針對(dui)風(feng)光(guang)水火儲(chu)多能(neng)(neng)互補(bu)示(shi)范工(gong)程,統籌市(shi)場形成價(jia)(jia)格與(yu)政府模擬市(shi)場定價(jia)(jia)兩種手段(duan),加(jia)快推進(jin)電(dian)力和天(tian)然氣現貨市(shi)場、電(dian)力輔(fu)助(zhu)服務(wu)市(shi)場建設,完(wan)善調峰、調頻、備用等輔(fu)助(zhu)服務(wu)價(jia)(jia)格市(shi)場化機制。在市(shi)場化價(jia)(jia)格形成前,實(shi)施有利于(yu)發(fa)揮(hui)各類型電(dian)源調節性能(neng)(neng)的(de)電(dian)價(jia)(jia)、氣價(jia)(jia)及輔(fu)助(zhu)服務(wu)價(jia)(jia)格機制。
(二)加(jia)大政策(ce)扶(fu)持力度
經國家認(ren)定的多(duo)能互(hu)補(bu)(bu)集成優(you)化示范項(xiang)目(mu)優(you)先(xian)(xian)使用國家能源(yuan)規劃確定的各省(區、市(shi))火電(dian)(dian)裝(zhuang)機容量(liang)(liang)、可(ke)(ke)再生能源(yuan)發展規模及補(bu)(bu)貼等總量(liang)(liang)指標額度(du)。風(feng)光水火儲多(duo)能互(hu)補(bu)(bu)示范項(xiang)目(mu)就地消(xiao)納后的富余電(dian)(dian)量(liang)(liang),可(ke)(ke)優(you)先(xian)(xian)參(can)與跨省區電(dian)(dian)力輸送(song)消(xiao)納。符合條件(jian)(jian)的多(duo)能互(hu)補(bu)(bu)集成優(you)化工程(cheng)項(xiang)目(mu)將作為能源(yuan)領域(yu)投資的重點(dian)對象。符合條件(jian)(jian)的項(xiang)目(mu)可(ke)(ke)按程(cheng)序申請(qing)可(ke)(ke)再生電(dian)(dian)價附加(jia)補(bu)(bu)貼,各省(區、市(shi))可(ke)(ke)結合當地實際(ji)情況,通過初投資補(bu)(bu)貼或貼息、開設專項(xiang)債(zhai)券等方(fang)式給(gei)予相關項(xiang)目(mu)具體支持政策。
(三)創(chuang)新管理體制和商業模式
積極支持采(cai)取(qu)政府(fu)和社會資本合(he)(he)(he)作(zuo)模(mo)式(PPP)建設多能(neng)互補(bu)集(ji)成優化(hua)(hua)(hua)示范工程。結合(he)(he)(he)電(dian)(dian)(dian)(dian)力(li)、油氣(qi)(qi)體(ti)制(zhi)改革(ge)工作(zuo),創新終端(duan)(duan)一(yi)體(ti)化(hua)(hua)(hua)集(ji)成供能(neng)系(xi)(xi)統管(guan)(guan)理和運行(xing)模(mo)式,開(kai)展售(shou)電(dian)(dian)(dian)(dian)業務(wu)(wu)放開(kai)改革(ge)。國(guo)家能(neng)源局會同有關(guan)部門完善(shan)電(dian)(dian)(dian)(dian)(氣(qi)(qi)、熱(re)(re))網(wang)(wang)(wang)接入、并網(wang)(wang)(wang)運行(xing)等技(ji)術標(biao)準和規范,統籌協調(diao)用(yong)能(neng)、供能(neng)、電(dian)(dian)(dian)(dian)(氣(qi)(qi)、熱(re)(re))網(wang)(wang)(wang)等各方(fang)(fang)利益,解決終端(duan)(duan)一(yi)體(ti)化(hua)(hua)(hua)集(ji)成供能(neng)系(xi)(xi)統并網(wang)(wang)(wang)和余(yu)電(dian)(dian)(dian)(dian)、余(yu)熱(re)(re)上網(wang)(wang)(wang)問題。相關(guan)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、氣(qi)(qi)網(wang)(wang)(wang)、熱(re)(re)力(li)等管(guan)(guan)網(wang)(wang)(wang)企業負責(ze)提供便捷、及(ji)時(shi)、無障礙接入上網(wang)(wang)(wang)和應急(ji)備用(yong)服(fu)(fu)務(wu)(wu),實施(shi)公平調(diao)度。創新終端(duan)(duan)一(yi)體(ti)化(hua)(hua)(hua)集(ji)成供能(neng)系(xi)(xi)統商業模(mo)式,鼓勵采(cai)取(qu)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、燃氣(qi)(qi)、熱(re)(re)力(li)公司(si)控(kong)股或參股等方(fang)(fang)式組建綜(zong)合(he)(he)(he)能(neng)源服(fu)(fu)務(wu)(wu)公司(si)從事市場化(hua)(hua)(hua)供能(neng)、售(shou)電(dian)(dian)(dian)(dian)等業務(wu)(wu),積極推行(xing)合(he)(he)(he)同能(neng)源管(guan)(guan)理、綜(zong)合(he)(he)(he)節能(neng)服(fu)(fu)務(wu)(wu)等市場化(hua)(hua)(hua)機制(zhi)。加快(kuai)構(gou)建基(ji)于互聯(lian)網(wang)(wang)(wang)的智(zhi)慧用(yong)能(neng)信息化(hua)(hua)(hua)服(fu)(fu)務(wu)(wu)平臺,為(wei)用(yong)戶提供開(kai)放共(gong)享、靈(ling)活智(zhi)能(neng)的綜(zong)合(he)(he)(he)能(neng)源供應及(ji)增值服(fu)(fu)務(wu)(wu)。
六、實施機制
(一)統籌規(gui)劃布局
國(guo)(guo)家(jia)發(fa)(fa)(fa)展改(gai)(gai)革委(wei)(wei)、國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)(yuan)局(ju)(ju)在國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)(yuan)規劃(hua)(hua)中明確多(duo)能(neng)互補集成(cheng)優化示范工程(cheng)建(jian)(jian)設任務,并(bing)將相(xiang)關國(guo)(guo)家(jia)級(ji)示范項(xiang)目(mu)納入規劃(hua)(hua)。各省(sheng)(區(qu)(qu)(qu)、市)能(neng)源(yuan)(yuan)(yuan)主(zhu)管(guan)部門應在省(sheng)級(ji)能(neng)源(yuan)(yuan)(yuan)規劃(hua)(hua)中明確本地區(qu)(qu)(qu)建(jian)(jian)設目(mu)標和任務,針對本省(sheng)(區(qu)(qu)(qu)、市)新(xin)(xin)城(cheng)鎮、新(xin)(xin)建(jian)(jian)產業園區(qu)(qu)(qu)等(deng)新(xin)(xin)增用(yong)能(neng)區(qu)(qu)(qu)域,組織相(xiang)關地方(fang)能(neng)源(yuan)(yuan)(yuan)、城(cheng)建(jian)(jian)等(deng)有(you)關部門研(yan)究制定區(qu)(qu)(qu)域供用(yong)能(neng)系統綜合規劃(hua)(hua),加強與城(cheng)市、土地等(deng)相(xiang)關規劃(hua)(hua)銜(xian)接,通過市場(chang)化招標等(deng)方(fang)式優選投資主(zhu)體,統籌安排供用(yong)能(neng)基礎設施建(jian)(jian)設。具有(you)全國(guo)(guo)示范意義的(de)重(zhong)點項(xiang)目(mu),可由省(sheng)級(ji)能(neng)源(yuan)(yuan)(yuan)主(zhu)管(guan)部門報國(guo)(guo)家(jia)發(fa)(fa)(fa)展改(gai)(gai)革委(wei)(wei)、國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)(yuan)局(ju)(ju)備(bei)案,國(guo)(guo)家(jia)發(fa)(fa)(fa)展改(gai)(gai)革委(wei)(wei)、國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)(yuan)局(ju)(ju)組織有(you)資質的(de)第三方(fang)機構進行審核認(ren)定,向社會(hui)統一公(gong)告。
(二)加(jia)強組(zu)織協調
國(guo)家(jia)發展改革委(wei)、國(guo)家(jia)能(neng)(neng)(neng)源局會同有關部(bu)(bu)門(men)推進和指導多(duo)能(neng)(neng)(neng)互(hu)補(bu)集(ji)成優化示(shi)(shi)(shi)范(fan)(fan)工程(cheng)的(de)實(shi)施(shi),組織制定相關政(zheng)策(ce)和示(shi)(shi)(shi)范(fan)(fan)工程(cheng)評價標(biao)準,協(xie)(xie)調政(zheng)策(ce)落實(shi)中(zhong)的(de)重大問題。各省(sheng)(區、市)能(neng)(neng)(neng)源主管(guan)部(bu)(bu)門(men)應研(yan)究(jiu)制定多(duo)能(neng)(neng)(neng)互(hu)補(bu)集(ji)成優化示(shi)(shi)(shi)范(fan)(fan)工程(cheng)實(shi)施(shi)方(fang)案,負責省(sheng)(區、市)示(shi)(shi)(shi)范(fan)(fan)項(xiang)目(mu)的(de)組織協(xie)(xie)調和監(jian)督(du)管(guan)理(li),優化和簡化項(xiang)目(mu)核準程(cheng)序(xu),協(xie)(xie)調解決項(xiang)目(mu)實(shi)施(shi)過程(cheng)中(zhong)的(de)問題,及時向(xiang)有關部(bu)(bu)門(men)報(bao)告執行中(zhong)出現的(de)問題及政(zheng)策(ce)建議,確保示(shi)(shi)(shi)范(fan)(fan)項(xiang)目(mu)建設(she)進度、質量和示(shi)(shi)(shi)范(fan)(fan)效果。
(三)強(qiang)化事中事后監(jian)管(guan)
國(guo)家能源局派出(chu)機構應加強對(dui)(dui)多(duo)能互補(bu)(bu)集成優(you)化示范(fan)工(gong)程(cheng)事中事后(hou)監管,針(zhen)對(dui)(dui)規劃編制和實施、項目核(he)準(zhun)、價格財稅扶持政策、并網和調度運(yun)行(xing)等(deng)情況出(chu)具監管意見,推動多(duo)能互補(bu)(bu)集成優(you)化示范(fan)工(gong)程(cheng)有(you)效實施。
