智(zhi)慧(hui)能(neng)源支撐(cheng)著智(zhi)慧(hui)城市建(jian)設,泛(fan)(fan)在(zai)電(dian)力(li)物聯(lian)網(wang)(wang)(wang)是其中的重要基礎。今年1月,“加快(kuai)建(jian)設泛(fan)(fan)在(zai)電(dian)力(li)物聯(lian)網(wang)(wang)(wang)”首次寫入國家電(dian)網(wang)(wang)(wang)公司兩會(hui)報告,一(yi)(yi)經公開,立即引發社(she)會(hui)各界、資本市場和國內外同行的廣(guang)泛(fan)(fan)關注與熱議。建(jian)設泛(fan)(fan)在(zai)電(dian)力(li)物聯(lian)網(wang)(wang)(wang)將(jiang)變革(ge)傳統的電(dian)網(wang)(wang)(wang)工(gong)業體系(xi),把以供給保障用(yong)電(dian)為中心變為以客戶為中心。半年多(duo)來(lai),“泛(fan)(fan)在(zai)電(dian)力(li)物聯(lian)網(wang)(wang)(wang)”從一(yi)(yi)個陌生(sheng)的名詞,逐步走向公共建(jian)筑(zhu)、工(gong)業園區、城市交通等多(duo)個應(ying)用(yong)場景,為用(yong)戶帶來(lai)了更多(duo)的參與感(gan)(gan)和獲(huo)得感(gan)(gan)。

以非化石能源為主的電源結構有助于實現能源轉型
記者:您曾(ceng)提出,能源(yuan)轉型(xing)的核心是(shi)新(xin)一代電力(li)系統(tong)。請(qing)問電力(li)系統(tong)的發展(zhan)經過了(le)哪幾個階段?
周孝信:新一(yi)(yi)代(dai)能源系(xi)統是以(yi)(yi)電力(li)為中(zhong)心,以(yi)(yi)電網(wang)為主干(gan)和平臺,各種一(yi)(yi)次(ci)(ci)、二次(ci)(ci)能源的(de)生產、傳輸、使用(yong)、存儲和轉換裝置以(yi)(yi)及信(xin)息、通(tong)信(xin)、控制(zhi)和保護裝置直(zhi)接或(huo)間接所構成的(de)網(wang)絡化物理系(xi)統。
回顧電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)的(de)發展歷程,第一(yi)(yi)代(dai)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)是(shi)19世(shi)紀末(mo)至(zhi)20世(shi)紀50年代(dai),特(te)點是(shi)小機組、低電(dian)(dian)(dian)(dian)壓、小電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)安全(quan)和供電(dian)(dian)(dian)(dian)可(ke)靠性低,當時的(de)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)和電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)處于初級發展模式。第二代(dai)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)是(shi)20世(shi)紀50年代(dai)至(zhi)20世(shi)紀末(mo),特(te)點是(shi)大機組、超(chao)高壓和大電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),安全(quan)性和可(ke)靠性得以(yi)提高,但大電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)停電(dian)(dian)(dian)(dian)風(feng)險依(yi)然存(cun)在,且仍然高度(du)依(yi)賴(lai)化(hua)石能(neng)源(yuan)(yuan)(yuan),是(shi)一(yi)(yi)種不可(ke)持(chi)續的(de)發展模式。第三(san)代(dai)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong)是(shi)從21世(shi)紀初至(zhi)21世(shi)紀中葉,以(yi)可(ke)再生(sheng)能(neng)源(yuan)(yuan)(yuan)和清潔(jie)能(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)(dian)(dian)為主(占(zhan)70%—80%以(yi)上),骨干(gan)(gan)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)與分布式電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)結合(he),主干(gan)(gan)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)與局(ju)域配電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、微電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)相結合(he)。在這期間(jian),供電(dian)(dian)(dian)(dian)可(ke)靠性大幅提高,基本可(ke)以(yi)排除用戶意(yi)外停電(dian)(dian)(dian)(dian)的(de)風(feng)險,且是(shi)以(yi)非化(hua)石能(neng)源(yuan)(yuan)(yuan)為主的(de)綜合(he)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統(tong),是(shi)一(yi)(yi)種可(ke)持(chi)續的(de)發展模式。
記者:您認為(wei)新一代電力系統發展的最(zui)大推(tui)動(dong)力是什么?
周孝信:個人認(ren)為,一個就(jiu)是綠色(se)發展,這(zhe)是在(zai)可再生(sheng)能源技術發展推動(dong)下的(de)(de)電力(li)(li)系統(tong)(tong)轉(zhuan)型。另(ling)一個就(jiu)是數字(zi)革(ge)命(ming),這(zhe)是在(zai)互聯網信(xin)息技術進步推動(dong)下的(de)(de)電力(li)(li)系統(tong)(tong)數字(zi)化(hua)和智能化(hua)。這(zhe)兩(liang)大革(ge)命(ming)是推動(dong)電力(li)(li)系統(tong)(tong)發展模式(shi)轉(zhuan)換的(de)(de)驅動(dong)力(li)(li)。
第(di)三代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)即新(xin)(xin)一(yi)代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong),是(shi)(shi)百年(nian)來第(di)一(yi)、二(er)代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)的(de)(de)(de)(de)(de)傳承(cheng)和發(fa)展(zhan)。從第(di)一(yi)代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)到第(di)三代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)發(fa)展(zhan)的(de)(de)(de)(de)(de)內在動力(li)是(shi)(shi)電(dian)(dian)(dian)能(neng)(neng)(neng)供需的(de)(de)(de)(de)(de)變(bian)化(hua),對(dui)于第(di)三代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)而(er)言(yan),其主要驅動力(li)是(shi)(shi)電(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)結構(gou)的(de)(de)(de)(de)(de)變(bian)化(hua)。這(zhe)種變(bian)化(hua)是(shi)(shi)伴隨(sui)著(zhu)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)轉(zhuan)型發(fa)生(sheng)的(de)(de)(de)(de)(de),原因在于化(hua)石(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)有限資源(yuan)(yuan)(yuan)(yuan)、環境保護要求日益嚴格,以及(ji)在信(xin)息通信(xin)技術(shu)高(gao)速發(fa)展(zhan)的(de)(de)(de)(de)(de)推動下,對(dui)系(xi)統(tong)(tong)(tong)(tong)運行(xing)和用(yong)戶(hu)服務自動化(hua)、智能(neng)(neng)(neng)化(hua)水平的(de)(de)(de)(de)(de)更高(gao)要求。我始(shi)終認為,第(di)三代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong)最根本特征(zheng)就是(shi)(shi)電(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)變(bian)化(hua),結構(gou)的(de)(de)(de)(de)(de)變(bian)化(hua)影響(xiang)著(zhu)一(yi)切。大力(li)開發(fa)利用(yong)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan),形成以非化(hua)石(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)為主的(de)(de)(de)(de)(de)電(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)結構(gou),構(gou)建新(xin)(xin)一(yi)代(dai)電(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)(tong)(tong),是(shi)(shi)實現能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)轉(zhuan)型、建設(she)新(xin)(xin)一(yi)代(dai)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)系(xi)統(tong)(tong)(tong)(tong)的(de)(de)(de)(de)(de)主要途徑(jing)。
建立既節能環保又滿足生活需要的城市能源系統
記者:新(xin)一代城市能源電力系(xi)統表現出了哪些主要特征(zheng)?
周孝信:我(wo)(wo)認為,新一(yi)代城市(shi)能(neng)(neng)源(yuan)(yuan)電(dian)力(li)系(xi)統主要有(you)四(si)個(ge)特(te)征:一(yi)是(shi)(shi)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)優先、因地制(zhi)宜的多(duo)元能(neng)(neng)源(yuan)(yuan)結構。我(wo)(wo)認為城市(shi)的發展肯定(ding)要電(dian)氣(qi)化(hua)優先,但一(yi)定(ding)要因地制(zhi)宜地考慮(lv),而(er)不是(shi)(shi)千篇一(yi)律(lv)。比(bi)(bi)如要考慮(lv)多(duo)元化(hua)的清潔(jie)能(neng)(neng)源(yuan)(yuan),包括天然氣(qi)、分(fen)布(bu)(bu)式光伏(fu)、地熱等。二是(shi)(shi)集中分(fen)布(bu)(bu)并舉、協(xie)同可(ke)靠的電(dian)力(li)生產(chan)和供應模(mo)式。今后要發展分(fen)布(bu)(bu)式能(neng)(neng)源(yuan)(yuan),而(er)且它將來可(ke)能(neng)(neng)占(zhan)的比(bi)(bi)重會(hui)越(yue)來越(yue)大。所以,不管是(shi)(shi)做電(dian)源(yuan)(yuan)規劃(hua)或是(shi)(shi)電(dian)力(li)規劃(hua),一(yi)定(ding)要協(xie)同起來。三是(shi)(shi)供需互(hu)(hu)動、多(duo)能(neng)(neng)互(hu)(hu)補(bu)(bu)、節約(yue)高(gao)(gao)效的用(yong)能(neng)(neng)用(yong)電(dian)方式。我(wo)(wo)覺得,多(duo)能(neng)(neng)互(hu)(hu)補(bu)(bu)更適合在城市(shi)里發展,特(te)別是(shi)(shi)在一(yi)些大型企業(ye),比(bi)(bi)如工商企業(ye)中。同時,我(wo)(wo)呼吁大家要養(yang)成(cheng)節約(yue)的習(xi)慣,比(bi)(bi)如節電(dian)節能(neng)(neng),學會(hui)高(gao)(gao)效的用(yong)能(neng)(neng)用(yong)電(dian)方式。四(si)是(shi)(shi)面向(xiang)全社會(hui)的平(ping)臺(tai)性和綜(zong)合能(neng)(neng)源(yuan)(yuan)電(dian)力(li)服務。
記者:判斷(duan)新一代“城市能源電力系統”關鍵指標(biao)是什么?
周孝信:我認(ren)為,關鍵指(zhi)標主(zhu)要包括電能(neng)在終端能(neng)源(yuan)(yuan)消費中的比重、供電供能(neng)可靠性指(zhi)標、城市綠色(se)能(neng)源(yuan)(yuan)生(sheng)產消費指(zhi)標(綠色(se)交通、綠色(se)建筑、工(gong)商企業、城市居民)、城市能(neng)源(yuan)(yuan)系統總(zong)體能(neng)源(yuan)(yuan)利用效(xiao)率(lv)等。
具體而(er)言(yan),比如(ru)在(zai)(zai)綠色交通方面,要(yao)(yao)看(kan)其電(dian)氣化和清(qing)潔(jie)燃料的(de)(de)應用(yong)指標(biao)。在(zai)(zai)城(cheng)市里,比如(ru)公(gong)交車和私家車,要(yao)(yao)看(kan)有(you)多(duo)少是電(dian)動的(de)(de)、有(you)多(duo)少是用(yong)氫能(neng)(neng)的(de)(de)、還有(you)多(duo)少是用(yong)甲醇的(de)(de)。這(zhe)些(xie)都是我(wo)們一(yi)定要(yao)(yao)考慮的(de)(de)方面。而(er)在(zai)(zai)綠色建(jian)筑領域,就要(yao)(yao)看(kan)建(jian)筑節(jie)(jie)能(neng)(neng)和清(qing)潔(jie)供暖(nuan)制冷(leng)指標(biao)。建(jian)筑領域作為(wei)節(jie)(jie)能(neng)(neng)降耗的(de)(de)重要(yao)(yao)領域,現(xian)在(zai)(zai)有(you)很(hen)(hen)多(duo)標(biao)準,目(mu)前實(shi)現(xian)的(de)(de)情況(kuang)如(ru)何?我(wo)們也(ye)要(yao)(yao)重點關(guan)注(zhu)。在(zai)(zai)工商企(qi)業中,要(yao)(yao)關(guan)注(zhu)節(jie)(jie)能(neng)(neng)和多(duo)能(neng)(neng)互補指標(biao)。而(er)在(zai)(zai)城(cheng)市居民(min)生(sheng)活(huo)中,要(yao)(yao)看(kan)節(jie)(jie)能(neng)(neng)和綠色簡約舒適生(sheng)活(huo)方式指標(biao)。我(wo)曾到(dao)長江沿岸(an)地帶調(diao)研,發現(xian)供暖(nuan)是一(yi)個(ge)極大(da)(da)(da)的(de)(de)問題。這(zhe)里夏天(tian)(tian)很(hen)(hen)熱、冬天(tian)(tian)很(hen)(hen)冷(leng),北方的(de)(de)冬天(tian)(tian)有(you)暖(nuan)氣用(yong),大(da)(da)(da)家會(hui)感到(dao)很(hen)(hen)舒適,而(er)這(zhe)里很(hen)(hen)冷(leng),大(da)(da)(da)家又想提高生(sheng)活(huo)質量怎么辦呢(ni)?大(da)(da)(da)部分人會(hui)選擇用(yong)電(dian),但是代價(jia)很(hen)(hen)大(da)(da)(da)。所以,現(xian)在(zai)(zai)有(you)沒有(you)這(zhe)樣一(yi)個(ge)解決方案(an)?既能(neng)(neng)滿足老百姓高品質的(de)(de)生(sheng)活(huo)需(xu)求,同時又是節(jie)(jie)能(neng)(neng)的(de)(de)、清(qing)潔(jie)的(de)(de)、老百姓消費得起的(de)(de)。這(zhe)個(ge)問題有(you)待進一(yi)步思考。
新一代電力系統要最大化地提高能源綜合利用效率
記者:能源互聯網(wang)可(ke)為傳統電網(wang)提供(gong)哪些可(ke)行的發(fa)展路(lu)徑?
周孝信:傳(chuan)統(tong)(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)(tong)本(ben)身(shen)就(jiu)具(ju)有互聯網特(te)性(xing)。在(zai)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)側,傳(chuan)統(tong)(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)(tong)中各類一次(ci)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)和分散化布局的(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)結(jie)構(gou),通過大規模互聯的(de)輸配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網絡,連(lian)接(jie)千家萬戶,具(ju)有天(tian)然的(de)網絡化基本(ben)特(te)征(zheng);而在(zai)負荷側,傳(chuan)統(tong)(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)(tong)終端用(yong)戶用(yong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)早已實現(xian)“即插即用(yong)”,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶根據需要從網上(shang)取電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian),具(ju)有典型的(de)開放(fang)和分享(xiang)的(de)互聯網特(te)征(zheng)。但是,傳(chuan)統(tong)(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)(tong)不(bu)支持用(yong)戶分布式電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)的(de)“即插即用(yong)”,無法(fa)實現(xian)用(yong)戶與電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網之間能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和信息(xi)的(de)雙向流動,且不(bu)適應(ying)多種(zhong)形式能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)協同互補,提(ti)高能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)率的(de)能(neng)(neng)(neng)力(li)受限(xian)。因此,傳(chuan)統(tong)(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統(tong)(tong)不(bu)能(neng)(neng)(neng)適應(ying)分散化布局用(yong)戶能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)的(de)市場化,為能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶服務的(de)能(neng)(neng)(neng)力(li)受限(xian)。

記者:新一代電力系(xi)統發展優勢(shi)和目標是什么?
