12月21日(ri),江西樟樹市(shi)人民政府發布(bu)《樟樹市(shi)深入開(kai)展公共機構綠色低碳引領行動促進碳達峰實(shi)施(shi)方案(征求意(yi)見(jian)稿(gao))》
《方案》明確(que)指(zhi)出,提升建(jian)(jian)筑(zhu)(zhu)綠色低(di)碳運(yun)行水(shui)平。提高新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)能(neng)效水(shui)平,大力推廣安裝(zhuang)與建(jian)(jian)筑(zhu)(zhu)一體化的分布式(shi)光伏(fu)發(fa)電系統,新建(jian)(jian)公共建(jian)(jian)筑(zhu)(zhu)需采用太(tai)陽(yang)能(neng)光伏(fu)、太(tai)陽(yang)能(neng)光熱、淺層地熱能(neng)等一種(zhong)(zhong)或(huo)多種(zhong)(zhong)可再(zai)生(sheng)能(neng)源,加(jia)大可再(zai)生(sheng)能(neng)源貢獻。

為(wei)貫徹落實關于(yu)碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中和決策部署,充分(fen)發(fa)(fa)揮公(gong)(gong)共(gong)(gong)機構(gou)(gou)(gou)示范(fan)引領(ling)作用,強化公(gong)(gong)共(gong)(gong)機構(gou)(gou)(gou)在能(neng)源(yuan)(yuan)資源(yuan)(yuan)節約和生態環(huan)境保護工作中的(de)責任擔當,協(xie)同有序(xu)推進公(gong)(gong)共(gong)(gong)機構(gou)(gou)(gou)綠(lv)色、低(di)碳(tan)(tan)發(fa)(fa)展(zhan),促進我市(shi)(shi)(shi)碳(tan)(tan)達(da)峰(feng)目標實現,根據《宜(yi)(yi)春市(shi)(shi)(shi)機關事務(wu)管(guan)理中心宜(yi)(yi)春市(shi)(shi)(shi)發(fa)(fa)展(zhan)和改革委員會(hui)宜(yi)(yi)春市(shi)(shi)(shi)財政局(ju)宜(yi)(yi)春市(shi)(shi)(shi)生態環(huan)境局(ju)宜(yi)(yi)春市(shi)(shi)(shi)住房和城(cheng)鄉建設局(ju)關于(yu)印發(fa)(fa)宜(yi)(yi)春市(shi)(shi)(shi)深入開展(zhan)公(gong)(gong)共(gong)(gong)機構(gou)(gou)(gou)綠(lv)色低(di)碳(tan)(tan)引領(ling)行動(dong)促進碳(tan)(tan)達(da)峰(feng)實施(shi)方案(an)的(de)通知(zhi)》(宜(yi)(yi)管(guan)字(zi)〔2022〕23號)有關要求(qiu),制定本實施(shi)方案(an)。
一、總體要求
(一)指導思想
以習近平(ping)新(xin)(xin)時代(dai)中(zhong)國特色(se)社會主義思想為指導(dao),全面貫(guan)徹黨的二十大精神,深入貫(guan)徹習近平(ping)生態文明思想,立(li)足(zu)新(xin)(xin)發展(zhan)(zhan)階段,貫(guan)徹新(xin)(xin)發展(zhan)(zhan)理念,構建新(xin)(xin)發展(zhan)(zhan)格局,以碳(tan)(tan)(tan)(tan)達峰碳(tan)(tan)(tan)(tan)中(zhong)和為主線,以綠色(se)低(di)碳(tan)(tan)(tan)(tan)發展(zhan)(zhan)為目標,重(zhong)點(dian)推進公共機構能源利用、建筑發展(zhan)(zhan)、產品應(ying)用等綠色(se)轉型,協同推進節能低(di)碳(tan)(tan)(tan)(tan)和示范引領,扎(zha)實推進全市(shi)公共機構節約能源資(zi)源綠色(se)低(di)碳(tan)(tan)(tan)(tan)發展(zhan)(zhan)。
(二)工作原則
——總體(ti)(ti)部署(shu)(shu)、穩(wen)步推進。強化公共(gong)機構碳(tan)達峰工(gong)作(zuo)總體(ti)(ti)部署(shu)(shu),各公共(gong)機構按照總體(ti)(ti)部署(shu)(shu)要求,堅持節(jie)能降碳(tan)和(he)示(shi)范引(yin)領協同推進,制(zhi)定更加合理的政(zheng)策和(he)目標,采取更有針(zhen)對性的措施,穩(wen)妥有序、循(xun)序漸(jian)進,推進公共(gong)機構綠色低碳(tan)引(yin)領行動。
——綠(lv)色(se)轉型、創新驅(qu)動。完(wan)整、準確、全(quan)面貫徹新發展理(li)念,強化綠(lv)色(se)低(di)碳技(ji)術產品(pin)推(tui)廣應(ying)用。注重(zhong)管理(li)創新、技(ji)術創新、模式創新,提升節能(neng)降碳和示范效(xiao)果(guo)。
——政(zheng)府(fu)引導、市場(chang)發力(li)。優化(hua)政(zheng)策制(zhi)度設計,提升綠色低碳管理效能(neng)。充分發揮市場(chang)機(ji)制(zhi)作用,鼓(gu)勵(li)引入社(she)會資本,推(tui)(tui)行合同能(neng)源管理等市場(chang)化(hua)模(mo)式,逐步解決市場(chang)化(hua)機(ji)制(zhi)運用障礙,進一步發揮市場(chang)對節能(neng)降碳的推(tui)(tui)動作用。
——突出重(zhong)(zhong)點(dian)(dian)、體現(xian)特色(se)。抓(zhua)好重(zhong)(zhong)點(dian)(dian)領域、重(zhong)(zhong)點(dian)(dian)行業、重(zhong)(zhong)點(dian)(dian)單位(wei)試點(dian)(dian)示范(fan),發揮示范(fan)引領作用。以開展(zhan)公共機構低碳積分制(綠(lv)寶(bao)碳匯)工作為(wei)抓(zhua)手,推進公共機構帶頭開展(zhan)節能降碳行動,形成可復(fu)制、可推廣的碳普惠制經驗和(he)模(mo)式。
(三)主要目標
對(dui)標碳(tan)達(da)峰(feng)目標和碳(tan)中(zhong)和愿景,實現綠(lv)色(se)低碳(tan)引領(ling)行動(dong)推進有(you)力,干部(bu)(bu)職工生活(huo)方(fang)式綠(lv)色(se)低碳(tan)轉型(xing)成效(xiao)顯著(zhu),在(zai)(zai)全社會(hui)綠(lv)色(se)低碳(tan)生產生活(huo)方(fang)式轉型(xing)中(zhong)切實發(fa)(fa)揮示范引領(ling)作(zuo)用,開創公共機(ji)構節約能(neng)源(yuan)資源(yuan)綠(lv)色(se)低碳(tan)發(fa)(fa)展新局面。到(dao)2025年,公共機(ji)構用能(neng)結構持(chi)續(xu)優化,用能(neng)效(xiao)率持(chi)續(xu)提升,能(neng)源(yuan)消費總量控(kong)制(zhi)在(zai)(zai)4177噸(dun)標準煤以(yi)內,二氧(yang)化碳(tan)排放(以(yi)下簡稱碳(tan)排放)總量控(kong)制(zhi)在(zai)(zai)1.87萬噸(dun)以(yi)內,在(zai)(zai)2020年的(de)基礎上單位建筑面積能(neng)耗(hao)下降(jiang)4%、碳(tan)排放下降(jiang)7%,力爭有(you)條件的(de)公共機(ji)構2025年前(qian)實現公共機(ji)構碳(tan)達(da)峰(feng),其他地區和部(bu)(bu)門在(zai)(zai)2030年前(qian)盡早(zao)達(da)峰(feng)。
二、加快能源(yuan)利用(yong)綠色低碳轉(zhuan)型(xing)
(一)著力(li)推(tui)(tui)(tui)進終端(duan)用能(neng)電氣化。控制化石(shi)能(neng)源(yuan)消費,推(tui)(tui)(tui)動(dong)公共機構(gou)(gou)終端(duan)用能(neng)電能(neng)替(ti)代(dai),提高辦公、生活用能(neng)清潔化水平。推(tui)(tui)(tui)進醫院實施消毒供應、洗衣(yi)等蒸(zheng)(zheng)汽系統(tong)的電氣化改造,以就近分散電蒸(zheng)(zheng)汽發(fa)生器替(ti)代(dai)集(ji)中燃煤蒸(zheng)(zheng)汽鍋爐。逐(zhu)步推(tui)(tui)(tui)進電力(li)空調機組制冷系統(tong),減少直接碳(tan)排放(fang)。鼓勵(li)逐(zhu)步以高效電磁灶(zao)具替(ti)代(dai)燃氣、液化石(shi)油氣灶(zao)具,推(tui)(tui)(tui)動(dong)有條(tiao)件的機關單位、學校、醫院等公共機構(gou)(gou)食堂(tang)率先建設全電廚房。
(二)大(da)力(li)推(tui)(tui)(tui)廣可(ke)(ke)再生能(neng)源(yuan)項(xiang)目。充分發(fa)揮(hui)江西(xi)省光(guang)(guang)(guang)伏(fu)(fu)產業(ye)的(de)技術優勢(shi)和地下水資源(yuan)優勢(shi),加大(da)太陽能(neng)、淺層(ceng)地熱能(neng)等可(ke)(ke)再生能(neng)源(yuan)和熱泵、高效(xiao)儲能(neng)技術的(de)推(tui)(tui)(tui)廣和運用力(li)度(du),推(tui)(tui)(tui)進(jin)可(ke)(ke)再生能(neng)源(yuan)項(xiang)目建(jian)(jian)(jian)(jian)設。鼓勵有條件的(de)公共(gong)(gong)機(ji)構利用建(jian)(jian)(jian)(jian)筑(zhu)屋頂、立面、車棚頂面等安裝光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)設施,推(tui)(tui)(tui)動建(jian)(jian)(jian)(jian)設連接光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)、儲能(neng)設備和充放電(dian)設施的(de)微網系統,實(shi)現電(dian)力(li)高效(xiao)消納(na)利用。推(tui)(tui)(tui)廣光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)與建(jian)(jian)(jian)(jian)筑(zhu)一體化應用。推(tui)(tui)(tui)進(jin)新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)安裝太陽能(neng)光(guang)(guang)(guang)伏(fu)(fu)項(xiang)目,到2025年公共(gong)(gong)機(ji)構新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)可(ke)(ke)安裝光(guang)(guang)(guang)伏(fu)(fu)屋頂面積力(li)爭實(shi)現覆蓋(gai)率達到50%。
(三)持續推廣新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che)。加(jia)快淘汰報廢老(lao)舊柴油公(gong)務用車(che)(che)(che),加(jia)大(da)新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che)配(pei)備(bei)使用力度,因地制宜持續提升新(xin)(xin)(xin)增(zeng)及更(geng)新(xin)(xin)(xin)公(gong)務用車(che)(che)(che)新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che)配(pei)備(bei)比例(li)(li),原(yuan)則(ze)(ze)上不低于(yu)30%;新(xin)(xin)(xin)增(zeng)及更(geng)新(xin)(xin)(xin)用于(yu)機(ji)要通信和(he)相對固(gu)定(ding)路線(xian)的執法執勤(qin)(qin)、通勤(qin)(qin)等車(che)(che)(che)輛時(shi),原(yuan)則(ze)(ze)上配(pei)備(bei)新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che)。提升公(gong)共機(ji)構新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che)充電(dian)保障,內部停(ting)車(che)(che)(che)場要配(pei)建與使用規(gui)模相適應、運行需求相匹配(pei)的充(換)電(dian)設(she)(she)(she)(she)施設(she)(she)(she)(she)備(bei)或預留建設(she)(she)(she)(she)安裝(zhuang)條件,到(dao)2025年,地面(mian)停(ting)車(che)(che)(che)場配(pei)建比例(li)(li)不低于(yu)15%。鼓(gu)勵(li)單位職(zhi)工購買使用新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)(che)(che),發揮示范引領作(zuo)用,鼓(gu)勵(li)內部充(換)電(dian)設(she)(she)(she)(she)施設(she)(she)(she)(she)備(bei)向(xiang)社(she)會公(gong)眾(zhong)開(kai)放。
三、提(ti)升建筑(zhu)綠色低(di)碳運行(xing)水(shui)平
(一(yi))提高(gao)(gao)新(xin)建(jian)建(jian)筑(zhu)(zhu)能(neng)(neng)效水平。新(xin)建(jian)建(jian)筑(zhu)(zhu)應(ying)(ying)(ying)進(jin)(jin)(jin)行(xing)碳排(pai)放計(ji)算分析,制(zhi)定(ding)并采(cai)取措施降低單(dan)位(wei)建(jian)筑(zhu)(zhu)面積碳排(pai)放量(liang)。積極(ji)推(tui)進(jin)(jin)(jin)公(gong)共建(jian)筑(zhu)(zhu)裝(zhuang)配(pei)(pei)式(shi)技術運用,在地(di)上總建(jian)筑(zhu)(zhu)面積大(da)于5000平方米的(de)非獨棟政(zheng)府(fu)機關(guan)辦公(gong)樓、學(xue)校(xiao)和(he)醫(yi)院大(da)力(li)推(tui)進(jin)(jin)(jin)裝(zhuang)配(pei)(pei)式(shi)鋼(gang)(gang)結(jie)構(gou)、鋼(gang)(gang)混凝(ning)土組合(he)結(jie)構(gou)等新(xin)型結(jie)構(gou)體(ti)系(xi)。加快推(tui)動(dong)鋼(gang)(gang)結(jie)構(gou)公(gong)共建(jian)筑(zhu)(zhu)發展,逐步提高(gao)(gao)鋼(gang)(gang)結(jie)構(gou)應(ying)(ying)(ying)用比例。大(da)力(li)推(tui)廣(guang)安裝(zhuang)與建(jian)筑(zhu)(zhu)一(yi)體(ti)化(hua)(hua)的(de)分布(bu)式(shi)光(guang)伏(fu)發電系(xi)統(tong),新(xin)建(jian)公(gong)共建(jian)筑(zhu)(zhu)需采(cai)用太陽能(neng)(neng)光(guang)伏(fu)、太陽能(neng)(neng)光(guang)熱、淺層地(di)熱能(neng)(neng)等一(yi)種或多種可再生能(neng)(neng)源,加大(da)可再生能(neng)(neng)源貢獻(xian)。新(xin)建(jian)建(jian)筑(zhu)(zhu)應(ying)(ying)(ying)對標《宜春市人民政(zheng)府(fu)辦公(gong)室關(guan)于印發宜春市建(jian)筑(zhu)(zhu)節(jie)(jie)能(neng)(neng)和(he)綠色(se)建(jian)筑(zhu)(zhu)管理辦法(fa)(修訂)的(de)通知》(宜府(fu)辦發〔2022〕25號(hao))、《綠色(se)建(jian)筑(zhu)(zhu)評價標準》(GB/T50378),強化(hua)(hua)“空間(jian)節(jie)(jie)能(neng)(neng)優先、綠色(se)設(she)計(ji)兼顧”原則(ze),優化(hua)(hua)設(she)計(ji)空間(jian)平面布(bu)局、朝向和(he)窗墻(qiang)比。政(zheng)府(fu)投資為主的(de)國(guo)家機關(guan)、學(xue)校(xiao)、醫(yi)院等公(gong)共建(jian)筑(zhu)(zhu),應(ying)(ying)(ying)按(an)照(zhao)(zhao)二(er)星級及(ji)以上綠色(se)建(jian)筑(zhu)(zhu)標準建(jian)設(she)。按(an)照(zhao)(zhao)《公(gong)共建(jian)筑(zhu)(zhu)節(jie)(jie)能(neng)(neng)設(she)計(ji)標準》(GB50189)、《夏熱冬冷地(di)區居住(zhu)建(jian)筑(zhu)(zhu)節(jie)(jie)能(neng)(neng)設(she)計(ji)標準》(JGJ 134)技術要(yao)求,優先利用自然(ran)通風(feng)和(he)天然(ran)采(cai)光(guang),合(he)理進(jin)(jin)(jin)行(xing)空調(diao)(diao)設(she)備選型、嚴格控制(zhi)空調(diao)(diao)制(zhi)冷供暖的(de)規(gui)模、區域和(he)時(shi)間(jian),保證主要(yao)功能(neng)(neng)房間(jian)的(de)照(zhao)(zhao)明功率密(mi)度(du)值(zhi)不高(gao)(gao)于國(guo)家標準規(gui)定(ding)的(de)目標值(zhi)且采(cai)光(guang)區域人工照(zhao)(zhao)明可隨天然(ran)光(guang)照(zhao)(zhao)度(du)變化(hua)(hua)自動(dong)調(diao)(diao)節(jie)(jie)。推(tui)動(dong)公(gong)共機構(gou)建(jian)成超低能(neng)(neng)耗建(jian)筑(zhu)(zhu)和(he)近零能(neng)(neng)耗建(jian)筑(zhu)(zhu)。
(二(er))加大既(ji)有建(jian)(jian)筑(zhu)綠(lv)色(se)節(jie)能(neng)(neng)(neng)改(gai)造力度。要(yao)求(qiu)公共機構(gou)既(ji)有建(jian)(jian)筑(zhu)對照《綠(lv)色(se)建(jian)(jian)筑(zhu)評價標(biao)準(zhun)》(GB/T50378),重(zhong)(zhong)點(dian)聚焦運(yun)行(xing)(xing)階(jie)段管理,持續開展既(ji)有建(jian)(jian)筑(zhu)圍護結構(gou)、制(zhi)冷(leng)(leng)系(xi)(xi)統(tong)、照明(ming)設(she)備(bei)等(deng)綜合型用(yong)(yong)能(neng)(neng)(neng)系(xi)(xi)統(tong)和設(she)施設(she)備(bei)節(jie)能(neng)(neng)(neng)改(gai)造。以(yi)提(ti)高(gao)圍護結構(gou)熱工(gong)性能(neng)(neng)(neng)、降低(di)外(wai)窗傳(chuan)熱系(xi)(xi)數(shu)為路徑(jing),對建(jian)(jian)筑(zhu)屋(wu)(wu)面、屋(wu)(wu)頂、外(wai)墻(qiang)和外(wai)窗等(deng)進(jin)行(xing)(xing)保溫(wen)隔熱改(gai)造,提(ti)升能(neng)(neng)(neng)源使用(yong)(yong)效(xiao)率(lv)。推進(jin)綠(lv)色(se)高(gao)效(xiao)制(zhi)冷(leng)(leng)行(xing)(xing)動,重(zhong)(zhong)點(dian)推進(jin)空(kong)調(diao)系(xi)(xi)統(tong)節(jie)能(neng)(neng)(neng)改(gai)造,機組制(zhi)冷(leng)(leng)性能(neng)(neng)(neng)系(xi)(xi)數(shu)或能(neng)(neng)(neng)效(xiao)比應滿足國(guo)家標(biao)準(zhun)要(yao)求(qiu)。充(chong)分運(yun)用(yong)(yong)分區管理、智(zhi)能(neng)(neng)(neng)控制(zhi)、多能(neng)(neng)(neng)互補(bu)等(deng)技術實現(xian)空(kong)調(diao)系(xi)(xi)統(tong)智(zhi)能(neng)(neng)(neng)管控和運(yun)行(xing)(xing)優化,有效(xiao)降低(di)空(kong)調(diao)末(mo)端系(xi)(xi)統(tong)及輸配系(xi)(xi)統(tong)能(neng)(neng)(neng)耗。照明(ming)產品、三相(xiang)配電變(bian)壓(ya)器、水泵、風機等(deng)設(she)備(bei)應滿足國(guo)家現(xian)行(xing)(xing)有關標(biao)準(zhun)節(jie)能(neng)(neng)(neng)評價值要(yao)求(qiu)。使用(yong)(yong)較高(gao)用(yong)(yong)水效(xiao)率(lv)等(deng)級的衛生器具,因地(di)制(zhi)宜(yi)采用(yong)(yong)雨水收集(ji)、一水多用(yong)(yong)等(deng)節(jie)水措(cuo)施。
(三(san))提高建(jian)(jian)筑用能(neng)(neng)管理智能(neng)(neng)化(hua)水平(ping)(ping)。規范公(gong)共機(ji)構(gou)能(neng)(neng)源(yuan)資源(yuan)計(ji)量(liang)器具(ju)配備,實現分戶、分區、分項計(ji)量(liang)。大力推動(dong)公(gong)共機(ji)構(gou)建(jian)(jian)筑能(neng)(neng)耗(hao)監測(ce)平(ping)(ping)臺(tai)(tai)建(jian)(jian)設,按導則標準建(jian)(jian)設能(neng)(neng)耗(hao)監測(ce)平(ping)(ping)臺(tai)(tai),并與省級平(ping)(ping)臺(tai)(tai)實現數據對接(jie),構(gou)建(jian)(jian)精細化(hua)、智慧化(hua)節能(neng)(neng)管理模式。推動(dong)有條(tiao)件(jian)的公(gong)共機(ji)構(gou)建(jian)(jian)設集系統安防、能(neng)(neng)耗(hao)監測(ce)和設備管控為一體(ti)的智慧化(hua)管理平(ping)(ping)臺(tai)(tai)。
(四)推(tui)動數(shu)(shu)據(ju)中心(xin)(xin)綠(lv)(lv)(lv)色化(hua)升(sheng)級(ji)。組(zu)織開展公(gong)共機(ji)構數(shu)(shu)據(ju)中心(xin)(xin)摸(mo)底,騰退(tui)“小散”數(shu)(shu)據(ju)中心(xin)(xin),運用(yong)(yong)虛擬主機(ji)和(he)云(yun)服務(wu)(wu)器替代數(shu)(shu)據(ju)負荷不高的(de)數(shu)(shu)據(ju)中心(xin)(xin)。以(yi)降低制(zhi)冷(leng)(leng)能耗作為數(shu)(shu)據(ju)中心(xin)(xin)綠(lv)(lv)(lv)色化(hua)改造核心(xin)(xin)目標(biao),采取不同(tong)冷(leng)(leng)卻(que)技(ji)術(shu)方案。對于新建數(shu)(shu)據(ju)中心(xin)(xin),優先使(shi)用(yong)(yong)全模塊化(hua)、預(yu)制(zhi)化(hua)方式(shi)建設,合理(li)布置服務(wu)(wu)器機(ji)架(jia)和(he)冷(leng)(leng)源位置,利用(yong)(yong)自然(ran)冷(leng)(leng)源、余(yu)熱余(yu)冷(leng)(leng)余(yu)壓(ya)進(jin)(jin)行(xing)制(zhi)冷(leng)(leng)或采用(yong)(yong)直接(jie)/間接(jie)蒸發(fa)冷(leng)(leng)卻(que)、液冷(leng)(leng)、熱管(guan)等技(ji)術(shu)對T設備(bei)或其熱回風、空調循環冷(leng)(leng)卻(que)介質(zhi)進(jin)(jin)行(xing)冷(leng)(leng)卻(que)。對于采用(yong)(yong)“冷(leng)(leng)凍水(shui)(shui)制(zhi)冷(leng)(leng)十密(mi)閉(bi)通道送(song)風”方式(shi)的(de)老(lao)舊數(shu)(shu)據(ju)中心(xin)(xin),在保留制(zhi)冷(leng)(leng)主機(ji)情況(kuang)下(xia)(xia),通過改進(jin)(jin)氣流(liu)組(zu)織、變(bian)頻(pin)調節(jie)精(jing)密(mi)空調送(song)風量(liang)、冷(leng)(leng)凍水(shui)(shui)輸送(song)系統和(he)冷(leng)(leng)卻(que)泵(beng)變(bian)頻(pin)升(sheng)級(ji)、降低冷(leng)(leng)卻(que)水(shui)(shui)回水(shui)(shui)溫(wen)度等方式(shi)進(jin)(jin)行(xing)技(ji)術(shu)改造。到2023年,新建大型及以(yi)上數(shu)(shu)據(ju)中心(xin)(xin)PUE降低到1.3以(yi)下(xia)(xia),綠(lv)(lv)(lv)色低碳等級(ji)達(da)到4A級(ji)以(yi)上,開展水(shui)(shui)使(shi)用(yong)(yong)效率(WUE)、碳使(shi)用(yong)(yong)效率(CUE)等數(shu)(shu)據(ju)監(jian)測,助力數(shu)(shu)據(ju)中心(xin)(xin)可持續低碳發(fa)展。推(tui)動有條件(jian)的(de)公(gong)共機(ji)構數(shu)(shu)據(ju)中心(xin)(xin)申報國家綠(lv)(lv)(lv)色數(shu)(shu)據(ju)中心(xin)(xin),發(fa)揮(hui)示范引(yin)領作用(yong)(yong)。
(五)提升(sheng)公(gong)共機(ji)(ji)構(gou)綠(lv)(lv)(lv)化(hua)(hua)水平。發揮(hui)植物固(gu)碳(tan)作(zuo)用,使用非常(chang)規水源利用、噴(pen)灌、微噴(pen)等節約型綠(lv)(lv)(lv)化(hua)(hua)技術,邀請林(lin)業、園藝專家現(xian)場指導栽植鄉土(tu)樹(shu)木花草,采取見縫插(cha)綠(lv)(lv)(lv)、身(shen)邊添綠(lv)(lv)(lv)、屋頂(ding)鋪綠(lv)(lv)(lv)等方式,構(gou)建(jian)平面綠(lv)(lv)(lv)化(hua)(hua)、垂直綠(lv)(lv)(lv)化(hua)(hua)、屋頂(ding)綠(lv)(lv)(lv)化(hua)(hua)等立體綠(lv)(lv)(lv)化(hua)(hua)格局,提高公(gong)共機(ji)(ji)構(gou)綠(lv)(lv)(lv)化(hua)(hua)覆蓋率。倡(chang)導干部職工積極(ji)參加植樹(shu)造林(lin)活動,發揮(hui)帶頭示范作(zuo)用。
四、推廣應用(yong)綠(lv)色低(di)碳(tan)技術(shu)產(chan)品
(一(yi))加快推(tui)(tui)廣運用綠色(se)低碳(tan)(tan)(tan)技(ji)術(shu)(shu)(shu)。開展綠色(se)低碳(tan)(tan)(tan)技(ji)術(shu)(shu)(shu)編制和(he)應用示范(fan)案例(li)征(zheng)集,推(tui)(tui)動公(gong)共機(ji)構參考(kao)技(ji)術(shu)(shu)(shu)集和(he)案例(li)集,結(jie)合(he)實際(ji)進行應用,提(ti)升綠色(se)低碳(tan)(tan)(tan)技(ji)術(shu)(shu)(shu)的推(tui)(tui)廣應用實效。總結(jie)梳理公(gong)共機(ji)構低碳(tan)(tan)(tan)和(he)減(jian)排的措(cuo)(cuo)施和(he)先(xian)進技(ji)術(shu)(shu)(shu),形成(cheng)一(yi)定時期內可推(tui)(tui)廣、復(fu)制的減(jian)排技(ji)術(shu)(shu)(shu)和(he)措(cuo)(cuo)施清單(dan)并發布實施。
(二)大力推(tui)廣綠色低(di)碳(tan)產(chan)品。嚴格執行節能環保產(chan)品優(you)先(xian)采(cai)購(gou)和強(qiang)制采(cai)購(gou)制度,帶頭采(cai)購(gou)更多節能、低(di)碳(tan)、循環再生等(deng)(deng)綠色產(chan)品,優(you)先(xian)采(cai)購(gou)秸稈環保板材等(deng)(deng)資源綜(zong)合(he)利用產(chan)品。在物(wu)業、餐飲、合(he)同節能等(deng)(deng)服(fu)務(wu)采(cai)購(gou)需求中(zhong),強(qiang)化(hua)綠色低(di)碳(tan)管理目標和服(fu)務(wu)要求。
(三)積(ji)極運(yun)用市場化機(ji)(ji)(ji)制推動(dong)(dong)綠色低碳(tan)技術(shu)產品應用。持續(xu)推進(jin)公共機(ji)(ji)(ji)構節(jie)(jie)能(neng)(neng)(neng)市場化機(ji)(ji)(ji)制運(yun)用,鼓(gu)勵公共機(ji)(ji)(ji)構采用能(neng)(neng)(neng)源(yuan)(yuan)托(tuo)管等合同能(neng)(neng)(neng)源(yuan)(yuan)管理方式,調(diao)動(dong)(dong)社會資本參與用能(neng)(neng)(neng)系統節(jie)(jie)能(neng)(neng)(neng)改造和運(yun)行維護。學習借鑒各地(di)公共機(ji)(ji)(ji)構合同能(neng)(neng)(neng)源(yuan)(yuan)管理項目試點(dian)經驗,推廣(guang)集中統一組織(zhi)合同能(neng)(neng)(neng)源(yuan)(yuan)管理模式。開展能(neng)(neng)(neng)源(yuan)(yuan)審(shen)計,推進(jin)重點(dian)用能(neng)(neng)(neng)單位能(neng)(neng)(neng)源(yuan)(yuan)審(shen)計全覆蓋。鼓(gu)勵有條件的地(di)區推動(dong)(dong)公共機(ji)(ji)(ji)構以適當(dang)的方式參與碳(tan)排放權交易。
五(wu)、開展綠色低碳示范宣傳
(一)加強(qiang)綠色(se)(se)低(di)(di)碳(tan)(tan)發展理念(nian)(nian)宣(xuan)(xuan)(xuan)傳(chuan)。采用(yong)網站推(tui)(tui)送、微信(xin)公眾號分(fen)享、開展“云”上(shang)活(huo)動(dong)、電視滾動(dong)播(bo)放、定期發送短信(xin)、懸掛(gua)標語、發放資料、展銷產(chan)品等線(xian)上(shang)與線(xian)下相結合(he)的(de)宣(xuan)(xuan)(xuan)傳(chuan)方式,宣(xuan)(xuan)(xuan)傳(chuan)節(jie)(jie)能(neng)降碳(tan)(tan)政策法規、節(jie)(jie)約能(neng)源資源、碳(tan)(tan)達峰(feng)碳(tan)(tan)中和等綠色(se)(se)低(di)(di)碳(tan)(tan)有關(guan)知(zhi)識及工作。以節(jie)(jie)能(neng)宣(xuan)(xuan)(xuan)傳(chuan)周、全(quan)國低(di)(di)碳(tan)(tan)日、中國水周、綠色(se)(se)出行(xing)宣(xuan)(xuan)(xuan)傳(chuan)月、江西(xi)省生(sheng)態(tai)文明(ming)宣(xuan)(xuan)(xuan)傳(chuan)月等為(wei)(wei)窗口(kou),充分(fen)利用(yong)公共機(ji)構自(zi)(zi)身宣(xuan)(xuan)(xuan)傳(chuan)終端,面向全(quan)社會宣(xuan)(xuan)(xuan)傳(chuan)簡約適度、綠色(se)(se)低(di)(di)碳(tan)(tan)的(de)生(sheng)活(huo)方式,讓綠色(se)(se)低(di)(di)碳(tan)(tan)成為(wei)(wei)全(quan)社會自(zi)(zi)覺參與的(de)行(xing)動(dong)。推(tui)(tui)動(dong)將節(jie)(jie)能(neng)降碳(tan)(tan)等相關(guan)課程納入黨校(xiao)(行(xing)政學院)干部教育(yu)培訓體系,增強(qiang)公共機(ji)構領(ling)導(dao)干部踐行(xing)綠色(se)(se)低(di)(di)碳(tan)(tan)發展的(de)理念(nian)(nian)和本(ben)領(ling)。
(二)全面推(tui)廣公(gong)共(gong)(gong)機(ji)(ji)構低(di)碳(tan)(tan)(tan)(tan)積分(fen)制(zhi)(綠(lv)寶(bao)碳(tan)(tan)(tan)(tan)匯(hui))。加強公(gong)共(gong)(gong)機(ji)(ji)構低(di)碳(tan)(tan)(tan)(tan)積分(fen)制(zhi)(綠(lv)寶(bao)碳(tan)(tan)(tan)(tan)匯(hui))宣傳推(tui)廣,不(bu)斷(duan)擴(kuo)大實施范圍和項目運(yun)用場(chang)景,逐步在(zai)全市(shi)公(gong)共(gong)(gong)機(ji)(ji)構推(tui)廣應用。健全生(sheng)態價(jia)值(zhi)轉化機(ji)(ji)制(zhi),引導(dao)鼓勵(li)公(gong)共(gong)(gong)機(ji)(ji)構積極開展低(di)碳(tan)(tan)(tan)(tan)工(gong)作和生(sheng)活行動,努力形(xing)成具有樟樹特(te)色的公(gong)共(gong)(gong)機(ji)(ji)構低(di)碳(tan)(tan)(tan)(tan)發展新(xin)模式。
(三)大力開展(zhan)大型活動(dong)(dong)碳中(zhong)和(he)工作。帶頭落實(shi)大型活動(dong)(dong)碳中(zhong)和(he)、零(ling)碳會議等(deng)行動(dong)(dong),積極推動(dong)(dong)公共(gong)機構在(zai)主辦的大型活動(dong)(dong)和(he)會議中(zhong)帶頭實(shi)施(shi)碳中(zhong)和(he),積極發揮示范引領作用,帶動(dong)(dong)并指導其他大型活動(dong)(dong)實(shi)施(shi)碳中(zhong)和(he)。
(四)深入開展資(zi)源循(xun)(xun)環(huan)利用(yong)。鼓(gu)勵在機關,學校等(deng)場所設置(zhi)回(hui)收交投點,推(tui)廣智能回(hui)收設施,推(tui)動(dong)廢棄電器電子類資(zi)產、廢舊家具類資(zi)產等(deng)循(xun)(xun)環(huan)利用(yong),鼓(gu)勵有條件地區和部門(men)實施公物倉管理制度,構建(jian)廢舊物品循(xun)(xun)環(huan)利用(yong)體系。發揮公共機構表率作用(yong),帶頭減少使用(yong)一次(ci)性塑料制品,推(tui)動(dong)逐步停止使用(yong)不可降解一次(ci)性塑料制品。
(五)持續開展示(shi)范(fan)(fan)(fan)創建(jian)(jian)(jian)活(huo)(huo)動(dong)(dong)。推(tui)動(dong)(dong)綠(lv)色(se)低(di)碳引領行動(dong)(dong)與(yu)節(jie)約型(xing)(xing)機(ji)關創建(jian)(jian)(jian)、節(jie)約型(xing)(xing)公(gong)共機(ji)構示(shi)范(fan)(fan)(fan)單位(wei)創建(jian)(jian)(jian)、公(gong)共機(ji)構能效(xiao)領跑者(zhe)遴選等示(shi)范(fan)(fan)(fan)創建(jian)(jian)(jian)活(huo)(huo)動(dong)(dong)融(rong)合,完(wan)善示(shi)范(fan)(fan)(fan)創建(jian)(jian)(jian)活(huo)(huo)動(dong)(dong)指標體(ti)系。按照“縣縣有示(shi)范(fan)(fan)(fan)”的目標,選取(qu)能效(xiao)利用水平高(gao)(gao)、單位(wei)建(jian)(jian)(jian)筑面積碳排放(fang)量(liang)低(di)的公(gong)共機(ji)構,開展綠(lv)色(se)低(di)碳示(shi)范(fan)(fan)(fan)創建(jian)(jian)(jian)。到2025年(nian),力爭80%以上(shang)(shang)的縣級以上(shang)(shang)機(ji)關建(jian)(jian)(jian)成(cheng)節(jie)約型(xing)(xing)機(ji)關。根據省、宜(yi)春市下達的創建(jian)(jian)(jian)目標,高(gao)(gao)質量(liang)完(wan)成(cheng)節(jie)約型(xing)(xing)公(gong)共機(ji)構示(shi)范(fan)(fan)(fan)單位(wei)、綠(lv)色(se)低(di)碳示(shi)范(fan)(fan)(fan)單位(wei)、節(jie)能現場教學點(dian)創建(jian)(jian)(jian)任務。
(六)推動干部職工(gong)踐行(xing)綠色(se)低(di)碳(tan)生(sheng)活(huo)方(fang)式(shi)。倡導綠色(se)低(di)碳(tan)辦公理念,引導干部職工(gong)自覺踐行(xing)綠色(se)低(di)碳(tan)辦公方(fang)式(shi)。發揮公共(gong)機構(gou)生(sheng)活(huo)垃圾(ji)分(fen)類示范點示范作(zuo)用,組織開展(zhan)生(sheng)活(huo)垃圾(ji)分(fen)類志愿者行(xing)動,引導干部職工(gong)養成(cheng)(cheng)生(sheng)活(huo)垃圾(ji)分(fen)類習慣(guan),帶頭在家庭、社(she)區開展(zhan)生(sheng)活(huo)垃圾(ji)分(fen)類。推進公共(gong)機構(gou)開展(zhan)反(fan)食品(pin)浪(lang)費行(xing)動,實施(shi)機關食堂(tang)反(fan)食品(pin)浪(lang)費工(gong)作(zuo)成(cheng)(cheng)效評估(gu)和通報制(zhi)度,將反(fan)食品(pin)浪(lang)費納入公共(gong)機構(gou)節(jie)約(yue)能源資源考核(he)和節(jie)約(yue)型機關創建等活(huo)動內(nei)容。
六、強化綠(lv)色低碳管(guan)理能力建設
(一)健全(quan)(quan)制度標(biao)(biao)準(zhun)體系(xi)。建(jian)立(li)健全(quan)(quan)公(gong)共機(ji)構能源(yuan)管(guan)理、碳(tan)排(pai)(pai)放管(guan)理等標(biao)(biao)準(zhun)體系(xi)和公(gong)共機(ji)構反食(shi)品浪費、垃(la)圾分(fen)類、示范(fan)創建(jian)等制度規(gui)范(fan)。針對公(gong)共機(ji)構能耗定額、能源(yuan)審(shen)計(ji)、能源(yuan)資源(yuan)計(ji)量與(yu)統(tong)計(ji)等方面開展標(biao)(biao)準(zhun)評估和對標(biao)(biao)達(da)標(biao)(biao)分(fen)析,強化(hua)(hua)標(biao)(biao)準(zhun)應用。促(cu)進標(biao)(biao)準(zhun)化(hua)(hua)和信息化(hua)(hua)融合發(fa)展,引導公(gong)共機(ji)構利用信息化(hua)(hua)手(shou)段促(cu)進標(biao)(biao)準(zhun)落地(di)實(shi)施。完善公(gong)共機(ji)構能源(yuan)資源(yuan)消(xiao)(xiao)費統(tong)計(ji)調查(cha)制度,規(gui)范(fan)能源(yuan)資源(yuan)消(xiao)(xiao)費及(ji)碳(tan)排(pai)(pai)放數據統(tong)計(ji),開展統(tong)計(ji)數據會審(shen)和質(zhi)量抽查(cha),持(chi)續提高數據質(zhi)量。
(二)開展目(mu)(mu)標(biao)(biao)管(guan)理(li)與考核(he)。推(tui)(tui)行公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構能(neng)(neng)源資源消(xiao)費總(zong)量和(he)(he)(he)強度(du)雙控與能(neng)(neng)耗(hao)(hao)(hao)定(ding)額相結合(he)的(de)節(jie)(jie)(jie)能(neng)(neng)目(mu)(mu)標(biao)(biao)管(guan)理(li)方式。推(tui)(tui)進公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構能(neng)(neng)耗(hao)(hao)(hao)定(ding)額標(biao)(biao)準(zhun)落實,對達(da)(da)不到要求的(de)公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構,加大監督(du)指(zhi)導(dao)力度(du)并要求按(an)期整改。探索推(tui)(tui)進基于能(neng)(neng)耗(hao)(hao)(hao)定(ding)額的(de)公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構用能(neng)(neng)預算管(guan)理(li)模式,鼓勵有條件的(de)地(di)區先行先試,形成可復制(zhi)、可推(tui)(tui)廣的(de)經(jing)驗(yan)做法。圍繞碳(tan)達(da)(da)峰(feng)、碳(tan)中和(he)(he)(he)目(mu)(mu)標(biao)(biao),科學合(he)理(li)下達(da)(da)碳(tan)排放(fang)指(zhi)標(biao)(biao),將碳(tan)排放(fang)指(zhi)標(biao)(biao)完成情況和(he)(he)(he)綠(lv)色低碳(tan)行動落實情況納入(ru)(ru)公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構節(jie)(jie)(jie)能(neng)(neng)考核(he)體系。推(tui)(tui)動公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構節(jie)(jie)(jie)能(neng)(neng)工作納入(ru)(ru)各(ge)(ge)地(di)各(ge)(ge)部門(men)綜合(he)考核(he)方案,實施公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構節(jie)(jie)(jie)能(neng)(neng)通(tong)報、約談等(deng)機(ji)(ji)(ji)制(zhi),著(zhu)力提(ti)升節(jie)(jie)(jie)能(neng)(neng)降(jiang)碳(tan)的(de)積級性和(he)(he)(he)主動性。推(tui)(tui)動公(gong)(gong)(gong)共(gong)機(ji)(ji)(ji)構能(neng)(neng)耗(hao)(hao)(hao)信息披露。
(三(san))強化(hua)隊(dui)(dui)伍和(he)能(neng)力(li)建設(she)。加強節(jie)(jie)能(neng)環保、綠色低(di)碳等方面(mian)理(li)論研究(jiu),提(ti)升(sheng)相關研究(jiu)成果轉化(hua)應用(yong)的能(neng)力(li),為(wei)公(gong)共機(ji)構節(jie)(jie)約(yue)能(neng)源資(zi)源綠色低(di)碳發(fa)展提(ti)供支(zhi)撐。加強公(gong)共機(ji)構節(jie)(jie)能(neng)管理(li)干(gan)部隊(dui)(dui)伍培訓教(jiao)育,提(ti)升(sheng)節(jie)(jie)能(neng)管理(li)干(gan)部隊(dui)(dui)伍素質和(he)能(neng)力(li)。推動(dong)公(gong)共機(ji)構重點用(yong)能(neng)單位設(she)置碳排(pai)放管理(li)員相關崗位。
七、組織實施
(一(yi))加強(qiang)組(zu)織(zhi)領(ling)導。加強(qiang)對綠(lv)色低碳(tan)(tan)引領(ling)行(xing)動(dong)的統(tong)籌部署(shu)和系(xi)統(tong)推進,機(ji)關(guan)事務管(guan)理、發展(zhan)和改革(ge)、財政(zheng)、生態(tai)環境、住建部門要對標(biao)碳(tan)(tan)達峰碳(tan)(tan)中和政(zheng)策要求,結(jie)合我市實際,聚集(ji)節能降碳(tan)(tan)重(zhong)點工作,構建協同(tong)推進機(ji)制。教科文衛體系(xi)統(tong)根據(ju)本實施方(fang)案精神,結(jie)合自身實際,推進本系(xi)統(tong)公(gong)共(gong)機(ji)構節能降碳(tan)(tan)工作。
(二)強(qiang)(qiang)化(hua)政策支持。加強(qiang)(qiang)部門溝通,健全公共機構節能降(jiang)碳項目(mu)、資金(jin)等(deng)(deng)管理制(zhi)度,積極爭取中央預(yu)算內(nei)投(tou)資和上級資金(jin)等(deng)(deng)支持,提(ti)高資金(jin)使(shi)用(yong)(yong)(yong)效率,推(tui)動節能改造、能源(yuan)替代、電氣化(hua)改造等(deng)(deng)試點示范(fan)項目(mu)。推(tui)行(xing)合同能源(yuan)管理,探索應用(yong)(yong)(yong)綠(lv)(lv)色(se)信貸、綠(lv)(lv)色(se)基金(jin)等(deng)(deng)綠(lv)(lv)色(se)金(jin)融模(mo)式,逐(zhu)步(bu)解決市場化(hua)機制(zhi)運用(yong)(yong)(yong)中存在的障礙,引導社會資本(ben)參與。
(三)嚴格責(ze)任(ren)落實(shi)。分(fen)解下達“十四(si)五(wu)”期間公共機構碳排(pai)放(fang)總量和單(dan)位(wei)建筑面積碳排(pai)放(fang)量目標(biao)值,定(ding)期跟(gen)蹤(zong)評(ping)估落實(shi)情況(kuang),及(ji)時推(tui)廣(guang)先進經(jing)驗做法,確保方案穩步實(shi)施(shi)(shi)和目標(biao)實(shi)現。認真落實(shi)方案目標(biao)任(ren)務(wu),開展(zhan)碳排(pai)放(fang)核算工作,推(tui)進全市公共機構綠色低碳評(ping)價考核,健全激勵約束(shu)機制,實(shi)行“獎優(you)懲劣”,確保責(ze)任(ren)到(dao)位(wei)、措施(shi)(shi)到(dao)位(wei)、成效到(dao)位(wei)。
(四(si))強化監督考核(he)。持續推動(dong)公共機構節約能(neng)源(yuan)資源(yuan)工作納(na)入綜合考核(he)體系。定期(qi)開展節能(neng)檢查(cha)(cha)、業務考核(he)、能(neng)耗統(tong)計(ji)數據(ju)質量檢查(cha)(cha),通報結果,落實激勵(li)和懲(cheng)處措施。建立健全并嚴格落實公共機構能(neng)源(yuan)審計(ji)、能(neng)耗數據(ju)會(hui)審、能(neng)耗狀(zhuang)況公示通報制度(du),充分發揮監督考核(he)的導向作用(yong)。
