林伯強:找準光熱發電定位,打造多能互補模式

日前,全國最大(da)的(de)(de)線性菲涅爾“光(guang)(guang)(guang)熱+光(guang)(guang)(guang)伏(fu)”綜合項(xiang)目于(yu)新(xin)疆哈密(mi)并網發電。相較(jiao)傳(chuan)統(tong)新(xin)能源發電項(xiang)目,“光(guang)(guang)(guang)熱+光(guang)(guang)(guang)伏(fu)”的(de)(de)突(tu)出特點(dian)是具(ju)備發電調節能力,日間(jian)靠光(guang)(guang)(guang)伏(fu)、夜間(jian)則利用光(guang)(guang)(guang)熱模(mo)塊吸收的(de)(de)熱能發電,彌補了傳(chuan)統(tong)光(guang)(guang)(guang)伏(fu)發電夜間(jian)乏力的(de)(de)缺(que)點(dian),是我(wo)國推動光(guang)(guang)(guang)熱發電規模(mo)化發展一項(xiang)重要(yao)階段性成果。而探索“光(guang)(guang)(guang)熱+光(guang)(guang)(guang)伏(fu)”的(de)(de)協同發展,是電力系(xi)統(tong)清(qing)潔化轉型過程中(zhong)的(de)(de)有益嘗試(shi),對(dui)于(yu)提高電力系(xi)統(tong)穩定性具(ju)有重要(yao)意義。


目前,中國光(guang)熱(re)(re)發(fa)(fa)電行業(ye)尚處于起步階(jie)段(duan)。近年來隨(sui)著(zhu)技術發(fa)(fa)展,各地已實現包括哈密線性菲涅爾項(xiang)目、酒泉塔式光(guang)熱(re)(re)項(xiang)目等多(duo)個光(guang)熱(re)(re)發(fa)(fa)電示范項(xiang)目并網。如前所(suo)言,與光(guang)伏發(fa)(fa)電相比,光(guang)熱(re)(re)發(fa)(fa)電在供電穩(wen)定性方面具有顯著(zhu)優勢(shi)。而與火力發(fa)(fa)電相比,光(guang)熱(re)(re)發(fa)(fa)電的熱(re)(re)源更加環保(bao),傳熱(re)(re)介(jie)質亦可循環利用(yong),更符合新型(xing)電力系(xi)統的建設要求(qiu)。


在電力系統清潔化轉(zhuan)型的背景下(xia),光熱發(fa)電具有(you)較(jiao)(jiao)大理論(lun)潛力。然而(er)現(xian)實(shi)應用中,光熱裝機(ji)規模和發(fa)電貢獻短(duan)期(qi)內會(hui)比較(jiao)(jiao)受(shou)限,這主要(yao)有(you)三(san)點原因(yin)。


第一,在成(cheng)本(ben)方面(mian)(mian)光熱(re)發(fa)(fa)電相較(jiao)于(yu)風電、光伏缺乏優勢。目(mu)前(qian),風電和(he)光伏發(fa)(fa)電產(chan)業(ye)已相對(dui)(dui)成(cheng)熟,度(du)電成(cheng)本(ben)一般能夠控制在0.3元以內;而光熱(re)發(fa)(fa)電的(de)度(du)電成(cheng)本(ben)一般超(chao)過0.7元,且先期投資要(yao)求更高。這意味著在缺少針(zhen)對(dui)(dui)性補貼(tie)政(zheng)策(ce)的(de)情況下(xia),光熱(re)發(fa)(fa)電項目(mu)對(dui)(dui)資本(ben)的(de)吸引(yin)力較(jiao)小(xiao),可(ke)能會(hui)對(dui)(dui)其產(chan)業(ye)商業(ye)化(hua)和(he)規模化(hua)帶來負面(mian)(mian)影響(xiang)。


第二,光(guang)熱(re)發(fa)電(dian)(dian)項(xiang)目有嚴格的地理(li)條(tiao)件限制。由于(yu)光(guang)熱(re)發(fa)電(dian)(dian)的效率很大(da)程度(du)(du)上受太陽能直接(jie)輻射影響,因此設(she)備往(wang)往(wang)需要建設(she)在(zai)云層較(jiao)(jiao)少、氣候干燥且陽光(guang)充(chong)足的地區。同時,光(guang)熱(re)發(fa)電(dian)(dian)系統通常需要較(jiao)(jiao)大(da)的土地面積來部署鏡場(chang),對場(chang)地平整度(du)(du)也有較(jiao)(jiao)高(gao)要求(qiu),進一步提高(gao)了選址(zhi)難度(du)(du)和建設(she)成本。


第三,光(guang)熱(re)發(fa)電(dian)(dian)(dian)的(de)(de)(de)(de)(de)技術特點與(yu)電(dian)(dian)(dian)力系(xi)統(tong)轉(zhuan)(zhuan)型的(de)(de)(de)(de)(de)現(xian)(xian)實需求存(cun)(cun)在錯位。基(ji)于當前發(fa)電(dian)(dian)(dian)結構(gou)、產業(ye)成(cheng)(cheng)熟(shu)度及能(neng)(neng)(neng)源(yuan)需求綜合研判,裝機總量大、發(fa)電(dian)(dian)(dian)量穩(wen)定的(de)(de)(de)(de)(de)煤電(dian)(dian)(dian)仍會是短期內保障用電(dian)(dian)(dian)需求、維護電(dian)(dian)(dian)網穩(wen)定供應的(de)(de)(de)(de)(de)主(zhu)力,風電(dian)(dian)(dian)光(guang)伏(fu)電(dian)(dian)(dian)力會逐步接棒。在此背景下,影響電(dian)(dian)(dian)力系(xi)統(tong)轉(zhuan)(zhuan)型的(de)(de)(de)(de)(de)主(zhu)要(yao)瓶頸是新(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)(dian)力的(de)(de)(de)(de)(de)消(xiao)納問題。而光(guang)熱(re)發(fa)電(dian)(dian)(dian)本(ben)質上是一種相(xiang)(xiang)對(dui)更可控(kong)和(he)(he)穩(wen)定的(de)(de)(de)(de)(de)清(qing)潔能(neng)(neng)(neng)源(yuan),能(neng)(neng)(neng)夠補充夜間的(de)(de)(de)(de)(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)(dian)(dian)力缺口,但無法直接儲(chu)存(cun)(cun)日(ri)間光(guang)伏(fu)的(de)(de)(de)(de)(de)過剩(sheng)電(dian)(dian)(dian)力。換言之,光(guang)熱(re)發(fa)電(dian)(dian)(dian)無法替(ti)代電(dian)(dian)(dian)化學儲(chu)能(neng)(neng)(neng)和(he)(he)抽水蓄能(neng)(neng)(neng)的(de)(de)(de)(de)(de)核心功能(neng)(neng)(neng),因此難以承擔新(xin)(xin)能(neng)(neng)(neng)源(yuan)消(xiao)納的(de)(de)(de)(de)(de)主(zhu)要(yao)需求。退一步看,在跨日(ri)調峰調頻方面,光(guang)熱(re)發(fa)電(dian)(dian)(dian)相(xiang)(xiang)比現(xian)(xian)有的(de)(de)(de)(de)(de)成(cheng)(cheng)熟(shu)的(de)(de)(de)(de)(de)煤電(dian)(dian)(dian)系(xi)統(tong)具(ju)有清(qing)潔性(xing)優勢,但成(cheng)(cheng)本(ben)更高。考慮到煤電(dian)(dian)(dian)系(xi)統(tong)可以借助碳捕集利用與(yu)封存(cun)(cun)(CCUS)技術實現(xian)(xian)清(qing)潔化,光(guang)熱(re)發(fa)電(dian)(dian)(dian)在短期內的(de)(de)(de)(de)(de)商(shang)業(ye)價值相(xiang)(xiang)對(dui)有限。


綜上(shang),結合產業(ye)發展(zhan)現狀(zhuang)和(he)現實困境,建議未(wei)來光熱發電發展(zhan)建設重點關注(zhu)三個方面。


一(yi)是明確光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)技術定位。從技術特點和系統功(gong)能上看,在風電(dian)(dian)(dian)光(guang)(guang)伏持(chi)續發(fa)展的(de)預期(qi)下,光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)或有潛(qian)力成為靈活電(dian)(dian)(dian)源(yuan)的(de)重要組成部(bu)分。在調峰調頻方面(mian),光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)與(yu)靈活性改造(zao)后(hou)的(de)煤(mei)電(dian)(dian)(dian)功(gong)能類似(si),與(yu)電(dian)(dian)(dian)化學儲能及(ji)抽(chou)水蓄能可實現功(gong)能互補。因此,在長期(qi)視(shi)角(jiao)的(de)經濟性測算上,疊加考慮碳中(zhong)和目標壓力,應將“光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)成本”對標“煤(mei)電(dian)(dian)(dian)運行成本+CCUS成本”。將環(huan)境價(jia)值納(na)入考量后(hou),作為調峰角(jiao)色的(de)光(guang)(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)的(de)競爭(zheng)力和重要性將會顯(xian)著提升(sheng)。


二是(shi)加(jia)大(da)政策傾(qing)斜,推動光(guang)熱(re)(re)發電(dian)(dian)(dian)產(chan)(chan)業(ye)展(zhan)開長(chang)期布(bu)局。雖然目前(qian)光(guang)熱(re)(re)發電(dian)(dian)(dian)產(chan)(chan)業(ye)尚處于起步(bu)階(jie)段(duan),度電(dian)(dian)(dian)成本較高。但(dan)多年來的(de)發展(zhan)經(jing)驗(yan)告訴(su)我們,企業(ye)發展(zhan)和(he)(he)產(chan)(chan)業(ye)鏈(lian)的(de)完(wan)善本就(jiu)不(bu)是(shi)一蹴而就(jiu)的(de)。要兌現光(guang)熱(re)(re)發電(dian)(dian)(dian)的(de)潛力,需要進行長(chang)期的(de)布(bu)局和(he)(he)規劃。因此,建(jian)議有關部(bu)門(men)加(jia)大(da)對光(guang)熱(re)(re)發電(dian)(dian)(dian)產(chan)(chan)業(ye)的(de)政策傾(qing)斜,鼓勵和(he)(he)引導企業(ye)加(jia)強技術研發,完(wan)善上下(xia)游產(chan)(chan)業(ye)鏈(lian),逐步(bu)提(ti)高設備(bei)國產(chan)(chan)化率和(he)(he)產(chan)(chan)能,最終實現發電(dian)(dian)(dian)成本的(de)穩(wen)步(bu)降低。


三是(shi)立足地(di)(di)(di)理優勢(shi),持續建(jian)設“光(guang)(guang)熱+光(guang)(guang)伏(fu)”大(da)(da)基(ji)地(di)(di)(di)。甘肅(su)、青海等太陽(yang)輻射(she)量(liang)高且(qie)地(di)(di)(di)形平坦的(de)(de)(de)(de)地(di)(di)(di)區,可考(kao)慮(lv)進一步擴大(da)(da)示范性項(xiang)目的(de)(de)(de)(de)規模(mo)(mo),建(jian)設“光(guang)(guang)熱+光(guang)(guang)伏(fu)”大(da)(da)基(ji)地(di)(di)(di)。以(yi)商業模(mo)(mo)式較為成熟的(de)(de)(de)(de)光(guang)(guang)伏(fu)發(fa)電(dian)搭配光(guang)(guang)熱發(fa)電(dian),在(zai)(zai)保(bao)障企業盈利(li)的(de)(de)(de)(de)同時,以(yi)需求增(zeng)長帶動國(guo)內光(guang)(guang)熱設備產能的(de)(de)(de)(de)增(zeng)長,并在(zai)(zai)一定程度(du)上(shang)增(zeng)強電(dian)力系(xi)統的(de)(de)(de)(de)調節能力。在(zai)(zai)此基(ji)礎上(shang),嘗試(shi)打造集風電(dian)、光(guang)(guang)伏(fu)、光(guang)(guang)熱發(fa)電(dian)以(yi)及電(dian)化學儲能于一體的(de)(de)(de)(de)綜合基(ji)地(di)(di)(di),探索(suo)多能互補的(de)(de)(de)(de)電(dian)力生產模(mo)(mo)式。(作者(zhe)是(shi)廈門大(da)(da)學管理學院講席教授、中國(guo)能源政(zheng)策(ce)研(yan)究院院長)
