加(jia)強新型儲能技術攻關和多場景(jing)應用(yong)。推進長(chang)時儲熱型發電(dian)、熱電(dian)耦合、中(zhong)高溫熱利用(yong)等光熱應用(yong)。鼓(gu)勵(li)生(sheng)物質發電(dian)項目(mu)提(ti)供調(diao)峰等輔助服務。

一、總體要求

二、著力提(ti)升(sheng)可再生能(neng)源安全可靠替(ti)代能(neng)力


(一(yi))全面提升(sheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)供給能(neng)力(li)。加(jia)快(kuai)推進(jin)以沙漠、戈壁、荒漠地區為重點的(de)大型(xing)(xing)風(feng)電光(guang)伏(fu)基地建設,推動(dong)(dong)海上風(feng)電集(ji)群化開(kai)發(fa)(fa)(fa)。科學有序推進(jin)大型(xing)(xing)水(shui)電基地建設,統(tong)籌推進(jin)水(shui)風(feng)光(guang)綜合(he)開(kai)發(fa)(fa)(fa)。就(jiu)近開(kai)發(fa)(fa)(fa)分布式可(ke)再(zai)生(sheng)能(neng)源(yuan)。穩步發(fa)(fa)(fa)展(zhan)生(sheng)物質發(fa)(fa)(fa)電,推動(dong)(dong)光(guang)熱(re)(re)發(fa)(fa)(fa)電規模(mo)化發(fa)(fa)(fa)展(zhan)。加(jia)快(kuai)提升(sheng)可(ke)再(zai)生(sheng)能(neng)源(yuan)資源(yuan)評估、功(gong)率預測、智慧(hui)調控能(neng)力(li)。推進(jin)構網型(xing)(xing)新能(neng)源(yuan)、長時間尺度功(gong)率預測等新技術應用。因(yin)地制宜發(fa)(fa)(fa)展(zhan)生(sheng)物天然氣和生(sheng)物柴油、生(sheng)物航(hang)煤等綠色燃料(liao),積(ji)極有序發(fa)(fa)(fa)展(zhan)可(ke)再(zai)生(sheng)能(neng)源(yuan)制氫。促進(jin)地熱(re)(re)能(neng)資源(yuan)合(he)理(li)高(gao)效利用,推動(dong)(dong)波浪(lang)能(neng)、潮流能(neng)、溫差能(neng)等規模(mo)化利用。推動(dong)(dong)建立可(ke)再(zai)生(sheng)能(neng)源(yuan)與傳統(tong)能(neng)源(yuan)協同互補、梯級綜合(he)利用的(de)供熱(re)(re)體(ti)系。


(二)加(jia)(jia)(jia)(jia)快(kuai)可(ke)再(zai)生能源配(pei)套基礎(chu)設(she)施建設(she)。推進柔(rou)性直流(liu)輸(shu)電(dian)(dian)、交(jiao)直流(liu)混(hun)合配(pei)電(dian)(dian)網(wang)等(deng)先(xian)進技(ji)術迭代(dai),加(jia)(jia)(jia)(jia)快(kuai)建設(she)數字化(hua)(hua)智(zhi)能化(hua)(hua)電(dian)(dian)網(wang)。加(jia)(jia)(jia)(jia)強(qiang)可(ke)再(zai)生能源和電(dian)(dian)力(li)(li)(li)發展規劃的(de)銜接(jie),推動網(wang)源協調(diao)發展。推動電(dian)(dian)網(wang)主干網(wang)架提(ti)質升(sheng)級,加(jia)(jia)(jia)(jia)強(qiang)跨(kua)省跨(kua)區輸(shu)電(dian)(dian)通(tong)道建設(she),優化(hua)(hua)調(diao)度(du)控制,優先(xian)調(diao)度(du)可(ke)再(zai)生能源電(dian)(dian)力(li)(li)(li)。持(chi)續優化(hua)(hua)配(pei)電(dian)(dian)網(wang)網(wang)架結構(gou),加(jia)(jia)(jia)(jia)快(kuai)配(pei)電(dian)(dian)網(wang)一、二次融合和智(zhi)能化(hua)(hua)升(sheng)級,優化(hua)(hua)配(pei)電(dian)(dian)網(wang)調(diao)度(du)機(ji)制,提(ti)升(sheng)配(pei)電(dian)(dian)網(wang)靈活性和承(cheng)載力(li)(li)(li),支(zhi)撐分布式可(ke)再(zai)生能源快(kuai)速發展。加(jia)(jia)(jia)(jia)強(qiang)熱(re)力(li)(li)(li)、燃氣管網(wang)及(ji)氫(qing)能供(gong)應網(wang)絡等(deng)基礎(chu)設(she)施建設(she)和升(sheng)級改(gai)造,強(qiang)化(hua)(hua)管網(wang)互聯(lian)互通(tong),就近接(jie)納更(geng)多非電(dian)(dian)可(ke)再(zai)生能源。


(三)深入挖掘需(xu)(xu)求側(ce)資源調控(kong)潛力(li)。積極拓寬需(xu)(xu)求響(xiang)(xiang)應主(zhu)(zhu)體(ti)范圍(wei),加(jia)快構建(jian)需(xu)(xu)求響(xiang)(xiang)應資源庫。鼓勵具(ju)備充放電(dian)(dian)(dian)能力(li)的需(xu)(xu)求響(xiang)(xiang)應主(zhu)(zhu)體(ti)參與電(dian)(dian)(dian)力(li)市場。支持具(ju)備條件的地(di)區(qu),通過實(shi)施(shi)尖峰(feng)電(dian)(dian)(dian)價、拉大現貨市場限(xian)價區(qu)間等手段引導電(dian)(dian)(dian)力(li)用戶(hu)調整用電(dian)(dian)(dian)行為。強化(hua)工(gong)業、建(jian)筑、交通等重點領域電(dian)(dian)(dian)力(li)需(xu)(xu)求側(ce)管理(li),優化(hua)工(gong)藝和生產流程,以可(ke)中斷負荷、可(ke)控(kong)負荷等方(fang)式參與電(dian)(dian)(dian)力(li)系(xi)統調節。


(四(si))多元提升電(dian)(dian)(dian)力系統調(diao)(diao)節(jie)能力。加(jia)(jia)強煤電(dian)(dian)(dian)機組靈活性改(gai)造,推動自備電(dian)(dian)(dian)廠主動參(can)與(yu)調(diao)(diao)峰(feng),優(you)化(hua)煤電(dian)(dian)(dian)調(diao)(diao)度方式,合理確定調(diao)(diao)度順序和(he)調(diao)(diao)峰(feng)深度。研究推進大型水(shui)電(dian)(dian)(dian)站優(you)化(hua)升級(ji),有序建設抽(chou)水(shui)蓄能電(dian)(dian)(dian)站。加(jia)(jia)強新型儲能技術(shu)攻關和(he)多場景應用。推進長時儲熱(re)型發電(dian)(dian)(dian)、熱(re)電(dian)(dian)(dian)耦合、中高溫熱(re)利(li)用等光(guang)熱(re)應用。鼓勵(li)生物質(zhi)發電(dian)(dian)(dian)項目提供調(diao)(diao)峰(feng)等輔(fu)助服務。


三、加快(kuai)推進(jin)重(zhong)點領(ling)域可再生能(neng)源替代(dai)應(ying)用(yong)


(五)協同推(tui)(tui)進工(gong)(gong)業(ye)(ye)(ye)用(yong)能(neng)綠(lv)(lv)色低(di)碳(tan)轉型。科學引導(dao)工(gong)(gong)業(ye)(ye)(ye)向可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)富集、資源(yuan)環(huan)境可(ke)(ke)(ke)承載地(di)區(qu)(qu)有序(xu)轉移(yi),強化(hua)(hua)鋼鐵、有色、石化(hua)(hua)化(hua)(hua)工(gong)(gong)、建(jian)材、紡(fang)織(zhi)、造(zao)紙等(deng)行(xing)業(ye)(ye)(ye)與可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)耦合(he)發(fa)(fa)(fa)展。提高短流程煉(lian)鋼占比(bi),在(zai)(zai)冶金(jin)、鑄造(zao)、建(jian)材、日用(yong)玻璃(li)、有色、化(hua)(hua)工(gong)(gong)等(deng)重點行(xing)業(ye)(ye)(ye)推(tui)(tui)廣電(dian)(dian)(dian)(dian)鍋爐(lu)(lu)、電(dian)(dian)(dian)(dian)窯爐(lu)(lu)、電(dian)(dian)(dian)(dian)加(jia)(jia)熱等(deng)技(ji)(ji)術(shu)。在(zai)(zai)工(gong)(gong)業(ye)(ye)(ye)園區(qu)(qu)、大(da)(da)型生(sheng)(sheng)產(chan)企(qi)業(ye)(ye)(ye)等(deng)周邊地(di)區(qu)(qu)開展新能(neng)源(yuan)源(yuan)網(wang)荷儲一體化(hua)(hua)項目,推(tui)(tui)動(dong)工(gong)(gong)業(ye)(ye)(ye)綠(lv)(lv)色微電(dian)(dian)(dian)(dian)網(wang)建(jian)設(she)應(ying)用(yong)、綠(lv)(lv)色電(dian)(dian)(dian)(dian)力(li)直接供(gong)應(ying)和(he)燃(ran)煤(mei)(mei)自備(bei)電(dian)(dian)(dian)(dian)廠替代(dai)(dai)。加(jia)(jia)快在(zai)(zai)造(zao)紙、印染、食品(pin)加(jia)(jia)工(gong)(gong)等(deng)領(ling)域推(tui)(tui)廣可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)中低(di)溫熱利用(yong)。在(zai)(zai)合(he)成氨(an)、合(he)成甲醇、石化(hua)(hua)、鋼鐵等(deng)領(ling)域鼓勵低(di)碳(tan)氫規模化(hua)(hua)替代(dai)(dai)高碳(tan)氫,探索建(jian)設(she)風光氫氨(an)醇一體化(hua)(hua)基地(di)。在(zai)(zai)保障好居民冬季取(qu)暖前提下推(tui)(tui)進熱電(dian)(dian)(dian)(dian)聯(lian)產(chan)機組供(gong)熱范(fan)圍內燃(ran)煤(mei)(mei)鍋爐(lu)(lu)關停整(zheng)合(he),因地(di)制(zhi)宜(yi)推(tui)(tui)進耦合(he)生(sheng)(sheng)物質燃(ran)燒技(ji)(ji)術(shu)改造(zao),鼓勵發(fa)(fa)(fa)展大(da)(da)容(rong)量燃(ran)煤(mei)(mei)鍋爐(lu)(lu)摻綠(lv)(lv)氨(an)燃(ran)燒。加(jia)(jia)快推(tui)(tui)動(dong)油(you)氣(qi)(qi)勘探開發(fa)(fa)(fa)與可(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)融合(he)發(fa)(fa)(fa)展,打造(zao)低(di)碳(tan)零碳(tan)油(you)氣(qi)(qi)田(tian)。


(六)加(jia)快交通運輸(shu)和(he)可再(zai)生能源融(rong)合互動(dong)(dong)(dong)。建(jian)設可再(zai)生能源交通廊道(dao)。鼓(gu)勵在具(ju)備條件的高速公路休息區(qu)(qu)、鐵路車(che)站(zhan)、汽車(che)客(ke)運站(zhan)、機場和(he)港口推(tui)進光(guang)儲充(chong)放(fang)多功能綜合一體站(zhan)建(jian)設。加(jia)快發展電(dian)(dian)動(dong)(dong)(dong)乘(cheng)用(yong)車(che),穩步推(tui)進公交車(che)電(dian)(dian)動(dong)(dong)(dong)化替代,探索推(tui)廣應用(yong)新能源中重型貨車(che)。積極探索發展電(dian)(dian)氣化公路,加(jia)大鐵路電(dian)(dian)氣化改造力度。推(tui)進船(chuan)舶(bo)(bo)靠港使用(yong)岸電(dian)(dian),鼓(gu)勵綠色電(dian)(dian)動(dong)(dong)(dong)智能船(chuan)舶(bo)(bo)試(shi)點應用(yong)。推(tui)動(dong)(dong)(dong)可持續航(hang)(hang)空燃料應用(yong),開展電(dian)(dian)動(dong)(dong)(dong)垂直起降航(hang)(hang)空器試(shi)點運行。有序推(tui)廣車(che)用(yong)綠色清潔液體燃料試(shi)點應用(yong)。支持有條件的地區(qu)(qu)開展生物柴(chai)油、生物航(hang)(hang)煤(mei)、生物天然氣、綠色氫氨醇等(deng)在船(chuan)舶(bo)(bo)、航(hang)(hang)空領域(yu)的試(shi)點運行。


(七)深化(hua)建(jian)筑(zhu)(zhu)可再生(sheng)能(neng)(neng)源集成(cheng)應用(yong)(yong)(yong)。把優先利(li)用(yong)(yong)(yong)可再生(sheng)能(neng)(neng)源納入城鎮的規(gui)劃、建(jian)設、更新(xin)(xin)和改造。推(tui)(tui)動(dong)(dong)城鎮新(xin)(xin)建(jian)建(jian)筑(zhu)(zhu)全(quan)面執行綠色建(jian)筑(zhu)(zhu)標準,不斷提(ti)高(gao)可再生(sheng)能(neng)(neng)源電(dian)力、熱(re)(re)力和燃氣的替代要求。推(tui)(tui)廣超低(di)能(neng)(neng)耗(hao)、近零能(neng)(neng)耗(hao)建(jian)筑(zhu)(zhu),發展近零碳建(jian)筑(zhu)(zhu),推(tui)(tui)動(dong)(dong)建(jian)筑(zhu)(zhu)柔性用(yong)(yong)(yong)電(dian)技術應用(yong)(yong)(yong)。推(tui)(tui)動(dong)(dong)既有(you)建(jian)筑(zhu)(zhu)屋頂加裝光伏系統,推(tui)(tui)動(dong)(dong)有(you)條件的新(xin)(xin)建(jian)廠房、新(xin)(xin)建(jian)公共建(jian)筑(zhu)(zhu)應裝盡裝光伏系統。推(tui)(tui)動(dong)(dong)新(xin)(xin)建(jian)公共建(jian)筑(zhu)(zhu)全(quan)面電(dian)氣化(hua),推(tui)(tui)廣電(dian)熱(re)(re)泵熱(re)(re)水器(qi)、高(gao)效(xiao)(xiao)電(dian)磁爐(lu)灶等替代燃煤燃氣產(chan)品,推(tui)(tui)動(dong)(dong)高(gao)效(xiao)(xiao)直流電(dian)器(qi)與設備應用(yong)(yong)(yong)。在太(tai)陽能(neng)(neng)資(zi)源較豐(feng)富地(di)區(qu)及有(you)穩定熱(re)(re)水需求的建(jian)筑(zhu)(zhu)中積極推(tui)(tui)廣太(tai)陽能(neng)(neng)熱(re)(re)應用(yong)(yong)(yong)。因地(di)制(zhi)宜推(tui)(tui)進地(di)熱(re)(re)能(neng)(neng)、空氣源熱(re)(re)泵和集中式生(sheng)物(wu)質能(neng)(neng)等供(gong)熱(re)(re)制(zhi)冷(leng)應用(yong)(yong)(yong),偏(pian)遠地(di)區(qu)可按照就地(di)取材原則(ze)利(li)用(yong)(yong)(yong)戶用(yong)(yong)(yong)生(sheng)物(wu)質成(cheng)型燃料爐(lu)具供(gong)暖。


(八)全(quan)面支持農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)用能(neng)(neng)清(qing)潔化(hua)現代(dai)化(hua)。在具備(bei)條(tiao)件(jian)的農(nong)(nong)(nong)村(cun)(cun)地(di)(di)(di)區積極發展分(fen)散式(shi)風電(dian)和分(fen)布式(shi)光伏發電(dian)。推進(jin)農(nong)(nong)(nong)林廢棄物(wu)(wu)(wu)、禽畜糞污等與農(nong)(nong)(nong)村(cun)(cun)有機垃(la)圾等協同處理,合(he)理布局(ju)生(sheng)物(wu)(wu)(wu)質(zhi)發電(dian)、集(ji)中式(shi)生(sheng)物(wu)(wu)(wu)質(zhi)清(qing)潔供暖和生(sheng)物(wu)(wu)(wu)天(tian)(tian)然氣項目。加快農(nong)(nong)(nong)村(cun)(cun)能(neng)(neng)源(yuan)基礎設(she)施(shi)改(gai)(gai)造(zao)升級,探(tan)索(suo)推進(jin)微(wei)能(neng)(neng)網(微(wei)電(dian)網)建(jian)(jian)設(she)。推進(jin)有條(tiao)件(jian)地(di)(di)(di)區生(sheng)物(wu)(wu)(wu)天(tian)(tian)然氣進(jin)入管網,因地(di)(di)(di)制宜推進(jin)鄉(xiang)(xiang)鎮集(ji)中供熱,優先利用地(di)(di)(di)熱能(neng)(neng)、太陽能(neng)(neng)等供暖,逐步減(jian)少直至(zhi)禁止煤炭散燒。推動農(nong)(nong)(nong)村(cun)(cun)生(sheng)產生(sheng)活電(dian)氣化(hua)改(gai)(gai)造(zao)升級,建(jian)(jian)設(she)鄉(xiang)(xiang)村(cun)(cun)能(neng)(neng)源(yuan)站(zhan),提高(gao)農(nong)(nong)(nong)村(cun)(cun)能(neng)(neng)源(yuan)公(gong)共服務(wu)能(neng)(neng)力。結合(he)數字鄉(xiang)(xiang)村(cun)(cun)建(jian)(jian)設(she)提升鄉(xiang)(xiang)村(cun)(cun)智慧(hui)用能(neng)(neng)水平(ping),將鄉(xiang)(xiang)村(cun)(cun)能(neng)(neng)源(yuan)設(she)施(shi)建(jian)(jian)設(she)納(na)入鄉(xiang)(xiang)村(cun)(cun)建(jian)(jian)設(she)項目庫,高(gao)質(zhi)量建(jian)(jian)設(she)農(nong)(nong)(nong)村(cun)(cun)能(neng)(neng)源(yuan)革(ge)命(ming)試點。


(九)統籌(chou)新(xin)基(ji)建(jian)(jian)和(he)可再生(sheng)能源(yuan)(yuan)開發利用(yong)。加強充電(dian)基(ji)礎設施(shi)(shi)、加氣站、加氫(qing)站建(jian)(jian)設,完善城鄉充電(dian)網絡體系。優化(hua)新(xin)型(xing)基(ji)礎設施(shi)(shi)空間布局,推動(dong)5G基(ji)站、數(shu)據(ju)中(zhong)(zhong)心(xin)、超算中(zhong)(zhong)心(xin)等(deng)與(yu)光伏、熱泵、儲能等(deng)融合發展(zhan)。推動(dong)人工智(zhi)能、物(wu)聯網、區(qu)(qu)塊鏈等(deng)與(yu)可再生(sheng)能源(yuan)(yuan)深度融合發展(zhan)。支持(chi)(chi)新(xin)型(xing)基(ji)礎設施(shi)(shi)發展(zhan)綠電(dian)直供、源(yuan)(yuan)網荷儲一體化(hua)項(xiang)目,開展(zhan)綠證綠電(dian)交易(yi)和(he)“綠電(dian)園區(qu)(qu)”建(jian)(jian)設,提高“東數(shu)西算”等(deng)戰略工程中(zhong)(zhong)的(de)新(xin)能源(yuan)(yuan)電(dian)力消費占比。支持(chi)(chi)國家(jia)樞紐(niu)節點中(zhong)(zhong)具(ju)有(you)(you)冷水(shui)資源(yuan)(yuan)的(de)地(di)區(qu)(qu)建(jian)(jian)設大數(shu)據(ju)中(zhong)(zhong)心(xin)。有(you)(you)序(xu)開展(zhan)老舊(jiu)基(ji)站、“老舊(jiu)小散”數(shu)據(ju)中(zhong)(zhong)心(xin)綠色技術改造。推動(dong)新(xin)建(jian)(jian)數(shu)據(ju)中(zhong)(zhong)心(xin)逐年穩步提升(sheng)可再生(sheng)能源(yuan)(yuan)使用(yong)比例。


四、積極推(tui)動可再生能源替代創新試(shi)點


(十)加快試點(dian)(dian)應(ying)用(yong)。開展(zhan)(zhan)深(shen)(shen)遠(yuan)海漂浮式海上風電(dian)、年產(chan)千萬(wan)立(li)方米級(ji)(ji)(ji)生(sheng)(sheng)物(wu)天然氣工(gong)(gong)(gong)(gong)程等試點(dian)(dian)應(ying)用(yong),推動光熱(re)與風電(dian)光伏深(shen)(shen)度聯(lian)合(he)運(yun)行。在(zai)(zai)工(gong)(gong)(gong)(gong)廠和(he)(he)園(yuan)區開展(zhan)(zhan)綠色直供(gong)電(dian)試點(dian)(dian),推進構網型、孤網運(yun)行、自(zi)備(bei)性(xing)質(zhi)的可再(zai)(zai)生(sheng)(sheng)能源綜合(he)利用(yong)工(gong)(gong)(gong)(gong)程試點(dian)(dian)。結合(he)資(zi)源條件(jian)因地制宜推進大型燃(ran)煤發(fa)電(dian)鍋(guo)爐(lu)摻燒(shao)農林廢(fei)棄物(wu)等耦合(he)生(sheng)(sheng)物(wu)質(zhi)燃(ran)燒(shao)技術改造。鼓(gu)勵引導可再(zai)(zai)生(sheng)(sheng)能源設備(bei)更新升級(ji)(ji)(ji)和(he)(he)廢(fei)舊設備(bei)設施循環利用(yong)。在(zai)(zai)鋼鐵(tie)、有色金屬、石化(hua)(hua)化(hua)(hua)工(gong)(gong)(gong)(gong)和(he)(he)建(jian)材(cai)等領域推廣(guang)低碳零碳生(sheng)(sheng)產(chan)工(gong)(gong)(gong)(gong)藝和(he)(he)工(gong)(gong)(gong)(gong)業流程再(zai)(zai)造技術應(ying)用(yong)。開展(zhan)(zhan)氫冶金和(he)(he)氫基化(hua)(hua)工(gong)(gong)(gong)(gong)技術推廣(guang)應(ying)用(yong)。推動光儲(chu)(chu)端信產(chan)業融合(he)創新,探(tan)索(suo)開展(zhan)(zhan)光儲(chu)(chu)充放一(yi)體(ti)化(hua)(hua)試點(dian)(dian)。支持園(yuan)區、企業、大型公共(gong)建(jian)筑等開展(zhan)(zhan)發(fa)供(gong)用(yong)高比例新能源試點(dian)(dian),大幅提升新能源電(dian)力(li)消(xiao)費占比。在(zai)(zai)具備(bei)基礎的國家(jia)和(he)(he)省級(ji)(ji)(ji)經濟(ji)開發(fa)區,以市場化(hua)(hua)方式打造新增能源消(xiao)費100%由可再(zai)(zai)生(sheng)(sheng)能源供(gong)給的綠色能源試點(dian)(dian)園(yuan)區。


(十一(yi))推(tui)(tui)動業(ye)態融(rong)合(he)(he)創新(xin)(xin)。推(tui)(tui)動工業(ye)、交通、建筑、農業(ye)、林(lin)業(ye)等與(yu)可再(zai)生(sheng)(sheng)能(neng)源(yuan)跨(kua)行業(ye)融(rong)合(he)(he),推(tui)(tui)進光伏治(zhi)沙、光伏廊(lang)道和海洋(yang)牧(mu)場(chang)等深層次立(li)體化發展(zhan),形成深度(du)融(rong)合(he)(he)、持續替(ti)代(dai)的(de)創新(xin)(xin)替(ti)代(dai)發展(zhan)局面。支持數字能(neng)源(yuan)、虛擬電廠、農村能(neng)源(yuan)合(he)(he)作社等新(xin)(xin)型經營主體發展(zhan)壯大,培育適應能(neng)源(yuan)清潔、高效、安全替(ti)代(dai)的(de)新(xin)(xin)業(ye)態。鼓勵能(neng)夠促進可再(zai)生(sheng)(sheng)能(neng)源(yuan)多品(pin)種(zhong)、多領(ling)域、多形態替(ti)代(dai)的(de)商業(ye)模式創新(xin)(xin),大力發展(zhan)能(neng)夠支持供需高效協同的(de)綜(zong)合(he)(he)能(neng)源(yuan)服務,加快(kuai)車網互(hu)動、電碳資產管理(li)等新(xin)(xin)商業(ye)模式落地。


五、強化可再生(sheng)能源替代保障措施


(十二)健全法(fa)(fa)律(lv)法(fa)(fa)規(gui)標準(zhun)(zhun)。建立健全支持可(ke)再生(sheng)(sheng)能源(yuan)(yuan)優先(xian)利用(yong)(yong)的(de)法(fa)(fa)律(lv)法(fa)(fa)規(gui),結合能源(yuan)(yuan)法(fa)(fa)、可(ke)再生(sheng)(sheng)能源(yuan)(yuan)法(fa)(fa)、電力法(fa)(fa)、節約(yue)能源(yuan)(yuan)法(fa)(fa)等(deng)制修訂(ding),明確各(ge)(ge)類主體在可(ke)再生(sheng)(sheng)能源(yuan)(yuan)開發利用(yong)(yong)中的(de)相關權(quan)利義務(wu)和(he)法(fa)(fa)律(lv)責任。加快完善可(ke)再生(sheng)(sheng)能源(yuan)(yuan)領域(yu)相關標準(zhun)(zhun)體系(xi)。結合重點領域(yu)標準(zhun)(zhun)制修訂(ding),將可(ke)再生(sheng)(sheng)能源(yuan)(yuan)替代利用(yong)(yong)納入各(ge)(ge)領域(yu)綠色低碳發展標準(zhun)(zhun)規(gui)范(fan)體系(xi)。強(qiang)化標準(zhun)(zhun)和(he)規(gui)范(fan)實施,推進實施效果評價。


(十三)完(wan)善綠(lv)(lv)色(se)能(neng)(neng)源(yuan)(yuan)(yuan)消費(fei)機(ji)制(zhi)。全面落實非(fei)化石能(neng)(neng)源(yuan)(yuan)(yuan)不納入(ru)(ru)能(neng)(neng)源(yuan)(yuan)(yuan)消耗總(zong)量和強度控(kong)制(zhi)要(yao)求,使(shi)用綠(lv)(lv)證(zheng)作為可再生能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力(li)消費(fei)核算的基礎憑證(zheng),加(jia)強綠(lv)(lv)證(zheng)與節能(neng)(neng)降碳政策(ce)的有效銜接。完(wan)善可再生能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)力(li)消納責(ze)任(ren)權重(zhong)機(ji)制(zhi),將(jiang)消納責(ze)任(ren)落實到重(zhong)點用能(neng)(neng)單位,加(jia)強高(gao)耗能(neng)(neng)企業使(shi)用綠(lv)(lv)色(se)電(dian)(dian)力(li)的剛性約束。加(jia)快建立(li)基于綠(lv)(lv)證(zheng)的綠(lv)(lv)色(se)電(dian)(dian)力(li)消費(fei)認證(zheng)機(ji)制(zhi)。推進(jin)綠(lv)(lv)證(zheng)綠(lv)(lv)電(dian)(dian)與全國碳市場銜接。將(jiang)綠(lv)(lv)色(se)電(dian)(dian)力(li)消費(fei)要(yao)求納入(ru)(ru)綠(lv)(lv)色(se)產(chan)品評價(jia)標準,拓展綠(lv)(lv)色(se)產(chan)品認證(zheng)目錄,研究(jiu)制(zhi)定政府(fu)采購(gou)支持(chi)綠(lv)(lv)色(se)產(chan)品相關(guan)政策(ce),推動主要(yao)采用綠(lv)(lv)色(se)電(dian)(dian)力(li)生產(chan)的產(chan)品享受綠(lv)(lv)色(se)金融等政策(ce)。


(十四)落實科技(ji)財政金(jin)融(rong)支持(chi)(chi)政策(ce)。利用(yong)(yong)好首臺(tai)(套)重大(da)技(ji)術(shu)裝(zhuang)備推廣應用(yong)(yong)有關政策(ce)和(he)(he)國家重點研(yan)發(fa)計劃重點專項,支持(chi)(chi)可再(zai)生能(neng)源(yuan)替代關鍵技(ji)術(shu)研(yan)發(fa)和(he)(he)試點應用(yong)(yong)。建立健(jian)全綠(lv)色金(jin)融(rong)機(ji)制,支持(chi)(chi)各領(ling)域各類主體投資可再(zai)生能(neng)源(yuan)替代利用(yong)(yong)及(ji)基(ji)礎設(she)施建設(she)和(he)(he)升級。鼓勵開展(zhan)信貸產品和(he)(he)服務創新,按照市(shi)場化(hua)法治化(hua)原則(ze)提供長期穩(wen)定融(rong)資支持(chi)(chi)。


(十(shi)五)健全(quan)市(shi)(shi)場(chang)機(ji)制(zhi)(zhi)(zhi)和價格(ge)機(ji)制(zhi)(zhi)(zhi)。深化新(xin)能(neng)(neng)源(yuan)(yuan)上網電(dian)(dian)(dian)價市(shi)(shi)場(chang)化改革(ge),建立(li)和完善適應(ying)可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)特性的(de)電(dian)(dian)(dian)力(li)中長期(qi)、現貨和輔(fu)助服(fu)(fu)務市(shi)(shi)場(chang)交易機(ji)制(zhi)(zhi)(zhi),支持可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)項目與各類用(yong)(yong)戶開展直接交易及(ji)與用(yong)(yong)戶簽訂多年購售電(dian)(dian)(dian)協議。推動(dong)具(ju)備提(ti)供輔(fu)助服(fu)(fu)務能(neng)(neng)力(li)的(de)可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)或(huo)綜合利用(yong)(yong)系(xi)統公平參(can)與輔(fu)助服(fu)(fu)務市(shi)(shi)場(chang)。建立(li)健全(quan)可再生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)供熱(re)、生(sheng)(sheng)物天(tian)然(ran)氣、清潔低碳(tan)氫的(de)市(shi)(shi)場(chang)機(ji)制(zhi)(zhi)(zhi)。建立(li)健全(quan)儲能(neng)(neng)價格(ge)機(ji)制(zhi)(zhi)(zhi)。對實行(xing)兩部制(zhi)(zhi)(zhi)電(dian)(dian)(dian)價集中式(shi)充換電(dian)(dian)(dian)設施用(yong)(yong)電(dian)(dian)(dian)在(zai)規(gui)定期(qi)限(xian)內(nei)免(mian)收需量(liang)(容量(liang))電(dian)(dian)(dian)費。穩(wen)妥有序推動(dong)分布(bu)式(shi)新(xin)能(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)參(can)與市(shi)(shi)場(chang)化交易,促進(jin)分布(bu)式(shi)新(xin)能(neng)(neng)源(yuan)(yuan)就(jiu)近消納。加強新(xin)能(neng)(neng)源(yuan)(yuan)在(zai)公平接入電(dian)(dian)(dian)網、參(can)與電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)及(ji)消納利用(yong)(yong)等方面的(de)監管。


(十六)深(shen)化推進(jin)國際合(he)作(zuo)。加強與共建“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路”國家的綠(lv)色(se)能(neng)(neng)源(yuan)合(he)作(zuo),深(shen)化綠(lv)色(se)能(neng)(neng)源(yuan)務實(shi)合(he)作(zuo),推動(dong)(dong)建成一(yi)(yi)(yi)批綠(lv)色(se)能(neng)(neng)源(yuan)最佳實(shi)踐項目。建立(li)清潔能(neng)(neng)源(yuan)國際合(he)作(zuo)統計分析平臺,推動(dong)(dong)工(gong)業、交通、建筑、農(nong)業農(nong)村(cun)等重點領域可再生能(neng)(neng)源(yuan)應(ying)用先進(jin)技術(shu)裝備(bei)研(yan)發的國際合(he)作(zuo)。支持(chi)與國際機構開展綠(lv)證綠(lv)電(dian)交流(liu),推動(dong)(dong)綠(lv)證走出去(qu)。推進(jin)“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路”科技創新行動(dong)(dong)計劃,開展聯合(he)研(yan)究及(ji)交流(liu)培訓(xun)。


(十七)加強(qiang)宣傳引導(dao)。動員(yuan)全民參與可再(zai)生能源(yuan)替代(dai)行動,組織開展城市、鄉(xiang)村、社區、園區可再(zai)生能源(yuan)應用培訓和(he)試(shi)點活動,大力(li)支持可再(zai)生能源(yuan)產品的(de)銷售(shou)和(he)使用,促進(jin)居民踐(jian)行和(he)推廣綠(lv)色生活方式。


各級發(fa)展(zhan)改革、能源(yuan)(yuan)(yuan)、工(gong)業和(he)信息化、交(jiao)通運輸、住(zhu)房和(he)城鄉建設、農(nong)業農(nong)村(cun)、科(ke)技、財(cai)政、自然資源(yuan)(yuan)(yuan)、生(sheng)態環境、金融、數(shu)據、鐵路、民用航(hang)空等部門按照(zhao)職(zhi)能分(fen)工(gong)加強(qiang)協同配合,加強(qiang)統(tong)籌協調和(he)督促指導,推(tui)進本意見(jian)組織(zhi)實(shi)施(shi)。各地區要充(chong)分(fen)認識(shi)可再生(sheng)能源(yuan)(yuan)(yuan)替代(dai)行(xing)動的重要性、緊迫性,結(jie)合本地區經濟社會發(fa)展(zhan)實(shi)際,以及新(xin)型電力系統(tong)建設工(gong)作(zuo),切實(shi)加快推(tui)進可再生(sheng)能源(yuan)(yuan)(yuan)替代(dai)。
