近年爆火的光熱發電,還有哪些“坎”要邁?

目前,國內(nei)有近30個“光熱(re)+”大基(ji)地項(xiang)目正(zheng)在(zai)快速推進,其中約20個項(xiang)目正(zheng)在(zai)建設,部分項(xiang)目已進入(ru)全面建設階段。總體(ti)來(lai)看,在(zai)首批示范后陷入(ru)沉寂的光熱(re)發(fa)電正(zheng)迎(ying)來(lai)新一波發(fa)展熱(re)潮(chao),光熱(re)發(fa)電和熔(rong)鹽(yan)儲能(neng)兩種技術均在(zai)快速發(fa)展。


多位受訪人士告(gao)訴記(ji)者,“當(dang)前新能源全面平價上網(wang)的條件下,新能源大基(ji)地中光(guang)(guang)熱(re)配比較(jiao)低,光(guang)(guang)熱(re)性能發(fa)(fa)揮有限(xian)”“光(guang)(guang)熱(re)發(fa)(fa)電項目高質量發(fa)(fa)展,需按照市(shi)場化方式確(que)定上網(wang)電價”。


行業逐步規范


光熱發電項目投(tou)資大、建設周期長(chang),與光伏相比受關注程度偏低(di)。但近(jin)兩年(nian),在(zai)碳達(da)峰(feng)碳中和相關政策引導下,光熱發電市(shi)場逐漸欣欣向榮。


今(jin)年,國(guo)家(jia)(jia)能源(yuan)局(ju)通知(zhi)提出,力(li)爭“十四五”期間,全國(guo)光(guang)熱發(fa)電(dian)每年新(xin)增開(kai)(kai)工規(gui)模達到300萬千瓦左右。各省市規(gui)劃了一批風(feng)光(guang)熱大基(ji)地項(xiang)目(mu),并(bing)陸續(xu)開(kai)(kai)標開(kai)(kai)建(jian)(jian)。如今(jin),國(guo)家(jia)(jia)能源(yuan)集團(tuan)、中(zhong)國(guo)電(dian)建(jian)(jian)、三峽(xia)集團(tuan)、中(zhong)廣核集團(tuan)、中(zhong)國(guo)能建(jian)(jian)等央企(qi)均在建(jian)(jian)設光(guang)熱發(fa)電(dian)項(xiang)目(mu)。

近(jin)日,國家能(neng)源局綜合司(si)發(fa)(fa)(fa)布2023年能(neng)源領域行業標準制(zhi)修訂(ding)(ding)計(ji)劃,涉及(ji)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)、熔鹽(yan)儲(chu)熱的(de)相關標準共有13項,比如《風電(dian)(dian)光(guang)(guang)(guang)伏與光(guang)(guang)(guang)熱一體(ti)化發(fa)(fa)(fa)電(dian)(dian)項目規(gui)劃報(bao)告編(bian)制(zhi)規(gui)程(cheng)》《風電(dian)(dian)光(guang)(guang)(guang)伏與光(guang)(guang)(guang)熱一體(ti)化發(fa)(fa)(fa)電(dian)(dian)項目可行性研究報(bao)告編(bian)制(zhi)規(gui)程(cheng)》《太(tai)陽能(neng)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)站環境保護技術監(jian)督規(gui)程(cheng)》《太(tai)陽能(neng)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)站汽輪機技術監(jian)督規(gui)程(cheng)》《太(tai)陽能(neng)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)站集(ji)熱系統技術監(jian)督規(gui)程(cheng)》《太(tai)陽能(neng)光(guang)(guang)(guang)熱發(fa)(fa)(fa)電(dian)(dian)站儲(chu)熱換熱系統技術監(jian)督規(gui)程(cheng)》等(deng)。業內人士認(ren)為(wei),上述標準的(de)修訂(ding)(ding)將(jiang)規(gui)范光(guang)(guang)(guang)熱行業發(fa)(fa)(fa)展,避免(mian)技術亂象。


在受訪業內人士看來(lai),政策(ce)、企業正在合力促進光熱(re)發(fa)電(dian)(dian)行業高(gao)質量發(fa)展。我國光伏(fu)、風電(dian)(dian)在經歷了長期補貼激勵形成一定的規(gui)模效(xiao)應后成本(ben)逐漸下降,光熱(re)發(fa)電(dian)(dian)目前尚(shang)未形成規(gui)模效(xiao)應。通過(guo)首批示范項目建設,國內光熱(re)發(fa)電(dian)(dian)行業初步實現了設備材料(liao)的批量化(hua)(hua)生產(chan)和生產(chan)工藝流程的優化(hua)(hua),但由于國內光熱(re)電(dian)(dian)站(zhan)裝(zhuang)機規(gui)模較小,光熱(re)發(fa)電(dian)(dian)成本(ben)依然(ran)較高(gao)。


價值打了折扣


談及光(guang)(guang)(guang)熱發(fa)電(dian)目前(qian)遇到的(de)(de)困難,業內人士認為,關(guan)鍵在于“政(zheng)策(ce)”和“成本”問題(ti)。一位(wei)央企(qi)相關(guan)人士接(jie)受記(ji)者(zhe)采(cai)訪時(shi)直言,目前(qian)風(feng)光(guang)(guang)(guang)熱一體(ti)化(hua)項目開發(fa)時(shi),光(guang)(guang)(guang)熱發(fa)電(dian)按照當地燃煤發(fa)電(dian)基準電(dian)價上網大多虧損,需要通過風(feng)電(dian)和光(guang)(guang)(guang)伏發(fa)電(dian)的(de)(de)利潤空間來彌補,地方政(zheng)府依據開發(fa)商能夠接(jie)受的(de)(de)最(zui)低投資收(shou)益確定光(guang)(guang)(guang)熱與風(feng)電(dian)和光(guang)(guang)(guang)伏的(de)(de)容量(liang)配比(bi),光(guang)(guang)(guang)熱建設方案(an)并(bing)非最(zui)優(you)技術方案(an),削弱(ruo)了(le)光(guang)(guang)(guang)熱靈活調(diao)節的(de)(de)優(you)勢(shi)。


“雖然光(guang)熱(re)的(de)價值已經得到了廣泛認可,但(dan)是由于尚未形成規模效(xiao)應,且(qie)沒有經歷(li)長時間(jian)的(de)補貼激勵,現階段成本仍然較高(gao),也導致(zhi)光(guang)熱(re)發電在多能互補項目中裝機占比(bi)較小。”浙江可勝技(ji)術(shu)股份(fen)有限公司董事長金建祥對記者分(fen)析,目前(qian)光(guang)伏和光(guang)熱(re)的(de)配(pei)比(bi)在6:1-9:1之間(jian),并(bing)不能完(wan)全滿(man)足風光(guang)大基地自(zi)我調節需(xu)求。

金建祥認為(wei),降(jiang)低光熱發電成本,一方面要(yao)靠規模擴大;另一方面,技術創新尤為(wei)重要(yao),希望同行能夠更多(duo)關注技術創新。


“如果當前的(de)發(fa)(fa)展(zhan)勢頭(tou)保持下(xia)去,同時推動新(xin)技術逐步走向應用,光熱(re)發(fa)(fa)電成本(ben)快(kuai)(kuai)速(su)下(xia)降指日(ri)可待。”金建祥表(biao)示,未來光熱(re)發(fa)(fa)電的(de)單機規模將快(kuai)(kuai)速(su)擴大到20-30萬千瓦,預計經過3年左右時間,光熱(re)發(fa)(fa)電成本(ben)將降到0.6元/千瓦時以內,考慮(lv)到其自帶儲能的(de)特性,這(zhe)一成本(ben)將具有(you)競爭(zheng)力(li)。未來,在多(duo)能互補項目(mu)中(zhong),風電、光伏(fu)、光熱(re)配(pei)比將達(da)到1:1:1,從而(er)使光熱(re)的(de)調(diao)峰性能得(de)到保障。


針對(dui)光(guang)熱(re)(re)價值打折扣問題,上述央(yang)企(qi)相關(guan)人士建議,有條件(jian)的(de)省份(fen)和(he)地(di)(di)區可研究出臺財政(zheng)、價格、土地(di)(di)等(deng)支持(chi)光(guang)熱(re)(re)發電(dian)規模化發展的(de)配套(tao)政(zheng)策,提前規劃百(bai)萬千瓦級(ji)(ji)、千萬千瓦級(ji)(ji)光(guang)熱(re)(re)發電(dian)基地(di)(di),率先打造(zao)光(guang)熱(re)(re)產業(ye)集群(qun)。


上網電價與供求關系掛鉤


電力規劃設計總(zong)院原副院長孫銳對記者表示,現在(zai)的(de)光熱發(fa)電行(xing)業已經按照市場化(hua)方(fang)式發(fa)展,但光熱發(fa)電項目上網(wang)電價(jia)并沒有按照市場化(hua)的(de)方(fang)式確定,導(dao)致在(zai)項目開發(fa)的(de)競(jing)標中,也(ye)并沒有按照完全市場化(hua)方(fang)式進行(xing)。


孫銳直言,目(mu)(mu)(mu)前對(dui)于光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu),電(dian)(dian)(dian)(dian)(dian)網(wang)公司是(shi)按照當地燃煤(mei)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)基準電(dian)(dian)(dian)(dian)(dian)價結算,超(chao)出燃煤(mei)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)基準電(dian)(dian)(dian)(dian)(dian)價部分的(de)(de)(de)成本無法通過上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)價回收(shou)。在(zai)(zai)這種情況下,采(cai)用(yong)多能(neng)互補(bu)一(yi)體化項(xiang)目(mu)(mu)(mu)的(de)(de)(de)方式(shi),為光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)搭配(pei)風電(dian)(dian)(dian)(dian)(dian)和(he)光(guang)(guang)(guang)(guang)伏發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian),通過風電(dian)(dian)(dian)(dian)(dian)和(he)光(guang)(guang)(guang)(guang)伏發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)利潤(run)空間來彌補(bu)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)虧損。這種建設方式(shi)帶動了(le)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)市場需求,有(you)效緩解了(le)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)產業鏈的(de)(de)(de)生存危機(ji),不(bu)失為一(yi)種權宜之策。然而(er),在(zai)(zai)一(yi)體化項(xiang)目(mu)(mu)(mu)中,光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)是(shi)虧損的(de)(de)(de),開發(fa)(fa)(fa)(fa)(fa)(fa)商為了(le)達到合理的(de)(de)(de)投(tou)資收(shou)益,不(bu)得不(bu)減少光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)部分的(de)(de)(de)投(tou)資,致使(shi)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)聚光(guang)(guang)(guang)(guang)集熱(re)(re)(re)(re)系統的(de)(de)(de)規模大大縮(suo)小,造成光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)的(de)(de)(de)性能(neng)大打折(zhe)扣,喪失了(le)長時儲能(neng)的(de)(de)(de)技術優(you)勢。因此,為使(shi)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)得到健(jian)康的(de)(de)(de)發(fa)(fa)(fa)(fa)(fa)(fa)展(zhan),在(zai)(zai)新型電(dian)(dian)(dian)(dian)(dian)力系統中更(geng)好地發(fa)(fa)(fa)(fa)(fa)(fa)揮(hui)作用(yong),建立(li)光(guang)(guang)(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu)的(de)(de)(de)成本傳導機(ji)制是(shi)當務(wu)之急。


“以上(shang)網(wang)(wang)電(dian)價為標(biao)的(de),通過市(shi)場競爭確(que)(que)(que)定(ding)(ding)光熱(re)(re)發(fa)(fa)(fa)電(dian)項(xiang)目(mu)的(de)上(shang)網(wang)(wang)電(dian)價和開發(fa)(fa)(fa)商,有(you)利于(yu)降(jiang)低(di)(di)光熱(re)(re)發(fa)(fa)(fa)電(dian)成(cheng)本、激(ji)勵相(xiang)關(guan)企業的(de)技術進步。由于(yu)光熱(re)(re)發(fa)(fa)(fa)電(dian)項(xiang)目(mu)電(dian)站(zhan)內部系(xi)統(tong)配置(zhi)(zhi)非常靈活(huo),不(bu)同的(de)系(xi)統(tong)配置(zhi)(zhi)決定(ding)(ding)了(le)光熱(re)(re)發(fa)(fa)(fa)電(dian)機(ji)(ji)組(zu)的(de)性能差異(yi)和發(fa)(fa)(fa)電(dian)成(cheng)本的(de)高低(di)(di)。”孫銳認為,要在招(zhao)標(biao)前通過系(xi)統(tong)研究確(que)(que)(que)定(ding)(ding)光熱(re)(re)發(fa)(fa)(fa)電(dian)在系(xi)統(tong)中(zhong)的(de)功(gong)能定(ding)(ding)位,并將對機(ji)(ji)組(zu)的(de)功(gong)能要求寫入招(zhao)標(biao)文件中(zhong),在滿足招(zhao)標(biao)文件技術要求的(de)前提下,上(shang)網(wang)(wang)電(dian)價最低(di)(di)者(zhe)中(zhong)標(biao)。通過招(zhao)標(biao)確(que)(que)(que)定(ding)(ding)的(de)上(shang)網(wang)(wang)電(dian)價需要向后(hou)端傳導。此(ci)外,要使上(shang)網(wang)(wang)電(dian)價與(yu)供求關(guan)系(xi)掛鉤,根(gen)據受(shou)端電(dian)網(wang)(wang)的(de)峰(feng)谷分(fen)時電(dian)價模(mo)式,確(que)(que)(que)定(ding)(ding)電(dian)源的(de)上(shang)網(wang)(wang)電(dian)價系(xi)數,充(chong)分(fen)利用(yong)價格機(ji)(ji)制(zhi)激(ji)勵電(dian)源參與(yu)系(xi)統(tong)調峰(feng),降(jiang)低(di)(di)系(xi)統(tong)的(de)調峰(feng)成(cheng)本。
