5月7日,國家發改委發布《關于進一步完善抽水蓄能價格形成機制的意見》,明確堅持并優化抽水蓄能兩部制電價政策,將以競爭性方式形成電量電價,完善容量電價核定機制。
《意見(jian)》提出(chu),將發(fa)揮現貨(huo)市場(chang)在(zai)電量電價(jia)形(xing)成(cheng)中的作(zuo)用;現貨(huo)市場(chang)尚未運行情況下引入競爭機制形(xing)成(cheng)電量電價(jia);合理確定服務(wu)多省區的抽水蓄(xu)能電站電量電價(jia)執(zhi)行方式;對標行業先進水平(ping)合理核定容量電價(jia);建(jian)立(li)適應電力(li)市場(chang)建(jian)設發(fa)展和產業發(fa)展需要的調整機制。

各省、自治區、直轄(xia)市及(ji)計劃單列市、新疆生(sheng)產建(jian)設兵團發展(zhan)改革(ge)委,國家(jia)電網有限(xian)公司、南方(fang)電網公司、內蒙(meng)古電力(集團)有限(xian)責任公司:
抽(chou)水(shui)(shui)蓄能(neng)電(dian)(dian)站(zhan)具有調(diao)峰(feng)、調(diao)頻、調(diao)壓、系統備用和黑啟動等(deng)多種(zhong)功能(neng),是(shi)電(dian)(dian)力(li)(li)系統的(de)(de)主要(yao)調(diao)節(jie)電(dian)(dian)源(yuan)。近年來(lai),我委逐步建(jian)立完善(shan)(shan)抽(chou)水(shui)(shui)蓄能(neng)電(dian)(dian)價(jia)(jia)形成機制,對(dui)促進(jin)抽(chou)水(shui)(shui)蓄能(neng)電(dian)(dian)站(zhan)健康發(fa)(fa)(fa)展、提升電(dian)(dian)站(zhan)綜合效(xiao)益(yi)發(fa)(fa)(fa)揮了重要(yao)作用,但隨著(zhu)電(dian)(dian)力(li)(li)市(shi)場(chang)(chang)化改革的(de)(de)加(jia)快(kuai)推進(jin),也面(mian)臨與市(shi)場(chang)(chang)發(fa)(fa)(fa)展不夠銜接、激勵約束機制不夠健全等(deng)問(wen)題(ti)。為貫徹落實黨中央(yang)、國務院(yuan)關于深化電(dian)(dian)力(li)(li)體(ti)(ti)制改革、完善(shan)(shan)價(jia)(jia)格(ge)(ge)形成機制的(de)(de)決策部署(shu),促進(jin)抽(chou)水(shui)(shui)蓄能(neng)電(dian)(dian)站(zhan)加(jia)快(kuai)發(fa)(fa)(fa)展,構建(jian)以(yi)新能(neng)源(yuan)為主體(ti)(ti)的(de)(de)新型電(dian)(dian)力(li)(li)系統,經商國家能(neng)源(yuan)局,現就進(jin)一步完善(shan)(shan)抽(chou)水(shui)(shui)蓄能(neng)價(jia)(jia)格(ge)(ge)形成機制提出以(yi)下(xia)意見。
一、總體要求
今后(hou)一段(duan)時期,加快(kuai)發(fa)(fa)展(zhan)(zhan)抽水蓄(xu)能電(dian)(dian)(dian)站(zhan),是(shi)提升(sheng)電(dian)(dian)(dian)力系統靈活性(xing)(xing)、經濟性(xing)(xing)和(he)安全性(xing)(xing)的(de)重要方式,是(shi)構建(jian)以(yi)新能源(yuan)為(wei)主體(ti)的(de)新型電(dian)(dian)(dian)力系統的(de)迫切要求(qiu),對保障電(dian)(dian)(dian)力供(gong)應、確保電(dian)(dian)(dian)網安全、促進新能源(yuan)消(xiao)納(na)、推動(dong)(dong)能源(yuan)綠色(se)低碳轉型具有(you)重要意義。現階段(duan),要堅(jian)持以(yi)兩部制(zhi)電(dian)(dian)(dian)價(jia)政(zheng)策(ce)為(wei)主體(ti),進一步完善抽水蓄(xu)能價(jia)格形成機(ji)制(zhi),以(yi)競爭性(xing)(xing)方式形成電(dian)(dian)(dian)量電(dian)(dian)(dian)價(jia),將(jiang)容量電(dian)(dian)(dian)價(jia)納(na)入(ru)輸配電(dian)(dian)(dian)價(jia)回收,同時強化與電(dian)(dian)(dian)力市場建(jian)設發(fa)(fa)展(zhan)(zhan)的(de)銜接,逐步推動(dong)(dong)抽水蓄(xu)能電(dian)(dian)(dian)站(zhan)進入(ru)市場,著力提升(sheng)電(dian)(dian)(dian)價(jia)形成機(ji)制(zhi)的(de)科(ke)學性(xing)(xing)、操(cao)作性(xing)(xing)和(he)有(you)效性(xing)(xing),充分(fen)發(fa)(fa)揮電(dian)(dian)(dian)價(jia)信號(hao)作用,調(diao)動(dong)(dong)各方面(mian)積極性(xing)(xing),為(wei)抽水蓄(xu)能電(dian)(dian)(dian)站(zhan)加快(kuai)發(fa)(fa)展(zhan)(zhan)、充分(fen)發(fa)(fa)揮綜合效益(yi)創造更加有(you)利的(de)條件。
二、堅持并優化抽水蓄(xu)能(neng)兩部(bu)制(zhi)電價政策
(一(yi))以(yi)競爭(zheng)性方式形(xing)成(cheng)電(dian)(dian)(dian)量(liang)(liang)電(dian)(dian)(dian)價。電(dian)(dian)(dian)量(liang)(liang)電(dian)(dian)(dian)價體現抽水(shui)蓄能(neng)電(dian)(dian)(dian)站提供調峰服(fu)務的價值,抽水(shui)蓄能(neng)電(dian)(dian)(dian)站通過電(dian)(dian)(dian)量(liang)(liang)電(dian)(dian)(dian)價回收抽水(shui)、發電(dian)(dian)(dian)的運行成(cheng)本。
1.發揮現貨(huo)市場在電(dian)(dian)量(liang)電(dian)(dian)價(jia)(jia)形成中(zhong)的作用。在電(dian)(dian)力現貨(huo)市場運(yun)行的地方,抽(chou)(chou)水蓄能電(dian)(dian)站(zhan)(zhan)抽(chou)(chou)水電(dian)(dian)價(jia)(jia)、上網電(dian)(dian)價(jia)(jia)按現貨(huo)市場價(jia)(jia)格及規(gui)則結算。抽(chou)(chou)水蓄能電(dian)(dian)站(zhan)(zhan)抽(chou)(chou)水電(dian)(dian)量(liang)不執行輸配電(dian)(dian)價(jia)(jia)、不承擔政府(fu)性基金及附(fu)加(下同(tong))。
2.現(xian)貨市場尚未(wei)(wei)運行(xing)情(qing)況下引入競爭機制(zhi)形成電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)。在(zai)電(dian)(dian)(dian)(dian)(dian)(dian)力現(xian)貨市場尚未(wei)(wei)運行(xing)的(de)(de)(de)地(di)方,抽水(shui)蓄能電(dian)(dian)(dian)(dian)(dian)(dian)站抽水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)可由電(dian)(dian)(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)提(ti)供(gong)(gong),抽水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)按(an)燃(ran)煤發電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準價(jia)的(de)(de)(de)75%執行(xing),鼓勵委托(tuo)電(dian)(dian)(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)通(tong)過(guo)競爭性(xing)招標(biao)方式采購,抽水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)按(an)中(zhong)標(biao)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)執行(xing),因調(diao)度等因素未(wei)(wei)使用的(de)(de)(de)中(zhong)標(biao)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)按(an)燃(ran)煤發電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準價(jia)執行(xing)。抽水(shui)蓄能電(dian)(dian)(dian)(dian)(dian)(dian)站上(shang)網電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)由電(dian)(dian)(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)收購,上(shang)網電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)按(an)燃(ran)煤發電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)準價(jia)執行(xing)。由電(dian)(dian)(dian)(dian)(dian)(dian)網企(qi)(qi)業(ye)提(ti)供(gong)(gong)的(de)(de)(de)抽水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)產生的(de)(de)(de)損耗在(zai)核定省級電(dian)(dian)(dian)(dian)(dian)(dian)網輸配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)時統(tong)籌考慮。
3.合理確定服務多省區(qu)的(de)抽水(shui)蓄能(neng)電(dian)(dian)站電(dian)(dian)量(liang)(liang)(liang)電(dian)(dian)價執行(xing)方式(shi)。需要在(zai)多個省區(qu)分攤(tan)容量(liang)(liang)(liang)電(dian)(dian)費(容量(liang)(liang)(liang)電(dian)(dian)價×機(ji)組(zu)容量(liang)(liang)(liang),下同(tong))的(de)抽水(shui)蓄能(neng)電(dian)(dian)站,抽水(shui)電(dian)(dian)量(liang)(liang)(liang)、上(shang)網電(dian)(dian)量(liang)(liang)(liang)按容量(liang)(liang)(liang)電(dian)(dian)費分攤(tan)比(bi)例分攤(tan)至相關(guan)省級電(dian)(dian)網,抽水(shui)電(dian)(dian)價、上(shang)網電(dian)(dian)價在(zai)相關(guan)省級電(dian)(dian)網按上(shang)述電(dian)(dian)量(liang)(liang)(liang)電(dian)(dian)價機(ji)制(zhi)執行(xing)。
(二)完善容(rong)量電(dian)(dian)價核定機制。容(rong)量電(dian)(dian)價體現抽(chou)水(shui)蓄(xu)能(neng)電(dian)(dian)站(zhan)提供調(diao)頻、調(diao)壓、系統備用(yong)和黑啟(qi)動等輔助服(fu)務的價值,抽(chou)水(shui)蓄(xu)能(neng)電(dian)(dian)站(zhan)通過容(rong)量電(dian)(dian)價回收(shou)抽(chou)發運行(xing)成(cheng)本外(wai)的其他成(cheng)本并(bing)獲得合理(li)收(shou)益。
1.對標(biao)行(xing)業先進水平(ping)合(he)理(li)核(he)定容(rong)量(liang)電價(jia)(jia)。我委根據《抽水蓄能(neng)容(rong)量(liang)電價(jia)(jia)核(he)定辦法》(附(fu)后),在成本(ben)調查(cha)基礎上(shang),對標(biao)行(xing)業先進水平(ping)合(he)理(li)確定核(he)價(jia)(jia)參數,按照(zhao)經營期(qi)(qi)定價(jia)(jia)法核(he)定抽水蓄能(neng)容(rong)量(liang)電價(jia)(jia),并隨省級電網輸(shu)配電價(jia)(jia)監管周期(qi)(qi)同步調整。上(shang)一監管周期(qi)(qi)抽水蓄能(neng)電站可用率不(bu)達標(biao)的,適當降低(di)核(he)定容(rong)量(liang)電價(jia)(jia)水平(ping)。
2.建(jian)立(li)適應電(dian)(dian)力(li)(li)市(shi)場建(jian)設(she)發展(zhan)和(he)產業(ye)發展(zhan)需要(yao)的(de)調整機(ji)制。適應電(dian)(dian)力(li)(li)市(shi)場建(jian)設(she)發展(zhan)進(jin)程(cheng)和(he)產業(ye)發展(zhan)實(shi)際需要(yao),適時降(jiang)低或(huo)根據抽水(shui)(shui)蓄(xu)能電(dian)(dian)站(zhan)主動要(yao)求(qiu)降(jiang)低政(zheng)府核定容量電(dian)(dian)價覆(fu)蓋電(dian)(dian)站(zhan)機(ji)組設(she)計容量的(de)比(bi)例,以推(tui)動電(dian)(dian)站(zhan)自(zi)主運用剩余(yu)機(ji)組容量參與(yu)電(dian)(dian)力(li)(li)市(shi)場,逐步實(shi)現電(dian)(dian)站(zhan)主要(yao)通過參與(yu)市(shi)場回收(shou)成本、獲(huo)得收(shou)益,促進(jin)抽水(shui)(shui)蓄(xu)能電(dian)(dian)站(zhan)健康(kang)有(you)序發展(zhan)。
三、健(jian)全(quan)抽水蓄能(neng)電站費用分攤疏導方式
(一)建(jian)立(li)容(rong)量(liang)電(dian)(dian)費納入輸(shu)配(pei)電(dian)(dian)價回收的(de)機制。政府核(he)(he)定的(de)抽水蓄(xu)(xu)能容(rong)量(liang)電(dian)(dian)價對(dui)應的(de)容(rong)量(liang)電(dian)(dian)費由電(dian)(dian)網企業支付,納入省(sheng)級電(dian)(dian)網輸(shu)配(pei)電(dian)(dian)價回收。與輸(shu)配(pei)電(dian)(dian)價核(he)(he)價周期保持銜接,在(zai)核(he)(he)定省(sheng)級電(dian)(dian)網輸(shu)配(pei)電(dian)(dian)價時統(tong)籌考慮未來(lai)三(san)(san)年(nian)(nian)新投(tou)產抽水蓄(xu)(xu)能電(dian)(dian)站容(rong)量(liang)電(dian)(dian)費。在(zai)第(di)二監管周期(2020~2022年(nian)(nian))內陸續投(tou)產的(de)抽水蓄(xu)(xu)能電(dian)(dian)站容(rong)量(liang)電(dian)(dian)費,在(zai)核(he)(he)定第(di)三(san)(san)監管周期(2023~2025年(nian)(nian))省(sheng)級電(dian)(dian)網輸(shu)配(pei)電(dian)(dian)價時統(tong)籌考慮。
(二)建立相(xiang)關收(shou)益(yi)分(fen)享機制。鼓勵抽(chou)(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)(dian)(dian)站參與輔(fu)助服(fu)(fu)務市場或輔(fu)助服(fu)(fu)務補償機制,上(shang)一監(jian)管周期內形(xing)(xing)成(cheng)(cheng)的相(xiang)應(ying)(ying)收(shou)益(yi),以及執行抽(chou)(chou)水(shui)(shui)電(dian)(dian)(dian)(dian)(dian)價(jia)、上(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)形(xing)(xing)成(cheng)(cheng)的收(shou)益(yi),20%由抽(chou)(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)(dian)(dian)站分(fen)享,80%在下一監(jian)管周期核定電(dian)(dian)(dian)(dian)(dian)站容量電(dian)(dian)(dian)(dian)(dian)價(jia)時相(xiang)應(ying)(ying)扣減,形(xing)(xing)成(cheng)(cheng)的虧損由抽(chou)(chou)水(shui)(shui)蓄(xu)能(neng)電(dian)(dian)(dian)(dian)(dian)站承擔(dan)。
(三)完善容量(liang)電(dian)(dian)(dian)費在多個(ge)省(sheng)級電(dian)(dian)(dian)網(wang)(wang)的(de)分(fen)(fen)(fen)(fen)攤方式。根據功能和服務情況,抽水蓄能電(dian)(dian)(dian)站(zhan)容量(liang)電(dian)(dian)(dian)費需要(yao)在多個(ge)省(sheng)級電(dian)(dian)(dian)網(wang)(wang)分(fen)(fen)(fen)(fen)攤的(de),由我委組織相關省(sheng)區(qu)協商確定(ding)分(fen)(fen)(fen)(fen)攤比(bi)例(li),或參(can)照《區(qu)域電(dian)(dian)(dian)網(wang)(wang)輸電(dian)(dian)(dian)價格定(ding)價辦法》(發改價格〔2020〕100號)明確的(de)區(qu)域電(dian)(dian)(dian)網(wang)(wang)容量(liang)電(dian)(dian)(dian)費分(fen)(fen)(fen)(fen)攤比(bi)例(li)合理確定(ding)。已經明確容量(liang)電(dian)(dian)(dian)費分(fen)(fen)(fen)(fen)攤比(bi)例(li)的(de)在運電(dian)(dian)(dian)站(zhan)繼續按現行分(fen)(fen)(fen)(fen)攤比(bi)例(li)執行,并根據情況適時調整。
(四)完(wan)善(shan)容(rong)量(liang)電(dian)費(fei)(fei)在特(te)定(ding)(ding)電(dian)源(yuan)和(he)電(dian)力(li)系統(tong)間的分(fen)(fen)攤(tan)(tan)(tan)方式(shi)。根據(ju)項目核準文件,抽(chou)水蓄(xu)能電(dian)站(zhan)明確同(tong)時(shi)服(fu)務于特(te)定(ding)(ding)電(dian)源(yuan)和(he)電(dian)力(li)系統(tong)的,應明確機組容(rong)量(liang)分(fen)(fen)攤(tan)(tan)(tan)比例,容(rong)量(liang)電(dian)費(fei)(fei)按容(rong)量(liang)分(fen)(fen)攤(tan)(tan)(tan)比例在特(te)定(ding)(ding)電(dian)源(yuan)和(he)電(dian)力(li)系統(tong)之間進行分(fen)(fen)攤(tan)(tan)(tan)。特(te)定(ding)(ding)電(dian)源(yuan)應分(fen)(fen)攤(tan)(tan)(tan)的容(rong)量(liang)電(dian)費(fei)(fei)由相關受益主體承擔,并在核定(ding)(ding)抽(chou)水蓄(xu)能電(dian)站(zhan)容(rong)量(liang)電(dian)價時(shi)相應扣(kou)減。
四(si)、強化抽水蓄能電站建設(she)運(yun)行(xing)管理(li)
(一)加強抽水蓄能(neng)電(dian)(dian)站建(jian)(jian)設(she)(she)管理。抽水蓄能(neng)電(dian)(dian)站建(jian)(jian)設(she)(she)應(ying)充(chong)分考慮電(dian)(dian)力(li)系統需要、站址資(zi)源條件、項目經濟(ji)性、當地電(dian)(dian)價承受能(neng)力(li)等,統一規劃、合理布局、有序(xu)建(jian)(jian)設(she)(she),未(wei)納(na)入相關(guan)建(jian)(jian)設(she)(she)規劃的項目不得建(jian)(jian)設(she)(she)。
(二)強(qiang)化抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)運(yun)行(xing)管理。電(dian)(dian)網企業、抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)要著(zhu)眼(yan)保障(zhang)電(dian)(dian)力供應、確保電(dian)(dian)網安全(quan)、促進新能(neng)源消(xiao)納等,合(he)理安排抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)運(yun)行(xing),簽訂年度調度運(yun)行(xing)協議并對外公(gong)示,充(chong)分(fen)(fen)發揮抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)綜合(he)效益(yi)。國家能(neng)源局及(ji)其派出機構要進一步加(jia)強(qiang)對抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)利用(yong)情況的(de)(de)監管和考核,對抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)作用(yong)發揮不充(chong)分(fen)(fen)的(de)(de),及(ji)時責令改正,并依法(fa)進行(xing)處理。各(ge)地也要加(jia)強(qiang)對抽(chou)(chou)(chou)水(shui)(shui)蓄(xu)(xu)(xu)能(neng)電(dian)(dian)站(zhan)(zhan)的(de)(de)運(yun)行(xing)管理。
(三)保障(zhang)非(fei)電(dian)(dian)(dian)(dian)網(wang)(wang)投(tou)資(zi)抽(chou)水蓄(xu)能電(dian)(dian)(dian)(dian)站平(ping)穩運(yun)行。電(dian)(dian)(dian)(dian)網(wang)(wang)企業(ye)要與(yu)(yu)非(fei)電(dian)(dian)(dian)(dian)網(wang)(wang)投(tou)資(zi)主體(ti)投(tou)資(zi)建(jian)設的抽(chou)水蓄(xu)能電(dian)(dian)(dian)(dian)站簽(qian)訂(ding)規范的中長期購售電(dian)(dian)(dian)(dian)合(he)同,堅持公(gong)平(ping)公(gong)開(kai)公(gong)正原則對抽(chou)水蓄(xu)能電(dian)(dian)(dian)(dian)站實施調(diao)度,嚴(yan)格(ge)執行我委核定的容(rong)量電(dian)(dian)(dian)(dian)價(jia)和根據本意(yi)見形(xing)成的電(dian)(dian)(dian)(dian)量電(dian)(dian)(dian)(dian)價(jia),按(an)月及時結(jie)算電(dian)(dian)(dian)(dian)費,保障(zhang)非(fei)電(dian)(dian)(dian)(dian)網(wang)(wang)投(tou)資(zi)主體(ti)利益,調(diao)動(dong)社會資(zi)本參(can)與(yu)(yu)抽(chou)水蓄(xu)能電(dian)(dian)(dian)(dian)站建(jian)設的積極性。
(四(si))推(tui)動抽(chou)(chou)水蓄能(neng)電站(zhan)作為獨立市(shi)場(chang)主體參與市(shi)場(chang)。各地(di)(di)價格主管部(bu)門(men)、能(neng)源主管部(bu)門(men)要按照職(zhi)能(neng)分工,加快確立抽(chou)(chou)水蓄能(neng)電站(zhan)獨立市(shi)場(chang)主體地(di)(di)位,推(tui)動電站(zhan)平等參與電力中長(chang)期交(jiao)易、現貨市(shi)場(chang)交(jiao)易、輔(fu)(fu)助服(fu)務市(shi)場(chang)或輔(fu)(fu)助服(fu)務補償機制。
(五(wu))健全對抽水(shui)(shui)蓄(xu)能電站電價(jia)(jia)(jia)執行(xing)(xing)情(qing)況的監(jian)管。電網(wang)企(qi)業要對抽水(shui)(shui)蓄(xu)能電站電價(jia)(jia)(jia)結算單獨(du)歸集、單獨(du)反映,于每年4月底(di)前(qian)將上年度(du)抽水(shui)(shui)蓄(xu)能電站電價(jia)(jia)(jia)執行(xing)(xing)情(qing)況報相關省級價(jia)(jia)(jia)格主管部門和我委(價(jia)(jia)(jia)格司)。
五、實施安排
(一)本意見(jian)印發之(zhi)日前已(yi)投產的電(dian)站,執行(xing)(xing)(xing)單(dan)(dan)一容(rong)量(liang)(liang)制(zhi)(zhi)電(dian)價(jia)(jia)的,繼(ji)(ji)續按(an)(an)(an)現(xian)行(xing)(xing)(xing)標準執行(xing)(xing)(xing)至(zhi)(zhi)2022年底,2023年起按(an)(an)(an)本意見(jian)規(gui)定(ding)電(dian)價(jia)(jia)機制(zhi)(zhi)執行(xing)(xing)(xing);執行(xing)(xing)(xing)兩部制(zhi)(zhi)電(dian)價(jia)(jia)的,電(dian)量(liang)(liang)電(dian)價(jia)(jia)按(an)(an)(an)本意見(jian)規(gui)定(ding)電(dian)價(jia)(jia)機制(zhi)(zhi)執行(xing)(xing)(xing),容(rong)量(liang)(liang)電(dian)價(jia)(jia)按(an)(an)(an)現(xian)行(xing)(xing)(xing)標準執行(xing)(xing)(xing)至(zhi)(zhi)2022年底,2023年起按(an)(an)(an)本意見(jian)規(gui)定(ding)電(dian)價(jia)(jia)機制(zhi)(zhi)執行(xing)(xing)(xing);執行(xing)(xing)(xing)單(dan)(dan)一電(dian)量(liang)(liang)制(zhi)(zhi)電(dian)價(jia)(jia)的,繼(ji)(ji)續按(an)(an)(an)現(xian)行(xing)(xing)(xing)電(dian)價(jia)(jia)水平執行(xing)(xing)(xing)至(zhi)(zhi)2022年底,2023年起按(an)(an)(an)本意見(jian)規(gui)定(ding)電(dian)價(jia)(jia)機制(zhi)(zhi)執行(xing)(xing)(xing)。
(二)本意(yi)見(jian)(jian)印發(fa)之日起新(xin)投產的抽水蓄能電站,按本意(yi)見(jian)(jian)規定(ding)電價(jia)機制(zhi)執行。
現(xian)行規定(ding)與本意(yi)(yi)見不符的,以本意(yi)(yi)見為準(zhun)。
