隨著2006年《中(zhong)華(hua)人民共和國(guo)(guo)可(ke)再生能源法》的(de)(de)(de)正(zheng)式實施,我(wo)國(guo)(guo)太陽能產(chan)業(ye)(ye)經過“十一五”的(de)(de)(de)高速(su)發展以(yi)及去年以(yi)來的(de)(de)(de)調整,可(ke)謂喜(xi)憂(you)參半。具體(ti)來說,我(wo)國(guo)(guo)太陽能產(chan)業(ye)(ye)在(zai)如(ru)下四個方面取得了可(ke)喜(xi)的(de)(de)(de)進展。
一(yi)是扶持政(zheng)策日益完(wan)善(shan),相關規(gui)劃陸(lu)續(xu)出(chu)臺(tai)。從(cong)已出(chu)臺(tai)的(de)法規(gui)看,2006年(nian)以來,國家先后出(chu)臺(tai)了(le)(le)《可(ke)再(zai)生能(neng)源建筑(zhu)(zhu)應用(yong)專項資金(jin)管理(li)(li)暫(zan)(zan)行(xing)辦(ban)法》、《中華人民共和國節能(neng)法》、《太(tai)陽(yang)能(neng)光電建筑(zhu)(zhu)應用(yong)財(cai)政(zheng)管理(li)(li)暫(zan)(zan)行(xing)辦(ban)法》、《可(ke)再(zai)生能(neng)源建筑(zhu)(zhu)應用(yong)城(cheng)市示(shi)(shi)范(fan)(fan)(fan)實施方(fang)案》、《金(jin)太(tai)陽(yang)示(shi)(shi)范(fan)(fan)(fan)工程(cheng)財(cai)政(zheng)補助資金(jin)管理(li)(li)暫(zan)(zan)行(xing)辦(ban)法》、《國務院關于(yu)加(jia)快培育和發(fa)展(zhan)(zhan)戰略性(xing)新興產(chan)業(ye)的(de)決定(ding)》、《關于(yu)加(jia)強金(jin)太(tai)陽(yang)示(shi)(shi)范(fan)(fan)(fan)工程(cheng)和太(tai)陽(yang)能(neng)光電建筑(zhu)(zhu)應用(yong)示(shi)(shi)范(fan)(fan)(fan)工程(cheng)建設管理(li)(li)的(de)通(tong)知》、《多晶(jing)硅行(xing)業(ye)準入條件》和《關于(yu)完(wan)善(shan)太(tai)陽(yang)能(neng)光伏(fu)發(fa)電上網電價(jia)(jia)政(zheng)策的(de)通(tong)知》等(deng),相關政(zheng)策從(cong)不同視角鼓勵大力發(fa)展(zhan)(zhan)太(tai)陽(yang)能(neng)產(chan)業(ye),制定(ding)了(le)(le)一(yi)系列管理(li)(li)辦(ban)法,規(gui)定(ding)了(le)(le)具體措施。如全國統(tong)一(yi)的(de)標(biao)桿上網電價(jia)(jia),對(dui)(dui)大型地面光伏(fu)電站采(cai)用(yong)資源特許權招標(biao),對(dui)(dui)于(yu)太(tai)陽(yang)能(neng)應用(yong)的(de)初始投資的(de)一(yi)定(ding)比例(li)給予(yu)補貼,對(dui)(dui)進口的(de)光伏(fu)設備在規(gui)定(ding)范(fan)(fan)(fan)圍內免征進口關稅和進口環節增值稅,對(dui)(dui)利用(yong)太(tai)陽(yang)能(neng)發(fa)電和提供(gong)熱(re)力的(de)企業(ye)減征或免征5年(nian)所得(de)稅等(deng),這些相關政(zheng)策將有力地推動我(wo)國太(tai)陽(yang)能(neng)產(chan)業(ye)的(de)發(fa)展(zhan)(zhan)。
從陸(lu)續出臺的(de)規(gui)(gui)劃(hua)(hua)(hua)看,無論是(shi)2007年國(guo)(guo)家(jia)發改委先后出臺的(de)《可(ke)再生能(neng)(neng)源(yuan)發展(zhan)“十一(yi)(yi)五(wu)(wu)”規(gui)(gui)劃(hua)(hua)(hua)》、《高技(ji)術產(chan)(chan)業(ye)發展(zhan)“十一(yi)(yi)五(wu)(wu)”規(gui)(gui)劃(hua)(hua)(hua)》、《可(ke)再生能(neng)(neng)源(yuan)中長期(qi)規(gui)(gui)劃(hua)(hua)(hua)》,2011年12月國(guo)(guo)家(jia)能(neng)(neng)源(yuan)局公(gong)布(bu)的(de)中國(guo)(guo)可(ke)再生能(neng)(neng)源(yuan)發展(zhan)“十二(er)五(wu)(wu)”規(gui)(gui)劃(hua)(hua)(hua)目標及(ji)《國(guo)(guo)家(jia)能(neng)(neng)源(yuan)科技(ji)“十二(er)五(wu)(wu)”規(gui)(gui)劃(hua)(hua)(hua)》,還(huan)是(shi)2012年4月24日科技(ji)部發布(bu)的(de)《太(tai)陽能(neng)(neng)發電科技(ji)發展(zhan)“十二(er)五(wu)(wu)”專(zhuan)項(xiang)規(gui)(gui)劃(hua)(hua)(hua)》,都為我(wo)國(guo)(guo)“十二(er)五(wu)(wu)”期(qi)間(jian)及(ji)未來的(de)太(tai)陽能(neng)(neng)產(chan)(chan)業(ye)發展(zhan)與產(chan)(chan)業(ye)化路(lu)線指明了方向(xiang)。
從已出(chu)(chu)臺的(de)(de)(de)各類技(ji)術(shu)規(gui)范(fan)(fan)和標(biao)準看,太(tai)(tai)陽能(neng)(neng)領域已出(chu)(chu)臺的(de)(de)(de)《民用建筑太(tai)(tai)陽能(neng)(neng)熱水系統(tong)(tong)應用技(ji)術(shu)規(gui)范(fan)(fan)》(GB50364-2005)、《平板型(xing)太(tai)(tai)陽集熱器技(ji)術(shu)條(tiao)件》、《光伏系統(tong)(tong)并網技(ji)術(shu)要求》、《光伏電站接入電力系統(tong)(tong)的(de)(de)(de)技(ji)術(shu)規(gui)定(ding)》、《太(tai)(tai)陽集熱器性能(neng)(neng)實驗方法》及《真空(kong)管(guan)型(xing)太(tai)(tai)陽集熱器技(ji)術(shu)條(tiao)件》等規(gui)范(fan)(fan)與(yu)標(biao)準,為我國太(tai)(tai)陽能(neng)(neng)產(chan)業(ye)(ye)的(de)(de)(de)發展(zhan)提(ti)供了有利的(de)(de)(de)技(ji)術(shu)基礎。我國相關(guan)主管(guan)部門出(chu)(chu)臺的(de)(de)(de)一(yi)系列扶持政策(ce)、法規(gui)、規(gui)劃以及技(ji)術(shu)規(gui)范(fan)(fan)與(yu)標(biao)準,為我國太(tai)(tai)陽能(neng)(neng)產(chan)業(ye)(ye)的(de)(de)(de)發展(zhan)營造了良好的(de)(de)(de)環境。

)發(fa)電(dian)(dian)技術(shu)(shu)(shu)國(guo)(guo)家(jia)(jia)重(zhong)點實驗(yan)(yan)(yan)室(shi)、常州天合光能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)有限公司光伏(fu)技術(shu)(shu)(shu)國(guo)(guo)家(jia)(jia)重(zhong)點實驗(yan)(yan)(yan)室(shi)等(deng)(deng)兩(liang)家(jia)(jia)太(tai)(tai)(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)光伏(fu)方面的(de)(de)(de)企業(ye)(ye)國(guo)(guo)家(jia)(jia)重(zhong)點實驗(yan)(yan)(yan)室(shi)。國(guo)(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)局自2010年(nian)(nian)以(yi)來已先后(hou)批(pi)準成立了(le)3批(pi)共59個國(guo)(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)研(yan)(yan)(yan)(yan)(yan)(yan)(yan)發(fa)(實驗(yan)(yan)(yan))中心,其(qi)中與(yu)太(tai)(tai)(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)領(ling)域相關(guan)(guan)的(de)(de)(de)國(guo)(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)研(yan)(yan)(yan)(yan)(yan)(yan)(yan)發(fa)(實驗(yan)(yan)(yan))中心有13個(表1)。
這些太陽(yang)能(neng)領域相關(guan)研(yan)發(fa)(fa)機構(gou),大(da)多以(yi)企業為(wei)(wei)主體、采用產(chan)學研(yan)結(jie)合的(de)(de)組織形(xing)式(shi),充分(fen)發(fa)(fa)揮(hui)了(le)各自(zi)的(de)(de)人才(cai)、技(ji)(ji)術與(yu)資金等(deng)優勢,為(wei)(wei)太陽(yang)能(neng)利用技(ji)(ji)術及產(chan)業發(fa)(fa)展構(gou)建了(le)強(qiang)有力(li)的(de)(de)研(yan)發(fa)(fa)平臺(tai),研(yan)發(fa)(fa)能(neng)力(li)得到大(da)幅(fu)度的(de)(de)提(ti)升。以(yi)2010年(nian)7月正式(shi)成立(li)的(de)(de)“國家能(neng)源智(zhi)能(neng)電(dian)網技(ji)(ji)術研(yan)發(fa)(fa)中(zhong)心”為(wei)(wei)例(li),目前(qian)共申(shen)請專(zhuan)利113項(xiang),其中(zhong)發(fa)(fa)明(ming)專(zhuan)利59項(xiang),獲授權發(fa)(fa)明(ming)專(zhuan)利26項(xiang),申(shen)請軟件著作權23項(xiang),發(fa)(fa)表(biao)論文112篇,制(zhi)定(ding)標準31項(xiang),顯示出(chu)較強(qiang)的(de)(de)研(yan)發(fa)(fa)能(neng)力(li)。
三是專(zhuan)利數量增長迅速,專(zhuan)利產出趕“美”超“日(ri)(ri)(ri)”。專(zhuan)利作為衡(heng)量一個產業(ye)持續(xu)發(fa)展(zhan)的(de)重要指標,日(ri)(ri)(ri)益受到(dao)世(shi)界(jie)(jie)各國(guo)(guo)(guo)及(ji)其企業(ye)的(de)重視。日(ri)(ri)(ri)本(ben)佳能(neng)(neng)(neng)、夏普、京都陶瓷、三洋電(dian)子、松下和(he)(he)美國(guo)(guo)(guo)的(de)SunPower、德(de)(de)國(guo)(guo)(guo)的(de)Siemens Solar等企業(ye)在太(tai)(tai)陽能(neng)(neng)(neng)技術專(zhuan)利上都具有(you)非常(chang)強的(de)研發(fa)實(shi)力與(yu)競(jing)爭力。為了大致了解我國(guo)(guo)(guo)太(tai)(tai)陽能(neng)(neng)(neng)專(zhuan)利的(de)進(jin)展(zhan)狀況(kuang),我們以(yi)2012年4月(yue)30日(ri)(ri)(ri)更新后的(de)德(de)(de)溫特專(zhuan)利數據庫為基礎(chu),以(yi)太(tai)(tai)陽能(neng)(neng)(neng)相(xiang)關技術為主題(ti)進(jin)行檢(jian)索,自1963年到(dao)2012年4月(yue)30日(ri)(ri)(ri),世(shi)界(jie)(jie)上太(tai)(tai)陽能(neng)(neng)(neng)專(zhuan)利共有(you)81745件,其中(zhong)(zhong)專(zhuan)利數量居(ju)前20位的(de)國(guo)(guo)(guo)家(jia)或(huo)組織如圖1所示。可見,到(dao)2012年4月(yue)底,世(shi)界(jie)(jie)太(tai)(tai)陽能(neng)(neng)(neng)專(zhuan)利數量超過萬件的(de)國(guo)(guo)(guo)家(jia)有(you)中(zhong)(zhong)國(guo)(guo)(guo)、日(ri)(ri)(ri)本(ben)、美國(guo)(guo)(guo)與(yu)德(de)(de)國(guo)(guo)(guo),分別為27021件、20938件、17859件及(ji)10981件,其中(zhong)(zhong)中(zhong)(zhong)國(guo)(guo)(guo)的(de)太(tai)(tai)陽能(neng)(neng)(neng)專(zhuan)利數量幾乎是美國(guo)(guo)(guo)與(yu)德(de)(de)國(guo)(guo)(guo)兩(liang)國(guo)(guo)(guo)的(de)總(zong)和(he)(he)。
