2月7日,廣東省(sheng)人(ren)民政府發(fa)布印(yin)發(fa)《廣東省(sheng)碳達峰實施方案》的(de)通(tong)知。
《方案(an)》提出要優(you)化建筑用(yong)能結(jie)構。大力推進可再生能源建筑應用(yong),積(ji)極推廣應用(yong)太陽(yang)能光(guang)伏、太陽(yang)能光(guang)熱、空氣源熱泵等(deng)技術,鼓(gu)勵(li)光(guang)伏建筑一(yi)體化建設。
積(ji)極擴大省外(wai)清潔(jie)(jie)電(dian)(dian)力送粵(yue)(yue)規模(mo)。持(chi)續(xu)(xu)提升西(xi)電(dian)(dian)東(dong)(dong)送能力,加(jia)快(kuai)建設藏東(dong)(dong)南至粵(yue)(yue)港澳(ao)大灣區(qu)±800千(qian)伏直流等(deng)省外(wai)輸(shu)電(dian)(dian)通道(dao),積(ji)極推(tui)動后(hou)續(xu)(xu)的西(xi)北、西(xi)南等(deng)地區(qu)清潔(jie)(jie)能源開發及送粵(yue)(yue),新增(zeng)跨(kua)省跨(kua)區(qu)通道(dao)原則上以(yi)可(ke)再生能源為主。充分發揮市(shi)場配置資源作用,持(chi)續(xu)(xu)推(tui)進西(xi)電(dian)(dian)東(dong)(dong)送計劃放開,推(tui)動西(xi)電(dian)(dian)與廣東(dong)(dong)電(dian)(dian)力市(shi)場有效銜接,促進清潔(jie)(jie)能源消納。到2030年(nian),西(xi)電(dian)(dian)東(dong)(dong)送通道(dao)最(zui)大送電(dian)(dian)能力達(da)到5500萬(wan)千(qian)瓦。

廣東省碳達峰實施方案
為(wei)深入貫徹落實黨中央(yang)關于(yu)碳(tan)達(da)峰、碳(tan)中和(he)重大戰略決(jue)策部署(shu)和(he)國務(wu)院相關工(gong)作安排,有力有序有效做好全省碳(tan)達(da)峰工(gong)作,確保如期實現碳(tan)達(da)峰目標(biao),制定(ding)本方案。
一、總體要求
(一)指導思想。
堅(jian)持以(yi)習近(jin)平(ping)新時代中(zhong)國特色社會(hui)主義(yi)思(si)想(xiang)為(wei)指導,全面(mian)貫(guan)徹黨的(de)十(shi)九大(da)和十(shi)九屆(jie)歷次(ci)全會(hui)精(jing)神,深入(ru)貫(guan)徹習近(jin)平(ping)生態文明(ming)思(si)想(xiang)和習近(jin)平(ping)總書記對(dui)廣東系列重(zhong)要(yao)講(jiang)話、重(zhong)要(yao)指示批示精(jing)神,完(wan)整、準確(que)、全面(mian)貫(guan)徹新發(fa)展(zhan)理念,堅(jian)持先立后(hou)破、穩中(zhong)求(qiu)進,強(qiang)化(hua)系統(tong)觀念和戰(zhan)略思(si)維,突出(chu)科學降(jiang)(jiang)碳、精(jing)準降(jiang)(jiang)碳、依法降(jiang)(jiang)碳、安全降(jiang)(jiang)碳,統(tong)籌穩增長(chang)和調結構,堅(jian)持降(jiang)(jiang)碳、減污(wu)、擴(kuo)綠、增長(chang)協同推進,明(ming)確(que)各地區、各領域、各行業(ye)目(mu)標任(ren)務,加快(kuai)實(shi)現生產方式和生活方式的(de)綠色變革,推動經(jing)濟社會(hui)發(fa)展(zhan)建立在資(zi)源高效利用和綠色低碳發(fa)展(zhan)的(de)基礎(chu)之(zhi)上,為(wei)全國碳達峰工作提供重(zhong)要(yao)支(zhi)撐、作出(chu)應有(you)貢(gong)獻。
(二)主要目標。
“十四(si)五”期(qi)間,綠(lv)色低碳循環(huan)發展的(de)經濟(ji)體系基本形成,產(chan)業結構、能(neng)源(yuan)(yuan)(yuan)結構和交(jiao)通(tong)運(yun)輸結構調整(zheng)取得明顯進(jin)展,全(quan)(quan)社(she)會能(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)利用和碳排(pai)放效率持續提升。到2025年(nian),非化石能(neng)源(yuan)(yuan)(yuan)消(xiao)費比重力爭達(da)到32%以上(shang),單位地(di)區生產(chan)總值能(neng)源(yuan)(yuan)(yuan)消(xiao)耗和單位地(di)區生產(chan)總值二氧化碳排(pai)放確(que)保完成國家下達(da)指(zhi)標,為全(quan)(quan)省碳達(da)峰奠(dian)定堅實(shi)基礎。
“十五五”期間,經濟(ji)社會發(fa)展綠(lv)色轉型取得顯著(zhu)成效,清潔低碳(tan)(tan)(tan)安(an)全(quan)高效的(de)(de)能源體(ti)系初步建立,具有國(guo)際(ji)競爭力的(de)(de)高質量(liang)現代產(chan)業體(ti)系基本形成,在(zai)全(quan)社會廣泛形成綠(lv)色低碳(tan)(tan)(tan)的(de)(de)生(sheng)產(chan)生(sheng)活方(fang)式。到(dao)2030年,單位(wei)地區(qu)生(sheng)產(chan)總值能源消耗和單位(wei)地區(qu)生(sheng)產(chan)總值二氧化碳(tan)(tan)(tan)排放的(de)(de)控制水平繼續(xu)走在(zai)全(quan)國(guo)前(qian)列,非化石能源消費比重(zhong)達(da)到(dao)35%左右,順利實現2030年前(qian)碳(tan)(tan)(tan)達(da)峰(feng)目標。
二、重點任務
堅決把(ba)碳達峰(feng)貫(guan)穿于經濟社會發(fa)展各方面(mian)和(he)全(quan)過(guo)程,扭住碳排放(fang)重點領(ling)域(yu)和(he)關鍵(jian)環節,重點實施“碳達峰(feng)十五大行動”。
(一(yi))產業(ye)綠色(se)提質行動。
深度調整優(you)化產(chan)業(ye)結(jie)構,堅決(jue)遏制高(gao)耗能高(gao)排放低水平(ping)項目(mu)盲目(mu)發展,大(da)力發展綠色(se)低碳產(chan)業(ye),加快形成綠色(se)經(jing)濟新(xin)動能和可持續增(zeng)長極(ji)。
1.加快產(chan)(chan)(chan)業(ye)(ye)(ye)結構優化(hua)(hua)升級。強化(hua)(hua)產(chan)(chan)(chan)業(ye)(ye)(ye)規劃(hua)布(bu)(bu)局和(he)碳(tan)達(da)峰、碳(tan)中和(he)的(de)政(zheng)策銜(xian)接,引(yin)導各地區重(zhong)(zhong)點布(bu)(bu)局高附加值(zhi)、低消耗、低碳(tan)排(pai)放的(de)重(zhong)(zhong)大(da)(da)產(chan)(chan)(chan)業(ye)(ye)(ye)項目。深(shen)入實(shi)施(shi)制(zhi)造(zao)(zao)(zao)業(ye)(ye)(ye)高質量發(fa)展“六大(da)(da)工程”,推動傳(chuan)統制(zhi)造(zao)(zao)(zao)業(ye)(ye)(ye)綠色化(hua)(hua)改(gai)造(zao)(zao)(zao),打造(zao)(zao)(zao)以綠色低碳(tan)為主要特征的(de)世界級先進(jin)制(zhi)造(zao)(zao)(zao)業(ye)(ye)(ye)集(ji)群。加快培(pei)育發(fa)展十(shi)大(da)(da)戰略(lve)性(xing)支(zhi)柱產(chan)(chan)(chan)業(ye)(ye)(ye)集(ji)群、十(shi)大(da)(da)戰略(lve)性(xing)新興產(chan)(chan)(chan)業(ye)(ye)(ye)集(ji)群,提(ti)(ti)前布(bu)(bu)局人工智能、衛星互聯網、光(guang)通信和(he)太赫(he)茲、超(chao)材料、天然氣水(shui)合(he)物、可控(kong)核聚變等未來(lai)產(chan)(chan)(chan)業(ye)(ye)(ye)。加快服務業(ye)(ye)(ye)數字化(hua)(hua)網絡(luo)化(hua)(hua)智能化(hua)(hua)發(fa)展,推動現(xian)代服務業(ye)(ye)(ye)同先進(jin)制(zhi)造(zao)(zao)(zao)業(ye)(ye)(ye)、現(xian)代農(nong)業(ye)(ye)(ye)深(shen)度融合(he)。到(dao)2025年,高技術制(zhi)造(zao)(zao)(zao)業(ye)(ye)(ye)增加值(zhi)占(zhan)規模以上(shang)工業(ye)(ye)(ye)增加值(zhi)比重(zhong)(zhong)提(ti)(ti)高到(dao)33%。
2.大力發(fa)展綠色(se)低碳(tan)(tan)產(chan)業(ye)。制(zhi)定綠色(se)低碳(tan)(tan)產(chan)業(ye)引(yin)導目錄(lu)及配(pei)套支持(chi)政策,重點發(fa)展節能(neng)(neng)(neng)環保、清潔生產(chan)、清潔能(neng)(neng)(neng)源(yuan)(yuan)、生態環境(jing)和(he)基礎設施綠色(se)升級(ji)、綠色(se)服務等(deng)綠色(se)產(chan)業(ye),加(jia)快培育(yu)低碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)等(deng)新興產(chan)業(ye)。推動綠色(se)低碳(tan)(tan)產(chan)業(ye)集群化發(fa)展,依托(tuo)珠(zhu)三(san)角地區打(da)(da)(da)造(zao)(zao)節能(neng)(neng)(neng)環保技術(shu)裝備研發(fa)基地,依托(tuo)粵(yue)東粵(yue)西(xi)粵(yue)北地區打(da)(da)(da)造(zao)(zao)資源(yuan)(yuan)綜合利(li)用示范基地,培育(yu)一(yi)批綠色(se)標桿(gan)園區和(he)企(qi)業(ye)。加(jia)快發(fa)展先進核能(neng)(neng)(neng)、海(hai)上風(feng)電裝備等(deng)優(you)勢產(chan)業(ye),打(da)(da)(da)造(zao)(zao)沿海(hai)新能(neng)(neng)(neng)源(yuan)(yuan)產(chan)業(ye)帶(dai)和(he)新能(neng)(neng)(neng)源(yuan)(yuan)產(chan)業(ye)集聚(ju)區。制(zhi)定氫能(neng)(neng)(neng)、儲能(neng)(neng)(neng)、智慧(hui)能(neng)(neng)(neng)源(yuan)(yuan)等(deng)產(chan)業(ye)發(fa)展規劃,打(da)(da)(da)造(zao)(zao)大灣區氫能(neng)(neng)(neng)產(chan)業(ye)高地。發(fa)揮技術(shu)研發(fa)和(he)產(chan)業(ye)示范先發(fa)優(you)勢,加(jia)快二氧化碳(tan)(tan)捕集利(li)用與封(feng)存(cun)(CCUS)全產(chan)業(ye)鏈(lian)布局。
3.堅決遏制高耗(hao)能(neng)高排放(fang)低水(shui)平(ping)項目(mu)盲(mang)目(mu)發展。對(dui)高耗(hao)能(neng)高排放(fang)項目(mu)實行清單管(guan)理(li)、分類處置、動(dong)態監控。全面(mian)排查在建(jian)(jian)項目(mu),推(tui)動(dong)能(neng)效(xiao)(xiao)水(shui)平(ping)應提(ti)盡提(ti),力爭全面(mian)達(da)(da)到國(guo)內乃至(zhi)國(guo)際先進水(shui)平(ping)。科學評估擬建(jian)(jian)項目(mu),嚴格落(luo)實產業(ye)規劃和政策(ce),產能(neng)已飽(bao)和的行業(ye)按(an)照“減(jian)量替代”原則壓減(jian)產能(neng),尚未飽(bao)和的要對(dui)標國(guo)際先進水(shui)平(ping)提(ti)高準(zhun)入門檻。深入挖潛存量項目(mu),依法(fa)依規淘汰落(luo)后低效(xiao)(xiao)產能(neng),提(ti)高行業(ye)整體能(neng)效(xiao)(xiao)水(shui)平(ping)。到2030年,鋼鐵、水(shui)泥、煉油、乙烯等重點行業(ye)整體能(neng)效(xiao)(xiao)水(shui)平(ping)和碳排放(fang)強度達(da)(da)到國(guo)際先進水(shui)平(ping)。
(二)能源綠色低碳轉型行動。
嚴格控制化石能(neng)源(yuan)(yuan)消(xiao)費,大力(li)發展新(xin)能(neng)源(yuan)(yuan),傳統能(neng)源(yuan)(yuan)逐步退出必須建(jian)立在(zai)新(xin)能(neng)源(yuan)(yuan)安全可靠替(ti)代的基礎上(shang),建(jian)設以新(xin)能(neng)源(yuan)(yuan)為主體(ti)的新(xin)型(xing)電力(li)系(xi)統,加快(kuai)構(gou)建(jian)清潔低碳安全高效的能(neng)源(yuan)(yuan)體(ti)系(xi)。
4.嚴格(ge)合理(li)控制煤(mei)(mei)(mei)炭消費(fei)增(zeng)長。立足以煤(mei)(mei)(mei)為(wei)主的基本國情,合理(li)安排(pai)支撐性(xing)和調節(jie)性(xing)清潔煤(mei)(mei)(mei)電(dian)(dian)建設,有序(xu)推動煤(mei)(mei)(mei)電(dian)(dian)節(jie)能(neng)降碳改(gai)(gai)造、靈活性(xing)改(gai)(gai)造、供熱改(gai)(gai)造“三(san)改(gai)(gai)聯動”,保(bao)障(zhang)能(neng)源(yuan)供應安全。推進煤(mei)(mei)(mei)炭消費(fei)減量替代和清潔高效(xiao)利用,提高電(dian)(dian)煤(mei)(mei)(mei)消費(fei)比重,大(da)力壓減非發電(dian)(dian)用煤(mei)(mei)(mei),有序(xu)推進重點(dian)地區、重點(dian)行業燃煤(mei)(mei)(mei)自備電(dian)(dian)廠和鍋爐“煤(mei)(mei)(mei)改(gai)(gai)氣(qi)”,科學推進“煤(mei)(mei)(mei)改(gai)(gai)電(dian)(dian)”工程。
5.大力發(fa)(fa)(fa)(fa)展新能(neng)源。落實完成國(guo)家下達的可再(zai)生(sheng)能(neng)源電(dian)(dian)力消納責任(ren)權重。規(gui)模(mo)化開發(fa)(fa)(fa)(fa)海(hai)上風(feng)(feng)(feng)(feng)電(dian)(dian),打造(zao)粵東粵西兩個千(qian)萬千(qian)瓦級海(hai)上風(feng)(feng)(feng)(feng)電(dian)(dian)基地(di),適度(du)開發(fa)(fa)(fa)(fa)風(feng)(feng)(feng)(feng)能(neng)資源較(jiao)為豐(feng)富地(di)區的陸上風(feng)(feng)(feng)(feng)電(dian)(dian)。積極(ji)發(fa)(fa)(fa)(fa)展分(fen)布式(shi)(shi)光(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian),因(yin)地(di)制宜(yi)建設(she)集中(zhong)式(shi)(shi)光(guang)伏電(dian)(dian)站示范項目。因(yin)地(di)制宜(yi)發(fa)(fa)(fa)(fa)展生(sheng)物(wu)質能(neng),統籌(chou)規(gui)劃(hua)垃圾(ji)焚燒發(fa)(fa)(fa)(fa)電(dian)(dian)、農林生(sheng)物(wu)質發(fa)(fa)(fa)(fa)電(dian)(dian)、生(sheng)物(wu)天然氣(qi)項目開發(fa)(fa)(fa)(fa)。到2030年(nian),風(feng)(feng)(feng)(feng)電(dian)(dian)和光(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)裝(zhuang)機容量達到7400萬千(qian)瓦以上。
6.安全有(you)序發展核(he)電(dian)(dian)(dian)。在確保安全的前提下,積極有(you)序發展核(he)電(dian)(dian)(dian),高效建(jian)設惠州太平嶺(ling)核(he)電(dian)(dian)(dian)一期項(xiang)(xiang)目(mu),推(tui)(tui)動陸豐核(he)電(dian)(dian)(dian)、廉江核(he)電(dian)(dian)(dian)等項(xiang)(xiang)目(mu)開工(gong)建(jian)設。保持(chi)核(he)電(dian)(dian)(dian)項(xiang)(xiang)目(mu)平穩建(jian)設節奏,同步推(tui)(tui)進后續備選項(xiang)(xiang)目(mu)前期工(gong)作,穩妥(tuo)做(zuo)好核(he)電(dian)(dian)(dian)廠址(zhi)保護。實(shi)行最嚴格的安全標準(zhun)和(he)最嚴格的監管(guan),持(chi)續提升核(he)安全監管(guan)能(neng)力。
7.積極(ji)擴大(da)省外(wai)清潔(jie)電(dian)(dian)力(li)(li)送粵(yue)規模。持(chi)續提(ti)升(sheng)西(xi)(xi)電(dian)(dian)東(dong)送能(neng)力(li)(li),加快建設藏東(dong)南至粵(yue)港澳大(da)灣區±800千伏直(zhi)流等省外(wai)輸電(dian)(dian)通(tong)道,積極(ji)推動后續的西(xi)(xi)北、西(xi)(xi)南等地(di)區清潔(jie)能(neng)源開(kai)發(fa)及送粵(yue),新(xin)增跨省跨區通(tong)道原則上以可(ke)再生(sheng)能(neng)源為主。充分發(fa)揮(hui)市場(chang)配(pei)置資源作用,持(chi)續推進(jin)西(xi)(xi)電(dian)(dian)東(dong)送計(ji)劃放開(kai),推動西(xi)(xi)電(dian)(dian)與廣東(dong)電(dian)(dian)力(li)(li)市場(chang)有效銜接,促(cu)進(jin)清潔(jie)能(neng)源消納。到2030年,西(xi)(xi)電(dian)(dian)東(dong)送通(tong)道最大(da)送電(dian)(dian)能(neng)力(li)(li)達到5500萬千瓦(wa)。
8.合(he)理調控(kong)油(you)(you)氣(qi)(qi)(qi)消(xiao)費(fei)。有效控(kong)制新增石化(hua)、化(hua)工項目,加快交通(tong)領(ling)(ling)域油(you)(you)品替代(dai),保持(chi)油(you)(you)品消(xiao)費(fei)處于合(he)理區(qu)間(jian),“十(shi)五(wu)五(wu)”期間(jian)油(you)(you)品消(xiao)費(fei)達峰并(bing)穩中(zhong)有降。發(fa)(fa)(fa)揮天(tian)然氣(qi)(qi)(qi)在能(neng)源(yuan)結構(gou)低碳(tan)轉型(xing)過(guo)程(cheng)中(zhong)的(de)(de)支撐過(guo)渡作用,在珠(zhu)三角等負荷(he)中(zhong)心合(he)理規劃(hua)布局調峰氣(qi)(qi)(qi)電(dian)(dian),“十(shi)四五(wu)”期間(jian)新增氣(qi)(qi)(qi)電(dian)(dian)裝機容量約3600萬千(qian)瓦(wa)。大(da)力推進天(tian)然氣(qi)(qi)(qi)與多(duo)種能(neng)源(yuan)融(rong)合(he)發(fa)(fa)(fa)展(zhan),全面推進天(tian)然氣(qi)(qi)(qi)在交通(tong)、商業、居民(min)生活(huo)等領(ling)(ling)域的(de)(de)高(gao)效利用。加大(da)南海油(you)(you)氣(qi)(qi)(qi)勘探開發(fa)(fa)(fa)力度,支持(chi)中(zhong)海油(you)(you)烏石17-2等油(you)(you)氣(qi)(qi)(qi)田勘探開發(fa)(fa)(fa),爭取實現油(you)(you)氣(qi)(qi)(qi)資源(yuan)增儲上產。
9.加(jia)快建(jian)設(she)新型電(dian)(dian)(dian)力(li)(li)(li)系統。強化電(dian)(dian)(dian)力(li)(li)(li)調(diao)(diao)峰(feng)和應(ying)急能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)建(jian)設(she),提升電(dian)(dian)(dian)網安全保障水(shui)平。推進源(yuan)網荷(he)儲(chu)一(yi)體化和多能(neng)(neng)(neng)(neng)(neng)(neng)互補發(fa)展,支持(chi)區域綜合能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)示(shi)范項目建(jian)設(she)。大力(li)(li)(li)提升電(dian)(dian)(dian)力(li)(li)(li)需(xu)(xu)求(qiu)(qiu)側(ce)響(xiang)(xiang)應(ying)調(diao)(diao)節能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)(li),完(wan)善(shan)市場化需(xu)(xu)求(qiu)(qiu)響(xiang)(xiang)應(ying)交易機(ji)制和品(pin)種設(she)計,加(jia)快形(xing)成(cheng)較成(cheng)熟的需(xu)(xu)求(qiu)(qiu)側(ce)響(xiang)(xiang)應(ying)商業模(mo)式。增(zeng)強電(dian)(dian)(dian)力(li)(li)(li)供給側(ce)靈活調(diao)(diao)節能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)(li),推進煤電(dian)(dian)(dian)靈活性改造,加(jia)快已納入(ru)規(gui)劃的抽水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站建(jian)設(she)。因地制宜開展新型儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站示(shi)范及規(gui)模(mo)化應(ying)用,穩步(bu)推進“新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)+儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)”項目建(jian)設(she)。到2025年,新型儲(chu)能(neng)(neng)(neng)(neng)(neng)(neng)裝機(ji)容量(liang)(liang)達到200萬千瓦以上。到2030年,抽水(shui)蓄(xu)能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站裝機(ji)容量(liang)(liang)超(chao)過1500萬千瓦,省級電(dian)(dian)(dian)網基本具備5%以上的尖(jian)峰(feng)負荷(he)響(xiang)(xiang)應(ying)能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)(li)。
(三)節能(neng)降碳增效行(xing)動(dong)。
堅持節約(yue)優(you)先,不斷降低(di)單位產出(chu)能源資源消耗和碳(tan)排(pai)放(fang),從源頭和入(ru)口形成有效(xiao)的(de)碳(tan)排(pai)放(fang)控制閥門(men)。

11.推動減污(wu)降碳協(xie)(xie)同(tong)(tong)增效。加強溫室氣體和(he)大(da)氣污(wu)染(ran)(ran)物協(xie)(xie)同(tong)(tong)控制(zhi),從(cong)政(zheng)策(ce)規劃、技術(shu)標準(zhun)、數據(ju)統(tong)計及考核機(ji)制(zhi)等(deng)層面探(tan)索(suo)構(gou)建(jian)協(xie)(xie)同(tong)(tong)控制(zhi)框(kuang)架體系。加快(kuai)推廣應用減污(wu)降碳技術(shu),從(cong)源頭減少(shao)廢棄物產生和(he)污(wu)染(ran)(ran)排(pai)放,在(zai)石(shi)化行業統(tong)籌開(kai)展(zhan)有(you)關建(jian)設(she)項目(mu)減污(wu)降碳協(xie)(xie)同(tong)(tong)治(zhi)理試點。

13.推(tui)動(dong)(dong)新(xin)型(xing)基礎(chu)(chu)設(she)施節(jie)能(neng)(neng)(neng)(neng)降碳。優化(hua)新(xin)型(xing)基礎(chu)(chu)設(she)施空間(jian)布局,支持全國(guo)(guo)(guo)一體化(hua)算力網絡粵港(gang)澳大(da)灣區國(guo)(guo)(guo)家(jia)樞紐節(jie)點(dian)(dian)建設(she),推(tui)動(dong)(dong)全省數(shu)(shu)據中(zhong)心(xin)集約化(hua)、規模化(hua)、綠(lv)(lv)(lv)色(se)(se)化(hua)發展。對(dui)標國(guo)(guo)(guo)際(ji)先進(jin)(jin)水平(ping),加(jia)快完善通(tong)訊、運算、存(cun)儲(chu)、傳(chuan)輸等(deng)設(she)備能(neng)(neng)(neng)(neng)效(xiao)(xiao)標準(zhun),提升(sheng)準(zhun)入門檻(jian)。推(tui)廣高效(xiao)(xiao)制(zhi)冷、先進(jin)(jin)通(tong)風(feng)、余熱利(li)用(yong)、智(zhi)能(neng)(neng)(neng)(neng)化(hua)用(yong)能(neng)(neng)(neng)(neng)控制(zhi)等(deng)綠(lv)(lv)(lv)色(se)(se)技術,有序推(tui)動(dong)(dong)老舊(jiu)基站(zhan)、“老舊(jiu)小散”數(shu)(shu)據中(zhong)心(xin)綠(lv)(lv)(lv)色(se)(se)技術改造。加(jia)強新(xin)型(xing)基礎(chu)(chu)設(she)施用(yong)能(neng)(neng)(neng)(neng)管理(li),將年綜合能(neng)(neng)(neng)(neng)耗(hao)超過1萬噸標準(zhun)煤的數(shu)(shu)據中(zhong)心(xin)納入重點(dian)(dian)用(yong)能(neng)(neng)(neng)(neng)單位(wei)能(neng)(neng)(neng)(neng)耗(hao)在線監測系統,開展能(neng)(neng)(neng)(neng)源計量審查(cha)。新(xin)建大(da)型(xing)和超大(da)型(xing)數(shu)(shu)據中(zhong)心(xin)全部達到綠(lv)(lv)(lv)色(se)(se)數(shu)(shu)據中(zhong)心(xin)要求(qiu),綠(lv)(lv)(lv)色(se)(se)低碳等(deng)級達到4A級以上,電(dian)能(neng)(neng)(neng)(neng)利(li)用(yong)效(xiao)(xiao)率(PUE)不高于(yu)1.3,國(guo)(guo)(guo)家(jia)樞紐節(jie)點(dian)(dian)進(jin)(jin)一步降到1.25以下。嚴禁(jin)利(li)用(yong)數(shu)(shu)據中(zhong)心(xin)開展虛擬貨幣(bi)“挖(wa)礦”活動(dong)(dong)。
(四)工業(ye)重點行業(ye)碳(tan)達峰行動。
工業(ye)(ye)是產(chan)生碳排放(fang)的主要領域,要抓(zhua)住(zhu)重(zhong)點行(xing)業(ye)(ye)和關(guan)鍵環節,積極推(tui)(tui)行(xing)綠(lv)色(se)制造,深(shen)入推(tui)(tui)進(jin)清潔生產(chan),不斷提升(sheng)行(xing)業(ye)(ye)整(zheng)體(ti)能效(xiao)水平,推(tui)(tui)動鋼鐵、石化(hua)化(hua)工、水泥(ni)、陶瓷、造紙等重(zhong)點行(xing)業(ye)(ye)節能降碳,助(zhu)推(tui)(tui)工業(ye)(ye)整(zheng)體(ti)有序達峰。
14.推(tui)動(dong)鋼(gang)(gang)鐵(tie)行(xing)業碳達峰。以湛江、韶關和(he)陽江等(deng)(deng)產(chan)業集(ji)中地區為重點,嚴格執行(xing)產(chan)能置(zhi)換,推(tui)進(jin)存(cun)量優化(hua),提升“高(gao)、精、尖”鋼(gang)(gang)材生產(chan)能力(li)。優化(hua)工藝(yi)流(liu)程(cheng)和(he)燃料、原料結構,有序引導短(duan)流(liu)程(cheng)電爐(lu)煉鋼(gang)(gang)發展(zhan),開發優質、高(gao)強(qiang)度、長(chang)(chang)壽(shou)命、可(ke)循(xun)環的低碳鋼(gang)(gang)鐵(tie)產(chan)品。推(tui)廣先進(jin)適用(yong)技術(shu)(shu),降(jiang)低化(hua)石能源消耗,推(tui)動(dong)鋼(gang)(gang)鐵(tie)副(fu)產(chan)資(zi)源能源與(yu)石化(hua)、電力(li)、建材等(deng)(deng)行(xing)業協同聯(lian)動(dong),探索開展(zhan)非高(gao)爐(lu)煉鐵(tie)、氫能冶(ye)煉、二(er)氧化(hua)碳捕集(ji)利用(yong)一體化(hua)等(deng)(deng)低碳冶(ye)金(jin)技術(shu)(shu)試點示范。到2030年,長(chang)(chang)流(liu)程(cheng)粗(cu)鋼(gang)(gang)單位產(chan)品碳排放比2020年降(jiang)低8%以上(shang)。
15.推(tui)動石(shi)(shi)化(hua)化(hua)工(gong)(gong)行業(ye)(ye)碳達峰(feng)。推(tui)進沿海石(shi)(shi)化(hua)產(chan)業(ye)(ye)帶集(ji)群建設(she),加快(kuai)推(tui)動減油增化(hua),積極發展綠(lv)(lv)氫化(hua)工(gong)(gong)產(chan)業(ye)(ye)。調整燃料(liao)、原料(liao)結(jie)構(gou),鼓勵(li)以(yi)電力、天然氣(qi)代替煤(mei)炭作為燃料(liao),推(tui)動烯烴原料(liao)輕質化(hua)。優(you)(you)化(hua)產(chan)品(pin)(pin)結(jie)構(gou),積極開發優(you)(you)質、耐用、可循環(huan)的綠(lv)(lv)色石(shi)(shi)化(hua)產(chan)品(pin)(pin)。推(tui)廣應用原料(liao)優(you)(you)化(hua)、能源(yuan)梯級利用、物料(liao)循環(huan)利用、流程再造(zao)等(deng)工(gong)(gong)藝技術及(ji)裝備,探索(suo)開展綠(lv)(lv)色煉化(hua)和(he)二(er)氧化(hua)碳捕集(ji)利用等(deng)示范項目。到2030年(nian),原油加工(gong)(gong)和(he)乙(yi)烯單位產(chan)品(pin)(pin)碳排(pai)放比(bi)2020年(nian)分別(bie)下降4%和(he)5%以(yi)上。
16.推(tui)動水泥(ni)行業碳(tan)(tan)達(da)峰(feng)。以(yi)清遠、肇慶、梅州、云浮和惠州等(deng)產(chan)業集(ji)中地(di)區為重點(dian),引(yin)導水泥(ni)行業向集(ji)約化(hua)、制(zhi)品化(hua)、低(di)碳(tan)(tan)化(hua)轉型(xing)。完善水泥(ni)常態化(hua)錯峰(feng)生(sheng)產(chan)機(ji)制(zhi)。推(tui)廣(guang)應用第二代新(xin)(xin)型(xing)干(gan)法水泥(ni)技術與裝備,到2025年,符合(he)二代技術標準的水泥(ni)生(sheng)產(chan)線(xian)比重達(da)到50%左(zuo)右。加強新(xin)(xin)型(xing)膠凝材(cai)料、低(di)碳(tan)(tan)混凝土等(deng)低(di)碳(tan)(tan)建材(cai)產(chan)品的研發應用。加強燃料、原(yuan)料替代,鼓勵水泥(ni)窯協同(tong)處置生(sheng)活垃圾、工業廢渣等(deng)廢棄物(wu)。合(he)理控(kong)制(zhi)生(sheng)產(chan)過(guo)程碳(tan)(tan)排放,探索(suo)水泥(ni)窯尾氣二氧化(hua)碳(tan)(tan)捕集(ji)利(li)用。到2030年,全省單(dan)位(wei)水泥(ni)熟料碳(tan)(tan)排放比2020年降(jiang)低(di)8%以(yi)上。
17.推(tui)動陶(tao)(tao)瓷(ci)(ci)(ci)行業(ye)(ye)碳達(da)峰(feng)。以佛山、肇慶、清遠、云浮、潮州和(he)江門等(deng)(deng)產業(ye)(ye)集(ji)中(zhong)地區為重(zhong)點,發展高端建(jian)筑陶(tao)(tao)瓷(ci)(ci)(ci)和(he)電(dian)子陶(tao)(tao)瓷(ci)(ci)(ci)等(deng)(deng)先進(jin)材(cai)料產業(ye)(ye)。推(tui)廣應用電(dian)窯(yao)爐和(he)噴霧(wu)塔(ta)燃煤(mei)替(ti)代工藝,提高清潔能源消費(fei)比重(zhong)。推(tui)廣隧道(dao)窯(yao)和(he)輥道(dao)窯(yao)大型(xing)化(hua)、陶(tao)(tao)瓷(ci)(ci)(ci)生(sheng)產干法(fa)制(zhi)粉(fen)、連續球(qiu)磨(mo)工藝等(deng)(deng)低碳節能技術(shu),加(jia)強(qiang)薄型(xing)建(jian)筑陶(tao)(tao)瓷(ci)(ci)(ci)磚(板)、輕量化(hua)衛生(sheng)陶(tao)(tao)瓷(ci)(ci)(ci)、發泡陶(tao)(tao)瓷(ci)(ci)(ci)等(deng)(deng)低碳產品研發應用。
18.推(tui)動造紙(zhi)行(xing)(xing)業(ye)碳達峰(feng)。以東莞、湛江和江門(men)等產(chan)業(ye)集中地區為(wei)重點,推(tui)動分散中小企(qi)業(ye)入園(yuan),實行(xing)(xing)統(tong)一供電供熱(re),提(ti)升造紙(zhi)行(xing)(xing)業(ye)集約化(hua)、高端化(hua)、綠(lv)色化(hua)水平(ping)。探(tan)索開展電氣(qi)化(hua)改造,充分利用太(tai)陽能以及造紙(zhi)廢液廢渣等生物質能源。推(tui)廣節能工(gong)藝(yi)技術(shu),推(tui)進造紙(zhi)行(xing)(xing)業(ye)林(lin)漿紙(zhi)一體化(hua)。
(五(wu))城鄉建設碳達峰行動。
城鄉建設(she)領域碳排放(fang)保持持續增長(chang)態勢,要將綠(lv)色低碳要求貫穿城鄉規劃建設(she)管(guan)理各環節(jie),結合(he)城市更新、新型城鎮化和鄉村振(zhen)興,加快推進城鄉建設(she)綠(lv)色低碳發展。
19.推(tui)動城(cheng)(cheng)鄉(xiang)建(jian)(jian)設綠(lv)色轉(zhuan)型(xing)。優化(hua)城(cheng)(cheng)鄉(xiang)空間布局,推(tui)動城(cheng)(cheng)市(shi)組團式發展(zhan)。合理(li)規劃城(cheng)(cheng)市(shi)建(jian)(jian)設面(mian)積發展(zhan)目標(biao),控制新增建(jian)(jian)設用地過快增長。統(tong)籌推(tui)進海綿城(cheng)(cheng)市(shi)等(deng)“韌性城(cheng)(cheng)市(shi)”建(jian)(jian)設,大(da)(da)力建(jian)(jian)設綠(lv)色城(cheng)(cheng)鎮(zhen)、綠(lv)色社區和美麗鄉(xiang)村(cun),增強城(cheng)(cheng)鄉(xiang)應(ying)對氣候變化(hua)能力。建(jian)(jian)立完善以綠(lv)色低碳為突出導向(xiang)的城(cheng)(cheng)鄉(xiang)規劃建(jian)(jian)設管理(li)機制,杜絕大(da)(da)拆大(da)(da)建(jian)(jian)。
20.推廣綠(lv)(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)設計(ji)。加快提升建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)能效水平(ping),研究制訂不同類型民(min)用建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)的(de)綠(lv)(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)設計(ji)標準,鼓(gu)勵農民(min)自建(jian)(jian)(jian)(jian)(jian)住房參(can)照(zhao)綠(lv)(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)標準建(jian)(jian)(jian)(jian)(jian)設。編制實施(shi)超低能耗(hao)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)、近(jin)零碳建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)設計(ji)標準,在廣州(zhou)、深圳等地區開展近(jin)零碳建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)試點示范。到(dao)2025年,城(cheng)鎮新建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)全(quan)面執行綠(lv)(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)標準,星級(ji)(ji)綠(lv)(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)占比達到(dao)30%以上,新建(jian)(jian)(jian)(jian)(jian)政府投資公(gong)益(yi)性(xing)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)和(he)大(da)型公(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)全(quan)部(bu)達到(dao)星級(ji)(ji)以上。
21.全(quan)面推行綠(lv)色(se)(se)施(shi)工。加快推進建(jian)(jian)(jian)(jian)筑(zhu)工業化(hua),大力(li)發展(zhan)裝(zhuang)配(pei)式(shi)建(jian)(jian)(jian)(jian)筑(zhu),推廣鋼(gang)結構住宅,開展(zhan)裝(zhuang)配(pei)式(shi)裝(zhuang)修試點。推廣應(ying)用(yong)綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)材,優(you)先選用(yong)獲(huo)得綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)材認證標識的建(jian)(jian)(jian)(jian)材產品。鼓勵利(li)用(yong)建(jian)(jian)(jian)(jian)筑(zhu)廢棄物(wu)生產建(jian)(jian)(jian)(jian)筑(zhu)材料和再生利(li)用(yong),提高資(zi)源(yuan)(yuan)化(hua)利(li)用(yong)水(shui)平,降(jiang)低建(jian)(jian)(jian)(jian)筑(zhu)材料消耗。到2030年(nian),裝(zhuang)配(pei)式(shi)建(jian)(jian)(jian)(jian)筑(zhu)占(zhan)當年(nian)城鎮新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)的比(bi)例達到40%,星級綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)全(quan)面推廣綠(lv)色(se)(se)建(jian)(jian)(jian)(jian)材,施(shi)工現場(chang)建(jian)(jian)(jian)(jian)筑(zhu)材料損(sun)耗率比(bi)2020年(nian)降(jiang)低20%以上,建(jian)(jian)(jian)(jian)筑(zhu)廢棄物(wu)資(zi)源(yuan)(yuan)化(hua)利(li)用(yong)率達到55%。
22.加強綠色(se)運營(ying)管理(li)。強化公共建(jian)(jian)(jian)筑(zhu)節能,重(zhong)點(dian)抓好辦(ban)公樓、學校、醫院、商場、酒店等能耗限額管理(li),提升(sheng)物業節能降(jiang)碳管理(li)水平。編制(zhi)(zhi)綠色(se)建(jian)(jian)(jian)筑(zhu)后評估技(ji)術指南(nan),建(jian)(jian)(jian)立綠色(se)建(jian)(jian)(jian)筑(zhu)用戶評價和(he)反饋機制(zhi)(zhi),對星(xing)級綠色(se)建(jian)(jian)(jian)筑(zhu)實行動(dong)態管理(li)。到2030年,大型(xing)公共建(jian)(jian)(jian)筑(zhu)制(zhi)(zhi)冷能效比2020年提升(sheng)20%,公共機構(gou)單位建(jian)(jian)(jian)筑(zhu)面積能耗和(he)人均綜合能耗分別(bie)比2020年降(jiang)低7%和(he)8%。

26.加快(kuai)綠(lv)色交(jiao)通(tong)(tong)(tong)(tong)基(ji)礎(chu)設(she)(she)施建(jian)設(she)(she)。將綠(lv)色節能(neng)低碳貫穿交(jiao)通(tong)(tong)(tong)(tong)基(ji)礎(chu)設(she)(she)施規劃、建(jian)設(she)(she)、運(yun)(yun)(yun)營(ying)和(he)維護(hu)全(quan)過(guo)程,有效(xiao)降低交(jiao)通(tong)(tong)(tong)(tong)基(ji)礎(chu)設(she)(she)施建(jian)設(she)(she)全(quan)生(sheng)命周期(qi)能(neng)耗和(he)碳排(pai)放。積(ji)極推廣可再生(sheng)能(neng)源(yuan)在交(jiao)通(tong)(tong)(tong)(tong)基(ji)礎(chu)設(she)(she)施建(jian)設(she)(she)運(yun)(yun)(yun)營(ying)中的(de)應用,構建(jian)綜(zong)合交(jiao)通(tong)(tong)(tong)(tong)樞紐場站綠(lv)色能(neng)源(yuan)系統。加快(kuai)布局(ju)城鄉公(gong)(gong)共充換電網(wang)絡(luo),積(ji)極建(jian)設(she)(she)城際充電網(wang)絡(luo)和(he)高速(su)公(gong)(gong)路服務(wu)區(qu)快(kuai)充站配套設(she)(she)施,加強與電網(wang)雙向(xiang)智能(neng)互動(dong)(dong),到2025年,實(shi)現高速(su)公(gong)(gong)路服務(wu)區(qu)快(kuai)充站全(quan)覆蓋。積(ji)極推動(dong)(dong)新材料、新技術、新工藝在交(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)(yun)輸(shu)領域的(de)應用,打造一批綠(lv)色交(jiao)通(tong)(tong)(tong)(tong)基(ji)礎(chu)設(she)(she)施工程。到2030年,民用運(yun)(yun)(yun)輸(shu)機場場內(nei)車輛裝備等(deng)力爭全(quan)面實(shi)現電動(dong)(dong)化。
(七)農業農村減排固碳行動。
大力發展綠色低碳(tan)循環農(nong)業,加快農(nong)業農(nong)村用能(neng)(neng)方式轉變,提升農(nong)業生產(chan)效(xiao)(xiao)率和能(neng)(neng)效(xiao)(xiao)水平,提高農(nong)業減排固碳(tan)能(neng)(neng)力。
27.提升農(nong)(nong)業生產效率和(he)能效水平。嚴(yan)守耕地保(bao)護(hu)(hu)紅線,全面落實(shi)永久基本農(nong)(nong)田(tian)特殊保(bao)護(hu)(hu)政策措施。推進(jin)高標準農(nong)(nong)田(tian)建設(she),全面發展農(nong)(nong)業機(ji)械(xie)化(hua)。實(shi)施智(zhi)慧農(nong)(nong)業工程,建設(she)農(nong)(nong)業大數據和(he)廣東智(zhi)慧農(nong)(nong)機(ji)裝備(bei)。實(shi)施化(hua)肥農(nong)(nong)藥減量增(zeng)效行動,合理控制化(hua)肥、農(nong)(nong)藥使(shi)用量,推廣商品有(you)機(ji)肥施用、綠肥種植、秸稈還田(tian),開(kai)展農(nong)(nong)膜回(hui)收。
28.加快農(nong)(nong)業(ye)農(nong)(nong)村(cun)用(yong)(yong)能(neng)(neng)方(fang)式轉(zhuan)變。實施(shi)新(xin)一輪農(nong)(nong)村(cun)電(dian)網升級(ji)改造(zao),提(ti)高農(nong)(nong)村(cun)電(dian)網供電(dian)可靠(kao)率(lv),提(ti)升農(nong)(nong)村(cun)用(yong)(yong)能(neng)(neng)電(dian)氣(qi)(qi)化水平。加快太陽能(neng)(neng)、風(feng)能(neng)(neng)、生(sheng)物質能(neng)(neng)、地熱(re)能(neng)(neng)等(deng)可再生(sheng)能(neng)(neng)源在農(nong)(nong)用(yong)(yong)生(sheng)產和農(nong)(nong)村(cun)建筑(zhu)中的(de)(de)利用(yong)(yong),促(cu)進鄉村(cun)分(fen)布(bu)式儲能(neng)(neng)、新(xin)能(neng)(neng)源并(bing)網試點應用(yong)(yong)。推廣節(jie)能(neng)(neng)環保(bao)灶具、電(dian)動農(nong)(nong)用(yong)(yong)車輛、節(jie)能(neng)(neng)環保(bao)農(nong)(nong)機和漁(yu)船。大力發展(zhan)綠(lv)色低(di)碳(tan)循環農(nong)(nong)業(ye),發展(zhan)節(jie)能(neng)(neng)低(di)碳(tan)農(nong)(nong)業(ye)大棚,推進農(nong)(nong)光互補、“光伏+設施(shi)農(nong)(nong)業(ye)”、“海(hai)上(shang)風(feng)電(dian)+海(hai)洋牧場(chang)”等(deng)低(di)碳(tan)農(nong)(nong)業(ye)模式。建設安(an)全可靠(kao)的(de)(de)鄉村(cun)儲氣(qi)(qi)罐站(zhan)和微管(guan)網供氣(qi)(qi)系統,有序推動供氣(qi)(qi)設施(shi)向農(nong)(nong)村(cun)延伸。
29.提(ti)高農(nong)(nong)業(ye)(ye)減(jian)排固碳能力(li)。選育(yu)高產低排放良種(zhong)(zhong),改(gai)善水分和肥料管理,推廣水稻(dao)間(jian)歇灌(guan)溉、節(jie)水灌(guan)溉、施用緩釋肥等技術(shu),控制甲烷、氧化(hua)(hua)亞氮等溫(wen)室氣(qi)體(ti)排放。加(jia)強(qiang)農(nong)(nong)作物秸稈和畜(chu)禽糞污(wu)資(zi)源化(hua)(hua)、能源化(hua)(hua)利用,提(ti)升(sheng)農(nong)(nong)業(ye)(ye)廢棄物綜合利用水平。開展耕地(di)質量(liang)(liang)提(ti)升(sheng)行動,通過農(nong)(nong)業(ye)(ye)技術(shu)改(gai)進、種(zhong)(zhong)植模式調(diao)整等措施,提(ti)升(sheng)土壤(rang)有(you)機(ji)碳儲量(liang)(liang)。研發應用增匯型(xing)農(nong)(nong)業(ye)(ye)技術(shu),探索推廣二氧化(hua)(hua)碳氣(qi)肥等固碳技術(shu)。
(八)循環經濟(ji)助力降碳(tan)行動。
大力發展(zhan)循環經濟,推動資源(yuan)節約集(ji)約循環利用,推進廢棄(qi)物減量(liang)化資源(yuan)化,通(tong)過提高(gao)資源(yuan)利用效率(lv)助力實現(xian)碳達峰。

41.深化粵港澳低碳領域合(he)作交流。建立健全(quan)粵港澳應(ying)對氣候變化聯絡協調機制。積(ji)極(ji)推(tui)(tui)進(jin)粵港清潔(jie)生產(chan)(chan)伙伴(ban)計劃,構建粵港澳大灣(wan)區清潔(jie)生產(chan)(chan)技術研(yan)發、推(tui)(tui)廣和融資(zi)體系(xi)。持(chi)(chi)續推(tui)(tui)進(jin)綠(lv)色(se)(se)金融合(he)作,探索(suo)建立粵港澳大灣(wan)區綠(lv)色(se)(se)金融標準(zhun)體系(xi)。支持(chi)(chi)香港、澳門(men)國(guo)際環保(bao)展及(ji)相關(guan)活動(dong),推(tui)(tui)進(jin)粵港澳在新能源汽車、綠(lv)色(se)(se)建筑、綠(lv)色(se)(se)交通、碳標簽、近零碳排放區示范等方(fang)面(mian)的交流合(he)作。
(十二)生(sheng)態(tai)碳匯能力鞏(gong)固(gu)提升行(xing)動。
堅持(chi)系(xi)(xi)統(tong)觀(guan)念,推進(jin)山水林田湖草沙一體化保護和系(xi)(xi)統(tong)治理,提高生態(tai)系(xi)(xi)統(tong)質量(liang)和穩定性,有效(xiao)提升森(sen)林、濕地、海(hai)洋等生態(tai)系(xi)(xi)統(tong)碳匯增量(liang)。
42.鞏固(gu)生態系(xi)統固(gu)碳(tan)作用。加(jia)快建立(li)全省國土(tu)空(kong)間(jian)規(gui)劃體(ti)系(xi),構建有利于碳(tan)達峰、碳(tan)中和(he)的(de)國土(tu)空(kong)間(jian)開發保(bao)護格局。嚴守(shou)生態保(bao)護紅線,嚴控生態空(kong)間(jian)占用,建立(li)以國家公園(yuan)為(wei)主體(ti)的(de)自然(ran)保(bao)護地(di)(di)(di)體(ti)系(xi)。劃定城鎮開發邊界(jie),嚴控新增(zeng)建設(she)用地(di)(di)(di)規(gui)模,推(tui)動城鄉存量建設(she)用地(di)(di)(di)盤(pan)活利用。嚴格執行土(tu)地(di)(di)(di)使用標準,加(jia)強節約(yue)集(ji)約(yue)用地(di)(di)(di)評價,推(tui)廣節地(di)(di)(di)技術(shu)和(he)節地(di)(di)(di)模式。
43.持續提升森(sen)林(lin)(lin)碳(tan)匯(hui)能力(li)。大力(li)推(tui)進重要生(sheng)態系統(tong)保護和(he)修復重大工(gong)程,全(quan)面實施綠美(mei)廣東(dong)大行動,努力(li)提高全(quan)省(sheng)森(sen)林(lin)(lin)覆蓋(gai)率,擴大森(sen)林(lin)(lin)碳(tan)匯(hui)增(zeng)量規(gui)模。完善(shan)天(tian)然林(lin)(lin)保護制(zhi)度,推(tui)進公益林(lin)(lin)提質增(zeng)效,加強中(zhong)幼林(lin)(lin)撫育和(he)低效林(lin)(lin)改(gai)造,不斷提高森(sen)林(lin)(lin)碳(tan)匯(hui)能力(li)。建立健全(quan)能夠體(ti)現碳(tan)匯(hui)價值的林(lin)(lin)業生(sheng)態保護補償機(ji)制(zhi),完善(shan)森(sen)林(lin)(lin)碳(tan)匯(hui)交易(yi)市場機(ji)制(zhi)。到(dao)2030年,全(quan)省(sheng)森(sen)林(lin)(lin)覆蓋(gai)率達到(dao)59%左右,森(sen)林(lin)(lin)蓄積量達到(dao)6.6億(yi)立方米。
44.鞏固提升濕(shi)地碳(tan)匯能力(li)。加強濕(shi)地保(bao)(bao)護(hu)(hu)建(jian)(jian)設(she),充分發揮濕(shi)地、泥炭的碳(tan)匯作用(yong),保(bao)(bao)護(hu)(hu)自然(ran)濕(shi)地,維(wei)護(hu)(hu)濕(shi)地生(sheng)態(tai)系(xi)統健康穩定(ding)。深入推(tui)進“美麗河(he)湖(hu)(hu)”創建(jian)(jian),建(jian)(jian)立(li)功能完整(zheng)的河(he)涌水(shui)系(xi)和綠色生(sheng)態(tai)水(shui)網(wang),推(tui)動(dong)水(shui)生(sheng)態(tai)保(bao)(bao)護(hu)(hu)修復(fu),保(bao)(bao)障河(he)湖(hu)(hu)生(sheng)態(tai)流量。嚴格紅(hong)樹林(lin)用(yong)途管制,嚴守紅(hong)樹林(lin)生(sheng)態(tai)空(kong)間(jian),開(kai)展紅(hong)樹林(lin)保(bao)(bao)護(hu)(hu)修復(fu)行動(dong),建(jian)(jian)設(she)萬(wan)畝級紅(hong)樹林(lin)示(shi)范區。到(dao)2025年(nian),全省完成營造和修復(fu)紅(hong)樹林(lin)12萬(wan)畝。

加(jia)強(qiang)生(sheng)態(tai)文明宣(xuan)傳教育,增強(qiang)全(quan)民節約意(yi)(yi)識、環保意(yi)(yi)識、生(sheng)態(tai)意(yi)(yi)識,倡導簡約適度(du)、綠色低碳、文明健(jian)康(kang)的生(sheng)活方式,把綠色低碳理念轉化為全(quan)社(she)會(hui)自覺行(xing)動。

47.推(tui)廣綠(lv)(lv)(lv)色(se)(se)低碳(tan)(tan)生活(huo)(huo)方式(shi)。堅決遏制奢侈浪費和(he)不合理消費,杜(du)絕過度包(bao)裝(zhuang),制止餐飲(yin)浪費行為。深入開(kai)展節約型機關、綠(lv)(lv)(lv)色(se)(se)家(jia)庭、綠(lv)(lv)(lv)色(se)(se)學(xue)校、綠(lv)(lv)(lv)色(se)(se)社區、綠(lv)(lv)(lv)色(se)(se)出行、綠(lv)(lv)(lv)色(se)(se)商場(chang)、綠(lv)(lv)(lv)色(se)(se)建(jian)筑等(deng)綠(lv)(lv)(lv)色(se)(se)生活(huo)(huo)創(chuang)建(jian)行動,廣泛宣傳推(tui)廣簡約適度、綠(lv)(lv)(lv)色(se)(se)低碳(tan)(tan)、文明(ming)健康的生活(huo)(huo)理念和(he)生活(huo)(huo)方式(shi),評(ping)選(xuan)宣傳一批(pi)優秀(xiu)示范典型。積(ji)極倡導(dao)綠(lv)(lv)(lv)色(se)(se)消費,大力推(tui)廣高效節能電機、節能環保汽車、高效照明(ming)等(deng)節能低碳(tan)(tan)產品,探索碳(tan)(tan)普惠商業模式(shi)創(chuang)新。
48.引導企(qi)業(ye)履行(xing)社(she)會責任(ren)。推動(dong)重點國有企(qi)業(ye)和(he)重點用(yong)能(neng)單位(wei)制定實施碳(tan)達峰行(xing)動(dong)方案,深入研究碳(tan)減排路(lu)徑,發揮示范引領作(zuo)用(yong)。督促上市公司和(he)發債企(qi)業(ye)按照強制性環(huan)境信息(xi)披露要求,定期(qi)公布企(qi)業(ye)碳(tan)排放信息(xi)。完善綠色產品認證與標(biao)識(shi)制度。充(chong)分(fen)發揮行(xing)業(ye)協會等社(she)會團體(ti)作(zuo)用(yong),引導企(qi)業(ye)主動(dong)適應綠色低(di)(di)碳(tan)發展要求,加強能(neng)源資源節(jie)約,自覺履行(xing)低(di)(di)碳(tan)環(huan)保社(she)會責任(ren)。
49.強(qiang)化領導(dao)干部(bu)培訓。積(ji)極(ji)組(zu)織(zhi)開展(zhan)碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中(zhong)和專(zhuan)題培訓,把相(xiang)關內容列入黨(dang)校(行政學(xue)院(yuan))教學(xue)計(ji)劃,分階段、分層(ceng)次對各級(ji)領導(dao)干部(bu)開展(zhan)培訓,深(shen)化各級(ji)領導(dao)干部(bu)對碳(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)中(zhong)和工作重要(yao)性、緊迫性、科學(xue)性、系統性的(de)認識。從事綠色(se)低碳(tan)(tan)發展(zhan)工作的(de)領導(dao)干部(bu),要(yao)提升專(zhuan)業能力(li)素(su)養,切實增強(qiang)抓好綠色(se)低碳(tan)(tan)發展(zhan)的(de)本領。
(十四)各地區(qu)梯(ti)次有序達峰(feng)行動(dong)。
堅持全省(sheng)統籌(chou)、分類施策、因地(di)(di)制(zhi)宜(yi)、上(shang)下(xia)聯動,引導各地(di)(di)制(zhi)定科學可行(xing)的碳達峰路線(xian)圖(tu)和時間(jian)表,梯(ti)次有序(xu)推進(jin)各地(di)(di)區(qu)碳達峰。
50.科學合(he)理(li)確定碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)目標。兼顧(gu)發(fa)(fa)展階(jie)段、資(zi)源(yuan)稟賦、產(chan)業結構(gou)和減排(pai)潛力差異(yi),統(tong)籌協調(diao)各地區碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)目標。工(gong)業化(hua)、城鎮化(hua)進(jin)(jin)(jin)程已(yi)基(ji)本完成、能源(yuan)利用效率領(ling)先(xian)、碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)排(pai)放(fang)已(yi)經基(ji)本穩定的(de)地區,要鞏固(gu)節(jie)能降(jiang)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)成果,進(jin)(jin)(jin)一步降(jiang)低(di)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)排(pai)放(fang),為全省碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)發(fa)(fa)揮示范引領(ling)作用。經濟(ji)(ji)發(fa)(fa)展仍處于(yu)中高(gao)速增(zeng)長(chang)階(jie)段、產(chan)業結構(gou)較(jiao)輕、能源(yuan)結構(gou)較(jiao)優的(de)地區,要堅(jian)持綠色低(di)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)發(fa)(fa)展,以發(fa)(fa)展先(xian)進(jin)(jin)(jin)制(zhi)造業和綠色低(di)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)產(chan)業為重(zhong)點,逐步實現(xian)經濟(ji)(ji)增(zeng)長(chang)與碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)排(pai)放(fang)脫(tuo)鉤,與全省同(tong)步實現(xian)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)。工(gong)業化(hua)、城鎮化(hua)進(jin)(jin)(jin)程相(xiang)對滯后、經濟(ji)(ji)發(fa)(fa)展水(shui)平(ping)較(jiao)低(di)的(de)地區,堅(jian)持綠色低(di)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)循環發(fa)(fa)展,堅(jian)決不走依靠高(gao)耗(hao)能高(gao)排(pai)放(fang)低(di)水(shui)平(ping)項目拉動經濟(ji)(ji)增(zeng)長(chang)的(de)老路,盡快(kuai)進(jin)(jin)(jin)入(ru)碳(tan)(tan)(tan)(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)平(ping)臺期(qi)。
51.因(yin)地制宜(yi)推(tui)進(jin)(jin)(jin)綠(lv)色(se)低碳(tan)發(fa)(fa)展。各(ge)地級(ji)以(yi)上市要抓住(zhu)粵港澳大(da)(da)灣區(qu)、深(shen)圳中國特色(se)社(she)會(hui)主(zhu)義先(xian)行示(shi)范(fan)區(qu)“雙(shuang)區(qu)”建設和(he)橫琴、前(qian)海兩個合作(zuo)區(qu)建設重(zhong)大(da)(da)機遇,結合“一核(he)一帶一區(qu)”區(qu)域協調發(fa)(fa)展格局和(he)主(zhu)體功能(neng)區(qu)戰略,因(yin)地制宜(yi)推(tui)進(jin)(jin)(jin)本地區(qu)綠(lv)色(se)低碳(tan)發(fa)(fa)展。珠三角(jiao)核(he)心區(qu)要充分發(fa)(fa)揮(hui)粵港澳大(da)(da)灣區(qu)高質(zhi)量發(fa)(fa)展動力源和(he)增長極作(zuo)用,率先(xian)推(tui)動經濟社(she)會(hui)發(fa)(fa)展全面綠(lv)色(se)轉型。沿海經濟帶要在做(zuo)好節(jie)能(neng)挖潛的(de)基礎(chu)上,加快打(da)造世界(jie)級(ji)沿海重(zhong)化產(chan)業帶和(he)國家級(ji)海洋經濟發(fa)(fa)展示(shi)范(fan)區(qu)。北部生態(tai)(tai)發(fa)(fa)展區(qu)要持(chi)之以(yi)恒落(luo)實生態(tai)(tai)優先(xian)、綠(lv)色(se)發(fa)(fa)展戰略導向,推(tui)進(jin)(jin)(jin)產(chan)業生態(tai)(tai)化和(he)生態(tai)(tai)產(chan)業化。
52.上下聯動制定(ding)(ding)碳達峰(feng)(feng)方案(an)。各地級以上市政(zheng)府(fu)要按照(zhao)省碳達峰(feng)(feng)碳中和工作(zuo)領導小(xiao)組(zu)的統籌部署(shu),因(yin)地制宜、分類施(shi)(shi)策,制定(ding)(ding)切實可行的碳達峰(feng)(feng)實施(shi)(shi)方案(an),把握(wo)區域差(cha)異(yi)和發(fa)展節奏(zou),合理設置目標(biao)任務,經省碳達峰(feng)(feng)碳中和工作(zuo)領導小(xiao)組(zu)綜合平衡、審(shen)議通過(guo)后,由各地印發(fa)實施(shi)(shi)。各部門要引導行業、企業制定(ding)(ding)落實碳達峰(feng)(feng)的路(lu)徑舉措。
(十五(wu))多層次試點示(shi)范創建(jian)行(xing)動。
開(kai)展綠色低碳(tan)試點和(he)先行示(shi)范建設,支持有條件的地方(fang)和(he)重點行業(ye)、重點企業(ye)率先實現(xian)碳(tan)達峰,形(xing)成一批可(ke)操作(zuo)、可(ke)復制、可(ke)推廣的經驗(yan)做法。
53.開(kai)展碳達(da)峰試(shi)點(dian)城市建設。加大省(sheng)對地方推(tui)(tui)進(jin)碳達(da)峰的(de)支持力度,綜合(he)考慮(lv)各地區經濟發展程度、產業布局、資源(yuan)(yuan)能(neng)源(yuan)(yuan)稟賦、主體(ti)功能(neng)定(ding)位和碳排放趨勢等因素(su),在(zai)政策、資金、技術等方面給(gei)予支持,支持有(you)條(tiao)件(jian)的(de)地區建設碳達(da)峰、碳中(zhong)和試(shi)點(dian)城市、城鎮(zhen)、鄉(xiang)村,加快推(tui)(tui)進(jin)綠色(se)低碳轉型(xing),為全省(sheng)提供可(ke)復制(zhi)可(ke)推(tui)(tui)廣經驗(yan)做法。“十四五”期間,選擇5-10個具(ju)有(you)典型(xing)代表性的(de)城市和一批城鎮(zhen)、鄉(xiang)村開(kai)展碳達(da)峰試(shi)點(dian)示范建設。
54.開(kai)展(zhan)(zhan)綠(lv)色低(di)碳(tan)(tan)(tan)(tan)試(shi)點(dian)示(shi)(shi)范(fan)。研(yan)究制(zhi)定多(duo)層(ceng)級的碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)試(shi)點(dian)示(shi)(shi)范(fan)創建評價體系,支(zhi)持企業(ye)、園區、社區、公共機構深入開(kai)展(zhan)(zhan)綠(lv)色低(di)碳(tan)(tan)(tan)(tan)試(shi)點(dian)示(shi)(shi)范(fan),著力打造一批各具(ju)特色、具(ju)有(you)示(shi)(shi)范(fan)引領效應的近零碳(tan)(tan)(tan)(tan)/零碳(tan)(tan)(tan)(tan)企業(ye)、園區、社區、學校(xiao)、醫院、交通(tong)樞紐等。推動(dong)鋼(gang)鐵、石化(hua)、水(shui)泥等重(zhong)點(dian)行(xing)業(ye)企業(ye)提出碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)目標并制(zhi)定中(zhong)長期(qi)(qi)行(xing)動(dong)方案,鼓勵示(shi)(shi)范(fan)推廣(guang)二氧化(hua)碳(tan)(tan)(tan)(tan)捕(bu)集利(li)用與封存(cun)(CCUS)技術(shu)。“十四五(wu)”期(qi)(qi)間(jian),選(xuan)擇50-100個(ge)單(dan)位開(kai)展(zhan)(zhan)綠(lv)色低(di)碳(tan)(tan)(tan)(tan)試(shi)點(dian)示(shi)(shi)范(fan)。
三、政策保障
(一(yi))建立(li)碳排放(fang)統(tong)(tong)(tong)計(ji)(ji)監測體(ti)(ti)系(xi)(xi)。按照國家統(tong)(tong)(tong)一(yi)規范的(de)碳排放(fang)統(tong)(tong)(tong)計(ji)(ji)核(he)(he)算(suan)體(ti)(ti)系(xi)(xi)有關要求,加強(qiang)碳排放(fang)統(tong)(tong)(tong)計(ji)(ji)核(he)(he)算(suan)能(neng)(neng)力建設,完善(shan)地方、行業(ye)(ye)碳排放(fang)統(tong)(tong)(tong)計(ji)(ji)核(he)(he)算(suan)方法。充分利(li)用云(yun)計(ji)(ji)算(suan)、大數(shu)(shu)據、區塊鏈等先進技術,集成(cheng)能(neng)(neng)源、工業(ye)(ye)、交通、建筑、農(nong)業(ye)(ye)等重點領域碳排放(fang)和(he)(he)林(lin)業(ye)(ye)碳匯數(shu)(shu)據,打造全(quan)省碳排放(fang)監測智慧云(yun)平臺(tai)。深化溫室氣體(ti)(ti)排放(fang)核(he)(he)算(suan)方法學研究,完善(shan)能(neng)(neng)源活動、工業(ye)(ye)生(sheng)產過程、農(nong)業(ye)(ye)、土地利(li)用變(bian)化與林(lin)業(ye)(ye)、廢棄物處理(li)等領域的(de)統(tong)(tong)(tong)計(ji)(ji)體(ti)(ti)系(xi)(xi)。建立(li)覆蓋陸地和(he)(he)海洋生(sheng)態系(xi)(xi)統(tong)(tong)(tong)的(de)碳匯核(he)(he)算(suan)監測體(ti)(ti)系(xi)(xi),開展(zhan)生(sheng)態系(xi)(xi)統(tong)(tong)(tong)碳匯本底(di)調(diao)查和(he)(he)碳儲量評(ping)估。
(二)健全(quan)法(fa)規(gui)(gui)規(gui)(gui)章標準(zhun)。全(quan)面清理地方現行(xing)法(fa)規(gui)(gui)規(gui)(gui)章中(zhong)與碳達(da)峰、碳中(zhong)和(he)(he)工作不(bu)相(xiang)適應的內容,構(gou)建(jian)有利于綠色(se)低碳發展的制(zhi)(zhi)度(du)體(ti)系。加(jia)快能(neng)(neng)(neng)(neng)效標準(zhun)制(zhi)(zhi)定修(xiu)訂,提(ti)高重點產品能(neng)(neng)(neng)(neng)耗限額標準(zhun),制(zhi)(zhi)定新型基(ji)礎設施能(neng)(neng)(neng)(neng)效標準(zhun),擴大能(neng)(neng)(neng)(neng)耗限額標準(zhun)覆蓋(gai)范圍。加(jia)快完善碳排放(fang)核算、監(jian)測、評估、審計等配套標準(zhun),建(jian)立(li)傳(chuan)統高耗能(neng)(neng)(neng)(neng)企業生產碳排放(fang)可(ke)計量(liang)體(ti)系。支持相(xiang)關機構(gou)積極參(can)與國(guo)(guo)際(ji)國(guo)(guo)內的能(neng)(neng)(neng)(neng)效、低碳、可(ke)再生能(neng)(neng)(neng)(neng)源標準(zhun)制(zhi)(zhi)定修(xiu)訂,加(jia)強與國(guo)(guo)際(ji)和(he)(he)港澳(ao)標準(zhun)的銜接(jie)和(he)(he)互認。
(三)完善投資(zi)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)政策(ce)。加(jia)快構建(jian)與碳(tan)(tan)達峰、碳(tan)(tan)中和(he)(he)相適應(ying)的(de)投融(rong)(rong)資(zi)政策(ce)體(ti)系,激(ji)發市(shi)場(chang)主體(ti)投資(zi)活力。加(jia)大(da)(da)對節能環(huan)保、新(xin)(xin)能源、新(xin)(xin)能源汽車、二氧化碳(tan)(tan)捕集利用與封存(CCUS)等項目的(de)支(zhi)持力度。國有(you)企業(ye)要加(jia)大(da)(da)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)投資(zi),積(ji)極(ji)研(yan)(yan)(yan)發推廣低(di)碳(tan)(tan)零(ling)碳(tan)(tan)負碳(tan)(tan)技術。建(jian)立(li)(li)健全綠(lv)(lv)(lv)色(se)(se)(se)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)標準體(ti)系,有(you)序推進綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)產(chan)品和(he)(he)工具創新(xin)(xin)。研(yan)(yan)(yan)究設立(li)(li)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)發展基金(jin)(jin)(jin)(jin)(jin),加(jia)大(da)(da)對綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)發展、技術研(yan)(yan)(yan)發等的(de)支(zhi)持力度。鼓勵社會資(zi)本以市(shi)場(chang)化方(fang)式設立(li)(li)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)投資(zi)基金(jin)(jin)(jin)(jin)(jin)。支(zhi)持符合條件的(de)企業(ye)上(shang)市(shi)融(rong)(rong)資(zi)和(he)(he)再融(rong)(rong)資(zi)用于綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)項目建(jian)設運營,擴大(da)(da)綠(lv)(lv)(lv)色(se)(se)(se)信(xin)貸、綠(lv)(lv)(lv)色(se)(se)(se)債券、綠(lv)(lv)(lv)色(se)(se)(se)保險規(gui)模。高(gao)質量建(jian)設綠(lv)(lv)(lv)色(se)(se)(se)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)改革創新(xin)(xin)試驗區(qu),積(ji)極(ji)爭取國家氣候投融(rong)(rong)資(zi)試點。
(四(si))完(wan)善財稅價(jia)(jia)(jia)(jia)格(ge)信(xin)用(yong)政(zheng)(zheng)(zheng)策(ce)(ce)。各級財政(zheng)(zheng)(zheng)要統(tong)籌做好(hao)碳達峰(feng)、碳中和重(zhong)大(da)改(gai)革、重(zhong)大(da)示范、重(zhong)大(da)工程的(de)資(zi)金保障。落(luo)實(shi)環(huan)境保護、節能(neng)節水、資(zi)源(yuan)(yuan)綜合(he)利用(yong)等(deng)各項稅收優(you)惠政(zheng)(zheng)(zheng)策(ce)(ce)。對(dui)(dui)企(qi)業(ye)(ye)(ye)的(de)綠色(se)(se)低碳研發(fa)(fa)投入支出,符合(he)條(tiao)件的(de)可以享受企(qi)業(ye)(ye)(ye)所得稅研發(fa)(fa)費(fei)用(yong)加計扣除政(zheng)(zheng)(zheng)策(ce)(ce)。落(luo)實(shi)新能(neng)源(yuan)(yuan)汽車稅收減免政(zheng)(zheng)(zheng)策(ce)(ce)。研究完(wan)善可再(zai)生(sheng)能(neng)源(yuan)(yuan)并網消納財稅支持(chi)政(zheng)(zheng)(zheng)策(ce)(ce)。深入推進能(neng)源(yuan)(yuan)價(jia)(jia)(jia)(jia)格(ge)改(gai)革,完(wan)善綠色(se)(se)電(dian)價(jia)(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce)體系,對(dui)(dui)能(neng)源(yuan)(yuan)消耗(hao)超過單(dan)位產(chan)品(pin)能(neng)耗(hao)限額(e)標準(zhun)的(de)用(yong)能(neng)單(dan)位嚴(yan)格(ge)執(zhi)行(xing)懲罰性電(dian)價(jia)(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce),對(dui)(dui)高(gao)耗(hao)能(neng)、高(gao)排(pai)放行(xing)業(ye)(ye)(ye)實(shi)行(xing)差別電(dian)價(jia)(jia)(jia)(jia)、階(jie)梯(ti)電(dian)價(jia)(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce)。完(wan)善居民階(jie)梯(ti)電(dian)價(jia)(jia)(jia)(jia)制度和峰(feng)谷分時電(dian)價(jia)(jia)(jia)(jia)政(zheng)(zheng)(zheng)策(ce)(ce)。健全(quan)天然氣(qi)輸配價(jia)(jia)(jia)(jia)格(ge)形成機(ji)制,完(wan)善與可再(zai)生(sheng)能(neng)源(yuan)(yuan)規模化發(fa)(fa)展相適應(ying)的(de)價(jia)(jia)(jia)(jia)格(ge)機(ji)制。依托“信(xin)用(yong)廣東”平臺加強(qiang)企(qi)業(ye)(ye)(ye)節能(neng)降(jiang)碳信(xin)用(yong)信(xin)息歸集(ji)共(gong)享,建立企(qi)業(ye)(ye)(ye)守信(xin)激勵(li)和失信(xin)懲戒措施清單(dan)。
四、組織實施
(一)加強統(tong)籌協(xie)調(diao)。堅(jian)持(chi)把黨的領(ling)(ling)導貫(guan)穿碳(tan)達峰(feng)(feng)、碳(tan)中(zhong)和(he)(he)(he)工作(zuo)(zuo)全過(guo)程。省(sheng)碳(tan)達峰(feng)(feng)碳(tan)中(zhong)和(he)(he)(he)工作(zuo)(zuo)領(ling)(ling)導小組(zu)對各(ge)項(xiang)(xiang)工作(zuo)(zuo)進行整體部署和(he)(he)(he)系統(tong)推進,統(tong)籌研究重要事(shi)項(xiang)(xiang)、制定重大(da)政(zheng)策,組(zu)織(zhi)開展碳(tan)達峰(feng)(feng)、碳(tan)中(zhong)和(he)(he)(he)先(xian)行示范、改革創新。省(sheng)碳(tan)達峰(feng)(feng)碳(tan)中(zhong)和(he)(he)(he)工作(zuo)(zuo)領(ling)(ling)導小組(zu)成員(yuan)單位要按照省(sheng)委、省(sheng)政(zheng)府決策部署和(he)(he)(he)領(ling)(ling)導小組(zu)工作(zuo)(zuo)要求,扎實推進相關工作(zuo)(zuo)。省(sheng)碳(tan)達峰(feng)(feng)碳(tan)中(zhong)和(he)(he)(he)工作(zuo)(zuo)領(ling)(ling)導小組(zu)辦公室要加強統(tong)籌協(xie)調(diao),定期(qi)對各(ge)地(di)區和(he)(he)(he)重點領(ling)(ling)域、重點行業工作(zuo)(zuo)進展情況進行調(diao)度,督促將(jiang)各(ge)項(xiang)(xiang)目標任務落(luo)實落(luo)細。
(二)強化責任(ren)落(luo)(luo)實。各(ge)地區(qu)、各(ge)部門(men)要深刻認識(shi)碳達(da)峰、碳中(zhong)和(he)(he)工作(zuo)的(de)(de)(de)重要性、緊迫性、復(fu)雜性,切實扛起責任(ren),按照《中(zhong)共廣東(dong)省委廣東(dong)省人(ren)民政府關(guan)于完整準確全面(mian)貫徹新發展理念推(tui)進(jin)碳達(da)峰碳中(zhong)和(he)(he)工作(zuo)的(de)(de)(de)實施(shi)(shi)意見》和(he)(he)本方案(an)確定的(de)(de)(de)主(zhu)要目(mu)標和(he)(he)重點(dian)任(ren)務,著力抓(zhua)好各(ge)項(xiang)任(ren)務落(luo)(luo)實,確保政策到位、措施(shi)(shi)到位、成效到位,落(luo)(luo)實情況納入省級生(sheng)態環(huan)境保護督察。各(ge)相關(guan)單位、人(ren)民團體、社會(hui)組織要按照國家和(he)(he)省有關(guan)部署,積(ji)極(ji)發揮自身作(zuo)用(yong),推(tui)進(jin)綠色低碳發展。
(三(san))嚴格監督考(kao)核。加(jia)強(qiang)碳達(da)(da)峰(feng)(feng)、碳中和目(mu)標(biao)任務(wu)完(wan)成情況(kuang)的(de)(de)監測、評價和考(kao)核,逐步建立和完(wan)善碳排(pai)放(fang)總(zong)量(liang)和強(qiang)度“雙(shuang)控”制度,對(dui)能源消費和碳排(pai)放(fang)指標(biao)實行協(xie)同管理(li)、協(xie)同分解、協(xie)同考(kao)核。加(jia)強(qiang)監督考(kao)核結果應(ying)用,對(dui)碳達(da)(da)峰(feng)(feng)工(gong)作突出的(de)(de)集體和個人按規(gui)定給予表(biao)彰(zhang)獎(jiang)勵,對(dui)未完(wan)成目(mu)標(biao)任務(wu)的(de)(de)地區和部(bu)門實行通(tong)報批評和約談(tan)問(wen)責。各地級以上市人民(min)政府、省(sheng)各有關(guan)部(bu)門要(yao)組(zu)織開展(zhan)(zhan)碳達(da)(da)峰(feng)(feng)目(mu)標(biao)任務(wu)年度評估,有關(guan)工(gong)作進(jin)展(zhan)(zhan)和重大問(wen)題要(yao)及(ji)時向省(sheng)碳達(da)(da)峰(feng)(feng)碳中和工(gong)作領導小組(zu)報告。
