近年來,酒泉市搶抓“雙碳”機遇,緊緊圍繞新能源大基地建設,開啟新一輪新能源大規模開發,新能源裝機累計達到2102萬千瓦,占總電力裝機的84.2%,新能源高占比電源系統特征明顯。
一是電(dian)(dian)源(yuan)(yuan)(yuan)裝機規模(mo)較大(da)。持續加強調峰(feng)(feng)(feng)火(huo)(huo)電(dian)(dian)靈(ling)活性(xing)改造(zao),完成了(le)華能(neng)(neng)酒泉(quan)熱(re)電(dian)(dian)廠1、2號機組30%超低(di)負荷安(an)全(quan)(quan)運行靈(ling)活性(xing)深度調峰(feng)(feng)(feng)改造(zao),機組啟停調峰(feng)(feng)(feng)期(qi)間,河西(xi)地區(qu)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納能(neng)(neng)力(li)可(ke)增(zeng)加19.8萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)時(shi),增(zeng)發新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)量435.6萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)時(shi);建(jian)(jian)(jian)成祁紹(shao)直流配(pei)套(tao)常樂電(dian)(dian)廠一期(qi)2×100萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)配(pei)套(tao)調峰(feng)(feng)(feng)火(huo)(huo)電(dian)(dian)項(xiang)目,今年(nian)(nian)年(nian)(nian)底前(qian)常樂電(dian)(dian)廠二期(qi)2×100萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)調峰(feng)(feng)(feng)火(huo)(huo)電(dian)(dian)項(xiang)目建(jian)(jian)(jian)成投(tou)(tou)運后,祁紹(shao)直流外(wai)送能(neng)(neng)力(li)將(jiang)提升(sheng)至800萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)。常樂電(dian)(dian)廠三期(qi)2×100萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)省內消納調峰(feng)(feng)(feng)火(huo)(huo)電(dian)(dian)項(xiang)目開工建(jian)(jian)(jian)設,預計2025年(nian)(nian)建(jian)(jian)(jian)成投(tou)(tou)運。常樂電(dian)(dian)廠一、二、三期(qi)全(quan)(quan)部投(tou)(tou)運后,可(ke)支撐河西(xi)地區(qu)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)基地年(nian)(nian)均發電(dian)(dian)600億(yi)(yi)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)時(shi),外(wai)送400億(yi)(yi)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)時(shi),為(wei)(wei)(wei)酒泉(quan)乃至全(quan)(quan)省構建(jian)(jian)(jian)以新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)為(wei)(wei)(wei)主體的新(xin)型電(dian)(dian)力(li)系(xi)統,實現(xian)火(huo)(huo)電(dian)(dian)和新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)大(da)范圍優化配(pei)置(zhi)和打捆(kun)送出創(chuang)造(zao)了(le)有利(li)條件。積極配(pei)建(jian)(jian)(jian)電(dian)(dian)源(yuan)(yuan)(yuan)側(ce)(ce)新(xin)型儲能(neng)(neng)電(dian)(dian)站,目前(qian)全(quan)(quan)市(shi)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)配(pei)建(jian)(jian)(jian)電(dian)(dian)源(yuan)(yuan)(yuan)側(ce)(ce)新(xin)型儲能(neng)(neng)電(dian)(dian)站23萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa),力(li)爭(zheng)(zheng)年(nian)(nian)內規模(mo)達(da)(da)到(dao)80萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa)。建(jian)(jian)(jian)成光(guang)熱(re)裝機21萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa),在建(jian)(jian)(jian)裝機51萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa),力(li)爭(zheng)(zheng)年(nian)(nian)內全(quan)(quan)市(shi)光(guang)熱(re)裝機達(da)(da)到(dao)72萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)(wa)(wa)(wa),為(wei)(wei)(wei)加速(su)構建(jian)(jian)(jian)新(xin)型電(dian)(dian)力(li)系(xi)統提供強力(li)支撐。
二是電(dian)(dian)網(wang)外送能(neng)力較強(qiang)。建(jian)成(cheng)祁(qi)韶(shao)直流(liu)(liu)±800千伏特高壓直流(liu)(liu)通道1條,750千伏變(bian)電(dian)(dian)站(zhan)(zhan)4座(zuo),公網(wang)330千伏變(bian)電(dian)(dian)站(zhan)(zhan)12座(zuo),對外通過9條750千伏輸電(dian)(dian)線路與(yu)周邊電(dian)(dian)網(wang)連接,形(xing)成(cheng)了以750千伏酒(jiu)泉變(bian)、莫高變(bian)、敦煌變(bian)、沙洲變(bian)為中心的堅強(qiang)主網(wang)結構。玉(yu)門(men)(men)、金塔2個750千伏輸變(bian)電(dian)(dian)工程已完成(cheng)核準,建(jian)成(cheng)后玉(yu)門(men)(men)、金塔片(pian)區可(ke)新(xin)(xin)增新(xin)(xin)能(neng)源(yuan)接入能(neng)力680萬千瓦,酒(jiu)泉新(xin)(xin)能(neng)源(yuan)基(ji)地電(dian)(dian)力輸送能(neng)力將進一(yi)步(bu)提(ti)升,網(wang)架結構進一(yi)步(bu)優化。全市(shi)建(jian)成(cheng)電(dian)(dian)網(wang)側儲能(neng)電(dian)(dian)站(zhan)(zhan)6萬千瓦,年(nian)內計劃(hua)電(dian)(dian)網(wang)側獨立儲能(neng)電(dian)(dian)站(zhan)(zhan)裝機(ji)規模達(da)到26萬千瓦以上。
三是(shi)負(fu)荷(he)(he)示范作用突(tu)出(chu)。加(jia)(jia)快推進寶豐多(duo)晶硅上(shang)下游協同(tong)(tong)項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設,按(an)照“虛擬電(dian)廠”電(dian)價模(mo)式結算電(dian)量電(dian)費,項(xiang)(xiang)目(mu)(mu)(mu)計劃年內(nei)建(jian)成投運;加(jia)(jia)大“源(yuan)(yuan)網(wang)(wang)荷(he)(he)儲(chu)”一(yi)體化項(xiang)(xiang)目(mu)(mu)(mu)示范應用,全(quan)市列入全(quan)省“十四五”首(shou)批“源(yuan)(yuan)網(wang)(wang)荷(he)(he)儲(chu)”一(yi)體化示范項(xiang)(xiang)目(mu)(mu)(mu)裝(zhuang)機規模(mo)70萬千瓦。按(an)照源(yuan)(yuan)、網(wang)(wang)、儲(chu)項(xiang)(xiang)目(mu)(mu)(mu)與負(fu)荷(he)(he)項(xiang)(xiang)目(mu)(mu)(mu)同(tong)(tong)步規劃、同(tong)(tong)步建(jian)設、同(tong)(tong)步投產的原則,積極穩妥推動“源(yuan)(yuan)網(wang)(wang)荷(he)(he)儲(chu)”一(yi)體化項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設,盡快形成可(ke)(ke)復制、可(ke)(ke)應用、可(ke)(ke)推廣(guang)的新型負(fu)荷(he)(he)側電(dian)力(li)系統建(jian)設經驗,逐步擴(kuo)大“源(yuan)(yuan)網(wang)(wang)荷(he)(he)儲(chu)”一(yi)體化項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設規模(mo)。
