6月27日,為(wei)進一步全面放開(kai)(kai)經營(ying)(ying)性電(dian)(dian)力(li)(li)(li)用(yong)戶發(fa)用(yong)電(dian)(dian)計劃,提(ti)高電(dian)(dian)力(li)(li)(li)交易市場化程度,深(shen)化電(dian)(dian)力(li)(li)(li)體(ti)制改革(ge),國家(jia)發(fa)展改革(ge)委發(fa)布《關(guan)于(yu)全面放開(kai)(kai)經營(ying)(ying)性電(dian)(dian)力(li)(li)(li)用(yong)戶發(fa)用(yong)電(dian)(dian)計劃的通知》(發(fa)改運行〔2019〕1105號(hao),以下簡稱(cheng)“通知”)。
《通(tong)知》指(zhi)出(chu),要切實做好規劃(hua)內清(qing)(qing)潔(jie)電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)的發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)保(bao)障工(gong)(gong)作。研究推進保(bao)障優先發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)政策執行(xing),重點(dian)考慮核(he)電(dian)(dian)(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)(dian)(dian)、太陽能(neng)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)等(deng)清(qing)(qing)潔(jie)能(neng)源(yuan)的保(bao)障性(xing)收購。積極推進風電(dian)(dian)(dian)(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)無補貼平價上網(wang)工(gong)(gong)作,對(dui)平價上網(wang)項目和(he)低(di)價上網(wang)項目,要將全部電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)納入優先發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)計劃(hua)予以(yi)保(bao)障,在(zai)同等(deng)條件下優先上網(wang)。電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)、電(dian)(dian)(dian)(dian)(dian)(dian)力用戶(hu)和(he)售電(dian)(dian)(dian)(dian)(dian)(dian)公司應按要求(qiu)承擔(dan)相關責任,落(luo)實清(qing)(qing)潔(jie)能(neng)源(yuan)消納義務。鼓勵經營性(xing)電(dian)(dian)(dian)(dian)(dian)(dian)力用戶(hu)與核(he)電(dian)(dian)(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)(dian)(dian)、太陽能(neng)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)等(deng)清(qing)(qing)潔(jie)能(neng)源(yuan)開展市(shi)場化交易,消納計劃(hua)外增送(song)清(qing)(qing)潔(jie)能(neng)源(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)。

為深入學習(xi)貫徹習(xi)近平新時代中國特色社會(hui)主義思想和黨的十(shi)九大精神,認真(zhen)落實(shi)中央經濟工作會(hui)議和政(zheng)府工作報告部署(shu)要求(qiu)(qiu),進一步全面放開(kai)經營性(xing)電(dian)力(li)用(yong)(yong)戶(hu)發用(yong)(yong)電(dian)計(ji)劃(hua),提高(gao)電(dian)力(li)交(jiao)易市場化(hua)程度,深化(hua)電(dian)力(li)體制改革(ge),現就(jiu)全面放開(kai)經營性(xing)電(dian)力(li)用(yong)(yong)戶(hu)發用(yong)(yong)電(dian)計(ji)劃(hua)有關要求(qiu)(qiu)通(tong)知如下。
一、全面放開經營性電力用戶發用電計劃
(一(yi))各地要統籌推進全面放(fang)開(kai)經營性電力用戶發用電計劃工作,堅(jian)持規(gui)范有序(xu)穩(wen)(wen)妥的原則(ze),堅(jian)持市(shi)場化方向完善(shan)價格形成機制,落實清潔(jie)能源消納(na)要求,確保電網(wang)安全穩(wen)(wen)定運行(xing)和(he)電力用戶的穩(wen)(wen)定供(gong)應,加強市(shi)場主體準入、交易(yi)合同、交易(yi)價格的事中事后監管。
(二)經(jing)營(ying)性(xing)電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶的(de)發用(yong)(yong)(yong)電(dian)(dian)(dian)計劃(hua)原(yuan)則(ze)上(shang)全部(bu)放開(kai)。除居民、農業(ye)、重要公用(yong)(yong)(yong)事業(ye)和公益(yi)性(xing)服務等行業(ye)電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶以及電(dian)(dian)(dian)力(li)生產供應所必需的(de)廠用(yong)(yong)(yong)電(dian)(dian)(dian)和線損(sun)之外,其(qi)他電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶均(jun)屬于經(jing)營(ying)性(xing)電(dian)(dian)(dian)力(li)用(yong)(yong)(yong)戶。
(三)經(jing)營性電(dian)(dian)力(li)用(yong)戶(hu)(hu)中(zhong)(zhong),不符(fu)(fu)合國家產業(ye)政策的(de)電(dian)(dian)力(li)用(yong)戶(hu)(hu)暫不參與市場(chang)化交易,產品(pin)和工藝(yi)屬于(yu)《產業(ye)結構調整(zheng)指導(dao)目錄》中(zhong)(zhong)淘汰類和限制類的(de)電(dian)(dian)力(li)用(yong)戶(hu)(hu)嚴格執(zhi)行(xing)現(xian)有差別(bie)電(dian)(dian)價(jia)政策。符(fu)(fu)合階(jie)梯電(dian)(dian)價(jia)政策的(de)企業(ye)用(yong)戶(hu)(hu)在市場(chang)化電(dian)(dian)價(jia)的(de)基礎上繼續執(zhi)行(xing)階(jie)梯電(dian)(dian)價(jia)政策。
(四)擁有燃煤自備(bei)(bei)電廠的企業(ye)(ye)按照國家有關規定承擔政(zheng)(zheng)(zheng)府性(xing)基金及附加、政(zheng)(zheng)(zheng)策(ce)性(xing)交(jiao)叉補貼、普遍(bian)服(fu)務和(he)社會責任,按約定向電網企業(ye)(ye)支(zhi)付系統(tong)備(bei)(bei)用(yong)(yong)費(fei),取得電力業(ye)(ye)務許(xu)可證(zheng),達到能效、環保要求,成為合格市場主體后,有序(xu)推進(jin)其自發(fa)自用(yong)(yong)以外電量按交(jiao)易規則參與交(jiao)易。為促進(jin)和(he)鼓勵(li)資(zi)源綜合利用(yong)(yong),對(dui)回(hui)收利用(yong)(yong)工業(ye)(ye)生(sheng)(sheng)產過程中產生(sheng)(sheng)可利用(yong)(yong)的熱能、壓差(cha)以及余(yu)氣等建設相(xiang)應規模的余(yu)熱、余(yu)壓、余(yu)氣自備(bei)(bei)電廠,繼(ji)續(xu)實施減免(mian)系統(tong)備(bei)(bei)用(yong)(yong)費(fei)和(he)政(zheng)(zheng)(zheng)策(ce)性(xing)交(jiao)叉補貼等相(xiang)關支(zhi)持(chi)政(zheng)(zheng)(zheng)策(ce)。
(五)各地政府主(zhu)管部門要會同電(dian)(dian)(dian)網企業,細化研究并詳細梳(shu)理暫不(bu)參與(yu)市(shi)場(chang)(chang)的用戶(hu)(hu)清單,掌握經營性(xing)電(dian)(dian)(dian)力用戶(hu)(hu)參與(yu)市(shi)場(chang)(chang)化交易情況,逐(zhu)步建立分行業電(dian)(dian)(dian)力用戶(hu)(hu)參與(yu)市(shi)場(chang)(chang)化交易統計分析制度,及(ji)時掌握經營性(xing)電(dian)(dian)(dian)力用戶(hu)(hu)全面放開情況。
二、支持中小用戶參與市場化交易
(六)積極支持中小(xiao)用(yong)(yong)戶由售電(dian)公司代理參加市(shi)場化(hua)交易,中小(xiao)用(yong)(yong)戶需與售電(dian)公司簽(qian)訂代理購電(dian)合(he)(he)同,與電(dian)網企(qi)業簽(qian)訂供用(yong)(yong)電(dian)合(he)(he)同,明確有關權責(ze)義(yi)務。
(七)經營(ying)性電(dian)力用(yong)戶(hu)(hu)全面(mian)放開參(can)(can)與(yu)市(shi)場化交易主(zhu)要形式可(ke)以包括直接參(can)(can)與(yu)、由售電(dian)公司代理參(can)(can)與(yu)、其(qi)他各地(di)根據(ju)實(shi)際情(qing)況(kuang)研究明確的(de)(de)市(shi)場化方(fang)式等,各地(di)要抓緊研究并合理制(zhi)定中小(xiao)用(yong)戶(hu)(hu)參(can)(can)與(yu)市(shi)場化交易的(de)(de)方(fang)式,中小(xiao)用(yong)戶(hu)(hu)可(ke)根據(ju)自身實(shi)際自主(zhu)選擇,也(ye)可(ke)以放棄(qi)選擇權,保(bao)持現有的(de)(de)購電(dian)方(fang)式。各地(di)可(ke)結合本地(di)區電(dian)力供需(xu)形勢,針對全面(mian)放開經營(ying)性電(dian)力用(yong)戶(hu)(hu)發用(yong)電(dian)計劃設定一段時間(jian)的(de)(de)過渡期(qi)。
(八)針對選擇參與市場化(hua)交易(yi)但(dan)無法(fa)與發電(dian)企業(ye)達成交易(yi)意向的中小用戶,過(guo)渡(du)期內執行(xing)(xing)原(yuan)有(you)購(gou)電(dian)方式(shi),過(guo)渡(du)期后執行(xing)(xing)其他市場化(hua)購(gou)電(dian)方式(shi)。
(九)退出市場化交易(yi)或未選擇參與(yu)市場化交易(yi)的中小用戶(hu),在再次直接參與(yu)或通(tong)過代(dai)理方式參與(yu)市場化交易(yi)前,由電網企業承擔保底供電責任(ren)。
三、健全全面放開經營性發用電計劃后的價格形成機制
(十)全(quan)面放(fang)開經營(ying)性發用電計劃后的(de)價(jia)格形(xing)成機制,按照價(jia)格主管(guan)部(bu)門的(de)有關政策執(zhi)行。
(十一(yi))對于已按市場化(hua)交易規(gui)(gui)則(ze)(ze)執行的電量(liang),價格仍按照(zhao)市場化(hua)規(gui)(gui)則(ze)(ze)形成。鼓勵電力用戶和發電企業(ye)自主協商簽訂合同時,以靈(ling)活可浮(fu)動的形式確定(ding)具體(ti)價格,價格浮(fu)動方式由雙(shuang)方事先約定(ding)。
四、切實做好公益性用電的供應保障工作
(十二(er))各地要(yao)(yao)(yao)進一步落實規范(fan)優先發(fa)(fa)電、優先購電管(guan)理有關(guan)要(yao)(yao)(yao)求,對農業、居(ju)民生活及黨政(zheng)機關(guan)、學(xue)校、醫院、公(gong)共交通(tong)、金融(rong)、通(tong)信、郵(you)政(zheng)、供水、供氣等(deng)重(zhong)要(yao)(yao)(yao)公(gong)用事業、公(gong)益(yi)性(xing)服務等(deng)用戶安排優先購電。結(jie)合本地實際,加強(qiang)分類(lei)施策,抓緊研究保障優先發(fa)(fa)電、優先購電執行的措施,統籌做(zuo)好(hao)優先發(fa)(fa)電優先購電計劃規范(fan)管(guan)理工作。
(十三)各地要根據優先(xian)(xian)購電(dian)保障(zhang)(zhang)原(yuan)則,詳(xiang)細梳理優先(xian)(xian)購電(dian)用戶清(qing)單,實施動態管理、跟蹤保障(zhang)(zhang),原(yuan)則上優先(xian)(xian)購電(dian)之外的其他經營性電(dian)力(li)用戶全部參(can)與市(shi)場。
(十(shi)四)各地要合理制定有(you)(you)序用(yong)電(dian)方(fang)案并按年(nian)度滾動(dong)調整(zheng),出現電(dian)力缺口(kou)或(huo)重大突發事件(jian)時,對優先(xian)購電(dian)用(yong)戶保障(zhang)供電(dian),其他用(yong)戶按照有(you)(you)序用(yong)電(dian)方(fang)案承擔有(you)(you)序用(yong)電(dian)義務。
(十五)電(dian)(dian)(dian)網企業(ye)要按照規(gui)定承擔(dan)相關責任,按照政府定價保(bao)障優先(xian)購電(dian)(dian)(dian)用戶用電(dian)(dian)(dian)。優先(xian)購電(dian)(dian)(dian)首(shou)先(xian)由優先(xian)發電(dian)(dian)(dian)電(dian)(dian)(dian)量予(yu)以保(bao)障。
五、切實做好規劃內清潔電源的發電保障工作
(十六)研究推進保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)政策執(zhi)行,重點(dian)考慮核電(dian)(dian)、水(shui)(shui)電(dian)(dian)、風(feng)(feng)電(dian)(dian)、太陽能發(fa)(fa)(fa)(fa)電(dian)(dian)等清潔能源(yuan)的保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)性(xing)收(shou)購(gou)。核電(dian)(dian)機組發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)納入優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)計劃(hua)(hua),按照優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)優(you)先(xian)購(gou)電(dian)(dian)計劃(hua)(hua)管理有關(guan)工作(zuo)要求做(zuo)好(hao)(hao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)消納工作(zuo)。水(shui)(shui)電(dian)(dian)在(zai)(zai)消納條(tiao)件(jian)(jian)較(jiao)好(hao)(hao)地(di)區(qu),根(gen)據來(lai)水(shui)(shui)情況,兼顧資源(yuan)條(tiao)件(jian)(jian)、歷史均值和綜合利(li)(li)(li)(li)用(yong)等要求,安(an)(an)(an)排(pai)優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)計劃(hua)(hua);在(zai)(zai)消納受(shou)限地(di)區(qu),以(yi)近年(nian)(nian)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)為基礎,根(gen)據市場(chang)空(kong)間安(an)(an)(an)排(pai)保(bao)(bao)(bao)(bao)量(liang)(liang)保(bao)(bao)(bao)(bao)價的優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)計劃(hua)(hua),保(bao)(bao)(bao)(bao)量(liang)(liang)保(bao)(bao)(bao)(bao)價之外的優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)通(tong)過(guo)市場(chang)化方式確定(ding)價格。風(feng)(feng)電(dian)(dian)、太陽能發(fa)(fa)(fa)(fa)電(dian)(dian)等新能源(yuan),在(zai)(zai)國(guo)家(jia)未核定(ding)最低(di)(di)保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)收(shou)購(gou)年(nian)(nian)利(li)(li)(li)(li)用(yong)小時(shi)(shi)數的地(di)區(qu)按照資源(yuan)條(tiao)件(jian)(jian)全(quan)額(e)安(an)(an)(an)排(pai)優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)計劃(hua)(hua);在(zai)(zai)國(guo)家(jia)核定(ding)最低(di)(di)保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)收(shou)購(gou)年(nian)(nian)利(li)(li)(li)(li)用(yong)小時(shi)(shi)數的地(di)區(qu),結(jie)合當地(di)供需形勢合理安(an)(an)(an)排(pai)優(you)先(xian)發(fa)(fa)(fa)(fa)電(dian)(dian)計劃(hua)(hua),在(zai)(zai)國(guo)家(jia)核定(ding)最低(di)(di)保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)收(shou)購(gou)年(nian)(nian)利(li)(li)(li)(li)用(yong)小時(shi)(shi)數內電(dian)(dian)量(liang)(liang)保(bao)(bao)(bao)(bao)量(liang)(liang)保(bao)(bao)(bao)(bao)價收(shou)購(gou)基礎上,鼓(gu)勵超過(guo)最低(di)(di)保(bao)(bao)(bao)(bao)障(zhang)(zhang)(zhang)(zhang)收(shou)購(gou)年(nian)(nian)利(li)(li)(li)(li)用(yong)小時(shi)(shi)數的電(dian)(dian)量(liang)(liang)通(tong)過(guo)參與(yu)市場(chang)化交(jiao)易方式競爭上網。
(十七)積(ji)極推進(jin)風(feng)(feng)電(dian)(dian)、光(guang)伏發(fa)(fa)(fa)電(dian)(dian)無補貼平價上(shang)網(wang)(wang)工作,對平價上(shang)網(wang)(wang)項(xiang)目(mu)和低價上(shang)網(wang)(wang)項(xiang)目(mu),要將全(quan)部電(dian)(dian)量(liang)納入(ru)優先發(fa)(fa)(fa)電(dian)(dian)計(ji)(ji)劃予以保(bao)障,在同(tong)等條件(jian)下優先上(shang)網(wang)(wang)。平價上(shang)網(wang)(wang)項(xiang)目(mu)和低價上(shang)網(wang)(wang)項(xiang)目(mu)如存在棄(qi)風(feng)(feng)、棄(qi)光(guang)情況,由省(sheng)級政府(fu)主管部門會(hui)同(tong)電(dian)(dian)網(wang)(wang)企業將棄(qi)風(feng)(feng)、棄(qi)光(guang)電(dian)(dian)量(liang)全(quan)額核定(ding)為可轉(zhuan)讓的(de)(de)優先發(fa)(fa)(fa)電(dian)(dian)計(ji)(ji)劃,可在全(quan)國范圍內通過發(fa)(fa)(fa)電(dian)(dian)權交(jiao)易(yi)(yi)轉(zhuan)讓給(gei)其他發(fa)(fa)(fa)電(dian)(dian)企業并獲(huo)取收益。電(dian)(dian)力(li)交(jiao)易(yi)(yi)機構要按要求做好(hao)棄(qi)風(feng)(feng)、棄(qi)光(guang)優先發(fa)(fa)(fa)電(dian)(dian)計(ji)(ji)劃的(de)(de)發(fa)(fa)(fa)電(dian)(dian)權交(jiao)易(yi)(yi)的(de)(de)組織工作,推動(dong)交(jiao)易(yi)(yi)落實。
(十八)電(dian)網企(qi)業、電(dian)力用戶和售電(dian)公司應按要求承擔相關責任,落實清潔能(neng)源消納(na)義務。鼓勵(li)參與(yu)跨省跨區市場化交易的市場主體消納(na)優先發電(dian)計(ji)劃外增送清潔能(neng)源電(dian)量。
(十九)鼓勵經營性(xing)電(dian)(dian)(dian)力(li)用戶與(yu)核(he)電(dian)(dian)(dian)、水電(dian)(dian)(dian)、風(feng)(feng)電(dian)(dian)(dian)、太陽能(neng)(neng)發電(dian)(dian)(dian)等清(qing)潔能(neng)(neng)源(yuan)(yuan)開展市場化交易,消(xiao)(xiao)納計劃外(wai)增送(song)清(qing)潔能(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)量。電(dian)(dian)(dian)力(li)交易機構要積(ji)極做(zuo)好清(qing)潔能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)納交易組(zu)織工作,進一步降低(di)棄水、棄風(feng)(feng)、棄光現象(xiang)。
(二十(shi))清潔能(neng)源消納受限(xian)地區要加(jia)快落(luo)實將優先發(fa)電(dian)計劃分為“保量保價”和(he)“保量競(jing)(jing)價”兩部分,其中(zhong)“保量競(jing)(jing)價”部分通過市(shi)場(chang)(chang)化方(fang)式形成(cheng)價格,市(shi)場(chang)(chang)化交易未成(cheng)交部分可執(zhi)行本地區同類型機組市(shi)場(chang)(chang)化形成(cheng)的平均購電(dian)價格。
六、加強電力直接交易的履約監管
(二十一(yi))各地要有針對性地制定和完善相關規章制度,實施守信聯合激勵和失信聯合懲戒機制,加強(qiang)電(dian)力直接交易的履(lv)約監(jian)管(guan)力度。市場主體按(an)照(zhao)市場交易規則組織簽(qian)訂直接交易合同(tong),明確相應的權利義務關系、交易電(dian)量和價格等(deng)重要事項(xiang),并嚴格按(an)照(zhao)合同(tong)內容(rong)履(lv)約執行。
(二(er)十二(er))地方經濟(ji)運行(xing)部(bu)門要會同電(dian)(dian)(dian)網(wang)企業、電(dian)(dian)(dian)力交(jiao)易(yi)機構對電(dian)(dian)(dian)力直(zhi)接交(jiao)易(yi)合(he)同履約(yue)情況(kuang)實行(xing)分月統計,發揮電(dian)(dian)(dian)網(wang)企業及電(dian)(dian)(dian)力交(jiao)易(yi)機構作(zuo)用(yong),將(jiang)直(zhi)接交(jiao)易(yi)合(he)同履約(yue)情況(kuang)納入統一管(guan)理,在一定范圍內按季(ji)度通報(bao)。國家能源局派出機構對轄(xia)區內電(dian)(dian)(dian)力直(zhi)接交(jiao)易(yi)合(he)同履約(yue)情況(kuang)進行(xing)監管(guan)。
(二十三)發電企業、電力用戶、售電公司(si)等(deng)市場(chang)主體要牢(lao)固樹立市場(chang)意識、法律意識、契約(yue)意識和信用意識,直(zhi)接(jie)交易合同(tong)達(da)成后必須(xu)嚴格(ge)執行(xing),未按合同(tong)條款(kuan)執行(xing)需承擔相應違約(yue)責任并接(jie)受相關考核(he)懲罰(fa)。
七、保障措施
(二十四)各(ge)地(di)要根據實際(ji)情(qing)況,采取積極(ji)措施確保跨(kua)省(sheng)跨(kua)區交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)與各(ge)區域、省(sheng)(區、市(shi))電力市(shi)場(chang)協調運作。在(zai)跨(kua)省(sheng)跨(kua)區市(shi)場(chang)化交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)中,鼓勵網(wang)對(dui)(dui)網(wang)、網(wang)對(dui)(dui)點(dian)的(de)直(zhi)接交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi),對(dui)(dui)有條件(jian)的(de)地(di)區,有序支持點(dian)對(dui)(dui)網(wang)、點(dian)對(dui)(dui)點(dian)直(zhi)接交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)。各(ge)地(di)要對(dui)(dui)跨(kua)省(sheng)跨(kua)區送(song)受端(duan)市(shi)場(chang)主體對(dui)(dui)等放(fang)開,促進資源大(da)范(fan)圍優化配(pei)置和清潔能源消納(na)。北京、廣州電力交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)中心和各(ge)地(di)電力交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)機構(gou)要積極(ji)創造條件(jian),完善交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)規則、加強機制建設(she)、搭建交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)平臺,組(zu)織(zhi)開展跨(kua)省(sheng)跨(kua)區市(shi)場(chang)化交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)。
(二(er)十五(wu))中國電力(li)企(qi)業(ye)聯(lian)合會、第三方信(xin)(xin)用(yong)(yong)服務機(ji)構和各電力(li)交(jiao)易機(ji)構開展電力(li)交(jiao)易信(xin)(xin)用(yong)(yong)數(shu)據(ju)采集(ji),建立動態信(xin)(xin)用(yong)(yong)記錄數(shu)據(ju)庫,適時公(gong)布有關(guan)履約(yue)信(xin)(xin)用(yong)(yong)狀況。對誠(cheng)實守信(xin)(xin)、認真履約(yue)的(de)(de)企(qi)業(ye)納入誠(cheng)信(xin)(xin)記錄,對履約(yue)不(bu)力(li)甚(shen)至惡意違約(yue)的(de)(de)企(qi)業(ye)納入不(bu)良信(xin)(xin)用(yong)(yong)記錄并視(shi)情況公(gong)開通報,對存在違法、違規行為和列入“黑(hei)名(ming)單”的(de)(de)嚴(yan)重失信(xin)(xin)企(qi)業(ye)執行聯(lian)合懲戒措(cuo)施。
(二十(shi)六)各(ge)(ge)(ge)省(區、市(shi))政(zheng)府(fu)主(zhu)管(guan)部門(men)每(mei)月向(xiang)國家(jia)發(fa)展(zhan)(zhan)改(gai)革委報送全面放開(kai)發(fa)用電(dian)(dian)計劃進展(zhan)(zhan)情(qing)(qing)況(kuang)(kuang)。各(ge)(ge)(ge)電(dian)(dian)力交易(yi)機構、電(dian)(dian)網企業(ye)負責(ze)市(shi)場化交易(yi)的(de)組織和落實,配合有(you)關部門(men)開(kai)展(zhan)(zhan)監管(guan)。各(ge)(ge)(ge)電(dian)(dian)力交易(yi)機構開(kai)展(zhan)(zhan)對市(shi)場交易(yi)的(de)核查,按時向(xiang)各(ge)(ge)(ge)地政(zheng)府(fu)主(zhu)管(guan)部門(men)報告(gao)有(you)關情(qing)(qing)況(kuang)(kuang)。國家(jia)能源局派出機構對轄區內各(ge)(ge)(ge)省(區、市(shi))全面放開(kai)發(fa)用電(dian)(dian)計劃執(zhi)行情(qing)(qing)況(kuang)(kuang)進行監督,每(mei)季度向(xiang)國家(jia)發(fa)展(zhan)(zhan)改(gai)革委、國家(jia)能源局報送相關情(qing)(qing)況(kuang)(kuang)。
