10月(yue)31日(ri),遼寧沈陽市人民政府(fu)關于印發(fa)國家(jia)碳達峰試點(沈陽)實(shi)施方案(an)的(de)通知。
文件提出,加快可再生能源開發。普及分布式光伏開發應用,大力實施工商屋頂和公建屋頂加裝分布式光伏工程,推動新建建筑和基礎設施光電光熱一體化設計建造。進一步(bu)推(tui)動(dong)生(sheng)物質(zhi)能(neng)(neng)多(duo)元化利用(yong),高(gao)(gao)標準建設新(xin)民市、康平縣垃圾(ji)焚燒發(fa)(fa)電(dian)項(xiang)目,加快(kuai)推(tui)進沈北新(xin)區、法庫(ku)縣生(sheng)物質(zhi)熱電(dian)聯(lian)產項(xiang)目,在遼中(zhong)區等(deng)畜(chu)禽集中(zhong)養(yang)殖地區探(tan)索沼氣綜合利用(yong)模式,實現減污降碳(tan)協同增效(xiao)。到2025年(nian),新(xin)能(neng)(neng)源發(fa)(fa)電(dian)總(zong)裝(zhuang)機規(gui)模比2022年(nian)提(ti)(ti)高(gao)(gao)280萬(wan)千瓦,非化石能(neng)(neng)源消(xiao)費占比達(da)到17.8%;到2030年(nian),新(xin)能(neng)(neng)源發(fa)(fa)電(dian)總(zong)裝(zhuang)機規(gui)模比2022年(nian)提(ti)(ti)高(gao)(gao)550萬(wan)千瓦,非化石能(neng)(neng)源消(xiao)費占比達(da)到25%。
大力發展可再生能源和工業余熱供暖。探索建立太陽能、生物質能、風能、地熱能等可再生能源多能互補供熱模式,鼓勵黨政機關、學校、醫院等公共機構優先開展“光伏/光熱+熱泵”“空氣(qi)源熱(re)(re)(re)泵(beng)+電加熱(re)(re)(re)+儲能”“生(sheng)物質能+電加熱(re)(re)(re)”等(deng)多(duo)能互(hu)補供(gong)(gong)熱(re)(re)(re)模(mo)式(shi)試(shi)點建設。推廣空氣(qi)源、地(di)源、污水源熱(re)(re)(re)泵(beng)等(deng)供(gong)(gong)熱(re)(re)(re)技術(shu)規(gui)模(mo)化應(ying)用,與谷電蓄熱(re)(re)(re)、電鍋(guo)爐(lu)(lu)供(gong)(gong)熱(re)(re)(re)等(deng)形(xing)成(cheng)多(duo)能耦合的(de)節能改造(zao)模(mo)式(shi)。實施工(gong)業鍋(guo)爐(lu)(lu)余熱(re)(re)(re)供(gong)(gong)暖,探(tan)索余熱(re)(re)(re)回收、跨季節儲熱(re)(re)(re)等(deng)清潔(jie)供(gong)(gong)熱(re)(re)(re)模(mo)式(shi)。

國家碳達峰試點(沈陽)實施方案
為貫徹落實黨中(zhong)(zhong)央、國務院關(guan)(guan)于碳達峰(feng)碳中(zhong)(zhong)和戰(zhan)略部署,按照《國家(jia)發展改(gai)革(ge)委(wei)辦公廳關(guan)(guan)于印發首批碳達峰(feng)試(shi)點名單的通知》(發改(gai)辦環(huan)資〔2023〕942號(hao))要求(qiu),做(zuo)好碳達峰(feng)試(shi)點建設(she)工(gong)作,結(jie)合我(wo)市實際,制定本(ben)方案。
一、總體要求
堅持以(yi)習(xi)近(jin)平(ping)新(xin)時代中(zhong)國特色(se)社會(hui)主義(yi)思(si)(si)想(xiang)為指導,深(shen)入貫(guan)(guan)徹(che)黨的二十大(da)和(he)二十屆二中(zhong)、三(san)中(zhong)全會(hui)精神,全面貫(guan)(guan)徹(che)習(xi)近(jin)平(ping)經濟思(si)(si)想(xiang)、習(xi)近(jin)平(ping)生(sheng)態文明(ming)思(si)(si)想(xiang),完整準確全面貫(guan)(guan)徹(che)新(xin)發(fa)展(zhan)理念(nian),加快構(gou)(gou)(gou)建新(xin)發(fa)展(zhan)格局,堅定(ding)不移走生(sheng)態優先、節約集約、綠(lv)(lv)色(se)低(di)碳(tan)(tan)高質(zhi)量發(fa)展(zhan)道(dao)路。以(yi)實現高質(zhi)量碳(tan)(tan)達(da)峰為目標,以(yi)能(neng)源結構(gou)(gou)(gou)調整和(he)產(chan)業結構(gou)(gou)(gou)優化為主線(xian),以(yi)積極(ji)有(you)序推動能(neng)耗雙控轉(zhuan)向碳(tan)(tan)排(pai)放雙控為抓手,以(yi)科技創(chuang)新(xin)和(he)制度(du)創(chuang)新(xin)為支撐,加快能(neng)源低(di)碳(tan)(tan)轉(zhuan)型、產(chan)業綠(lv)(lv)色(se)轉(zhuan)型、城市發(fa)展(zhan)轉(zhuan)型,協同(tong)推進降(jiang)碳(tan)(tan)、減污、擴(kuo)綠(lv)(lv)、增長,將綠(lv)(lv)色(se)低(di)碳(tan)(tan)發(fa)展(zhan)理念(nian)貫(guan)(guan)穿到經濟社會(hui)發(fa)展(zhan)全局,在碳(tan)(tan)達(da)峰模式路徑探索上形成可操作(zuo)、可復(fu)制、可推廣的“沈陽經驗”。
二、試點目標

三、重點任務
(一)打造能源綠色(se)低碳轉型(xing)示范。

2.推進(jin)化(hua)石能(neng)源(yuan)(yuan)(yuan)清(qing)潔高(gao)效(xiao)利用(yong)。在電(dian)力(li)、熱力(li)安全保供的前提下(xia),加強煤(mei)(mei)(mei)炭(tan)減(jian)量替代和清(qing)潔高(gao)效(xiao)利用(yong),嚴格控制(zhi)煤(mei)(mei)(mei)炭(tan)消費增(zeng)長。科學(xue)規劃建(jian)設(she)先進(jin)燃(ran)(ran)(ran)(ran)煤(mei)(mei)(mei)熱電(dian)聯(lian)產(chan)(chan)機(ji)組,替代落后(hou)產(chan)(chan)能(neng),加快(kuai)老舊機(ji)組及燃(ran)(ran)(ran)(ran)煤(mei)(mei)(mei)鍋(guo)爐更新和技(ji)術(shu)改造(zao)(zao),穩妥有(you)序開展(zhan)供電(dian)煤(mei)(mei)(mei)耗300克(ke)標(biao)準煤(mei)(mei)(mei)/千(qian)瓦時以上(shang)的煤(mei)(mei)(mei)電(dian)機(ji)組、系(xi)統能(neng)耗40千(qian)克(ke)標(biao)準煤(mei)(mei)(mei)/吉(ji)焦以上(shang)的燃(ran)(ran)(ran)(ran)煤(mei)(mei)(mei)熱源(yuan)(yuan)(yuan)提標(biao)改造(zao)(zao)。推動(dong)燃(ran)(ran)(ran)(ran)煤(mei)(mei)(mei)耦合生(sheng)物(wu)質(zhi)發(fa)電(dian)及供熱技(ji)術(shu)示范應(ying)(ying)(ying)用(yong)。建(jian)設(she)煤(mei)(mei)(mei)炭(tan)地(di)下(xia)氣化(hua)聯(lian)產(chan)(chan)制(zhi)氫(qing)項目,應(ying)(ying)(ying)用(yong)原(yuan)位地(di)下(xia)氣化(hua)技(ji)術(shu),實現尾(wei)礦煤(mei)(mei)(mei)、深層煤(mei)(mei)(mei)、低品質(zhi)煤(mei)(mei)(mei)等難(nan)采煤(mei)(mei)(mei)炭(tan)資源(yuan)(yuan)(yuan)高(gao)值利用(yong)和大(da)規模商(shang)業化(hua)制(zhi)氫(qing)瓶頸突破,推動(dong)煤(mei)(mei)(mei)炭(tan)由“燃(ran)(ran)(ran)(ran)料型”粗放(fang)能(neng)源(yuan)(yuan)(yuan)向“原(yuan)料型”清(qing)潔能(neng)源(yuan)(yuan)(yuan)轉變,大(da)幅提升煤(mei)(mei)(mei)炭(tan)資源(yuan)(yuan)(yuan)清(qing)潔開發(fa)和高(gao)效(xiao)利用(yong)能(neng)力(li)。改善城(cheng)市能(neng)源(yuan)(yuan)(yuan)供應(ying)(ying)(ying)結構,拓展(zhan)氫(qing)源(yuan)(yuan)(yuan)渠道,支持富氫(qing)煤(mei)(mei)(mei)制(zhi)燃(ran)(ran)(ran)(ran)氣在城(cheng)市管網中大(da)規模應(ying)(ying)(ying)用(yong),推動(dong)氫(qing)氣在產(chan)(chan)業園區(qu)應(ying)(ying)(ying)用(yong)。

(五)評(ping)(ping)價(jia)與核(he)算標準(zhun)體系(xi)創新。編制《企業原料用能不(bu)納入能源消費總(zong)量控(kong)制評(ping)(ping)價(jia)規(gui)(gui)范(fan)》《企業新增可(ke)再生能源不(bu)納入能源消費總(zong)量控(kong)制應用評(ping)(ping)價(jia)技(ji)術規(gui)(gui)范(fan)》《供熱行(xing)業碳(tan)排放核(he)算報告指(zhi)南》等(deng)地方(fang)標準(zhun)規(gui)(gui)范(fan),探索制訂低碳(tan)產(chan)業園區、公共(gong)機構、企業、社(she)區、家庭評(ping)(ping)價(jia)標準(zhun)和技(ji)術規(gui)(gui)范(fan)。試行(xing)碳(tan)普惠方(fang)法(fa)學,發(fa)布公共(gong)出(chu)行(xing)、垃圾分類碳(tan)減排量核(he)算方(fang)法(fa)。
(六)生態(tai)產品價值(zhi)實(shi)現(xian)機制(zhi)創新。開展生態(tai)產品價值(zhi)實(shi)現(xian)路徑研(yan)究,建(jian)(jian)立健全生態(tai)產品價值(zhi)實(shi)現(xian)機制(zhi)。制(zhi)定基于生態(tai)產品的市場交(jiao)易制(zhi)度,構(gou)建(jian)(jian)多(duo)元主體、多(duo)層次的市場交(jiao)易體系,完善核算方法(fa)、制(zhi)定管理辦法(fa),引導激勵企業(ye)和社會各界(jie)參與,購(gou)買核證自(zi)愿減(jian)排量(liang)用以抵消碳排放量(liang)。
市生態文(wen)明建(jian)設和(he)生態環境保(bao)護委員會要(yao)(yao)(yao)整體部(bu)署、系(xi)統推進碳(tan)(tan)達(da)峰試點建(jian)設工(gong)作,研究推動重(zhong)要(yao)(yao)(yao)政策、項目(mu)、改革事項落實,協(xie)調解決重(zhong)大(da)問題,各(ge)地區、各(ge)部(bu)門要(yao)(yao)(yao)按照試點目(mu)標(biao),扎(zha)實有序推進各(ge)項任務。建(jian)立(li)健(jian)全碳(tan)(tan)達(da)峰綜合考核評價體系(xi),開展(zhan)碳(tan)(tan)達(da)峰試點建(jian)設情況(kuang)階(jie)段(duan)性評估。強化要(yao)(yao)(yao)素保(bao)障(zhang),統籌財政資源,優化土地供(gong)應方式(shi),對碳(tan)(tan)達(da)峰試點建(jian)設有關(guan)項目(mu)開辟綠色通道。加強人才保(bao)障(zhang),健(jian)全碳(tan)(tan)達(da)峰試點重(zhong)點建(jian)設領域相關(guan)人才培養、引進、使用(yong)機制,支持(chi)“雙碳(tan)(tan)”科(ke)(ke)技人才跨(kua)學科(ke)(ke)、跨(kua)領域承擔重(zhong)大(da)技術創新任務。加大(da)宣傳推廣,及時總結提(ti)煉先進經驗做法(fa)。
