5月29日,甘(gan)肅~浙江特高(gao)壓柔性直(zhi)流輸電試(shi)驗示(shi)范工程環評公示(shi)。
據悉,甘肅~浙江(jiang)特(te)高壓柔性直流(liu)輸電(dian)(dian)試驗示(shi)范(fan)工程已納入(ru)國(guo)家(jia)《“十四(si)五”電(dian)(dian)力(li)(li)發(fa)(fa)展規劃(hua)》,主要滿足甘肅騰(teng)格里(li)沙漠河西新能(neng)(neng)源(yuan)基地開(kai)發(fa)(fa)外送需要,送電(dian)(dian)浙江(jiang)電(dian)(dian)網消納。根據國(guo)家(jia)能(neng)(neng)源(yuan)局電(dian)(dian)力(li)(li)司(si)印發(fa)(fa)文件《國(guo)家(jia)能(neng)(neng)源(yuan)局關(guan)于做好T066(甘肅至(zhi)浙江(jiang)±800千伏特(te)高壓直流(liu)輸電(dian)(dian)工程)配套電(dian)(dian)源(yuan)規劃(hua)建設工作的通知》(國(guo)能(neng)(neng)發(fa)(fa)電(dian)(dian)力(li)(li)〔2023〕42號),本項目配套電(dian)(dian)源(yuan)總裝機容量15200MW,其中煤電(dian)(dian)4000MW、風電(dian)(dian)4000MW、光伏7000MW、光熱(re)200MW,配套儲(chu)能(neng)(neng)不(bu)低于2000MW、連(lian)續儲(chu)能(neng)(neng)時長不(bu)低于2小時。
相(xiang)比于常規直(zhi)流(liu),柔性直(zhi)流(liu)可與(yu)弱電網(wang)或(huo)無源電網(wang)聯系,可對有功(gong)功(gong)率(lv)(lv)和(he)無功(gong)功(gong)率(lv)(lv)進行獨立快速控制,實現輸電功(gong)率(lv)(lv)動態連續(xu)調節,具(ju)有運行方(fang)式靈活,對系統支(zhi)撐能力強(qiang),不(bu)易發生換(huan)相(xiang)失(shi)敗等(deng)優點。
本項(xiang)目送(song)(song)(song)端(duan)換(huan)(huan)流(liu)(liu)站采用柔性直(zhi)流(liu)(liu)技術路(lu)線(xian),有(you)(you)利于緩解(jie)直(zhi)流(liu)(liu)及近區新(xin)能源暫態過(guo)電(dian)壓(ya)問(wen)題(ti),改善西北電(dian)網(wang)(wang)長(chang)鏈式網(wang)(wang)架結構(gou)安(an)全(quan)穩定水平,提升多直(zhi)流(liu)(liu)接(jie)入(ru)情(qing)況(kuang)下的(de)(de)送(song)(song)(song)端(duan)換(huan)(huan)流(liu)(liu)站短(duan)路(lu)比;受(shou)端(duan)換(huan)(huan)流(liu)(liu)站采用柔性直(zhi)流(liu)(liu)技術路(lu)線(xian),有(you)(you)利于緩解(jie)受(shou)端(duan)多直(zhi)流(liu)(liu)集中饋(kui)入(ru)情(qing)況(kuang)下連(lian)續換(huan)(huan)相失敗(bai)引起的(de)(de)安(an)全(quan)穩定風(feng)險,避免同(tong)送(song)(song)(song)同(tong)受(shou)直(zhi)流(liu)(liu)換(huan)(huan)相失敗(bai)對送(song)(song)(song)、受(shou)端(duan)電(dian)網(wang)(wang)的(de)(de)沖(chong)擊,同(tong)時通過(guo)低壓(ya)限流(liu)(liu)控制措施可降低對受(shou)端(duan)電(dian)網(wang)(wang)短(duan)路(lu)電(dian)流(liu)(liu)超(chao)標問(wen)題(ti)的(de)(de)影響(xiang)。
送(song)(song)、受端均采用(yong)柔(rou)(rou)性輸電技術(shu),能夠(gou)實(shi)現(xian)(xian)±800kV、輸電容(rong)量8000MW的(de)特高壓(ya)柔(rou)(rou)性直(zhi)(zhi)流送(song)(song)電,可在送(song)(song)、受端多直(zhi)(zhi)流集(ji)中接入情況下探索實(shi)現(xian)(xian)大規(gui)模清(qing)潔能源(yuan)跨區外送(song)(song)新模式,避免(mian)多回直(zhi)(zhi)流間相互影(ying)響(xiang),提升對系(xi)統的(de)支撐能力(li),提升系(xi)統穩(wen)定特性,同(tong)時可引領高電壓(ya)等級、大輸送(song)(song)容(rong)量柔(rou)(rou)性直(zhi)(zhi)流輸電技術(shu)革新,具有重要的(de)示范意(yi)義。
本(ben)項目(mu)主(zhu)要建設內容包括:新(xin)建送(song)端(duan)±800kV甘肅換流(liu)(liu)站(zhan)(zhan)(zhan)(以下簡(jian)稱“送(song)端(duan)換流(liu)(liu)站(zhan)(zhan)(zhan)”,含(han)(han)配(pei)套送(song)端(duan)接(jie)(jie)地極和接(jie)(jie)地極線路工(gong)(gong)程(cheng)(cheng)(cheng)、110kV換流(liu)(liu)站(zhan)(zhan)(zhan)站(zhan)(zhan)(zhan)外電(dian)(dian)源(yuan)(yuan)工(gong)(gong)程(cheng)(cheng)(cheng)、10kV接(jie)(jie)地極電(dian)(dian)源(yuan)(yuan)工(gong)(gong)程(cheng)(cheng)(cheng));新(xin)建受端(duan)±800kV浙江(jiang)換流(liu)(liu)站(zhan)(zhan)(zhan)(以下簡(jian)稱“受端(duan)換流(liu)(liu)站(zhan)(zhan)(zhan)”,含(han)(han)配(pei)套受端(duan)接(jie)(jie)地極和接(jie)(jie)地極線路工(gong)(gong)程(cheng)(cheng)(cheng)、35kV換流(liu)(liu)站(zhan)(zhan)(zhan)站(zhan)(zhan)(zhan)外電(dian)(dian)源(yuan)(yuan)工(gong)(gong)程(cheng)(cheng)(cheng)、10kV接(jie)(jie)地極電(dian)(dian)源(yuan)(yuan)工(gong)(gong)程(cheng)(cheng)(cheng));新(xin)建±800kV直流(liu)(liu)輸電(dian)(dian)線路2370.1km(含(han)(han)白銀黃河(he)大跨越、蕪湖長(chang)江(jiang)大跨越);新(xin)建GIL管廊(lang)工(gong)(gong)程(cheng)(cheng)(cheng)(含(han)(han)北岸引(yin)接(jie)(jie)站(zhan)(zhan)(zhan)、南岸引(yin)接(jie)(jie)站(zhan)(zhan)(zhan)、35kV引(yin)接(jie)(jie)站(zhan)(zhan)(zhan)電(dian)(dian)源(yuan)(yuan)工(gong)(gong)程(cheng)(cheng)(cheng)、GIL管廊(lang)、500kV搭接(jie)(jie)線路約(yue)8.0km);新(xin)建肥(fei)西(xi)-繁昌500kV線路長(chang)江(jiang)大跨越過渡工(gong)(gong)程(cheng)(cheng)(cheng);配(pei)套直流(liu)(liu)改造和交(jiao)流(liu)(liu)線路改造工(gong)(gong)程(cheng)(cheng)(cheng)。

本項目動態(tai)投資(zi)總計3546134萬元,計劃(hua)于2027年7月建(jian)成投運。
工程主要是為了落實國家《“十四五(wu)”電力發展規(gui)劃》,保障甘肅騰格(ge)里(li)沙漠河西新能源(yuan)基地新能源(yuan)電力可靠送(song)出。
浙(zhe)江電(dian)(dian)網是華東電(dian)(dian)網的重要組(zu)成部(bu)分,截至2023年(nian)底,浙(zhe)江省(sheng)電(dian)(dian)源總裝機容量(liang)為130767MW(不(bu)含(han)新型(xing)儲(chu)能)。2023年(nian)浙(zhe)江省(sheng)全社會(hui)用(yong)電(dian)(dian)量(liang)為6192×10 8kWh,同比增長6.8%;全社會(hui)最大(da)負(fu)荷為110220MW,同比增長1.7%。2025年(nian)浙(zhe)江省(sheng)全社會(hui)用(yong)電(dian)(dian)量(liang)和(he)最大(da)負(fu)荷預測將(jiang)分別達(da)到6660×108kWh和(he)124300MW,“十四五”年(nian)均增長率分別為6.6%和(he)6%。電(dian)(dian)力平衡計(ji)算結果表明,考慮現役、核準在建、納規電(dian)(dian)源及已明確外部(bu)協議(yi)電(dian)(dian)力,2025年(nian)浙(zhe)江電(dian)(dian)網存(cun)在一定電(dian)(dian)力缺口。本工程可緩解受端浙(zhe)江電(dian)(dian)網的供電(dian)(dian)壓力,保(bao)障電(dian)(dian)網安全穩定運行,促進(jin)送、受端地區的經(jing)濟(ji)發展,具有良好的經(jing)濟(ji)效益。
本項目的建設符(fu)合我國(guo)能(neng)源“西電東送”整體電力流向,甘肅騰格里沙(sha)漠河西新(xin)能(neng)源基地(di)是國(guo)家規劃建設的以沙(sha)漠、戈壁(bi)、荒(huang)漠地(di)區(qu)為重點(dian)的大(da)型風電光伏基地(di)之一,將(jiang)甘肅武威(wei)和(he)金(jin)昌(chang)地(di)區(qu)電力跨區(qu)輸送至浙江電網,為實現大(da)范圍(wei)內資(zi)源優(you)化(hua)(hua)配置創(chuang)造了有(you)(you)利條件,可促進武威(wei)和(he)金(jin)昌(chang)地(di)區(qu)經濟社(she)會高質量發展(zhan),提高浙江省綠色能(neng)源消費占(zhan)比,有(you)(you)利于浙江大(da)氣污染防治(zhi)。工(gong)程(cheng)可以減少(shao)受端(duan)燃煤消耗,減少(shao)二氧化(hua)(hua)碳(tan)、二氧化(hua)(hua)硫、氮氧化(hua)(hua)物等排放,具有(you)(you)較為明顯(xian)的經濟、環保和(he)低碳(tan)發展(zhan)效益(yi)。
