12月26日,寧(ning)波(bo)市(shi)發改委發布關(guan)于公開征求《寧(ning)波(bo)市(shi)節能(neng)“十四五”規劃(hua)(征求意見(jian)稿)》意見(jian)的(de)公告。
《規劃》提(ti)到(dao)(dao)要加強(qiang)可(ke)再生能源建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)應(ying)(ying)(ying)用(yong)(yong)(yong)。優先(xian)推(tui)進(jin)(jin)新建(jian)(jian)(jian)項目太陽能光(guang)(guang)伏應(ying)(ying)(ying)用(yong)(yong)(yong),不斷提(ti)升新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)的(de)可(ke)再生能源應(ying)(ying)(ying)用(yong)(yong)(yong)量(liang)。根據建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)特點大力(li)推(tui)廣應(ying)(ying)(ying)用(yong)(yong)(yong)光(guang)(guang)伏、光(guang)(guang)熱、空(kong)(kong)氣源熱泵熱水等多種可(ke)再生能源,推(tui)進(jin)(jin)天然工質(zhi)制冷(leng)劑中央(yang)空(kong)(kong)調技術的(de)示范應(ying)(ying)(ying)用(yong)(yong)(yong),“十四五”期間城鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可(ke)再生能源應(ying)(ying)(ying)用(yong)(yong)(yong)核算(suan)替代(dai)率(lv)達(da)到(dao)(dao)8%。穩步(bu)推(tui)進(jin)(jin)既有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)頂(ding)分(fen)布(bu)式光(guang)(guang)伏應(ying)(ying)(ying)用(yong)(yong)(yong),到(dao)(dao)2025年,新建(jian)(jian)(jian)公共機(ji)構建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、新建(jian)(jian)(jian)工業廠房屋(wu)頂(ding)光(guang)(guang)伏覆蓋率(lv)力(li)爭(zheng)達(da)到(dao)(dao)50%,累(lei)計新增建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)太陽能光(guang)(guang)伏裝機(ji)容量(liang)達(da)到(dao)(dao)40萬千瓦。
全面提(ti)升(sheng)能源利用(yong)效率。全市公共機構(gou)大力(li)推進太(tai)(tai)(tai)陽能光伏(fu)、光熱(re)項目(mu)建(jian)設,提(ti)高可再生能源消費(fei)比重,具備條件的公共機構(gou)全部開展屋頂太(tai)(tai)(tai)陽能光伏(fu)發電系統(tong)建(jian)設,到2025年,新建(jian)公共機構(gou)建(jian)筑(zhu)屋頂光伏(fu)覆蓋率力(li)爭達到50%;推動太(tai)(tai)(tai)陽能供應生活熱(re)水項目(mu)建(jian)設,開展太(tai)(tai)(tai)陽能供暖試(shi)點。

前言
能(neng)源(yuan)(yuan)(yuan)是經(jing)濟社(she)會發展的重要(yao)(yao)物質基礎,也是碳排(pai)放(fang)的最主要(yao)(yao)來源(yuan)(yuan)(yuan)。當前(qian),全球氣候變暖日趨嚴峻,能(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)約束日益加劇,節能(neng)已成為有效保障(zhang)能(neng)源(yuan)(yuan)(yuan)安(an)全、源(yuan)(yuan)(yuan)頭控制二氧化碳排(pai)放(fang)和實(shi)現高質量發展的重要(yao)(yao)路徑(jing)。
寧(ning)波(bo)是華東地(di)區(qu)重要(yao)的(de)能源(yuan)(yuan)和原(yuan)材料產業基地(di),能源(yuan)(yuan)消費需求巨(ju)大。同時(shi)寧(ning)波(bo)能源(yuan)(yuan)資源(yuan)(yuan)貧乏(fa),石(shi)(shi)油、煤、天然氣等化(hua)石(shi)(shi)能源(yuan)(yuan)均需要(yao)從市外輸入(ru),做好節能工(gong)作對寧(ning)波(bo)具有十分重要(yao)意義。

一、現狀與形勢
(一)工作成效
“十(shi)三(san)五”期間,在市(shi)委、市(shi)政府(fu)的(de)堅強(qiang)領導下,全市(shi)上下深(shen)入學習貫(guan)徹(che)習近平新(xin)時代中國特色社(she)會主(zhu)義思想(xiang),把節能作為(wei)優化經濟結構、推動綠色循環低(di)碳發(fa)展、加(jia)快生態(tai)文(wen)明建設的(de)重(zhong)要抓手,狠抓各項節能措施落實,完成(cheng)(cheng)了浙江省下達的(de)目標(biao)任務(wu),各項工作取得顯著(zhu)成(cheng)(cheng)效。
1、能(neng)源利用效(xiao)率(lv)穩步提(ti)升
“十(shi)三五(wu)”期間(jian),我(wo)市單位(wei)(wei)GDP能(neng)(neng)(neng)(neng)耗(hao)累計下(xia)降率達到17.12%,2020年單位(wei)(wei)GDP能(neng)(neng)(neng)(neng)耗(hao)下(xia)降到0.402噸(dun)(dun)(dun)(dun)標(biao)煤/萬(wan)元(2015價),全(quan)市能(neng)(neng)(neng)(neng)源(yuan)消費總(zong)量約為(wei)4702萬(wan)噸(dun)(dun)(dun)(dun)標(biao)準(zhun)煤。全(quan)省重點監測的(de)(de)36項主要(yao)耗(hao)能(neng)(neng)(neng)(neng)產品中,煉(lian)油、火電(dian)(熱電(dian))等單位(wei)(wei)能(neng)(neng)(neng)(neng)耗(hao)水(shui)平(ping)處于國(guo)內領先或先進(jin)水(shui)平(ping),鋼(gang)鐵(tie)、石(shi)化等傳統高能(neng)(neng)(neng)(neng)耗(hao)行業能(neng)(neng)(neng)(neng)源(yuan)利用效(xiao)率進(jin)一(yi)步提高,2020年噸(dun)(dun)(dun)(dun)鋼(gang)綜(zong)合(he)能(neng)(neng)(neng)(neng)耗(hao)降至(zhi)(zhi)528.9千克標(biao)煤/噸(dun)(dun)(dun)(dun),下(xia)降4.9%;電(dian)廠火力發電(dian)綜(zong)合(he)能(neng)(neng)(neng)(neng)耗(hao)降至(zhi)(zhi)284.1克標(biao)煤/千瓦時,下(xia)降0.8%;單位(wei)(wei)燒堿生產交流電(dian)耗(hao)降至(zhi)(zhi)2196.4千瓦時/噸(dun)(dun)(dun)(dun),下(xia)降3.5%;單位(wei)(wei)乙烯生產綜(zong)合(he)能(neng)(neng)(neng)(neng)耗(hao)降至(zhi)(zhi)720.9千克標(biao)煤/噸(dun)(dun)(dun)(dun),下(xia)降1.2%。其中鎮海煉(lian)化、萬(wan)華氯(lv)堿分別成(cheng)為(wei)國(guo)家乙烯、燒堿行業的(de)(de)能(neng)(neng)(neng)(neng)效(xiao)領跑者。
2、能源消費結構(gou)加(jia)速優化
積極推進煤(mei)(mei)炭消(xiao)(xiao)費總量控(kong)制和煤(mei)(mei)質管控(kong)工作,加快燃煤(mei)(mei)鍋(窯)爐淘汰、能(neng)(neng)(neng)效提升(sheng)改(gai)造(zao),提高可再生能(neng)(neng)(neng)源(yuan)、天然氣(qi)清潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費比重。2020年,全市煤(mei)(mei)炭一次能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費占(zhan)比下降3.7個(ge)(ge)百分(fen)(fen)點(dian)(dian),降至35.0%;可再生能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費占(zhan)比上升(sheng)0.88個(ge)(ge)百分(fen)(fen)點(dian)(dian),提升(sheng)至1.9%;天然氣(qi)消(xiao)(xiao)費占(zhan)比上升(sheng)1.17個(ge)(ge)百分(fen)(fen)點(dian)(dian),提升(sheng)至4.6%。2020年末,全市清潔(jie)(jie)能(neng)(neng)(neng)源(yuan)裝(zhuang)機(ji)占(zhan)比29.79%,比2015年提升(sheng)10個(ge)(ge)百分(fen)(fen)點(dian)(dian),其中光伏裝(zhuang)機(ji)達270.62萬千瓦(wa),是(shi)2015年的26.4倍;垃圾(ji)發電裝(zhuang)機(ji)24.86萬千瓦(wa),比2015年增長(chang)了1倍。
3、能源(yuan)管(guan)理水平持續提升
加強(qiang)(qiang)(qiang)能(neng)(neng)(neng)(neng)(neng)耗雙(shuang)(shuang)控(kong)目標管(guan)(guan)理(li)。建立目標預警和(he)應(ying)急響應(ying)管(guan)(guan)理(li)機(ji)制(zhi),完(wan)善(shan)能(neng)(neng)(neng)(neng)(neng)耗雙(shuang)(shuang)控(kong)目標考(kao)(kao)核管(guan)(guan)理(li)辦(ban)(ban)(ban)法(fa)和(he)獎懲(cheng)辦(ban)(ban)(ban)法(fa),建立季度(du)(du)考(kao)(kao)核通報制(zhi)度(du)(du),大力開展節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)專項(xiang)督查。強(qiang)(qiang)(qiang)化節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查全過程管(guan)(guan)理(li),嚴格落實節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)評(ping)估審(shen)查制(zhi)度(du)(du),全過程規范(fan)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查流程,對重點項(xiang)目實施節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查事(shi)中(zhong)事(shi)后(hou)監(jian)管(guan)(guan),對節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)審(shen)查意(yi)見未(wei)有效落實、能(neng)(neng)(neng)(neng)(neng)耗等量置換未(wei)按期完(wan)成的高耗能(neng)(neng)(neng)(neng)(neng)項(xiang)目,依法(fa)責令(ling)限期整改(gai),強(qiang)(qiang)(qiang)化能(neng)(neng)(neng)(neng)(neng)評(ping)制(zhi)度(du)(du)剛性(xing)約束和(he)閉環管(guan)(guan)理(li)。推(tui)進區域能(neng)(neng)(neng)(neng)(neng)評(ping)改(gai)革,加強(qiang)(qiang)(qiang)日常監(jian)管(guan)(guan),實現區域能(neng)(neng)(neng)(neng)(neng)耗雙(shuang)(shuang)控(kong)、辦(ban)(ban)(ban)事(shi)效率“雙(shuang)(shuang)提升”。深(shen)化用(yong)能(neng)(neng)(neng)(neng)(neng)權有償使(shi)用(yong)和(he)交易(yi)改(gai)革,出臺節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)量確定和(he)監(jian)測(ce)辦(ban)(ban)(ban)法(fa),編制(zhi)石化等行業(ye)用(yong)能(neng)(neng)(neng)(neng)(neng)確權規范(fan),探(tan)索市場化用(yong)能(neng)(neng)(neng)(neng)(neng)新機(ji)制(zhi)。
4、節能重點工程全(quan)面推進
“十三五”期間(jian),市級審核確認重(zhong)點節(jie)能(neng)改造和合同能(neng)源(yuan)管理(li)項(xiang)(xiang)目(mu)151個,總(zong)投資10.9億元,節(jie)能(neng)量56.9萬(wan)噸標準煤。開(kai)展(zhan)(zhan)熱(re)(re)電(dian)行(xing)業(ye)(ye)能(neng)效(xiao)提(ti)升專(zhuan)項(xiang)(xiang)行(xing)動(dong)(dong),推進(jin)熱(re)(re)電(dian)企業(ye)(ye)加(jia)快實(shi)施(shi)抽凝改背壓節(jie)能(neng)改造和次(ci)高溫次(ci)高壓機組改造工(gong)(gong)作。對石(shi)化(hua)、造紙(zhi)等重(zhong)點行(xing)業(ye)(ye)創新開(kai)展(zhan)(zhan)系統節(jie)能(neng)診斷(duan),深挖節(jie)能(neng)空間(jian),形(xing)成系統優化(hua)項(xiang)(xiang)目(mu)計劃73個,實(shi)施(shi)后(hou)可(ke)實(shi)現節(jie)能(neng)量35.4萬(wan)噸標煤。開(kai)展(zhan)(zhan)重(zhong)點用能(neng)設(she)備效(xiao)率提(ti)升工(gong)(gong)程,淘(tao)汰(tai)192家(jia)企業(ye)(ye)落后(hou)電(dian)機12057臺。開(kai)展(zhan)(zhan)“低散亂(luan)污”整治(zhi)(zhi)提(ti)升專(zhuan)項(xiang)(xiang)行(xing)動(dong)(dong)、制(zhi)造業(ye)(ye)“兩小企業(ye)(ye)”和工(gong)(gong)業(ye)(ye)區(qu)塊(kuai)(行(xing)業(ye)(ye))治(zhi)(zhi)理(li)提(ti)升工(gong)(gong)作,累計淘(tao)汰(tai)落后(hou)產能(neng)企業(ye)(ye)908家(jia),整治(zhi)(zhi)提(ti)升低散亂(luan)企業(ye)(ye)(作坊)7978家(jia)。
5、重點領(ling)域節(jie)能成效(xiao)明顯
“十三五”期間,工(gong)業(ye)領域(yu)(yu)累計(ji)入選(xuan)國家(jia)(jia)級(ji)綠色(se)工(gong)廠(chang)30家(jia)(jia)、綠色(se)產(chan)業(ye)鏈管理(li)企業(ye)3家(jia)(jia)、綠色(se)工(gong)業(ye)園區3個(ge)、綠色(se)設計(ji)產(chan)品達(da)到80個(ge)、國家(jia)(jia)綠色(se)系統集(ji)(ji)成(cheng)項(xiang)目4個(ge),入選(xuan)數量位居(ju)全國同類城市(shi)前列(lie)。建(jian)筑(zhu)領域(yu)(yu)新(xin)建(jian)建(jian)筑(zhu)綠色(se)建(jian)筑(zhu)比例達(da)到100%,新(xin)增(zeng)可再(zai)生(sheng)能(neng)源(yuan)建(jian)筑(zhu)應用(yong)面積2280萬(wan)平(ping)方米(mi),新(xin)增(zeng)節(jie)能(neng)示范(fan)建(jian)筑(zhu)項(xiang)目10項(xiang),既有公共建(jian)筑(zhu)節(jie)能(neng)改造(zao)262萬(wan)平(ping)方米(mi)。交通(tong)領域(yu)(yu)超(chao)額完(wan)成(cheng)“十三五”計(ji)劃目標,完(wan)成(cheng)綠色(se)交通(tong)城市(shi)創建(jian),港口生(sheng)產(chan)單位吞吐(tu)量綜合(he)能(neng)耗降(jiang)低3%以(yi)上。公共機(ji)(ji)構(gou)領域(yu)(yu),創建(jian)2家(jia)(jia)全國能(neng)效領跑者和(he)10家(jia)(jia)國家(jia)(jia)級(ji)、28家(jia)(jia)省級(ji)、31家(jia)(jia)市(shi)級(ji)節(jie)約(yue)型公共機(ji)(ji)構(gou)示范(fan)單位,市(shi)行政中心(xin)信息(xi)化集(ji)(ji)中機(ji)(ji)房獲評國家(jia)(jia)綠色(se)數據中心(xin)。

7、循環經濟(ji)發展縱(zong)深推(tui)進
“十三五”期(qi)(qi)間,全市(shi)圍(wei)繞(rao)節能(neng)降碳(tan)、節水(shui)與(yu)中水(shui)回用、清潔生產(chan)、資(zi)源(yuan)綜合利用、機(ji)電設(she)備回收利用與(yu)再(zai)制造(zao)、循(xun)(xun)(xun)環(huan)(huan)(huan)產(chan)業(ye)(ye)(ye)(ye)鏈等(deng)六大領域,全面實施(shi)工(gong)業(ye)(ye)(ye)(ye)循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟“611”工(gong)程。工(gong)業(ye)(ye)(ye)(ye)循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟重點建設(she)項目(mu)20個,100家工(gong)業(ye)(ye)(ye)(ye)循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟示(shi)(shi)范企(qi)業(ye)(ye)(ye)(ye),其(qi)中17家企(qi)業(ye)(ye)(ye)(ye)被(bei)列入省級示(shi)(shi)范企(qi)業(ye)(ye)(ye)(ye),清潔生產(chan)審核項目(mu)1100個以上。重點培育和發展10個工(gong)業(ye)(ye)(ye)(ye)循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟示(shi)(shi)范區,其(qi)中有5個園(yuan)區被(bei)列入省循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟示(shi)(shi)范園(yuan)區。寧波(bo)經(jing)濟技(ji)術開發區、寧波(bo)石(shi)化經(jing)濟技(ji)術開發區通過國家園(yuan)區循(xun)(xun)(xun)環(huan)(huan)(huan)化改造(zao)示(shi)(shi)范試點終期(qi)(qi)驗(yan)收,基本形成上下游一體(ti)化的循(xun)(xun)(xun)環(huan)(huan)(huan)經(jing)濟產(chan)業(ye)(ye)(ye)(ye)鏈。

堅(jian)持把節約(yue)能(neng)(neng)源(yuan)資源(yuan)放(fang)在首位(wei),實現全面節約(yue)戰略,降低(di)(di)單(dan)位(wei)產出能(neng)(neng)源(yuan)資源(yuan)消耗(hao)和(he)碳(tan)排(pai)放(fang),倡導(dao)節約(yue)、綠色、低(di)(di)碳(tan)生活方式,從源(yuan)頭有效控制(zhi)碳(tan)排(pai)放(fang)。倡導(dao)終端(duan)(duan)消費優(you)先利用(yong)(yong)清潔(jie)能(neng)(neng)源(yuan),大(da)力提(ti)高電力、天然氣、太陽能(neng)(neng)等清潔(jie)能(neng)(neng)源(yuan)在用(yong)(yong)戶端(duan)(duan)使用(yong)(yong)的比例(li)。鼓勵加(jia)快綠色低(di)(di)碳(tan)科技創新和(he)推廣應用(yong)(yong),全面提(ti)高綜合能(neng)(neng)效和(he)低(di)(di)碳(tan)化水(shui)平。

到2025年(nian),全市(shi)單位國(guo)內生產總值(zhi)能(neng)源消(xiao)耗(hao)比2020年(nian)下降(jiang)16%以(yi)上,能(neng)源消(xiao)費總量(liang)得到合理控(kong)(kong)制(zhi),能(neng)耗(hao)雙控(kong)(kong)制(zhi)度更加完善,重點行業能(neng)源利用效率基(ji)本達到國(guo)際先進(jin)水平,經濟(ji)社會發展(zhan)綠色轉(zhuan)型取得顯著(zhu)成效。

(一)構建清潔低碳安全高效能(neng)源(yuan)體系

1、實施煤炭清潔高效利用
堅持先立后破,嚴格(ge)合理控制煤(mei)(mei)炭消費增長,抓好煤(mei)(mei)炭清潔(jie)高效利(li)用。推(tui)進存量(liang)(liang)煤(mei)(mei)電機組節煤(mei)(mei)降耗改造、供熱改造、靈活性改造“三(san)改聯(lian)動(dong)”。嚴格(ge)控制新(xin)增地(di)方耗煤(mei)(mei)項目,新(xin)建(jian)、改擴建(jian)項目實施(shi)煤(mei)(mei)炭減(jian)(jian)量(liang)(liang)替代,禁止建(jian)設企業自備燃煤(mei)(mei)設施(shi)。穩妥有序推(tui)進非電用煤(mei)(mei)減(jian)(jian)量(liang)(liang),實施(shi)清潔(jie)電力和天(tian)然氣替代。推(tui)廣大型燃煤(mei)(mei)電廠熱電聯(lian)產改造,充分挖掘工業余熱和垃圾(ji)焚燒供熱潛力,推(tui)動(dong)淘汰供熱管網(wang)覆蓋范(fan)圍內的(de)燃煤(mei)(mei)鍋爐。
2、擴大天(tian)然氣應用規模
積極布局建設城鄉天(tian)(tian)然(ran)氣(qi)(qi)管網,不斷提高管網覆(fu)蓋率,大力培育用(yong)(yong)戶(hu)市場。有序(xu)發(fa)展天(tian)(tian)然(ran)氣(qi)(qi)調峰電站;在有穩定熱、電負荷的產業園區(qu)等(deng)(deng)適(shi)度發(fa)展天(tian)(tian)然(ran)氣(qi)(qi)熱電聯產項目(mu);在有冷、熱、電需(xu)求的物(wu)流倉(cang)儲園區(qu)、旅游服務區(qu)、商(shang)業中心、交通樞紐、醫院、學校等(deng)(deng)能源(yuan)負荷中心,有序(xu)發(fa)展天(tian)(tian)然(ran)氣(qi)(qi)分(fen)布式能源(yuan)項目(mu)。在能耗較高的有色、紡織等(deng)(deng)行業,鼓勵采用(yong)(yong)天(tian)(tian)然(ran)氣(qi)(qi)滿足新增用(yong)(yong)能需(xu)求。積極推廣富(fu)氧燃(ran)燒(shao)、蓄熱式燃(ran)燒(shao)等(deng)(deng)天(tian)(tian)然(ran)氣(qi)(qi)高效(xiao)利用(yong)(yong)技術(shu)。
3、大力發展可再生能源(yuan)
深(shen)化(hua)“光伏+”建筑、園區、交(jiao)通、戶用、旅游、機(ji)關公共事業(ye)等專(zhuan)項(xiang)行動。引導企業(ye)加大(da)可(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)使用比例,支持具備條件的企業(ye)開(kai)展“光伏+儲能(neng)(neng)(neng)”等自備電(dian)廠、自備電(dian)源(yuan)建設。加強海上(shang)(shang)(shang)風電(dian)項(xiang)目(mu)的謀劃論證和(he)建設實施工(gong)作,按照(zhao)“海上(shang)(shang)(shang)風電(dian)+海上(shang)(shang)(shang)牧場+陸(lu)上(shang)(shang)(shang)基地”模式,重點推(tui)(tui)進象山(shan)1#海上(shang)(shang)(shang)風電(dian)一期、二期項(xiang)目(mu)、涂茨海上(shang)(shang)(shang)風電(dian)等項(xiang)目(mu),積極(ji)謀劃推(tui)(tui)進深(shen)遠海海上(shang)(shang)(shang)發電(dian)項(xiang)目(mu)。鼓勵氫能(neng)(neng)(neng)、生(sheng)物燃(ran)料(liao)、垃圾衍生(sheng)燃(ran)料(liao)等替代能(neng)(neng)(neng)源(yuan)在高耗(hao)能(neng)(neng)(neng)行業(ye)的應用。到2025年(nian),全市可(ke)再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)裝機(ji)容量(liang)達到680萬千瓦(wa)以上(shang)(shang)(shang)。
4、推進終端用戶電(dian)能(neng)替代
綜(zong)合(he)考慮(lv)電(dian)(dian)力供需形勢,拓寬電(dian)(dian)能(neng)(neng)(neng)替代領域,在鑄造、玻璃、陶瓷等(deng)重點行(xing)業推廣電(dian)(dian)鍋爐、電(dian)(dian)窯爐、電(dian)(dian)加(jia)熱等(deng)技術,開展高溫熱泵、大功率電(dian)(dian)熱儲能(neng)(neng)(neng)鍋爐等(deng)電(dian)(dian)能(neng)(neng)(neng)替代,重點對(dui)工業生產(chan)過程1000℃以下中低溫熱源(yuan)進行(xing)電(dian)(dian)氣化改造。持續提(ti)升工業終端用能(neng)(neng)(neng)電(dian)(dian)氣化水平,提(ti)高電(dian)(dian)力資源(yuan)利(li)用效率和有序利(li)用水平。
5、探(tan)索開(kai)展綜合能源(yuan)服務
依托(tuo)熱(re)電聯(lian)產企(qi)業(ye)在工(gong)業(ye)園區(qu)開展一體(ti)化電冷熱(re)氣供(gong)應、多能(neng)(neng)(neng)(neng)協同供(gong)應、綜合(he)梯(ti)級利(li)(li)用(yong),以及(ji)低(di)品(pin)位余(yu)熱(re)利(li)(li)用(yong)等綜合(he)能(neng)(neng)(neng)(neng)源服(fu)務。引導企(qi)業(ye)、園區(qu)加快(kuai)分布式光伏、分散式風電、多元儲能(neng)(neng)(neng)(neng)、高效熱(re)泵、智慧能(neng)(neng)(neng)(neng)源管控等一體(ti)化系統開發運(yun)行,推進多能(neng)(neng)(neng)(neng)高效互(hu)補利(li)(li)用(yong),就近消(xiao)納大規模高比例可再(zai)生能(neng)(neng)(neng)(neng)源。依托(tuo)未來社(she)區(qu)低(di)碳(tan)場景落地(di)城鄉(xiang)社(she)區(qu)綜合(he)能(neng)(neng)(neng)(neng)源服(fu)務,推廣近零(ling)能(neng)(neng)(neng)(neng)耗建筑(zhu)、建設集中供(gong)熱(re)(冷)和微電網系統。

3、加強可(ke)再生能源(yuan)建筑應用
優先推進(jin)新建(jian)項目太陽(yang)(yang)能(neng)光(guang)(guang)伏(fu)應(ying)用(yong),不斷提升新建(jian)建(jian)筑(zhu)的可再(zai)生能(neng)源(yuan)應(ying)用(yong)量。根據建(jian)筑(zhu)特點(dian)大力(li)推廣應(ying)用(yong)光(guang)(guang)伏(fu)、光(guang)(guang)熱(re)、空(kong)氣源(yuan)熱(re)泵熱(re)水等多(duo)種可再(zai)生能(neng)源(yuan),推進(jin)天(tian)然工(gong)質制冷劑(ji)中(zhong)央(yang)空(kong)調技術的示(shi)范(fan)應(ying)用(yong),“十四五”期間城鎮新建(jian)建(jian)筑(zhu)可再(zai)生能(neng)源(yuan)應(ying)用(yong)核算替代率(lv)達到8%。穩步推進(jin)既(ji)有建(jian)筑(zhu)屋頂(ding)分(fen)布式光(guang)(guang)伏(fu)應(ying)用(yong),到2025年,新建(jian)公(gong)共機(ji)構建(jian)筑(zhu)、新建(jian)工(gong)業(ye)廠(chang)房屋頂(ding)光(guang)(guang)伏(fu)覆(fu)蓋(gai)率(lv)力(li)爭達到50%,累計(ji)新增建(jian)筑(zhu)太陽(yang)(yang)能(neng)光(guang)(guang)伏(fu)裝機(ji)容(rong)量達到40萬千瓦(wa)。
(四)聚焦綠(lv)色低碳運輸轉型提升(sheng)交(jiao)通領域能效
1、建設綠色低碳交通基礎設施
加(jia)(jia)快(kuai)(kuai)美麗公(gong)(gong)(gong)路(lu)(lu)、城鄉(xiang)綠道網(wang)(wang)建(jian)(jian)設(she),新建(jian)(jian)高速公(gong)(gong)(gong)路(lu)(lu)、普(pu)通國省(sheng)干線全(quan)面落實(shi)綠色公(gong)(gong)(gong)路(lu)(lu)建(jian)(jian)設(she)要(yao)求,鼓勵(li)積極應用(yong)工業化產品,引導有條件(jian)的農(nong)村公(gong)(gong)(gong)路(lu)(lu)參照(zhao)綠色公(gong)(gong)(gong)路(lu)(lu)要(yao)求協同推進“四好農(nong)村路(lu)(lu)”建(jian)(jian)設(she)。因地制(zhi)宜(yi)推進公(gong)(gong)(gong)路(lu)(lu)沿線、服(fu)務(wu)(wu)區(qu)等適(shi)宜(yi)區(qu)域合理布局(ju)光(guang)伏發(fa)電(dian)(dian)設(she)施(shi)(shi)。鼓勵(li)老(lao)舊服(fu)務(wu)(wu)區(qu)、客運樞(shu)紐、物流(liu)(liu)園(yuan)區(qu)開展節能環保升級改(gai)(gai)造(zao),新建(jian)(jian)項目推行(xing)節能建(jian)(jian)筑(zhu)設(she)計(ji)和建(jian)(jian)設(she)。到2025年,全(quan)市低碳高速公(gong)(gong)(gong)路(lu)(lu)服(fu)務(wu)(wu)區(qu)占比達到30%。大力(li)推進“互聯網(wang)(wang)+智能汽(qi)車+充電(dian)(dian)設(she)施(shi)(shi)”建(jian)(jian)設(she),加(jia)(jia)快(kuai)(kuai)形(xing)成適(shi)度超前(qian)、快(kuai)(kuai)充為主(zhu)、慢(man)充為輔(fu)的公(gong)(gong)(gong)共充電(dian)(dian)網(wang)(wang)絡。加(jia)(jia)快(kuai)(kuai)公(gong)(gong)(gong)共停(ting)車場一體化建(jian)(jian)設(she)充電(dian)(dian)設(she)施(shi)(shi),支(zhi)持企(qi)事業單位、居民區(qu)按需配建(jian)(jian)以(yi)交(jiao)流(liu)(liu)慢(man)充為主(zhu)的自用(yong)充電(dian)(dian)設(she)施(shi)(shi),推動鄉(xiang)鎮、農(nong)村充電(dian)(dian)設(she)施(shi)(shi)建(jian)(jian)設(she)。推動與(yu)加(jia)(jia)油站(zhan)(zhan)、加(jia)(jia)氣站(zhan)(zhan)等合建(jian)(jian)新能源汽(qi)車充(換)電(dian)(dian)設(she)施(shi)(shi),因地制(zhi)宜(yi)改(gai)(gai)造(zao)提升現有加(jia)(jia)油(氣)站(zhan)(zhan)為綜合供能服(fu)務(wu)(wu)站(zhan)(zhan)。
2、發展集約高(gao)效運輸(shu)組織方(fang)式
落實海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)扶(fu)持政策,加(jia)(jia)快海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)信息平臺(tai)對(dui)接(jie),強化腹地拓展,促(cu)進海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)提(ti)質擴(kuo)量(liang)(liang)(liang)。以“雙(shuang)層集(ji)裝箱(xiang)海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)創(chuang)新”交(jiao)通強國(guo)部級試點(dian)和“全國(guo)海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)示范工(gong)程(cheng)”省級試點(dian)為契機,推動甬金(jin)鐵(tie)(tie)(tie)路(lu)(lu)按(an)滿足‘雙(shuang)層高(gao)箱(xiang)’標(biao)準加(jia)(jia)快建(jian)設(she),創(chuang)新全程(cheng)物(wu)流(liu)作業模式,探索海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)的(de)新技術(shu)、新標(biao)準、新模式。到(dao)2025年集(ji)裝箱(xiang)海(hai)鐵(tie)(tie)(tie)聯(lian)運(yun)(yun)(yun)量(liang)(liang)(liang)達到(dao)170萬標(biao)箱(xiang)。深化與杭州(zhou)、湖州(zhou)、紹(shao)興(xing)、嘉興(xing)等港口和物(wu)流(liu)園區合作,積(ji)極(ji)推進干散貨(huo)、集(ji)裝箱(xiang)江(jiang)(jiang)海(hai)直達運(yun)(yun)(yun)輸,提(ti)高(gao)水(shui)水(shui)中轉(zhuan)貨(huo)運(yun)(yun)(yun)量(liang)(liang)(liang),到(dao)2025年,寧波(bo)港域江(jiang)(jiang)海(hai)聯(lian)運(yun)(yun)(yun)量(liang)(liang)(liang)分別達到(dao)90萬標(biao)箱(xiang)。建(jian)設(she)完善杭甬運(yun)(yun)(yun)河(he)內(nei)河(he)航道等水(shui)運(yun)(yun)(yun)基礎(chu)設(she)施,加(jia)(jia)快推進港口集(ji)疏運(yun)(yun)(yun)鐵(tie)(tie)(tie)路(lu)(lu)、物(wu)流(liu)園區及大(da)型工(gong)礦企業鐵(tie)(tie)(tie)路(lu)(lu)專(zhuan)用(yong)線建(jian)設(she),謀劃(hua)梅山港區鐵(tie)(tie)(tie)路(lu)(lu)支線、北侖鐵(tie)(tie)(tie)路(lu)(lu)支線復線改造等,推動大(da)宗貨(huo)物(wu)及中長距離貨(huo)物(wu)運(yun)(yun)(yun)輸“公(gong)轉(zhuan)鐵(tie)(tie)(tie)”“公(gong)轉(zhuan)水(shui)”。
3、推廣應(ying)用(yong)新(xin)能(neng)源和清潔能(neng)源運輸裝備
實施新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)推廣計劃,加快推進城市公(gong)(gong)(gong)共交通(tong)(tong)、公(gong)(gong)(gong)務(wu)車(che)(che)(che)(che)、郵政快遞、環(huan)衛清掃、工程專用車(che)(che)(che)(che)等領域新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)推廣應用,到(dao)(dao)(dao)2025年,新增或更(geng)新的(de)公(gong)(gong)(gong)共交通(tong)(tong)、公(gong)(gong)(gong)務(wu)車(che)(che)(che)(che)、物流配送等車(che)(che)(che)(che)輛(liang)中(zhong)新能(neng)源汽(qi)(qi)車(che)(che)(che)(che)比例不(bu)低于80%。鼓(gu)(gu)勵(li)開展氫燃(ran)料電(dian)池汽(qi)(qi)車(che)(che)(che)(che)試點應用。推進新一輪(lun)老舊柴油貨(huo)車(che)(che)(che)(che)更(geng)新淘(tao)汰(tai)(tai)。加快完成國(guo)(guo)三及(ji)以(yi)下排放(fang)(fang)標(biao)準柴油貨(huo)車(che)(che)(che)(che)淘(tao)汰(tai)(tai),逐步推進國(guo)(guo)四及(ji)以(yi)下排放(fang)(fang)標(biao)準柴油貨(huo)車(che)(che)(che)(che)淘(tao)汰(tai)(tai)。到(dao)(dao)(dao)2025年,淘(tao)汰(tai)(tai)60%的(de)國(guo)(guo)四及(ji)以(yi)下營運(yun)柴油貨(huo)車(che)(che)(che)(che);嚴格(ge)實施道路(lu)運(yun)輸車(che)(che)(che)(che)輛(liang)燃(ran)料消耗量限(xian)值(zhi)準入制(zhi)度(du),加速(su)推廣營運(yun)貨(huo)車(che)(che)(che)(che)國(guo)(guo)六(liu)及(ji)以(yi)上(shang)排放(fang)(fang)標(biao)準。到(dao)(dao)(dao)2025年營運(yun)貨(huo)車(che)(che)(che)(che)國(guo)(guo)六(liu)及(ji)以(yi)上(shang)排放(fang)(fang)標(biao)準占比達(da)到(dao)(dao)(dao)25%以(yi)上(shang)。進一步淘(tao)汰(tai)(tai)更(geng)新或改(gai)造老舊運(yun)輸船(chuan)(chuan)舶,嚴格(ge)實施船(chuan)(chuan)舶報廢制(zhi)度(du),依法強制(zhi)報廢超(chao)過使(shi)用年限(xian)的(de)船(chuan)(chuan)舶,鼓(gu)(gu)勵(li)老舊營運(yun)客(ke)貨(huo)船(chuan)(chuan)淘(tao)汰(tai)(tai)更(geng)新,引導高耗能(neng)船(chuan)(chuan)舶進行節(jie)能(neng)技術改(gai)造升級。
4、深(shen)入推進綠(lv)色港口建(jian)設

1、推進節約型公共機(ji)構創建

3、加大(da)節能(neng)宣傳培(pei)訓力度(du)
加(jia)強公(gong)共機構(gou)節(jie)約能(neng)源資源和生(sheng)態(tai)文明建設(she)宣傳(chuan)引導,創新宣傳(chuan)方式(shi),提升(sheng)(sheng)宣傳(chuan)實(shi)效,多種形式(shi)開展宣傳(chuan)活動。充分(fen)利用公(gong)共機構(gou)自身宣傳(chuan)終端(duan),大力宣傳(chuan)有關(guan)法規、標準、知識,突出節(jie)約價值(zhi)導向,傳(chuan)遞綠色低碳(tan)發展理念,培育綠色文化氛圍,引導干部職(zhi)工踐(jian)行簡約適度(du)、綠色低碳(tan)的工作和生(sheng)活方式(shi)。完善(shan)節(jie)能(neng)管理業務培訓機制,分(fen)門(men)別類開展節(jie)能(neng)專項培訓,提升(sheng)(sheng)各級各類節(jie)能(neng)管理人(ren)員的能(neng)力素(su)質。

指導鎮(zhen)海(hai)(hai)煉化(hua)(hua)、中金石(shi)化(hua)(hua)、大(da)榭(xie)石(shi)化(hua)(hua)、等(deng)(deng)重點(dian)企(qi)業按照《工(gong)業余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)評價(jia)方(fang)(fang)法》(GB/T1028-2018)開展(zhan)余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)評價(jia),采用(yong)(yong)(yong)(yong)熱(re)(re)泵、熱(re)(re)夾點(dian)、熱(re)(re)聯合(he)等(deng)(deng)技術優化(hua)(hua)企(qi)業內(nei)部(bu)能(neng)(neng)(neng)供(gong)需匹配,制訂企(qi)業余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)高效(xiao)(xiao)利(li)(li)(li)用(yong)(yong)(yong)(yong)改造工(gong)作方(fang)(fang)案。重點(dian)推廣乏汽、熱(re)(re)水的高效(xiao)(xiao)回(hui)收(shou)(shou)和提(ti)質回(hui)收(shou)(shou)技術、自回(hui)熱(re)(re)精餾、工(gong)藝預熱(re)(re)、溴化(hua)(hua)鋰制冷(leng)(leng)、熱(re)(re)泵回(hui)收(shou)(shou)、低(di)(di)溫(wen)膨脹螺(luo)桿機發(fa)電、有機朗(lang)肯循環發(fa)電、低(di)(di)品(pin)位余(yu)(yu)(yu)(yu)(yu)熱(re)(re)供(gong)熱(re)(re)、智慧熱(re)(re)島(dao)等(deng)(deng)余(yu)(yu)(yu)(yu)(yu)熱(re)(re)利(li)(li)(li)用(yong)(yong)(yong)(yong)技術,建成一(yi)批余(yu)(yu)(yu)(yu)(yu)熱(re)(re)綜(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong)示(shi)范(fan)項(xiang)目(mu)。開展(zhan)鎮(zhen)海(hai)(hai)、北侖、大(da)榭(xie)等(deng)(deng)重點(dian)區(qu)域(yu)余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)調查,編制熱(re)(re)源(yuan)、熱(re)(re)阱清單,建立全市(shi)可利(li)(li)(li)用(yong)(yong)(yong)(yong)余(yu)(yu)(yu)(yu)(yu)熱(re)(re)余(yu)(yu)(yu)(yu)(yu)壓等(deng)(deng)余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)位置及質量(liang)分布圖,促進企(qi)業間余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)回(hui)收(shou)(shou)利(li)(li)(li)用(yong)(yong)(yong)(yong)和能(neng)(neng)(neng)量(liang)梯級(ji)利(li)(li)(li)用(yong)(yong)(yong)(yong)。鼓勵、支(zhi)持工(gong)業余(yu)(yu)(yu)(yu)(yu)熱(re)(re)作為區(qu)域(yu)供(gong)熱(re)(re)系統(tong)的重要(yao)補(bu)充熱(re)(re)源(yuan),納入區(qu)域(yu)集中供(gong)熱(re)(re)統(tong)一(yi)管理(li)。實施LNG冷(leng)(leng)能(neng)(neng)(neng)綜(zong)合(he)利(li)(li)(li)用(yong)(yong)(yong)(yong),通過建設冷(leng)(leng)能(neng)(neng)(neng)空分、冷(leng)(leng)能(neng)(neng)(neng)發(fa)電、低(di)(di)溫(wen)冷(leng)(leng)處理(li)等(deng)(deng)項(xiang)目(mu),對LNG接收(shou)(shou)站液化(hua)(hua)天然(ran)氣(qi)的冷(leng)(leng)能(neng)(neng)(neng)加以利(li)(li)(li)用(yong)(yong)(yong)(yong),建成1個(ge)LNG項(xiang)目(mu)冷(leng)(leng)能(neng)(neng)(neng)回(hui)收(shou)(shou)利(li)(li)(li)用(yong)(yong)(yong)(yong)示(shi)范(fan)樣本園區(qu)。2025年前(qian),全市(shi)實現新增余(yu)(yu)(yu)(yu)(yu)能(neng)(neng)(neng)資(zi)源(yuan)利(li)(li)(li)用(yong)(yong)(yong)(yong)量(liang)25萬噸(dun)標準煤以上。

(六)鍋爐(窯爐)能效(xiao)提升工程
嚴格執(zhi)行國家標(biao)準(zhun)(zhun)《工業(ye)鍋(guo)(guo)(guo)爐(lu)能(neng)效(xiao)(xiao)限定值及能(neng)效(xiao)(xiao)等(deng)(deng)級》(GB24500)強制要求,新改(gai)擴建鍋(guo)(guo)(guo)爐(lu)(窯爐(lu))項目(mu)原則(ze)上選用列(lie)入國家工業(ye)節能(neng)技(ji)術裝備(bei)推薦目(mu)錄、“能(neng)效(xiao)(xiao)之(zhi)星”產(chan)品(pin)目(mu)錄或能(neng)效(xiao)(xiao)等(deng)(deng)級達(da)到(dao)1級的(de)產(chan)品(pin)。開(kai)(kai)展(zhan)在(zai)用工業(ye)鍋(guo)(guo)(guo)爐(lu)(窯爐(lu))系統(tong)能(neng)效(xiao)(xiao)調查測試,評估(gu)節能(neng)改(gai)造潛力,重點推廣燃(ran)燒優化(hua)(hua)(蓄熱(re)式燃(ran)燒、富氧燃(ran)燒等(deng)(deng))、低溫余熱(re)回(hui)收、自(zi)動(dong)(dong)控(kong)制、主(zhu)輔機優化(hua)(hua)、冷凝水回(hui)收利用、新型(xing)保溫材(cai)料等(deng)(deng)節能(neng)技(ji)術產(chan)品(pin),在(zai)用鍋(guo)(guo)(guo)爐(lu)經(jing)改(gai)造能(neng)效(xiao)(xiao)等(deng)(deng)級應達(da)到(dao)2級以(yi)上。依(yi)法依(yi)規(gui)加快淘汰(tai)不符合能(neng)效(xiao)(xiao)標(biao)準(zhun)(zhun)或國家明令淘汰(tai)的(de)鍋(guo)(guo)(guo)爐(lu)、熱(re)處理(li)爐(lu)、熔煉爐(lu)等(deng)(deng)落后低效(xiao)(xiao)設備(bei)。鼓勵企業(ye)建立鍋(guo)(guo)(guo)爐(lu)能(neng)源(yuan)管(guan)理(li)系統(tong),加強計(ji)量(liang)管(guan)理(li),推進鍋(guo)(guo)(guo)爐(lu)系統(tong)的(de)安全、節能(neng)、環(huan)保標(biao)準(zhun)(zhun)化(hua)(hua)管(guan)理(li),開(kai)(kai)展(zhan)達(da)標(biao)試點示范(fan),推進標(biao)桿(gan)鍋(guo)(guo)(guo)爐(lu)房建設。開(kai)(kai)展(zhan)鍋(guo)(guo)(guo)爐(lu)系統(tong)能(neng)效(xiao)(xiao)在(zai)線監控(kong)、在(zai)線診斷,探(tan)索建立鍋(guo)(guo)(guo)爐(lu)動(dong)(dong)態(tai)監管(guan)云平臺(tai),爭(zheng)取到(dao)2025年,10t/h蒸(zheng)發量(liang)以(yi)上的(de)非(fei)電站(zhan)鍋(guo)(guo)(guo)爐(lu)全部實(shi)現數字化(hua)(hua)管(guan)理(li)。
(七)數據(ju)中心(xin)能效提升工程
大力(li)推動綠(lv)色(se)數(shu)(shu)據中(zhong)心創建(jian)、運(yun)維(wei)和改(gai)造,新建(jian)大型及以上(shang)數(shu)(shu)據中(zhong)心達到綠(lv)色(se)數(shu)(shu)據中(zhong)心要(yao)求,綠(lv)色(se)低碳等級達到4A級以上(shang)。引導數(shu)(shu)據中(zhong)心走高效(xiao)(xiao)、清潔(jie)、集(ji)約、循環的綠(lv)色(se)發(fa)展道路(lu),對高耗低效(xiao)(xiao)的數(shu)(shu)據中(zhong)心加快整(zheng)合(he)與改(gai)造。依(yi)托云平(ping)臺和公(gong)共服務平(ping)臺資源(yuan),減少中(zhong)小型數(shu)(shu)據中(zhong)心新建(jian)項目(mu)。積極引導新建(jian)數(shu)(shu)據中(zhong)心向(xiang)新能(neng)源(yuan)發(fa)電(dian)側(ce)、冷能(neng)資源(yuan)附近建(jian)設,就近消納新能(neng)源(yuan)、冷能(neng)資源(yuan)。鼓勵應用高密度集(ji)成等高效(xiao)(xiao)IT設備(bei)、液冷等高效(xiao)(xiao)制冷系統、高壓直流等高效(xiao)(xiao)供配電(dian)系統、能(neng)效(xiao)(xiao)環境(jing)集(ji)成檢測等高效(xiao)(xiao)輔助(zhu)系統技術(shu)產品。支持(chi)探(tan)索利用鋰電(dian)池、儲(chu)氫(qing)和飛(fei)輪儲(chu)能(neng)等作為數(shu)(shu)據中(zhong)心多(duo)元化儲(chu)能(neng)和備(bei)用電(dian)源(yuan)裝置。探(tan)索利用數(shu)(shu)據中(zhong)心、通信基站的儲(chu)能(neng)模塊構(gou)建(jian)“虛擬電(dian)廠”,提升電(dian)網靈(ling)活調(diao)度能(neng)力(li)。

監察內容:依據《重(zhong)點用能(neng)單(dan)位(wei)節(jie)(jie)能(neng)管(guan)理辦法》,檢查重(zhong)點用能(neng)單(dan)位(wei)建(jian)立(li)落實節(jie)(jie)能(neng)目標責(ze)任制、節(jie)(jie)能(neng)計劃、節(jie)(jie)能(neng)管(guan)理和技術(shu)措施等情(qing)況(kuang),執(zhi)行(xing)設(she)立(li)能(neng)源(yuan)管(guan)理崗位(wei)、聘(pin)任能(neng)源(yuan)管(guan)理負責(ze)人、填報(bao)能(neng)源(yuan)利用狀(zhuang)況(kuang)報(bao)告、建(jian)設(she)能(neng)耗(hao)在線監測(ce)系統(tong)等情(qing)況(kuang)。
(五)節能服(fu)務(wu)機構開展服(fu)務(wu)情況。
監察(cha)對(dui)象:從事節能咨詢、設計、評估、檢測、審計、認證等服務的機構。
監察內容:檢查節(jie)能服務機構貫徹(che)節(jie)能要(yao)求、提供(gong)信(xin)息真(zhen)實(shi)性等情況。

立(li)足全(quan)市(shi)高(gao)(gao)質量發(fa)(fa)展大(da)(da)(da)局(ju),堅(jian)持全(quan)市(shi)一盤(pan)棋統(tong)(tong)籌(chou)(chou)謀劃,強化(hua)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)要(yao)素(su)(su)供給(gei)和(he)重(zhong)大(da)(da)(da)項(xiang)目(mu)(mu)需求(qiu)的(de)(de)(de)精準匹配,實現整體(ti)效(xiao)(xiao)益最大(da)(da)(da)、效(xiao)(xiao)率(lv)最優(you)。能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)部(bu)門與產(chan)(chan)業(ye)、招商部(bu)門高(gao)(gao)效(xiao)(xiao)協同(tong),將要(yao)素(su)(su)配置(zhi)與產(chan)(chan)業(ye)發(fa)(fa)展規劃、重(zhong)點投(tou)資(zi)計劃、投(tou)資(zi)審(shen)批監管、招商引(yin)資(zi)目(mu)(mu)錄和(he)產(chan)(chan)業(ye)扶持政策(ce)等有機(ji)銜接(jie),帶動能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)要(yao)素(su)(su)資(zi)源(yuan)(yuan)向重(zhong)點地區(qu)(qu)、重(zhong)點產(chan)(chan)業(ye)、重(zhong)點項(xiang)目(mu)(mu)集中。“十四(si)五(wu)”能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)增量指標(biao)全(quan)部(bu)由市(shi)級統(tong)(tong)籌(chou)(chou),除預留(liu)居民生活、一產(chan)(chan)、三(san)產(chan)(chan)合理用能(neng)(neng)(neng)(neng)(neng)外,剩余部(bu)分(fen)全(quan)部(bu)用于支持國家、省、市(shi)級重(zhong)點項(xiang)目(mu)(mu)和(he)可(ke)(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展。支持盤(pan)活存量能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)空間(jian)。重(zhong)大(da)(da)(da)節能(neng)(neng)(neng)(neng)(neng)技(ji)術(shu)改造項(xiang)目(mu)(mu)產(chan)(chan)生的(de)(de)(de)節能(neng)(neng)(neng)(neng)(neng)量、淘汰(tai)落后低效(xiao)(xiao)產(chan)(chan)能(neng)(neng)(neng)(neng)(neng)騰出(chu)的(de)(de)(de)用能(neng)(neng)(neng)(neng)(neng)空間(jian)全(quan)部(bu)由各(ge)區(qu)(qu)(縣、市(shi))統(tong)(tong)籌(chou)(chou)安排(pai)用于當(dang)地新上項(xiang)目(mu)(mu)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)平(ping)衡。大(da)(da)(da)力發(fa)(fa)展可(ke)(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan),對(dui)于全(quan)市(shi)統(tong)(tong)籌(chou)(chou)布局(ju)建設的(de)(de)(de)海上風電項(xiang)目(mu)(mu),建成投(tou)用后形成的(de)(de)(de)可(ke)(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)消費(fei)量,50%由市(shi)級統(tong)(tong)籌(chou)(chou),50%留(liu)給(gei)所在(zai)區(qu)(qu)(縣、市(shi));對(dui)光伏發(fa)(fa)電等其(qi)他(ta)可(ke)(ke)再生能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)項(xiang)目(mu)(mu),建成投(tou)用后形成的(de)(de)(de)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)增量指標(biao)全(quan)部(bu)留(liu)給(gei)所在(zai)區(qu)(qu)(縣、市(shi))。對(dui)符合市(shi)域內產(chan)(chan)業(ye)梯度轉移和(he)集聚發(fa)(fa)展方向的(de)(de)(de)異地遷建的(de)(de)(de)高(gao)(gao)耗(hao)(hao)(hao)能(neng)(neng)(neng)(neng)(neng)項(xiang)目(mu)(mu),其(qi)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)指標(biao)可(ke)(ke)由遷出(chu)地劃轉至遷入地,在(zai)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)總(zong)量和(he)強度雙(shuang)控(kong)目(mu)(mu)標(biao)考核時予以統(tong)(tong)籌(chou)(chou)考慮。建立(li)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)要(yao)素(su)(su)優(you)化(hua)配置(zhi)部(bu)門聯席(xi)會議機(ji)制,研究(jiu)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)要(yao)素(su)(su)保障重(zhong)大(da)(da)(da)事宜。
(六)完善節能(neng)產業培育(yu)扶持機制
扶持(chi)專(zhuan)業化(hua)節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務機(ji)(ji)(ji)構(gou)(gou),推廣(guang)節(jie)(jie)能(neng)(neng)(neng)咨詢、診斷、設計(ji)、融資、改(gai)造(zao)、托管等“一站式”綜合(he)(he)服(fu)(fu)務模(mo)式,鼓勵(li)園區、大型(xing)公(gong)建、公(gong)共機(ji)(ji)(ji)構(gou)(gou)實施能(neng)(neng)(neng)源(yuan)(yuan)(yuan)費用托管型(xing)合(he)(he)同能(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理(li)項目。加大財(cai)稅政策扶持(chi)力度(du),加大對從事(shi)節(jie)(jie)能(neng)(neng)(neng)降碳(tan)(tan)技(ji)術(shu)創新的(de)研究機(ji)(ji)(ji)構(gou)(gou)或(huo)企業支持(chi),引導社(she)會資金(jin)投向節(jie)(jie)能(neng)(neng)(neng)降碳(tan)(tan)領域。進一步完(wan)善節(jie)(jie)能(neng)(neng)(neng)技(ji)改(gai)、合(he)(he)同能(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理(li)扶持(chi)政策,推廣(guang)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理(li)、碳(tan)(tan)排放(fang)管理(li)等第三(san)方(fang)服(fu)(fu)務機(ji)(ji)(ji)制。發揮節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務行(xing)業組(zu)織(zhi)作(zuo)用,建立健全節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務行(xing)業自律機(ji)(ji)(ji)制,提(ti)(ti)升節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務機(ji)(ji)(ji)構(gou)(gou)規(gui)范化(hua)運作(zuo)水平(ping),維護市場秩(zhi)序(xu),提(ti)(ti)高服(fu)(fu)務質(zhi)量,促進節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務產(chan)業健康發展。鼓勵(li)大型(xing)重點用能(neng)(neng)(neng)單位和節(jie)(jie)能(neng)(neng)(neng)技(ji)術(shu)產(chan)品(pin)生產(chan)企業利(li)用自己的(de)技(ji)術(shu)優勢(shi)和管理(li)經驗,組(zu)建專(zhuan)業化(hua)節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務公(gong)司,為其他(ta)用能(neng)(neng)(neng)單位提(ti)(ti)供節(jie)(jie)能(neng)(neng)(neng)服(fu)(fu)務。
(七)加強重(zhong)點用能單位能耗管理

六、保障措施
(一)加強組織領導
充分(fen)發揮市節(jie)(jie)能(neng)減排工(gong)(gong)作領導(dao)小(xiao)組的職能(neng)作用(yong),加強溝通協(xie)調(diao),形成縱向聯動、橫向協(xie)調(diao)的工(gong)(gong)作機(ji)制,形成工(gong)(gong)作合力。各地、各部門(men)充分(fen)認識降(jiang)耗工(gong)(gong)作的重要(yao)性、緊(jin)迫性和(he)艱巨性,切(qie)實加強對本規劃實施(shi)工(gong)(gong)作的組織領導(dao),采取強有力措施(shi),確保各項約束性指標(biao)任務的完成,研究(jiu)提出地區和(he)部門(men)的實施(shi)方案。市節(jie)(jie)能(neng)辦加強統籌協(xie)調(diao),做好(hao)工(gong)(gong)作指導(dao),推動任務有序(xu)有效落(luo)實,重大情況及時向市節(jie)(jie)能(neng)減排工(gong)(gong)作領導(dao)小(xiao)組報(bao)告。
(二)加強評價考核
進一(yi)步完(wan)善能(neng)耗雙(shuang)控考(kao)(kao)核(he)體(ti)系,嚴格目標(biao)責(ze)任落實。將規劃主要(yao)任務和(he)(he)目標(biao)納入各(ge)地(di)(di)(di)、各(ge)有關(guan)部(bu)門政績考(kao)(kao)核(he)和(he)(he)責(ze)任考(kao)(kao)核(he)內容。科學合(he)理確定(ding)重點用能(neng)單位的(de)(de)(de)能(neng)耗雙(shuang)控、減煤目標(biao)指標(biao),強化(hua)督查激勵(li)和(he)(he)考(kao)(kao)核(he)問責(ze)。對工作(zuo)突出的(de)(de)(de)地(di)(di)(di)區、單位和(he)(he)個(ge)人(ren)給(gei)予表彰獎勵(li),對未(wei)完(wan)成目標(biao)的(de)(de)(de)地(di)(di)(di)區和(he)(he)部(bu)門實行通報批評(ping)(ping)和(he)(he)約談問責(ze)。完(wan)善節(jie)(jie)能(neng)統計(ji)、監測、考(kao)(kao)核(he)體(ti)系,健(jian)全(quan)節(jie)(jie)能(neng)預警機制,建立(li)健(jian)全(quan)創新可行的(de)(de)(de)節(jie)(jie)能(neng)工作(zuo)評(ping)(ping)價(jia)制度。定(ding)期組織第(di)三方評(ping)(ping)估機構對規劃實施(shi)情況進行評(ping)(ping)估,評(ping)(ping)估結果作(zuo)為(wei)考(kao)(kao)核(he)依據(ju)并及時向社會公布。
(三)完善經濟政策
加大節能(neng)財政支(zhi)持力度(du)(du),統籌安排資金(jin)支(zhi)持節能(neng)重(zhong)點工程項目建設。建立完善能(neng)耗(hao)(hao)雙控考核(he)區域(yu)財政獎懲機制(zhi)。根(gen)據國(guo)家和省高耗(hao)(hao)能(neng)行業(ye)(ye)階(jie)梯(ti)電價(jia)制(zhi)度(du)(du)制(zhi)定實(shi)施情況,適時(shi)出臺我市高耗(hao)(hao)能(neng)行業(ye)(ye)階(jie)梯(ti)電價(jia)和單位產品能(neng)耗(hao)(hao)超能(neng)耗(hao)(hao)限額(e)標(biao)準階(jie)梯(ti)電價(jia)相關政策。落實(shi)節能(neng)稅收優惠政策。加大政府(fu)綠色采購實(shi)施力度(du)(du)。
(四)加強節能宣傳
把(ba)節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)碳(tan)(tan)作為國(guo)(guo)民教育(yu)和干部培(pei)訓教育(yu)體系(xi)的重要內容(rong),開展全民教育(yu),普及節(jie)(jie)能(neng)(neng)(neng)(neng)法規政(zheng)策和節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)耗(hao)知識(shi),不斷提高(gao)全社(she)會節(jie)(jie)能(neng)(neng)(neng)(neng)意(yi)識(shi)。深(shen)入實施節(jie)(jie)能(neng)(neng)(neng)(neng)降(jiang)(jiang)碳(tan)(tan)全民行動(dong),定期(qi)舉辦“全國(guo)(guo)節(jie)(jie)能(neng)(neng)(neng)(neng)宣(xuan)傳周”、“寧波(bo)市節(jie)(jie)能(neng)(neng)(neng)(neng)宣(xuan)傳月”和“全國(guo)(guo)低碳(tan)(tan)日”等主題(ti)宣(xuan)傳活動(dong)。定期(qi)舉辦節(jie)(jie)能(neng)(neng)(neng)(neng)型(xing)產品(pin)展示推(tui)廣(guang)活動(dong),開展節(jie)(jie)能(neng)(neng)(neng)(neng)新技術新產品(pin)推(tui)廣(guang)活動(dong),發(fa)布節(jie)(jie)能(neng)(neng)(neng)(neng)典(dian)型(xing)案件,推(tui)動(dong)用能(neng)(neng)(neng)(neng)單位由“要我(wo)節(jie)(jie)能(neng)(neng)(neng)(neng)”向“我(wo)要節(jie)(jie)能(neng)(neng)(neng)(neng)”轉變。打造公眾教育(yu)宣(xuan)傳平(ping)臺,支持和鼓勵(li)新聞媒體、公眾、社(she)會組織對節(jie)(jie)能(neng)(neng)(neng)(neng)工作進(jin)行輿論(lun)監(jian)督(du)和社(she)會監(jian)督(du)。
