甘肅省社會科學院課題組——關于全省新能源產業發展的調研建議

在(zai)“雙(shuang)碳(tan)”目標背景下(xia),如(ru)何選(xuan)擇最(zui)有效的能源轉(zhuan)(zhuan)型路(lu)徑,使甘(gan)肅(su)新(xin)能源使用效率得到最(zui)大(da)化的提升,既(ji)是(shi)“十(shi)四(si)五”規劃(hua)和(he)(he)未來能源規劃(hua)的關鍵問題(ti)(ti),同時也是(shi)甘(gan)肅(su)新(xin)能源產(chan)業搶抓發展(zhan)契機,實(shi)現(xian)跨越式(shi)發展(zhan)的重要機遇。為(wei)深入開展(zhan)學習貫徹(che)習近平(ping)新(xin)時代(dai)中國特色社會主義(yi)思想主題(ti)(ti)教育,貫徹(che)落(luo)實(shi)黨的二(er)十(shi)大(da)精神,甘(gan)肅(su)省社會科學院組(zu)(zu)成專題(ti)(ti)課題(ti)(ti)組(zu)(zu),對全省新(xin)能源產(chan)業發展(zhan)現(xian)狀進(jin)行了調研,并在(zai)此基礎上,采用數據模擬分析工具,探尋(xun)在(zai)能源結構更新(xin)和(he)(he)技術進(jin)步共同作用下(xia),甘(gan)肅(su)能源系統優化轉(zhuan)(zhuan)型的路(lu)徑選(xuan)擇和(he)(he)新(xin)能源產(chan)業提質增效的對策建議。


課題(ti)組認為,大力增(zeng)加(jia)(jia)風光(guang)電開發(fa)是甘(gan)肅未來(lai)能(neng)(neng)(neng)源(yuan)系(xi)統(tong)轉型的重(zhong)要(yao)方(fang)向,能(neng)(neng)(neng)夠實現能(neng)(neng)(neng)源(yuan)結(jie)(jie)構清潔(jie)化,減少碳排放。應(ying)選擇(ze)風能(neng)(neng)(neng)作(zuo)為主要(yao)的新能(neng)(neng)(neng)源(yuan),并改進光(guang)伏和光(guang)熱技(ji)(ji)術,使得太(tai)陽(yang)能(neng)(neng)(neng)可(ke)全負荷出力,以增(zeng)加(jia)(jia)太(tai)陽(yang)能(neng)(neng)(neng)在轉型過程(cheng)中的份額。同時,大力開發(fa)低成本的儲電技(ji)(ji)術。最終,在技(ji)(ji)術進步(bu)和結(jie)(jie)構更新共同作(zuo)用(yong)的路徑下,使能(neng)(neng)(neng)源(yuan)系(xi)統(tong)可(ke)以完成既能(neng)(neng)(neng)滿足經濟(ji)發(fa)展的需要(yao)又能(neng)(neng)(neng)實現低碳減排的目標。


在(zai)調(diao)研過(guo)程中,課題組認(ren)為,近年來,甘肅新能源產業的發展(zhan)成效顯(xian)著。具(ju)體表現在(zai):


新(xin)(xin)能(neng)(neng)(neng)源(yuan)高(gao)比(bi)(bi)(bi)例特征明顯。截至(zhi)2022年(nian)(nian)(nian)底(di),甘肅省新(xin)(xin)能(neng)(neng)(neng)源(yuan)裝機(ji)總量(liang)達到(dao)(dao)3800萬千(qian)(qian)(qian)(qian)瓦(wa),占(zhan)全(quan)(quan)省總裝機(ji)容量(liang)的(de)(de)(de)53.8%,同(tong)比(bi)(bi)(bi)增(zeng)(zeng)長(chang)31.2%,較“十(shi)三五”末增(zeng)(zeng)長(chang)近(jin)1500萬千(qian)(qian)(qian)(qian)瓦(wa)。新(xin)(xin)能(neng)(neng)(neng)源(yuan)裝機(ji)占(zhan)比(bi)(bi)(bi)由2012年(nian)(nian)(nian)底(di)的(de)(de)(de)21.8%提升至(zhi)2022年(nian)(nian)(nian)底(di)的(de)(de)(de)53.8%,新(xin)(xin)能(neng)(neng)(neng)源(yuan)發電量(liang)占(zhan)比(bi)(bi)(bi)由2012年(nian)(nian)(nian)底(di)的(de)(de)(de)8.8%提升至(zhi)2022年(nian)(nian)(nian)底(di)的(de)(de)(de)28%,非化(hua)(hua)石能(neng)(neng)(neng)源(yuan)占(zhan)一次能(neng)(neng)(neng)源(yuan)消費比(bi)(bi)(bi)重由2012年(nian)(nian)(nian)底(di)的(de)(de)(de)17.4%提升至(zhi)2022年(nian)(nian)(nian)底(di)的(de)(de)(de)24.72%,新(xin)(xin)能(neng)(neng)(neng)源(yuan)利用率(lv)由2016年(nian)(nian)(nian)的(de)(de)(de)60.3%提升至(zhi)2022年(nian)(nian)(nian)底(di)的(de)(de)(de)95.3%,均遠(yuan)高(gao)于(yu)全(quan)(quan)國平(ping)均水平(ping)。新(xin)(xin)能(neng)(neng)(neng)源(yuan)布局在全(quan)(quan)域展開(kai)。建成全(quan)(quan)國首(shou)個千(qian)(qian)(qian)(qian)萬千(qian)(qian)(qian)(qian)瓦(wa)級(ji)酒泉風電基(ji)地(di)和金昌(chang)、涼(liang)州等一批百萬千(qian)(qian)(qian)(qian)瓦(wa)級(ji)光伏(fu)發電基(ji)地(di)。除(chu)河西地(di)區外,河東地(di)區新(xin)(xin)能(neng)(neng)(neng)源(yuan)也得(de)到(dao)(dao)有效(xiao)開(kai)發,定西通渭百萬千(qian)(qian)(qian)(qian)瓦(wa)風電基(ji)地(di)建成,慶陽、白銀等地(di)新(xin)(xin)能(neng)(neng)(neng)源(yuan)將作為“隴電入魯(lu)”工程配(pei)套(tao)電源(yuan),得(de)到(dao)(dao)規(gui)模化(hua)(hua)、基(ji)地(di)化(hua)(hua)開(kai)發,形成集中(zhong)式(shi)和分布式(shi)相互融(rong)合的(de)(de)(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)發展格局。電力外送新(xin)(xin)能(neng)(neng)(neng)源(yuan)占(zhan)比(bi)(bi)(bi)高(gao)。跨區外送電量(liang)顯著增(zeng)(zeng)長(chang),2022年(nian)(nian)(nian)全(quan)(quan)省外送電量(liang)560億千(qian)(qian)(qian)(qian)瓦(wa)時(shi),比(bi)(bi)(bi)2021年(nian)(nian)(nian)增(zeng)(zeng)加43億千(qian)(qian)(qian)(qian)瓦(wa)時(shi),其中(zhong)新(xin)(xin)能(neng)(neng)(neng)源(yuan)113億千(qian)(qian)(qian)(qian)瓦(wa)時(shi),新(xin)(xin)型儲能(neng)(neng)(neng)裝機(ji)規(gui)模達到(dao)(dao)47萬千(qian)(qian)(qian)(qian)瓦(wa),新(xin)(xin)能(neng)(neng)(neng)源(yuan)占(zhan)比(bi)(bi)(bi)達到(dao)(dao)63.28%。


同時(shi),甘(gan)(gan)肅(su)統(tong)籌解(jie)決消納、外送(song)、調峰、并網(wang)(wang)(wang)(wang)、產(chan)業等(deng)相關問(wen)題,推(tui)進實施隴電(dian)(dian)(dian)(dian)(dian)(dian)入魯(lu)、隴電(dian)(dian)(dian)(dian)(dian)(dian)入浙(zhe)及(ji)酒(jiu)泉至(zhi)中東部特高(gao)壓工(gong)程。截至(zhi)2023年(nian)上半(ban)年(nian),甘(gan)(gan)肅(su)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)已通(tong)過特高(gao)壓通(tong)道輸送(song)至(zhi)全(quan)國(guo)(guo)(guo)20多(duo)個(ge)省(sheng)份(fen),形成(cheng)了大(da)送(song)端綠(lv)色電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)格局。新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消納水平著(zhu)力提(ti)升。甘(gan)(gan)肅(su)通(tong)過推(tui)進直購(gou)電(dian)(dian)(dian)(dian)(dian)(dian)交易、新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)替代自(zi)備(bei)電(dian)(dian)(dian)(dian)(dian)(dian)廠發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)、加快建(jian)設(she)敦(dun)煌100%可再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)利用(yong)城市、推(tui)進清潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)供暖和電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)(neng)(neng)替代等(deng)示范工(gong)程,全(quan)力破解(jie)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)消納瓶(ping)頸。目(mu)前,風光(guang)電(dian)(dian)(dian)(dian)(dian)(dian)設(she)備(bei)利用(yong)率已達到96.7%。示范項(xiang)(xiang)目(mu)引領(ling)作(zuo)用(yong)突出(chu)。敦(dun)煌大(da)成(cheng)5萬千瓦(wa)熔鹽線性菲涅(nie)爾式光(guang)熱發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)項(xiang)(xiang)目(mu)建(jian)成(cheng)并網(wang)(wang)(wang)(wang),標(biao)志著(zhu)甘(gan)(gan)肅(su)省(sheng)擁(yong)有自(zi)主知識產(chan)權(quan)的線性菲涅(nie)爾技術在(zai)國(guo)(guo)(guo)家開展示范推(tui)廣應用(yong);網(wang)(wang)(wang)(wang)域大(da)規(gui)模720兆(zhao)瓦(wa)時(shi)電(dian)(dian)(dian)(dian)(dian)(dian)池儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)試驗示范瓜(gua)州項(xiang)(xiang)目(mu)建(jian)成(cheng)投運,成(cheng)為(wei)全(quan)國(guo)(guo)(guo)首個(ge)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)側儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)項(xiang)(xiang)目(mu),為(wei)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)技術提(ti)供了新(xin)的應用(yong)場景。甘(gan)(gan)肅(su)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)網(wang)(wang)(wang)(wang)架結(jie)構(gou)不斷(duan)強化并完善。國(guo)(guo)(guo)網(wang)(wang)(wang)(wang)甘(gan)(gan)肅(su)電(dian)(dian)(dian)(dian)(dian)(dian)力持(chi)續加快特高(gao)壓外送(song)通(tong)道建(jian)設(she),統(tong)籌各(ge)級電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)建(jian)設(she),全(quan)面推(tui)動火電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組(zu)靈活性改造、抽水蓄能(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)(dian)(dian)站(zhan)建(jian)設(she)和新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)研發(fa)應用(yong),提(ti)高(gao)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)消納和存儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)力,甘(gan)(gan)肅(su)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)作(zuo)為(wei)西北電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)(dian)(dian)量交換(huan)樞紐(niu)的橋梁和紐(niu)帶(dai)作(zuo)用(yong)進一步凸顯。


課題組認為,甘肅推(tui)動(dong)能(neng)源產業結構(gou)轉(zhuan)型的路徑選(xuan)擇有以下三條:


需(xu)求(qiu)(qiu)(qiu)端發力(li)(li),提升新(xin)能(neng)(neng)源消費。應該在需(xu)求(qiu)(qiu)(qiu)方面(mian)設置更(geng)多(duo)激勵措施(shi),而(er)不(bu)是在供求(qiu)(qiu)(qiu)側方面(mian)設計,“棄風棄光”現(xian)象始終是新(xin)能(neng)(neng)源發展的阻(zu)力(li)(li)。有關(guan)部門應通過(guo)培育新(xin)能(neng)(neng)源負荷市(shi)場(chang),增(zeng)強地方消費能(neng)(neng)力(li)(li),增(zeng)加(jia)地方用電需(xu)求(qiu)(qiu)(qiu)。要加(jia)快新(xin)興產業發展,增(zeng)加(jia)當地電力(li)(li)負荷,促進電網(wang)輸電容量擴(kuo)容。推(tui)動(dong)新(xin)能(neng)(neng)源產業市(shi)場(chang)化改革(ge),快速創(chuang)新(xin)電力(li)(li)交(jiao)易(yi)形(xing)式。


開(kai)發新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)多(duo)種(zhong)用(yong)(yong)途(tu)。可(ke)以(yi)開(kai)發多(duo)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)集(ji)體(ti)加熱(re)方式(shi),例(li)(li)如(ru)加熱(re)季節(jie)(jie)的(de)電(dian)鍋爐集(ji)中加熱(re)或太(tai)(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)(neng)熱(re)產生(sheng)的(de)熱(re)量加熱(re)。河(he)西走廊冬(dong)季寒冷,采(cai)暖期長,消耗(hao)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)較(jiao)多(duo)。廢棄的(de)風(feng)能(neng)(neng)(neng)(neng)(neng)和(he)太(tai)(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)(neng)可(ke)以(yi)轉(zhuan)換成電(dian)采(cai)暖,以(yi)解決采(cai)暖季節(jie)(jie)的(de)采(cai)暖需求(qiu)。增(zeng)加建(jian)筑房屋(wu)和(he)工(gong)業(ye)(ye)生(sheng)產領域新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)使用(yong)(yong)。例(li)(li)如(ru)將新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)作(zuo)為(wei)建(jian)筑和(he)房屋(wu)的(de)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)供應(ying)和(he)利用(yong)(yong),將太(tai)(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)(neng)熱(re)能(neng)(neng)(neng)(neng)(neng)應(ying)用(yong)(yong)于(yu)工(gong)業(ye)(ye)生(sheng)產的(de)熱(re)處理(li)、干燥和(he)蒸餾等環節(jie)(jie),將風(feng)能(neng)(neng)(neng)(neng)(neng)用(yong)(yong)于(yu)提供動力和(he)發電(dian),以(yi)降(jiang)低建(jian)筑能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消耗(hao)和(he)減少對化石(shi)燃料的(de)依賴(lai)。拓展新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)在交通運(yun)輸和(he)農業(ye)(ye)領域的(de)應(ying)用(yong)(yong),例(li)(li)如(ru),開(kai)發和(he)推廣電(dian)動汽車技術可(ke)以(yi)減少石(shi)油消耗(hao)和(he)碳排放,在農業(ye)(ye)生(sheng)產生(sheng)活中使用(yong)(yong)太(tai)(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)(neng)灌溉系統(tong)、太(tai)(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)(neng)養(yang)殖系統(tong)、生(sheng)物能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)系統(tong),既可(ke)以(yi)提高農業(ye)(ye)生(sheng)產效率,又(you)改善了農村(cun)居民生(sheng)活條(tiao)件(jian)。


加大(da)能源(yuan)基礎(chu)設(she)施建(jian)(jian)(jian)設(she)力度,提(ti)高(gao)電(dian)(dian)力輸(shu)(shu)送(song)(song)能力。近年(nian)來,隨著輸(shu)(shu)電(dian)(dian)工程(cheng)的(de)(de)(de)(de)建(jian)(jian)(jian)設(she)和(he)省級電(dian)(dian)網(wang)的(de)(de)(de)(de)建(jian)(jian)(jian)設(she),電(dian)(dian)力輸(shu)(shu)送(song)(song)能力有所(suo)提(ti)高(gao),但仍然無法(fa)滿足日益增長(chang)的(de)(de)(de)(de)電(dian)(dian)力輸(shu)(shu)送(song)(song)需求(qiu)。可再(zai)生能源(yuan)供(gong)應中心和(he)電(dian)(dian)力需求(qiu)中心的(de)(de)(de)(de)不匹(pi)配使得(de)未來能源(yuan)轉(zhuan)型過程(cheng)中,西部地(di)(di)區需要(yao)更多(duo)地(di)(di)承擔發電(dian)(dian)與電(dian)(dian)力輸(shu)(shu)送(song)(song)任(ren)務,可再(zai)生能源(yuan)的(de)(de)(de)(de)大(da)規模部署也(ye)使得(de)能源(yuan)系統需要(yao)轉(zhuan)移多(duo)余電(dian)(dian)力。除與國(guo)內省份之間的(de)(de)(de)(de)電(dian)(dian)力貿易(yi)之外(wai),未來甘肅(su)也(ye)應發揮(hui)區位優勢,積極規劃和(he)參與“一帶一路”經(jing)濟帶輸(shu)(shu)電(dian)(dian)走(zou)廊建(jian)(jian)(jian)設(she),實現與中亞(ya)五(wu)國(guo)電(dian)(dian)網(wang)的(de)(de)(de)(de)對接,開拓甘肅(su)輸(shu)(shu)電(dian)(dian)國(guo)際市場。


課題(ti)組認為,推動(dong)甘(gan)肅新(xin)能(neng)源產業提質增(zeng)效,應(ying)做好以(yi)下四點:
