2月6日(ri),中共河南省(sheng)(sheng)(sheng)委、河南省(sheng)(sheng)(sheng)人民(min)政府印發《河南省(sheng)(sheng)(sheng)碳達峰實施(shi)方案》。

近日,中共河南省(sheng)委(wei)、河南省(sheng)人民(min)政府(fu)印發《河南省(sheng)碳達(da)峰實(shi)(shi)施(shi)方案》,并發出通(tong)知,要求(qiu)各地各部門結合實(shi)(shi)際(ji)認(ren)真(zhen)貫徹落實(shi)(shi)。


《河南省碳達峰實施方案》主(zhu)要內容如下:


為有力有序有效做好(hao)碳達峰工作,根據《中(zhong)共中(zhong)央、國務院關于完整(zheng)準確全面(mian)貫徹新發展理念做好(hao)碳達峰碳中(zhong)和(he)工作的意見(jian)》等文件(jian)精(jing)神,結合我省實(shi)(shi)際,制定如(ru)下實(shi)(shi)施方(fang)案(an)。


一、總體要求


(一)指導思想(xiang)。以習近平新(xin)時代(dai)中國(guo)特色社(she)會(hui)(hui)主義(yi)思想(xiang)為指導,全(quan)面(mian)貫徹黨的十九大和(he)十九屆歷次全(quan)會(hui)(hui)精神,深(shen)入貫徹習近平生(sheng)態文明思想(xiang),落實(shi)(shi)促進中部地區(qu)崛(jue)起(qi)、黃河流域生(sheng)態保護(hu)和(he)高質量發展等國(guo)家戰略,立足新(xin)發展階(jie)段,完整、準確、全(quan)面(mian)貫徹新(xin)發展理(li)(li)念(nian)(nian),服務構(gou)建(jian)新(xin)發展格(ge)局,深(shen)入踐行(xing)(xing)綠水青山(shan)(shan)就(jiu)是金山(shan)(shan)銀山(shan)(shan)理(li)(li)念(nian)(nian),把碳達(da)峰、碳中和(he)納入經濟社(she)會(hui)(hui)發展全(quan)局,堅(jian)持系(xi)統觀念(nian)(nian),統籌(chou)發展和(he)安(an)全(quan),以經濟社(she)會(hui)(hui)發展全(quan)面(mian)綠色轉型為引(yin)領(ling),以推動(dong)能源(yuan)綠色低碳發展為關鍵,深(shen)入推進碳達(da)峰行(xing)(xing)動(dong),加快(kuai)形成(cheng)節(jie)約(yue)資源(yuan)和(he)保護(hu)環境的產業(ye)結構(gou)、生(sheng)產方式、生(sheng)活方式、空(kong)間格(ge)局,確保如期實(shi)(shi)現2030年前碳達(da)峰目標。


(二)工作原則


——統(tong)籌(chou)規(gui)劃,協(xie)同推進。堅持前瞻性思維(wei),加強統(tong)籌(chou)協(xie)調,一(yi)體(ti)(ti)謀劃、一(yi)體(ti)(ti)部署、一(yi)體(ti)(ti)推動、一(yi)體(ti)(ti)考(kao)核碳達峰、碳中和(he)工(gong)作。處理(li)好發展和(he)減排、整體(ti)(ti)和(he)局(ju)部、長遠目標和(he)短期目標、政(zheng)府和(he)市場的關系(xi),搶抓發展機遇,推動經濟社(she)會綠色低碳轉型發展。


——穩妥有序,安全降(jiang)碳。堅持底線思維,強化風險意識,統籌經(jing)濟(ji)增長(chang)和平穩降(jiang)碳,確保能源(yuan)安全、產(chan)業鏈供應鏈安全、糧食安全和人民群眾正常生產(chan)生活。


——目(mu)標(biao)(biao)引(yin)領,分(fen)類施策。堅持一(yi)盤棋(qi)思(si)維(wei),按照系統性(xing)、動態性(xing)要求,科學設置各地及重點領域、行業、企業碳達峰目(mu)標(biao)(biao)任務。堅持目(mu)標(biao)(biao)導向(xiang)、結果(guo)導向(xiang),精準施策,分(fen)類推進(jin),為實現碳達峰目(mu)標(biao)(biao)提供有(you)力支(zhi)撐。


——政府(fu)引導,市場推動。更好發揮政府(fu)作用(yong),加快(kuai)綠(lv)色(se)(se)低碳(tan)科(ke)技和機制創新,健全綠(lv)色(se)(se)低碳(tan)法規標準體系(xi)、政策體系(xi),提升要(yao)素資(zi)源配(pei)置效(xiao)益。發揮市場在(zai)資(zi)源配(pei)置中的決定性作用(yong),落(luo)實用(yong)能權交易(yi)、碳(tan)排放權交易(yi)和生態保護補償等制度(du),激發市場主體活力,形成有效(xiao)激勵約束機制。


二、主要目標


“十四五”期間,全省產(chan)業(ye)結(jie)構和能(neng)源結(jie)構優化(hua)調整取(qu)得(de)明顯(xian)進(jin)展,能(neng)源資源利用效率大幅提(ti)升,煤炭消費(fei)持(chi)續(xu)減少,新(xin)能(neng)源占(zhan)比逐漸提(ti)高的新(xin)型電(dian)力系(xi)統(tong)加快構建(jian),綠(lv)色低碳(tan)(tan)技術研發(fa)和推廣應用取(qu)得(de)新(xin)進(jin)展,減污降碳(tan)(tan)協同推進(jin),人才(cai)隊(dui)伍發(fa)展壯(zhuang)大,綠(lv)色生產(chan)生活方式(shi)得(de)到普遍(bian)推行,綠(lv)色低碳(tan)(tan)循(xun)環發(fa)展經濟體系(xi)初步(bu)形成。到2025年,全省非化(hua)石能(neng)源消費(fei)比重比2020年提(ti)高5個百(bai)分(fen)點(dian),確保(bao)單位(wei)(wei)生產(chan)總(zong)值能(neng)源消耗、單位(wei)(wei)生產(chan)總(zong)值二氧化(hua)碳(tan)(tan)排放(fang)和煤炭消費(fei)總(zong)量控制完成國家下(xia)達指標,為(wei)實(shi)現碳(tan)(tan)達峰奠定堅實(shi)基礎(chu)。


“十五五”期間,產業(ye)(ye)結構調整取(qu)得(de)(de)重大進(jin)展(zhan),清潔低碳安全(quan)高(gao)效的能(neng)(neng)(neng)源(yuan)體系(xi)初步(bu)建立(li),非(fei)化(hua)(hua)石能(neng)(neng)(neng)源(yuan)成為(wei)新(xin)增用能(neng)(neng)(neng)供給主體,煤炭(tan)消費占(zhan)比持(chi)續(xu)(xu)下降,重點行業(ye)(ye)能(neng)(neng)(neng)源(yuan)利用效率達到國內先(xian)進(jin)水平(ping),科技創新(xin)水平(ping)明顯增強(qiang),市場機制更(geng)加靈活,全(quan)民踐行簡約適度、綠(lv)色低碳生(sheng)活理念的氛圍基本形(xing)成,經濟社會發展(zhan)全(quan)面綠(lv)色轉(zhuan)型取(qu)得(de)(de)顯著成效。到2030年(nian),全(quan)省非(fei)化(hua)(hua)石能(neng)(neng)(neng)源(yuan)消費比重進(jin)一步(bu)提高(gao),單(dan)位生(sheng)產總(zong)值能(neng)(neng)(neng)源(yuan)消耗和(he)單(dan)位生(sheng)產總(zong)值二氧化(hua)(hua)碳排放(fang)持(chi)續(xu)(xu)下降,順利實(shi)現(xian)碳達峰目標,為(wei)實(shi)現(xian)2060年(nian)前碳中(zhong)和(he)目標打下堅實(shi)基礎。


三、重點任務


(一)能(neng)源(yuan)綠色低碳轉型行動。統籌(chou)能(neng)源(yuan)低碳發展(zhan)(zhan)和安(an)全(quan)保供,加(jia)快發展(zhan)(zhan)新(xin)能(neng)源(yuan),穩定油(you)氣消(xiao)費增長,科學控制煤炭消(xiao)費,加(jia)快構建清潔低碳高效安(an)全(quan)的能(neng)源(yuan)體系。


1.大力(li)發(fa)(fa)展(zhan)(zhan)新(xin)(xin)(xin)能(neng)(neng)源。加(jia)(jia)(jia)快(kuai)風能(neng)(neng)資源開(kai)發(fa)(fa)利(li)用(yong),以(yi)沿黃淺山丘陵(含黃河故道)和中東部(bu)平(ping)原地(di)(di)(di)區為(wei)重點,規(gui)劃建(jian)(jian)設一批(pi)百萬(wan)千(qian)(qian)(qian)瓦(wa)級(ji)高(gao)質(zhi)量(liang)(liang)風電(dian)(dian)基地(di)(di)(di),到2025年(nian)(nian),風電(dian)(dian)累計并(bing)網容(rong)量(liang)(liang)達到2700萬(wan)千(qian)(qian)(qian)瓦(wa)以(yi)上(shang)。加(jia)(jia)(jia)快(kuai)智能(neng)(neng)光(guang)伏(fu)(fu)(fu)產業(ye)(ye)創新(xin)(xin)(xin)升級(ji)和特色應用(yong),鼓勵(li)利(li)用(yong)大中型城(cheng)(cheng)市屋頂資源和開(kai)發(fa)(fa)區、工業(ye)(ye)園區、標準(zhun)(zhun)廠房、大型公共建(jian)(jian)筑屋頂等(deng)發(fa)(fa)展(zhan)(zhan)分布(bu)(bu)式光(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)(dian),推進登封(feng)(feng)、商(shang)城(cheng)(cheng)等(deng)整縣(xian)(市、區)屋頂分布(bu)(bu)式光(guang)伏(fu)(fu)(fu)試點建(jian)(jian)設,結合采煤沉陷(xian)區、石漠化、油(you)井礦山廢棄地(di)(di)(di)治理等(deng),建(jian)(jian)設一批(pi)高(gao)標準(zhun)(zhun)“光(guang)伏(fu)(fu)(fu)+”基地(di)(di)(di),到2025年(nian)(nian),光(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)并(bing)網容(rong)量(liang)(liang)達到2000萬(wan)千(qian)(qian)(qian)瓦(wa)以(yi)上(shang)。因地(di)(di)(di)制宜發(fa)(fa)展(zhan)(zhan)生(sheng)(sheng)(sheng)物質(zhi)發(fa)(fa)電(dian)(dian)、生(sheng)(sheng)(sheng)物質(zhi)能(neng)(neng)清潔供暖(nuan)和生(sheng)(sheng)(sheng)物質(zhi)天然氣(qi),建(jian)(jian)立(li)健全(quan)(quan)資源收集、加(jia)(jia)(jia)工轉(zhuan)換、就近利(li)用(yong)的(de)生(sheng)(sheng)(sheng)產消(xiao)費體(ti)系(xi),以(yi)熱定(ding)電(dian)(dian)設計建(jian)(jian)設生(sheng)(sheng)(sheng)物質(zhi)熱電(dian)(dian)聯產項目,“十四五”期間,新(xin)(xin)(xin)增生(sheng)(sheng)(sheng)物質(zhi)天然氣(qi)產能(neng)(neng)3000萬(wan)立(li)方米/年(nian)(nian)以(yi)上(shang)。探索深化地(di)(di)(di)熱能(neng)(neng)開(kai)發(fa)(fa)利(li)用(yong),建(jian)(jian)設鄭州、開(kai)封(feng)(feng)、濮陽、周口4個(ge)千(qian)(qian)(qian)萬(wan)平(ping)方米地(di)(di)(di)熱供暖(nuan)規(gui)模化利(li)用(yong)示范區。科學發(fa)(fa)展(zhan)(zhan)氫能(neng)(neng)產業(ye)(ye),按照“保障需(xu)求(qiu)、適度(du)超前”原則統籌布(bu)(bu)局(ju)加(jia)(jia)(jia)氫網絡,優先(xian)支(zhi)持在氫能(neng)(neng)產業(ye)(ye)發(fa)(fa)展(zhan)(zhan)較快(kuai)地(di)(di)(di)區布(bu)(bu)局(ju)建(jian)(jian)設一批(pi)加(jia)(jia)(jia)氫基礎設施,鼓勵(li)建(jian)(jian)設氫電(dian)(dian)油(you)氣(qi)綜合能(neng)(neng)源站。推進鄭州、新(xin)(xin)(xin)鄉、開(kai)封(feng)(feng)、焦(jiao)作、安陽、洛(luo)陽建(jian)(jian)設國家氫燃料電(dian)(dian)池汽車示范城(cheng)(cheng)市群,打造鄭汴洛(luo)濮氫走廊。到2025年(nian)(nian),全(quan)(quan)省(sheng)可再生(sheng)(sheng)(sheng)能(neng)(neng)源發(fa)(fa)電(dian)(dian)裝(zhuang)機(ji)(ji)容(rong)量(liang)(liang)達到5000萬(wan)千(qian)(qian)(qian)瓦(wa)以(yi)上(shang),發(fa)(fa)電(dian)(dian)裝(zhuang)機(ji)(ji)比重達到40%以(yi)上(shang),推廣示范各類氫燃料電(dian)(dian)池汽車數量(liang)(liang)力(li)爭突破(po)5000輛。到2030年(nian)(nian),可再生(sheng)(sheng)(sheng)能(neng)(neng)源發(fa)(fa)電(dian)(dian)裝(zhuang)機(ji)(ji)容(rong)量(liang)(liang)超過8000萬(wan)千(qian)(qian)(qian)瓦(wa),發(fa)(fa)電(dian)(dian)裝(zhuang)機(ji)(ji)比重提高(gao)至50%以(yi)上(shang)。


2.加快火(huo)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)結構優(you)化(hua)升級。統籌(chou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)安全保(bao)供與(yu)轉型升級,嚴格控制除民生熱(re)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)以(yi)(yi)外的(de)煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)項(xiang)目建設,按照(zhao)等(deng)(deng)容(rong)量(liang)置(zhi)換(huan)原(yuan)則,積極推進城區煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)“退城進郊(園)”,在嚴格落實國(guo)家電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)規劃(hua)布局的(de)前提下,在豫南、豫東等(deng)(deng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)缺口較大(da)地方有序(xu)建設大(da)容(rong)量(liang)高(gao)效清潔支撐電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)。持續優(you)化(hua)調整(zheng)存量(liang)煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian),淘(tao)汰退出落后和布局不合理(li)煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu),有序(xu)關停(ting)整(zheng)合30萬千瓦及以(yi)(yi)上熱(re)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)聯產機(ji)(ji)組(zu)供熱(re)合理(li)半徑范(fan)圍內的(de)落后燃煤(mei)(mei)(mei)小熱(re)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(含自備電(dian)(dian)(dian)(dian)(dian)(dian)(dian)廠(chang))。實施煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)標桿引領(ling)行(xing)動,深化(hua)煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)行(xing)業(ye)(ye)節(jie)能降碳改(gai)造(zao)(zao)(zao)、供熱(re)改(gai)造(zao)(zao)(zao)、靈(ling)活性改(gai)造(zao)(zao)(zao)“三改(gai)聯動”,鼓勵煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)企(qi)業(ye)(ye)建設碳捕集利用與(yu)封存示范(fan)項(xiang)目,推動煤(mei)(mei)(mei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)向(xiang)基礎保(bao)障性和系統調節(jie)性電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)并重(zhong)轉型。加強(qiang)工(gong)業(ye)(ye)余熱(re)回收再利用,積極發展余熱(re)發電(dian)(dian)(dian)(dian)(dian)(dian)(dian)。


3.合理調(diao)控油(you)氣(qi)消費(fei)。保(bao)持(chi)石油(you)消費(fei)處于合理區間,逐步調(diao)整汽油(you)消費(fei)規模(mo),大力推(tui)進先(xian)進生(sheng)(sheng)物液體(ti)燃料(liao)(liao)(liao)(liao)、可持(chi)續航空燃料(liao)(liao)(liao)(liao)等替代(dai)傳統燃油(you),提升終端燃油(you)產品能(neng)效。有序引導天然(ran)(ran)氣(qi)消費(fei),優化(hua)利用(yong)結構,優先(xian)保(bao)障民(min)生(sheng)(sheng)用(yong)氣(qi),大力推(tui)動天然(ran)(ran)氣(qi)與多種能(neng)源融合發展,因地制宜建設鄭州、洛陽(yang)、濮陽(yang)等天然(ran)(ran)氣(qi)調(diao)峰電站,合理引導工業用(yong)氣(qi)和化(hua)工原料(liao)(liao)(liao)(liao)用(yong)氣(qi)。支持(chi)船舶使用(yong)液化(hua)天然(ran)(ran)氣(qi)作為燃料(liao)(liao)(liao)(liao)。鼓勵(li)推(tui)進頁巖氣(qi)、煤層氣(qi)、致密油(you)氣(qi)等非常規油(you)氣(qi)資(zi)源開發利用(yong)。到(dao)2025年,天然(ran)(ran)氣(qi)管輸供應能(neng)力超過(guo)200億立方(fang)米(mi),2030年達到(dao)260億立方(fang)米(mi)以上。

5.有序(xu)推動(dong)(dong)(dong)煤(mei)(mei)炭(tan)消(xiao)費轉(zhuan)型。立足以(yi)(yi)煤(mei)(mei)為主的基本(ben)國(guo)情和(he)省情,堅持先立后(hou)破,合理控制煤(mei)(mei)炭(tan)消(xiao)費,抓好(hao)煤(mei)(mei)炭(tan)清潔高效利用工作。推動(dong)(dong)(dong)重點用煤(mei)(mei)行業減(jian)煤(mei)(mei)限煤(mei)(mei),持續實(shi)施新建(jian)(含改擴建(jian))項目煤(mei)(mei)炭(tan)消(xiao)費等(deng)量或減(jian)量替代(dai)。穩妥有序(xu)推進燃料類(lei)煤(mei)(mei)氣發生(sheng)爐(lu)、燃煤(mei)(mei)熱(re)(re)風(feng)爐(lu)、加熱(re)(re)爐(lu)、熱(re)(re)處理爐(lu)、干燥爐(lu)(窯)以(yi)(yi)及建(jian)材(cai)行業煤(mei)(mei)炭(tan)減(jian)量,實(shi)施清潔電力(li)(li)和(he)天然(ran)氣替代(dai),推動(dong)(dong)(dong)淘汰供熱(re)(re)管(guan)網覆蓋(gai)范圍(wei)內的燃煤(mei)(mei)鍋爐(lu)和(he)散煤(mei)(mei)。加大落后(hou)燃煤(mei)(mei)鍋爐(lu)和(he)燃煤(mei)(mei)小熱(re)(re)電退(tui)出(chu)力(li)(li)度,推動(dong)(dong)(dong)以(yi)(yi)工業余熱(re)(re)、電廠余熱(re)(re)、清潔能源等(deng)替代(dai)煤(mei)(mei)炭(tan)供熱(re)(re)(蒸汽)。有序(xu)推進電代(dai)煤(mei)(mei)、氣代(dai)煤(mei)(mei)、生(sheng)物質代(dai)煤(mei)(mei)。大力(li)(li)推動(dong)(dong)(dong)煤(mei)(mei)炭(tan)清潔利用,合理劃定禁止散燒(shao)區域,積極有序(xu)推進散煤(mei)(mei)替代(dai),逐步減(jian)少(shao)直至禁止煤(mei)(mei)炭(tan)散燒(shao)。

4.推(tui)動(dong)鋼(gang)鐵(tie)(tie)行業(ye)(ye)碳達峰。嚴格(ge)執行產能置換,優(you)化(hua)存量,淘(tao)汰(tai)落后產能,提高(gao)(gao)行業(ye)(ye)集中度。促進(jin)鋼(gang)鐵(tie)(tie)行業(ye)(ye)結構(gou)優(you)化(hua)和清潔能源(yuan)替代,大力推(tui)進(jin)非(fei)高(gao)(gao)爐煉(lian)鐵(tie)(tie)技(ji)術示范,提升(sheng)廢鋼(gang)資源(yuan)回(hui)收利(li)用水平,推(tui)行全廢鋼(gang)電爐工藝。瞄準下游(you)用鋼(gang)產業(ye)(ye)升(sheng)級與(yu)戰(zhan)略性新興產業(ye)(ye)發展(zhan)方向(xiang),持續(xu)優(you)化(hua)產品(pin)結構(gou),推(tui)動(dong)鋼(gang)鐵(tie)(tie)行業(ye)(ye)向(xiang)服務型制造(zao)轉型。實施鋼(gang)鐵(tie)(tie)行業(ye)(ye)超(chao)低排放改造(zao),深挖(wa)節(jie)能降碳潛力,實現減污(wu)降碳協同推(tui)進(jin)。推(tui)廣先進(jin)適用技(ji)術,鼓勵鋼(gang)化(hua)聯產,探索開展(zhan)氫冶(ye)金、二氧化(hua)碳捕集利(li)用一(yi)體化(hua)等試點示范,推(tui)動(dong)低品(pin)位余(yu)熱供暖發展(zhan)。

4.推(tui)進(jin)農(nong)(nong)(nong)(nong)(nong)村建(jian)設和用(yong)(yong)能(neng)綠(lv)色低碳(tan)轉(zhuan)型。推(tui)進(jin)綠(lv)色農(nong)(nong)(nong)(nong)(nong)房(fang)(fang)建(jian)設,結(jie)合農(nong)(nong)(nong)(nong)(nong)村人居環境改(gai)(gai)善,提(ti)升農(nong)(nong)(nong)(nong)(nong)房(fang)(fang)設計建(jian)造水平,因地制宜解(jie)決日照間(jian)距、保溫采(cai)暖、通風采(cai)光等問(wen)題(ti)。推(tui)廣(guang)使用(yong)(yong)綠(lv)色建(jian)材,鼓勵農(nong)(nong)(nong)(nong)(nong)民新建(jian)和改(gai)(gai)建(jian)農(nong)(nong)(nong)(nong)(nong)房(fang)(fang)執行(xing)綠(lv)色建(jian)筑評(ping)價標準,選用(yong)(yong)裝(zhuang)配式鋼結(jie)構等安全可靠的新型建(jian)造方式。實施既有農(nong)(nong)(nong)(nong)(nong)房(fang)(fang)節(jie)能(neng)改(gai)(gai)造,加快農(nong)(nong)(nong)(nong)(nong)村電網建(jian)設,推(tui)動(dong)農(nong)(nong)(nong)(nong)(nong)村用(yong)(yong)能(neng)電氣(qi)化。深化推(tui)廣(guang)蘭考(kao)縣農(nong)(nong)(nong)(nong)(nong)村能(neng)源革命試點(dian)成(cheng)果(guo)。


(四)交通(tong)運輸(shu)綠色(se)低(di)(di)(di)碳發展(zhan)行動(dong)。加快(kuai)調整優化(hua)交通(tong)運輸(shu)結構,提高(gao)交通(tong)運輸(shu)工具能效水平,推進基礎設(she)施(shi)低(di)(di)(di)碳建(jian)設(she)改造,引導形成綠色(se)低(di)(di)(di)碳運輸(shu)方式、出(chu)行方式。


1.構(gou)建(jian)綠色(se)高(gao)效交通(tong)運(yun)(yun)(yun)(yun)輸體系。推(tui)動不同(tong)運(yun)(yun)(yun)(yun)輸方式合理分工、有效銜接,降低空載率(lv)和(he)不合理客貨(huo)(huo)運(yun)(yun)(yun)(yun)周(zhou)轉(zhuan)(zhuan)量(liang)。推(tui)廣高(gao)效運(yun)(yun)(yun)(yun)輸組織(zhi)模式,加快(kuai)發(fa)展(zhan)多(duo)式聯運(yun)(yun)(yun)(yun),推(tui)進鐵(tie)路(lu)場(chang)站適貨(huo)(huo)化(hua)(hua)改造,創新發(fa)展(zhan)高(gao)鐵(tie)快(kuai)運(yun)(yun)(yun)(yun),建(jian)設空公(gong)(gong)鐵(tie)、鐵(tie)公(gong)(gong)水等多(duo)式聯運(yun)(yun)(yun)(yun)樞紐。優(you)化(hua)(hua)客運(yun)(yun)(yun)(yun)組織(zhi),構(gou)建(jian)以高(gao)鐵(tie)、城(cheng)際鐵(tie)路(lu)為主體的大容量(liang)快(kuai)速(su)低碳客運(yun)(yun)(yun)(yun)服務體系。加快(kuai)城(cheng)鄉物流配(pei)送(song)(song)(song)綠色(se)發(fa)展(zhan),完善郵政和(he)快(kuai)遞服務網絡,大力發(fa)展(zhan)集中配(pei)送(song)(song)(song)、共同(tong)配(pei)送(song)(song)(song)、夜間配(pei)送(song)(song)(song),提(ti)高(gao)城(cheng)市物流配(pei)送(song)(song)(song)效率(lv)。加快(kuai)先進適用(yong)(yong)技術(shu)應用(yong)(yong),提(ti)升民航運(yun)(yun)(yun)(yun)行(xing)管理效率(lv),引導航空企業(ye)加強智慧運(yun)(yun)(yun)(yun)行(xing),實現(xian)系統化(hua)(hua)節能降碳。加快(kuai)推(tui)進“公(gong)(gong)轉(zhuan)(zhuan)鐵(tie)”“公(gong)(gong)轉(zhuan)(zhuan)水”,建(jian)設大型工礦企業(ye)、物流園(yuan)區和(he)主要(yao)港(gang)口(kou)(kou)等鐵(tie)路(lu)專(zhuan)用(yong)(yong)線(xian),實施鐵(tie)路(lu)專(zhuan)用(yong)(yong)線(xian)進企入園(yuan)工程,“十四五”期間新增(zeng)鐵(tie)路(lu)專(zhuan)用(yong)(yong)線(xian)15條,確保(bao)打通(tong)鐵(tie)路(lu)貨(huo)(huo)運(yun)(yun)(yun)(yun)“最后(hou)一(yi)公(gong)(gong)里”;實施內(nei)河水運(yun)(yun)(yun)(yun)暢通(tong)工程,推(tui)進淮河、沙潁河、唐河等航道及周(zhou)口(kou)(kou)、信陽(yang)(yang)、南陽(yang)(yang)等港(gang)口(kou)(kou)建(jian)設。

2.實施(shi)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)重(zhong)點(dian)工(gong)程。實施(shi)重(zhong)點(dian)行(xing)(xing)業(ye)(ye)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)工(gong)程,推(tui)動(dong)電力、鋼鐵(tie)、有色(se)金屬(shu)、建(jian)材(cai)、石化化工(gong)等(deng)(deng)行(xing)(xing)業(ye)(ye)開展(zhan)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)改(gai)(gai)造,提(ti)(ti)升(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)資(zi)源(yuan)利用(yong)效(xiao)率。實施(shi)園(yuan)區(qu)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)工(gong)程,以高(gao)耗能(neng)(neng)高(gao)排(pai)放項目(mu)集(ji)聚度高(gao)的園(yuan)區(qu)為重(zhong)點(dian),推(tui)動(dong)能(neng)(neng)源(yuan)系(xi)統優化和梯級利用(yong),建(jian)設一批節(jie)(jie)(jie)能(neng)(neng)低(di)(di)碳(tan)(tan)(tan)園(yuan)區(qu)。實施(shi)城(cheng)市節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)工(gong)程,開展(zhan)建(jian)筑、交通、照明(ming)、供熱等(deng)(deng)基礎設施(shi)節(jie)(jie)(jie)能(neng)(neng)升(sheng)(sheng)(sheng)級改(gai)(gai)造,推(tui)進先進綠色(se)建(jian)筑技術(shu)示范應(ying)用(yong),推(tui)動(dong)城(cheng)市綜合能(neng)(neng)效(xiao)提(ti)(ti)升(sheng)(sheng)(sheng)。實施(shi)高(gao)效(xiao)制冷能(neng)(neng)效(xiao)提(ti)(ti)升(sheng)(sheng)(sheng)工(gong)程,推(tui)動(dong)公共機(ji)構、大型公共建(jian)筑、地鐵(tie)、機(ji)場等(deng)(deng)實施(shi)中央(yang)空調節(jie)(jie)(jie)能(neng)(neng)改(gai)(gai)造,農產品、食(shi)品、醫(yi)藥等(deng)(deng)領域實施(shi)冷鏈(lian)物流(liu)綠色(se)改(gai)(gai)造。實施(shi)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)技術(shu)產業(ye)(ye)化示范工(gong)程,加(jia)快綠色(se)低(di)(di)碳(tan)(tan)(tan)關鍵技術(shu)產業(ye)(ye)化示范應(ying)用(yong)。實施(shi)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)基礎能(neng)(neng)力提(ti)(ti)升(sheng)(sheng)(sheng)工(gong)程,支持行(xing)(xing)業(ye)(ye)龍頭企業(ye)(ye)、科(ke)研(yan)院所、行(xing)(xing)業(ye)(ye)協(xie)會組建(jian)多元化的綠色(se)制造公共服(fu)務平臺(tai),鼓勵(li)節(jie)(jie)(jie)能(neng)(neng)環保新業(ye)(ye)態、新模式發(fa)展(zhan),提(ti)(ti)升(sheng)(sheng)(sheng)節(jie)(jie)(jie)能(neng)(neng)降(jiang)(jiang)碳(tan)(tan)(tan)服(fu)務基礎支撐能(neng)(neng)力。


3.提高重(zhong)(zhong)點用(yong)(yong)能(neng)設(she)(she)備(bei)能(neng)效(xiao)。以(yi)電機(ji)、風機(ji)、泵(beng)、壓縮機(ji)、變壓器、換熱器、工業鍋爐等設(she)(she)備(bei)為重(zhong)(zhong)點,全面提升能(neng)效(xiao)標準。以(yi)重(zhong)(zhong)點用(yong)(yong)能(neng)單(dan)位(wei)和公共(gong)機(ji)構(gou)為主,組織開展高耗(hao)能(neng)落(luo)后(hou)(hou)設(she)(she)備(bei)核查(cha),全面淘汰(tai)落(luo)后(hou)(hou)用(yong)(yong)能(neng)設(she)(she)備(bei)。建(jian)立(li)以(yi)能(neng)效(xiao)為導向的激(ji)勵約束機(ji)制,推廣先進(jin)高效(xiao)產品設(she)(she)備(bei),加(jia)快淘汰(tai)落(luo)后(hou)(hou)低效(xiao)設(she)(she)備(bei)。加(jia)強重(zhong)(zhong)點用(yong)(yong)能(neng)設(she)(she)備(bei)節能(neng)審查(cha)和日常監管(guan),建(jian)立(li)重(zhong)(zhong)點用(yong)(yong)能(neng)設(she)(she)備(bei)監管(guan)服務(wu)平臺,強化生產、經營、銷售、使(shi)用(yong)(yong)、報廢全鏈條管(guan)理,嚴厲打擊違(wei)法違(wei)規行為,確保能(neng)效(xiao)標準和節能(neng)要求全面落(luo)實。


4.推進(jin)新(xin)型(xing)基礎設施(shi)(shi)節(jie)能(neng)(neng)降碳。優化(hua)新(xin)型(xing)基礎設施(shi)(shi)空間布局,統籌謀劃、科學配置(zhi)數據(ju)中心(xin)等(deng)新(xin)型(xing)基礎設施(shi)(shi),避免低水平重復建設。優化(hua)新(xin)型(xing)基礎設施(shi)(shi)用能(neng)(neng)結(jie)構,采用直流供(gong)電、分布式儲能(neng)(neng)、“光伏+儲能(neng)(neng)”等(deng)模式,探索(suo)多(duo)樣化(hua)能(neng)(neng)源(yuan)(yuan)供(gong)應,提高(gao)非化(hua)石能(neng)(neng)源(yuan)(yuan)消費比重。加(jia)強綠色數據(ju)中心(xin)建設,合理配置(zhi)儲能(neng)(neng)和備(bei)用電源(yuan)(yuan)裝置(zhi)。健全數據(ju)中心(xin)能(neng)(neng)耗監測(ce)機制(zhi)和技術(shu)體系(xi),將年綜合能(neng)(neng)耗超過(guo)1萬噸標準(zhun)煤的數據(ju)中心(xin)納(na)入(ru)省重點用能(neng)(neng)單位能(neng)(neng)耗在線監測(ce)系(xi)統,開展(zhan)能(neng)(neng)源(yuan)(yuan)計(ji)量審查。分類分批推動(dong)存(cun)量“老舊(jiu)小散”數據(ju)中心(xin)改造升級(ji),推廣使用智能(neng)(neng)化(hua)用能(neng)(neng)控(kong)制(zhi)等(deng)綠色技術(shu),提高(gao)現(xian)有設施(shi)(shi)能(neng)(neng)效水平。

(六)碳匯(hui)能力(li)提升行動。大力(li)開展(zhan)森林(lin)河南生態(tai)(tai)建設,發(fa)展(zhan)生態(tai)(tai)農業,加強生態(tai)(tai)敏感(gan)脆弱區的生態(tai)(tai)保護和修復,統籌推(tui)進全省(sheng)山水林(lin)田(tian)湖草沙整(zheng)體(ti)保護、系統修復和綜合治理。


1.鞏(gong)固(gu)生(sheng)態(tai)系(xi)統固(gu)碳(tan)能(neng)力。強(qiang)化國土空間規(gui)劃和(he)用途(tu)管控(kong),嚴(yan)守生(sheng)態(tai)保(bao)護(hu)(hu)紅線,全面清理占用生(sheng)態(tai)紅線的建(jian)設(she)項(xiang)目,健(jian)全長效機制,確保(bao)功能(neng)不(bu)降低、面積不(bu)減少、性質不(bu)改(gai)變(bian)。優化國土空間生(sheng)態(tai)修(xiu)(xiu)復和(he)森林河南(nan)建(jian)設(she)總體(ti)布(bu)局,推進國土空間全域生(sheng)態(tai)保(bao)護(hu)(hu)修(xiu)(xiu)復,積極開展山水林田湖草沙保(bao)護(hu)(hu)和(he)修(xiu)(xiu)復工程(cheng),增強(qiang)生(sheng)態(tai)系(xi)統固(gu)碳(tan)能(neng)力。嚴(yan)格執行土地使用標準,加強(qiang)節(jie)約(yue)集約(yue)用地評價,推廣(guang)節(jie)地技(ji)術和(he)節(jie)地模式。


2.提升生(sheng)(sheng)態(tai)(tai)系統碳匯增量(liang)。實(shi)(shi)(shi)施(shi)(shi)(shi)國土(tu)(tu)(tu)綠(lv)化(hua)重(zhong)點工(gong)程(cheng),大(da)(da)力(li)(li)推(tui)進山(shan)(shan)區(qu)困難地(di)(di)(di)造林(lin)(lin)(lin)(lin)和平(ping)原(yuan)綠(lv)化(hua),抓(zhua)好生(sheng)(sheng)態(tai)(tai)廊道提質(zhi)(zhi),開(kai)展森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)城市、美麗鄉村建設。加(jia)強優質(zhi)(zhi)森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)資源(yuan)(yuan)培(pei)育(yu),實(shi)(shi)(shi)施(shi)(shi)(shi)集約人工(gong)林(lin)(lin)(lin)(lin)栽培(pei)、現有(you)林(lin)(lin)(lin)(lin)改培(pei),大(da)(da)力(li)(li)培(pei)育(yu)鄉土(tu)(tu)(tu)樹(shu)種、珍(zhen)貴(gui)樹(shu)種、大(da)(da)徑級用材林(lin)(lin)(lin)(lin),形成樹(shu)種搭配合理(li)、結(jie)構優化(hua)的人工(gong)林(lin)(lin)(lin)(lin)資源(yuan)(yuan)體系。實(shi)(shi)(shi)施(shi)(shi)(shi)森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)質(zhi)(zhi)量(liang)精準提升工(gong)程(cheng),大(da)(da)力(li)(li)開(kai)展森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)撫育(yu)經營、退(tui)(tui)化(hua)林(lin)(lin)(lin)(lin)修(xiu)復(fu)(fu),培(pei)育(yu)健康穩定、優質(zhi)(zhi)高效的森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)資源(yuan)(yuan)。鞏固(gu)(gu)退(tui)(tui)耕還(huan)林(lin)(lin)(lin)(lin)還(huan)草(cao)成果,加(jia)強退(tui)(tui)化(hua)土(tu)(tu)(tu)地(di)(di)(di)修(xiu)復(fu)(fu)治理(li),開(kai)展荒漠(mo)化(hua)、石(shi)漠(mo)化(hua)、水土(tu)(tu)(tu)流失綜(zong)合治理(li),實(shi)(shi)(shi)施(shi)(shi)(shi)歷史(shi)遺留礦山(shan)(shan)生(sheng)(sheng)態(tai)(tai)修(xiu)復(fu)(fu)工(gong)程(cheng)。開(kai)展退(tui)(tui)養(yang)還(huan)灘(tan)、生(sheng)(sheng)態(tai)(tai)補水,實(shi)(shi)(shi)施(shi)(shi)(shi)濕(shi)地(di)(di)(di)保護修(xiu)復(fu)(fu),全(quan)面提升黃(huang)河(he)干流、淮河(he)干流、沙潁河(he)、唐白河(he)、湍河(he)、伊洛河(he)及(ji)平(ping)原(yuan)地(di)(di)(di)區(qu)等濕(shi)地(di)(di)(di)生(sheng)(sheng)態(tai)(tai)系統質(zhi)(zhi)量(liang)。完(wan)善(shan)濕(shi)地(di)(di)(di)保護治理(li)體系,加(jia)快河(he)湖水庫周邊(bian)觀光林(lin)(lin)(lin)(lin)帶和生(sheng)(sheng)態(tai)(tai)濕(shi)地(di)(di)(di)建設,提高濕(shi)地(di)(di)(di)涵養(yang)水源(yuan)(yuan)、保持(chi)水土(tu)(tu)(tu)和固(gu)(gu)沙能力(li)(li),防止水土(tu)(tu)(tu)流失,改善(shan)濕(shi)地(di)(di)(di)生(sheng)(sheng)態(tai)(tai)質(zhi)(zhi)量(liang),維護濕(shi)地(di)(di)(di)生(sheng)(sheng)態(tai)(tai)系統的完(wan)整性和穩定性。到2025年,全(quan)省森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)覆蓋率達到26.09%,森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)蓄積量(liang)達到22269萬立方米,全(quan)省生(sheng)(sheng)態(tai)(tai)安(an)全(quan)屏障(zhang)進一步筑牢(lao),森(sen)(sen)(sen)(sen)林(lin)(lin)(lin)(lin)河(he)南基本建成。


3.穩步(bu)提(ti)(ti)升生態農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)碳匯能力。加強對農(nong)(nong)(nong)(nong)(nong)(nong)(nong)田(tian)(tian)防(fang)護(hu)與生態環境(jing)(jing)保持工(gong)(gong)程的規(gui)劃,以(yi)高標準農(nong)(nong)(nong)(nong)(nong)(nong)(nong)田(tian)(tian)項目區防(fang)護(hu)林網(wang)建(jian)設為重點,推(tui)進平原(yuan)(yuan)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)區農(nong)(nong)(nong)(nong)(nong)(nong)(nong)田(tian)(tian)防(fang)護(hu)林改擴建(jian),建(jian)設帶、片、網(wang)相結合(he),多樹種(zhong)(zhong)、多層(ceng)次穩固(gu)的平原(yuan)(yuan)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)林復(fu)合(he)生態系(xi)統。發展(zhan)“生態綠(lv)色、品質優良、環境(jing)(jing)友好”綠(lv)色低(di)碳循環農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye),有(you)序發展(zhan)沼(zhao)氣(qi)、生物(wu)(wu)質等(deng)新(xin)能源,推(tui)行(xing)“農(nong)(nong)(nong)(nong)(nong)(nong)(nong)光(guang)互補(bu)”“光(guang)伏+”設施(shi)(shi)(shi)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)等(deng)低(di)碳農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)模(mo)式,提(ti)(ti)升農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)設施(shi)(shi)(shi)利用(yong)太(tai)陽能等(deng)可再生能源水(shui)平。開展(zhan)耕(geng)地(di)質量提(ti)(ti)升行(xing)動(dong)(dong),推(tui)動(dong)(dong)保護(hu)性耕(geng)作(zuo),提(ti)(ti)升秸稈(gan)肥(fei)(fei)(fei)(fei)料化(hua)利用(yong)水(shui)平,實(shi)(shi)施(shi)(shi)(shi)糞肥(fei)(fei)(fei)(fei)利用(yong)綜(zong)(zong)合(he)養分管理(li)(li),建(jian)設以(yi)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)作(zuo)物(wu)(wu)秸稈(gan)、畜禽糞污(wu)為主要(yao)(yao)原(yuan)(yuan)料的有(you)機(ji)肥(fei)(fei)(fei)(fei)工(gong)(gong)程,推(tui)廣水(shui)肥(fei)(fei)(fei)(fei)一體(ti)化(hua)、有(you)機(ji)肥(fei)(fei)(fei)(fei)合(he)理(li)(li)施(shi)(shi)(shi)用(yong)和綠(lv)肥(fei)(fei)(fei)(fei)種(zhong)(zhong)植(zhi)技術(shu),提(ti)(ti)升農(nong)(nong)(nong)(nong)(nong)(nong)(nong)田(tian)(tian)土壤有(you)機(ji)質含量,增強固(gu)碳能力。合(he)理(li)(li)控(kong)制(zhi)化(hua)肥(fei)(fei)(fei)(fei)、農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)、地(di)膜(mo)使用(yong)量,實(shi)(shi)施(shi)(shi)(shi)化(hua)肥(fei)(fei)(fei)(fei)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)減量增效行(xing)動(dong)(dong),進一步(bu)完善主要(yao)(yao)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)作(zuo)物(wu)(wu)施(shi)(shi)(shi)肥(fei)(fei)(fei)(fei)指(zhi)標體(ti)系(xi),強化(hua)病蟲害監測預警和統防(fang)統治,促進肥(fei)(fei)(fei)(fei)料新(xin)產(chan)品新(xin)技術(shu)、高效低(di)毒低(di)風(feng)險農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)、綠(lv)色防(fang)控(kong)技術(shu)示范和推(tui)廣,加強農(nong)(nong)(nong)(nong)(nong)(nong)(nong)膜(mo)及(ji)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)包裝廢(fei)棄物(wu)(wu)回(hui)收治理(li)(li)。到2025年,全省主要(yao)(yao)糧食作(zuo)物(wu)(wu)化(hua)肥(fei)(fei)(fei)(fei)、農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)利用(yong)率達到43%,秸稈(gan)綜(zong)(zong)合(he)利用(yong)率達到93%。


(七)減碳科技創新行(xing)動。完善科技創新體制機制,提(ti)升創新能力,聚焦綠色低(di)碳循環發展(zhan)關(guan)鍵核心技術,促進先進適用技術規模化利用、產(chan)業(ye)化發展(zhan)。


1.完(wan)善創(chuang)(chuang)新(xin)(xin)體(ti)(ti)制(zhi)機制(zhi)。制(zhi)定(ding)我省科技支撐碳(tan)達(da)峰碳(tan)中和(he)行動方案,實施碳(tan)達(da)峰碳(tan)中和(he)重(zhong)大(da)科技創(chuang)(chuang)新(xin)(xin)項目,建(jian)立高水(shui)平創(chuang)(chuang)新(xin)(xin)載體(ti)(ti)平臺,加大(da)研(yan)究與試驗(yan)發展經費投入,建(jian)立以企業為(wei)(wei)主體(ti)(ti)、市場為(wei)(wei)導向(xiang)、產(chan)(chan)學(xue)研(yan)相結合的技術創(chuang)(chuang)新(xin)(xin)體(ti)(ti)系,鼓勵企業承擔綠(lv)色低(di)碳(tan)重(zhong)大(da)科技項目,持續推進綠(lv)色低(di)碳(tan)關鍵核(he)心技術攻關。完(wan)善綠(lv)色低(di)碳(tan)創(chuang)(chuang)新(xin)(xin)體(ti)(ti)系,加強知(zhi)識產(chan)(chan)權(quan)保護,落(luo)實綠(lv)色低(di)碳(tan)技術和(he)產(chan)(chan)品檢測、評估、認證體(ti)(ti)系。建(jian)立健全綠(lv)色低(di)碳(tan)創(chuang)(chuang)新(xin)(xin)績效(xiao)考核(he)制(zhi)度,提高科研(yan)成(cheng)果(guo)轉化質量(liang)和(he)效(xiao)率(lv)。


2.加強(qiang)創新(xin)能力建設(she)。發揮科(ke)技(ji)創新(xin)的(de)(de)引領支撐(cheng)作用,在綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)領域建成一(yi)批(pi)技(ji)術(shu)創新(xin)中(zhong)心(xin)和(he)重點實驗室,適度超前布局碳(tan)(tan)(tan)(tan)達峰(feng)、碳(tan)(tan)(tan)(tan)中(zhong)和(he)相(xiang)關重大科(ke)技(ji)基礎(chu)設(she)施,建設(she)一(yi)批(pi)綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術(shu)產教融合(he)(he)創新(xin)平(ping)臺。提高(gao)綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術(shu)自主創新(xin)能力,強(qiang)化企業(ye)在技(ji)術(shu)創新(xin)中(zhong)的(de)(de)主體地位,引導行業(ye)龍頭企業(ye)聯合(he)(he)高(gao)校、科(ke)研(yan)單位和(he)上下游(you)企業(ye)建設(she)一(yi)批(pi)省級綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)產業(ye)創新(xin)中(zhong)心(xin)。積極(ji)引入(ru)外(wai)省市低(di)碳(tan)(tan)(tan)(tan)研(yan)究機構、企業(ye),匯聚更多科(ke)技(ji)資(zi)源(yuan)推進綠(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術(shu)創新(xin),增強(qiang)核心(xin)競(jing)爭力,形成良(liang)性競(jing)爭的(de)(de)市場環境。


3.強化(hua)綠色(se)低碳(tan)(tan)重(zhong)大(da)科(ke)(ke)技攻(gong)(gong)關。圍(wei)繞重(zhong)點領(ling)域節能(neng)減碳(tan)(tan)、優化(hua)升級的(de)重(zhong)大(da)科(ke)(ke)技需求(qiu),整(zheng)合集(ji)聚(ju)各(ge)類創新要素(su),開展(zhan)一批具有前瞻(zhan)性(xing)、戰(zhan)略性(xing)的(de)前沿科(ke)(ke)技項目攻(gong)(gong)關。聚(ju)焦低碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)技術(shu),大(da)力研發(fa)電能(neng)替(ti)代、氫(qing)基(ji)工業、生(sheng)物(wu)燃料等工藝革新技術(shu),研發(fa)新能(neng)源(yuan)利(li)用(yong)氣象保障、新能(neng)源(yuan)耦合利(li)用(yong)、綠氫(qing)、能(neng)源(yuan)回收(shou)與再利(li)用(yong)、資源(yuan)循環高效(xiao)利(li)用(yong)、原(yuan)料多元化(hua)煉化(hua)、生(sheng)物(wu)質(zhi)高效(xiao)高質(zhi)化(hua)利(li)用(yong)、物(wu)質(zhi)流(liu)和(he)能(neng)量流(liu)協同優化(hua)、能(neng)源(yuan)流(liu)網絡集(ji)成等技術(shu)。


4.加快先進適用(yong)技術(shu)研(yan)發和推廣(guang)應(ying)用(yong)。集中力量開展復雜(za)大(da)電(dian)(dian)網安全穩定運行(xing)和控制、大(da)容(rong)量風(feng)電(dian)(dian)、高效(xiao)光伏(fu)、大(da)容(rong)量電(dian)(dian)化學(xue)儲(chu)能(neng)、低成(cheng)本可(ke)再生能(neng)源制氫、碳捕集利用(yong)與(yu)封(feng)存等技術(shu)創(chuang)新。加快推廣(guang)先進成(cheng)熟綠色(se)低碳技術(shu),推進規模(mo)(mo)化碳捕集利用(yong)與(yu)封(feng)存技術(shu)研(yan)發、示范和產業(ye)化應(ying)用(yong)。加強氫能(neng)技術(shu)發展,推進氫能(neng)在工業(ye)、交通、城鎮(zhen)建筑等領域規模(mo)(mo)化應(ying)用(yong)。

1.建(jian)立精準招(zhao)商(shang)(shang)機制。創(chuang)(chuang)新多元化(hua)招(zhao)商(shang)(shang)方式,動態完善綠(lv)色低(di)碳(tan)(tan)產(chan)業重(zhong)(zhong)點(dian)(dian)產(chan)業鏈圖譜和招(zhao)商(shang)(shang)路(lu)線(xian)圖,鼓勵引進綠(lv)色低(di)碳(tan)(tan)產(chan)業鏈關鍵節(jie)點(dian)(dian)和薄弱環(huan)節(jie)相(xiang)關企(qi)業,聚焦綠(lv)色低(di)碳(tan)(tan)循(xun)環(huan)發展關鍵節(jie)點(dian)(dian)企(qi)業,著力(li)引進一批綠(lv)色低(di)碳(tan)(tan)重(zhong)(zhong)點(dian)(dian)項目。充分運用(yong)市場化(hua)手(shou)段,創(chuang)(chuang)新資(zi)本招(zhao)商(shang)(shang)、產(chan)業鏈招(zhao)商(shang)(shang)、“飛地”招(zhao)商(shang)(shang)、線(xian)上招(zhao)商(shang)(shang)、駐地招(zhao)商(shang)(shang)、鄉(xiang)情招(zhao)商(shang)(shang)等方式。按照國家(jia)部署參(can)與(yu)(yu)應對(dui)氣候變化(hua)國際交流,深化(hua)與(yu)(yu)共建(jian)“一帶(dai)一路(lu)”重(zhong)(zhong)點(dian)(dian)地區合作(zuo),積(ji)極參(can)與(yu)(yu)共建(jian)“一帶(dai)一路(lu)”綠(lv)色低(di)碳(tan)(tan)行(xing)業科技創(chuang)(chuang)新行(xing)動,爭(zheng)取實(shi)力(li)雄厚(hou)外企(qi)在豫投資(zi)。

3.營造良好營商(shang)(shang)環境(jing)(jing)。深化(hua)“放管服效(xiao)”改(gai)革,營造高效(xiao)便(bian)捷的政(zheng)(zheng)務(wu)環境(jing)(jing),推進(jin)政(zheng)(zheng)務(wu)服務(wu)標準(zhun)化(hua)、規(gui)范化(hua)、便(bian)利(li)化(hua),精簡(jian)行政(zheng)(zheng)許(xu)可事項(xiang)(xiang),全(quan)(quan)面推行“一件事一次辦”,提(ti)升政(zheng)(zheng)務(wu)服務(wu)水平。強化(hua)要素保(bao)障,對(dui)綠色低碳(tan)領域(yu)產(chan)生關鍵帶動作用的重(zhong)大(da)項(xiang)(xiang)目和(he)(he)企(qi)業投(tou)資項(xiang)(xiang)目給予支持。加強信用體系建設,健全(quan)(quan)信用信息(xi)共享(xiang)平臺(tai),完善守信聯合激勵(li)和(he)(he)失(shi)信聯合懲(cheng)戒(jie)機制。健全(quan)(quan)營商(shang)(shang)環境(jing)(jing)評(ping)價(jia)體系,建立全(quan)(quan)省營商(shang)(shang)環境(jing)(jing)監測服務(wu)平臺(tai),開展全(quan)(quan)省營商(shang)(shang)環境(jing)(jing)評(ping)價(jia)。


(九(jiu))綠(lv)色低碳招才引智行(xing)動。高度重視人才對實現碳達(da)峰、碳中和(he)(he)目(mu)標(biao)的智力(li)支撐作用,通過項(xiang)目(mu)引才、平臺育才、活動聚(ju)才,形(xing)成綠(lv)色低碳產業和(he)(he)人才的雙向磁場效應(ying),加快構建(jian)與(yu)省情相適應(ying)的碳達(da)峰、碳中和(he)(he)人才體系(xi)。


1.加(jia)強人(ren)才(cai)(cai)隊伍培養建(jian)(jian)設(she)。組建(jian)(jian)河(he)南省(sheng)碳(tan)達峰碳(tan)中(zhong)(zhong)(zhong)和專家(jia)庫,形成涵蓋大(da)氣(qi)、水文、地質、生態、林業(ye)、能源、交通、建(jian)(jian)筑(zhu)、經濟、政策等領域(yu)的咨(zi)詢機構。深入實施“中(zhong)(zhong)(zhong)原英才(cai)(cai)計(ji)劃”,培育(yu)綠(lv)(lv)色(se)低(di)(di)碳(tan)領域(yu)學(xue)(xue)術帶頭人(ren)、中(zhong)(zhong)(zhong)青年人(ren)才(cai)(cai)、研究團(tuan)隊,建(jian)(jian)設(she)科(ke)研人(ren)才(cai)(cai)隊伍,加(jia)快(kuai)綠(lv)(lv)色(se)低(di)(di)碳(tan)發(fa)(fa)展(zhan)人(ren)才(cai)(cai)培養。鼓勵鄭州(zhou)大(da)學(xue)(xue)、河(he)南大(da)學(xue)(xue)等開設(she)應對氣(qi)候變化相(xiang)關學(xue)(xue)科(ke),組建(jian)(jian)綠(lv)(lv)色(se)低(di)(di)碳(tan)領域(yu)研究院,推動綠(lv)(lv)色(se)低(di)(di)碳(tan)相(xiang)關學(xue)(xue)科(ke)建(jian)(jian)設(she)。鼓勵省(sheng)屬(shu)企業(ye)、大(da)型(xing)工業(ye)企業(ye)開展(zhan)低(di)(di)碳(tan)發(fa)(fa)展(zhan)戰略研究,積極與國內高校(xiao)、職(zhi)業(ye)院校(xiao)合作(zuo),探索引進(jin)國內外先(xian)進(jin)技術,推動“產學(xue)(xue)研”一體化發(fa)(fa)展(zhan)。


2.加(jia)大人才(cai)引(yin)進力(li)度。加(jia)強綠色低(di)碳領域高水平科研(yan)院所(suo)、新(xin)型研(yan)發(fa)機構、創新(xin)型企業、高端(duan)人才(cai)團(tuan)隊引(yin)進和培育,制定實(shi)施更(geng)有競爭(zheng)力(li)、吸引(yin)力(li)的人才(cai)政策,更(geng)好發(fa)揮中國·河(he)南招才(cai)引(yin)智創新(xin)發(fa)展大會等載(zai)體作用,健全(quan)以創新(xin)能力(li)、質(zhi)量、實(shi)效、貢(gong)獻為導向的科技(ji)人才(cai)評價(jia)體系,暢通科技(ji)成(cheng)果(guo)轉(zhuan)移轉(zhuan)化(hua)通道。


(十)綠(lv)(lv)色低碳(tan)全(quan)民(min)(min)行動(dong)。著力增強全(quan)民(min)(min)節約意識、環保意識,積極倡(chang)導綠(lv)(lv)色生(sheng)活、綠(lv)(lv)色消費,充分發揮公(gong)共機構表(biao)率作用,引導企業(ye)履(lv)行社會(hui)責任,把(ba)建設美麗河(he)南轉化為全(quan)省人民(min)(min)自覺行動(dong)。


1.增強全(quan)民節(jie)能(neng)低(di)碳(tan)意識。將綠(lv)(lv)色低(di)碳(tan)發(fa)展(zhan)納入國民教(jiao)(jiao)育(yu)體系,開(kai)(kai)展(zhan)多(duo)種形式的(de)(de)資(zi)源能(neng)源環境國情省情教(jiao)(jiao)育(yu),普及碳(tan)達峰、碳(tan)中和基礎知識。廣(guang)泛宣(xuan)(xuan)傳(chuan)綠(lv)(lv)色低(di)碳(tan)發(fa)展(zhan)理(li)念,加(jia)大宣(xuan)(xuan)傳(chuan)力(li)度,持續開(kai)(kai)展(zhan)世(shi)界地(di)球(qiu)日(ri)、世(shi)界環境日(ri)、世(shi)界氣象日(ri)、全(quan)國低(di)碳(tan)日(ri)、全(quan)省節(jie)能(neng)宣(xuan)(xuan)傳(chuan)月等主題(ti)宣(xuan)(xuan)傳(chuan)活動,推動生態文明(ming)理(li)念更加(jia)深入人(ren)心,引(yin)導全(quan)民在衣(yi)、食、住、行等方面(mian)更加(jia)勤儉節(jie)約、綠(lv)(lv)色低(di)碳(tan)、文明(ming)健康。支(zhi)持具有典型(xing)(xing)代表性的(de)(de)城市、園區(qu)、企業開(kai)(kai)展(zhan)碳(tan)達峰試點建設(she),加(jia)快實現綠(lv)(lv)色低(di)碳(tan)轉型(xing)(xing),為(wei)全(quan)省提(ti)供可(ke)操作、可(ke)復制、可(ke)推廣(guang)的(de)(de)經驗(yan)做法。


2.推(tui)(tui)廣(guang)綠(lv)(lv)色(se)(se)(se)低(di)碳生(sheng)活(huo)(huo)(huo)(huo)方(fang)式。根據國家部署開(kai)展國家綠(lv)(lv)色(se)(se)(se)低(di)碳社(she)會行(xing)動(dong)示范創(chuang)建,深(shen)入(ru)推(tui)(tui)進綠(lv)(lv)色(se)(se)(se)生(sheng)活(huo)(huo)(huo)(huo)創(chuang)建行(xing)動(dong),評選宣傳一批(pi)優秀示范典型(xing)、倡導簡約適度(du)、綠(lv)(lv)色(se)(se)(se)低(di)碳、文明健康的生(sheng)活(huo)(huo)(huo)(huo)理(li)念和生(sheng)活(huo)(huo)(huo)(huo)方(fang)式。大(da)力發展綠(lv)(lv)色(se)(se)(se)消費,推(tui)(tui)廣(guang)綠(lv)(lv)色(se)(se)(se)低(di)碳產(chan)(chan)品(pin),推(tui)(tui)動(dong)增(zeng)加綠(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)和服務供(gong)給,支持發展共享經濟,構建綠(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)流(liu)通體系,拓展綠(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)消費市(shi)場,提(ti)升(sheng)綠(lv)(lv)色(se)(se)(se)低(di)碳產(chan)(chan)品(pin)市(shi)場占有率。倡導節(jie)能環保(bao)生(sheng)活(huo)(huo)(huo)(huo)方(fang)式,合理(li)控(kong)制室內空調溫度(du),減少無效照明,提(ti)倡家庭節(jie)水節(jie)電(dian),減少使(shi)用一次性用品(pin),做(zuo)好生(sheng)活(huo)(huo)(huo)(huo)垃圾減量分(fen)類處理(li)工(gong)作(zuo),完善居民(min)社(she)區再生(sheng)資源回(hui)收利(li)用體系。


3.發揮公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)示范引(yin)領(ling)作(zuo)用。對(dui)標碳(tan)(tan)達峰、碳(tan)(tan)中和目(mu)標,加強公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)碳(tan)(tan)排放核算,開(kai)(kai)展(zhan)綠色低(di)(di)碳(tan)(tan)試點(dian),宣傳節(jie)(jie)能(neng)降碳(tan)(tan)成(cheng)效(xiao)(xiao)(xiao)(xiao)經(jing)驗(yan)。組(zu)(zu)織公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)實(shi)施綠色化改(gai)造,提(ti)高(gao)(gao)建(jian)筑和用能(neng)設備能(neng)效(xiao)(xiao)(xiao)(xiao)水(shui)平(ping)。優化公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)源消費結(jie)構(gou)(gou),大(da)力推進太(tai)陽能(neng)光伏(fu)(fu)、光熱項目(mu)建(jian)設。到2025年,全(quan)省(sheng)公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)新建(jian)建(jian)筑可安裝光伏(fu)(fu)屋頂(ding)面(mian)積光伏(fu)(fu)覆(fu)蓋率(lv)(lv)力爭達到50%。強化水(shui)資(zi)源節(jie)(jie)約(yue),提(ti)升用水(shui)效(xiao)(xiao)(xiao)(xiao)率(lv)(lv),全(quan)部省(sheng)直機(ji)(ji)關及60%以上的(de)省(sheng)屬事(shi)業單位建(jian)成(cheng)節(jie)(jie)水(shui)型單位。分級有(you)序(xu)推動公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)生(sheng)活(huo)垃圾(ji)(ji)分類處理,引(yin)導干部職(zhi)工帶(dai)頭在(zai)家庭(ting)、社區開(kai)(kai)展(zhan)生(sheng)活(huo)垃圾(ji)(ji)分類,分批建(jian)成(cheng)公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)生(sheng)活(huo)垃圾(ji)(ji)分類示范點(dian)。推行(xing)(xing)綠色辦(ban)公(gong),提(ti)高(gao)(gao)辦(ban)公(gong)設備和資(zi)產(chan)使用效(xiao)(xiao)(xiao)(xiao)率(lv)(lv)。全(quan)面(mian)開(kai)(kai)展(zhan)節(jie)(jie)約(yue)型機(ji)(ji)關建(jian)設,到2025年,80%以上的(de)縣(xian)級及以上機(ji)(ji)關達到建(jian)設要求(qiu)。組(zu)(zu)織開(kai)(kai)展(zhan)公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)效(xiao)(xiao)(xiao)(xiao)、水(shui)效(xiao)(xiao)(xiao)(xiao)領(ling)跑者引(yin)領(ling)行(xing)(xing)動。強化公(gong)共(gong)(gong)(gong)(gong)(gong)機(ji)(ji)構(gou)(gou)節(jie)(jie)能(neng)低(di)(di)碳(tan)(tan)管(guan)理,加強管(guan)理體(ti)系建(jian)設,完(wan)善管(guan)理制度,提(ti)升信息化管(guan)理水(shui)平(ping)。


4.引導(dao)企(qi)(qi)業(ye)履行社(she)會責任。引導(dao)企(qi)(qi)業(ye)主(zhu)動適應綠色低(di)碳發(fa)展要(yao)求,強(qiang)化環(huan)境責任意識,加(jia)強(qiang)能源資源節約,提升(sheng)綠色創新(xin)水平。重(zhong)點(dian)領(ling)域省屬(shu)國有企(qi)(qi)業(ye)制定實(shi)施企(qi)(qi)業(ye)碳達峰(feng)行動方(fang)案,發(fa)揮(hui)示范引領(ling)作用。重(zhong)點(dian)用能單(dan)位要(yao)梳理核(he)算自(zi)身碳排(pai)放(fang)情(qing)況,深入(ru)研究(jiu)碳減排(pai)路(lu)徑,“一企(qi)(qi)一策”制定專(zhuan)項(xiang)工作方(fang)案,推進節能降碳。相關上市公司(si)和發(fa)債(zhai)企(qi)(qi)業(ye)按(an)照環(huan)境信(xin)息(xi)依(yi)法披露要(yao)求,定期公布企(qi)(qi)業(ye)碳排(pai)放(fang)信(xin)息(xi)。充分(fen)發(fa)揮(hui)行業(ye)協會、產業(ye)聯(lian)盟等(deng)社(she)會團體作用,督(du)促引導(dao)企(qi)(qi)業(ye)自(zi)覺履行社(she)會責任。


5.強化領(ling)導干(gan)部(bu)培訓(xun)。將學習貫徹(che)習近(jin)平生(sheng)態文明思(si)想作為(wei)干(gan)部(bu)教育培訓(xun)的(de)重要(yao)(yao)內(nei)容(rong),各級黨校(xiao)(行政學院(yuan))要(yao)(yao)把碳(tan)(tan)達峰、碳(tan)(tan)中和相關(guan)內(nei)容(rong)列入教學計劃,分(fen)階(jie)段、分(fen)層(ceng)次對各級領(ling)導干(gan)部(bu)開展培訓(xun),普及(ji)科(ke)學知識,宣(xuan)講政策要(yao)(yao)點,強化法治(zhi)意識,深化各級領(ling)導干(gan)部(bu)對碳(tan)(tan)達峰、碳(tan)(tan)中和工作重要(yao)(yao)性(xing)(xing)、緊迫(po)性(xing)(xing)、科(ke)學性(xing)(xing)、系統性(xing)(xing)的(de)認識。從事綠色低碳(tan)(tan)發展相關(guan)工作的(de)領(ling)導干(gan)部(bu)要(yao)(yao)盡(jin)快提升專(zhuan)業(ye)素(su)養和業(ye)務能力,切實增強推動綠色低碳(tan)(tan)發展的(de)本領(ling)。


四、政策保障


(一)健全法規標(biao)準(zhun)及統(tong)計(ji)(ji)體(ti)系(xi)。構建(jian)有利于(yu)綠色(se)低碳發展(zhan)的(de)地(di)方(fang)(fang)法規體(ti)系(xi),全面清理現行(xing)法規規章中與碳達(da)峰、碳中和(he)工(gong)作不相(xiang)適應的(de)內(nei)容。在(zai)國(guo)(guo)家(jia)標(biao)準(zhun)框架(jia)內(nei)制(zhi)定出臺一批(pi)節能低碳地(di)方(fang)(fang)標(biao)準(zhun),按(an)(an)照國(guo)(guo)家(jia)部署支(zhi)持相(xiang)關(guan)(guan)機(ji)構積極參與國(guo)(guo)際(ji)和(he)國(guo)(guo)家(jia)能效、低碳標(biao)準(zhun)制(zhi)定修訂。按(an)(an)照國(guo)(guo)家(jia)統(tong)一規范的(de)碳排放(fang)統(tong)計(ji)(ji)核算體(ti)系(xi)有關(guan)(guan)要求,加強碳排放(fang)統(tong)計(ji)(ji)監測能力(li)建(jian)設,健全建(jian)筑、交通、公共機(ji)構等(deng)重點領域及煤炭、化(hua)工(gong)、建(jian)材、鋼鐵、有色(se)金屬、電力(li)等(deng)重點耗(hao)能行(xing)業的(de)能耗(hao)統(tong)計(ji)(ji)監測制(zhi)度,提升信息化(hua)監測水(shui)平(ping)。


(二)完(wan)(wan)善(shan)綠(lv)(lv)色(se)(se)低碳(tan)(tan)(tan)(tan)政(zheng)(zheng)策(ce)體系。強化(hua)財政(zheng)(zheng)支(zhi)持(chi)碳(tan)(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)(he)相關(guan)資(zi)(zi)(zi)(zi)金(jin)(jin)政(zheng)(zheng)策(ce),加(jia)大(da)(da)財政(zheng)(zheng)資(zi)(zi)(zi)(zi)金(jin)(jin)統籌力(li)(li)度(du),積極盤活存(cun)量(liang)資(zi)(zi)(zi)(zi)金(jin)(jin),逐步加(jia)大(da)(da)對碳(tan)(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)(he)重大(da)(da)行動、重大(da)(da)示范、重大(da)(da)工程(cheng)的(de)支(zhi)持(chi)力(li)(li)度(du)。嚴格(ge)落實綠(lv)(lv)色(se)(se)采(cai)購制(zhi)度(du),提(ti)高(gao)政(zheng)(zheng)府(fu)綠(lv)(lv)色(se)(se)采(cai)購力(li)(li)度(du)。落實支(zhi)持(chi)碳(tan)(tan)(tan)(tan)達(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)(he)稅收(shou)政(zheng)(zheng)策(ce),落實節(jie)能(neng)(neng)節(jie)水(shui)、資(zi)(zi)(zi)(zi)源(yuan)(yuan)循(xun)環(huan)利用等(deng)(deng)領(ling)(ling)域(yu)稅收(shou)優惠政(zheng)(zheng)策(ce),按(an)規定(ding)對企業開展(zhan)綠(lv)(lv)色(se)(se)低碳(tan)(tan)(tan)(tan)領(ling)(ling)域(yu)基(ji)(ji)礎研究給予稅收(shou)優惠。完(wan)(wan)善(shan)差(cha)別化(hua)電(dian)價(jia)、分時(shi)電(dian)價(jia)政(zheng)(zheng)策(ce)和(he)(he)(he)居民階梯電(dian)價(jia)制(zhi)度(du),探(tan)索建(jian)立分時(shi)電(dian)價(jia)動態調整機(ji)制(zhi)。嚴禁對高(gao)耗(hao)能(neng)(neng)、高(gao)排(pai)放(fang)、資(zi)(zi)(zi)(zi)源(yuan)(yuan)型行業實施(shi)電(dian)價(jia)優惠。加(jia)快推進(jin)供(gong)熱計量(liang)改革(ge)和(he)(he)(he)按(an)供(gong)熱量(liang)收(shou)費。完(wan)(wan)善(shan)綠(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)(rong)體系,大(da)(da)力(li)(li)發(fa)展(zhan)綠(lv)(lv)色(se)(se)信貸、綠(lv)(lv)色(se)(se)股權(quan)、綠(lv)(lv)色(se)(se)債(zhai)券、綠(lv)(lv)色(se)(se)保(bao)險、綠(lv)(lv)色(se)(se)基(ji)(ji)金(jin)(jin)等(deng)(deng)金(jin)(jin)融(rong)(rong)(rong)工具,完(wan)(wan)善(shan)綠(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)(rong)評(ping)價(jia)體系,引導金(jin)(jin)融(rong)(rong)(rong)機(ji)構為綠(lv)(lv)色(se)(se)低碳(tan)(tan)(tan)(tan)項目(mu)提(ti)供(gong)長期限(xian)、低成(cheng)本(ben)資(zi)(zi)(zi)(zi)金(jin)(jin)。推動建(jian)立碳(tan)(tan)(tan)(tan)排(pai)放(fang)投(tou)(tou)融(rong)(rong)(rong)資(zi)(zi)(zi)(zi)統計監測平臺(tai),探(tan)索制(zhi)定(ding)企業碳(tan)(tan)(tan)(tan)排(pai)放(fang)績(ji)效(xiao)評(ping)價(jia)標準,嚴控(kong)煤電(dian)、鋼鐵、電(dian)解鋁、水(shui)泥、石化(hua)等(deng)(deng)高(gao)碳(tan)(tan)(tan)(tan)項目(mu)投(tou)(tou)資(zi)(zi)(zi)(zi),支(zhi)持(chi)高(gao)碳(tan)(tan)(tan)(tan)項目(mu)節(jie)能(neng)(neng)改造和(he)(he)(he)能(neng)(neng)效(xiao)提(ti)升。發(fa)揮(hui)新興產(chan)業投(tou)(tou)資(zi)(zi)(zi)(zi)引導基(ji)(ji)金(jin)(jin)、創業投(tou)(tou)資(zi)(zi)(zi)(zi)引導基(ji)(ji)金(jin)(jin)、河(he)南(nan)省綠(lv)(lv)色(se)(se)發(fa)展(zhan)基(ji)(ji)金(jin)(jin)等(deng)(deng)政(zheng)(zheng)府(fu)投(tou)(tou)資(zi)(zi)(zi)(zi)基(ji)(ji)金(jin)(jin)的(de)引導作用,撬動更多社會資(zi)(zi)(zi)(zi)金(jin)(jin)投(tou)(tou)入節(jie)能(neng)(neng)環(huan)保(bao)、新能(neng)(neng)源(yuan)(yuan)、碳(tan)(tan)(tan)(tan)捕(bu)集封(feng)存(cun)利用等(deng)(deng)綠(lv)(lv)色(se)(se)產(chan)業。加(jia)大(da)(da)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)支(zhi)持(chi)力(li)(li)度(du),有(you)效(xiao)破解項目(mu)建(jian)設(she)中(zhong)的(de)土地(di)供(gong)應、城鄉建(jian)設(she)、環(huan)境(jing)保(bao)護、電(dian)網適應性等(deng)(deng)瓶頸制(zhi)約,完(wan)(wan)善(shan)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)消納保(bao)障(zhang)機(ji)制(zhi),出臺(tai)促進(jin)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)的(de)空間要素、財政(zheng)(zheng)金(jin)(jin)融(rong)(rong)(rong)等(deng)(deng)保(bao)障(zhang)性措施(shi)。推廣節(jie)能(neng)(neng)環(huan)保(bao)服務政(zheng)(zheng)府(fu)采(cai)購,強化(hua)節(jie)能(neng)(neng)環(huan)保(bao)產(chan)品政(zheng)(zheng)府(fu)強制(zhi)采(cai)購和(he)(he)(he)優先采(cai)購制(zhi)度(du)執行。


(三(san))建立健全市(shi)場化機制。組織(zhi)省內(nei)電力企(qi)業積(ji)極參與全國碳排(pai)放權(quan)交(jiao)易,加(jia)強企(qi)業碳核查(cha),做好排(pai)放配(pei)額(e)(e)分配(pei)、自愿交(jiao)易、配(pei)套(tao)服(fu)務(wu)等(deng)工(gong)作。修(xiu)訂用(yong)(yong)(yong)能(neng)(neng)權(quan)有償使用(yong)(yong)(yong)和(he)交(jiao)易試點(dian)實施方案,完善用(yong)(yong)(yong)能(neng)(neng)權(quan)配(pei)額(e)(e)分配(pei)辦法,推動用(yong)(yong)(yong)能(neng)(neng)權(quan)交(jiao)易擴圍(wei),優化能(neng)(neng)源資(zi)源配(pei)置。積(ji)極推行合同能(neng)(neng)源管(guan)理(li),推廣節能(neng)(neng)咨詢、診斷、設計、融資(zi)、改造(zao)、托管(guan)等(deng)“一(yi)站(zhan)式”綜合服(fu)務(wu)模式。


五、組織實施


(一)加(jia)(jia)強組織(zhi)(zhi)領(ling)(ling)導(dao)。加(jia)(jia)強黨對碳(tan)(tan)達峰(feng)、碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)的(de)領(ling)(ling)導(dao),省碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)領(ling)(ling)導(dao)小組要加(jia)(jia)強整(zheng)體部署和(he)(he)(he)系統推進(jin)(jin),研(yan)究(jiu)重(zhong)(zhong)大(da)問題(ti)、組織(zhi)(zhi)重(zhong)(zhong)大(da)工(gong)程(cheng)、發布重(zhong)(zhong)要數據(ju);領(ling)(ling)導(dao)小組成員單位要加(jia)(jia)強配合,扎實推進(jin)(jin)相關(guan)工(gong)作(zuo);領(ling)(ling)導(dao)小組辦公室要加(jia)(jia)強統籌協調,定期對各地和(he)(he)(he)重(zhong)(zhong)點領(ling)(ling)域、重(zhong)(zhong)點行業工(gong)作(zuo)進(jin)(jin)展情況進(jin)(jin)行調度(du),加(jia)(jia)強跟蹤評估和(he)(he)(he)督促(cu)檢(jian)查,確保各項任務落實落細。


(二(er))強化責任(ren)(ren)落(luo)實(shi)。各地(di)各部門要深刻認識碳達峰、碳中(zhong)和工作的重(zhong)要性、緊迫性、復雜性,切實(shi)扛(kang)起責任(ren)(ren),按照本實(shi)施方案(an)確定的主(zhu)要目(mu)標和重(zhong)點任(ren)(ren)務,著力抓(zhua)好(hao)各項任(ren)(ren)務落(luo)實(shi),確保政策到位(wei)、措施到位(wei)、成效到位(wei)。工作落(luo)實(shi)情況納入省委生態環境(jing)保護督察。


(三)嚴(yan)格(ge)監督考核(he)(he)。落實國家碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中(zhong)和(he)綜合評價考核(he)(he)制度,建(jian)立碳(tan)(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)(tan)中(zhong)和(he)工作專項考核(he)(he)機(ji)制,對(dui)能源(yuan)消費和(he)碳(tan)(tan)(tan)排放指標(biao)實行(xing)協同管理、協同分解、協同考核(he)(he)。加強考核(he)(he)結果應用,按照(zhao)國家和(he)省(sheng)有關規定對(dui)碳(tan)(tan)(tan)達(da)峰(feng)(feng)工作成(cheng)效突出的單位和(he)個人給予表彰獎勵,對(dui)未完成(cheng)目標(biao)任務的地(di)方、部門(men)(men)依規依紀依法進(jin)行(xing)通報批評和(he)約談問責(ze)。各(ge)地(di)各(ge)有關部門(men)(men)貫徹(che)落實情況每年(nian)向(xiang)省(sheng)委和(he)省(sheng)政府報告(gao)。
