(yi)定(ding)煤(mei)(mei)電(dian)不(bu)增(zeng)加。就我(wo)(wo)國的(de)具體情況(kuang)而言,提高(gao)煤(mei)(mei)炭發(fa)(fa)電(dian)的(de)比例,是(shi)(shi)‘做(zuo)好煤(mei)(mei)炭清(qing)潔利(li)用(yong)這篇(pian)文章’的(de)重要(yao)措施之一(yi)。


另外(wai),個人的(de)(de)觀點,談(tan)煤(mei)電(dian)(dian)峰值(zhi),重點不應該關(guan)注(zhu)煤(mei)電(dian)(dian)裝(zhuang)機(ji)的(de)(de)峰值(zhi),而(er)應該關(guan)注(zhu)煤(mei)電(dian)(dian)發電(dian)(dian)量的(de)(de)峰值(zhi),或者(zhe)煤(mei)電(dian)(dian)發電(dian)(dian)量在總發電(dian)(dian)量中的(de)(de)占比峰值(zhi)。裝(zhuang)機(ji)取決于(yu)系統調(diao)度(du)運(yun)行的(de)(de)需要及(ji)其(qi)相(xiang)對于(yu)其(qi)它靈活性資(zi)源的(de)(de)經濟性或市場競爭力,但燃煤(mei)發電(dian)(dian)量不可無(wu)限上升。”


蔣莉萍(ping)說,“從能(neng)(neng)源(yuan)轉型的(de)角度來看,無論(lun)是煤炭資源(yuan),還是可再生能(neng)(neng)源(yuan)資源(yuan),都需(xu)要(yao)(yao)通過轉換為電(dian)力才能(neng)(neng)最大(da)限(xian)度地發揮(hui)其價值和能(neng)(neng)效。可以說,電(dian)力行業承擔(dan)著國家(jia)能(neng)(neng)源(yuan)轉型的(de)重任,而(er)轉型中的(de)電(dian)力行業,需(xu)要(yao)(yao)始終(zhong)秉(bing)持(chi)多元開放、優(you)勢互補(bu)的(de)思(si)路,將不同電(dian)源(yuan)品種、不同特性的(de)用(yong)戶(hu)和用(yong)電(dian)行為進行優(you)化組合,形(xing)成(cheng)一(yi)個8760小時(shi)瞬(shun)時(shi)平衡系(xi)統,讓各個利益主體通過競(jing)爭獲得合理的(de)地位,讓用(yong)戶(hu)用(yong)能(neng)(neng)成(cheng)本降(jiang)到最低,讓能(neng)(neng)源(yuan)轉型良性落地。”
