■■以儲能為核心多能互補


中國能(neng)(neng)源報:“十四五(wu)”時(shi)期,我國新能(neng)(neng)源發展內(nei)生動力強勁,并網(wang)規模(mo)有望翻(fan)番,您覺得高比例新能(neng)(neng)源并網(wang)對現有電力系統(tong)帶來哪些挑戰?


曾少軍:可以從宏(hong)觀(guan)和微觀(guan)兩(liang)(liang)個領域分析。從宏(hong)觀(guan)角(jiao)度看,所謂對(dui)電(dian)(dian)網的(de)挑戰無非就兩(liang)(liang)個:一是(shi)本(ben)地(di)消(xiao)納(na)(na),二是(shi)異地(di)輸送(song)。我國正大(da)力推(tui)進大(da)型風光基地(di)的(de)建設,亟需解決(jue)電(dian)(dian)力消(xiao)納(na)(na)難題。風光大(da)基地(di)集(ji)中(zhong)在遠離(li)負荷中(zhong)心的(de)西北地(di)區,而目前我國特(te)高(gao)壓(ya)等遠距離(li)輸電(dian)(dian)設施尚不完善(shan),電(dian)(dian)力供需不匹配(pei),某些地(di)區還(huan)出現無法并網、利用小(xiao)時(shi)數持(chi)續(xu)降低等“棄(qi)(qi)風”“棄(qi)(qi)光”現象,調峰能力不足(zu)已(yi)成為限電(dian)(dian)的(de)最核心問題。


從微觀技(ji)術層面看,高(gao)(gao)比例(li)新(xin)能(neng)源(yuan)并網給(gei)(gei)電(dian)力系統(tong)靈活(huo)性(xing)及安全(quan)性(xing)帶(dai)來(lai)巨大挑戰。新(xin)能(neng)源(yuan)新(xin)增裝機量增長迅猛,給(gei)(gei)電(dian)力系統(tong)安全(quan)穩(wen)定運(yun)行(xing)帶(dai)來(lai)壓力。在碳(tan)達峰(feng)、碳(tan)中和目(mu)標下,我國電(dian)源(yuan)結構由可控(kong)連續出力的(de)(de)煤電(dian)裝機占主導(dao)向不確(que)定性(xing)強、可控(kong)出力較弱的(de)(de)新(xin)能(neng)源(yuan)發電(dian)裝機占主導(dao)轉變(bian),電(dian)網運(yun)行(xing)更加(jia)(jia)復雜,電(dian)力系統(tong)對調頻、調峰(feng)資(zi)源(yuan)的(de)(de)需求將大大增加(jia)(jia)。另外(wai),風光(guang)呈現出批(pi)量分散(san)式供給(gei)(gei),無(wu)形中提升(sheng)了電(dian)網的(de)(de)管理成本。因為新(xin)能(neng)源(yuan)高(gao)(gao)比例(li)接入,配套電(dian)網建設(she)、調度運(yun)行(xing)優(you)化、備用服(fu)務、容量補償(chang)等(deng)輔助性(xing)投資(zi)會(hui)不斷增加(jia)(jia)。


中(zhong)國能源報:國家提(ti)出大型風光(guang)基(ji)地建設,您覺得其消納問題(ti)如何破解?


曾(ceng)少軍:解決(jue)大(da)型風光(guang)(guang)基地建(jian)(jian)設(she)帶來的(de)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)力(li)消納問題,我們(men)認為重點是要(yao)加(jia)快構建(jian)(jian)以(yi)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)為核(he)心(xin)的(de)多(duo)能(neng)(neng)(neng)互補(bu)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系(xi)。首先,我們(men)要(yao)推(tui)動電(dian)(dian)化學儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)、熱儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)、氫儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)等(deng)(deng)各類(lei)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)形式的(de)多(duo)元發(fa)(fa)(fa)(fa)展(zhan),支撐多(duo)能(neng)(neng)(neng)互補(bu)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)體系(xi)建(jian)(jian)設(she)。發(fa)(fa)(fa)(fa)電(dian)(dian)側(ce)(ce),大(da)力(li)推(tui)進新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)站(zhan)配置新(xin)(xin)型儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng),進一步推(tui)廣光(guang)(guang)熱發(fa)(fa)(fa)(fa)電(dian)(dian)熔鹽(yan)(yan)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng),在西北風光(guang)(guang)資源(yuan)(yuan)(yuan)(yuan)豐富(fu)地區,光(guang)(guang)熱型熔鹽(yan)(yan)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)站(zhan)效率最高可(ke)達到80%,對風電(dian)(dian)、光(guang)(guang)伏發(fa)(fa)(fa)(fa)電(dian)(dian)的(de)消納作用明顯;電(dian)(dian)網(wang)(wang)側(ce)(ce),合(he)理布局電(dian)(dian)網(wang)(wang)側(ce)(ce)新(xin)(xin)型儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng),提升電(dian)(dian)力(li)安全(quan)保障水(shui)平和系(xi)統綜合(he)效率。其次,優(you)化整合(he)電(dian)(dian)源(yuan)(yuan)(yuan)(yuan)側(ce)(ce)、電(dian)(dian)網(wang)(wang)側(ce)(ce)、負荷側(ce)(ce)資源(yuan)(yuan)(yuan)(yuan),以(yi)先進技術(shu)(shu)突破(po)和體制(zhi)機制(zhi)創新(xin)(xin)為支撐,探索區域(yu)省級(ji)、市(shi)縣級(ji)、園區級(ji)“源(yuan)(yuan)(yuan)(yuan)網(wang)(wang)荷儲(chu)(chu)(chu)(chu)一體化”等(deng)(deng)具體模式。再(zai)次,大(da)力(li)發(fa)(fa)(fa)(fa)展(zhan)以(yi)電(dian)(dian)力(li)為核(he)心(xin)的(de)綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)服務,培(pei)育發(fa)(fa)(fa)(fa)展(zhan)新(xin)(xin)動能(neng)(neng)(neng),促進新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)與供(gong)(gong)熱、供(gong)(gong)氣等(deng)(deng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)品種協同(tong)發(fa)(fa)(fa)(fa)展(zhan),同(tong)時(shi)推(tui)進電(dian)(dian)力(li)系(xi)統與互聯網(wang)(wang)、人工智能(neng)(neng)(neng)、大(da)數據等(deng)(deng)新(xin)(xin)興技術(shu)(shu)的(de)深度融合(he)。


■■農村將成為新能源發展新陣地


中(zhong)(zhong)國能源報:分(fen)布式光伏在構(gou)建新型電力(li)系統中(zhong)(zhong)處于什么地位?


曾少軍:我(wo)(wo)國(guo)(guo)的(de)能(neng)(neng)源(yuan)(yuan)生產中(zhong)心(xin)與消費中(zhong)心(xin)是天然脫離(li)的(de)。能(neng)(neng)源(yuan)(yuan)生產和(he)(he)消費中(zhong)心(xin)的(de)不匹(pi)(pi)配,決定了發展(zhan)(zhan)分(fen)(fen)布式(shi)能(neng)(neng)源(yuan)(yuan)的(de)重(zhong)要性。從經濟學來講,能(neng)(neng)源(yuan)(yuan)生產和(he)(he)消費最優匹(pi)(pi)配選擇是分(fen)(fen)布式(shi)能(neng)(neng)源(yuan)(yuan)。分(fen)(fen)布式(shi)發電(dian)(dian)已成(cheng)為新能(neng)(neng)源(yuan)(yuan)發展(zhan)(zhan)的(de)重(zhong)要形式(shi),國(guo)(guo)家能(neng)(neng)源(yuan)(yuan)局發布的(de)數據顯示(shi),截至今(jin)年(nian)6月底,我(wo)(wo)國(guo)(guo)分(fen)(fen)布式(shi)光伏(fu)新增(zeng)裝(zhuang)機(ji)(ji)同(tong)比(bi)(bi)增(zeng)長125%,在今(jin)年(nian)光伏(fu)發電(dian)(dian)新增(zeng)裝(zhuang)機(ji)(ji)中(zhong)占比(bi)(bi)約(yue)2/3,在光伏(fu)發電(dian)(dian)總裝(zhuang)機(ji)(ji)中(zhong)的(de)占比(bi)(bi)超過1/3,已成(cheng)為行業發展(zhan)(zhan)的(de)重(zhong)要力量(liang)。


通過研究(jiu),我們認為(wei)(wei)農(nong)(nong)村(cun)(cun)(cun)將(jiang)(jiang)(jiang)成(cheng)為(wei)(wei)分(fen)(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)發展的新陣地和主戰場。在碳(tan)中(zhong)和約(yue)束(shu)下,我國農(nong)(nong)村(cun)(cun)(cun)能(neng)(neng)源(yuan)消費將(jiang)(jiang)(jiang)在2025年(nian)左右達到碳(tan)排放峰(feng)值,新能(neng)(neng)源(yuan)將(jiang)(jiang)(jiang)成(cheng)為(wei)(wei)落實鄉(xiang)村(cun)(cun)(cun)振興戰略、建設(she)(she)美(mei)麗鄉(xiang)村(cun)(cun)(cun)的重要舉(ju)措。分(fen)(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)快(kuai)速發展還將(jiang)(jiang)(jiang)轉變農(nong)(nong)網(wang)發展模式(shi),分(fen)(fen)布(bu)式(shi)新能(neng)(neng)源(yuan)不(bu)僅可(ke)以減少農(nong)(nong)網(wang)改造(zao)投入成(cheng)本,還將(jiang)(jiang)(jiang)提(ti)高農(nong)(nong)村(cun)(cun)(cun)農(nong)(nong)民收入,在新農(nong)(nong)村(cun)(cun)(cun)建設(she)(she)中(zhong)大有可(ke)為(wei)(wei)。


我們經過測算發現(xian),光(guang)伏產業扶貧可(ke)發揮出內生(sheng)的(de)生(sheng)產力,以村級為單位,村年均收益20萬元左右。隨著(zhu)分散式風電(dian)(dian)、分布式光(guang)伏的(de)快速發展,風、光(guang)將(jiang)(jiang)逐步成為我國農(nong)(nong)村電(dian)(dian)力系統的(de)主(zhu)力電(dian)(dian)源,農(nong)(nong)村用(yong)電(dian)(dian)方(fang)(fang)式也將(jiang)(jiang)出現(xian)巨大(da)(da)轉(zhuan)變,“光(guang)伏+儲(chu)能”“風電(dian)(dian)+儲(chu)能”等多種方(fang)(fang)式將(jiang)(jiang)為農(nong)(nong)村提供(gong)成本更為低廉的(de)電(dian)(dian)力供(gong)應,同時伴(ban)隨大(da)(da)數據、人工智能等技術(shu)的(de)廣(guang)泛應用(yong),農(nong)(nong)網(wang)將(jiang)(jiang)朝(chao)著(zhu)分片自平衡、片區互聯(lian)的(de)新模(mo)式發展,大(da)(da)電(dian)(dian)網(wang)將(jiang)(jiang)作為農(nong)(nong)網(wang)片區保供(gong)的(de)重要(yao)支撐。


另外,多能(neng)(neng)(neng)互補、“互聯網+”等綜(zong)合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)一(yi)體化解(jie)決(jue)方案也將得到廣泛應用,形成(cheng)橫向“電(dian)、熱、冷、氣、水”能(neng)(neng)(neng)源(yuan)(yuan)(yuan)多品(pin)種之間的(de)互聯互通(tong)、協同供(gong)應,縱向“源(yuan)(yuan)(yuan)、網、荷、控”能(neng)(neng)(neng)源(yuan)(yuan)(yuan)多供(gong)應環節之間的(de)協調發展(zhan)、集成(cheng)互補,建(jian)成(cheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)與信息高度融合(he)的(de)新型生態化綜(zong)合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)系統。


中(zhong)國能源報:分布(bu)式能源高質量發展(zhan)需解決哪些問(wen)題?


曾少軍(jun):現(xian)階段(duan),我國分(fen)布(bu)(bu)(bu)式(shi)(shi)發(fa)電(dian)高質量發(fa)展仍存在諸多問題:一是(shi)分(fen)布(bu)(bu)(bu)式(shi)(shi)可(ke)再生能(neng)源項(xiang)目系統(tong)電(dian)能(neng)質量亟待提(ti)高;二是(shi)高比例分(fen)布(bu)(bu)(bu)式(shi)(shi)可(ke)再生能(neng)源發(fa)展所需的配電(dian)網接(jie)入能(neng)力不(bu)足;三(san)是(shi)分(fen)布(bu)(bu)(bu)式(shi)(shi)發(fa)電(dian)市場化(hua)交易仍面臨阻力,經濟性優勢難(nan)以充分(fen)發(fa)揮。


最不容忽視(shi)的(de)(de)是(shi),分布(bu)式能源(yuan)電能質量穩定性比較差,在加強儲能系統的(de)(de)技術進步和(he)改善的(de)(de)同時,還要(yao)探索小型化(hua)分布(bu)式光熱發電。


■■回歸電力的商品屬性


中國能源報:您剛提到分布式(shi)發電市場(chang)化交易仍面(mian)臨阻(zu)力,隨(sui)著(zhu)電力系統成本(ben)不斷上升,如何兼顧平衡、安全和經濟性的挑(tiao)戰?


曾(ceng)少(shao)軍:隨著新能源逐漸(jian)成(cheng)為主(zhu)體電(dian)源,系統性(xing)成(cheng)本上升已成(cheng)為業界共識。要兼(jian)顧平衡、安(an)全(quan)和經濟性(xing)的(de)挑戰,就要準確把握電(dian)力(li)市(shi)場發展規律(lv),回歸能源電(dian)力(li)的(de)商(shang)品(pin)屬性(xing),通過市(shi)場化的(de)規則來形(xing)成(cheng)競價機(ji)制。


所(suo)以,我們(men)需要(yao)加快(kuai)構建適應新能源(yuan)優先發展(zhan)的(de)電(dian)力(li)市場(chang)頂層設(she)(she)計。在建設(she)(she)目(mu)標方(fang)面,要(yao)促進新能源(yuan)發展(zhan)和新型(xing)電(dian)力(li)系統的(de)市場(chang)機制建設(she)(she),以市場(chang)競爭(zheng)方(fang)式形成新能源(yuan)上網(wang)價格,降(jiang)低(di)(di)能源(yuan)綠色低(di)(di)碳轉型(xing)成本。


另外(wai),我們還(huan)需要大力推進(jin)(jin)各類(lei)市(shi)場(chang)主(zhu)體協(xie)(xie)同(tong)(tong)。建立規范統一(yi)(yi)的電(dian)力市(shi)場(chang)基本交易規則和(he)技術標準,推動實(shi)現(xian)全(quan)國(guo)電(dian)力市(shi)場(chang)和(he)地方各級電(dian)力市(shi)場(chang)統一(yi)(yi)規范運營(ying)和(he)有效銜接,降(jiang)低(di)市(shi)場(chang)主(zhu)體制度性交易成(cheng)本,打破省間壁壘。在電(dian)、碳、綠證等多(duo)(duo)元市(shi)場(chang)體系中也要實(shi)現(xian)協(xie)(xie)同(tong)(tong)、融(rong)合發展。一(yi)(yi)方面(mian)(mian)通(tong)(tong)過電(dian)力市(shi)場(chang)來促(cu)進(jin)(jin)化(hua)工、電(dian)力等重(zhong)點領(ling)域節能(neng)降(jiang)耗與轉(zhuan)型發展;另一(yi)(yi)方面(mian)(mian),通(tong)(tong)過多(duo)(duo)元市(shi)場(chang)體系的協(xie)(xie)同(tong)(tong),溯源、認證綠色消(xiao)費行為和(he)可(ke)再生能(neng)源消(xiao)納(na),共(gong)同(tong)(tong)促(cu)進(jin)(jin)形成(cheng)全(quan)社會(hui)推動“雙碳”目標的格局。


兼顧三者關系需要企業創新產業模(mo)(mo)(mo)式,培育發(fa)展(zhan)(zhan)(zhan)新動能(neng)(neng)。例如,創新多種(zhong)能(neng)(neng)源(yuan)(yuan)互補供應(ying)模(mo)(mo)(mo)式,大力(li)發(fa)展(zhan)(zhan)(zhan)分布(bu)式能(neng)(neng)源(yuan)(yuan)和(he)以電(dian)(dian)(dian)力(li)為(wei)核心(xin)的綜(zong)合能(neng)(neng)源(yuan)(yuan)服務,促(cu)(cu)進新能(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)與(yu)供熱、供氣等能(neng)(neng)源(yuan)(yuan)品種(zhong)協(xie)同發(fa)展(zhan)(zhan)(zhan)。目(mu)前,需加強儲能(neng)(neng)與(yu)源(yuan)(yuan)網(wang)荷協(xie)調規劃研究(jiu),明確儲能(neng)(neng)發(fa)展(zhan)(zhan)(zhan)規模(mo)(mo)(mo)和(he)布(bu)局,完善儲能(neng)(neng)參與(yu)電(dian)(dian)(dian)力(li)市場的市場化成本(ben)疏導機制和(he)價格機制,積(ji)極探索共享儲能(neng)(neng)運營模(mo)(mo)(mo)式,促(cu)(cu)進電(dian)(dian)(dian)源(yuan)(yuan)側、電(dian)(dian)(dian)網(wang)側和(he)用戶側的儲能(neng)(neng)項目(mu)落地,發(fa)揮儲能(neng)(neng)在(zai)電(dian)(dian)(dian)力(li)系統安全(quan)穩(wen)定運行的支(zhi)撐作(zuo)用。


中國能源報:眾(zhong)所周知(zhi),新能源平價上網(wang)不等于(yu)平價利用(yong),在疏導系統成本(ben)方(fang)面,您(nin)有什么建議嗎?


曾少軍:技術進(jin)步正推(tui)動(dong)新能(neng)(neng)源度電(dian)(dian)成本(ben)不斷(duan)走低,然而,上網(wang)(wang)側的低電(dian)(dian)價(jia)不等于用戶側的低電(dian)(dian)價(jia)。研(yan)究(jiu)顯示,隨著(zhu)新能(neng)(neng)源裝機規模和電(dian)(dian)量滲透率的提升,新能(neng)(neng)源承(cheng)擔的功(gong)率預測、自(zi)動(dong)電(dian)(dian)壓(ya)控(kong)制、自(zi)動(dong)發電(dian)(dian)控(kong)制等考核費用增加(jia),常規電(dian)(dian)源為平抑新能(neng)(neng)源波動(dong)性提供的輔助服務(wu)成本(ben)增加(jia),電(dian)(dian)網(wang)(wang)服務(wu)新能(neng)(neng)源接網(wang)(wang)及消納的投資也將不斷(duan)增加(jia)。這表明,能(neng)(neng)源轉型也是有成本(ben)的,要疏導系統(tong)成本(ben),就要完善電(dian)(dian)價(jia)市場化(hua)形成機制,推(tui)進(jin)電(dian)(dian)力(li)市場化(hua)交易。
