2月7日,烏拉(la)特中旗人民政(zheng)府發布《關于加快建設零碳園區破解能耗制(zhi)約第151002號(hao)提案的答復》。


《答復》中提到烏中旗零碳園區下一步發展規劃為:2025年,建設光熱供蒸汽系統鏡場回路1000個,熔鹽儲熱時長10小時,熔鹽電加熱34萬千瓦,最大供蒸汽能力480蒸噸/小時;園區開展建筑物清(qing)(qing)潔(jie)(jie)供(gong)暖改造,實現(xian)新能源電(dian)力清(qing)(qing)潔(jie)(jie)供(gong)暖面積(ji)40萬平(ping)方米。


在建設新型電力系統上,建設調峰和支撐的基本電源,到2025年,本地洗煤量為2500萬噸,產生矸石180萬噸,建設1座2×33萬千瓦煤矸石調峰電廠,同時解決煤矸石環境污染問題,建設光熱60萬千瓦(儲能10小時)


此外,《答復》還將“風光熱儲”一體化新能源項目列為重點建設內容,并明確指出,光熱發電具有三(san)個基本特征(zheng)。


一是清潔性,光熱將光能轉化為熱能,繼而將熱能轉化為電能,屬于可再生能源。二是同質性,光熱與火電同樣通過蒸汽輪機驅動發電機,具備高可控性和旋轉慣量。三是調節性,光熱(re)項目配(pei)置10小時以上的儲能,可(ke)為(wei)風電(dian)、光伏(fu)等(deng)波動性新能源提(ti)供(gong)系統(tong)運行調節(jie),促使系統(tong)發電(dian)出(chu)力平穩可(ke)控,提(ti)升區(qu)域可(ke)再生能源消納水(shui)平。

一、烏拉(la)特中(zhong)旗新能源(yuan)(yuan)資源(yuan)(yuan)概況(kuang)


烏拉(la)特中旗(qi)境內風光(guang)資源(yuan)極為豐(feng)富,是國內新能源(yuan)規(gui)模(mo)化、集中化開(kai)(kai)發(fa)(fa)條件最好(hao)的區域之一。根據當地(di)風測(ce)數據分析,70米(mi)高(gao)度年(nian)(nian)平(ping)(ping)均(jun)風速(su)為8.9m/s,年(nian)(nian)平(ping)(ping)均(jun)利(li)(li)用(yong)小(xiao)時數可達3500小(xiao)時以上(shang),近期已完成邊境沿線紅(hong)線調整工作,可用(yong)于(yu)風電開(kai)(kai)發(fa)(fa)的土地(di)面積達到1.5萬(wan)(wan)平(ping)(ping)方公里,風電技(ji)術可開(kai)(kai)發(fa)(fa)規(gui)模(mo)達到3000萬(wan)(wan)千瓦以上(shang);光(guang)伏年(nian)(nian)總輻射值達6324兆焦/平(ping)(ping)方米(mi),屬于(yu)A類很豐(feng)富等級,年(nian)(nian)均(jun)日照3250小(xiao)時,年(nian)(nian)平(ping)(ping)均(jun)利(li)(li)用(yong)小(xiao)時數1700小(xiao)時以上(shang)。


二、加工園區(qu)產業(ye)現狀


烏拉特中旗位于祖國(guo)正北(bei)方、巴(ba)彥淖爾市東北(bei)部,與(yu)蒙(meng)古國(guo)有(you)184公(gong)里的邊境線(xian),甘(gan)其(qi)毛都(dou)口岸(an)作為常年開(kai)(kai)放的國(guo)家陸路口岸(an),是內蒙(meng)古向北(bei)開(kai)(kai)放的重要“橋頭堡”,毗鄰的蒙(meng)古國(guo)南戈壁省礦(kuang)(kuang)產資(zi)源(yuan)豐富,特別是煤(mei)(mei)、銅資(zi)源(yuan)。距口岸(an)245公(gong)里的塔本陶勒蓋煤(mei)(mei)礦(kuang)(kuang)探明儲量64億噸(dun)(dun)(dun),其(qi)中主(zhu)焦(jiao)煤(mei)(mei)18億噸(dun)(dun)(dun),屬國(guo)內優(you)質(zhi)稀缺資(zi)源(yuan),主(zhu)焦(jiao)煤(mei)(mei)的主(zhu)要特點是低灰、低硫(liu),在我(wo)國(guo)除了山西柳林地區擁有(you)之外,其(qi)他(ta)地區很稀少;距口岸(an)90公(gong)里奧云陶勒蓋銅礦(kuang)(kuang)銅儲量3000萬(wan)噸(dun)(dun)(dun),同時伴生(sheng)金、銀、鋅(xin)、鐵、鉬(mu)等多(duo)種礦(kuang)(kuang)產資(zi)源(yuan)。正常年份,甘(gan)其(qi)毛都(dou)口岸(an)年均(jun)進口煤(mei)(mei)炭約2000萬(wan)噸(dun)(dun)(dun),進口銅精粉約80萬(wan)噸(dun)(dun)(dun)。


為承接蒙(meng)古國進(jin)口(kou)(kou)資源的落地(di)(di)加(jia)(jia)工(gong),憑借口(kou)(kou)岸區(qu)(qu)位(wei)優勢,建立了以資源落地(di)(di)深(shen)加(jia)(jia)工(gong)為產業發展(zhan)方(fang)向的甘其毛都口(kou)(kou)岸加(jia)(jia)工(gong)園(yuan)區(qu)(qu),園(yuan)區(qu)(qu)主要(yao)功能(neng)定位(wei)是依托甘其毛都口(kou)(kou)岸,對境外資源實(shi)施(shi)落地(di)(di)加(jia)(jia)工(gong)。加(jia)(jia)工(gong)園(yuan)區(qu)(qu)距甘其毛都口(kou)(kou)岸160公(gong)里,距巴彥淖爾市(shi)臨河區(qu)(qu)130公(gong)里,距包頭市(shi)190公(gong)里,處于三地(di)(di)中(zhong)心位(wei)置,交通(tong)便利,是蒙(meng)古國出口(kou)(kou)礦產資源就地(di)(di)加(jia)(jia)工(gong)運距最(zui)短、水電兼備、經濟輻射區(qu)(qu)域(yu)最(zui)廣的工(gong)業園(yuan)區(qu)(qu)。


依托靠近甘其毛都口岸的地理區(qu)位優(you)勢,“十三五”以來園(yuan)(yuan)區(qu)積極發展煤(mei)炭(tan)境(jing)外礦產資源洗(xi)選加工產業(ye),并不斷向煤(mei)焦(jiao)(jiao)化(hua)工、金屬(shu)冶(ye)煉等產業(ye)延伸(shen),目前已形成(cheng)(cheng)(cheng)2800萬(wan)(wan)噸(dun)洗(xi)煤(mei)、280萬(wan)(wan)噸(dun)煤(mei)泥綜合利(li)(li)用、120萬(wan)(wan)噸(dun)焦(jiao)(jiao)化(hua)、12萬(wan)(wan)噸(dun)甲醇、100萬(wan)(wan)噸(dun)水泥、30萬(wan)(wan)噸(dun)蒸汽、31.6萬(wan)(wan)噸(dun)金屬(shu)冶(ye)煉等產能規模,洗(xi)煤(mei)及煤(mei)化(hua)工已成(cheng)(cheng)(cheng)為(wei)園(yuan)(yuan)區(qu)的主導產業(ye)。近五年來累計入洗(xi)原煤(mei)3937.7萬(wan)(wan)噸(dun),實現產值492.92億(yi)(yi)元(yuan)(yuan),實現利(li)(li)稅13.23億(yi)(yi)元(yuan)(yuan)。2021年園(yuan)(yuan)區(qu)洗(xi)煤(mei)企業(ye)完(wan)成(cheng)(cheng)(cheng)產值60.29億(yi)(yi)元(yuan)(yuan),占園(yuan)(yuan)區(qu)總(zong)產值87%;完(wan)成(cheng)(cheng)(cheng)銷售收入75.94億(yi)(yi)元(yuan)(yuan),占園(yuan)(yuan)區(qu)總(zong)銷售收入93%;完(wan)成(cheng)(cheng)(cheng)稅收2.29億(yi)(yi)元(yuan)(yuan),占園(yuan)(yuan)區(qu)總(zong)稅收93%。


目前,園區運行企(qi)(qi)業(ye)33家,其中洗煤及煤化工企(qi)(qi)業(ye)13家、金屬(shu)冶煉(lian)6家、非金屬(shu)綜合利(li)用2家、裝備制造1家、能源電力1家、天(tian)然氣供應1家、水務1家、石材加工企(qi)(qi)業(ye)7家和再生(sheng)膠生(sheng)產企(qi)(qi)業(ye)1家。


三、下一步發展規劃


圍繞口岸與園區一(yi)體化、低碳化發展(zhan)定(ding)位,聚焦(jiao)“四綠”、“四鏈”深度融合發展(zhan)規劃,力爭到(dao)“十四五”末,實(shi)現如下目標:


(一(yi))現代可再生能源載體產業發展(zhan)目標


1、到2025年,甘其毛(mao)都口岸進(jin)(jin)口煤(mei)炭達到3000萬(wan)(wan)(wan)噸(dun)(dun)(dun)/年,本地(di)(di)洗選(xuan)規模2500萬(wan)(wan)(wan)噸(dun)(dun)(dun)/年,其中用(yong)于本地(di)(di)加(jia)(jia)工(gong)原煤(mei)從目前的200萬(wan)(wan)(wan)噸(dun)(dun)(dun)增(zeng)長(chang)到1150萬(wan)(wan)(wan)噸(dun)(dun)(dun),占全(quan)部(bu)(bu)進(jin)(jin)口量的38%,年產(chan)焦炭480萬(wan)(wan)(wan)噸(dun)(dun)(dun),甲醇(chun)48萬(wan)(wan)(wan)噸(dun)(dun)(dun);進(jin)(jin)口銅精粉150萬(wan)(wan)(wan)噸(dun)(dun)(dun)/年,本地(di)(di)加(jia)(jia)工(gong)50萬(wan)(wan)(wan)噸(dun)(dun)(dun)/年,占全(quan)部(bu)(bu)進(jin)(jin)口量的33%,年產(chan)銅材10萬(wan)(wan)(wan)噸(dun)(dun)(dun)。


2、到(dao)2025年(nian),新能(neng)源電解化工(gong)產(chan)業,建設電解制氫(qing)站4座,制氫(qing)規(gui)模(mo)合(he)計1.224萬噸(dun)/年(nian)(不含合(he)成綠氨中間產(chan)品),一體化合(he)成“綠氨”規(gui)模(mo)75萬噸(dun)/年(nian),乙醇(chun)生(sheng)產(chan)規(gui)模(mo)40萬噸(dun);建成電池(chi)負極材料產(chan)能(neng)規(gui)模(mo)10萬噸(dun)/年(nian)。


3、到2025年(nian),配套換(huan)(huan)電(dian)式電(dian)動重卡120輛,氫能重卡680輛,建設換(huan)(huan)電(dian)站8座,總(zong)換(huan)(huan)電(dian)能力18萬(wan)千伏(fu)安,建設加氫站4座,總(zong)加氫能力27.2噸/日。


4、2025年(nian),建(jian)設光熱供(gong)(gong)蒸汽系(xi)統鏡場回路1000個,熔(rong)鹽(yan)儲熱時(shi)長10小時(shi),熔(rong)鹽(yan)電加(jia)熱34萬(wan)千瓦,最(zui)大供(gong)(gong)蒸汽能(neng)力(li)480蒸噸/小時(shi);園區(qu)開展建(jian)筑物清潔(jie)供(gong)(gong)暖(nuan)改造,實現(xian)新能(neng)源電力(li)清潔(jie)供(gong)(gong)暖(nuan)面積40萬(wan)平方米。


(二)建設新型電力系統


1、建設調峰(feng)和(he)支撐的基本(ben)電源


到2025年(nian),本地洗煤量(liang)為2500萬噸,產生矸石180萬噸,建設(she)1座2×33萬千瓦煤矸石調峰電廠,同時解決煤矸石環境污染(ran)問題,建設(she)光熱60萬千瓦(儲能10小(xiao)時)。


2、帶動風電、光伏規(gui)模化發(fa)展(zhan)


到2025年,建設完成(cheng)風電(dian)350萬(wan)千瓦(wa),光伏30萬(wan)千瓦(wa),電(dian)化學(xue)儲(chu)能38萬(wan)千瓦(wa)(2小時),在(zai)全部能源(yuan)供應中可再生能源(yuan)供電(dian)比例達到80%以上。


四、重點建設內容


(一)神華巴(ba)能煤(mei)化工擴建項目


該(gai)項目(mu)擬(ni)由(you)神華巴能(neng)(neng)(neng)在已建(jian)(jian)成的120萬(wan)噸煤(mei)(mei)焦(jiao)化基(ji)礎上擴建(jian)(jian)360萬(wan)噸焦(jiao)化產能(neng)(neng)(neng),新(xin)建(jian)(jian)3條120萬(wan)噸搗固焦(jiao)生產線(xian),炭化室高度為6.25米(mi),總規(gui)模(mo)達到480萬(wan)噸,焦(jiao)化新(xin)增(zeng)產能(neng)(neng)(neng)指(zhi)標由(you)神華集團(tuan)內部協調或外部收購解決。項目(mu)以蒙古國(guo)進(jin)口(kou)焦(jiao)煤(mei)(mei)為主要原(yuan)料,采用清潔(jie)能(neng)(neng)(neng)源(yuan)、氫氣等新(xin)能(neng)(neng)(neng)源(yuan)替代傳統能(neng)(neng)(neng)源(yuan)進(jin)行(xing)建(jian)(jian)設,是(shi)探索(suo)焦(jiao)化產業低能(neng)(neng)(neng)耗、低排放(fang)的重(zhong)要示范。


(二)銅(tong)冶煉深精加工項目


發揮(hui)口(kou)岸(an)進(jin)口(kou)資(zi)源(yuan)(yuan)及本地(di)能源(yuan)(yuan)優勢(shi),構建(jian)資(zi)源(yuan)(yuan)產(chan)(chan)(chan)(chan)業(ye)鏈(lian)條,形(xing)成不(bu)可(ke)復制、難以替代的(de)產(chan)(chan)(chan)(chan)業(ye)特色,構建(jian)銅資(zi)源(yuan)(yuan)進(jin)口(kou)-冶煉-加(jia)工-制品產(chan)(chan)(chan)(chan)業(ye)鏈(lian),加(jia)強進(jin)口(kou)礦(kuang)產(chan)(chan)(chan)(chan)資(zi)源(yuan)(yuan)優勢(shi)、能源(yuan)(yuan)優勢(shi)和(he)產(chan)(chan)(chan)(chan)業(ye)優勢(shi)的(de)相(xiang)互支撐,建(jian)立有(you)色產(chan)(chan)(chan)(chan)業(ye)與新能源(yuan)(yuan)產(chan)(chan)(chan)(chan)業(ye)融合、共(gong)生(sheng)的(de)關系,打造成我(wo)國北(bei)(bei)方(fang)地(di)區有(you)特色、有(you)潛力、最有(you)效益(yi)的(de)有(you)色金屬(shu)生(sheng)產(chan)(chan)(chan)(chan)加(jia)工基(ji)地(di),到2025年,提升進(jin)口(kou)銅資(zi)源(yuan)(yuan)量,冶煉規模形(xing)成,產(chan)(chan)(chan)(chan)業(ye)鏈(lian)條得(de)到有(you)效建(jian)立,成為(wei)我(wo)國北(bei)(bei)方(fang)地(di)區重要(yao)的(de)銅生(sheng)產(chan)(chan)(chan)(chan)加(jia)工基(ji)地(di)之(zhi)一。


(三)華(hua)啟動力10萬噸(dun)電池負極材料(liao)加工項(xiang)目


該項目(mu)為建設(she)年產(chan)10萬(wan)噸新(xin)能(neng)(neng)源(yuan)電池負極材料生(sheng)產(chan)項目(mu),負極材料生(sheng)產(chan)既順應新(xin)能(neng)(neng)源(yuan)產(chan)業發(fa)展(zhan)市(shi)場趨勢,又(you)充分(fen)利用烏(wu)拉特中旗石墨礦產(chan)資源(yuan),屬于上(shang)下游聯動(dong)項目(mu),同時對有利于烏(wu)拉特中旗大(da)規模(mo)新(xin)能(neng)(neng)源(yuan)電力的就地消納。


(四)新能源電解制氫(qing)項(xiang)目

國華(hua)巴彥淖爾(烏拉特(te)中(zhong)(zhong)旗)風電(dian)有(you)限公司擬投資建設30萬(wan)噸/年綠氫(qing)合成(cheng)(cheng)氨(an)項(xiang)目(mu)(mu)(mu),烏魯木齊吉盛新(xin)能源(yuan)公司擬投資建設45萬(wan)噸綠氫(qing)合成(cheng)(cheng)氨(an)項(xiang)目(mu)(mu)(mu)。綠氫(qing)合成(cheng)(cheng)氨(an)項(xiang)目(mu)(mu)(mu)的主(zhu)要原料為(wei)水,由新(xin)能源(yuan)電(dian)解(jie)水制得(de)的“綠氫(qing)”,進一步合成(cheng)(cheng)氨(an),是園(yuan)區(qu)落實“碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)”目(mu)(mu)(mu)標任(ren)務,創新(xin)新(xin)能源(yuan)“源(yuan)網荷儲(chu)”運行模(mo)式(shi),有(you)效緩解(jie)園(yuan)區(qu)能耗“雙控”發展約束,打造“零碳(tan)園(yuan)區(qu)”的重要舉措。


(六)瀟龍冶金三期項目


該(gai)項目為(wei)瀟龍冶金30萬(wan)噸高(gao)碳鉻(ge)鐵合(he)金三(san)期續建(jian)項目,三(san)期工程(cheng)建(jian)設2臺(tai)33000KVA全封(feng)閉鉻(ge)鐵合(he)金礦(kuang)熱爐,形(xing)成新增15萬(wan)噸/年高(gao)碳鉻(ge)鐵合(he)金生產能力,并(bing)配套(tao)建(jian)設余熱回(hui)收、煤(mei)氣綜合(he)利用(yong)設施,及相應公共服務輔助工程(cheng)和環(huan)保工程(cheng)。


(七)煤矸石調峰電廠(chang)項目


預計到2025年,甘其毛都口岸進口煤(mei)炭將達到3000萬(wan)噸/年,本地(di)洗(xi)選規模將達到2500萬(wan)噸/年,生(sheng)產煤(mei)矸(gan)石180萬(wan)噸/年,園區擬以進口煤(mei)炭洗(xi)選產生(sheng)的(de)煤(mei)泥(ni)、煤(mei)矸(gan)石為主要原(yuan)料建(jian)設調峰(feng)電廠項目,通(tong)過調峰(feng)電廠與(yu)新能(neng)源電源相結合,形成更加穩定的(de)園區新型電力系統,調峰(feng)電廠產生(sheng)的(de)電力與(yu)清潔“綠電”相互支撐、互為補充,共(gong)同為園區企業提供優質低(di)成本的(de)能(neng)源供應。


(八)“風光熱儲(chu)”一體化新(xin)能源項目


光熱(re)發(fa)電(dian)(dian)具有(you)三(san)個基本(ben)特征(zheng),一是(shi)(shi)清潔性(xing)(xing),光熱(re)將(jiang)光能(neng)轉(zhuan)(zhuan)化為(wei)熱(re)能(neng),繼(ji)而將(jiang)熱(re)能(neng)轉(zhuan)(zhuan)化為(wei)電(dian)(dian)能(neng),屬于可(ke)(ke)(ke)再(zai)生能(neng)源(yuan)。二是(shi)(shi)同質性(xing)(xing),光熱(re)與火(huo)電(dian)(dian)同樣通過蒸汽輪(lun)機(ji)驅動發(fa)電(dian)(dian)機(ji),具備高可(ke)(ke)(ke)控(kong)性(xing)(xing)和旋轉(zhuan)(zhuan)慣量。三(san)是(shi)(shi)調節(jie)性(xing)(xing),光熱(re)項(xiang)目配置10小時(shi)以上的(de)儲能(neng),可(ke)(ke)(ke)為(wei)風(feng)電(dian)(dian)、光伏(fu)等(deng)波動性(xing)(xing)新(xin)能(neng)源(yuan)提(ti)供系統(tong)運行調節(jie),促(cu)使(shi)系統(tong)發(fa)電(dian)(dian)出力(li)平(ping)穩可(ke)(ke)(ke)控(kong),提(ti)升區(qu)域可(ke)(ke)(ke)再(zai)生能(neng)源(yuan)消納水平(ping)。在以火(huo)電(dian)(dian)為(wei)主的(de)傳(chuan)統(tong)電(dian)(dian)力(li)體系向以新(xin)能(neng)源(yuan)為(wei)主的(de)新(xin)型電(dian)(dian)力(li)系統(tong)轉(zhuan)(zhuan)變(bian)過程中,光熱(re)以其對火(huo)電(dian)(dian)的(de)高度替代(dai)性(xing)(xing),可(ke)(ke)(ke)以發(fa)揮重(zhong)要的(de)核心作用。
